AMAZING AND FAST PROGRESS IN A HISTORIC FIRST WEEK OF THE GENERAL ASSEMBLY

T

hanks go out to President Bill Cullen for trudging through the white blanket of death with me to the Kentucky Chamber of Commerce dinner in Lexington on January 5th. The legislators that were on hand were very excited, and rightfully so, about the fast happenings in Frankfort. The House members could not attend the dinner as they were voting on HB1 and HB3 last night; enduring long speeches from those in opposition of the legislation. Ultimately, the “Right to Work” bill and prevailing wage repeal bill passed the House and will be received in the Senate today. The Senate will convene Saturday, January 7th to vote on both pieces of legislation. All indications are that the Governor will sign the bills that same day. Both include emergency provisions to make the laws applicable upon the Governor’s signature. Meaning that by the time you read this, Kentucky will join all Southern states and many states to our North in creating a friendlier business climate. Hand in glove with the aforementioned bills, we will be introducing legislation regarding the state’s model procurement code. The result will be more affordable opportunities for the Sanitation and Water Districts in our Commonwealth to invest for growth. Be on the lookout for a call to action after the bill is filed. On the regulatory front, the US Army Corps of Engineers Louisville District office opened public comment to modify the in-lieu fee program of the Kentucky Department of Fish and Wildlife to expand their jurisdiction to all 120 counties of Commonwealth on December 27th, 2016. WE ARE IN SUPPORT OF THIS EFFORT. The comment period ends February 10, 2017. The end result is that stream and wetland restoration fees in Northern Kentucky will be reduced from $470 per linear foot to $350 per linear foot. While not the ultimate goal of our efforts in lessoning this barrier to business it is a big step in the right direction. COMMERCIAL COUNCIL ADVOCATES FOR THE INDUSTRY – BUSINESS TO BUSINESS EVENTS FOR A CAUSE

T

he Commercial Council, headed by John Curtin, Paul Hemmer Company, is in full throttle planning their events for 2017. Be sure to attend their first of four events on Wednesday, February 22 from 4:00-6:00pm at Aqua on the Levee. Located at Newport on the Levee, Aqua elevates waterfront apartment living to a dazzling new level. Come learn about one of the region's newest and most exciting commercial venture from planning to completion, the panel of experts on the project will be on hand to discuss the project. This is the only opportunity for you to meet a large group of commercial builder/developers in NKY. The cost to attend is $25. Food and drinks will be served. Not just a social group, the Commercial Council has been hard at work to grow its membership and to tackle legislative and regulatory issues facing their component of the industry. With endangered species, they have developed, in conjunction with their peers in Louisville, a mitigation bank proposal for bat species. The proforma is currently on hold while we await to 8

see what President Trump’s administration will do with this national policy. The group has been in instrumental in working with the legislature to have a directive go out to the KY Department of Fish and Wildlife to perform their stream and wetland restoration programs in Northern Kentucky at a muchreduced rate than that of NKU. The long-term goal is to have the state not simply administer the program for the federal government, but to take it over and make it the responsibility of the land owner to decide what proportional remediation needs to take place. A city by city, county by county study was conducted cataloguing every incentive offered by our local governments in NKY and what barriers to business exist. The Council has been using this data as they continually dialogue with our elected and appointed officials to attempt to make NKY a more business friendly region to live work and play. FACULTY SPOTLIGHT - TONY “COACH” HOEKSTRA

K

eeping the Hot – Hot and the Cold – Cold is the focus of our HVAC program. Training journeyman on everything from air conditioners to furnaces and everything in between is pretty important, especially with the crazy weather around here. That’s why this month we are featuring Tony “Coach” Hoekstra our HVAC 1 and 2 Instructor in the Faculty Spotlight. Tony or “Coach” as he is often called, has been in the field as a journeyman HVAC tech for 5 years. He also has had his journeyman electrician certification for 15 years. He did both classes through the HBA program and is a proud graduate. He has turned that passion for the trades into teaching for 6 years at the Enzweiler Building Institute. What draws Tony to teaching is “I like to talk about what I do and 12

work with the students who want to learn the trade.” He added “I like to show them how to do things the right way and help them deliver for their employers and customers.” Shawn Cox, Director of Professional Development adds “Tony with his upbeat attitude, willingness to help and enthusiasm make our HVAC program what it is. His signature sense of humor and knowledge really engage the students, and he even has his own You Tube Channel!” Outside of his work with Shehan Pools, Hoekstra enjoys fitness having embarked on a rigorous training and diet program Tony has found working out eating right help him keep that energy level up he is so well known for. Tony and his wife Jennifer also enjoy just spending family time with their daughter and his “best friend” Anna Rose his eight year old granddaughter.

T

he association has been hard at work developing a plan to grow and support HBANKY's goals for the next three years. The 2017-2020 Strategic Plan focuses on growing membership and prompting members to become more engaged as the association stays abreast of critical issues facing the local building industry. HBANKY President Bill Cullen, Cullen Brothers, emphasized the association's efforts to address key issues affecting the industry in the coming years and the need to recruit more members to strengthen the voice HBANKY has in the region. "Recruiting more members is critical for our success. I'm not sure everyone realizes the impact the recession had on our membership and what we need to do re-build it. Not only do we need more members, but we need engaged members," he said. Cullen referenced the momentum gained in 2016 regarding potential development and advocacy. In addition, he cited the growth of the trades school playing an important role in addressing the workforce shortage and shared his enthusiasm for the potential of recruiting a youthful labor force in the near future. The key, he said, is growing membership and that's where the strategic plan comes into play. "We'll be taking a laser-like focus on getting people involved this year and on recruitment," HBANKY Executive Vice President Brian Miller said. "We'll be looking at lists of contractors who are doing business with our members and will be reaching out to them. Our Board of Directors will be actively engaged in communicating with folks who are up for renewal and assisting us in this effort," he added. Miller said that more than 800 companies offer products and services to the local building industry, and with help from members in identifying key prospects, the association is poised to grow membership. Key Groups to Become More Active and Recognized Within the association are some dedicated individuals who recognize the value of partnering with others for their own professional development and for the growth of the association as a whole. They'll play an important role in the strategic plan for the next three years. HBANKY's Land Development Council has a broad list of issues on its radar on a regular basis, ranging from environmental issues, regulatory concerns, fee increases and water restrictions to gas lines, road and piping

construction, utilities and much more. Its role as an advocate for the industry is never underestimated as work groups comprised of dedicated members whose time, talents and efforts help the association, stay abreast of critical issues affecting the entire construction industry in Northern Kentucky. The Commercial Council is a growing segment of the association's membership. Working together with members of the Commercial Council, HBANKY has been able to generate an increased awareness of shared issues faced by residential and commercial builders. The Commercial Council is a collaborative arm working to improve the building process and keep the community a competitive marketplace. The Sales & Marketing Council (SMC) is comprised of HBANKY members who are in the trenches, connecting with potential homebuyers on a regular basis. The SMC offers some incredible networking and educational experiences for its members and will continue to play an important role in the growth of the association. Miller noted that the recently formed Young Building Professionals group is taking on production of the May membership meeting. "This is a growing, dynamic group. We wanted to provide them with a platform to demonstrate their talents and be more visible within the organization," he explained. The association looks forward to fostering the growth of this membership segment. Recruiting More Skilled Workers for the Industry The Enzweiler Apprentice Training Program will continue to be a major focus in the strategic plan as it gains ground with regional partnerships, including Gateway Community College which offers students first year college credit. Continued efforts to gain grants from a variety of sources are underway as are scholarship opportunities for students. Also on the radar is expanding the high school program established with Kenton County Public Schools. "We're going to focus on how to utilize our space in the Building Center to increase opportunities for high school students to learn about the industry," Miller explained. Partnerships with Northern Kentucky University and Eastern Kentucky University are also being explored. 01/2017

"We're in the business of saving and creating jobs and keeping the industry alive and viable. It's our hope that as people look back and recognize the growth, they'll realize they have the association to thank for taking the lead on issues concerning housing and economic development." ~Â Brian Miller Efforts to maintain the association as a "go to" resource for appointed boards will remain steadfast with HBANKY continually engaging and being highly visible within the community. Fundraising incentives and methods for increasing participation in the association's Political Action Committee (PAC) will remain a priority while new opportunities will continue to be explored and updates on political communications outreach methods will be implemented. Coalition-building with industry partners and hosting joint events will also be a focus within the next three years. Advocacy will be at the heart of nearly every outreach to the community at large. The home shows will emphasize housing affordability, tax incentives and other industry facts that promote members' efforts to create a dynamic building industry in Northern Kentucky. Educating and Connecting Members Miller emphasized the opportunities for members to develop professionally through the association's educational offerings. On the blackboard are classes designed to help members improve their careers and businesses. "We'll be offering courses that can better prepare members for effectively running their businesses with a focus on entrepreneurship and leadership," he said. Adding classes specific to commercial building is also part of the strategic plan as is an education track for the Young Building Professionals group. With the focus on quality instead of quantity when it comes to member events, the association will continue to shine a spotlight on educational and entertaining ways for members to network and make connections in the next three years. Staff will be turning to members for input on improving events and ensuring that they are designed with members' interests and needs in mind. Expanding the Industry's Voice and Advocating for Members The strategic plan is crafted with a big emphasis on the association's advocacy efforts in the coming years. Fueled by momentum gained in 2016 with impressive advances for the region, HBANKY's advocacy efforts aren't expected to lose any steam. With the Hebron area approved for development, the region is expected to benefit from an additional 2,700 homes in just that area alone within the next 20 years. That's a huge win for the local building industry and for economic development for Northern Kentucky as potential companies and investors consider the area to headquarter or build new businesses. Reaching Out to Consumers in New Ways HBANKY has become a trusted resource for many in the community who turn to the association for referrals and information about building and housing in general. According to Miller, the association is poised to serve the community through new outlets, possibly a relocation guide that helps promote the region as a great place to invest, settle down and live in. A home and garden guide is also being considered, further offering another avenue for promoting members and the pride in homeownership. "We're going to take a look at the possibilities to reach out to consumers through additional communications vehicles and offer our members another way to promote their products and services," he explained. Strengthening existing external communication vehicles is another goal within the strategic plan. Creating a mobile-friendly, updated website will be a priority so that consumers and members alike can have a streamlined search experience within the site when they are looking for products, services, information and events. Home and development listings, along with blog articles geared to consumers will position www. hbanky.com as a creative and informative resource for all things related to construction and homeownership in Northern Kentucky. Public relations efforts will continue to grow stronger in the coming months as the association engages local media with important updates related to events, economic information, achievements and association news. Internally, the "Do Business with a Member" campaign will be emphasized strongly in new and innovative ways. Business-to-business networking will be a focus as well. Efforts to foster more connectivity to HBANKY will be part of the plan, including engaging past presidents and continuing to improve events. As 2017 gets underway, the newly approved strategic plan will serve as a guide to energize and promote growth within the association and regional building industry as a whole.

A HISTORICAL CHANGE IN FRANKFORT MAKE PLANS TO ATTEND BUILDING DAY AT THE CAPITOL

S

urprisingly enough, Frankfort is moving fast these days. As you may have read, the Republican House members were sworn in as the new majority in that body. The first time in 98 years. Normally, the first week of the general assembly is taken up by the selection of leadership and committee assignments before adjourning for a month prior to the second part of the session. Such is not the case this year. Immediately after swearing in, bills were introduced and over 75 bills were introduced in the Senate and 127 in the House. House Bill 1 is the “Right to Work” bill and House Bill 2 repeals the prevailing wage in Kentucky both sponsored by House Speaker Hoover. What came next was historical. For the first time in memory Committee Chairmen announced that Committees will begin meeting immediately. And the Economic and Workforce Committee (formerly Labor & Industry) will met at noon the following day and voted on both the “Right to Work” and the Prevailing Wage bill. Both bills passed the 18

House and Senate by the first weekend of the Session and were signed by the Governor that same weekend with emergency provisions to go into effect immediately. Now that the deck has been cleared with the passage of both monumental bills it is time for our industry’s voice to be heard. We have worked with legislators on several bills that have been filed and yet to be filed that could help your industry and the economic vibrancy of NKY. We will once again amass in Frankfort at the State Capitol with your fellow members from across the state at 8:00am on the 15th. You will experience an issues briefing, tour the Capitol and Annex, meet with Legislators in their offices and have the opportunity to be recognized in the galleries during the sessions. We always manage special surprises throughout the day that make your effort something to remember. The event is no cost to attend and lunch will be provided in the Capitol cafeteria.
