WELCOME … to AIDF Washington DC once again!
This is the first time we have held two events in one year. The launch of AIDF Asia Pacific in Bangkok this January was a great success with over 1,000 participants from around the world and we look forward to continuing our work there. Oliver Lacey-Hall, Head, UN Regional Office for Asia and Pacific, Office for the Coordination of Humanitarian Affairs (OCHA), spoke of the need for public private partnerships; “My own desire is that we don’t see this conference as simply another annual event, but rather as the beginning of a potential process by which we are able to broaden and deepen the somewhat hesitant dialogue between aid workers and organizations and our colleagues working in the private sector”. This theme of public private partnerships has always been at the core of AIDF’s purpose and this, the flagship event in Washington DC will continue to facilitate open dialogue between the public, private and intergovernmental sectors. There are changes and developments afoot in the delivery of both aid and development and it is essential that we are aware of them if we are to increase effectiveness across the sector. USAID, among other donor agencies is looking to change the way aid is funded, delivered and managed. The session “USAID: a new outlook” will explain this in more details. Over the course of the next two days, we will also be looking at goals and targets beyond the MDGs alongside the centrality of female empowerment and gender parity. Further discussions look at ways to transcend dependency in communities following a disaster by focusing overseas development assistance on empowerment, job creation and more productive purchasing. The agenda features sessions presented by UN World Food Programme and Internews. Sessions will also be brought to you by Guava Landrover and Esri; DSM Nutrition, Partnerships Sponsor is hosting day one of the conference, Clements, Technology and Resilience Sponsor will host day two, Losberger, our Community and Empowerment Sponsor are hosting the Workshop Area on both days and Humless are hosting the Interactive Zone. All three are set up to encourage audience participation and networking opportunities. Your active engagement is key. We look forward to sharing a drink with you at Tuesday evening’s cocktail reception, and encourage you to take a really close look at the stands and products available here before you vote for your favourite stand and the most innovative product. Wishing you a successful event,

MERIDITH KOHUT/INTERNEWS
COMMUNICATION IS AID People affected by unfolding crises need more than physical necessities. They also have an urgent need for information. Information saves lives and reduces suffering. Effective two-way communication with aid providers enables people in the midst of a disaster to take an active role in their own survival and recovery, and improves the effectiveness and accountability of humanitarian organizations.

Opening Session and Key Note Address Tuesday 21st May 09:00 – 09:40 Rosa Malango, Chief, External Relations and Partnerships, United Nations (OCHA)
FOCUS STREAM: Partnerships Tuesday 21st May, 2013
Aid in an Age of Austerity 09:45 - 11:00 With the effects of the global financial crisis still being felt, austerity has become a word increasingly associated with international efforts to support development. As aid agencies and states cut financing for development and humanitarian relief, and with a heightened focus on delivering more with less, how can the international community adapt to the new financial environment and continue to support development? Moderator: Rosa Malango, Chief, External Relations and Partnerships, United Nations (OCHA) Angharad Laing, Executive Director, Professionals in Humanitarian Assistance and Protection (PHAP) Secretariat Aldo Caliari, Director, Rethinking Bretton Woods Project, Center of Concern William D. Savedoff, Senior Fellow, Center for Global Development Dr Christine Sow, Vice President International Programmes, Plan International USA John Norris, Executive Director of the Sustainable Security and Peacebuilding Initiative, Center for American Progress
Public-Private Partnerships – Action Beyond Rhetoric 11:30 -13:00 Public-private partnerships have long been cited as an effective way of achieving development objectives, harnessing the expertise of different sectors to build supportive, strategic alliances. Despite the potential of public-private partnerships, organizations need to improve how they identify, implement and manage partnership mechanisms: this session will assess how to harness the opportunities presented by public-private partnerships better. Moderator: Ben Barber, Freelance Journalist Daniel Hincapie, Inter-American Development Bank (IADB) Sergio Pombo, Investment Officer, International Finance Corporation (IFC) Jason Bauer, Director, Division of Finance, investment and Trade, Millennium Challenge Corporation (MCC)

Developmental Challenges Post-2015: Empowering Women and Local Communities 14:30 -16:00 The MDGs have guided development policy and strategy since their establishment in 2000: as the 2015 deadline approaches, how should development goals be redefined to account for progress made and new challenges emerging? Many argue that a more concrete framework must be established around gender issues, to build on the increasing recognition that female empowerment is crucial to development. This session will address how a post-MDG framework should be constructed, and to what extent empowerment of women should be used as its basis. Moderator: Dr. Ann Goodman, Founder, r2:risk & resilience Richard Morgan, Senior Advisor (Post-2015 Agenda), UNICEF Julia Wartenberg, Director, Global Women’s Project, Center of Concern Meenakshi Menon, Executive Director, Global Health Through Education, Training and Service (GHETS) Manish Bapna, Executive Vice President and Managing Director, World Resources Institute Papa A. Seck, Statistics and Data Specialist, UN Women
Climate Change Mitigation 16:30 - 18:00 While the effects of climate change are being felt worldwide, it is in the most vulnerable developing states that the most significant impacts will be felt. Mitigating against the effects of climate change requires unparalleled levels of cooperation across different sectors and different types of organizations: this session will examine how best to address climate change and its effects on the region. Moderator: Ben Barber Alexander Ochs, Director of Climate and Energy, The Worldwatch Institute Michele de Nevers, Senior Program Associate, Center for Global Development David Nicholson, Director, Environment, Energy and Climate Change, Mercy Corps Therese Ballard, Director of Sustainable Procurement Practice Group, UNOPS Hilary French, Programme Officer, UNEP Regional Office for North America

Post-Disaster Coordination – Shelter, Water & Sanitation 11:00 - 13:00 In the aftermath of disaster, it is essential to coordinate emergency shelter solutions with a framework for clean water and sanitation, given the inextricable links between these two areas of development and their considerable ability to impact on the health and living conditions of the most vulnerable. This session will examine different forms of coordinated shelter, water & sanitation responses according to different situations, how organizations can best work together to support and inform one another in responding to disasters, and the challenges of integrating the needs of these sectors for a comprehensive reconstruction strategy to be developed. Opening session: Frank Merks, Product manager, Stability Operations, Humanitarian and Disaster Response, Emergency management, Losberger Moderator: Steve Hansch, Fellow, Institute for the Study of International Migration, Georgetown University, Associate Faculty Member, Johns Hopkins School of Public Health Barry Kroon, Managing Director, USA International Procurement Agency, Inc. Martin Keitsch, FPM-H/Civil Protection, Humanitarian Aid and Disaster Relief Systems, Kärcher Futuretech GmbH Adam Marlatt, President, Global DIRT
Development Coordination – Health, Maternal Health, Infant Mortality and Education 14:30 - 16:30 The links between levels of health and education are undeniable - poor health limits the ability of children to learn, while improved standards of education provide key information and practical insights into how individuals can become healthier. Integration and cooperation between organizations working in these sectors will strengthen the capacity of each to improve individuals’ lives and foster development and, within the wider area of health, issues concerning maternal health and infant mortality are still major inhibitors to development, in spite of progress being made. This session will assess how best to link strategies to alleviate poor health and education, for broader progress in development. Dr. Michelle Inkley, Associate Director, Division of Education, Health and Community Development, Millennium Challenge Corporation (MCC) Theresa Shaver, President, White Ribbon Alliance for Safe Motherhood John Borrazzo, Chief, Maternal and Child Health Division, Bureau for Global Health, USAID Dr Christine Sow, Vice President International Programmes, Plan International USA Radwan Chowdhury, Founder and CEO, UDiON Foundation Matilde Pinto, Senior Advisor, Health Economics and Planning, Area of Family and Community Health,Pan American Health Organization (PAHO) Blanka Homolova, Director for HIV-AIDS, World Learning

Peace and Stability - Countries in Transition 16:30 - 18:00 Conflict and violence inhibit development, while peace and stability encourage it; nine out of the ten poorest countries are affected by conflict. This session will examine how organizations can help to support the transition to peace in fragile states, to foster broader development. Moderator: Amaury Cooper, Deputy Director of Risk Management & Global Security, International Relief & Development, (INSSA) Michael Moore, Writer and Manager, Landmines in Africa Robert D Lamb, Director and Senior Fellow, Program on Crisis, Conflict, and Cooperation, Center for Strategic and International Studies (CSIS) Patrick Merloe, Senior Associate and Director of Electoral Programs, United States Institute of Peace Sharon Morris, Director of the Conflict Management Group, Mercy Corps Chetan Kumar, Team Leader, Conflict Prevention Group, UNDP Bureau for Crisis Prevention and Recovery Paul Hughes, Senior Adviser for International Security and Peacebuilding, United States Institute of Peace

Opening Session and Key Note Address Wednesday 22nd May Beyond the Millennium Development Goals: Empowering Today’s Workforce As a Driver in Humanitarian Relief 09:00 – 09:40 Governor Scott McCallum, President & CEO, Aidmatrix Dr. Lori Foster Thompson, Professor of Psychology, North Carolina State University
FOCUS STREAM: Technology and Resilience Wednesday 22nd May, 2013 Technology in Crisis Response: ICT and Telecommunications 09:45 - 11:00 The challenges facing humanitarian operations today are numerous and immense, from access and preparedness to capacity and funding. In this network age, information and communications technology (ICT) plays an increasingly critical role, however this area of response too is hampered by these issues. What can the humanitarian ICT community do to achieve more with less? How can they utilise the valuable technology they have on hand to be more efficient in what they do? How can they collaborate better with each other, to help save more lives? In this session, technology experts from humanitarian, private and government organizations will address these challenge areas in a live discussion with actual examples from current operations. There will be no individual presentations, no rehearsed speeches; just real discussion, about real issues with the intention of achieving real results. Moderator: Martin Kristensson, IT Emergency Coordinator, UN World Food Programme Keith Robertory, Disaster Services Technology Manager, American Red Cross Isaac Kwamy, Associate Director, Humanitarian Information & Communication Technology, World Vision International Paul Margie, US Representative, Télécoms sans Frontières David Hartshorn, Secretary General, Global VSAT Forum
Sustainable Transport 11:30 - 12:45 This session will look at making transport more sustainable from an environmental perspective and also from the point of view of building local capacity. Led by Guava International, the only authorised supplier of Land Rover vehicles to the international aid and development sector, it will outline their project Climate Care, and discuss how they deliver sustainable transport solutions modified vehicles - ambulances and armoured vehicles through a global network of dealers. John Abood from USAID will look at using local entities to fulfil local needs - the software, as well as the hardware of transport to move commodities. Presented by Land Rover Moderator: Ben Barber Yohannes Abebe, Director, Infrastructure, Millennium Challenge Corporation (MCC) John Abood, Team Leader, Contracting Officer, USAID Clive Massey, Contracts Manager Jaguar Land Rover Moderated Vehicles, RMA

The World Bank’s e-institute for Development: Learning at Scale through Technology 13:00-13:30 The World Bank Institute has set up the e-Institute as a platform to turn World Bank knowledge into practical, pedagogically appropriate e-learning courses that are accessible, timely and relevant to development practitioners around the world. While lack of capacity remains a key constraint to reducing poverty and promoting prosperity, today’s technology allows us to start bridging this gap. Sheila Jagannathan, Senior Learning Specialist and Program Manager, e-Institute, World Bank Institute (WBI)
Technology and Mapping: the Power of Geographic Analysis 14:00 - 15:15 Geospatial analysis has been used in international development – from food security monitoring to humanitarian response to logistics – for decades. Technology advances, including mobile devices and cloud computing, provide organizations with powerful tools to understand social, environmental, and economic phenomena. Open data efforts make this information readily available via web maps. Presented by ESRI Moderator: Carmelle J. Terborgh, PhD, Team Lead and Account Manager - Federal/Global Affairs, Esri Rajan Trivedi, Special Assistant to the Vice President for Administration and Finance, Millennium Challenge Corporation (MCC) Douglas Batson, Human Geographer, National Geospatial-Intelligence Agency InterAction’s NGO Aid Map Stephen Davenport, Senior Director, Business Development, Innovation, and Partnerships at Development Gateway
The Role of Social Media in Development 15:30 - 17:00 Social media channels have become increasingly powerful instruments for development, whether by monitoring a crisis as it unfolds or by using crowd sourcing to allow for better relief efforts. How can donor agencies best use the opportunities presented by these advances in social media to improve aid effectiveness, and how can social media be better integrated in broader disaster preparedness and crisis response initiatives? Session to be led by Internews Moderator: Wayan Vota, Communications Manager, Development Gateway Imogen Wall, Coordinator, Communication with Affected Populations, UN OCHA Mark Frohardt, Director, Center for Innovation & Research and Senior Humanitarian Advisor, Internews Gloria Huang, Senior Social Engagement Specialist, American Red Cross Jacob D. Food Security – Linking Agriculture, Nutrition and Gender 11:00 - 13:00 While great improvements in agriculture have been made in recent years, more still needs to be achieved, with one in six of the world’s population still going hungry. Leveraging agriculture for nutrition and combining efforts and expertise in developmental programs presents a great opportunity for progress. Equally, achieving gender equality has been identified as key in improving nutrition, agricultural productivity and food security. Dr. Nandini Gunewardena, Gender and Rural Development Officer, Gender, Equity and Rural Employment Division, UN Food and Agriculture Organization (UN FAO) Lindsey Jones, Global Gender Advisor, ACDI/VOCA Kristen Penn, Senior Director, Agriculture, Millennium Challenge Corporation (MCC) Bronwyn Irwin, Senior Technical Director, Enterprise Development Programming, ACDI/VOCA Mike Picchietti, Aquaculture Manager, Operation Blessing Asma Lateef, Director, Bread for the World Institute
Transcending Dependency: New Approaches to Aid 14:00 - 15:30 It is increasingly recognized that aid not based on dependency, through dialogue, support and partnership between donors and recipients, is better aid. This session will examine the shift to empowerment of recipient states to lead their own development, and will assess how different organizations can support better and more effective approaches to developmental assistance. Moderator: Governor Scott McCallum, President & CEO, Aidmatrix Sarah Lucas, Senior Policy Advisor, Millennium Challenge Corporation (MCC) William Sparks, Vice-President, Research & Development Unit, ACDI/VOCA Robert D Lamb, Director and Senior Fellow, Program on Crisis, Conflict, and Cooperation, Center for Strategic and International Studies (CSIS) Dan Irvine, Operations Director, Health Department, World Vision Lindsay Coates, Executive Vice President, InterAction

FOCUS STREAM: Strategic Alliances Wednesday 22nd May, 2013 Building Effective Purchasing Partnerships 09:45 - 11:00 For purchasing to work more effectively, we need to get past procurement and reduce the redundant processes in the supply chain. Matthew Bader will explain how and why companies should look beyond the simple buyer-seller relationship and build solid knowledge of the aims and objectives of their clients. If they can then tailor their pitch and understanding to the real needs and values of buyers, aligning their offering with the key mission of these organisations they can build strategic alliances that will not only allow them to increase their sales, but will also to add value to the organisations they work with. Matthew Bader, Procurement Director, Management Sciences for Health Dante Disparte, Director of Partner Solutions, Clements International
Working with the UN (Q&A) 11:30 - 12:45 Every year, companies waste signiďŹ cant time and resource in putting together proposals that do not succeed. Similarly NGO and UN agencies lose time and resource in looking for the right product or service and in sifting through those that are not applicable. This session is designed to increase effectiveness by developing an understanding of how companies can work with organisations like the UN, the World Bank and the Red Cross. How are these organisations structured? Who should a supplier be approaching and how, what is the important information to communicate, and how can you build a lasting, successful relationship? USAID: A New Outlook (Q&A) 15:30 – 17:00 Several years ago, USAID set the ambitious task of transforming itself as an agency. This largescale reform agenda, USAID Forward, is an effort to strengthen the Agency by embracing new partnerships, investing in the catalytic role of innovation and demanding a relentless focus on results. Taken together, the reforms have formed the foundation of a new model for development; one that can represent the best of American ideals abroad, while advancing the security and prosperity of Americans at home.
