FROM THE EXECUTIVE VICE PRESIDENT
KENTUCKY WORK READY SKILLS INITIATIVE
O
n January 26th, newly elected Governor Matt Bevin delivered his State of the Commonwealth Budget Address to a joint session of the House of Representatives and Senate. In his speech, he included a $100 million bond release announced as the Kentucky Work Ready Skills Initiative. This endeavor came on the heels of efforts by House Leadership to create a Work Ready program; providing free tuition to new Kentucky Community and Technical College enrollees. That effort did not pass through the budget conference committee. The very next day the association began work to learn about the initiative and to align our efforts to fill our existing workforce deficiencies and layout a path to address this growing problem you will face for years to come. Leading up to the initiative’s details, ultimately announced in midJuly, we met with Senator Damon Thayer, Senate Majority Floor Leader, Senator Chris McDaniel, Appropriations and Revenue Committee (A&R) Chair, Senator John Schickel, Chairman of the Senate Licensing and Occupations (L&O) Committee Senator Wil Schroder, member of the A&R, Economic Development, and Labor Committees, Representative Dennis Keene, Chairman of the House L&O Committee, Hal Heiner, Cabinet Secretary of Education and Workforce Development and his Senior Policy Advisor Andy Hightower. On July 15th, we found ourselves in the office of Adam Meier, Deputy Chief of Staff of the Governor; the very day that the Executive Order was delivered to the Secretary of State for the Initiative. Impeccable timing indeed. A webinar was held by Secretary Heiner on July 18th; providing information regarding the details of the funding opportunity. We learned that eligible applicants are public-private partnerships which shall include, private sector employers, high schools or secondary technical schools and postsecondary institutions. It became clear that the funding opportunity was to build capacity and includes land acquisition, facility construction, improvements and renovation, equipment and furnishings and marketing expenses for the first year of the project. There was a total of three weeks following that date to complete the pre-application process. We are fortunate as we were already completing a high school program with Boone County Schools, NKY Cooperative Education Services and Ludlow High School to provide training at our facility. Gateway Community and Technical College was working with us to articulate our course instruction for credit at their institution. We had created a plan to expand our facility and to alter spaces within already through a grant we wrote in 2015. In as much as we already had a plan mapped out we considered it a great challenge to file a pre-application but were determined to do just that. Within two weeks we held 47 meetings to establish formal relationships with

County School systems, Area Technology Centers, a Career Technology Center, elected officials, Fiscal Courts, the Workforce Innovation Board, Chamber of Commerce, Tri-County Economic Development Corporation, employers, and others. The Chamber of Commerce held a meeting with all local agencies involved in workforce development and others on August 2nd. We were humbled to learn that instead of competing with other organizations that all Northern Kentucky’s business and education community pointed to us as the priority for construction workforce development in our region. This is a testament to the work done in recent years to become the place to be for construction workforce development. We are truly honored to be one of a very few of priority projects for the NKY region. Once the applicant invitations were received there were only two and a half weeks to prepare our full application. We went into overtime mode, reworking practically every partner letters, researching endless data and providing the committee with their requests to make our case; culminating in 53 pages of plans and data, accompanied by 31 partner letters and separate spreadsheet containing 17 tables. With our partners on board and our plans aligned to the initiative, we filed our preapplication on August 12th. To the Cabinet’s shock so did 114 others; totaling $512 million. Not content to wait we learned more about the initiative’s decision making process and worked with elected officials in Frankfort to have a member appointed to the committee. The way the construction community trains and the way the Enzweiler Building Institute delivers its skills are very different than traditional education. We thought it important enough to ensure that a knowledgeable member who employs construction trades people be on the committee to guide the conversation and see to it that those awarded funding make the most difference. The committee met on September 14th. They whittled that number down to 91 applicants; totaling $430 million. As you read this article we are awaiting the announcement to see if we are going to receive funding. So, what will the funding do? We will install temporary walls in our event center to allow four classes to run concurrently in that space. We will replace aging mechanicals. The flooring at the building center will be taken down to concrete, etched, stained and polished. A new school entrance will be added. The students, instructors, members and staff will enjoy a new lounge/break area. The roof membrane will be replaced. Painting will be done in areas where it is needed and you will see a new parking lot and repaired curbing. Technology will be everywhere in our building with large LCD screens, floor to ceiling smartboards, laser projectors, and computers will be added to many classrooms. Every classroom will have new desks and chairs. There will be proper stands, workbenches and drafting tables in our classrooms. An addition in the rear of our building will double the
size of our carpentry lab, will create a new welding lab, masonry shop and diesel mechanics for construction shop; all outfitted with new tools. Airlines will be plumbed for a central compressor. Imaging will adorn the walls inside our building and new signage elevating the Enzweiler Building Institute will complete our exterior. Students, instructors and staff will have access to education software on the internet and a new website just for the Enzweiler Building Institute. Boone County Schools will own our building. We will own the land. The Area Technology Centers in Boone and Campbell Counties and Career Technology Center in Grant County will work with us to align our year one curriculum with their existing programs to create dual credit for their graduates to enter the second year of our programs. Where we offer courses that these secondary schools do not, we will work with them to offer these classes either at our facility or theirs. We will articulate further courses with Gateway Community and Technical College; starting with courses that they also offer, and then move on to courses we offer that they don’t. We will help Gateway create a custom evening curriculum for our graduates to earn an associate degree in entrepreneur classes or human resources and management to fill our future deficit of company managers and owners. Thus, we will increase the number of students in our high school day program to over 400 each week and over 250 each week in our adult evening programs. Per the Bureau of Labor Statistics, we are losing 2% of our skilled construction trades people every quarter and need to expand employment in the courses we offer. That number in Greater Cincinnati is over 46,000. While only 17% of the population, Northern Kentucky builds 35% of the number of homes. That means for residential trades jobs alone in Northern Kentucky we need over 16,000 trained trades persons in ten years. We are not ready, as a community, to provide that training. We are honored to be the priority in construction trades training in our region. By the time this story runs we should know if we are funded or not. To learn more about the Work Ready Skills Initiative, read our application, and understand our plans in a greater way please visit www.hbanky.com/trades-training-and-jobs/kywork-ready-skills-initiative.html or scan the QR code. We hope you take the time to learn about our plans. If you are an employer you can save time, money and have a better trades person by sponsoring your new hires in our program. The alternative is far costlier and does not create more trades people for your workforce. For information about our program please contact us. If you are experiencing your own workforce shortage, we are all better off to work on this challenge together.

FACULTY SPOTLIGHT – C.R. ADAMS
A
s anyone who has been in our industry can tell you that first instructor, that first real contact with someone who is showing you the ropes can make a lasting impression. That’s why we are very lucky to have C.R. Adams as our First Year Electrical Instructor. CR’s enthusiasm and knowledge combined with a passion for our industry sets the tone for our electrical students who upon completion have him to thank for getting them on the right path. That’s why this month we are featuring C.R. Adams of Townsley Electric in the Faculty Spotlight. C.R. has been in the field as a journeyman electrician now for 10 years. His early training is a combination of learning from his father, his high school science class, his now Father In Law and owner of Townsley Electric Mark Kramer, and finally as a Graduate of the Enzweiler Building Institute where he now teaches. One of the things that draws C.R. to the trade is the “craftsmanship” that it takes to be successful. As he likes to say in his classes and to new students, “the #1 rule is to not die” followed by rule #1a, “don’t do something else to cause someone ELSE to die”. While he takes an often humorous approach with his students, his attention to detail, safety and best practices are at the heart of everything he 6

Written by Shawn Cox conveys to our new students. Shawn Cox, Director of Professional Development adds, “C.R. is an instructor who was here when I took over the school. With his 5 years experience teaching here, he was an invaluable asset as I was learning. You could say he helped teach me as well as the electricians and is a great part of our team here” When asked what he likes about teaching Adams says, “I feel as though I am doing more than I can do by myself to make sure other peoples' children, property and homes don’t get harmed by electrical means. To make sure I do all I can that when my students move through the classes and into the field, they have a solid foundation to be safe and competent in someone’s home or business.” He adds, “That is a very real reward to me.” Outside of his work as an electrician, Adams has a real interest in the writings of J.R.R. Tolkien (best known for The Hobbit and Lord of the Rings series), Star Wars and history. C.R. often adds bonus questions to quizzes and exams on things like history, Tolkien and cultural references, just to keep things fun. But outside the classroom and in the field he really enjoys just spending time with his boys and his wife, Dr. Robin Adams.

he Home Builders Association of Northern Kentucky is excited to announce the 2017 Executive Committee. With this dedicated leadership in place for 2017, the HBA is poised to move forward while offering our member’s opportunities to improve, promote, and grow their businesses. It is important that our members get a feel for who these new leaders are, so we asked each of them a series of questions to get to know them and get their take on leadership. President: Bill Cullen Full Name: William S Cullen Company: Cullen Brothers, LLC What are your three favorite albums and why? Number one: “5150” by Van-Halen. It came out when I was close to graduating from college and the summer I did graduate I listened to that album non-stop. It was the first album released by VanHalen with Sam Hager on lead vocals. Second: “Diver Down” by Van-Halen, released in March of 1982, my senior year in high school. One of the songs on that album was: “Big Bad Bill – Is Sweet William Now”. As you can imagine, the girl I was dating at the time had a field day with that song. Third: Eddie Money, “No Control” Released in June of 1982, the year I graduated from high school. As with number 1 above, I listened to the album, non-stop, all summer long. If you could master one skill you don’t have right now, what would it be? Play the piano or some other musical instrument. We always had a piano in our home growing up and I always had a desire to play, but I never took the time. I regret that choice. What is one characteristic that you believe every leader should possess? The ability or strength to tell the truth all the time and never tell a lie – not even a “white” lie. Telling the truth is easy when the situation is perceived as good or the answer will be well received. However, when circumstances are difficult, or the answer is not going to be well received, telling the truth is not so easy. Creditability and respect are earned when the truth is told – all the time and every time.

Past President: Tom Spille Full Name: Thomas Gerard Spille Company: Spille Builders & Developers Inc. Nicknames (if any): Tom Is what you’re doing now what you always wanted to do growing up? If not, what did you want to do? I grew up doing two professions in a sense, both of which I’ve enjoyed. One was helping my dad build houses during my summer breaks and eventually full time. Building gives me a sense of accomplishment when I see a drawing or idea grow into reality. I take pride in helping my customers achieve the home they envision. Building also provides the income so I could pursue my secondary profession which has been to serve through emergency services where I continue to serve for over 40 years as a volunteer firefighter / EMT. I’ve started building and volunteering as a teenager and continue to do so. Building and serving has become my passion and who I am. I’m not grown up yet so when I do, I’ll decide then what I want to do. What is your favorite book/movie of all time and why did it speak to you so much? There is one book to which I’ve referred back to often over the years, “The Case for Christ”. This book was written by Lee Strobel, a former atheist and was an awardwinning legal editor of the Chicago Tribune. Currently he is a teaching pastor at Saddleback Valley Community Church in Orange County, CA. His intention was to disprove the bible and its truths. In the process of his research he was touched by the spirit and accepted Christ himself. I’ve used this book many times over the years to reach out to those who question the credibility of the bible.
It has helped me in my walk of faith many times. What is one characteristic that you believe every leader should possess? A person may respect a leader’s title but a good leader will earn the right to have responsibility for others. A good leader must have an exemplary character. Being trustworthy is most important in order to lead others. A leader needs to be known to live their life with honesty and integrity, to “walk the talk”. True authority is born from respect for the good character and trustworthiness of the person who leads. Vice President:John Curtin Full Name: John F. Curtin lll Company: Senior Vice President, Paul Hemmer Company What is on your bucket list this year: I am a huge fan of the outdoors, backpacking, hiking, skiing, biking, and so on. In 2015 my wife Maryann and I along with some of our children were able to visit many National Parks in Arizona, Utah (The Mighty Five), Wyoming, and Montana, this was an incredible journey. We plan to continue this adventure in the summer of 2017!! What motivates you to succeed? I am very competitive by nature, sports, business or life. If I am going to put my heart and soul into anything, I want to be able to look back and know that I gave it everything that I had. I enjoy challenges and being challenged. It is also important to understand that success can be defined in many ways What are you doing to ensure you continue to grow and develop as a leader? I will continue to engage in community activities, and participate in events
that strengthen my knowledge of the commercial real estate and construction markets. I will lead by example, utilizing, integrity, persuasion and knowledge to set a positive example of leadership. Secretary/Treasurer: Thomas W. Withorn Company: Owner, Craftsmen By Design LLC Nicknames (if any): Tom *Photo unavailable at time of printing
What motivates you to succeed? Failure motivates me to succeed. In the last several years, I’ve watched many small business owners dissolve due to economic issues or larger companies dominating the industry. Learning to manage expenses and generate business has been challenging, but has helped my business grow in spite of these conditions. Versatility allowed me to create a variety of products and services needed to survive hard times. We’ve move to more custom build designs to meet the diverse needs of customers in our area. Being able to add products and services to meet the ever-changing demands of customer market or to reinvent themselves is the key to success in this field. If you could abolish one piece of modern technology, what would it be and why? If I could get rid of a piece of modern technology it would be social media. This technology has definitely broadened our scope of relationships and helps to build business. However, I believe it has replaced meaningful friendships with those of convenience. A few years ago, I couldn’t imagine a time when one could have 125 people click “like” on their birthday or send a greeting that takes one second from their computer or phone rather than take the time to stop by to visit or pick up the phone for a chat. I see this in home renovation trends in that people are investing in lavish back yard havens instead of front porches. I believe social media has disconnected families, neighbors, and communities, and I am not sure we as a society will ever be going back. What are the biggest challenge facing leaders today? Training the next generation of tradesmen is the biggest challenge facing leaders in our industry today. According to one report a projected 45,000 more trades jobs will be needed by 2022, yet very few young adults are planning for a career in traderelated fields. This is a concern on a large scale and on a smaller scale for me personally. I have not been able to find a young person to show interest in learning this industry to work in my company. Our future is dependent on training the next generation of skilled laborers. Associate President: Pat Parshall Full Name: Christopher Patrick Parshall Company: Business Development, Northwest Title Family of Companies Nicknames (if any): Parsh What is on your bucket list this year? I would like to take the family back to the Caribbean for an all-inclusive vacation again!! My daughter has now
thrown a little wrench into the bucket with getting engaged and a wedding in the near future. What motivates you to succeed? At Northwest Title we are working on the future for this market in Cincinnati and NKY. Northwest will be going on their 50th anniversary in 2017 in the Central Ohio market with being only on our 3 year here. Being able to help build a market share for this company motivates in succeeding for them and me. If you could abolish one piece of modern technology, what would it be and why? FACEBOOK for the 40 and 50 year olds! Some of them LIVE on it and post too personal of information! What are the biggest challenge facing leaders today? How can we get more participation in your office and your companies? Everyone is on the go now with family activities .With technology getting better all the time this has a lot of people having their job at their finger tips 24 /7 .This leaves organizations fighting for time. Associate Vice President: Watson Jones Full Name: Watson Jones Company: Insurance Agent, C.K. Ash Insurance Official Work Title: Insurance Agent Nicknames (if any): Junior What are your three favorite albums and why? My first is Boston by Boston, because it was the album that my mother played when I was younger and reminds me of time that I spent with her and my father. My second is Vena Sera by Chevelle, I used to listen to this album the summer I graduated from High School. Every morning I drove to work it reminded me of how much fun I had at my job with my friends and my wife. The third is I Still Believe by Jeremy Camp, this album reminds me of the purpose that our Lord and Savior, Jesus Christ, showed us by his sacrifice and that is to be a servant leader for others. What motivates you to succeed? The short answer is to help my clients and see them become more profitable. I am not a typical insurance agent and nor do I like to go by that title because I am more than that; I am a Risk Manager. And my goal is to help people and businesses prevent and protect themselves from risks which in then end help them to be safer and more profitable. Helping people live a better life and work in a safe environments is what I love doing, and at the end of the day motivates me to succeed. Because if I have succeeded then I have made other people’s lives better. What is one characteristic that you believe every leader should possess? Integrity is the key characteristic of a leader because without that foundation everything else can collapse. Integrity means that a leader has certain values and follows through by acting on those values. This person can be trusted and can be relied on to do what he says he will. Dealing with others honestly, acting in a predictable manner, being in control of one’s emotions, and not dealing with people harshly are all signs of integrity, and make for a leader whose followers will feel comfortable approaching them.

STATE & LOCAL GOVERNMENT COMMITTEE GAINS MOMENTUM
While the national politics have garnered center stage this year with the presidential election, HBANKY's State & Local Government Committee has shone the spotlight on important state and local issues that affect the entire Northern Kentucky region, keeping a close eye particularly on how they impact the building industry. The committee has been busy meeting with candidates, interviewing them to determine which would best foster a thriving economy that supports growth and communicating the concerns and issues important to building. That's given committee members a unique opportunity to be truly informed about the individuals running for office and it emphasizes why increasing awareness about the association and its efforts is so important. By Stacy Smith Rogers

Jack Miller, who is a retired senior vice president of marketing for Drees Homes, emphasized the work the committee has done this year, noting a couple of highlights on the state and local levels. "The committee has been instrumental in increasing the influence of the HBA and helping better the economic climate of Northern Kentucky. One big way has been drawing attention to the lack of vision for future development on the part of SD1. The way it was working, we were on the verge of shutting whole areas of development down. We took the steps to bring it to the public's attention and the politicians' attention and are helping formulate a way that SD1 can better serve expansion," he said. Miller noted that this effort is a work in progress regarding expanding sewer capacity in high growth areas such as Hebron and Richwood in Boone County, but that it's definitely a step in the right direction.
alt Dunlevy, Forge Lumber, summed up this year's lineup of guests for the committee meetings. "We've had a pretty diverse lineup of elected officials and people connected with state and local government. STATE LEVEL ENGAGEMENT
HBA OF KENTUCKY FALL BOARD OF DIRECTORS MEETING By Brian Miller
T
he Home Builders Association of Kentucky (HBAK) Fall Board meetings were held at Belterra Casino Resort in Florence, Indiana Thursday October 13 and Friday October 14. Committee meetings included the Executive Committee, Codes, Associates, Executive Officers, Legislative/PAC and Young Building Leaders. The group came up with several items from the legislative committee discussions to compile and send out to the members back home. We are encouraging members to engage the Governor’s Red Tape Reduction Initiative by taking the list and sending in comments via the state’s webpage for the Initiative at http://redtapereduction.com Be on the lookout for a new Government Affairs tool launching soon. HBAK will implement Voter Voice, which will help inform you of important leglislation as it is introduced and either makes its way through or stops in the Kentucky General Assembly in 2017 and for years to come. The Board of Directors meeting on Friday featured the Secretary of the Public Protection Cabinet David Dickerson. The Secretary was very forthcoming regarding the level of business friendly initiatives they are willing to undertake and how the cabinet will be making changes, with our advice, on how to remove business barriers. The HBAK Board approved a new member rebate program. Members should log onto http:// www.hbarebates.com/hbak.html. The program is designed to benefit builders and remodelers who use particular brand names. Their stated average rebate annually to builders and remodelers is $1,178.12. Benefits of the program include: • Claim Quarterly, Receive a Lump-Sum Rebate Check • Nationally, over 5,600 NAHB Builder members participate • Over 70% of those members who participated last year received more in rebates than they paid in annual dues to their HBA!
Cheryl Stegman, Past Associate President, HBAK Associate Vice President, Legacy Kitchens, heads the Associates Committee.
The Legislative/PAC Committees are always a lively discussion.
The Young Building Leaders meeting included a little Pokémon Go.
Public Protection Cabinet Secretary David Dickerson was a breath of fresh air to the business men and women in attendance. Look for more reduction in business barriers in the future!

Go to http://redtapereduction.com Let the Governor hear our list of Red Tape Reductions! ELECTRICAL INSPECTOR APPROVAL Cabinet in charge of regulation: Public Protection Brief description of regulation: Electrical inspector approvals How is this regulation hurting you/your business: Qualified individuals who have applied to become a Kentucky certified electrical inspector for local or state government are required to wait until the Electrical Advisory Committee meets to receive their final approval to perform inspections. The problem: the electrical advisory committee only meets quarterly. The shortage of electrical inspectors and the delay of inspections ultimately delays building projects. Suggested solution (if known): Expedite the approval process. ARC FAULT CIRCUIT INERRUPTER (AFCI) Cabinet in charge of regulation: Public Protection Brief description of regulation: AFCI requirements throughout the home How is this regulation hurting you/your business: Devices can trick the AFCI into thinking there is a bad arc when there is not which leads to nuisance tripping which requires an electrician to correct the problem adding an additional expense to the homeowner. Suggested solution (if known): Eliminate the requirement of AFCI’s in a home.
SAFETY PLUGS Cabinet in charge of regulation: Public Protection Brief description of regulation: Kentucky electrical code - tamper proof safety plugs How is this regulation hurting you/your business: One example is the equal pressure requirement which has caused problems for the elderly and builders have been asked to put in alternative measures but are not allowed to do so, due to the safety plug requirement. To protect children there are plastic outlet covers readily available. Suggested solution (if known): Eliminate the requirement of tamper proof safety plugs. AIR GAPS Cabinet in charge of regulation: Public Protection Brief description of regulation: Kentucky plumbing code - air gap requirement How is this regulation hurting you/your business: Kentucky is the only state that has an air gap requirement for dishwashers when there are alternative measures for dishwasher installation. Also, homeowners do not like the look of air gap which is required to be mounted to the sink or countertop. Suggested solution (if known): Eliminate the requirement of air gaps. KENTUCKY BUILDING CODE Cabinet in charge of regulation: Public Protection Brief description of regulation: Kentucky Building Code How is this regulation hurting you/your business: The International Building Code and Residential Code are updated every three years. Updating the Kentucky version of those codes every three years is a costly proposition for both builders and the state which purchases the books for all inspectors throughout the Commonwealth. Suggested solution (if known): Update the code locally through the Kentucky Board of Housing Buildings and Construction to a Kentucky specific code that can be amended statewide without having to purchase new books. This is very similar to the Kentucky Plumbing Code. ELECTRONIC SIGNATURES – REAL ESTATE & MORTGAGE TRANSACTIONS Cabinet in charge of regulation: n/a Brief description of regulation: Electronic Signatures How is this regulation hurting you/your business: There are countless delays in processing real estate, mortgage and business transactions that can be labor-intensive, costly and time consuming. Suggested solution (if known): Allow the ability
to use electronic signatures for deeds, mortgages and releases. It’s an easier, faster and efficient way to conduct business. ENCROACHMENT PERMITS Cabinet in charge of regulation: Transportation Brief description of regulation: Encroachment permits How is this regulation hurting you/your business: There is a delay (weeks at a time) in processing encroachment permits for items as simple as sidewalks. This costs a business owner time and money. Suggested solution (if known): Expedite the encroachment permit process. LOCAL SANITATION DISTRICTS – MAINTENANCE OF DETENTION/ RETENTION PONDS, BASINS, ETC. Cabinet in charge of regulation: Energy & Environment Brief description of regulation: Maintenance of detention/retention ponds, basins How is this regulation hurting you/your business: Through the Kentucky Division of Water Storm Water permits all detention and retention basins must be maintained to provide a proper flow of water. Many Sanitation districts and local governments require either developers or Home Owner Associations to permanently maintain these basins. In most cases developers have finished the project and have moved away from the site and HOA’s find they do not have the expertise to correctly provide maintenance. Suggested solution (if known): Come up with a method of maintenance of Detention and Retention basins by Sanitation Districts or Local Governments. WORKER’S COMPENSATION RECIPROCITY Cabinet in charge of regulation: Public Protection Brief description of regulation: Worker’s Compensation Insurance Reciprocity How is this regulation hurting you/your business: The elimination of reciprocity for worker’s compensation across the state line (specifically Ohio) adds a double cost to builders and subcontractors. Suggested solution (if known): Work with other states to come up with a reciprocity agreement that is fair to all. ALTERNATIVE MINIMUM TAX Cabinet in charge of regulation: Finance & Administration Brief description of regulation: Alternative Minimum Tax flat fee
How is this regulation hurting you/your business: Onerous and unnecessary flat tax fee that should not apply to small business. Suggested solution (if known): Eliminate the alternative minimum tax flat fee of $175. ANNUAL REPORTING FEE Cabinet in charge of regulation: Secretary of State Brief description of regulation: Annual Report Fee How is this regulation hurting you/your business: Onerous and unnecessary annual fee. Suggested solution (if known): Eliminate annual reporting fee. OCCUPATIONAL LICENSE TAX Cabinet in charge of regulation: Secretary of State Brief description of regulation: Occupational License Tax How is this regulation hurting you/your business: The collection and disbursement of the occupational licensing taxes is onerous for business owners. Suggested solution (if known): Create a centralized method of reporting and collection of local occupational license taxes and fees. PUBLIC/PRIVATE INFRASTRUCTURE PROCUREMENT Cabinet in charge of regulation: Finance and Administration Brief description of regulation: Model Procurement Code How is this regulation hurting you/your business: Causing infrastructure to be too expensive and not easily available for development. Suggested solution (if known): Allow for private developers to install infrastructure using upsized materials supplied by public entities, avoiding prevailing wage and expensive and slow competitive bid processes. STREAM AND WETLAND RESTORATION PROGRAM Cabinet in charge of regulation: Energy and Environment Brief description of regulation: Overly Expensive Restoration How is this regulation hurting you/your business: Stream and Wetland Restoration program costs have risen from around $100 per linear foot to nearly $500 of linear foot over the last few years. The KY Department of Fish and Wildlife has sent the US Army Corps of Engineers Louisville District office a change to their MOA to include Northern Kentucky in their service area. Suggested solution (if known): Expedite the MOA change with the Corps of Engineers. Pare the restoration programs back to the absolute least. 12/2016

CHARITY AND BUILDERS FRAME HOME IN ONE WEEKEND FOR DESERVING FAMILY By Brian Miller
H
ousing Opportunities of Northern Kentucky (HONK) in partnership with the City of Elsmere and the Home Builders Association of Northern Kentucky (HBA) framed an entire home on Dell Street in Elsmere, KY October 15-16. “We are very proud to partner with Housing Opportunities of Northern Kentucky. A personal home remains the American Dream. We are pleased to support HONK and their efforts to help those less fortunate but still deserving to realize that dream,” said Tom Spille, 2016 HBA president; Spille Builders and Developers. "It was exciting to see the roof and frame of the house go up in just two days. Elsmere is proud to partner with HONK and the HBA to add more single family homes to Elsmere, particularly at the location on Dell Ave." Mayor Marty Lenhof said. "Their generous efforts work in tandem with us to achieve the 2016 Elsmere Strategic Plan goal of housing stock revitalization and improvement," he Lenhof concluded. The home is a single-story with three bedrooms, two baths, great room and kitchen, and full basement, located on Dell St. in Elsmere. The City transferred the lot to HONK at no cost to provide an affordable homeownership opportunity to a low income working family. Elsmere city officials are working with HONK as part of their community development strategic plan. “We are excited to build our first new home in Elsmere. HONK’s goal as a non-profit organization is to help more people achieve the dream of owning their own home. With help from the Home Builders Association of
NKY, the City of Elsmere, and the generosity of our friends and neighbors in Northern Kentucky we are doing just that!”, said David Hastings, executive director, Housing Opportunities of Northern Kentucky. HONK is a 501(c)3 non-profit Community Housing Development Organization who builds new and rehabilitated homes in Northern Kentucky. This is their second project in Elsmere. HONK is completing a major renovation on Spring St. This seven room (3 to 4 bedroom, 2 baths) home will soon be available to an eligible family who desires homeownership. HONK’s lease-to-own program is available for chosen families. Since HONK’s founding in 1991, they have completed 81 rehabilitated homes, 33 newly constructed homes, and have successfully brought 70 families to homeownership. These homes are made affordable through the use of volunteers (labor), donated materials, donations and grants. This new home in Elsmere is a prime example of industry (HBA), government (Elsmere), and the private sector (HONK) coming together with the help from many business donors, volunteers, and public supporters to enhance community growth and development. HONK’s mission to make available affordable homeownership opportunities continues as a viable option for low income families to achieve the dream of owning a home. For more information about HONK, this Blitz Build Weekend, and their affordable lease-to-own home ownership program go to www.honkhomes.org.

PAC NIGHT By Brian Miller
P
AC Night was held Thursday, October 27th at the HBA Building Center. Great food, lots of builders, and an open bar are always highlights of the event. This year through phone calls and the fundraising event the Political Housing Club of Northern Kentucky was able to generate over $15,000 for its coffers. This marked the second best fundraising year on record. Donations to the PAC go towards supporting candidates who support your business. There are only four home builders related PAC’s in the Commonwealth. Campaign contributions do not
buy votes. They buy access. For a donation of $300 or more you get voting rights on the PAC and are able to shape the outcome of who we support as an industry. The evening culminated in our big cash prize giveaway. Ten members’ names were chosen and the reverse raffle was on! Ultimately Pat Parshall, Associate Vice President, Northwest Title and Mike Kegley, Past President, The B.O.L.D. Company decided to split the money. Each took home $1,000.

Modern Luxury Meets Rustic Durability Since 1954, Florida Tile has been an innovator, marking many accomplishments, from building the first floor tile plant in the USA to introducing the first digitally printed products with our HDP – High Definition PorcelainŽ lines. Throughout our history Florida Tile has been a pioneer, but equally important, we have been a guideline for style. Offering products that are both practical and stylish is what we are all about, and tile never looked so good. Please visit us at our store or on the web for more about this product and more at www.floridatile.com.
