Welcome
Our team at HCPA, our partners and providers look forward each year to the Care Awards, not only because it is a real opportunity to recognise some amazing people but also because we want to showcase some beautiful stories.
Every day someone in care makes a difference to someone who needs support, we know this goes pretty much unnoticed and so our Awards are the place where we can say “we notice, and we thank you!”.
People working in Social Care are professionals, they are not only people doing the job, they are people who go above and beyond, they get to know families and provide not just hands on care but also the psychological support which is vital for families to hold it together in difficult times.
In our Awards we also make a point of ensuring we are also recognising leaders in Care Organisations, a great care culture is unachievable without a great leader and we hear how great quality starts from the top – these are the organisations who do not have staff retention issues, because staff want to come to work, to be a team and to support each other as well as the people receiving services.
These awards pick out some of our care shining stars, but we also know there are so many acts of kindness every day which go unnoticed, and we want to applaud each and every compassionate action. We are delighted that you have been able to join us tonight in celebrating everything that is good in care!

The HCPA Awards Ceremony is an amazing advert for the quality, compassion and professionalism of care professionals in Hertfordshire. At Hertfordshire County Council, we work hand-in-hand with HCPA to ensure care staff in Hertfordshire are supported to develop their skills and expertise so we can give the best possible care to our citizens. The awards remind us how challenging and rewarding a career in care is, and an opportunity to see lots of examples of excellent practice, innovation and most importantly, compassion and care. All those who have been shortlisted should be immensely proud of their achievements.

Meet the Judges
Sharon Davies OBE CEO, HCPA
Sharon Davies has been the Chief Executive of HCPA for 13 years since the association took up the new business model. Previous to that, she was a volunteer Director of HCPA from 2007. Sharon became passionate about raising the standards of quality in care when she worked within the learning disability sector and has used her teaching experience to develop leaders throughout her career. Innovation is at the heart of every project run by HCPA and by using key contacts, Sharon is able to keep HCPA thriving. Sharon has a proven track record in partnership work and the Hertfordshire Care Awards are testament to these relationship skills. Sharon’s message to all care providers is that anything can be achieved with an excellent team of staff and a focus on quality.
Wesley Strahan-Hughes
Director of Operations, HCPA
Wesley Strahan-Hughes has been the Director of Operations for HCPA since 2011. Wesley’s role has included organising and presenting these Care Awards since the first year, 12 years ago. As well as heading up the association’s various departments, Wesley is involved in developing HCPA and its many projects to help raise the quality of care in Hertfordshire, and providing a voice for its Care Providers. In previous roles, Wesley has worked in various guises in Care, Supported Living and Local Government including Business Improvement, and in Finance, Governance and Compliance. Wesley also has a ‘previous life’ as a Professional Actor, Singer and Musician. Wesley is delighted to be part of the judging team as well as being your presenter for the evening and hopes that you enjoy our event celebrating the best in care in our county, which we are all so proud of.

Tom Hennessey Director Health Integration, Adult Care Services, HCC
Tom joined Hertfordshire County Council in 1994 and has worked across the organisation in a number of roles. Tom became Director for Health Integration in 2016 working mainly in East and North Hertfordshire alongside the NHS Clinical Commissioning Group. Tom’s role is focused on developing the links between health and social care, at a strategic and operational level, so that residents experience a more coherent, responsive and joined-up local service. This involves not only the Council and the local NHS partners but also care providers, voluntary sector and carers who work in the County, with the aim that we collectively keep residents at the heart of our decision making.
Helen Maneuf
Operations Director Older Peoples Services, HCC
Helen Maneuf is HCC’s Operations Director for Older People’s Services and leads professional social work teams as well as care commissioners with the aim of supporting people with dementia and frailty in our county. Helen worked in a number of councils before joining Hertfordshire in 2010. A Chartered Public Finance Accountant by background, Helen moved into Adult Care Services in 2015 and took on the Resources and Planning role for the Department. Helen became the Older People’s Operations Director in August 2020, and is continually inspired by the opportunity to work with people that are utterly committed and passionate about delivering excellent care and support that makes all the difference for people at the trickiest times in their lives.

Daisy Sanghera
Deputy Head, Integrated Community Support Commissioning Team, HCC
Daisy has worked with Hertfordshire County Council for 20 years. She started her career working with the voluntary and community services and then moved into statutory services for homecare. The team manage the support at home market working collaboratively with providers and the wider system to ensure people receive a good quality service and enabling people to achieve their goals.
Robin Clifford
Senior Learning and Development Officer, Workforce Development and Partnership Team, HCC
Robin has worked in workforce development at HCC since 2009 with his role primarily focused on the provision of tailored, specialised, and complex learning solutions. These support the upskilling of the health and social care workforce within the private, voluntary and independent sector. He commissions a wide range of fully funded learning products and interventions to support organisations to meet and exceed core and mandatory training requirements. In addition, he works with key partners to provide dedicated learning and development to the VCSFE sector.

Tracy Bowers
Deputy Head of Service Community Commissioning Adult Disability, HCC
Tracy Bowers has worked in both children’s and adults social care services for over 20 years.
She is presently the Deputy Head of service for the Community Commissioning Adult Disability Team in Hertfordshire County Council.
Tracy is a firm believer in partnership working with people that use services, families, providers and colleagues to ensure that people are connected to their community and achieve their outcomes .
Tracy continues to be in awe of the dedication, perseverance and professionalism of the care industry and has been uplifted by hearing the amazing work that continues to take place despite the adversity we have faced and continue to face.
Michelle Airey
Head of Education, Quality and Integration HCPA
Michelle has worked at HCPA since 2013 and oversees the education, quality and integration department. The department manages various programmes to educate and support care providers across Hertfordshire to enhance staff skills and relationships with external professionals to improve quality of care and maintain people’s independence. Michelle works alongside a number of external professionals from the NHS, HCC and voluntary & community services to support and enable private Health and Social care providers to integrate within a complex system, improve relations with health services and achieve good outcomes.

Peter Woolnough
Deputy Head of Education, Quality, and Integration, HCPA
Peter Woolnough joined HCPA in 2020 and leads the education department. Peter manages various education projects to upskill care professionals across Hertfordshire, working with external professionals to improve quality of care. He is passionate about providing opportunity of learning to all, and providing high standards of education which is impactful. Peter brings with him experience of managing an independent training provider, supporting care providers and their staff team access and achieve qualifications and training courses in care. He has also headed up Apprenticeships in a FE college, and supported development of training quality at St John Ambulance.
Davyd Strahan-Hughes
Leadership and Commercial Education Manager, HCPA
Davyd joined HCPA in 2018 initially contributing as a Practice Educator and now serving as the Leadership Education Manager. With over 20 years of leadership experience Davyd is passionate about creating and delivering high quality and engaging training, supporting leaders in care and delivering on HCPA’s mission to raise standards of care in Hertfordshire. After having the privilege of working with numerous aspiring and established leaders in Hertfordshire, Davyd holds great pride in his role as a judge for the care awards.

Lucy Rush
Director of Practice and Quality, Principal Social Worker, HCC
Lucy has worked in Social Care since 2001 and has been a qualified Social Worker since 2006. Lucy has worked for Hertfordshire County Council since 2019, firstly as Head of Adult Disability Services and since 2022 as the Director of Practice and Quality and Principal Social Worker for Adults Social Care. In her role she oversees the Social Work and Occupational Therapy Workforce, Practice Quality, Provider Monitoring, Safeguarding, Workforce Learning and Development, Comms and Social Care Assurance. She is currently leading on CQC assurance and preparation for inspection of the County Councils Adult Care Services.
Arnold Sami
Head of Service for East and North Extended Involvement team for Older People in Adult Care Services, HCC
Arnold Sami is the Head of Service for East and North Extended Involvement team for Older People in Adult Care Services. He is a social worker by training but started his career as a carer and has worked in various roles with both adults and children. He is a committed believer in the role public services have to play in supporting people in need. He has a particular interest in advocacy and how to ensure people have power and control over their own lives and receive the support they need that is right for them.

Alex McInally Commissioning Manager, HCC
Alex has worked for Hertfordshire County Council since January 2023, coming from another Local Authority and extensive background in Health and Social Care. Alex manages contract compliance for agencies on the Support at Home Framework in West Hertfordshire, commissioning a wide range of services and support for adults, enabling them to remain living independently at home and achieve their desired outcomes.
Joan Plant Assistant Director of Quality Improvement and Assurance Care Homes
and Home-based Care, NHS
Joan Plant has been a nurse for over 43 years and remains passionate about caring for people of all ages. Joan has had a varied career from being a Senior Nurse in a busy accident and emergency department, Matron in an Acute Hospital setting to running a large nursing home. She then went into regulatory roles with Cambridgeshire Health Authority, the Healthcare Commission and CQC.
Joan then went to a role with the Clinical Commissioning group for 9 years and is now part of the Integrated Care Board as part of the Nursing and Quality Team and Leads the Care Home and Home Care Team.

Peter Bullen
Relationships Projects Manager, HCPA
Peter has a background in regeneration and risk management from his years working for London local authorities, and a keen interest in data protection. Peter arrived at HCPA 6 years ago and has not yet stopped being impressed by the innovation, compassion and courage of the care professionals he meets every day. Peter is proud to manage the HCPA Care Provider Hub, initially HCPA’s Covid response, which is now an “ask us anything” service for the health and adult social care sector. He is part of the team that supports care providers in need, working in partnership with local authorities and integrated care systems.
“The thing I’m most proud of? Well, that’s the Care Provider Hub. If I can help our amazing care professionals in anyway, that’s my priority.”
Kirsty Hough Commissioning Manager, HCC
Kirsty Hough has worked for Hertfordshire County Council since 2005 and has been a Commissioning Manager in the Integrated Community Support Commissioning Team since 2017. As well as managing the contracts the Council holds with support at home providers, the team provide essential support and guidance to ensure that quality services are delivered. Strong, partnership relationships with providers are key to the success of the team and Kirsty is passionate about the Council’s role in supporting providers to deliver the best care possible.

Natasha Bartley
Senior Care Leadership Educator, HCPA
Natasha has worked in the care sector for many years, specialising in Advocacy. Her passion is to ensure that every person is treated as an individual and that their wishes and feelings are listened to. Natasha has recently joined HCPA as a senior care leadership educator and is enjoying the new challenge. Natasha is delighted to have been involved in the judging for the Care Awards and is very much looking forward to being part of the evening too.
Laura Gordon
Head of Community Commissioning for Disabled Adults, HCC
Laura heads up the Council’s commissioning team for disabled adults, contracting, brokering and quality assuring services. She is a nurse and a social worker by vocational background, has led health and social care operational teams and managed community and accommodation-based provider services. Laura joined Hertfordshire County Council in 2020 and is committed to working with market colleagues, health and social care stakeholders and people who access services to deliver high quality services that enable disabled people to live good and full lives.

Mark Gwynne
Workforce Development and Partnerships Manager, HCC
Mark Gwynne has worked for Hertfordshire County Council since 1990. Originally employed with learning disability day services, Mark worked for 17 years supporting people with profound and complex learning disabilities at Care Worker and then Assistant Manager level, before moving into Learning and Development in 2004. Within his current role, Mark’s primary function is to engage with private, voluntary and independent social care providers for adults across Hertfordshire with a view to contributing towards meeting learning needs in line with National and local standards. Mark also has oversight of the engagement and support of Hertfordshire County Council’s Day, Supported Living and Short Breaks Services and Health & Social Care Pre-Apprenticeship level 1 and Apprenticeship level 2 programmes.
Amy Kay
Business Development Manager, Contracts, Commissioning and Quality, HPFT
Amy has worked in health and social care for 20 years in both managing and commissioning services. Working for Hertfordshire Partnership Foundation Trust since 2020. Amy works within the Placement Service, managing the commissioning of social care funded providers delivering support within the adult mental health market. Amy’s team manage quality audits within the PAMMS framework and organise contract compliance and new business. Amy works closely with commissioners at Hertfordshire County Council and is part of ADASS East of England Network.

Samantha Drake Commissioning Manager, Integrated Accommodation Commissioning Team, HCC
Sam has worked in the Integrated Accommodation Commissioning Team (IACT) for ten years, previously working in Childrens Commissioning. IACT manages all the contracts for residential and nursing services where Hertfordshire County Council have Older People placed both in and out of county. The team leads the strategic commissioning of community based accommodation for Older People and works in partnership with a wide range of organisations to ensure the best outcomes for people who use the wide range of services available.
Jackie Albery Director, Planning & Resources, Adult Care Services
(ACS), HCC
Jackie has worked at HCC for 33 years and in ACS since 2021 where she oversees the ACS budget and heads the Planning and Resources areas of the department.
Planning and Resources covers a wide range of services including support for carers, developing relationships with our voluntary sector partners, system and finance support for people and for the ACS department, performance reporting, development of support for domestic abuse and people who are homeless and have experienced multiple disadvantages, the development of assistive technology which provides digital support for people in their own homes.

Charity of the Year
The Care Workers’ Charity
Care professionals give so much and yet sometimes it’s the care professionals themselves who need assistance. This is where The Care Workers’ Charity (CWC) steps in. They were founded in 2009 with the mission of preventing care professionals from falling into financial hardship. For over a decade, the charity has supported thousands of individuals working in social care with hardship grants to help them cope with emergencies such as loss of income, illness, homelessness, and bereavement.
Since 2020, they have paid out more than £2.2 million in grants to over 3,000 care professionals. Since then, they have expanded their ambitions to support and protect both the financial and emotional wellbeing of those employed in social care, by providing access to free counselling through their partners Red Umbrella.
Working in social care can be incredibly demanding and challenging. The CWC is a safety net that is there to support people if times get tough.

Camille is the Managing Director of the CQC ‘outstanding’ rated, Abbots Care. With her courageous leadership style and warm heart, it’s not hard to see why she is inspiring to all of those around her. One of her biggest achievements to date is designing their internal ‘leadership academy’ which has contributed to 10 internal promotions in just 6 months.
James Dent Druglink
James started out as an apprenticeship worker for Druglink in 2015 and has steadily progressed to become CQC registered manager for their rehabilitation service. What is really inspiring with James is his ability to go against the norm, finding innovative ways to overcome challenges that support clients in the best possible way, drawing on his own experience and inspiring life achievements.
Ash is Managing Director at the homecare company, Caremark (Herts). With experience spanning over a decade, he has achieved some remarkable feats in the homecare sector, including the founding and creation of 3 homecare companies, and transforming a 4th. His unwavering commitment to his role exemplifies his inspiring leadership skills.

Trips ‘N’ Treats
Nikola and Becky are part of the 12-person team at Trips ‘N’ Treats and have both worked at the company for 9 years. Together, they demonstrate compassion and genuine empathy for others providing a service that goes above and beyond. Just one example is supporting an individual to go carriage riding every week, which is a 3-hour round trip.

Anne Marie is a care support worker for Compassion Plus Healthcare. She continually goes above her call of duty to ensure that her clients receive the best care and support possible. One of her outstanding achievements to date is enabling a person she supports to meet all their desired outcomes, which has hugely increased their independence and confidence.
Nicky works for Partners in Support and has supported the same individual for nearly 10 years. During this time, she has been able to develop a unique and trusting relationship, which has enabled her client to have support in communication with others and be advocated for when needed.

Trips ‘N’ Treats are a small team of 12 who support over 50 individuals in choosing when and where they would like to go. The key component in enabling this exceptional offering is down to excellent communication. The team regularly meet to brainstorm ideas and are always thinking outside the box to ensure the people they support get truly, specialised and individualised care.
Next Steps
Next Steps pride themselves on providing person-centred care, successfully transitioning many of their clients to re-integrate and be part of their community. They highly value the involvement of all forms of support networks and will regularly send out wellbeing surveys and use Health Action Plans to achieve great outcomes for the people they support.
Haslewood Avenue (Hightown)
Haslewood Avenue is part of the charitable housing association, Hightown, which aims to help people who need support and care or who cannot afford to buy or rent a home at market value. Just one of the incredible innovations they have introduced is TACPAC, which is a sensory communication resource using touch and music.
Partners in Support, Jamie’s Team
Partners in Support provide supported living and community outreach support to adults with learning disabilities and/or autism. Jamie’s team was formed to help support an individual move from a care home to his new, own home. With exceptional planning, support, monitoring and progress the team have improved Jamie’s life beyond his expectations, keeping his aspirations at the heart of everything they do.
