Builder Confidence Rises Five Points in May

B

uilder confidence in the market for newly built, single-family homes gained five points in May from a downwardly revised reading in the previous month to reach a level of 29 on the National Association of Home Builders/Wells Fargo Housing Market Index (HMI), released today. This is the index’s strongest reading since May of 2007. “Builders in many markets are reporting that buyer traffic and sales have picked back up after a pause this April,” said Barry Rutenberg, chairman of the National Association of Home Builders (NAHB) and a home builder from Gainesville, Fla. “It seems we have resumed the gradual upward trend in confidence that started at the beginning of this year, as stabilizing prices and excellent affordability encourage more people to pursue a new-home purchase.”

“While home building still has quite a way to go toward a fully healthy market, the fact that the HMI has returned to trend is an excellent sign that firming home values, improving employment and low mortgage rates are drawing consumers back,” said NAHB Chief Economist David Crowe. “The pace of this emerging recovery could be stronger were it not for the significant impediments that the market continues to face with regard to builder and consumer access to credit, inaccurate appraisals, and more recently, rising materials prices.” Derived from a monthly survey that NAHB has been conducting for 25 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores from each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. Each of the index’s components rebounded from declines in the previous month. The component gauging current sales conditions and the component gauging traffic of prospective buyers each rose five points in May to 30 and 23, respectively, with the traffic component hitting its highest level since April of 2007. The component gauging sales expectations in the next six months rose three points to 34. Three out of four regions registered improving builder sentiment in May. This included a six-point gain to 32 in the Northeast, and five-point gains to 27 and 28 in the Midwest and South, respectively. The West posted a two-point decline, to 29. HONK Rehabs Covington Homes Through Local Partnerships

I

n its first partnership with the Brighton Center, Housing Opportunities of Northern Kentucky (HONK) recently completed the major rehab of 330 E. 18th St., a two-bedroom home in Covington’s Austinburg neighborhood. This project, like all HONK projects, is made affordable for a family looking for a homeownership opportunity. “This house had seen better days before we started on it,” says David Hastings, HONK’s Executive Director. “It had been through foreclosure and was really in need of significant investment. Now we’re standing in a home that has been fully rehabbed, with new mechanicals, new insulation, an extra half bath added, a new roof, and all new finishes.” “While we used some of our own volunteers, staff, and other subcontractors on this home, it was Brighton Center’s Construction and Manufacturing Technologies Program that really made a difference here,” says Steve Lutkenhoff, HONK’s Construction Manager. “This has worked out so well, we are hoping this partnership can continue so we can help even more local families become homeowners.” The house on E. 18th is one of four HONK has completed on this street in the last 6 months. Another is being built by HONK just around the corner. Funding for 4 of the 5 homes has come through a federal

Neighborhood Stabilization Program grant to the City of Covington through the Kentucky Department for Local Government. On Covington’s Westside, the sound of hammers can be heard as YouthBuild has been hard at work on another HONK rehab to help a local family realize their dream of homeownership. YouthBuild is a program of the Northern Kentucky Community Action Commission that helps youth earn their GED and enroll in post-secondary education while learning construction and other job skills. HONK has been working with YouthBuild for nearly 7 years now, having rehabbed many homes together. The current YouthBuild project is a three-bedroom single-family home near Linden Grove Cemetery. “YouthBuild does such great work and this project is no exception. We are so close to being done,” says Hastings. “The family we are in the process of selecting is going to be so happy here!” The Center for Great Neighborhoods of Covington and the Housing Authority are also working on projects to transform the area. “There is a good mix of development going on right now. Some projects are geared to pushing the market while others create opportunities for those with less income,” says Hastings. “It is critical to have this mix to make sure there are opportunities for everyone. There is so much activity going on in Covington. It is great to be a part of it.”

2012 General Assembly Wrap-Up

T

he 2012 General Assembly was called into special session by the Governor following an impasse over road finding. For Northern Kentucky some $200 million in road funds were at risk going into the special session. Ultimately many Northern Kentucky road projects were funded including HWY 536, Pleasant Valley Road, US 17 and Mt. Zion Road. Many other bills that were damaging to your industry were stopped and a few that would have benefitted your industry ultimately did not make it through. Overall, many pieces of helpful legislation were passed in what can be characterized as a beneficial session for your industry. The following bills have been signed into law by the Governor: • Uniform Form: HB 277 This legislation creates a standardized form to be used by all local tax districts for the filing of net profits, gross receipts and occupational license taxes. Currently, there are over 200 local taxing districts, each with its own filing form. This legislation is a step in the right direction for a more business friendly environment. • Seller Finance – SAFE Act Fix: HB 409 This bill addresses the unintended consequence of the SAFE Act model legislation adopted by the Commonwealth in recent years. Now builders will be allowed to self-finance up to four homes per calendar year without obtaining a mortgage brokerage license. • Building Materials Sales Tax Exemption: HB 255 This legislation is in

response to the disastrous tornadoes that ravaged the Commonwealth in March 2012. The bill exempts state tax on building materials used to repair to construct a new building in a disaster area, up to $6,000 per building. This tax credit will apply retroactively for February 29, 2012 through March 3, 2012. • PVA Standards: HB 398 This legislation simply codifies the property valuation standards of conduct, allowing flexibility to assess for tax purposes by using one of the four methods: (1) Cost approach (2) Income approach (3) Sales comparison approach (4) Subdivision development approach. • Employer Contributions to Unemployment Insurance: HB 495 This extremely important piece of legislation addresses the interest the Commonwealth owes on the federal loan obtained to pay for unemployment insurance benefits and prevents the current federal $63 per employee from increasing to $420 per employee. This legislation includes no new taxes this year or next. In 2014, the bill requires the governor to apply for a freeze to the federal tax assessment that will offset an assessment to repay the interest. Also included is additional tax relief in the future to help defray the added costs to businesses in Kentucky. • Stormchasers/Roofer Bill: HB 421 This bill was promoted by the insurance industry as consumer protection legislation, and ran in multiple states. This legislation allows homeowners to cancel any contract up to five days after finding that roof damage was not covered by insurance.


Mike Kegley Attains Life Directorship at NAHB

R

ecently Mike Kegley, past local president and immediate past president of the Home Builders Association of Kentucky achieved his life directorship at NAHB. He was voted in as a life director at the International Builders Show NAHB Board of Directors meeting in Orlando, Florida in February. A special recognition was held at the April HBA Board of Directors meeting here in Northern Kentucky where Mike received his life director certificate from NAHB. The lifeblood of our association’s federation is actively involved members. The HBA is not only a local organization representing your

interests here in Northern Kentucky, but part of a state federation of 22 HBA’s across our Commonwealth and 800 HBA’s across the nation that makes up NAHB. This national federation requires active participation to make it run and represent the interests of our members across our nation and in Washington DC. Leaders often come through our local organization and decide to become active in our state and national associations. In order to attain his life directorship Mike was required to attend at least two board meetings a year for a span of ten years. That is the minimum requirement. Mike has gone well beyond that as he is actively engaged in state and national HBA policy and a driving force in the vision of our state and national associations. Mike testified before Congress in 2011 to represent your interests regarding acquisition, development and construction financing. In 2011 Mike went to bat against regulation within NAHB’s governance and ultimately gained NAHB’s support of Congressman Davis’ REINS Act. He led the HBA of Kentucky as president in 2011, and he was awarded his second Builder of the Year for all of his efforts at our Inaugural Luncheon in January of 2012. Mike is also active on the local level as a perennial participant at practically every consumer show that our HBA produces and engaged locally with regard to the HBA’s political and governmental affairs efforts. Congratulations Mike for attaining your life directorship at NAHB and we look forward to many years of your active engagement in all facets of our federation.

Improving Business Brings New Challenges Written By: John W Steinman, Forge Lumber

T

o say the last few years have been hard is an incredible understatement. Now a better business environment is going to be stressful as well. Admittedly, when you’re the hammer, everything looks like a nail (if you’ll excuse the pun). I won’t speak to the financials, projected demand, or whether foreclosures are an issue or not. I can speak to the supply of building materials. The building materials market is a classic example of supply and demand. Widely diversified supply and diverse yet usually localized demand gives us, among other things, ready supply, and good competitive pricing. Unfortunately, four bad years have quietly damaged the supply side. The outlook on availability for commodity lumber is far different than any other time in history. Throughout the last few years, the price of lumber has been at historic low levels, in some cases before adjusting for inflation. Demand has increased over the last few months. Single family over all has started to pick up. Multi-family and commercial constructions are strong and wood construction has become very popular. All over this area, and nationwide, there are four and five story buildings being built entirely with wood. The long term outlook for wood construction, over other methods, has never been better. Wood is still the easiest and most cost effective structural building material. The short term outlook is volatile at best. On April 23rd the Lakeland sawmill in Prince George, B.C. caught fire and exploded, causing loss of life, $100 million in damage, and removing about 10% of the western SPF stud production. The same thing happened in Burns Lake, B.C.

on January 20th. Both events have impacted the amount of wood available in the market. Other factors include excessive regulation, global lumber and log demand (especially from China) and protectionist tariffs on Canadian lumber supply. In the short term this will mean serious price swings. Other building materials such as vinyl, drywall, shingles, and fiber cement siding, and doors and windows are all in a similar, yet stranger situation. They have been absorbing raw material costs for years (yes, including oil, as irritating as it is to hear about that one). They have either announced price increases, or intend to do so. As this begins to happen, some manufacturers will try to cut costs by cutting corners. Others will introduce new products, or new companies. As this happens, expect quality to suffer further. Read the warranties carefully, many don’t cover what they claim to. The marketing efforts of these manufacturers are sometimes misleading. Be a good judge of character. Specific manufacturers (especially those who have a monopoly on a product) are falling behind. Currently even MDF baseboard manufacturers take 12 weeks from the time of order to manufacture. There will be some short term shortages. Don’t get caught. Transportation only makes it worse; reliable trucks and drivers are in very short supply. None of these things should be cause for excessive concern. Simply be aware of it and have a good plan and a backup plan when it comes to reliable suppliers. It’s probably too soon to say we made it, but it is certainly a lot brighter. Now we all need to make sure the last few years of pain weren’t for nothing.

Bigger & Busier is Not Necessarily Better By Jason P. “Jay” Rammes, CPA, Barnes Dennig

I

n an industry as competitive as construction – and an economy as sluggish as ours – it is important to focus on profit over revenue and efficiency over activity. Bigger and busier is not necessarily better. “We’re so busy working that we just keep working. You have to be more strategic,” said Monroe Porter, President of PROOF Management. “You have to make the tough decisions.” Porter was the featured speaker at the 13th Annual Contractor’s Seminar, sponsored by Barnes Dennig, Frost Brown Todd and North Side Bank. He offered a number of strategic tips for contractors to improve their bottom line, including: • Pay attention to the changing demographics within the country and the region, because it will impact the nature of the jobs that are available and the makeup of the workforce. For instance, as the aging population increases, so will the need for healthcare facilities. • Your management and cost structure must evolve with the times. In order to make the profit you desire on a job, you not only need staff with the appropriate skills and experience for the job, you need to maintain the appropriate average hourly wage – and your bid must reflect your wages, skills and desired profit.

• Don’t waste time chasing jobs you won’t get or jobs that are not profitable. Instead, focus on the type of work your company does well, and put more time and effort into building relationships with those customers. “Of the contractors that are busy, we find that 20-30 percent of their work represents 100 percent of their losses, and we find that to be true of $100 million contractors and $1 million contractors,” Porter said. “They’re losing money on those jobs because they’re doing jobs they don’t do well.” He encouraged attendees to compile a list of all jobs the company performed in the past five years and compare them by margin to determine what type of work is most profitable for their particular company. That information will help determine the type of job the company should pursue in the future. Then, when pursuing new work, pursue only the work that the company has a realistic chance of winning. “Separate the suspects from the prospects,” Porter said. For some contractors, that will mean focusing more on restoration and service work than new construction. “The retrofit, maintenance and repair market in the U.S. is way larger than construction,” Porter said, “and it’s generally more profitable.” Northern Kentucky BUILDER

wning a small business is no easy task, but keeping quality employees can often make or break your business. Surveys show that three in four workers consider benefits a decisive factor in weighing new job opportunities. Benefits like health insurance, disability, and retirement plans are very desirable for employees, but can be costly for employers – leading many employers to share the cost with employees or implement voluntary benefit programs allowing employees to purchase or increase benefits through payroll deduction. Today’s employees are more conscientious than ever about their retirement and benefits program. The one thing that almost every employee wants and needs is health insurance. Over the past several decades, Americans have become increasingly reliant on employers for their insurance coverages, including life insurance, disability insurance, dental and vision. Compared to other popular benefits, a basic life insurance benefit is relatively inexpensive to provide and can range from a modest lump sum to multiples of the employee’s salary. Disability insurance is one of the least understood types of insurance, but also one of the most important. Many people mistakenly believe that workers who become hurt or unable to work will receive income through Social Security, Worker’s Compensation or both. But Social Security benefits are often quite restrictive and Worker’s Compensation only qualifies for on the job injuries. Employer-sponsored disability income insurance is much less restrictive and can cover short-term disability with benefits up to 26 weeks, or long-term disability that can last until retirement. Dental and Vision insurance have also grown in popularity with employers to provide additional wellness function to employees with little to no cost for employers. As with many of the benefits – dental, vision, disability, etc. can all be added to an employer’s benefits as a part of a voluntary benefit program. And finally, offering a retirement plan is highly desirable by most employees, and the good news is that small business owners have a variety of plan options from which to choose. Most retirement plans fall in two major categories, such as defined benefit plans (pensions) and defined contribution plans (401(k), Profit Sharing plans, SIMPLE’s, SEPs and more). Each of these benefits programs has advantages and disadvantages that need to be navigated with the help of a qualified financial professional who can help you sort through the choices and determine which options will work best for your business.
