TITLE 24 UPDATE WHAT DOES I T M EA N FOR R ETA I L ER S?

The table below highlights some of the significant changes in the Title 24-2022 code cycle that will impact retail focused projects. While the table does not identify every change happening within the 2022 cycle, it does highlight the major changes that will likely have an impact on budgets, schedules, and operations for retailers.

T24-2022 CHANGE

IMPACT

Envelope Table 140.3-B

Metal wall assemblies (prescriptive)

~+R-2 (~½” of c.i.) Added first cost, reduced operational costs

Table 140.3-B

Fenestration requirements now by climate zone (prescriptive)

Added first cost, reduced operational costs.

140.3(a)9 Table 140.3-C

Air barriers required in all climate zones (prescriptive).

Added first cost, reduced operational costs.

120.1(f)3

Testing for minimum Outside Air. All systems to be tested to maintain an airflow within 10% of design minimum.

Added soft cost for testing, added verification for indoor air quality.

140.4(a)2

The prescriptive system for retail and grocery systems ≤ 20 tons in climate zones 1 and 16 are single zone furnace/AC (<65,000 Btu/h) or dual-fuel heat pump (≥65,000 Btu/h).

Potential long-term exponential natural gas utility rates.

140.4(a)2

The prescriptive system for retail and grocery systems ≤ 20 tons in climate zones 2-15 are single zone heat pumps.

Encourages use of electric heat pumps instead of natural gas fired heating. May impact incoming electrical service size.

140.4(e)

Units over 3 tons required to have economizer (previously 5 tons).

Added first cost, reduced operational cost.

120.4(g)

Duct leakage testing requirements for single zone constant volume equipment conditioning 5,000 SF or less with more than 25% of the duct work located in unconditioned or outdoor spaces.

Added soft cost, schedule impact, reduced operational costs.

140.4(k)8

Heating boilers must be 90% efficient when between 1 and 10 Million BTUh or combined total of 1 Million or greater.

Added first cost. High efficient boilers must be utilized and interior air handling equipment sizing is affected.

140.4(q) Table 140.4-J Table 140.4-K

Exhaust air heat recovery requirements and modifications.

See referenced tables to determine if recovery is required and additional first costs would result.

T24-2022 CHANGE

IMPACT

Electrical 140.10(a)

PV systems required within prescriptive requirements with reasonable exceptions. Two calculation methods to determine PV system size.

Additional first costs, reduced operational costs.

140.10(b)

Battery storage system required within prescriptive requirements unless building meets exceptions.

Additional first costs, reduced operational costs.

Table 140.6-B

Reduced allowed lighting power allowances for several building types. Grocery went from .95w/SF to .90w/ SF. Restaurant from .70 to .65. Retail unchanged at .90w/SF.

Prototype buildings may not be able to have same lighting design allowed under previous code. May need more efficient light fixtures or reduced light levels to comply.

Table 140.7-A

Reduced allowed outdoor lighting power allowances for certain areas. Area wattage limits for LZ1 went from .018 to .016w/sf. LZ2 .023 to .019w/SF. LZ3 .025 to .021w/SF. LZ4 .03 to .024w/SF.

Prototype outdoor lighting designs may need modification to comply with code. May need more efficient light fixtures or reduced light levels to comply.

130.1(d) 140.6(a)2.H

Lighting controls continue to be refined & expanded. For example, automatic daylighting controls in secondary daylit zones.

Additional controls, minor initial cost increase. Additional reductions in energy use possible.

110.12(c)

Demand Response Lighting Controls – general lighting capable of a min 15% reduction.

Additional controls, minor initial cost increase. Additional reductions in energy use possible. Slightly less than desired light levels during affected periods.

110.12(e)

Demand responsive controlled receptacle capability.

Additional controls, minor initial cost increase.

141.0(b)2.I

Alterations that include 10% or more of the existing lighting in an enclosed space must meet new space requirements or provisions of 141.0(b)2. Many of the requirements are similar to the previous code, however, the section has been streamlined and reworked.

Remodel project scope & costs may increase due to low threshold before compliance with new code standards apply. Owners may be forced into replacement of old inefficient light fixtures and controls.
