MACAU — Philippine boxing great Manny Pacquiao is harboring thoughts of running for president in his beloved homeland when he finally hangs up his gloves, he revealed to AFP in an exclusive interview. Giving his strongest hint yet that he will push to the top of the political tree when he finally retires from the ring, the “Pacman” – a hero and congressman in his home country – admitted he had considered the presidency of the 95 million-strong nation. When pressed on whether he had thought about shooting for the top job, the softly-spoken 34-year-old replied “Yes”. Drawing parallels between his pugilism and politics careers, the former world champion in eight
weight divisions said: “When I started boxing, of course I was planning, you know and thinking about getting to become a champion. So when I enter politics it’s the same thing. “But, you know, it’s far away,” he said, adding: “It’s God’s will.” Before that, however, Pacquiao whose record stands at 54 wins, five losses and two draws, must concentrate on his latest bout – a post breakfast-time tear-up with US fighter Brandon Rios, kicking off at the Venetian resort-hotel in Macau at 10:00 am on November 24. The unconventional start time is for the benefit of the lucrative US pay-per-view audience, who will be settling down to watch the fight mid-evening on Saturday, as top US promoter Bob Arum attempts to elbow his way into the China market.
And viewers will not be oblivious to the fact that it is probably make or break time for Pacquiao’s boxing career. Despite his last fight ending in a disastrous knockout, when Juan Manuel Marquez caught him with a huge right hand that saw the Filipino crumple to the canvas – his second successive defeat – Pacquiao refuses to entertain the notion that he will lose a third straight bout, or retire. He said he was “100 percent” sure he would beat Rios (31-1-1), giving him one more chance to regain his credibility – and potentially another shot at a world title. “He’s OK but I can say he’s a greasy fighter and he loves to fight inside, he loves to fight toe-to-toe,” he said in an interview on Saturday as he kicked off a promotional tour

for the Rios battle. “This is going to be a good fight – more action in the ring. Hopefully he won’t run away.” Pacquiao insists he is as fit as ever, will focus on not leaving himself open to Marquez-style punishment, and has ignored calls from friends, family and media commentators, fearful for his health, to call it a day. Once regarded as the world’s best pound-for-pound fighter, he dismisses the possibility of defeat at the hands of the much younger – and possibly hungrier – US opponent. “There’s a little bit of pressure for this fight but I believe in myself that I can still fight and improve,” he said. “I still can knock somebody out in the ring. “I never think negative. I only think positive,” Pacquiao added,
conceding that his nearest and dearest were desperate for him to bow out of the fight game. “Especially my mother,” he admitted. “My mother doesn’t want me to fight any more, she doesn’t like it,” he told AFP. “She wants me to focus on serving people.” His trainer too, the legendary Freddie Roach, has categorically stated that if he loses to Rios it will be the last time he sets foot in the ring. “If he loses, I will tell him to retire,” he was reported as telling ESPN. Pacquiao’s preparation for the fight will begin in the Philippines next month, with “light training for conditioning” seeing him run in the morning and hit his gym in the afternoon, before he steps up the work rate to put himself through weeks of grueling workouts.
Acknowledging he is no longer a young fighter – but confident he will be in as good a shape as ever – he said: “Of course, my mind is still there but I have to adjust a little bit of something in my body because I’m 34 years old. It’s different than if you compare it to when I was 25 years old. “I need to focus this training camp to maintain the speed, specifically the footwork.” And the one question that has for years dogged Pacquiao – whether a dream clash with undefeated five-division world champion Floyd Mayweather will ever happen? “I’ve stopped thinking about him because I don’t think he will fight me. The Japanese government is placing more importance on its relationship with the Philippines, and is committed to boost its maritime security and capabilities, Mr. Abe stressed As both countries share the common problem of dealing with China’s muscleflexing in the South and East China Seas, Tokyo now has a very strong interest in its relationship with Manila, the Japanese Prime Minister said on Saturday. Abe met with President Aquino on Saturday morning at Malacanang Palace to discuss four areas of cooperation including the plan to boost maritime cooperation. After a closed-door bilateral meeting which took less than an hour, Mr. Aquino said in his statement that both countries have “pledged to cooperate in advancing a common advocacy for responsible action from international players” by “upholding the rule of law”. Aquino added, “The Prime Minister and I agreed to strengthen maritime cooperation, which is a pillar of our strategic partnership.” The President added: “We reviewed the security challenges that confront our nations, and pledged to cooperate in advancing our common advocacy for responsible action from international players. We believe that can be done by upholding the rule of law in international affairs, and by finding just and peaceful
solutions to our territorial disputes and maritime concerns—so that we may create a secure and stable environment that leads to our collective progress.” For his part, Abe conveyed Tokyo’s commitment to continue to assist the Philippines in capacity building. Abe’s two-day visit came as tensions rose between China and Japan after Chinese vessels were for the first time seen intruding into Japanese waters in the disputed area of the East China Sea, where they are both claiming a chain of islands that Japan calls Senkakus and China, Diaoyus. The report from Japan came just two days after Beijing unveiled its integrated coast guard that combines the assets and functions of four services, resulting in more ships being armed, and ready to conduct more maritime patrols. The Philippines also has an ongoing territorial dispute with China which it says continues to intrude in its waters, even harvesting natural resources. However, the Philippines has very little capability to protect its maritime territory. 10 patrol vessels from Japan. “The Philippine Coast Guard and I have announced that we will provide ten patrol vessels by Yen loan,” Abe confirmed, although he did not specify when the 10 multirole response vessels will be turned over to Manila. On Friday, Department of Foreign Affairs spokesman Raul Hernandez said that the loan request of the Philippines is still “under consideration”.
No intimidation. Japan also vowed there will be no intimidation in resolving the territorial dispute with China. From the conversation he had with US Vice President Joe Biden, Abe said both of them agreed that the right tack is to continue to “contribute peace in the region”. Resolving the matter is not through “intimidation but by rule of law,” Abe said. Aside from strengthening maritime cooperation, Japan and the Philippines agreed to develop both their economies’ vitality, strengthen assistance for the Mindanao peace process, and strongly promote people-to-people exchange. “I continue to place high expectations on the President to arrive at a decision to adopt the Japanese system for Digital Terrestrial Television, and we agreed to promote cooperation in terms of transportation infrastructure in Metro Manila,” he said. Aquino said he welcomed the technical assistance provided by the Japan International Cooperation Agency (JICA) in developing a Transport Roadmap Study for Metro Manila and its Surrounding Areas. On the Mindanao peace process, Abe said both Japan and the Philippines have created a very accurate and leading-edge topographical mapping of Mindanao. Both countries have agreed to promote tourism in addition to the relaxation of visa requirements starting July, by, among others, expanding the Civil Aviation relationship between Japan and the Philippines by increasing the number of scheduled flights. Meanwhile, Aquino said he looks forward
to the commemorative summit in Tokyo this December, the 40th year of friendship between the Association of Southeast Asian Nations and Japan. “The relationship between Japan and ASEAN serves as a cornerstone of harmony and dialogue in our part of the world,” he said. Abe visited Malaysia, Singapore and the Philippines to boost cooperation with its neighbours and monitor China’s actions beyond the East China Sea, whose territories are both being claimed by Beijing and Tokyo. “With my visit to Malaysia, Singapore and the Philippines, I intend to receive the strategic diplomacy not only to Japan’s national interest but also regional and global peace and prosperity,” Abe said in his opening statement during a press conference on Saturday. AFTER nearly three years since President Benigno Aquino III launched 11 project under his Public-Private Partnership (PPP) Program, the government has awarded three projects to date. As of July 16, PPP Center data showed that seven projects -- mostly belonging to the Department of Transportation and Communications (DOTC) -- were moving towards formal bidding. Other PPP projects were either in the preparation stage, with the
agency still drafting feasibility studies. Among those projects in the advanced stages, the DOTC is scheduled to open the financial bid for the P60 billion Light Rail Transit Line 1 (LRT1) Cavite Extension Project on July 30. The government is banking on the PPP projects to plug the country’s infrastructure gap and create jobs in the process. The National Economic and Development Authority (NEDA) had said the PPP initiative
would require up to P739.78 billion in investments through 2016 to boost the economy and the country’s investment rate. Under its medium-term development plan, the government expects the economy to grow between 7-8 percent through 2016. Tetangco Jr. today said Moody’s Investors Service is likely to deliver an upgrade, adding that government reforms put in place can set the country on a higher growth path. “Hopefully, they would be convinced even more that the positive overall performance and the reforms are sustainable. The government changes so far could cement economic growth on a higher trajectory,” Tetangco said, referring to Moody’s, representatives of which will meet the country’s economic managers next week. Moody’s vice president Thomas Byrne, who has covered the Philippines for the rating firm, will lead a delegation that would meet with officials of the BSP, the Department of Finance, among other agencies. “With the statement of Moody’s yesterday, we are hoping to receive investment grade rating sooner than we earlier expected,” Tetangco said, referring to the debt watcher’s announcement on Thursday that it has placed the Philippines on review for a possible upgrade. Moody’s said lifting the country from junk to investment status would depend on the sustainability of the Philippines’

MANILA - Philippine National Bank (PNB) has raised the entire P5 billion from the sale of long term negotiable certificates of time deposit (LTNCDs) on the first day of their offering. “We are overwhelmed by the confidence and support of our investors in PNB. This fund-raising exercise will allow us to support our asset growth, and make us even more competitive in the banking industry.” PNB president Omar Mier said in a statement. LTNCDs are a cheap source of funds for banks. For investors, these instruments make periodic coupon or interest payment during the life of the deposit, with the face value of the certificate paid in full upon maturity. They are covered by the Philippine Deposit Insurance Corp up to a maximum of P500,000 per depositor. With an oversubscribed book early in its offering, the 5.5-year deposit instrument
was priced at three percent, the lowest for an LTNCD. The public offering was supposed to run for three days or until July 29, but PNB closed it early because of strong demand. “Raising P5 billion just a few hours into its first offering day, and pricing the LTNCD at the lower end of pricing guidance is a testament to PNB’s franchise. We congratulate them on this remarkable achievement,” HSBC Philippines president Wick Veloso said. HSBC acted as sole lead arranger and bookrunner for the transaction. PNB owner Lucio Tan earlier said the bank was looking for other lenders to acquire after merger talks with Bank of the Philippine Islands fell through. Business groups rally behind Manila Water, Maynilad in tiff with MWSS MANILA - Four business groups have called on the government to abide by the agreements it entered into with two companies that distribute water on behalf of state-run Metropolitan Waterworks and Sewerage System (MWSS). “We urge Philippine authorities to faithfully adhere to the terms of the concession agreements, including following the provisions on dispute settlement that call for international arbitration in the event of differences,” the Employers’ Confederation of the Philippines (ECOP), Foundation for Economic Freedom (FEF), Management Association of the Philippines (MAP) and Philippine Chamber of Commerce and Industry (PCCI) said in a joint statement. “Demands for tariff adjustments need to be framed strictly within the agreements, and be mindful of the public’s need—not just for reliable clean water, sewage and sanitation services—but for other sorely lacking infrastructure—mass transport, toll roads, ports, power, and others, which would be affected by any ill-considered decision on this case,” the business groups said. The groups’ statement comes in the wake of a June 7 resolution of the MWSSRegulatory Office (MWSS-RO) excluding income tax payments from the expenses that Manila Water Co Inc and Maynilad Water Services Inc can recover from their customers. Manila Water, part of the Ayala Group, operates the east zone, while
Maynilad, which is a unit of Metro Pacific Investments Corp (MPIC), runs the west zone of the MWSS concession. Sources familiar with the matter earlier told InterAksyon.com that the two companies are mulling over haling the government to international court should MWSS-RO insist on excluding income tax payments from the list of recoverable expenses. Calling the MWSS and the concessionaires’ deal the Philippines’

a combined P105 billion in investments to expand and upgrade the water and sewage network, achieved without adding to government’s fiscal burden or public debt exposure,” the business groups said. “We, therefore, view with concern reckless statements (‘grossly unjust payments’), calls for unilateral changes, even abrogation of contracts, that have been publicly aired, including by government agents whose responsibility
is to deliver on obligations under those contracts. Such statements, if accepted, could reinforce perceptions that there are risksto investing under the Philippine PPP program, something we do not believe the government intends,” the business groups said. “We caution against actions that undermine faith in government’s seriousness of commitment to its own flagship PPP program,” they added. The four business groups also enjoined the government to privatize water distribution elsewhere in the country. “What’s a pity is that this successful, internationally recognized model PPP has not been replicated outside Metro Manila where the water situation remains at woeful pre-privatization MWSS standards. Poor water and sanitation pose significant health risks to millions of people, while a well-run utility creates much positive benefit to its customers, and to the environment. The gains made under the MWSS PPP must not be put at risk. Rather, these gains ought to be imitated elsewhere across the country through similar PPP arrangements so that the UN Millennium Development Goal of universal access to potable water can be achieved,” the groups said. Each beneficiary is allotted 6,600 square meters of farm lot, out of the 4,099 hectares earmarked for distribution. Parungao noted that more than 90 percent of the qualified beneficiaries in Barangays Cutcut, Lourdes, and Bantog attended the drawing of lots in order to receive their Lot Allocation Certificates and affix their signatures on the Application to Purchase and Farmers’ Understanding (APFU). Those who failed to attend the drawing of lots had been advised to go to the DAR Provincial Office in Tarlac to sign the APFUs and receive their lot allocation certificates, he said. Parungao explained that both documents are requirements for DAR to generate the Certificates of Land Ownership Award (CLOAs) that would be

MANILA -- A total of 1,666 or 25% of the total number of farm workerbeneficiaries in Hacienda Luisita have received their lot allocation certificates since July 18, 2013, the Department of Agrarian Reform (DAR) said over the weekend. According to DAR Undersecretary Anthony Parungao, 435 more farm workers were allotted farm lots last Thursday, July 26, when the DAR resumed its lot allocation activity for qualified beneficiaries in Barangay Bantog. “We were able to cover almost 25 percent of the total number of beneficiaries, allocating 1,099.56 hectares of land, in the first three days of lot allocation in Hacienda Luisita,” Parungao said. “The first lot allocation activity took place last July 18 in Barangay Cutcut, where 645 farm workers earned the distinction of becoming the first batch of qualified beneficiaries who were guaranteed specific parcels of lots in the sugar estate,” he said. He added that the second lot allocation was done last July 22 where another set of 586 farm workers were given lot allocation in Barangay Lourdes. A total of 6,212 farm workers have been identified as qualified agrarian reform beneficiaries in Hacienda Luisita, Parungao said.

“The Supreme Court has directed us to distribute the land to qualified beneficiaries in Hacienda Luisita and we, in the DAR, are following this instruction to the letter. Only the Supreme Court can stop us now from doing our job,” Delos Reyes stressed. Delos Reyes has expressed disappointment that Alyansa ng Manggagawang Bukid sa Asyenda Luisita (Ambala), one of the four farmers’ groups operating in Hacienda Luisita, has moved to stop the process of land distribution in the vast sugar estate. The DAR chief said that suspending lot allocation activities in Hacienda Luisita would only prolong the agony of qualified beneficiaries who expect the farm lots to be awarded to them in September.
“Definitely, any order that will stop DAR from proceeding with lot allocation activities in Hacienda Luisita case will set back our timetable in land acquisition and distribution,” Delos Reyes pointed out. “I don’t see how the suspension of DAR activities in Hacienda Luisita can help the cause of fast-tracking the process of land distribution in the sugar estate. Undue delay in land distribution is definitely not in the best interest of the qualified beneficiaries,” he added. Delos Reyes said he is ready to defend before the Supreme Court all the activities being undertaken by DAR personnel related to the land distribution process in Hacienda Luisita. ■ Leilani S. Alleged drug dealer killed in Cavite shootout, police officer critically hurt A suspected drug dealer was shot dead Saturday afternoon in Bacoor City, Cavite after he engaged police officers in a shootout, a television report said. A police officer was shot in the head during the engagement and was in a critical condition, while another official, who was shot in the hand, underwent surgery, Bacoor city police head Superintendent Rommel Estolan
said in an interview with Cedric Castllo on “GMA News TV Live.” Police units were supposedly conducting a surveillance operation in Barangay Maliksi III in Bacoor City when the suspected drug dealer fired at them. “Nauna silang pinutukan ng suspek at siyempre they have to defend themselves… Nagkapalitan ng putok at siyang naging dahilan ng untimely death ng suspect,” Estolan explained. The
police did not identify the suspect. “Despite the situation na pinutukan nila ‘yung ating kapulisan, ginawan pa rin natin ng effort para dalhin sa ospital dito sa Las Piñas City ang suspect pero siya ay naideklara na patay ng kanyang attending physician,” he added. Diwalwal? With Rapu-rapu?” Acosta, who chairs the MICC, said. “The metallic and non-metallic has long been suggested as you cannot lump them together. And there are also those identified as non-metallic that should be metallic -- like black sand mining -- that is considered as quarrying and gravel. But it’s not supposed to be because it separates sand and derive magnetite,” he added.
The inter-agency MICC is also updating data on Philippine mines and the fiscal regimes in other mineral-rich countries such as Chile, Botswana, South Africa and Australia that can be used in amending the existing revenuesharing (http://www.interaksyon.com/ business/64567/govt-mulls-bigger-cutfrom-mining-revenues) between the government and the private sector. The MICC is mapping out the entire Philippines to classify which areas must be declared as protected and “no-go” zones, and which among these are identified as among the most mineralized. Acosta said the most mineralized regions in the Philippines are Cordillera, Zamboanga Peninsula, Palawan, CARAGA and the Nueva Vizcaya-Isabela regions. In addition, the government has yet to resolve the issue of Palawan, which has been identified as a “no-go” protected zone even though three big mining firms are in the province. While the inter-agency body is trying to sort out these conflicting issues, it is also waiting for additional maps to be able to complete the draft for the bill on protected areas, Acosta said. Despite law enacted to fight Hepatitis, 16M Filipinos infected, says Pia Cayetano MANILA, Philippines – As the country marked World Hepatitis Day on July 28, Senator Pia Cayetano lamented that the Philippines still has 16 million people infected with Hepatitis B virus (HBV) and counting, despite enactment of a law to combat the disease. “The enactment of RA 10152 seeks to address the most common mode of transmission of the HBV, which is from mother to child. It is one major step, but it’s not enough and we need to follow through,” said Cayetano, the law’s principal author in the Senate. Official estimates place the prevalence rate of Hepatitis B at 16 percent of the population, or approximately 16 million Filipinos. Hepatitis C has a lower prevalence, but its cases are steadily climbing, according to reports from the Hepatology Society of the Philippines (HSP) and the National Viral Hepatitis Task Force (NVHTF). Noting the theme of World Hepatitis Day this year, ‘This is Hepatitis. Know it. Confront it,’ Cayetano noted that public awareness about the disease, including its causes, symptoms and implications, remains very low. “There could in fact be underreporting of cases because many of those infected are not even aware that they are carriers of the HBV, and may be infecting others. On the other hand, lack of knowledge about the nature of the disease, and how the HBV is transmitted, also leads to discrimination against people with
Hepatitis B in the workplace.” Cayetano said the passage of Republic Act 10152, the ‘Mandatory Infants and Children Immunization Act’ two years ago, made vaccination against the Hepatitis B Virus (HBV) compulsory for all infants within 24 hours of birth and available in government health facilities. “The government urgently needs to intensify its programs and map out a comprehensive strategy against the spread of Hepatitis B, which liver experts have described as a ‘public health emergency’ in the country,” added the senator, who also chaired the Senate Committee on Health and Demography in the 15th Congress One of the concrete actions from the government is the issuance of guidelines on workplace policy and non-discrimination on Hepatitis B by the Department of Labor and Employment (DOLE), through DOLE Advisory No.5 which became effective in January, 2011. The labor advisory requires HBV
vaccination to all occupations with a conceivable risk of Hepatitis B transmission in the workplace, such as health workers and other workers whose occupation involves the potential exchange of body fluids. It also requires firms to include a policy on nondiscriminatory, confidentiality, work accommodation, and arrangement for workers with Hepatitis B. The guidelines became the product of the series of public hearings conducted by the Senate Committee on Health and Demography under Sen. Cayetano. Among those consulted were medical doctors, employers’ groups, government agencies and support groups for workers with Hepatitis B. Cayetano is also working with the Hepatology Society of the Philippines to come up with a policy proposal that would allow Philhealth to cover and reimburse for the vaccination, screening and treatment for Hepatitis B, as well as treatment for Hepatitis C, which medical experts say is potentially curable with early diagnosis and treatment. “Additional revenues generated from the Sin Tax Reform Law, which we also helped pass in the last Congress, will be plowed back to our people through better health services and the administration’s universal health care program. Cuisia, Jr. today condemned what he described as the senseless killing of a Filipino nurse who was shot dead in Tennessee over the weekend. “The Philippine Embassy has been informed of the shooting death of Mr. Erano Santos, a 33-year-old Filipino nurse from Angeles City, outside his apartment in Memphis on 20 July 2013,” Cuisia said in a statement released today.
“We grieve with Mr. Santos’s loved ones and join them in condemning this senseless killing,” the ambassador said. “We are confident that authorities will be able to bring to justice whoever is behind Mr. Santos’s death.” Cuisia said the Embassy is coordinating with the Memphis police and is in touch with Erano’s aunt in San Diego. He said the Embassy will extend all possible assistance in facilitating the repatriation of the victim’s remains to the Philippines. Santos, who migrated to the United States only last year, was found dead with a gunshot wound outside his apartment in Cordova, Tennessee. Erap allows buses with ‘stickers’ and franchise to cross Manila under temporary scheme MANILA, Philippines – Only buses with stickers and franchises from the Land Transportation Franchising and Regulatory Board (LTFRB) will be allowed to pass through Manila’s streets, under a temporary scheme, as various agencies thresh out the issues raised by City Hall’s bid to ease traffic in the capital city. According to P/Senior Inspector Olivia Sagaysay, Manila Police DistrictTraffic Enforcement Unit head, “This will be temporary arrangement while our unit is studying other adjustments to be enforced in later days.” Various agencies and the Metro Manilla Development Authority (MMDA) have weighed in on the issue, with LTFRB saying the ordinance being enforced by Mayor Joseph Estrada cannot supercede a franchise from the national government agency. Sagaysay said in a radio interview only 10 units per bus company with valid franchise will be allowed to enter and cross the city streets starting Monday, but only to load and unload in designated places around the city limits. Buses will be allowed to load and upload at the “Park and Ride” Terminal beside the LRT Central Station in Liwasang Bonifacio if they have stickers signed by Vice Mayor Isko Moreno. The buses “should have license plate and body number on display and the sticker of Park and Ride Terminal, signed by Vice Mayor Moreno,” Sagaysay explained. Loading and unloading areas Those buses coming from Quezon City will be allowed to load and unload on Espana Boulevard, Park and Ride Terminal and some designated areas in Taft Avenue. Buses coming from Pasay and Makati will have to load and unload on Quirino,
Taft Avenue, Park and RideTermin al and some areas along España and A. Lacson Street. Meanwhile, buses coming from San Juan City will be allowed to load and unload passengers on V. Mindanao’s biggest coal-fed power plant trims output on scheduled maintenance MANILA - Steag State Power Inc has announced the shutdown of a portion of its coal-fired power plant in Mindanao this month. In a statement, Steag Power said 105 megawatts of the 210-megawatt Mindanao coal-fired power plant at the Phividec Industrial Park in Villanueva, Misamis Oriental will be shut down for maintenance work between July 27 and August 14. The second generating unit will also be shut down from September 21 to October 27. Steag Power is a special purpose company established to build, operate and maintain Mindanao’s first, and so far, only coal-fired power plant. The company is principally owned by Germany’s Steag GmbH, in partnership with local firms. Carsten Evers, Steag Power plant manager, said the preventive maintenance work need to be carried out to ensure efficiency and reliability of the two power generating units. “In determining the timing of the [preventive maintenance schedule, Steag Power] always takes into consideration the power plant’s operations and maintenance guidelines including the anticipated electricity demand-supply condition of Mindanao during the period. The
goal is to minimize the impact of any possible power supply shortfall in the island,” he said. The power plant is considered the most modern and the biggest in Mindanao on a per unit capacity. It accounts for about 20 percent of the island’s electric generation mix. As a result of its upcoming maintenance work, which will coincide with similar repairs on other power plants in the region, Energy Secretary Carlos Jericho L. Petilla said Mindanao could again be hit by power outages. Despite this, the maintenance work on the plants are better off scheduled now instead of during the summer months, when demand is at its highest while power supply is constrained, he said. ■ Euan Paulo C. OFW SUICIDE IN TAIWAN? NBI asked to conduct autopsy on parents’ request
MANILA - Vice President Jejomar C. Binay has asked the National Bureau of Investigation to conduct a second autopsy on the body of a 29-year old overseas Filipino worker (OFW) who allegedly committed suicide in Taiwan. The OFW is survived by his wife, who is due to give birth to their second child on September, and his seven-year-old son. In a news release, the vice president made the request after the OFW’s parents raised doubts that their son committed suicide, and asked Binay for help. The relatives, who are Makati residents, has asked that the name of the OFW be withheld. The OFW’s mother said the NBI autopsied the OFW’s remains on July 27 and would provide the family the results in two weeks. The vice president has also asked the Manila Economic and Cultural Office to assist OFW’s family after Taiwanese authorities failed to give them copies of the police report and medico-legal findings. The OFWs brother, who along with his sister had flown to Taiwan to claim the OFW’s body, said the Taipei police had declined to give them the names of the two workers who found his brother’s body. He said the Taiwan authorities already concluded it was a suicide even
before the autopsy was conducted. “In fact, we have yet to receive a copy of the police report of the incident,” he said. The brother also said that while the Taiwan Economic and Cultural Office has given them “full support,” the family has yet to receive a copy of the OFW’s medico-legal report from Taiwanese authorities. The family raised concerns over what they said was an “unusually long time” for the autopsy results to be released. “The autopsy was conducted on July 20. We were told it would take two months for the results to be known,” the brother said. The mother said that the agency was the one that told them her son had
committed suicide. The OFW had been working in Taiwan as a machinist for three and a half years. The mother said her son was six months into his second contract with the company when he died. She said her son came home on December 12 last year when his threeyear contract was finished. He flew to Taiwan on January 30 upon renewal of his contract. US tells Russia will not seek death penalty for Snowden WASHINGTON - The United States has told Russia it will not seek the death penalty nor torture fugitive intelligence leaker Edward Snowden, in an attempt to convince Moscow to turn him over. The assurances came in a letter obtained by AFP Friday that Attorney General Eric Holder sent to Russian Justice Minister Alexander Konovalov. “We understand from press reports that Mr. Snowden has filed papers seeking temporary asylum in Russia on the grounds that if he were returned to the United States, he would be tortured and would face the death penalty,” Holder wrote. “These claims are entirely without merit.” Snowden, whom Washington wants to put on trial for disclosing details of massive US surveillance, has been marooned at Moscow’s Sheremetyevo airport for more than a month amid uncertainty about his future. The case has further strained relations between Washington and Moscow, although a Kremlin spokesman indicated Friday that Snowden’s fate is not on President Vladimir Putin’s immediate agenda. The White House has voiced strong opposition to Snowden’s request for safe haven in Russia and has criticized Moscow for providing him with a “propaganda platform.” In the letter dated Tuesday, Holder said the charges against the 30-year-old do not
carry the possibility of the death penalty and that “the United States would not seek the death penalty even if Mr. Snowden were charged with additional, death penalty-eligible crimes.” Holder also stressed to Konovalov that the former National Security Agency contractor would not be tortured and would receive a fair trial back home. “Torture is unlawful in the United States,” he wrote. “If he returns to the United States, Mr. Snowden would promptly be brought before a civilian court convened under Article III of the United States Constitution and supervised by a United States District Judge.” Snowden would be appointed or could retain counsel, and any questioning would be conducted only with his consent, he added. “Mr. Snowden would have the right to a public jury trial; he would have the right to testify if he wished to do so; and the United States would have to prove his guilt beyond a reasonable doubt to a unanimous jury,” Holder wrote. “If convicted, Mr. Snowden would have the right to appeal to the United States Court of Appeals.” Holder said Washington believes “these assurances eliminate these asserted grounds for Mr. Snowden’s claim that he should be treated as a refugee or granted asylum, temporary or otherwise.” Holder also said that, despite news

MANILA - Philippine share prices on Friday extended their decline for a second straight session in thin trading to pull down the benchmark index below the 6,800 level. At the Philippine Stock Exchange, the composite index fell 36.49 points or 0.54 percent to close at 6,763.62. Except for the industrials counter, the other sub-indices finished in the red, with the financial and service indices losing more than a percent each. Decliners beat advancers, 79 to 60, while 48 issues were unchanged. A total of 760.40 million stocks worth P5.63 billion changed hands. Italian police launch sweeping anti-mafia raids ROME - Italian police launched sweeping raids on Friday in a vast antimafia operation whose targets included top organised crime bosses accused of extortion, drug trafficking and murder. The mobsters involved come from “the beating heart of the Roman and Sicilian crime world,” including key members of the Fasciani and Triassi D’Agati families, “which have for years shared up criminal business, particularly along the coast,” police said. “For practically the past 20 years, members of the Fasciani and Triassi clans have carried out their business in Rome, dividing up the territory in a sort of mafia pax, under which each was able to calmly carry out its own illegal trafficking,” they said.
“While the Fasciani forced shopowners to pay protection money, the Triassi had a monopoly over drugs and arms,” prosecutor Giuseppe Pignatone said. The blitz also flushed out one of the historic bosses of the Triassi family, Vincenzo, who was arrested along with his wife in Tenerife and incarcerated in a Spanish prison. Two other suspects were rounded up and arrested in Barcelona. Anti-mafia association Libera praised the police for “this first hard hit” against the mafia in Rome, warning that the clans “have not just infiltrated but have put down roots” in the region. In Calabria, the heartland of the ‘Ndrangheta, arrest warrants were issued for 65 people in Lamezia Terme, in the Catanzaro region, including “businessmen,

politicians and lawyers,” as well as doctors and prison employees, Viola said. A senator from former premier Silvio Berlusconi’s centre-right People of Freedom (PDL) party was also placed under investigation for allegedly having bought votes with the help of the mafia. Besides mafia association, some of those targeted are also accused of playing a role in several murders committed during a bloody mafia-on-mafia war between 2005 and 2011, as well as hundreds of acts of extortion, by which they demanded protection money from businesses. The ‘Ndrangheta — whose name comes from the Greek word for courage or loyalty — has a tight clan structure which has made it famously difficult to penetrate, and specialises in drug and arms trafficking, prostitution, extortion and illegal construction. It is considered by many as more dangerous and difficult to predict that the better-known Sicilian-based Cosa Nostra. Fil-Ams in New York whip up Pinoy food with chef Romy Dorotan AS part of its golden anniversary series of events, the Junior Chamber International (JCI) Philippine-New York, also known as the Jaycees, invited New Yorkers for a fun and educational “Filipino Cooking Experience and Sorbetes-Making Class” with the renowned chef Romy Dorotan of Purple Yam. The Bicolano Chef Romy, along with his wife Amy Besa, is the restaurateur behind The New York Times-reviewed Cendrillon and Purple Yam. They are also the authors of the International Association of Culinary Professionals (IACP) award-winning book “Memories of Philippine Kitchens.” The New York Times describes the book as “the most comprehensive book in English on (this) country’s rich and complex food culture.” Spearheaded by the Jaycees’ individual development vice president Loren San Diego, Chef Romy taught the class how to cook an appetizer (Ukoy), an entree (Adobo) and a dessert (Sorbetes). Ukoy is the Filipino version of shrimp fritters. Small shrimps are mixed in a batter, placed on a banana leaf and deep-fried until crispy. Adobo is often called the “National” food of the Philippines. Chef Romy’s chicken adobo is braised in vinegar, soy sauce, coconut milk and a variety of spices until pungent and rich. The chicken is then deep-fried and

served with the sauce that is boiled on high heat until thick. This sumptuous chicken adobo has been featured in the “Martha Stewart Show,” The New York Times and “NY1 Chow.” Sorbetes is the traditional variation of ice cream made in the Philippines. The flavor of the ice cream that the class made was sinigwelas — one of the summer fruits in the Philippines. At the end of the class, Philippine-New York Jaycees’ president Bel Molina thanked Chef Romy for sharing his culinary expertise and for his invaluable contribution to the promotion of Filipino food. HK helpers’ group seeks scrapping of ‘live-in’ policy CITING inadequate accommodations, a group of Hong Kong-based domestic helpers is pushing for the scrapping of a policy requiring maids to live with their employers. Mission for Migrant Workers general manager Cynthia Tellez said helpers should be given an option to live elsewhere, Hong Kong’s The Standard reported on Friday. “Domestic workers are chosen because they can do full-time work for a fixed monthly wage, not because they are live-in,” Tellez said.
The Standard report said the mission conducted a survey of more than 3,000 workers from June 2012 to January 2013. It found 35 percent of the workers interviewed prefer to live outside their employers’ flats, with 30 percent saying they do not have suitable accommodation. Some said they had to share a room with boys or sleep in kitchens, corridors and toilets. Another group, the Confederation of Trade Unions, appeared to support such a move. The Standard report quoted the group’s

AFTER being rushed to a hospital for treatment, an unmarried Filipina was found carrying a two-month-old dead fetus and will be deported with her Filipino boyfriend for having sex out of wedlock in June this year. According to a Gulf News report on Wednesday, a Filipino cook, 39, rushed his Filipina girlfriend, 29, to a hospital when she became ill and complained of “feeling cold” last June 20. When doctors discovered that she was carrying a dead two-month-old fetus in her womb, the couple admitted having consensual sex. Hospital officials reported the
defendants to the police after the discovery. Both defendants entered a guilty plea when they appeared in court. The Gulf News report said both Filipinos will be deported after completing their one-year jail term. However, the primary judgement remains subject to appeal within 15 days. The report said the Filipina worked as a cleaner for a private company and fell in love with the cook, then moved in to live into his house, staying with him for nearly six months. I grew up here with Chinese Americans, Korean Americans, Vietnamese Americans. But even though I’m here and they tell me the Philippines is on the other side of the world, that’s not your country, this is your country, I still know the difference between what’s right and what’s wrong. The Chinese government illegally trying to occupy Vietnamese territory is wrong! The Chinese government illegally trying to occupy Filipino territory is wrong!” A longstanding maritime territorial dispute between the two countries has escalated in recent years after China was alleged to have annexed the West Philippine Sea off Zambales. The Philippines has accused Chinese ships of being visible or “coming and going” around the region believed to be rich in natural resources. The United States has urged both countries to resolve the issue peacefully, and President Obama has also cautioned China from using “intimidation and coercion” against its neighbors. Businesswoman Loida Nicolas Lewis, who led the July 24 rally and other previous FilAm protest marches against China, explained the country’s seeming obsession with the Philippine sea. “Why is that? Because it has 3.26 trillion barrels of oil,” she told The FilAm “Napakayaman ng Pilipinas! The Philippines is so rich that’s why China wants it.” Exactly a year ago, she said Beijing has declared that the West Philippine

The UN Arbitral Tribunal has begun hearings on the case filed by the Philippines seeking a ruling on which country has a right to the disputed West Philippine Sea. “Narito ang United Nations Arbitral Tribunal,” said Lewis. “They are going to make a decision. They are considering it now. The three judges are going to make a decision. They have to give it real decision, real thought.” Lewis said that China has 12 submarines, 10 warships, 24 jet planes and 1 million soldiers and navy. In a series of posts on its Twitter account Friday, the Philippine embassy identified the nurse as Erano Santos, who it said was shot dead outside his apartment in Memphis. “Philippine Embassy (is) coordinating with Memphis police in connection with (the) July 20 shooting death of Filipino nurse from Pampanga,” it said. The embassy also said it is extending assistance to the kin of Santos, 33. Citing initial information from the Memphis police, the embassy said
Santos is a native of Angeles City in Pampanga. It added police consider his death “still under investigation.” A report on ABC News Radio indicated the shooting occurred at the Stonebridge Crossing Apartments on Morning Trace Drive. “Witnesses told investigators that Santos was shot during a physical altercation in the complex parking lot, and that his vehicle was taken,” the report said. Police officers found Santos “with an apparent gunshot wound to the body.” The report said Santos was pronounced dead at the scene. A Filipino security guard was charged before a United Arab Emirates court over allegations he stole gadgets worth Dh81,000 (P954,692) from an electronics shop where he worked. The Filipino guard, 30, was charged with workplace theft in the Court of First Instance, UAE news site Khaleej Times reported Saturday. While inventories as early as May showed that electronic items including mobile phones and tablets had been missing, it was not until July 2 that the guard was “clearly” caught by surveillance cameras, the report said. According to the Khaleej Times report, the guard admitted during police and prosecution interrogation that he stole the goods during his night duty at the shopping mall. The trader’s electronics shop is located in a mall in Bur Dubai area. The
thefts are believed to have started in May and lasted until July 2. During prosecution investigation, the company owner, a 43-year-old Indian trader, said the inventory for May had indicated some goods were missing from the shop’s warehouse. He said initial footage from the surveillance cameras showed a man moving suspiciously in the place but his face was not clear. Last July 2, cameras caught the guard arriving at the warehouse, pushing the electronics from behind the metallic net, then picking them up. The police, promptly alerted, proceeded to arrest the guard. The Catholic Bishops’ Conference of the Philippines said the Filipinos were among 355,000 Catholics from 175 countries who gathered in Brazil to celebrate World Youth Day. “Upon arriving in this city and meeting their host families, WYD pilgrims are extremely excited to see Pope Francis in the flesh on the Welcoming Ceremony this Thursday but (Episcopal Commission for the Youth)-Philippines delegates could not contain their emotions after hearing the news of the Pope’s coming to their host parish,” the CBCP said. It quoted Melanie Santos, one of the group leaders of the ECY-Philippines delegation, as saying parish volunteers had informed her Pope Francis is dropping by St. Francis Xavier church on Wednesday before his visit to St. Francis of Assisi Hospital. The pilgrims may not be able to see him when he arrives at 3 p.m. because the catechesis will end at 1 p.m. But at least we can have the chance to see him pass by,” it quoted a volunteer, Claudia, as saying. eager to see Pope Francis, with foreigners and locals mobbing the papal vehicle when it got stranded in traffic. A suspected leader of a human trafficking syndicate that allegedly recruits minors to work locally and abroad was arrested in Zamboanga City on Tuesday, the Presidential Anti-Organized Crime Commission (PAOCC) said. In a news release on Wednesday, the PAOCC siad Leziel Padel, of Tungawan, Zamboanga Sibugay, was nabbed at around 10:45 a.m. on July 23 in Barangay Sta. Barbara, Zamboanga City. An arrest warrant was issued by Zamboanga City Regional Trial Court Judge Peter Eisma against her for violating Republic Act No. 9231 or Anti-Child Labor Law. No bail was recommended for her. According to PAOCC, Padel’s group used various methods to lure underage girls to work as domestic helpers
in Malaysia and some provinces in Mindanao. The anti-crime operation was conducted by agents of the Philippine Center on Transnational Crime (PCTC); the Regional Intelligence Unit (RIU) and the Special Action Force of the Philippine National Police in Region 9; and the Naval Intelligence Service Group -Western Mindanao. PAOCC, which is headed by Executive Secretary Paquito Ochoa Jr. and its executive director Chief Supt. Reginald Villasanta, supported the operation. The arrest was made based on a tip received by the PCTC. Padel was brought to the RIU 9 office for documentation and further investigation.

THE best way to deal with back pain is to stay active and continue doing regular exercise. “The advice 20 years ago was to rest, but research has shown that inactivity only makes things worse,” says Dries Hettinga of BackCare, a charity that offers support and information to people with back pain. “When you’re in pain you may want to stay in bed and not move around, but
that results in further loss of mobility and will only prolong the pain.” Staying active means continuing with regular day-to-day activities to avoid becoming sedentary. Examples include walking to the shops rather than taking the car, getting off the bus one stop early, gardening and taking the dog for a walk. If you experience mild pain, take painkillers available over the counter from your pharmacist or supermarket.
Back pain at work? BACK pain is the second most common cause of long-term sickness in the UK after stress. About 7.6 million working days were lost due to work-related back pain and other musculoskeletal disorders from 2010 to 2011. The most common causes of back pain are strained muscles or ligaments, wear and tear, bad posture and stress. Most of us will have back pain at some point in our lives. Although painful, back pain isn’t serious in most cases. The pain generally lasts from a few days to a few weeks. It usually clears up after about six weeks. Treating back pain In general, the best treatment is to stay active and, if necessary, use overthe-counter painkillers. You may feel like going to bed, but this won’t help and could make it worse. The longer you’re immobile, the weaker your back muscles will become, and the more they will hurt in the long term.

Workstation factors that can affect your back include: • seating posture • computer screen position • chair height • keyboard position • mouse position • desk equipment layout If you work in an office and use a computer, you can avoid injury by sitting in the right position and arranging your desk correctly. Your pharmacist or GP can advise you on using your medication effectively. Yoga and other exercises. If the back pain is mild, try to exercise as well as maintaining an active lifestyle. You can do any activity that gives your body a good workout. “It’s important to pick an exercise you enjoy,” says Hettinga. “If you do something you enjoy, you’re more likely to stick with it. There’s no quick fix for back pain so you need to work at it.” There’s some evidence that regular yoga practice is beneficial for people with high blood pressure, heart disease, aches and pains, including low back pain, depression and stress. If you’re not sure about your seating position and workstation, ask your manager to arrange a workplace assessment for you. Good posture when sitting at a desk can help prevent repetitive strain injury (RSI), which is a cause of back pain. Sit up straight and make sure that your lower back is supported. Adjusting your chair. By law, workstation chairs must be stable. The standard office chair has five legs in a star shape. The seat height must be adjustable, and the back rest must be adjustable in height and tilt. Ideally, the back rest should move independently of the seat to allow a comfortable position. When you’re sitting, your thighs should be at right angles to your body or sloping slightly down. If your chair is properly adjusted, your feet should be firmly on the floor, but if it’s more comfortable, use a footrest. The basic rule is to plant your feet on the floor and support your back. Lifting safely. One of the biggest causes of back injury, especially at work, is lifting or handling objects incorrectly. Learning and following the correct method for lifting and handling
Manual therapy. Hettinga suggests combining an exercise programme with a course of manual therapy, especially when the pain is persistent. Manual therapy is provided by chiropractors, osteopaths and physiotherapists. “Evidence suggests manual therapies can be effective. Your back is examined to see if any joints need to be freed up. “They can do it with a gentle massage, mobilisation or manipulation. It’s especially helpful if your back is stiff and flexibility is an issue,” he says. Manual therapists are also qualified to advise you on the type of exercises that will be most effective at dealing with your type of back pain. “You should see improvements after a few weeks,” says Hettinga. “If the pain hasn’t disappeared after a few weeks of treatment, seek further medical advice to explore alternatives. “There is always something that can be done about back pain, but it requires some work and dedication from you.” ■
Alexander technique, a method for improving posture, can help to relieve persistent and recurring low back pain. However, the Alexander technique is not recommended by NICE as a treatment for back pain. Ideally, your choice of activities should involve elements of endurance as well as strength and flexibility. Examples include walking, running or jogging, cycling, dancing, swimming, hydrotherapy (exercising in water) and aquarobics. For low-impact exercise ideas, read Easy exercises. Hettinga says exercise programmes are most effective if performed regularly and over prolonged periods of time. Aim for at least 150 minutes a week. You may want to build up to this gradually over several weeks. Hettinga says an individually designed exercise programme gives the best results. It is advisable to seek medical advice before starting an exercise routine for back pain.

Binge eating BINGE eating is an eating disorder where a person feels compelled to overeat on a regular basis. People who binge eat consume very large quantities of food over a short period of time and they often eat even when they are not hungry. Binges are often planned and can involve the person buying “special” binge foods. Episodes of binge eating often alternate with periods where the person severely cuts down on the amount of food they eat, which can make the problem worse. Binge eating usually takes place in private, with the person feeling that they have no control over their eating. They will often have feelings of guilt or disgust after binge eating. These feelings highlight underlying psychological issues, such as: • low self-esteem and lack of confidence • depression – feelings of extreme sadness that last for a long time • anxiety – a feeling of unease, such as worry or fear, that can range from mild to severe
These feelings can be made worse over time while the person is still binge eating. Who is affected by binge eating? Anyone can be affected by binge eating. Unlike anorexia, where more women than men are affected, binge eating affects men and women equally. The condition tends to be more common in older adults than in younger people. Binge eating and bulimia. People who binge eat and those with bulimia (another type of eating disorder) often eat until they are uncomfortably full. People with bulimia then purge (flush out) the food they have eaten by making themselves vomit or by taking laxatives (medicine to help empty the bowels). Unlike those with bulimia, people who binge eat do not purge themselves to control their weight, and are more likely to try to limit weight gain by having periods of eating very little. However, this often leads to more binge eating and sometimes weight gain, which can lead to obesity (see below). Binge eating and obesity. Binge
Causes of binge eating THERE is no single cause for binge eating. However, like most eating disorders, it is seen as a way of coping with feelings of unhappiness and low self-esteem. The binge eating cycle. People who binge eat often display a particular pattern of behaviour known as the binge eating cycle. The binge eating cycle (described below) is difficult to break. • binge eating leads to a surge in blood sugar that causes the pancreas to produce insulin (a hormone that helps to break down fat and carbohydrate in the body) • the insulin causes blood sugar levels to fall rapidly, resulting in a false message being sent to the brain that more food is needed to top up glucose levels • this results in cravings for sugary foods to provide a quick glucose fix, so the person eats large quantities of food even when they are not hungry • eating large amounts of sugary foods leads to a rapid increase in blood sugar levels and the production of insulin, causing the cycle to begin again Depression. It is estimated that about 50% of people who binge eat have been depressed at some point in their life. However, it is not clear whether depression causes binge eating or whether binge eating causes depression. Stress and anxiety. Stress is another common trigger of eating disorders. Stressful events, such as moving house, job or school, or the death of a friend or relative, can sometimes cause someone to binge eat. People with eating disorders usually experience difficulties in their personal life. Those who binge eat are often ashamed at the amount of food that they consume. They may also feel that
their lack of control around food mirrors the lack of control they have over their personal lives. Research has suggested that there are other factors or emotions that may bring on an episode of binge eating, including: • anger • boredom • worry or anxiety • sadness • low self-esteem There are also specific behaviours that are more common in people with a binge eating disorder. These include: • impulsive behaviour – acting quickly without thinking about the consequences • alcohol misuse – regularly drinking more than the recommended daily amount of alcohol • avoiding discussing feelings and emotions openly • not feeling responsible for yourself or your actions Trying to lose weight. The social pressure of trying to achieve a slim body shape can sometimes cause a person to binge eat. People who binge eat may be unable to achieve their desired body shape. This can result in a sense of inadequacy, causing them to overeat and feel guilty afterwards. It is not known whether dieting and binge eating are related. However, some people binge eat after: • skipping meals • not consuming enough food each day • avoiding certain foods These are unhealthy methods of trying to lose weight and alter body shape, and these methods increase a person’s risk of binge eating. ■ NHS Choices

They will be able to diagnose the condition and refer you to a specialist, such as a psychiatrist or a psychologist. In some cases, you may also be referred to a dietitian. In diagnosing binge eating, your GP will ask you about your eating habits and look for three or more of the following signs: • you eat much faster than normal during a binge • you eat until you feel uncomfortably full

• you eat a large amount of food when you are not hungry • you eat alone or secretly due to being embarrassed about the amount of food you are consuming • you have feelings of guilt, shame or disgust after binge eating People who regularly eat this way are likely to be diagnosed with a binge eating disorder. Treating binge eating. Binge eating is a treatable condition and a number of different treatment options are available. For example, treatments include: • a self-help programme – this may be individually with a book or online course, or as part of a self-help support group
• psychological therapy, such as cognitive behavioural therapy (CBT) • a type of antidepressant known as selective serotonin reuptake inhibitors (SSRIs) that are usually prescribed in combination with therapy If you are overweight, a healthcare professional may draw up a weight loss plan once any psychological issues have been dealt with. This is to help you lose weight in a safe and effective way. People can recover from binge eating if they can understand the psychological issues causing their condition, adopt regular eating patterns and receive realistic advice about food. ■ NHS Choices
Eating disorders explained FIND out the facts about eating disorders, including what they are, who’s affected by them and what to do if you need help and support. What is an eating disorder? There are several different types of eating disorder, the most common being anorexia, bulimia and binge eating. Eating disorders are mental health conditions that all involve an unhealthy relationship with food and eating, and often an intense fear of being overweight. If you have an eating disorder you may experience one or more of the following: • You have a preoccupation and concern about food and gaining weight. • You would like to lose weight even though friends or family worry that you are underweight. • You let people around you think you have eaten when you haven’t. • You’re secretive about your eating habits because you know they’re unhealthy. • Eating makes you feel anxious, upset or guilty. • You make yourself vomit or use laxatives in order to lose weight.
What causes eating disorders? It’s unlikely that an eating disorder will be the result of one single cause. It’s much more likely to be a combination of many factors, events, feelings or pressures that lead to you feeling unable to cope. These can include low self-esteem, problems with friends or family relationships, the death of someone special, problems at school, college, university or work, lack of confidence, or sexual or emotional abuse. Many people talk about simply feeling too fat or not good enough. You might use food to help you cope with painful situations or feelings without even realising it. In situations where there are high academic expectations, family issues or social pressures, you may focus on food and eating as a way of coping. Traumatic events can trigger an eating disorder. These might include bereavement, being bullied or abused, a divorce in the family or concerns about sexuality. Someone with a long-term illness or disability (such as diabetes, depression, blindness or deafness) may also have eating problems.
Some studies have also shown that there are biological factors involved. In other words, some people will be more likely to develop an eating disorder because of their genetic make-up. Who is affected by eating disorders? Anyone can develop an eating disorder, regardless of age, sex or cultural or racial background. The people most affected tend to be young women, particularly between the ages of 15 and 25, and around 10% of people with eating disorders are men. What should I do if I think I have an eating disorder? People with eating disorders often say that the eating disorder is the only way they feel they can stay in control of their life. But, as time goes on, it is the eating disorder that starts to control you. You may also have the urge to harm yourself, or misuse alcohol or drugs. If you think you have an eating disorder, talk to someone you trust. You may have a close friend or family member you can talk to. There are also a number of organisations that you can talk to, such as the eating disorders charity beat (0845 634 1414) and the Samaritans (08457 90 90 90). Your GP can also give you advice and talk to you about getting a diagnosis and the possible treatment options, which will depend upon your individual circumstances and the type of eating disorder you have. talent, TV5 International to expand worldwide TV5’s Talentadong Pinoy Middle East, the biggest reality talent show on television today showcasing the Pinoy artist’s talent in various entertainment fields, held a series of auditions in key cities in the Middle East, including Abu Dhabi, Doha, Riyadh, Jeddah, and Dubai, displaying again how the show, while still very much Filipino, is truly world-class. Since any talent is welcome, hundreds auditioned, including a very diverse set of entertainers: magicians, gymnasts, stand-up comics, ventriloquists, painters, dancers, and singers, all aiming to impress the show’s picky judges, or “Talent Scouts,” including celebrities Gelli De Belen, Marvin Agustin, and Arnel Ignacio. It was the first time for TV5 to stage such a big production for one of its highrating programs outside the country. After four qualifying rounds, six grand finalists
were selected, including a surprise tie and a wild card, all determined to take home the $10,000 cash prize. Ryan Agoncillo also flew to Dubai to host the finals . The Talentadong Pinoy Middle East grand winner will get the chance to compete in the Battle of the Champions in Manila in August. The four semi-final rounds started airing exclusively on KapatidTV5 worldwide beginning June 29. Watch out for the grand finals that is also set to air in the Philippines on July 28. Kusina Master wins big at NAMIC Vision Awards GMA-7’s Kusina Master proves its international caliber once more after winning as Best Lifestyle Program at the prestigious 19th Annual NAMIC Vision Awards. Philippines, Czech Republic Seal Agreement to Promote Phl Ambassador to UAE, Consul General in Bilateral Cooperation in Culture, Education, Science and Sports Dubai Promote Economic Opportunities THE Philippines and the Czech Republic signed today an Agreement on Cooperation in the fields of Culture, Education, Science and Sports at the Department of Foreign Affairs (DFA) Main Building in Pasay City. Foreign Affairs Secretary Albert F. del Rosario signed on behalf of the Philippines. Czech Ambassador to the Philippines Josef Rychtar represented the Czech Republic. The signing ceremony was witnessed by DFA officials and representatives of the National Commission on Culture and the Arts, Department of Education, Commission on Higher Education, Department of Science and Technology, Philippine Sports Commission and the Czech Embassy in Manila. It comes at a particularly significant time in PHL-Czech relations as both countries celebrate the 40th anniversary of the establishment of diplomatic ties this year. The Agreement was proposed in 2005 and sets the stage for an expanded partnership that would harness the
strength and best practices of both countries into a mutually-beneficial cooperation in the fields of culture, education, science and sports. The Agreement provides a framework for both sides to strengthen and promote their respective capabilities and institutions covering the abovementioned areas and, in the process, contribute to the overall growth and developments of both countries. Upon the entry into force of the Agreement, the old cultural agreement between the Philippines and the nowdefunct Czechoslovakia, which entered into effect in 1974, will cease to apply. In his brief statement, Secretary del Rosario welcome the signing of the Agreement and expressed his expectation and aspiration that concerned agencies in both the Philippines and the Czech Republic will pursue concrete activities to implement the terms of this bilateral instrument in the immediate future to ensure that it serves its envisioned purpose. ■ Philippine Embassy Manila / July 25,

MANILA – Boxing legend and Sarangani congressman Manny Pacquiao has been invited play for the Congress-LGU squad that will see action in the coming First UNTV Cup which unfolds July 29 at the SMART-Araneta Coliseum. Brandon Rios arrives in Macau ahead of promo tour for Pacquiao fight BRANDON Rios has set foot in Macau, supremely confident that he will succeed in becoming the fighter to finally convince Manny Pacquiao to call it a night after they collide on November 24 at the CotaiArena. Rios was joined in the trip from the US by his chief trainer Robert Garcia and they are expected to take the spotlight when the kickoff leg of a seven-city press tour begins Saturday. Team Rios arrived in the former Portuguese colony Thursday. Team Pacquiao will fly from Manila Friday morning. Rios hopes to become the third fighter to deal Pacquiao a loss following the Filipino’s defeats to Tim Bradley (in June 2012) and Juan Manuel Marquez (in

Milan Melindo falls short in quest to dethrone Mexican champion MEXICAN Juan Francisco Estrada ruined Filipino Milan Melindo’s plans late Saturday night as the defending world flyweight champion kept the WBO and WBA flyweight titles on a 12-round unanimous decision in Macau. Estrada had Melindo down in the eleventh round and appeared ready to close out the show with a stoppage win in the 12th but Melindo bravely fought and survived the onslaught. Two judges saw it 117-109 for Estrada, while the third had it 118-109 although fight aficionados at ringside thought the judges’ scorecards didn’t reflect Melindo’s competence. The win was Estrada’s first defense of the titles he had won from Fil-Am Brian Viloria last April also in Macau. For them to have better chances, Marcus Douthit and Jume Mar Fajardo should be given more touches and more opportunities to score inside,” said Toroman. Neither Douthit nor Fajardo scored in double-figures in Gilas’ 92-89 victory over Kazakhstan in their final tuneup match last Friday. KNOWN for trash-talking his opponent, Brandon Rios will get the chance to do just that late this month when the multi-city promotional tour of his November clash with Manny Pacquiao gets off the ground in Macau. Top Rank big boss Bob Arum is holding a press conference on the afternoon of the July 27 Zou Shiming headliner at the
CotaiArena to formally unveil the PacquiaoRios welterweight war. But even before that presentation to the media happens, Rios has somehow started to fire some warning shots, telling the online edition of The Ring magazine that he is drooling over the prospects of rumbling with the Filipino icon. “It’s my time (to beat Pacquiao),” said
