WELCOME! April 2011 Hello Racers! Welcome to the 2011 Mass Bay Sailing Yearbook. The Yearbook is designed to be a reference guide to both Offshore sailing as well as One Design. Included in the book are individual Event Sailing Instructions, General Sailing Instructions, course descriptions and a wealth of other information. First of all, thanks to all of the racers (owners and crew) for a really great 2010 season. There are a number of changes for 2011 that we hope will lead to better competition and more racers out on the water. Highlights include: New Jib & Main Pursuit Championship The Pursuit Championship was added in 2007 and has been the area of racing that has seen the greatest growth in Mass Bay over the past five years. In the past, all boats regardless of whether they were flying a spinnaker or racing with cruising canvas only were competing for the one Championship, with the best four of six possible races scored. This year we have set up two classes, a spinnaker class and a jib & main class. You will be scored in one or the other based upon your entry as either spinnaker or jib & main in the individual event. So, if you intend to compete for one of these championships you would be advised to enter all of the pursuit races either as spinnaker or as jib & main, so you can amass the greatest number of points for that particular class. New Class Splits/Class Consolidation Over the past decade there has been a trend towards more and more boats in the B and C classes and fewer boats in the D and E classes. This led to many events where there were either no entries or only one out on the water. In order to foster more competition by getting more boats on the line for their class, we have combined the D and E classes and have adjusted the splits for ALL racing classes. This was done to balance the number of boats in each class while at the same time trying to keep the PHRF spread as equitable as possible. So for 2011 the racing classes and splits will be as follows: Racing Classes Class A Class B Class C Class D

Rating Range up to 55 56 to 100 101 to 155 156 and up

The class splits for the two jib & main classes F and G will remain the same, with Class F including all boats with (cruising) ratings up to 155, and Class G including all boats rated 156 or higher.

Elimination of Travel Requirement for D and G Class boats In order to qualify for the Season Championship we have required boats to compete in at least one North Shore and one South Shore event. The intention of this is that if we are awarding a Mass Bay Championship we would like to have our winners sail in events in Mass Bay, not just in their home area. However, this requirement does put a particular burden on smaller boats. So in an effort to encourage more boats to compete for the season award we are eliminating this requirement for the Class D and Class G boats, those with ratings of 156 or higher. If you can travel out of your home area for other events we strongly encourage that (the more racing the better, right?) but if not you can now qualify for the overall championship just by sailing locally. New CHIPS Season Scoring replaces Rinderle B In 2011 Mass Bay Sailing will use the Chipstead High Points Scoring (CHIPS) race system for scoring the Season Championships in the spinnaker and jib & main fleets. Like Rinderle B, CHIPS awards you a higher number of points based on the total number of boats on the line. However, it also rewards participation by giving more points than Rinderle B to boats that may finish near the bottom in a small fleet. While individual races and regattas will continue to be scored using the low-point system, the use of CHIPS for the overall Season Championship should reward boats that participate in the greatest number of races. New Boston/Corinthian/Eastern Yacht Club end-of-year event In 2011 the final race of the year determined the winners in a number of classes for the Season Championship. This year that race will be the final event on the calendar and is the Marblehead Chowder Cup Challenge. The Challenge is an event sponsored by Boston, Corinthian and Eastern Yacht Clubs and will be run on Sunday, October 9. It replaces three regattas that were not Mass Bay Qualifiers in the past and should keep the competition for the overall title up in the air until the last event of the sailing season. Updated Marks List Please make sure you review the MBSA Standard Rounding Marks in the Appendix of this book. Some marks have been eliminated from the list and others have had their designation changed so as not to create confusion with other racing signals, and all of them have had their lat/long data updated as of Feb 2011. For example, Newcomb’s Ledge is no longer Mark C, it in now Mark B. A special thanks goes out to Jim Whipple and Jody Graul for their work on this project. Finally, if you are reading this, you likely aren’t somebody that needs to be encouraged to race; but what about your friends? Do they race? Do they own a boat and don’t race? Please encourage them to do so. You can help them along by explaining simple things like how to fill out a PHRF certificate, or the nuances of SI’s. Anything we can do to get more sailors onto the race course the better. We all know that racing is its own reward. Thank you for your ongoing support of Mass Bay Sailing, and I look forward to seeing you all on the water soon!

MBSA SEASON NOTICE OF RACE AND

GENERAL SAILING INSTRUCTIONS 1

Introduction

1.1

The yacht clubs and sailing associations of Mass Bay Sailing Association (MBSA) plan to sponsor races and regattas, and they invite you to participate.

1.2

The yacht clubs and sailing associations are the Organizing Authority (OA) of their respective Events (races, regattas and/or series). The OA shall have the authority to set the conditions of the Event(s) and to modify these General Sailing Instructions (GSI).

General

2.1

Each boat owner is responsible for the safety of his or her boat, crew and guests. By entering an Event or participating therein, each boat owner warrants and represents for the benefit of his or her crew and guests, the organizing authorit(y)(ies), club(s), participants, volunteers and spectators of the Event that: (a)

His or her boat is seaworthy including, but not limited to, the soundness of the hull, spars, rigging, sails and all gear and equipment.

(b)

His or her crew is experienced and in sufficient physical condition to safely and properly participate in the Event.

2.2

Each skipper is responsible for the conduct of his or her crew during any Event. Conduct deemed by the OA or host club as unbecoming a yachtsman may result in action under The Racing Rules of Sailing (RRS) 69.

3

Eligibility and Entry

3.1

Eligible boats may be entered for each Event by completing registration with the OA. Entry Forms can be found at the back of the MBSA Year Book or OA’s may have on line entry forms and procedures.

3.2

The entry fee is payable to the Event OA and must be paid in order to be scored. The entry deadline shall be specified the Event Sailing Instructions (ESI). No refunds will be made if an entry is withdrawn after the entry deadline specified in the ESI.

3.3

Handicaps used shall be Performance Handicap Racing Fleet New England (PHRF-NE).

3.4

Each boat entering an Event shall provide the OA with a copy of their current and valid handicap certificate(s).

Rules

4.1

The Event(s) will be governed by the rules as defined in The Racing Rules of Sailing.

4.2

Additionally the Event(s) will be governed by the following: (a)

For PHRF boats that level race their class rules shall apply.

(b)

The ISAF Offshore Special Regulations (including the US Sailing Prescriptions).

(c)

The current MBSA Year Book.

(d)

PHRF-NE Policy, Procedures and Bylaws.

(e)

These GSI and the individual ESI.

except as any of these are changed by the ESI for each Event.

4.3

Except when starting, rounding or passing marks, or finishing, when a race is scheduled to continue after sunset, the International Regulations for Preventing Collisions at Sea (COLREGS) shall replace the Rules of Part II of the RRS one hour after the start of the first class.

4.4

Boats racing in classes designated as cruising (non-spinnaker), shall be subject to the following additional rules: (a)

Boats shall declare up to three headsails that will be flown fully attached to the headstay and of windward genoa design.

(b)

Except for cutter-rigged boats, only one headsail may be flown at one time unless in the process of a sail change involving that sail.

(c)

Cutter-rigged boats may fly staysail and genoa but only one of each at the same time. The staysail will not count as a declared headsail.

(d)

Yawls, ketches and schooners shall only race using mizzen sail, mizzen staysail, mainsail and one headsail at any one time, unless cutter-rigged.

(e)

Cat-rigged boats shall not fly any sail in the fore triangle.

Notices to Competitors

5.1

The procedure for notices to competitors shall be specified in the ESI.

6

Changes to Sailing Instructions

6.1

Any change to the sailing instructions shall be posted before 0800 on the day it will take effect, except that any change to the schedule of races will be posted by 1800 on the day before it will take effect.

7

Signals Made Ashore

7.1

The location for Signals Made Ashore, if any, shall be specified in the ESI.

7.2

When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP.

7.3

The meaning for any additional Signals Made Ashore shall be specified in the ESI.

8

Schedule of Races

8.1

The schedule of Races shall be specified in the ESI.

8.2

On the last day of an Event no warning signal will be made after 1600.

9

Class Flags

9.1

Each boat shall display, from her backstay or a stern staff, the class flag for the class in which she is competing, as specified in the ESI, commencing with, or prior to, her warning signal until she finishes. Boats without backstays shall fly the class flag from their starboard standing rigging.

Racing Area

10.1

The racing area shall be specified in the ESI.

The Course

11.1

Courses will either be taken from: (a)

MSBA Standard Courses

(b)

MSBA Standard Rounding Marks List A, B, C

(c)

A list of marks issued by the Event organizers.

11.3

The MBSA Standard Courses (including diagrams and footnotes) show the courses, their letter designation, the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. When these courses are to be used: (a)

The letter designation, approximate compass bearing and approximate distance from the Starting Mark to Mark 1, shall be displayed by the race committee signal boat either in a rack, on a white board, or by code flags.

(b)

To provide for simultaneous rounding of a nearby mark and starting by separate classes, the starting mark may be set slightly (approximately 100 yards) beyond the windward or leeward mark as applicable. If such a separate starting mark is set, the nearby windward or leeward mark is not a mark of the course for the first leg.

(c)

To provide for simultaneous rounding of a nearby mark and finishing by separate classes, the finishing mark may be set slightly (approximately 100 yards) beyond the windward or leeward mark as applicable. If such a separate finishing mark is set, the nearby windward or leeward mark is not a mark of the course for the final leg.

(d)

Offset Mark: An offset mark may be in place for the rounding of Mark 1. The offset mark shall be the same color as Mark 1. Boats shall pass Mark1 to port and then pass the offset mark to port. When present, the offset mark is ALWAYS a mark of the course and is to be honored each time the windward mark is passed.

(e)

Leeward Gates: Gates may be in place for the rounding of Mark 2.

Courses made using marks from MSBA Standard Rounding Marks, List A, B, C shall be designated by letters or numbers displayed by the race committee signal boat either in a rack, on a white board, or by code flags. Marks shall be rounded, and the finishing mark passed, in the order displayed, reading from top to bottom. st

(a)

When code flags are used, 1 Substitute duplicates the first flag in the hoist, 2 Substitute rd duplicates the second flag and 3 Substitute duplicates the third flag in the hoist.

(b)

Code Flag “T� indicates that the posted course is to be sailed twice. The starting mark is not included unless it is also a posted mark of the course.

(c)

When a portable windward mark is used, the approximate compass bearing and distance from the starting mark shall be displayed by the race committee signal boat either in a rack, on a white board, or by code flags.

(d)

If, from the rhumb line to a mark, the rhumb line course to the next mark lies to starboard, the mark shall be left to starboard; otherwise (including reciprocal headings) the mark shall be left to port. These rhumb lines shall be drawn to include any relevant restricted area marks that have a required side.

(e)

The finishing line shall be at the last posted mark.

12.1

Marks will either be: (a)

As described in the ESI (as when inflatable marks are used with MSBA Standard Courses).

(b)

As identified in the MBSA Standard Rounding Marks List A, B, C.

(c)

From a list specified in the ESI.

Areas that are Obstructions

13.1

The Passing or Boundary Marks (Restricted Areas) contained in MBSA Standard Rounding Mark Lists A, B, C are hereby incorporated by reference and apply during all races.

The Start

Races shall be started using RRS 26.

14.2

The starting line will be between a staff from which an orange or yellow flag or shape is displayed on the race committee boat and the course side of a nearby Mark.

14.3

Each boat not in their starting sequence shall keep clear of the “Starting Area” and first leg of the course for the period commencing at the preparatory signal for the first class to start and ending with her own warning signal.

14.4

The “Starting Area” is defined as a box whose top extends one-half the length of the starting line past either end of the starting line and whose sides are one half of the length of the starting line behind the starting line.

15

Recalls

15.1

The Race Committee will attempt to hail OCS boats using VHF radio. The failure to hail, the order of hail, the hail of some but not all, or the untimely hail of OCS boats, all shall not be grounds for redress. (This changes RRS 62.1 (a))

15.2

The VHF channel used for recalling boats shall be specified in the ESI.

16

Change of the Next Leg of the Course

16.1

For Races using MSBA Standard Courses, changing the next leg of the course will be in accordance with RRS 33.

16.2

For races using MBSA Standard Rounding Mark Lists A, B, C, a change of course after the start shall be signaled before the leading boat has begun the leg of the course that is affected. The Race Committee will display the approximate compass bearing to the new mark and the letter or number identifying the new mark. The mark at which the change of course is being signaled shall be rounded as if the course had NOT been changed.

The Finish

17.1

The finishing line will be between a staff from which a blue flag or shape is displayed on a race committee boat and the course side of a nearby mark.

17.2

Each boat is also responsible for taking her own time and, if possible, the names or sail numbers of the boats immediately ahead and astern. This information shall be provided to the race committee upon request.

17.3

If the race committee intends to start another race on the same day, it shall display the Second Substitute or flag “R” (with no sound) while boats are finishing.

18

Time Limit

18.1

Any Time Limit(s) shall be specified in the ESI, stated as a number of hours and minutes after the actual starting time of each class.

18.2

Any Finishing Window(s) shall be specified in the ESI stated as number of minutes after the first boat in each class finishes.

18.3

If a Finishing Window applies, boats failing to finish within the finishing window shall be scored DNF. (This changes RRS 35, A4.1 and A5)

Penalty System

19.1

The Scoring Penalty, RRS 44.3 shall apply.

20

Protests and Requests for Redress

20.1

Protest forms will be available at the OA and shall be delivered there within one (1) hour after the race committee signal boat, for the race in which the protesting boat competed, docks.

20.2

Protest notices will be posted, in accordance with the Notice to Competitors provisions in the ESI, within 30 minutes after the protest time limit to inform competitors where and when there is a hearing in which they are parties to a hearing or named as witnesses. This constitutes the notice required by RRS 63.2

20.3

On the last day of the regatta a request for reopening a hearing shall be delivered: (a)

Within the protest time limit if the party requesting reopening was informed of the decision on the previous day.

(b)

No later than 30 minutes after the party requesting reopening was informed of the decision on that day. (This changes RRS 62.2 and RRS 66) 21

Scoring

21.1

The RRS Low Point System shall be used for all individual Events.

21.2

The MBSA CHIPS scoring system shall be used for all season long series.

21.3

One race is required to constitute a series.

21.4

No race scores shall be discarded. (This changes RRS A2)

21.5

Series score ties are in accordance with RRS A8.1. When a tie still remains, it will be broken in favor of the yacht with the lowest total corrected time for all races. For a yacht scored BFD, DGM, DNC, DNF, DNS, OCS, RAF, SCP, TLE (Time Limit Expired), or DSQ her corrected time in that race shall be the corrected time of the yacht finishing last in that class plus one minute. (This changes RRS A8.2)

21.6

Race scores shall be based on PHRF Time on Distance corrected time, using MBSA Class Splits.

21.7

When MBSA Standard Courses are used, the posted distance, adjusted for starting marks beyond the windward or leeward mark, offset marks and finish lines beyond the windward or leeward mark, if any, will be official for scoring purposes.

21.8

When MSBA Standard Rounding Marks, List A, B, C are used, the distance as measured from the mark positions, adjusted for fixed obstructions such as islands and passing and boundary marks, if any, will be official for scoring purposes. If an obstruction may be passed on more than one side the shorter distance shall be used.

22

Safety Regulations

22.1

Each Event shall be ISAF Offshore Special Regulation Category 5.

22.2

All competing boats shall have a VHF transceiver.

22.3

Boats shall check in with the Race Committee Signal Boat before their first start each day. Boats that fail to check in may be scored DNS for that race. (This changes RRS 63.1 and A5)

22.4

In the event of an emergency, or if a boat withdraws, either the boat or associated support boat shall notify the race committee as soon as practicable.

Advertising

23.1

Each Event will follow ISAF Regulation 20.

Support Boats

24.1

Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment. The penalty for failing to comply with this requirement may be the disqualification of all boats associated with the offending support boat. (This changes RRS 64)

Trash Disposal

25.1

Boats shall not put trash in the water.

26

Radio Communication

26.1

Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

Prizes

27.1

Prizes will be specified in the ESI.

Disclaimer of Liability

28.1

Each boat owner and crew member acknowledges that he or she participates in an Event at his or her own risk (see RRS 4, Decision to Race), and warrants and represents that he or she will comply with all applicable rules and regulations of the OA and any applicable state and federal laws. Each boat owner and crew member agree to grant OA a waiver of any loss or liability arising from participation by the boat owner and crew member in any Event prior to, during, or after said Event.

Trophies, Scoring and Qualification for all Classes Trophies will be given out at Mass Bay Sailing’s Awards Dinner to be held Friday November 18, 2011 at Cottage Park Yacht Club in Winthrop, MA. Trophies are awarded to 1st, 2nd, and 3rd, place winners in the above classes based upon a qualifying yacht's highest point score in its best six events as designated by a “Q” on the Mass Bay Offshore Racing Schedule. Points are awarded to each yacht using the Mass Bay Offshore Season Scoring System. All events will be scored based upon the yacht's finishing place in the event as reported by the Organizing Authority. Qualification for the Championship requires: 1. Paid membership to Mass Bay Sailing Association for 2011. 2. Starting in at least four qualifying events* designated by “Q”. 3. With the exception of Scituate yachts and Classes D & G, starting in at least one “Q” event from both the North Shore and the South Shore columns. *Note that in the 2011 Offshore Racing Schedule that the PHRF NE Championships is a North Shore column event and a single qualifying event for all classes.

High point scoring for a boat’s highest four events will be used. Each event will be scored as follows: Each boat gets 10 points for starting the race and 1 point for each boat it beats in its class. Boats scored DNF or OCS receive their starting points only. Boats scored DNS or DNC receive no points. In order to compete for prizes / trophies in the 2011 Pursuit Race Championship, each skipper / boat must be a current member of Mass Bay Sailing and must have a valid 2011 PHRF NE rating certificate*. Boats must enter each regatta individually, complying with the rules and instructions issued by each Organizing Authority. *Boats that may not fully comply with offshore requirements (no furniture below) may apply for and receive an “unofficial” PHRF New England certificate. 2011 CAPE ANN

MAGIC CUP SERIES Four Cape Ann yacht clubs and the Cape Ann Chamber of Commerce are pleased to continue to sponsor the annual six-race Magic Cup Series. This series is a refreshing change of (a) venue to the beautiful waters of Cape Ann and (b) course from shorter windward-leeward courses to longer (15 to 20 miles) asymmetrical courses around mostly government marks. Some races go as far north as Newburyport and some go as far south as Newcomb Ledge. These longer asymmetrical courses require an additional set of sailing skills. Guest moorings are available at Annisquam Yacht Club, Eastern Point Yacht Club, Ipswich Bay Yacht Club, and Sandy Bay Yacht Club. Any yacht with a valid 2011 PHRF-NE rating will qualify. There are no classes; all boats compete in the same race, where the finishing times are handicap-adjusted. Boats can choose to use their Spinnaker or Jib&Main rating. Trophies are awarded for each individual event (except for the Chowder Cup, for which there is no entry fee). The Magic Cup is awarded at the end of the season to the boat with the most points.1 Race instructions are included for five of the six races. Introduction: The Boston Yacht Club invites all PHRF, Sonar, J/105 and Viper Class boats to compete in this series of races. PHRF boats will race without spinnakers. J/105 boats will race as a one-design class. Rules: These races will be governed by the Racing Rules of Sailing (RRS), except as changed by these Event Sailing Instructions (ESI). This event will be ISAF Category 5; see OSR Appendix J. One-design boats shall be equipped with a VHF radio, navigation lights in accordance with Coast Guard regulations, current distress flares, an operational flashlight, and have either an engine or a designated tow partner. Children under12 years of age shall wear PFD’s at all times. All people on board shall wear PFD’s at the start and finish and at other times as determined by the Skipper. Courses and Marks: Letter designations and positions of the marks are given on the WEDNESDAY EVENING RACES, LIST OF MARKS, which is available from the front desk of the Boston Yacht Club, on www.bostonyachtclub.net/racing and will be distributed at the Skippers’ Meeting. 11.1 Course signals will be displayed prior to or with the Preparatory Signal; this changes RRS 27.1 11.2 Code Flag “V” signal means that the course for the next race is changed from the previously posted course. 11.3 The finishing line will at the last posted mark unless the course is shortened in the prescribed manner. 11.4 Areas that are Obstructions are shown as RESTRICTED AREAS on Wednesday Evening Races, List of Marks. 12 The Start: 12.1 PHRF AND J/105 classes will start in accordance with RRS 26, with the first Warning signal at 1755 for Class A. 12.2 The Viper and Sonar classes will start in accordance with the RRS Appendix S – Sound-Signal Starting System. The Warning signal for the Viper class will be given with the Starting Signal for Class J/105 and the Warning signal for the Sonar class will be given with the Starting Signal for Class B. 12.3 Class A Warning 1755 hrs J/105 Warning 1800 hrs Class B Warning 1805 hrs Viper Warning 1805 hrs Class C Warning 1810 hrs Sonar Warning 1810 hrs Class D Warning 1815 hrs 13 The Finish: The finish line will be between the last posted mark of the course and an orange flag on the nearby Race Committee boat. 14 Time Limit: At the discretion of the Race Committee. 15 Protests: Written protests shall be filed with the Race Committee within 30 minutes of the return of the Committee to the BYC dock. If participants are not available for a hearing at that time the Race Committee reserves the right to hear and decide the protest on the basis of the information available. Redress for scoring errors will be heard no later than 1 week after the request for redress. 16 Scoring: 16.1 Low point scoring will be used. Individual race scores will be excluded from series scores in accordance with 17.1 and 17.3. 16.2 A special penalty will be assessed the winner of each PHRF class as follows: 36 seconds per nautical mile the first week after winning and 18 seconds the second week. These penalties may be cumulative, but will not extend beyond the week for which they are intended (despite cancelled races), nor will they extend between the three separate series. Special penalties will NOT be assessed for the one-design classes. 17 Trophies: First place prizes will be presented for each class in each race. 17.1 Series trophies will be presented in each class for the best five race results in the spring and summer series, and the best four races in the fall series. 17.2 Season trophies will be presented in each class for the best combined results in the three series. 17.3 The Race Committee may reduce the number of qualifying races in each series. 17.4 The William C. Burke trophy will be awarded for the best performance over the combined spring, summer and fall series. *Fee Structure for BYC Weekend PHRF Racing Events* For the Memorial Day Weekend Regatta and the James R. Hodder Regatta the individual event fees are:

3.1

Eligibility and Entry: As per section 3 of the JYC 2011 Thursday Evening Series Sailing Instructions. The classes (fleet breaks) for the Thursday Night series will be announced at the Skippers' meeting on May 13 at 1830 and will be determined by the number and the PHRF-NE ratings of boats registering. The classes will remain in place for both the Spring and Summer Series and will be approximately as follows: A, below 110; B, 110-149; C, 150 – 184; D, 185 and above; J105 one-design, J24 one-design. Eligible boats may be entered in the entire Thursday Night Series, the Spring or Summer series separately, or for any individual Thursday Night race by completing registration with the JYC RC. Registration can be made in person at JYC during PHRF Sign-up, Thursday, April 28, 1830; at the skippers' meeting, Thursday, May 12, 1830; or by mailing your entry form, fee, and copy of your 2011 PHRF-NE certificate to: JYC Regatta Committee, P.O. Schedule of Races: One race will be held each day. Warning Signal: The scheduled time of the warning signal for the first race each day is 1810.

Eligibility and Entry: Open to PHRF boats with valid PHRF NE handicap certificates. Two races are planned. Schedule of Races: Two races are planned.

First Warning Signal: The Warning Signal for the first race will be no earlier than 1100 hrs. The warning signals for the second race of each class will be shortly after the finish of each class.

10.1 Racing Area: Will be in the vicinity of Tinkers Rock Gong GR ‘TR’, MBSA List A Mark D, unless the Race Committee Signal Boat displays Code Flag L and proceeds elsewhere. 11.1 The Course: Will be either MBSA Standard Courses or from MBSA List of Marks A, B, or C. 12.1 Marks: Will be portable orange or green inflatable tetrahedrons. Green inflatable marks may be used for the start and/or finish mark. 15.2 Recalls: The Race Committee will use VHF channel 72 for OCS calls and all communications with the racing fleet. 18.1 Time Limit: Two hours after the start of each class for the first race and one hour for the last race. The race committee may extend these limits and will make such announcements on VHF 72. 18.2 The Finish Window: Will be 30 minutes after the time limit. 27.1 Prizes: The Centennial Trophy will be awarded for the first place in Class A, the S. Ralph Cross Trophy for the first place in Class B, the Mohawk Trophy for the first place in Class C, and the Blake Cooley Trophy for the first place in Class D. For each class keeper prizes will be awarded for the first and second places in the combined series. Third place prizes will be awarded for the combined races of 5 or more entries. Social Activities: Prizes will be awarded at the BYC after the race. The Gazebo, Yardarm and one of the Club Lounges will be open after the race, offering BYC’s hospitality to all Captains, their crew and guests. BYC’s acclaimed chowder and hotdogs will be served to all skippers and crew. Yardarm facilities (bathrooms, showers, changing areas) are available to all participating sailors prior to boarding their boats and after the races.

Event: The Lambert Ocean Race will be held on June 5, 2011 and the organizing authority is the Eastern Yacht Club, Marblehead, MA.

3.1

Eligibility and Entry: This race is open to all MBSA classes. Submit a completed an entry form no later than 1200, Saturday, June 4, 2011. You may register on-line at www.easternyc.org.

3.2

Fees: Entry fee is $40 (take a $5 discount for US Sailing members, additional $5 discount if also a MBSA member). Further discounts are available for yachts that enter both of EYC’s regattas. Entry forms can also be found in the Mass Bay Year Book and can be sent to the EYC Race Committee, 47 Foster Street, Marblehead, MA, 01945, accompanied by a valid PHRF Certificate.

4.1

Rules: This Event will be governed by the Mass Bay Sailing Association General Sailing Instructions except as changed by these Event Sailing Instructions.

5.1

Notices to Competitors: Notices to competitors will be posted on the official notice board located opposite the EYC Front Desk. Scratch sheets and any change to the Sailing Instructions will be available at 0900 on race day at the EYC Clubhouse, and from the Race Committee Boat "Emerson T. Oliver" on station before the starting sequence begins. Oral changes to the sailing instructions may be given on the water communicated on VHF Channel 72 before the Class warning signal.

7.1

Signals Made Ashore: Signals made ashore will be displayed on the yardarm of the EYC Flagstaff.

8.1

Schedule of Races: One race is scheduled for each Class. If conditions allow for a second race it will be signaled by a 'Second Substitute' (with no sound) plus Class flag at the end of the first race.

8.2

Warning Signal: The first Warning Signal will be made at 1100.

10.1 Racing Area: In the vicinity of Tinker's Rock Gong, Mark D. 11.1 The Course: MBSA Standard Rounding Marks, Lists A & B, or MBSA Standard Courses 12.1 Marks: MBSA Standard Rounding Marks, Lists A & B, or MBSA Standard Courses using orange tetrahedrons with a black band attached to an orange tetrahedron for a change of course after the start mark. If a green flag is flown no later than four (4) minutes before the start it means "Mark 1 for the class about to start will be a green tetrahedron. This applies to each rounding of Mark 1 by this class" (changes RRS 27.1 and Race Signals). 15.2 Recalls: The Race Committee will attempt to hail premature starters on VHF Channel 72. The failure to hail premature starters, the hail of some but not all premature starters, or the untimely hail of premature starters shall not be grounds for redress [changes RRS 62.1(a)]. 18.1 Time Limit: Five hours after each Class start. 27.1 Prizes: Trophies will be awarded to the yacht with the best corrected time in each class with three or more entries. Second and third place trophies will be awarded to classes with six and ten or more entries, respectively. The Gerard Barnes Lambert Trophy will be awarded to the winners in Classes A & B. The Chesterton Bowl will be awarded to the winners in Classes C & D. The Haze Trophy will be awarded to the winner in the Cruising Class. The Periwinkle Trophy will be awarded to the Eastern Yacht Club yacht making the best corrected time in the racing classes. A Trophy will be awarded to the winner of a fleet racing as a one-design class, with at least six starters. TROPHY PRESENTATION AND SOCIAL EVENTS: All captains, crews and their guests are invited to the Eastern Yacht Club after the race. Come socialize with your fellow racers on 'the porch' where trophies will be presented celebrating the accomplishments of the day.

EYC PHRF SEASON PASS: This gives you registration in both of the following races; Lambert Ocean Race, Annual Regatta. Discounted entry fees are $65 for both events ($55 for US Sailing Members, $45 if MBSA Members also).

Eligibility and Entry: Yachts with valid 2011 PHRF rating certificates are eligible for "racing" and "cruising" classes. Send to Corinthian Yacht Club Race Committee, 1 Nahant St., P.O. Box 401, Marblehead, MA 01945, no later than 1600 EDT, Saturday, June 11, 2011, accompanied by a copy of the rating certificate and the entry fee (item 3.1). For those who participated in prior CYC events, on-line entry procedures are planned to be available at www.corinthianyc.org. Entries received after the deadline may be accepted at the discretion of the Race Committee.

3.2

Fees: The entry fee is $40 with a $5 discount for US Sailing members, and/or $5 discount for MBSA members; but if a late entry is accepted (item 2.1) the fee will be $50 with no discount.

Hospice of the North Shore 17th Annual Benefit Regatta Sunday, June 19, 2011 Organizing Authority: Corinthian Yacht Club 3.1

Entries: Entries must be submitted to the Corinthian Yacht Club before 1730 on June 17. Late entries may be accepted at the discretion of the Race Committee. Entries must be accompanied by the entry fee and a valid PHRF certificate. Entry forms are available at the Boston, Corinthian and Eastern Yacht Clubs, and can be downloaded from the Web pages of the CYC (www.corinthianyc.org) and Hospice of the North Shore (www.hns.org/regatta). Classes: The regatta is open to PHRF Racing, Cruising, and One Design Classes. For PHRF yachts this regatta is designated as a qualifier for the 2011 Massachusetts Bay PHRF Season Championship. Except for J/105's, a minimum of three One Design Class yachts of the same class will constitute a “fleet� within a PHRF class.

Fees: The entry fee is $50 payable to Hospice of the North Shore. Late entries may make an additional donation of $10.

Rules: The Racing Rules of Sailing (RRS), the Mass Bay Sailing Association Notice of Race and General Sailing Instructions (GSI) will govern the regatta, except as changed by these Event Sailing Instructions (ESI). The representative for the 2012 National Hospice Alliance Championship will be selected from the spinnaker fleets by the rules to be announced at the Skippers' Meeting.

Changes to Sailing Instructions: Any amendments to these Sailing Instructions will be distributed at the Skippers' Meeting and will be posted as set forth above. No amendments may be made after 0930, 6/19. Skippers' Meeting: There will be a Skippers' Meeting on June 19 at 0930 at the Corinthian Yacht Club when Sailing Instructions, any Amendments and Scratch Lists will be distributed. It is the responsibility of each entrant to obtain this information at that time. No documents will be available or distributed on the water, but radio information for out-port boats may be requested on VHF channel 72 before the initial warning signal.

Signals Made Ashore: Signals made ashore will be displayed from the yardarm of the CYC flagstaff.

Schedule of Races: One race is scheduled for all classes.

Warning Signal: The first warning signal shall be no earlier than 1200.

Classes and Class Flags: Alphabet code flags will designate classes in accordance with the MBSA class splits. Any class with less than three entries may be combined with another class for a combined start. Classes will be scored independently.

10.1 Racing Area: In the vicinity of Tinkers Rock Gong Buoy, Mark D, List A. Check-in Before the Start: All boats must check-in by sailing past the Race Committee signal boat. 12.1 Marks: Marks will be as identified in the MBSA Standard Rounding Marks Lists A and B or MBSA Standard Courses. Portable marks will be orange tetrahedrons. 14.5 The Start: Races will be started in accordance with RRS 26. The time interval between the start of one class and the warning signal for the subsequent class will be at least one minute. 15.2 Recalls: The Race Committee will attempt to hail OCS boats on VHF channel 72. 18.1 Time Limit: The time limit will be 4 hours after the start of each class. 20.4 Protests: Protests must be filed on forms provided by the Corinthian Yacht Club and submitted to the Race Committee no later than one hour after the Race Committee Signal Boat has docked. Docking time will be posted as set forth under Paragraph 4. 21.1 Scoring: The Low Point scoring system, RRS Appendix A, will apply. The alternative scoring penalty of USSA Rule 44.3 will apply except in the case of contact between yachts racing. 27.1 Prizes: Trophies will be awarded in each class with at least three registered competitors. 1.1

Event: The Scituate Harbor Yacht Club (the organizing authorities) invite PHRF and multi-hull sailors to participate in the Chapman Bowl, an overnight race, starting on Friday evening, June 24, 2011.

3.1

Entry: Entries must be submitted on the official entry form and be received no later than 1800 EDT, Wednesday, June 22, 2011. The entry fee is $90 for USSA or MBSA members and $100 for all others. Official entry forms will be available by April 30, 2011, on the SHYC web page, or by US mail. The entry form and the appropriate fee should be sent to Scituate harbor Yacht Club, Box 275 Scituate, MA 02066 Attn. Chapman Bowl Committee. An entry received after the deadline but before the Captains' Meeting may be accepted at the discretion of the organizing authority and will require a $25 late fee.

3.1

Eligibility and Standards: The event is open to boats with valid handicap certificates issued by PHRF New England (PHRF-NE) or the New England Multihull Association (NEMA). Certificates from other regional authorities may be submitted to PHRF-NE or to NEMA, as the case may be, for review and normalization. All boats shall comply with the current ISAF Offshore Special Regulations for Category 3 with USSA prescriptions (including the USSA prescription requiring the wearing of Personal Flotation Devices [PFD's]).

4.1

Rules: The event will be governed by the Current Racing Rules of Sailing (RRS), except as any of these are altered by the Sailing Instructions (SI). Advertising will be restricted to Category A. The SI will be available by April 30, 2011, on the SHYC web page www.shyc.net, or SHYC, 62 Jericho Road, PO Box 275, Scituate, MA 02066.

Classes and Courses: PHRF spinnaker (A) 55 sec/mi or less, (B) 56 - 100, (C) 101 - 155, (D) 156 and up; PHRF jib & main (F) 155 sec/mi or less, (G) 156 and up; and multi-hull (H). Depending on numbers of entries, classes may be combined. level-racing classes may be offered, and/or doublehanded competition may be offered; however, for all series scoring purposes, the MBSA 2011 season class splits will be applied. The SI will describe several possible courses ranging from about 50 to about 100 nautical miles, starting and finishing off Scituate Harbor. Turning marks will be in Mass. Bay and/or Cape Cod Bay. Mandatory Captains' Meeting: A mandatory captains' meeting will be held 1900 EDT, Thursday, June 23, at SHYC. SHYC intends to set up an arrangement for sailors to participate in the meeting at SHYC via a conference call. Scratch sheets and any changes to the SI’s will be available. Any captain may appoint a representative to attend by a signing a writing to such effect and having same delivered to the Race Committee representative conducting the meeting. Any boat whose captain or duly appointed representative does not attend the meeting shall have its registration returned and shall not be allowed to start nor sail in the event.

This course is approximately 15 nautical miles. 15.2 Recalls: Boats that cross the starting time prior to their designated start time will be hailed by the Race Committee on VHF Channel 71. 18.1 Time Limit: The race will be terminated if the first boat does not cross the finish line within five hours of the time of the first boat to start. 18.2 Finish Window: Other boats must finish within one hour of the time limit. 27.1 Prizes: There will be 5 prizes for monohulls and one prize for multihulls. 10.1 Racing Area: The starting area will be in the vicinity of Gales Ledge Nun Buoy RN “6” unless the race committee boat “TRIDENT” displays code flag “L” and proceeds elsewhere. Racers are reminded to observe the RESTRICTED AREAS around Bakers Island as listed in the MBSA GSI. Yachts shall not traverse the area bounded by a line connecting the following buoys in the sequence listed: Bell G”9” (Powers Rock), Salem Channel Cans: 7, 5 & 3, Nuns 2 & 4 south of Baker’s Island, Can 5 (Popes Head), Bell G”9” (Powers Rock). Yachts entering this area must leave between the same two boundary buoys that they pass while entering, unless the buoy is listed as a rounding mark. 11.1 The Course: Marks will be in accordance with MBSA lists A and B (although MBSA Standard Courses may be used). Government marks may be used but where portable marks are used, they will be orange tetrahedrons. 14.1 The Start: The first Warning Signal will be made at 1100. 15.2 Recalls: The Race Committee will use VHF channel 72 for OCS calls and communications with the racing fleet. 17

The Finish:

17.1 Boats approaching the finish shall, when at a distance of approximately ½ mile, contact the Race Committee boat on VHF 72 with their boat name and sail number. 17.2 Boats shall take their own finish time and immediately contact the Race Committee boat for confirmation of their finish time. It is expected that the Race Committee finish line boat will be on station for the majority of finishers. If the boat is unable to report their finishing time when crossing the line, or shortly thereafter by VHF they may report by mobile phone call to the Race Committee between 0900 hrs and 1200 hrs on Saturday, July 23, 2011. The Race Committee contact information will be provided at the Skippers Meeting. 18.1 Time Limit: Sixteen hours after the start of each class except for the OCS Division. The time limit for the OCS Division will be twenty four hours. The Race committee may extend the time limit, and will make such announcement on VHF channel 72 at 1100 hrs on Saturday July 23. 20.4 Protests: Protest forms will be available from the Race Committee boat in Provincetown and must be delivered to the Race Committee by 1000 hrs Saturday, or within 1 hour of the protesting boat’s finish, whichever is later. 27.1 Prizes: The Beringer Bowl will be awarded for the first place in PHRF A. The Merrigan Cup will be awarded for the first place in PHRF B. Trophies for first and second place in each class in each division will also be presented. Third place trophies will be presented tor any class with five or more entries, and a fourth for classes with ten or more entries. Social Activities: A barbecue and live band will highlight the social activities on Saturday evening at the Provincetown Inn. The fee for the Saturday Evening Barbecue is $29.00 per person. Down East Challenge Yacht Race 2011 130 nautical miles, July 23-24

Great competition and a great way to get your boat Down East for the best part of the summer! A 130 nautical mile offshore race from Marblehead, Massachusetts to Rockland, Maine, with racing and cruising divisions as well as single handed categories. This race is a qualifier for the Bermuda One-Two Yacht Race but the emphasis is for non-racing and racing sailors to have a fun filled race. Sponsors: Marblehead Yacht Club, MA and Rockland Yacht Club, ME. Rules: This event will be governed by the Racing Rules of Sailing 2009-2012 and current US Sailing Association rules and sailing instructions. Autopilots and/or wind assisted self-steering devices are allowed. Preliminary sailing instructions and entry form will be available online at www.marbleheadyc.org. Eligibility and scoring: The race is open to all boats of 25 ft or more and 6.5 meter Mini Transat boats with a valid PHRF handicap certificate. Yachts without a valid handicap that wish to race will be assigned an uncontestable handicap by the race organizers based on similar boat types. Divisions are offered for racing (spinnaker) and cruising (non-spinnaker) for both single and fully crewed boats. Classes within these divisions will be established following the deadline for close of entries. Entrants must have the equipment for a Category 3 race and sign a release form. Single-handed racers must have completed a non-stop single-handed passage of at least 50 nm. The event organizers reserve the right to reject entries at their discretion. Skipper’s Meeting: Mandatory skipper’s meeting for all skippers or their designated representative at 1800 hrs at the Marblehead Yacht Club on Friday, July 22. COURSES: To be distributed at the Skippers’ meeting and posted on the RC boat, plus announced over the VHF working channel to be announced at the Skippers’ meeting. DIVISIIONS: Classes will determine based on assigned CRF ratings. All boats in any given class will sail under the CRF ratings system. Divisions are: Classic Yacht, Spirit of Tradition Yachts, Classic Plastic Yachts and International One Design. Races will be pursuit race except that the IOD Division will race as a one-design fleet on Saturday. RACING AREA & START: Off Marblehead with the start in the vicinity of Marblehead mid-channel Bell “FR”Bell. Races will be started in accordance with RRS 26. All marks, except starting and finishing marks; and a portable weather mark will be government buoys or navigational aid. SCORING: Yachts will be scored under the Classic Rating Formula (CRF) yacht handicap measurement rule. For the overall Classic Yacht Challenge series each yacht will be scored on her combined (low point) best result at each of the Classic Yacht venues that make up the series. PRIZES: A Panerai watch will be awarded to the winner of the Classic Yacht division and the Corinthian Yacht Club will award the W. Starling Burgess Trophy to the overall winner. Trophies will be awarded to First, Second and Third Place finishers in each division. Overall series prizes will be awarded at the Museum of Yachting Classic Yacht Regatta in Newport. The winning yacht in each division must participate in the Museum of Yachting Regatta and have a representative present at the award ceremony. SOCIAL ACTIVITY: All skippers and crew are invited to share in the facilities of the Corinthian Yacht Club during Friday evening, Saturday and Sunday, August 12 – 14, 2011. The Flip Flop Regatta committee invites all sailors to participate in this seventh annual regatta to support The ALLY Foundation. The race will take place at 12:00 PM on August 13th, 2011 and will be a pursuit race starting outside Boston Harbor, with each boat starting on her own time. 11.1 Course: The start/finish line will be about 800 yards east of the Groaner (R2), at N42 34.30 and W 070 39.30. The start/finish line will be between the committee boat and a floating mark. The course will be triangular beginning and ending at the start/finish line and going around two marks: the government mark at Newcomb Ledge (G1) and a race buoy set about 4 miles SE of the Groaner at N 42 33.00 and W 070 34.00. The race will proceed clockwise (course A, buoys to starboard) or counter clockwise (Course B, buoys to port). The course (A or B) will be announced by the committee boat prior to the start of the race. The length of this race is about 17.5 miles. 15.2 Recalls: Boats that cross the starting time prior to their designated start time will be hailed by the Race Committee on VHF Channel 72. 18.1 Time Limit: The race will be terminated if the first boat does not cross the finish line within five hours of the time of the first boat to start. 18.2 Finish Window: Other boats must finish within one hour of the time limit. 27.1 Prizes: Prizes will be awarded for first, second, and third place at the Rhumb Line Restaurant (40 Railroad Avenue in Gloucester) after the race. Event: The Chowder Challenge / MARE Benefit Regatta will be a pursuit type race in which the slower boats start before the faster boats with each boat starting at an assigned time, depending of their PHRF handicap rating. Organizing Authority is the Boston Yacht Club. There will be two Divisions, Spinnaker and Non Spinnaker. For boats with valid PHRF ratings the race is a qualifier for the Mass Bay Sailing Association Pursuit Race Championship.

Event: The Manchester Yacht Club (MYC) invites all yachts with a valid PHRF or NEMA Multi-Hull rating certificate to participate in the Manchester Fall Series and in an awards social at the MYC immediately following the races.

The “J” flag will designate the J105 class, and the “H” flag will designate NE Multi-Hull class, which will start last. Depending on the number of entries, some classes may be combined for a joint start. Classes will be scored independently for MBSA.

10.1 Racing Area: The Racing Area will be in the vicinity of Gales Ledge Nun Buoy RN “6” unless the race committee boat “TRIDENT” displays code flag “L” and proceeds elsewhere. Racers are reminded to observe the RESTRICTED AREAS around Bakers Island as listed in the MBSA GSI. Yachts shall not traverse the area bounded by a line connecting the following buoys in the sequence listed: Bell G”9” (Powers Rock), Salem Channel Cans: 7, 5 & 3, Nuns 2 & 4 south of Baker’s Island, Can 5 (Popes Head), Bell G”9” (Powers Rock). Yachts entering this area must leave between the same two boundary buoys that they pass while entering, unless the buoy is listed as a rounding mark. 11.1 The Course: Marks will be in accordance with MBSA standard courses or MBSA lists A and B. Portable marks will be orange tetrahedrons. 15.1 Recalls: The RC will attempt to hail premature starters on VHF 72. 18.1 Time Limit: The time limit for each race shall be 2 ½ hours measured from the start of each class. RC on VHF 72 may extend time limit. 27.1 Prizes: First place trophies will be awarded to each starting fleet. Second and third place trophies will be awarded for each starting fleet with six and ten or more starters, respectively. If a green flag is flown no later than four (4) minutes before the start it means "Mark 1 for the class about to start will be a green tetrahedron. This applies to each rounding of Mark 1 by this class" (changes RRS 27.1 and Race Signals). 15.2 Recalls: The Race Committee will attempt to hail premature starters on VHF Channel 72. 18.1 Time Limit: Five hours after each Class start. 27.1 Prizes: The Marblehead Chowder Cup Trophy will be awarded to the yacht with the best overall performance of all Classes. Trophies will be awarded to the yacht with the best corrected time in each class with three or more entries. Second and third place trophies will be awarded to classes with six and ten or more entries, respectively. The Chandler Hovey Trophy will be awarded to the winners in Classes A and B. The Marriott Welch Trophy will be awarded to the winners in Classes C and D. The E. Denton Cook Trophy will be awarded to the winner in the Cruising Class. A Trophy will be awarded to the winner of any class, racing as one-design, with at least six starters. TROPHY PRESENTATION AND SOCIAL EVENTS: All captains, crews and guests are invited to the Eastern Yacht Club after the race to enjoy complimentary Clam Chowder. Come socialize with your fellow racers on 'the porch' where trophies will be presented celebrating the accomplishments of the day.

This is the inaugural running of the “Marblehead Chowder Cup Challenge” regatta. It is the final Mass Bay Sailing ‘Qualifier’ event of the season. It is sponsored by 3 Marblehead Yacht Clubs; BYC, CYC, & EYC. Hosting will alternate every year. This year’s host club is EYC. 74
