Over a decade ago, Kauai resident and retired lifeguard Branch Lotspeich and some fellow Rotarians were asked by the Kauai Lifeguard Association to help do something about drownings on Kauai. They didn't have funding -or even a workshop but they had their conviction that simple rescue tubes would save lives.
