The last book of the Torah, Deuteronomy’s title in Hebrew, d’varim, means “words” and is found in the first line: “These are the words.” The English version comes from the Greek word deuteronomion, which means a “repetition of the law.” Rabbinic literature subtitles this book Mishnah Torah (“repetition of the Torah”), because it repeats many of the instructions given in the previous books of Moshe (Moses). Deuteronomy serves as a teaching tool to pass on the crucial lessons and obligations to the younger generation as they prepare to cross over into the Promised Land.

Scholars believe this book functions as national constitutions do today. It reiterates and summarizes previously made covenants and is a legally binding covenant in its own right. Its features parallel ancient Middle Eastern treaties: an introduction, a historical prologue, legal stipulations, provisions for its storage and its public reading, mention of who witnessed the making of the covenant, and the benefits for keeping (and punishments for not keeping) the covenant obligations. As scholar Meredith G. Kline notes, “It would seem indisputable that the Book of Deuteronomy…exhibits the structure of the ancient suzerainty treaties in the unity and completeness of their classic pattern” (The Structure of Biblical Authority 149). These parallels to ancient political treaties call us to see Deuteronomy as God’s covenant renewal document with the “new generation” of Isra’el: those who were not yet born (or under twenty years old) when the people left Egypt.

Along with legal material and covenant stipulations, Deuteronomy includes aggadic (story narration) material and narrative history. Together they form a crucial book that took center stage for the life of Isra’el. In the seventh century b.c.e. when King Yoshiyahu (Josiah) initiates a national t’shuvah (return to God) in Y’hudah (Judah), it is believed he found a lost scroll of the book of Deuteronomy. It spurs him on to make political decisions to encourage all of Isra’el to “turn to God.” The New Testament quotes from Deuteronomy some eighty times, including three of Yeshua’s scriptural rebuttals during his desert temptation (see Matt. 4 and Luke 4).

Historically, the fundamental function of the covenant was to establish a community of interest between the king and his vassals. Covenant thus implies community—the forming of common customs, common views, and a common life. This meant an intimate sharing of life, nature, and custom, where the wills of the contracting parties ultimately become identical. This commonness of will implied in the covenant showed that the parties had united for a common aim, that they had become part of a close union. At its core, love forms the heart of the covenant relationship. The historical prologue of the covenant shows this quite clearly. It points to the gracious actions of the king prior to the covenant and then in initiating it, which specifies this as the foundation of the relationship. There had been a powerful demonstration of AdonAi’s love, seen in
the Exodus (cf. Deut. 1:1–8:4). Love and gratitude were to infect all of life and the thinking of those under the covenant. In fact, Deuteronomy 5–11 can be seen as an emphasis on wholehearted love toward God, with stress being laid not on the ability to do but on the will to fulfill covenant obligations. Deuteronomy 6:4–6, the Shema— “Sh’ma, Yisra’el!”—provides the classic expression of this wholehearted love, which was expected as Isra’el’s response. The passage calls for exclusive devotion and commitment to AdonAi alone, a love expressed through one’s entire being and personality. It also involves a total pattern of life. Thus in Deuteronomy, while even in exile and judgment, Isra’el still enjoys God promises of his love and mercy to Isra’el. It is love, not law, that forms the core of the covenant relationship between God and his people Isra’el.

Torah: A Choice to Make Deuteronomy 11:26–31 In Deuteronomy 11:26–31, Moshe reminds the people that both a blessing and a curse lay before them: a blessing if they chose to obey AdonAi’s commands; a curse if they chose to reject them. Isra’el was physically positioned between Mount G’rizim (blessing) and Mount Eival (curses) when this statement was made. They could tangibly envision the choice they had. The theme of making a choice appears consistently throughout the Bible: Choose! God offers Isra’el a choice and then says, “Choose life” (Deut. 30:19).
