orry this is a long article but when you read through 4 ¼ years of minutes there are numerous highlights that pop out during a leader’s journey at the association. As we head into 2018 we wanted to take this opportunity to thank those in our leadership that have served their terms on our Board of Directors and our Executive Committee. One of the best rewards we have as a staff team at the BIA is observing individuals contribute, collaborate and evolve as leaders in our ranks. It is truly a joy to serve them and experience their giving back to the industry that has been their livelihood. On our Board we will see Mike Conklin, Drees Homes; Jerry Beerman, Alluring Glass and Chris Johnstone, Regions Bank roll off. We want to thank each of them for their willingness to contribute to the association and our industry. We hope they each consider Board service in the future and possibly service on our Executive Committee.
Speaking of our Executive Committee we will see Tom Spille, Spille Builders and Developers and Pat Parshall, Northwest Title finish their terms with us. Bill Cullen will transition to Immediate Past President

and we will continue marching forward headlong into whatever comes our way and that we actively create. We want to let you know a little more about these gentlemen. We went back to look at some of minutes from the first meetings Tom attended to refresh ourselves about what the Executive Committee was concerned with those days late 2013. We had just started working to create a daytime high school training program; a concept that Tom saw come to fruition during his presidential year in 2016. We were just wrapping up our first financially positive year after three years of changing the business and governance model of the association due to the evisceration of our industry during the great recession. Bill and Tom came in on the back end of some tumultuous years and entered executive leadership at the very beginning of our rebuilding process after completely overhauling and innovating what we do to set a course towards financial and vibrant success. Keep in mind they both have not known a year in leadership without a HomeFest. We had just created our threetiered giving campaign for the PAC and raised a little over $10,000 that year. This year we went over $22,000. We had created a new membership award that would be eventually named after Janis Beard who retired after 27 years at the association. At the time, SD1 had closed the Hebron area to development due to sewer capacity issues; a battle our leaders oversaw a fight over for four years. We had just launched a redesigned logo and a branding campaign using the logo to help members identify themselves

with the association. We had experienced J.D. Patton Area Technology Center shut down in Kenton County and our efforts to provide construction trades training for High School Students began shooting skyward. We had embarked on the new 2013-2016 strategic plan. During Tom’s first year we had entertained the sale of the Building Center; a plan that ultimately didn’t progress as Bill arrived on the leadership team. Tom and Bill have lead us through many challenges. During 2014 we had assembled the shoots of what would become the Commercial Council. The finances were good enough that we could begin funding a 401k program for the staff team once again. Now Governor, Matt Bevin, visited us numerous times during his Senatorial campaign. During Bill and Tom’s time with us we were hired by the Lexington association to assist them in starting their own trade school complete with two courses. They now have five. The USDA 502 Rural Development Loan program was set to have its lines redrawn across the country following the 2010 census; affecting 22 communities in NKY. It was your local association that spearheaded the effort nationally and by the end of Tom’s presidential term we were successful in stalling the redrawing of the lines for ten years by utilizing the Continuing Resolution Process and ultimately inserting language in the Farm Bill; saving over 300 cities across the country from shutting off one of the last 100% loan programs available to homebuyers. Both gentlemen saw us drop our
affiliate program in 2014 in response to NAHB increasing the fees for affiliates by 300%. That same year Adam Chaney, past president, began his board service at SD1. Also, in 2014 was our last changes in our governance restructuring; rolling the duties of a standing Finance Committee into the hands of the Executive Committee. As we entered 2015 we had transitioned from an association that was paralyzed by over 250 committee meetings that drained our resource capacity of staff team and time in 2009 to a nimble and more flexible association focused on creating capacity for the staff team and leadership to continually innovate and improve that would prove to be a very successful business model. Now we have over 1,800 registrations per year at our events with over 300 of those registrations belonging to builder members of the association; numbers that are growing every year. In 2015 the Commercial Council really started its work. First, they held a meeting with US Fish & Wildlife in Frankfort to discuss issues involving endangered species mitigation. Second, they created a study of every incentive to business and every barrier in all cities and counties in NKY. Third, they engaged in the capacity issues at SD1. We were shocked in 2015 when Frankfort suddenly stopped accepting graduates of the Enzweiler Building Institute as qualified to sit for their licensure exams. Through a multi-month process the program was brought back on track. The main issue stemmed from the fact that we
have been approved by the state for so long that nobody in state government had records of our arrangements dating back to the 1980’s. That issue was enhanced by the fact that the school we had assisted Lexington in starting was going through the approval process and nobody could find our records in Frankfort. Organized labor got their hackles up and started a fuss in state government thinking we were starting union halls. Many people made multiple trips to Frankfort to clean up the issue that resulted in us dropping the word “apprenticeship” from our school’s name in favor of “Building Institute” which mimicked our national organization and Lexington’s new school name. We began talks with Boone County schools to start trades training for High School students; a program that took off in 2016 and which won an Association Excellence Award for our efforts. As we headed into 2016 we made a strategic decision to no longer hold large events at the building center as repeating a location over and over was having negative effects on attendance and the space would likely be used more for trades training in the future as our training programs have ballooned in recent years. We narrowed our focus from 29 business to business events to 12 and doing those 12 exceptionally well; a concept that has had impressive benefits and is resulting in many events selling out completely. Council events would be the only other business to business events we would create. In late 2015 the NKU Stream Restoration Program fees spiked. The increase kicked members of
the Commercial Council and Land Development Council into high gear. Because of our efforts the fees have dropped 36% to date and will drop lower in the coming months. Stay tuned for more exciting news on this front. In 2016 we were successful in exempting cast iron pipe for tall commercial structures in favor of less expensive PVC across the state. We had our first reception for Commercial Builder/Developers in mid-2016 to ask them to

By the end of 2016 they held their first event at the Wayfair LogistiCenter and had a surprising attendance. They were off and running and earned an Association Excellence Award for their efforts. By early 2016 we had been working to articulate our classes with Gateway; just prior to the Governor announcing the Kentucky Work Ready Skills Initiative. We had already been working with High Schools to launch programming and offering dual credit for our graduates into Gateway. Governor Bevin announced the initiative and we were sent into hyperdrive trying to find out about as much of the program as we could. By mid-
There are many more challenges we have faced and victories we have celebrated with our leaders that are transitioning off our Executive Committee or into Past President status. Over the last 4 years we have earned 5 Association Excellence Awards. Recently we won multiples in back to back years; amn accomplishment not seen since the mid 1990’s. There has been a name change to “Building Industry Association” (BIA) so we can align ourselves with all who we represent. That hasn’t always gone smoothly at other associations but because of the dedication our leaders possess and their ability and willingness to tell our story it has gone very well here at home. We have traveled to our state capitol many times together, worked with many elected officials, many members, many meetings planning just
association. They have the best for the association in their hearts and minds and by their actions they have shown that for years. As a group we don’t always agree on the way to go about things, but we always agree on why we do the things we do and that is for the care, stewardship and vibrancy of the association and the industry. I was asked when you first hired me if we do things as well as other associations. Prior to your leadership I would say when asked some things we do as well, many we do not. I was asked that same question by Tom Spille recently. My answer was an honest “I believe Tom that we do them better and in some cases far better.” That’s the truth and it is so because of the dedicated engagement of our leaders. Thank you, gentlemen. Thank you. We forever owe you our gratitude and admiration.

rior to becoming the Building Industry Association of Northern Kentucky and before we were known as the Home Builders Association of Northern Kentucky, we were once the Council of Northern Kentucky Home
Builders; a Council of the Home Builders Association of Greater Cincinnati. We seceded from the Cincinnati association on March 1, 1955. Our charter from NAHB was issued on May 15, 1955 and was presented to us at a meeting

DUKE NOTICE OF NEW SUBDIVISION SUBMISSION PROCEDURES Effective November 8, 2017 Duke Energy has changed its procedures for subdivision submissions. The individual covering the Kentucky side of the market is as follows: Dave Frueauff (859) 534-4375. Submit projects to the following email address: SubdivisionProjects@duke-energy.com, This email address is only for initial submission of subdivision projects. After a Duke representative contacts you, please use their contact information (email, cell, etc.) as the means of correspondence. What to include in the email: • Subject line of email to include – Suburb & County • Attachments included in email – Developers questionnaire, Full set of PDF project plans & cad file - No paper copies of prints are required • If an attachment is omitted, a Duke Energy Rep will send an email to the developer or developer’s engineer requesting the missing information. This information needs to be sent back to the Duke Energy Rep, not the new subdivision email address • Engineering of the project will not begin until Duke Energy has received the developers questionnaire, PDF of project plans & cad file. • Notification of receipt of project – Email confirmation will be sent to developer or developer’s engineer within 24 to 48 hours of receipt of the email.

TAX REFORM BILL ABANDONS HOUSING Legislation put forth by Republicans in the House of Representatives abandons middle-class taxpayers in favor of high-income Americans and wealthy corporations. It eviscerates existing housing tax benefits, including deductions for mortgage interest and property taxes. The legislation was introduced Nov. 2. The bill caps the mortgage interest deduction at $500,000 for new home purchases. This means that home buyers in expensive markets will effectively lose this housing tax benefit moving forward. The House leadership killed a cost-effective plan proposed by NAHB that Ways and Means Committee leaders agreed to include in the legislation. It would provide a robust homeownership tax credit that would have helped up to 37 million additional home owners who do not currently itemize. Most of them are low- and moderate-income households. Key provisions in the House bill would dramatically alter the nation’s tax landscape. The legislation would harm home owners and diminish the value of their homes by greatly reducing the number of home owners who can take advantage of the mortgage interest deduction. Regarding the Low-Income Housing Tax Credit (LIHTC), the bill proposes to eliminate the tax-exempt status of private activity bonds, effectively eliminating the 4% credit rate for bond-financed projects and making it harder to finance production of affordable housing.
NEW HOME SALES PACE HITS 10-YEAR Sales of newly built, single-family homes in September rose 18.9% to a seasonally adjusted annual rate of 667,000 units from an upwardly revised August reading, according to data from HUD and the Census Bureau. This is the highest sales rate since October 2007. Year-to-date, new home sales are 8.6% above their level over the same period last year. “The September sales numbers show that there is solid, growing demand for new home construction,” said NAHB chairman Granger MacDonald. “However, builders need to continue to monitor rising construction costs to keep houses affordably priced.” “New home sales have bounced back from a few soft months and have returned to the strong growth trend we saw earlier this year,” said NAHB Chief Economist Robert Dietz. “As existing home inventory remains tight, we can expect new homes sales to continue to make gains in the months ahead.” The inventory of new homes for sale was 279,000 in September, which is a five-month supply at the current sales pace. New home sales increased in all four regions. Sales rose 33.3% in the Northeast, 25.8% in the South, 10.6% in the Midwest and 2.9% in the West. 8

BIA MONTHLY SIGNATURE EVENT

great crowd was on hand Thursday, November 9th, at the Ft. Mitchell Country Club to witness some lucky members win cash while supporting our PAC. One of the heaviest builder attended events each year associates should take note that a $100 PAC contribution will get you in front of builders you may not see on many occasions. The last record we set for fundraising was $20,000. This year we blew past that milestone reaching over $22,000. Many thanks go out to key individuals starting with our PAC Chairman this year, John Curtin, Paul Hemmer Company and new BIA President. John worked tirelessly making calls, shooting out emails, and yes, evening a few face-to-face encounters that lead us to another record setting year.
Funds contributed to the PAC go toward supporting those elected officials, and those seeking office that support you and your industry. A reminder that several sweeping pieces of legislation were passed in the General Assembly in 2017 that your association has long advocated for. These new laws are not without their opponents and in 2018 there are more challengers facing down our friends in Frankfort. COMMERCIAL COUNCIL QUARTERLY EVENT WRAP UP

record crowd was on hand at the new Devou Golf and Event Center to learn about the new Kenton County Administration Building. The Association Excellence Award winning Commercial Council hosts four events a year at various new commercial projects across Northern Kentucky. There is no place else in the region where you can network with such a large group of Commercial Builder/Developers. While not holding events, the Commercial Council advocates for the commercial construction industry. Review of planning commission documents, SD1, water districts as well as environmental regulatory impacts are worked on year-round to make NKY a better place to bring impactful commercial projects to the market and help to drive economic development. Make sure and catch all four Commercial Council events in 2018!

ake plans to attend Housing & Building Day at the Capitol as your fellow members from around the state descend upon Frankfort. The day will begin early on February 8th as a caravan will leave the BIA’s Building Center in the Circleport Office Park and work its way to Frankfort. The day will begin with an issues briefing in the Capitol Rotunda that always includes special guests to speak and meet those who turn out.
The BIA staff team makes the experience easy to do. You owe it to yourself to participate and see how government works in our Commonwealth. You will be supplied with a NKY Caucus Directory, BIA position statements, and a team member from the BIA staff that will guide you
through the Capitol and the Capitol Annex. Special access to Caucus meetings and photo opportunities to be recognized during the General Assembly session that day are always a treat. If you are an associate, you have a key group of Builder members that attend the Capitol visit that you will be shoulders to shoulders with all day and the entire event is complimentary for those volunteering their time to advocate on behalf of your industry!

Also, make plans to attend HBA of Kentucky’s Winter Board of Directors meetings February 7-9 at the Embassy Suites Lexington on Newtown Pike that encompasses the Day at the Capitol. Committee meetings will occur on the 7th and include, Executive, Code, Associates, Legislative and Regulatory, Political Action and Building Young Leaders among other committees. On February 9th is the state association’s Board of Directors meeting, which is commonly highlighted by special guests. The state meetings are a great place to network to expand your business across the Commonwealth and for builder members to share their success and challenges with another builder they are not in direct competition with.
