WHAT’S UP WITH CONSTRUCTION JOB OPENINGS AND HIRING NUMBERS
W
e just experienced 3 consecutive months of increasing job openings and a declining participation rate and hiring rate for construction workers nationwide. This data leaves one to wonder about the implications. Usually when you have job openings you have workers to fill those jobs. Why not in construction? A recent article was featured in the Washington Post, written by Conor Sen, entitled The biggest business story of the next five years. Mr. Sen is a self-employed fund management partner and freelance columnist and in his article we believe he is correct in providing answers to why job openings are rising and yet these jobs are not becoming filled (to read Mr. Sen’s article scan the QR code). Other articles in the media recently bite around the edges of the topic and almost find the targeted bullseye. However, to put the facts plainly…there are no more skilled construction workers left! Construction companies are holding out in hopes that skilled construction workers will magically appear back in the labor force, apply for the job listing and, voila, things are back to normal. The fact is, this is not normal and it is not going to be normal and the sooner we all face that fact and change what we are doing we will not solve the problem. You small builders will build less homes. The cost of housing will continue to skyrocket. Affordable housing across the board will suffer. Less households in Northern Kentucky will be able to afford a home. Less first time buyers will achieve homeowner status and nothing will change. Even the large production builders, having their best year on record have you, will not be able to build as much as they could. As I sit here today our existing inventory of homes is at a two-and-ahalf-month supply. That is unhealthy. It is housing anorexia. Remember, our large production builders are having their best year in the last decade; perhaps ever in Northern Kentucky. Our small builders, while doing better, are still a shadow of what their companies were prerecession. Everyone we talk to wants skilled workers; large builders, mid-sized builders, small builders, remodelers, commercial builders; everyone! What is there I ask you, our industry, to do? Here are your options. First, you can start by stealing workers from other sectors of the economy that pay like wages. That’s right. Even if we hired all of the people looking for work we would not be close to filling the chasm. Subcontractors in our area earn a mean wage roughly between $40,000 to $50,000. Here are your affordable options based on U.S. Bureau of Labor Statistics data for our area that will not have a negative effect on housing affordability or the cost of commercial structures: Farmworkers: 23,120 – 38,860 Computer-Controlled Machine Tool Operators, Metal and Plastic: 39,970 Earth Drillers (non-oil and gas): 43,510 Manufacturing Machinist: 43,970 Operating engineers/other construction equipment operators (mining): 48,230 Wellhead Pumpers: 50,620 There are not enough of the above workers in our area that will transition from those careers into construction. It will not be long before price competition for wages in these careers will begin to rise to fill the need left by our industry’s piracy of labor so their employers will begin to increase pay. Eventually, you will have to pay more to get these workers. We believe once that happens you will need to raid the following occupations to fill the need: Continuous mining machine operators: 51,220 Metal Workers and Plastic Workers: 52,070 Tool and Die Makers: 55,110 Petroleum pump system operators, refinery operators, and gaugers: 64,010 4

As you can see, wages are increasing and the affordability of housing and commercial structures suffers. The negative affect on housing and commercial structure affordability can be avoided at least in our area. It will take a little more work but it will result in more homes sold and a greater state of housing affordability in Northern Kentucky. That answer is for our industry to grow its “farm team”. Just like Major League Baseball there is only so much a team can pay to garner the top player, or for our industry the most skilled workers. What is a team to do when faced with the situation of too high of salaries and not enough new prospects existing in the major leagues? They grow their farm teams. For our industry that means encouraging young, inexperienced, and undeveloped talent to join the farm team, develop as skilled workers and eventually get called up to the major leagues of your companies. It is the most cost effective route to take with the greatest payoff. The Enzweiler Building Institute is the best place to turn for these recruited minor leaguers in the Nation; six-time winner of NAHB’s Best Workforce Development Program in the last decade. We have a career pathway that has now been established from High School through the Enzweiler Building Institute to a business degree at Gateway Community and Technical College (see page 22). This is the first such career pathway for ANY industry in our area. The reason to bring in the High Schools is to introduce young people to our industry. As area technology centers have expanded their offerings they haven’t added bricks and mortar so placements in construction trades have dwindled. Luckily interest by students has not. Gateway is being added as partner to move in a proactive fashion towards equipping skilled trades people graduating from the Enzweiler Building Institute the opportunity to learn business management and entrepreneurial skills. This is intended to address the pending retirement of 80% of our workforce in the next ten years. That’s right I said 80%. Just in the core skilled trades in Greater Cincinnati we need to replace retiring workers and expand the workforce that represents over 46,000 workers in ten years. That does not account for flooring, window, fireplace, siding, roofing and landscape installers. The cost to attend the Enzweiler Building Institute is $2,000 per year. I ask you, would you rather invest $2,000 per year into a skilled worker that will earn a salary between $40,000 to $50,000 a year, representing a $4,000 or $8,000 one time investment per worker (again the mean average in Greater Cincinnati), or would you rather have to steal workers from other industries at wages between $51,000 to $64,000 annually? Couple that with the fact that we cut a year off work hours for licensure for plumbers and HVAC technicians and two years for electricians and you are getting skilled trades people to work faster. INDUSTRY NEWS Meet Charley Wayman, the HBA's New Marketing Director
C
harley Wayman grew up in Clarksville, OH and graduated from the University of Cincinnati, with a Bachelors of Science through the College of Design, Architecture, Art, and Planning. Her focus was on Product Development. She has had samples of her college projects published in the textbook Apparel Production Terms & Processes by Janace Bubonia and was awarded a scholarship for her senior thesis. She has lived in several cities including New York City, Los Angeles, and Dallas. From her experiences drawn during these adventures, she discovered that the Greater Cincinnati area would always be her home and that she would always use all of her vacation time to travel to new places or old favorites. Charley spent the first few years following college working as a product developer, technical designer, and sales assistant for Fechheimer Brothers in Blue Ash, OH. She then was given the opportunity to work with Galerie, a local candy company located in Hebron, KY. There she worked as a product developer until she was asked to join the sales team as a sales manager. She thoroughly enjoyed her experience there, but an opportunity arose and she found herself working for the local radio station WKRQ as an Account Executive. Now she happily joins the Home Builder’s Association of Northern Kentucky as their Sales and Marketing Director. When Charley isn’t glued to her computer screen or visiting clients, she fills her time with projects. Having been raised by a carpenter, she has a fondness for creating and making things with her hands. Her projects range from furniture building to custom jewelry. Charley is also a voracious reader and considers herself to be a foodie. She also enjoys spending time with her husband Brandon, miniature doberman pinscher Dexter, and cat Brooklynne. They all live very happily in Bellevue, Ky and are just an Uber away from all of their favorite restaurants in Downtown Cincinnati.
Partnership Announces New High School Construction Trades Program Open Enrollment Immediately Filled
I
n an effort to fill the skills gap in the construction trades, a partnership has emerged that will take steps to achieve a shared goal. A traditional construction vocational trades training program is announced between Boone County Public Schools, the Home Builders Association of Northern Kentucky (HBA) and Partners for a Competitive Workforce (PCW). “This project was a no brainer for us as it addresses several critical challenges facing our current labor pool, the skills gap, an aging workforce and the lack of a talent pipeline for the construction industry. These students will be well equipped to become the next generation of construction workers and leaders in our region,” stated Stephen Tucker, Director of Industry Partnerships with Partners for a Competitive Workforce. “We as a school system could not be more excited about this program,” says Jerry Gels, Director of Innovative Programs, Boone County Schools. “Having industry professionals educate our students is typically something a student isn’t able to access until their twenties. This is a paradigm shift in how we train and interest younger students in a field of work that will allow them to not just thrive but accumulate wealth and skills through their lifetime. We believe many other local school districts will follow our lead,” Gels concluded. “The great recession has left us with a real workforce challenge,” stated Brian Miller, Executive Vice President of the HBA. “The downturn simply dragged on so long that many trades people retired, closed shop or went on to retrain in other industries. Employers are constantly calling us looking for good people to work today. This is a real chance to start a career that offers a true entrepreneur opportunity as the managers, and in many cases, company owners are facing retirement in the not too distant future. We not only need workers today but managers and owners in the coming years,” Miller concluded. The program will take forty-eight sophomores and juniors from the Boone County School system to the HBA facility, which houses the Enzweiler Building Institute. The Building Institute is a post-secondary evening trades education program for adults taught by industry trade professionals. The facility will be used to teach High School students a state-approved curriculum that will expose the students to a wide reach introduction to construction trades focused on licensure attainment and long term employment. After the first year is complete 8

students will participate in a co-op work program with the employer members of the HBA. After graduation the students are encouraged to attend the Enzweiler Building Institute to work towards their journeyman’s certificate and in specific trades attain licensure.
PVC Pipe in for Tall Multifamily and Commercial Structures in Kentucky
O
n August 2nd the State Plumbing Code Committee voted to amend the Kentucky Plumbing Code to allow for PVC pipes to be used as an alternative to cast iron for all structures. Prior to this change the code required cast-iron for all structures over 45 feet. We would like to take this opportunity to thank the many partners involved in this effort including, but not limited to our many members, Kenton County Judge Executive Kris Knochelmann, Kenton County Public Affairs Director John Stanton, many other elected officials and the federation partners at the Building Industry Association of Louisville and Home Builders Association Kentucky. All of Kentucky’s surrounding states do not have cast-iron pipe requirements, putting us at a competitive disadvantage for development as compared to our neighbors. For years Kentucky has been losing key economic development projects, especially in our old urban core as a direct result. This commonsense change will put us on an even playing field, spurring job creation and investment in every corner of the Commonwealth. The advocacy efforts of our members, our Commercial Council and coalition of elected officials and federation partners worked tirelessly to make this change. This opportunity would not have been available months prior as Governor Bevin and his Administration are working to create a commonsense regulatory environment across the Commonwealth. The final step is for this measure to go before the Board of the Department of Housing, Buildings and Construction for consideration where we see no objections.

H
BANKY's associate membership is an intricate component to the association's success as a whole and the vibrancy of the local and regional building industry. The support of suppliers and partners who come together through HBANKY to invest in the community and stand together with builders and remodelers is invaluable. This September, the association gives a nod to associate members for the valuable contribution they make to the industry. Deemed "Associates Appreciation Month" by NAHB, September is a great time to recognize the contribution of its associate members. HBANKY recognizes the valuable contribution associates make to the industry. Associates support the industry in many ways. Here are just a few: • Sharing knowledge about timely facts and trends in their respective areas of expertise • Participating in HBANKY committees and events, adding a valued perspective and providing more avenues for membership networking • Advertising in publications and sponsoring events which support the association as a whole • Promoting the talents of HBANKY builders and remodelers through a variety of vehicles on an on-going basis • Giving the association a stronger voice when it comes to advocating on behalf of the interests of members Active Associates Make the Most of Their Membership The Membership Committee and HBANKY staff have been working behind-the-scenes to streamline events and offer members a structured calendar of activities that make the most of their time. By scheduling one signature event each month rather than numerous ones scattered throughout the year, the Membership Committee anticipates members being able to make room in their calendars this year to focus on one specific association event rather than having to choose which one they can attend. Entertaining and engaging events such as the Elk Creek Outing and the upcoming Bengals Tailgate party at Braxton Brewery are on the calendar, offering opportunities for members to enjoy and connect with each other. Additionally, a Young Building Professionals Group is in the works to encourage young members to network. Membership Committee Co-Chair Watson Jones, C.K. Ash Insurance, encourages new members to get involved. "I encourage new folks to get involved in different committees and councils because a fresh look is always helpful to the association, and businesses can always learn something new from a fellow member. This industry is very open
to helping each other out when you ask." Jones cited the Commercial Building Council as a great example. "They are a recently organized group that has made many changes within the industry that will help them conduct business better in the future and it came from the collective minds of competitors working together." Jones recognizes the valuable role that Associates play within HBANKY and how important it is to view fellow Associates as customers. "Most people have regarded membership as a way to get in front of builders, but many associate members do business together as well. The builders are the backbone of the association and the associates are blood. egistration for IBS is now open. IBS will be held January 10-12 in Orlando, Florida at the Orlando Convention Center. The Kentucky delegation is staying at the Embassy Suites International Drive Jamaican Court. The hotel is on the shuttle line. You MUST reserve your room prior to December 9, 2016. Gateway Community and Technical College Creates Agreement with Enzweiler Building Institute
T
he HBA’s Enzweiler Building Institute, has formed a partnership with Gateway Community and Technical College (Gateway) to benefit graduates of our program to advance faster through Gateway’s Associates Degree programming. “We are very pleased to announce the articulation of our Heating, Ventilation and Air Conditioning (HVAC) program with Gateway’s related HVAC course of study”, said Brian Miller, executive vice president of the local trade association. “This agreement will allow graduates of our program to earn over 25 hours of college credit. This meets many of the goals of the Governor’s dual credit education systems. We expect this to be the first of many courses that we offer to articulate with our partners at Gateway. This is a real win-win for both the Enzweiler Building Institute and Gateway, but the real winner is our industry. We need to grow our workforce by 2,500 new jobs in Greater Cincinnati and replace an anticipated 42,000 workers, managers and company owners that are due to retire in the next ten years. If the trends continue we are looking at the largest workforce shortage in construction since immediately following World War II. We hope our graduates take advantage of this outstanding opportunity to attend Gateway upon

completion of their studies here and enroll in their courses that will equip them to be the managers and company owners we will need in the very near future,” Miller concluded. “We are pleased to partner with the Home Builder Association of Northern Kentucky,” said Ric Bowen, Gateway HVAC and plumbing program coordinator. “By working together, we can attract and prepare new talent for the construction industry in high demand, high wage careers.” Classes for the 2016-2017 Enzweiler Building Institute are open for enrollment now. Two-year HVAC and Plumbing classes are registered with the state and provide one-year advancement towards licensure. Electric courses run four years and reduce the work requirement for state licensure by two years. Classes begin September 6th and are taught two evenings per week; designed to allow for workers to earn on the job hours, a paycheck and classroom/lab instruction in the evening. There is a discount of $100 for enrollment and payment in full by September 6th.
