HEBRON – OPEN FOR BUSINESS!!!

O

n December 20th Sanitation District #1 issued its first reservation of capacity approvals in the Hebron area in four years. Our residential developers with land positions in the area have jumped out of the gate with plans to bring lots to market from fallow fields in less than five months for the spring market. So why is this important and how did we get here? Sewer capacity is a major concern in Northern Kentucky and without adequate funds to expand the systems the economy of our region will come to a halt. Quite frankly growth in the suburban areas funds the repair and replacement of aging infrastructure in our more established areas in large part. Without growth in Northern Kentucky in the suburban areas the sewer costs to the ratepayers in our urban core and first ring suburbs would more than double; a burden they would likely not be able to bare. The Hebron area now open to business means 2,700 homesites that have gone through the planning and approval process. By SD1’s own estimates, and by using a 20-year build-out schedule, the district would recoup a net positive $70 million over and above the cost of the upgrades and redesign of the existing system. This means the existing funding sources for the district will grow over time; thereby freeing up additional funds to help the homeowners across our region. The current absorption rate for single family homes in the Hebron area is just north of 60 per year. By all reasonable forecasting that rate will grow to nearly 100 homes by 2019. So what does 100 homes per year in Hebron mean for our economy? By using NAHB’s local economic model; a model that has been recreated in over 500 analyses across the country and utilized by housing departments, housing trust funds, state Universities, economic research centers, community development centers and planning commissions across the country, it is easy to understand how the growth in Hebron will benefit our entire community. We have written many stories in the NKY Builder regarding this issue. So, we will close the saga by recapping recent event leading to Hebron coming back online for the development community. On November 15th, the Boone County Fiscal Court approved a loan in the amount of $6.2 million to SD1 to cover the gap between SD1’s commitment of over $3 million to improve the Hebron system where sewer overflows occurred. The agreement between the Fiscal Court and SD1 is that SD1 funds are to be used first. The Fiscal Court will be repaid by the issuances of sewer taps to developers. Some in the region have expressed concern over this financing model. We believe that the Sanitation District, alone, should be responsible for the funding of its expansion. There are several outside pressures on the District that make that very difficult to do so. The District’s Board of Directors are looking for solutions and that is good. The consent decree to address the sewer overflows in our area is overly aggressive; creating unrealistic expectations for practicality sake. What is most troubling is economic naiveté by many in our region. They are engaged over fighting over the existing number of funds available to the district instead of looking forward for the true benefit of our region.

Without growth funding the service of existing ratepayers to the district everyone’s sewer bills are going up, and much further than what has been largely caused by the constraints of the consent decree. New suburban growth floats the boat for the entire system. Anyone telling you different or claiming that service of existing customers should be the sole priority for the district is simply ignorant of level 200 economics. Period! If that individual is an elected official or important leader in our community, they are quite frankly dangerous! Many more issues are ahead of us with regards to sewer capacity and growth. The Richwood Road area that services residential, commercial and industrial development, areas of Campbell County around Route 27 and the AA Highway, the middle to lower western portions of Kenton County, other areas in Boone County near Burlington, among others are all grave concern to the development community. As stated in prior articles, we need better planning so that areas of Northern Kentucky are not shut down for essentially four years like Hebron. FACULTY SPOTLIGHT – STEVE DUNCAN

S

teve Duncan has been working as a welder / fabricator for over 34 years. Since 1989 Steve has been the lead fabricator and welder for Mazak here in Northern Kentucky. His experience in pretty much any way possible to stick two pieces of metal together makes him a great asset to our program as our Welding Instructor and this month’s Faculty Spotlight feature. When asked what really draws him to the trade Duncan, a man of few words succinctly put it “I like working with my hands and putting things together” he added “I like bringing mixed elements together and creating something from virtually nothing.” “Steve was here when I was hired and like all of the instructors was so 12

supportive as I took over the school” commented Shawn Cox, Director of Professional Development. Cox added “His knowledge and professionalism were critical in securing our new teaching location at the Boone County Area Technology Center. Steve won over the instructor and principal there with his commitment and experience in the trade, without him we simply would not have a welding program.” When asked what like about teaching? Duncan says enjoys working with the students and learn the trade so they can further their career. Like all of our instructors he closes with the common sentiment “I really just enjoy helping people to achieve their career goals.”

The Association Continues to Advocate for YOU! HBANKY Executive Vice President Brian Miller acknowledged some significant accomplishments in 2016 that are expected to have an impact on members in 2017. "December 20, 2016 was a big day for our industry as the Hebron area was officially opened back up for development. I'm proud of the work our members and association did in helping make this happen. This was four years in the making. More than 2,700 home sites are expected to be developed in that area within the next 20-30 years, which will have a significant impact on our industry. Our advocacy efforts on all levels in 2016 were full force and I would put them up against any other HBA out there." HBANKY President Tom Spille, Spille Builders & Developers, noted that the association's advocacy efforts offer plenty of examples of how it helps the industry. "Our association makes a big difference in helping control building costs through its advocacy efforts, especially on the state level. We work everyday to help eliminate excess expenses brought about by code changes. Locally, we cooperate with our county zoning offices, the Environmental Protection Agency, Corps of Engineers and SD1 on numerous issues that can increase lot costs," he said. Spille said fighting against making code changes every three years is something the association has devoted considerable time to. "The code book is around a thousand pages and builders spend hundreds of dollars on those code books, plowing through all of it to find the changes. We're proposing they do amendments. It would be a lot simpler and less expensive

to digest 20-50 pages instead of a thousand," he added. Spille also explained how additions and changes to the building code often don't make sense for consumers. "There are a lot of things that are added that simply don't make sense and drive up costs. You can relate it to car shopping. You shouldn't make everyone buy a Volvo when they are fine with a Ford Escape. There's no reason to force everyone into the same level. That makes those mid-level homes more expensive. Someone who could afford adding extras on a Ford, might not be able to add those extras on a Mercedes." The HBA constantly engages a broad array of organizations and governing bodies to ensure a business friendly environment for the Northern Kentucky building industry.

Increasing the Workforce for YOU! Miller cited workforce development as a key momentum-gaining accomplishment in 2016. "Our trades school is expected to educate 625 students within the next five years. We've been able to forge partnerships with Kenton County Schools so far, with the other school systems on our radar. Our relationship with Gateway continues to flourish as graduates of our program will come away with one year of college credit. That’s huge! We made incredible strides in 2016 and I only expect our efforts to get stronger as we increase our membership, continue to offer quality events and our Commercial Council builds upon its impressive growth." Also on tap for growth this year is the young professionals group. "Workforce shortage is one of the biggest problems our industry faces nationwide right now. Our trade school has become an example for other regions to follow and they are seeking us out and asking how we've accomplished so much," Spille said. HBANKY Associate Vice President Watson Jones of C.K. Ash Insurance echoed Spille's enthusiasm for the Enzweiler Building Institute. "Our trades school is going great, and with the anticipated grant funds, it will do even better. It’s a huge plus for our industry, helping builders and contractors who want to invest in their employees and help build the workforce," Jones said. 01/2017

Internal Events Help Bring YOU Business and Information HBANKY Director of Membership Tammy Gorby explained how 2017 can build upon the momentum of last year's internal events offered by HBANKY. "We've worked hard to improve our events and we've been successful in increasing our numbers. Last year we sold out our golf outing and the Elk Creek clay shoot as well as the Bourbon Experience," she said. Events were scaled down in quantity last year, but value packed with quality programming and networking. Exciting plans are in the works to continue that momentum. Jones commented on the structure of monthly events heading into the new year. "There are fewer events now, but more people are engaged. The association has really focused on making them quality events. There are different events that people from all walks of life can benefit from." External Events Connect YOU with Customers Popular home shows produced by HBANKY, such as HomeFest and Cavalcade of Homes, offer tremendous opportunities for members to engage with customers. They are also great ways to promote the industry as a whole. Member Benefits That Save YOU Money Worker's Comp Insurance One of the primary recruitment tools for attracting new members is access to affordable insurance. Workers compensation is one huge money saver. Members of HBANKY have the ability to join the Associated General Contractors –Self Insured Fund (AGC-SIF), which provides the lowest published rates in the state of Kentucky. The Kentucky AGCSIF has been serving the construction industry for over 26 years, with over 4,900 members, $42.1 million in dividends paid in the past 10 years and the distinction of securing and maintaining an ‘A.M.’ Best rating of 'A-.' INCREASE MY BUSINESS? Why Do You Need to Play a Role in Recruiting New Members? When we experience something that benefits our lives, we have an instinctive need to share that experience with others. (Social media proves that theory right nearly every second of the day.) As many builders, remodelers and business owners know, a personal referral can go a long way. The same can be said for the association. When members shout the praises of what HBANKY does, it makes a significant impact. That's why members are encouraged to join in the recruitment effort. Gorby explained the value of members reaching out to prospects in regard to recruitment. "When members take an active role in recruitment it really demonstrates the value the association brings. Prospective members seem to really connect with that," she said. Not only is that good for the association, but it's also good for everyone. A stronger, broader and more vibrant membership benefits all members through more opportunities to network and learn from each other and building a stronger, collaborate voice that advocates on behalf of the industry. "The number one thing I tell people is to get involved. It's important to simply join and pay your dues to support our industry, but by being involved you can learn what needs to be done and how you can help," Jones said. He acknowledged that by getting active in recruiting, it's also a great way to make business connections. "The networking is really beneficial. I've received some great publicity from being active and it's nice when you call people and they already know who you are," he explained. "What you get out of your membership is directly related to what you put into it. The people who don't get anything out of it are likely the ones who haven't been involved," Spille said. "As an insurance agent, I benefit when people are are getting hired and starting new businesses. The more businesses I can promote my services to the better off I'll be and the association is a great avenue through which to do that," Jones added.

There is a long list of other advocacy accomplishments in 2016 that affect members.
