is’ the season when our work usually slows but not this year. We continue to be busy with The Legacy House and invite you to lend a hand if you can (details at www.honkhomes.org) . We finished a big rehab on West 15th St. in Covington as well as completed a house on East 9th St. This latter one had significant foundation problems so we needed a structural engineer to design a permanent fix. Also, we have been blessed with two HUD grants (HOME dollars) and are rehabbing two properties, also in Covington. One of the houses is benefiting from the support of YouthBuild of Northern KY who are doing most of the carpentry work. Several BIA members have also been contracted to help with these two properties. Some more news: we want to introduce and welcome Gina Cornelius, HONK Housing Counselor. She was the director of Ida Spence Mission at City Heights and a senior educator at New Hope Center in Crestview Hills. Gina has a genuine passion to help people and is a wonderful addition to our HONK family. Yes, tis’ the season! But mostly because the Holidays are upon us. So enjoy the merriment, joy, and love this Christmas time brings to all of us and our families. Have a very blessed Christmas!

2019 Leadership Team

ach year we welcome new leadership to the BIA. Every year we welcome a new Board of Directors and work hard to make sure the leadership has all the tools at their disposal to make right and just decisions with regard to policy and the strategic direction the association us striving to work towards. Your association is very welcoming and practices a policy of taking the grassroots members’ ideas straight to the top of leadership. To that end we make sure you get to know your association’s leaders better. That is why we are providing you the following biographies on the 2019 leadership team. TOM WITHORN Company: Craftsmen By Design Company Department and Title: Owner 2019 BIA Position: President Why you are on BIA Executive Committee: If one is not willing to give back and train the next generation of builders, tradesmen or women then they are not truly passionate about their industry. The comradery of fellow members offers a support system for small business owners like me that is vital to me personally. I have learned so much from the men and women around this association with the wealth of knowledge and advice is irreplaceable. Your favorite vacation destination and why: Anyplace I can ride to on my motorcycle because it’s relaxing for my wife and me. However we are fair weathered riders. Your first job and details: Probably putting up hay and tobacco as a teenager but I was also a carpenter helper for one of our members Bob Mai and sons back in the 80’s Your first BIA encounter and what it was like: It was a remodeler’s committee meeting back in ‘03 or ’04 and didn’t have a clue why I was 8

there except my dad said to take his place while he was on vacation. I did meet some great guys there though like Jim Stegman, Dan Corbin, Marty Grosser and maybe even Jim Cutter. How the BIA can help the industry for the better: I believe the BIA represents the best of the best in our area. The highest group of professionals in any industry represents the standard of excellence in that field. If that is true we are in good company. We help each other out when needed, we hold each other up to a higher standard and together we make this industry better.

ROSS KREUTZJANS Company: Kreutzjans Construction Co. LLC Company Department and Title: Partner 2019 BIA Position: Vice President Why you are on BIA Executive Committee: I am on the executive committee to make a difference in our industry and to use my knowledge to make it better. I am here to be an advocate for our industry and the BIA. Your favorite vacation destination and why: Bahamas.This is where my wife and I went on our honeymoon and I had vacationed there before also. The water is always crystal clear, and the weather is fantastic! Your first job and details: I oversaw the building of a few houses over the summer while in high school and worked with every trade on site. We poured the floors, framed the entire house, installed cabinets and tops, graded the yard and installed landscaping. This really makes you appreciate the hard work it takes to build something. This was a very humbling and rewarding experience that I will never forget. Your first BIA encounter and what it was like: I attended a golf outing. I always love playing golf and this was an easy way to start to get more active in the association. How the BIA can help the industry for the better: The BIA is starting construction on the school addition next year. This will be a great training tool and resource for new tradespeople to have the necessary skills to succeed in our industry. We have an ever-aging workforce now and we need to have new, young talent replace the ones retiring.

JARRON FISCHER Company: Fischer Homes Company Department and Title: Land Development, Construction Superintendent. 2019 BIA Position: Secretary/Treasurer Why you are on BIA Executive Committee: I am on the Executive Committee because of my passion for the home building and land development industry. I look forward to being one of the collective group of professionals for the BIA that has a positive influence in our industry. Your favorite vacation destination and why: As long as I’m with my family spending time together the destination isn’t as important. Your first job and details: Pushing a broom for a Framer. Your first BIA encounter and what it was like: My first encounter was sitting in on a meeting reviewing the Performance Standards Manual update in 2005. It was impressive that a collective group of volunteers of our industry leaders developed this manual for all alike to adhere to. How the BIA can help the industry for the better: The BIA puts a group of professional representatives in the middle of the action that helps protects our interests in the industry.

JOHN CAIN Company: Wiseway Plumbing, Electric, and Lighting Supply Company Department and Title: President and Owner 2019 BIA Position: Associate President Why you are on BIA Executive Committee: First, the BIA has been important to Wiseway from our earliest days. I very much value the role the BIA plays in our industry and our community. The BIA is a tremendous advocate for the industry and convener of those with varying views of our industry from both inside and outside of it. Second, I believe in being a good industry citizen and giving back to it. Your favorite vacation destination and why: Grand Cayman for the scuba diving! Your first job and details: I was in 4th grade when my father started Wiseway. At that time, I was put in charge of the restocking the candy machine. I am sure the finances of that machine never worked out too well!

Your first BIA encounter and what it was like: In the earliest days of Wiseway, I remember going to the Home Show when it was at the Drawbridge Inn’s London Hall. There were always fun trinkets to collect. How the BIA can help the industry for the better: Continue to advocate for all parts of the industry to ensure the it is valued and respected for its very important role on so many fronts. Continue to convene all interested parties to ensure the industry maximizes its impact on, and benefits to, all involved.

MICHAEL RIEGLER Company: Riegler Blacktop, inc Company Title: President 2019 BIA Position: Associate Vice President Why am I on the executive committee: I grew up in the construction industry from a very young age. I respect the work of previous generations before me that has allowed our community to grow and thrive. I hope that my experiences can help translate into leadership to further our industry. My Favorite Vacation Destination: Fort Myers, FL- Our family has vacationed there my entire life. Now my children and wife always enjoy spending New Years on the beach together. My first Job: I always loved going to work with my father (Boone Riegler) when I was younger. I remember being around a paving crew and getting the guys water or just riding in a backhoe with my dad. Later, when I was in high school, I began my career cleaning parking lots for the sealcoating crews throughout the summer. I loved every minute of it growing up. My first BIA encounter: I can’t really pinpoint my first BIA encounter. However, I can say that I really enjoy the various outings and events throughout the year. They always provide a great networking platform and provide great opportunities to stay in tune with all the industry. How can the BIA help the Industry: Right now, more than ever, our industry is severely struggling from a lack of skilled workers. For too long schools promoted college degrees to high school students as their only real choice. We in the BIA need to continue to reach out to next the generation and get the message out that the trades are very good career opportunities. Northern Kentucky BUILDER

NEWSROOM Home Sales Stumble in September New and existing home sales stumbled in September, as higher interest rates slowed the housing sector amid otherwise positive macroeconomic conditions — including a near 50-year low for unemployment. The average 30-year fixedrate mortgage now stands at 4.9%, up from 3.95% a year ago. Due to the higher cost of financing, new single-family home sales fell 5.5% in September from a downwardly revised August estimate. While new home sales remain 3.5% higher on a year-to-date basis, the September rate was the lowest since December 2016. Consequently, inventory increased to an elevated 7.1-month supply. Meanwhile, existing home sales declined 3.4% in September, falling to the slowest pace in nearly three years — and 4.1% lower than a year ago. Median new home sales pricing has decreased over the last year as the mix of supply has shifted. The median new home price was $320,000 in September, compared to $331,500 a year ago.

Opportunity Zones Could be Knocking The Treasury Department and IRS in October released the long-awaited proposed regulations for implementing opportunity zones, a new type of economic development incentive created by the Tax Cuts and Jobs Act of 2017. Opportunity zones seek to incentivize investment in under- served communities. Developers may use a Qualified Opportunity Zone Fund to help fund projects located within an opportunity zone. This new source of investment could be a powerful economic tool if properly administered. NAHB has prepared answers for frequently asked questions about opportunity zones and qualified opportunity funds. Public comments on the proposed regulations will be accepted until Dec. 28.

What to Do if ICE Visits Your Jobsite NAHB has teamed up with immigration law experts to provide members with information on what to expect – and what to do – if a job- site gets a visit from U.S. Immigration and Customs Enforcement (ICE). ICE has ramped up oversight of employers’ obligations to verify the validity of each employee’s identity and is serving up inspection notices all over the country. The publication, “When ICE Comes Calling: U.S. Immigration & Customs Enforcement on the Jobsite,” offers a look at how these inspections work. The publication is not legal advice: Employers should consult with immigration counsel and establish a response protocol in case of a raid or audit and ensure that all field super- intendents are prepared and all employees know that the first thing to do is to contact their boss.

Commercial Council Finishes 2018 on a High Note

T

he Commercial Council wrapped up their 2018 programming with an update about CVG held at Traditions Golf Club on Thursday, November 15th. Over 90 were in attendance. Sponsors included Paul Hemmer Company, Frost Brown Todd, Republic Bank, Reading Rock, Overhead Door of Northern Kentucky and Logan Lavelle Hunt Insurance. Event Chair Brian Dunham, Frost Brown Todd, ran the panel of two including Barb Schempf, Vice President, Planning & Development for CVG and Paul Hegedus, Vice President, Commercial Management for CVG. The airport’s new update of their Master Plan was discussed as was an update of carrier and freight activity as well as the potential impact that the Amazon Prime Air Hub will have on our region.

Throughout the year the Commercial Council has delivered high quality quarterly events that are unique to our region. Nowhere else can you find a concentrated group of commercial builder/developers and the support companies that want to be near them. Their first event was held at Traditions Golf Club and featured leaders in the region that discussed growth and infrastructure in Boone County, the Commonwealth’s fastest growing community. Other events included Sun Behavioral Health Systems new location on Dolwick Drive where they focused on new development on that site as well as the Showcase Cinema site in Erlanger. Lisse Steakhuise in Mainstrasse Village was the setting for their fall event which focused on continued developments aro0nd that area such as the John R. Greene building, the 501 Main Project as well as potential future plans for the IRS building in downtown Covington. 12

While social and networking events are the outward persona of the Commercial Council, advocacy is the bedrock of the group. The Council is highly engaged in issues regarding environmental regulations such as Endangered Species Act mitigation and water mitigation from the Clean Water Act Section 404 Stream and Wetland Fee Mitigation Program, to local delegated storm water regulations and the future land use of our region. Members of the Council are engaged in the Boone County Comprehensive Plan, which will spell out how Boone County is to grow in the coming years. In fact, we were invited to speak oat both the National Mitigation and Ecosystem Bankers national conference as well as the Governor’s Conference on Energy and the Environment in 2018 as a result of our work on these subjects. Individuals involved in the burgeoning Council have begun to integrate with other arms of the association from the Land Development Council, the State & Local Government Committee to regular functions and events around the BIA. The Council was a recipient of the 2016 NAHB Association Excellence Award as Best Council Development Program nationwide. The Council has also grasped onto the concepts of the blood life of the BIA which is membership recruitment and retention and focus every one of their events on cultivating new members and providing high value to those who have joined in order to retain them and activate them to benefit from not just the Council but the BIA. Be on the lookout for outstanding Commercial Council events in 2019 as they continue to grow this portion of the BIA.

PAC NIGHT – IT’S A WRAP!!!

Thanks go out to the many volunteers that supported our PAC in 2018. Over the last primary and general election cycle we supported several statewide and local campaigns and contributed a record $23,000+ to the campaigns of candidates that support your industry. During the general elections held this November 100% of those the PAC supported were elected to office. For our PAC to be the most successful business-related PAC in our region we must raise funds to donate to campaigns. To do that we call on our large donors and provide a fun event where you can win $2,000. The event was held at New Riff Distillery in Newport. Ten potential winners were drawn from the tumbler and we reverse raffle those ten until we get down to three, who then decide if they wish to split the winnings which they did. Those winners were Bill Cullen, Ralph Drees and Bart Porter; many of whom have decided to forego their winnings so that money can stay in the PAC coffers and achieve our mission. We hope you participate in our PAC because as the largest business-related PAC in Northern Kentucky it is important for us to support candidates who support the construction industry and small businesses in our Commonwealth and in the County and City buildings. Home Builders Association of Kentucky Fall Board of Directors Recap

T

he 2019 Home Builders Association of Kentucky (HBAK) Fall Board of Directors meetings were held in Covington at Embassy Suites River Centre on October 11th and 12th. The Codes Committee was well attended with local members concerned about clarifications with the 2015 updated Kentucky Residential Code. The legislative/PAC committee meeting is an excellent source of good information on how our statewide federation supports candidates that are friendly to our industry. Th3ere has been a lot of consternation regarding the new state sales taxes on landscape and janitorial services. A letter was distributed from the Kentucky Department of Revenue clarifying what services are to have sales tax levied 16

upon them. That same document has been sent to our local membership on three occasions through our Advocacy Friday emails. There was a report on the association’s Construction Career Days; held in Shelby County drew in excess of 2,500 students this year. Jerry Konter, candidates for NAHB Third Vice Chairman stayed with the crowd the entire two days. Thursday evening was enjoyed by members visiting Smoke Justis in Covington for a night of comradery. The Young Building Leaders group learned from the “Building Giants” Mike Kegley, The B.O.L.D. Company and Brian Justice, C.K. Ash Insurance, about how they have benefited from association activation and how they made their way into major players in the construction industry. We took the opportunity to tell our story in NKY of exactly how costly these regulations have become. more recently we spoke at the Governors Conference on Energy and the Environment as a panelist on Waters of the US and what regulations involving stream and wetland mitigation is doing to our economic outlook. As a voice in the industry we are working closely with our staff at NAHB to provide necessary changes with regard to environmental issues. We have provided feedback and useful changes to the 2008 Compensatory Mitigation Rule which is now under review by the Trump administration. We have also supplied new concepts for use in managing endangered species regulations.
