A police constable attached to the Anti Narcotic Cell (ANC) was severely assaulted at UmttaVaddo, Calangute, when he along with an informer reportedly went to a shack to verify details about drug peddling activities at the beach. The informer was also assaulted by the group and when the police constable Mahabaleshwar Eknath Sawant (31) intervened and identified himself as a policeman, one of the accused allegedly hit Sawant on
the head. Sawant suffered head injuries and was rushed to a private hospital, where he is recovering, Calangute police told Herald. Sources said that ANC sub-inspector Sunil Guldar allegedly assaulted some persons at the shack. Calangute Police has registered a complaint by Sawant against the group present in the shack under Sections 341, 353 read with 34 IPC, as well as a counter complaint against Guldar on charges of assaulting some persons. PSI Sheriff Jacques is investi-
gating the case, while Superintendent of Police (North) Arvind Gawas has initiated an inquiry into the entire episode. Pakistan’s Supreme Court today dismissed appeals by the Government against JuD chief Hafiz Saeed’s release from house arrest for want of evidence, in a setback to India’s efforts to nail him for his involvement in Mumbai attacks. The apex court upheld the Lahore High Court’s last year order to release Saeed from house arrest. The appeals against the court’s order to release Saeed were filed by the federal and Punjab governments last year. “The appeals are dismissed,” said Justice Nasir-ul-Mulk, the head of the three-judge Bench that heard the matter today.

Speed detection devices like radar guns, interceptor vehicles, and safety devices like reflectors and signages besides (additional) alcoholmeters may be the main features on Goa’s highways and district roads soon. This will be part of the multipronged approach the State Government is planning to adopt to tackle the growing road accidents and fatalities. Traffic enforcement might also start at night and use of helmets could be made compulsory on district roads among other measures, official sources hinted. Goa’s second Institute of Hotel Management, Catering Technology & Applied Nutrition, has begun to take shape at Farmagudi. Land admeasuring around 5 acres has been transferred to a Society set up for the purpose. The IHM Society has already been registered and is headed by Secretary, Tourism, Dr M Modassir. In the picturesque location of Farmagudi, IHM is expected to come up in less than two years. The building plans are being prepared, Dr Modassir told this paper. The modalities of setting up the institute were discussed at the meeting of the Society recently for which a representative of the central Government was also present. Goa, apparently, has the distinction of getting sanction from the Centre for a second IHM. Goa’s first IHM which is in Porvorim was established many years ago. As there is a high demand from local students for hotel management and catering studies, the Goa Government had requested the Centre for another catering college in the State. The Farmagudi college is a Rs 12 crore project. Part of the funds has been released to the State Government by the Centre. central funds for the purchase of gadgets and devices which would reduce road accidents. As reckless driving is one of the main reasons, the Government would go in for interceptor vehicles and speed detection guns. Devices to check driving under influence of liquor are proposed to be purchased, Kumar who is an advisor to an institute tackling drunken driving in New Delhi said. Interceptor vehicles were first introduced in Goa around 8-9 years ago but they were abruptly withdrawn before making a comeback for some time. Govt to seek Central grant for sewerage scheme HERALD REPORTER MARGAO, MAY 25
With the State government cold shouldering the ambitious plan to seek Rs 1000 crore loan to finance the sewerage scheme, the Goa Sewerage Corporation has set the process to obtain funds from Central agencies, JNRRUM and NRCD amounting to Rs 900 crore. Unlike the earlier proposal seeking loan to fund the project, the Corporation through the Goa government will seek Central grant from these two agencies coming under the Urban Development Ministry and the Ministry of Forests and Environment. Chairman of the Goa Sewerage Corporation Ganashyam Shirodkar said the proposal has been mooted to fund the sewerage scheme costing Rs 900 crore in the areas of Navelim, Cortalim and Por-
vorim. “The Corporation has collected information that the National River Conservation Directorate (NRCD) under the Ministry of Environment and Forests gives grant to the tune of Rs 70 per cent. We are hopeful to tap the Central resources to fund the sewerage project in these three places”, Shirodkar said. If he is to be believed, the Goa government has in principle accorded sanction for the proposal to approach JNRRUM and NRCD for the funds. “I had a meeting with Chief Minister, Digambar Kamat and PWD Minister, Churchill Alemao. Both have given their nod for the proposal”, he said, adding that the proposal would be made to the Central agencies by the State government. On the proposal to obtain loan from HUDCO, Shirodkar said the proposal is lying in cold storage as the government
expressed its reservations over the decision to obtain loan from the Central agency. “We are now quite hopeful to get the central funding from NRCD as most of the effluents are discharged into the state rivers”, he said, adding that the proposal complete in all respects has been forwarded to the government for final approval. Replying to a question, Shirodkar said the Goa Sewerage Corporation is aware of the serious sanitation problem facing the coastal villages of Goa, but hastened to add that funds is a major constraint hampering laying of sewerage lines in the affected villages. “I am aware of the problem in Colva and other coastal villages. Sewerage scheme can be a reality along the coastal belt only if funds are made available for the huge work”, he added.
Sewerage scheme receives lukewarm response in Margao HERALD REPORTER MARGAO, MAY 25
The Goa Sewerage Corporation appears a worried lot over the lukewarm response to the sewerage scheme in the Commercial Capital. More than a year after sewerage work commenced in Sirv o d e m - M a rg a o w i t h t h e Trenchless technology, ninetyfive per cent of the work stands completed, but the Sewerage Corporation has nothing to cheer about. For, the offer made by the Corporation to the residents of the ward to apply for sew-
erage connections has not evoked encouraging response. If the Chairman of the Sewerage Corporation Ganashyam Shirodkar is to be believed, less than 25 per cent of the households have applied for the connections, leaving the Corporation in a tight spot. “The government has spent around Rs 5 crore to lay the sewerage line covering around 6 kilometers. The objective is to rid the area of the sanitation program, but not many people have applied for the connections”, Shirodkar added.
Given the situation, the Chairman of the Sewerage Corporation said the government is now framing rules to make it mandatory for the households across Goa to take sewerage connections. “The Act has already been amended by the government. Once the rules are framed, the households will have no option than to compulsorily for the sewerage connections”, he said. Asked on the status of the sewerage line in Sirvodem, he said the line is almost complete in the ward, barring a
small work passing through the fields. “Nearly 95 per cent of the work stands completed in Sirvodem. Only work on constructing manholes remains. Phase I of drilling is over”, he said, adding that preliminary testing of the line has showed positive results. Meanwhile, Shirodkar said the work on the covering Madel ward of the Margao Municipal Council to the Margao sewerage line is almost complete. This, he said, will solve the problem of overflowing soakpits in the low-lying Madel ward.

Panchayat Minister, Manohar Azgaonkar has objected dumping of mining rejects on the highway sides at Porascadem in Pernem Taluka. Holding one guilty under the Explosive Substance Act, the City Fast Track Court on Tuesday sentenced a man from Hubli with rigorous imprisonment for four years and imposed fine of Rs 10000 and in default to under go further imprisonment for six months. However, Additional Session Judge – I, Panjim discharged the accused Sikandar Axamani of Alawar, Hubli of the charge under section 286 of the Indian Penal Code for lack of evidence. Two charges were levelled against him – one under Explosive Act and the other under IPC. He was held guilty under Section 5 of Explosives Act. The Court pointed out that there was no evidence on record
to show rashness or negligence on the part of the accused especially when evidence has come on record that the explosion took place after the Devamma, the land lady prepared the tea. As per the case of the prosecution, the accused who resided at Naga Manzil in Ponda negligently handled explosives in the rented room of one Devamma Bidar, while preparing the hard powder to kill wild animals. However, explosives exploded due to heat at lighted stove and the accused also sustained burn injuries endangering his life and the life of Ms Devamma as well. A 14-year-old boy from MPT Colony was feared drowned off Japanese Garden beach at Headland Sada, Mormugao, while another boy was rescued from drowning on Tuesday at about 5 pm. The incident occurred when Alex Paul ventured into the rough sea along with his friend Rangil Morajkar and began to swim in shallow waters, but strong currents pulled Paul and
Morajkar. However, both boys began to shout for help and two of their friends who were playing on the beach noticed them in distress. One friend rushed to their help and pulled out Morajkar, while Paul was dragged in the sea due to heavy underwater currents. The fire brigade and Mormugao police personnel rushed to the site, but remained mere spectators, as they could not carry out the search operation

However, nearly after one hour, lifeguards and two jet-skis went into the sea to carry out search operation. “We got information about the incident from one of the friends of our staff since lifeguards are not posted on the beach,” said Mahipal Singh, Drishti official posted at Baina beach. The Drishti official summoned two jet-skis and a lifeguard to conduct search operation till the sunset, but could not retrieve the drowned boy. Singh further said the sea is not conducive for swimming due to heavy underwater currents. Family members of Paul were anxiously watching the search operation with the hope that he would be located in the sea. Paul’s inconsolable elder brother tried to rush into the sea to search his brother, but was prevented by a police team. The beach is not under the purview of beach management company Drishti Special Response Service and there was no lifeguard posted at the small stretch of the beach, located in the residential area of Mormugao Port Trust. The Japanese Garden beach is often considered as an unsafe beach for swimming because of its rocky topography and it has strong currents, which is unsafe for swimming.

Hospicio’s morgue is back in the news again, for the wrong reasons. Despite Chief Minister Digambar Kamat assertion that no dead body should remain in the morgue beyond eight days in a bid to create space fell flat last night after a dead body had to be ferried to Goa Medical College, only to be brought back to Margao for want of space at the Bambolim mortuary. Instructions by the authorities not to store dead bodies beyond the capacity also affected storage of additional bodies in the Hospicio morgue. However, since the situation threatened to go out of control, the hospital management permitted three additional bodies in the morgue beyond the 18-unit capacity. The incident occurred Monday night when the Margao police knocked the doors of the Hospicio to preserve a body, only to be told of lack of space in the 18-unit capacity morgue. Left with no option, the menin-uniform headed towards the
GMC morgue at Bambolim, where the police had to face the ire of the hospital authorities for bringing dead bodies from South to the morgue. That’s not all. The police were informed that the GMC morgue was full to the brim, leaving the men in khaki with no option than to return back with the body to Margao.
n The incident occurred Monday night when the Margao police knocked the doors of the Hospicio to preserve a body, only to be told of lack of space in the 18unit capacity morgue. Given the situation, the Hospicio authorities were literally forced to withdraw the in-
structions not to store bodies beyond the sanctioned capacity. If a senior Hospicio doctor is to be believed, the Hospicio mortuary played host to 18-plus three bodies this evening to meet the emergency. This evening, Hospicio authorities asked the Vasco police to clear a body and later sent SOS to the Verna police to dispose off another body with the help of the Margao Municipal Council. Presently, bodies of three foreigners, including a Nepali are preserved at Hospicio mortuary, while the remaining bodies are mostly unclaimed bodies. Last week, the Chief Minister – during his weekly visit to Hospicio in a bid to improve the situation – had directed the police and Margao Municipal Council to dispose off dead bodies stored in the mortuary within eight days. Police and hospital authorities, however, agree that it is not always technically feasible to dispose off the bodies within eight days, more so in medicolegal cases.

Road mishaps in the State claimed the ninth life within two days, when two more persons died in separate accidents at Advalpal-Bicholim and Kondalwado-Pernem on Tuesday. MAYEM CORRESPONDENT ADDS: A 12-year-old boy from Advalpal-Bicholim was crushed to death under the wheels of a tempo near Primary Health Centre at Advalpal on Tuesday at about 9.30 am. According to Bicholim police, the accident occurred when Prathamesh Prakash Gaonkar, who had gone to a shop to purchase bread, was returning home. Gaonkar accidentally came under the rear wheels of the tempo (GA-03-T-6273). He was rushed to Asilo Hospital at Mapusa, where he breathed his last. Police have sent the body to GMC Hospital at Bambolim and will be handed over to his relatives after conducting the in-

When contacted, special Public prosecutor, S B Faria, representing NIA in the court, said the NIA is still continuing in its investigations and will soon unravel the larger conspiracy to the court. “ The court has granted the NIA request to conduct further probe in the case. PERNEM CORRESPONDENT ADDS: A 46-year-old pillion rider from Ugvem-Pernem died while the rider escaped with minor injuries when a car and a motorcycle collided with each other at Kondalwao-Pernem on Tuesday afternoon. According to reports, Narayan Mahale was riding the motorcycle (GA-03-B-2675) along with Suresh V Teli as the pillion rider towards Pernem, when they were hit from the rear by a Maruti car. Teli sustained grievous injuries in the mishap and was rushed to the Tuem Primary Health Centre, where he was declared dead on admission. Mahale escaped with minor injuries. Both persons, who were employed at a bakery in Ugvem, were proceeding to supply bread to hotels in Pernem when
the mishap took place. Pernem police is investigating the case. It may be recalled that seven persons, including four members of a family from RatnagiriMaharashtra, died while two persons were injured in four separate road mishaps at Ugvem-Pernem, Bhatwadi-Korgao, Matve-Dabolim and at Bordem-Bicholim on Monday.
Man found dead in house at Rassaim HERALD REPORTER MARGAO, MAY 25
A 40-year-old man was found dead in his house at Rassaim on Tuesday. Maina Curtorim police has said that deceased Filipe Domingo was found inside his house. The body was slightly decomposed with the PI saying that the deceased might have died inside the house since the last two days. The police are investigating.

After the sentencing, Rathore looked grim and his smirk missing but put up a brave face telling reporters, “I will keep smiling”. The CBI personnel took him out of the court premises at about 3.20 pm and headed for the Burail jail in a white Tavera vehicle. He entered the jail through its massive iron gate at about 3.35 pm and in all likelihood will spend the night there. His wife Abha was not present when Rathore entered the jail as she stayed behind in the District Courts. Welcoming the verdict, Ruchika’s father S C Girhotra said, “We are satisfied (with the Court’s verdict) as justice has been delivered.” However, Girhotra said the battle against Rathore would continue till abetment to suicide charge against him is proved. “We will continue to fight till he is charged under section 306 of IPC,” he said. The former top cop was sentenced to six months’ rigorous imprisonment on December 21 last year by CBI Judge J S Sidhu for molesting Ruchika in Panchkula on August 12, 1990. Three years after the incident, Ruchika committed suicide by consuming poison. The quantum of sentence had sparked an outrage in the country. Rathore had sought setting aside the trial court verdict against him while Ruchika’s family and the CBI had pleaded for enhancement of punishment to the maximum of two years provided in the law. The court directed the jail superintendent to provide proper medical care to Rathore, if required, following an application by his lawyer-wife Abha that he was a heart patient and required care. The court allowed Rathore’s plea for getting himself examined at the cardiac care department of the Post Graduate Institute of Medical Education & Research (PGIMER). The court witnessed some drama after the judge pronounced his verdict. Rathore sought the copy of the order through a petition filed by his wife.

After petitioning the High Court of Bombay at Goa in the ration card fiasco wherein names of two UK nationals appeared on a ration card belonging to a Nerul resident, the Pilerne Citizens Forum on Tuesday maintained it had discovered through the Right to Information Act the issuance of 92 illegal ration cards in Pilerne-Marra. Addressing a press conference on Tuesday, Coordinator PCF Prakash Bandodkar alleged there was a big racket from the talathi to minister level for issuing such illegal ration cards and the forum had vowed to expose this. Bandodkar said no guidelines were followed by the talathi of Pilerne-Marra and the Mamlatdar of Bardez while issuing the 92 ration cards. “To investigate this we made a RTI application dated March 16, 2010 to the Mamlatdar of Bardez. The mamlatdar was able to show he had collected supporting documents for only seven out of the 92 applicants,� he observed. He further held that while scrutinising the supporting documents for issuing the
ration cards interesting facts have emerged. The talathi Ramdas Tukaram Salgaonkar had issued a ration card to one Nitin Mistry residing in Plot No 19 of the Pilerne Industrial Estate, he stated. Bandodkar said the industrial estate cannot be a place of residence for any authority to issue a ration card. Shockingly, the talathi and the mamlatdar have accepted factory by-laws in issuing Mistry the ration card thus bypassing the laiddown Government procedures and guidelines, he asserted. He said another shocking thing that came to light was the name of one Jabar Singh Rajpurohit’s had appeared as resident of House No 105 wherein the actual owner of the abode is Vassudev Naroji from Moicavado, Pilerne. Naroji was present at today’s press conference. Bandodkar said in the declaration form of Rajpurohit the address is mentioned as House No 105, Moicavado, Pilerne, but as per the electoral role (Saligao, Part No 17) the actual resident of the house was Vassudev Naroji. “How was this overlooked by the talathi?� he questioned.

Ration cards are being issued on false documents because the so-called ‘mantris’ (politicians) were interested in vote-bank politics and there was nothing as such as people-centric politics, he chided. Going a step further Bandodkar said they smelled a rat and didn’t rule out the involvement of Civil Supplies Minister in this ration card racket. We demand action against the talathi, mamlatdar and those concerned and if the minister doesn’t act we will make him a party to our petition to the HC if no action comes forth in this matter, he warned. He said the people were fed-up as there was no governance anywhere. Politicians are more interested in vote-bank politics. The CM had recently told a women delegation he wasn’t dependent on their votes. We will not desist from making him also a party to our petition because as head of the State he was responsible for this mess, he stated.

The Goa police on Tuesday appealed to representatives of places of worship to maintain strict vigil to foil attempts by vandals desecrating religious places and to take all possible precautionary measures in this respect. At a meeting convened by the district Superintendent of Police, South Allan De Sa with representatives of religious places from Margao police divisions, the district police chief urged the representatives of religious place to install CCTVs and sirens if possible around the places of worship.
After many of the representatives of the Temples, Churches and Masjids expressed reservations on installing the expensive CCTVs, SP De Sa said those who can afford should go for these equipments as a precautionary measure. De Sa, however, told the representatives to maintain vigil around the places of worship by deploying security guards, saying it’s practically impossible to deploy policemen at each and every place of worship in the district. The SP, South sought cooperation from the committees of the places of worship and sug-
gested close coordination between the men-in-uniform and the representatives to keep the miscreants at bay. This is the second such meeting convened by the South Goa district police chief, the first one held in Vasco on Monday. “This exercise is being carried out to alert the people on the evil designs by miscreants to vandalise and desecrate places of worship to foment social tensions�, he said, adding that the police would work in close cooperation and coordination with the representatives of the places of worship belonging to different religions.

The South Goa Sessions Court on Tuesday has held guilty a resident of Varca for raping a maid. The II Additional Sessions Court also held guilty a woman Dumiana for abetment of the rape on the maid. The incident had occurred in June last year when the girl from Sao Jose de Areal was employed with the accused Mathew Gomes at his residence at Varca. Then Colva PI Edwin Colaco, who had investigated the case, had charged the accused for raping the maid for two days. PI Colaco had further charged Dumiana for abetting the rape of the maid servant. The prosecution has examined eight witnesses in support of its case. The court will now hear the two accused persons on the point of sentence on Wednesday.

Sighting of a tiger at Cavre in Quepem taluka a fortnight back has reinforced the contention that the wildcat does exist in Goa’s forest. Locals confirmed that they have informed the State forest department, a fortnight ago, about sighting of tiger in the cashew plantation. The plantation is leased to Goa Forest Development Corporation (GFDC) by the forest department. “While we were busy brewing fenny we saw a tiger just few metres away. We had to climb up on the tree to hide and came down only after the animal went,� a local said. Forest department was immediately informed about the sighting in this area, which has a history of tiger kills. Subsequently after the sighting, the locals also found indirect evidence of a tiger here when a bison’s mutilated body was found in the forest of Cavre.

A 22-year-old Kashmiri man was found dead in a suspicious manner near a restaurant at PatnemColomb beach. According to Canacona police, an identity card was found on his person, which led to immediate identification of the body. Canacona police further informed that a half-filled liquor bottle and another bottle containing poison as well as a key of one hotel in Colva were found near the body. Police has sent the body to Hospicio in Margao for postmortem and preservation. Selaulim dam beautification plan is wading through utter financial crisis forcing the Goa Forest Development Corporation (GFDC) to bank on mining companies to meet few requirements. While first phase of this beautification is nearing end, Vedanta Resources Company, Sesa Goa on Monday funded Children’s Play Area near the dam. GFDC Managing Director Richard D’Souza said that other companies like Salgaoncar has sponsored Cascading Waterfall and Dempo will be funding Cactus and Rock garden project, which is an integral part of prestigious project on ‘Development of Botonical Garden cum EcoRecreational Park’ at dam site. D’Souza said that of the total Rs 10 crore, which is estimated budget of the entire project, the mining firm would share just around Rs 30 lakh while rest of the expenditure needs to come
from state government. The project conceived during Manohar Parrikar regime had got initial Rs 2.7 crore and last year Digambar Kamat government fuelled this project by another Rs 1 crore. “The project which started way back in 2003 was supposed to get completed within three years. However, the financial resource at hand, Rs 3.7 crore is insufficient to meet the expenditure of such an ambitious and massive project,� D’Souza lamented. Now, visualising the financial capacity of the corporation to complete the project, the department has approach and appeal to the corporate sector for financial assistance by way of sponsorship. The entire project will be taken up under three phasesparks with lawns with ornamental plants (7.9 ha), botanical garden (6.3 ha) and types of fountains and entertainment facilities (6.4 ha).

After a long gap, a three-yearold child from Salcete taluka, who had travelled to Pune and Mumbai with his family recently, tested positive for H1N1 influenza. However, according to the status report sent by the Department of Information the child, who was admitted at the TB Hospital in Margao, has fully
recovered. The family members and contacts were administered prophylactic treatment, the report mentioned. So far, from June 2009 the 55 H1N1 influenza cases have been confirmed. In the current year (2010) till date a total of 24 samples of suspected cases were referred for testing and three turned out positive. The three cases were confirmed in January, March and May.
Though, the first phase of this project is almost under completion, MD feels that due to limitation of funds, much could not be achieved to complete the phase. The first phase includes – lawns with flowering shrubs, development of nursery, Japanese garden, rock and rose garden, interactive fountains, children’s play area, palm groves and various other features. The second phase consists of a botanical garden, which will exhibit as an exclusive platform for study of biodiversity of all species and plants found in Western Ghat and Goa. Interestingly, the third phase will be developed on Public Private Partnership (PPP) mode, as the expenditure is very high.
“The third phase will include setting up of fountains, musical fountain, under ground cabling and piped music, water screens, etc. These are very expensive items and hence we have decided to execute them under PPP mode,� D’Souza said. Earlier, D’Souza said that the basic idea of this project is to diversify the tourist’s activities to the hinterland areas. “At present on an average 300-400 tourists visit this dam everyday but we want more number of tourists here,� he said. The project aims at providing employment to the local people and improving their socio economic status, along with the generation of revenue to the state government.

Shantadurga secures 91% results MARCEL(HC): Shri Shantadurga Higher Secondary School, Bicholim, secured 91 per cent result in the recently held HSSC examination. As many as 24 out of 30 students excelled in Arts stream which included two distinctions, six first class and 16 second class, while 96 out of 114 students excelled in Commerce stream (two distinctions, 18 first class, 69 second class and seven pass class). In Science stream, 95 out of 97 students excelled (29 distinctions, 43 first class and 23 second class). Dr R G Wiseman Pinto, Professor and Head Department of Pathology, Professor Incharge Medical Education Cell, and Past President Indian Academy of Cytologists has been appointed on the International Membership Committee of the International Academy of Cytology. Dr Pinto represented India at the International Academy of Cytology meeting and International Cytology Conference at Edingburgh, UK, held recently. He also chaired the scientific session and delivered a lecture on ‘fine needle biopsies of the neck.’ Dr Pinto also represented India at EFCS (European Federation of Cytology Societies) meeting in Edinburgh and the EFCS has given affiliation to the Indian Academy of Cytologists.

Bicholim MLA Rajesh Patnekar undertook the work of giving height to the existing bridge by about 1.5 mtrs at a cost of Rs 50 lakh. The old bridge was demolished and the traffic was diverted by making temporary road constructed out of mud. The work was going on for the last six months. Now since the work is completed and the bridge is opened for traffic, the traffic problem would be solved. The market complex, which was a long-pending demand of the residents of Divar, has been built at an estimated cost of about Rs 8 lakh, of which Rs 5 lakh has been sanctioned by the Fisheries Department, while the balance amount was funded from the village panchayat treasury. Retired Seafarers from the state called on South Goa MP Francisco Sardinha and submitted their long-pending demand for an enhancement of the ex-gratia relief. Led by Goan Retired Seafarers Welfare Association president Ifrona Dias, the delegation briefed the MP about the pitiable conditions of retired seafarers and widows of seamen. They pointed out that retired seafarers and the widows are presently receiving a meagre exgratia relief of Rs 200 per month from the National Union of Seafarers of India (NUSI). The delegation contended that NUSI Abdul Ghani Serang had assured the seafarers and their families during his visit to Goa in 2007 that the Union would consider an enhancement of the relief, but in vain. Collem police on Tuesday arrested a man from Shigao-Collem on charges of blocking traffic near Mahadeo Temple, Shigao. According to Collem PI Manoj Mardolkar, one Deepak Rama Velip blocked the transport along Sanvordem-Shigao road by keeping his motorcycle in the middle of the road. Head Constable Subash Nagvekar and Constable Hassan Patel rushed to the site and arrested Velip under Section 341 IPC and 504. The accused was later released on bail.

What about Gross National Happiness?
A
nybody who has gone shopping lately cannot but have noticed that most necessities cost more. Foodgrains, pulses, vegetables, fruits, milk, eggs, fish and meat are all expensive. However, the earnings of most ordinary people – with the exception of government servants drawing lavish Sixth Pay Commission salaries and those in new age industries and services – haven’t really kept pace. Though the official rate of inflation was 9.58 per cent in April, food prices have been climbing up at nearly16.50 per cent annually for around three years now. This could not have escaped the attention of our economist Prime Minister Dr Manmohan Singh, who admitted during his recent press conference on the occasion of the first anniversary of the Congress-led United Progressive Alliance’s second term in office that price rise was a big “concern”. Citing the usual excuses of drought and floods, the PM assured the media that his government would do everything possible to bring down inflation “by December”. But that was precisely what Dr Singh said a year ago, when his government took office! One December has come and gone, but inflation is still here; a singularly uninspiring performance. What will the coming December bring? The prognosis for what the media has dubbed ‘UPA-II’ is likely to be very poor indeed, unless there is a rapid mid-term course correction. The UPA government seems to believe that achieving double-digit growth rates in the country’s Gross Domestic Product will solve all problems. But growth cannot be an end in itself. As the UPA’s manifesto itself suggests, it has to be ‘inclusive’ to have any real meaning. Otherwise, the rich get richer while the poor get poorer. It is the great GDP gold rush that has resulted in the government giving a carte blanche to big companies to evict poor farmers and tribals in their thousands from their land and grab their only source of livelihood. Recent protests in Orissa’s Jagatsinghpur district, where South Korean company Posco wants to set up a giant steel plant, are symptoms of the UPA’s growth-at-any-cost policy. We see it in Goa too, where mining companies are allowed to get away with practically anything. That is why the tribal areas of Jharkhand, Orissa and Chhattisgarh are Maoist strongholds. And, any further increases in inequality will mean more fodder for the Maoists. But the UPA seems oblivious to the obvious. The PM says the Maoists are the country’s greatest internal threat and Home Minister P Chidambaram – who has been a lawyer for some of the mining companies that want to carve a slice out of India’s tribal heartland –suggested using air power against them. But people’s problems cannot be solved by mere application of force. The Indian Army has been in Nagaland for 60 years. Yet, it has still not managed to defeat the Naga insurgency. Shouldn’t that tell us something? Thankfully, not all voices in the ruling dispensation are singing the same GDP tune. UPA Chairperson Sonia Gandhi wrote in the Congress party publication ‘Sandesh’: “The rise of Naxalism is a reflection of the need for our development initiatives to reach the grass roots, especially in our most backward tribal districts.” Inclusive growth should benefit all Indians, not just the middle class and the rich. For growth and development to be inclusive, it must be equitable. It must respect the people’s needs and seek the greater good. Most of all, it must protect the interests of the poorest of the poor. This does not mean going back to the bad old days of socialism and the command economy. Rather, it means spreading a safety net that does not allow any section to slip through. Maybe the UPA should take a look at the doctrine of Gross National Happiness (GNH), propounded by Bhutan’s former king Jigme Singye Wangchuk, which is based on Buddhist cultural values. It comprises sustainable development, cultural values, environmental concerns and good governance with transparency. What use is development that creates misery for the many and contentment for a few?
Not a priority Stephen Dias, Dona Paula The government plans to start the ro-ro ferry service across Zuari river by June 2011. The reason is that the existing Zuari Bridge will not be able to take up the load of heavy traffic vehicles and also the distance will be reduced by at least 20 to 30 kms thus saving time and fuel. Also this ro-ro ferry service may help in decongesting the heavy traffic on the Cortalim-Ponda road providing some relief to the Borim bridge, but the congestion of vehicular traffic will be therefore shifted on the Panjim–Agasaim narrow road. To me, it appears that it is not at all a priority when the National Highways Authority of India is already planning for an expansion for four-lane roads along with the new Zuari bridge to be designed to carry this kind of heavy load. Chances would have looked bright if our politicians weren’t so smart at using others, writes FREDERICK NORONHA
uddenly, the politics of protest has changed quite drastically in Goa. Ten to 15 years ago, villagers not wanting the Konkan Railway to pass through their backyard were termed “communal”. If the Church took a stand against the impact of mass tourism on Goa, it was seen as deeply suspect. Even campaigns over companies like Metastrips were not taken at face-value. Today there is a different dynamic in place. The Opposition will welcome you with open hands, and smilingly. See the manner in which a Parrikar plays to the galleries and village groups, though who can forget the quality of pro-people (or should we say, the absence of it) decisionmaking in his own administration? Protestors in today’s Goa are caught between the ruling party, the mainstream Opposition, and chances of getting a whole lot of lip service for their causes but few solutions. So are they going to be used as a political football, made use of to garner votes, and then gloriously dumped? Or, on the other hand, will they simply manage to squeeze out some space between competing political interests, and create some breathing space for themselves? Chances would have looked bright if our political class was not so smart at making use of others, instead of trying to deliver the goods, to throwing up solutions that their voters expect them to do. The problem with their approach is that they are very good at reading people’s sentiments, and equally good at doing nothing about them. *** For some time now, there are signs to suggest that politicians realize that land alienation means a whole lot to Goa. Large number of Goans have been away from home for long, due to migration. In the 1960s, many got battered by questionable homestead and agricultural tenancy laws, which targeted the middle-class and Communidade structures, while failing to yet bring in land-ceiling laws. Someone could claim tenancy to a whole hill, while a small home rented out trustingly and for a pittance, could well be lost forever. Fear also holds the key. It’s easy to get someone’s attention by selling a “you are under threat” perspective, rather than take up more serious, if slow-moving concerns. So, today more than ever, talk of a “Russian mafia” will cause alarm (we just might find out one day that one gang might be behind the ‘exposures’ of drug peddlers of another gang, through
Devil’s Advocate the You Tube campaigns). “Warnings” to “property owners” in Goa can still stoke up fears, more so if you’re far away from home. One Goan resident in Mumbai wrote to me recently: “Attaching an article that frightens me, really frightens me. Would I be right in thinking that my children and grandchildren in a few years will be considered foreigners in Goa? Is there nothing that can be done by the people of Goa and the government in power to prevent what I see? Namely in a few years we will have a chief minister and a Cabinet that consists of Russians, Israelis, Germans and Brits and of course ... [the owners of plush places]?” It’s both politicians and sections of the media, who are gaining votes or audiences by circulating such a message. Newspapers are taking stands not just on the proximity to the politicians of the day, but also linked to their circulation interests. The bitterness of the battle is obvious from the manner in which campaigners who are seen as politically “inconvenient” – probably they won’t play the game certain politicians want them to – are targeted and discredited. Earlier, GBA’s Dr Oscar Rebello was the target, and more recently it was people like architect Dean D’Cruz. ***

was in Mumbai recently for some official work…. I had to stay there for a fortnight The place is not definitely new to me. The need to complete my post-graduate studies, about 7 years back compelled me to bid a tearful goodbye to my dear ones at home and explore the metropolitan city of Mumbai. No regrets. Those years taught me a lot-travelling, shopping, banking, fending for myself in a new land. This time, I looked forward to the visit. I had some adventurous experiences that I will always remember. Armed with my ticket, I boarded the ‘Konkan Kanya’ train bound for CST Mumbai (formerly VT). The journey was like most journeys… I had ‘me and my thoughts’ for company. Ample time to reflect and ponder on different aspects of life. And compensate for the months that I wasn’t able to engage in such introspection. Time stood still or so I thought for the whole journey…finally, I gladly got off at the last station (CST). My happiness lasted for a short five minutes- that is what my destiny had outlined for me. The local trains were on strike. A situation common to Mumbaikars,

Political chaos Jerry Fernandes, Saligao The National Investigating Agency (NIA) has finally filed charges against 11 activists of the Sanathan Saunstha in the Sessions Court for the Diwali eve blast, but unfortunately, has not named the Saunstha as a conspirator. This clearly goes to show that this whole matter has not been investigated thoroughly, but has been played to fool the public under some strong political pressure. Chief Minister Digambar Kamat, a hardcore RSS supporter, as usual is seen protecting the Sanathan Saunstha by saying that he still has to study the case and do a thorough investigation before thinking of imposing any ban on them. Well, how long will he keep investigating and what more proof does he want against this communal organization? Does he want this organization to plant some more bombs in Margao and in other parts and to disrupt the communal harmony of Goa in future? When our own elected representatives, bureaucrats, army men, police force, etc, are practically seen killing and murdering law in broad daylight, how can one expect the the law to take its own course Yes, our country is definitely heading for anarchy and political chaos cause we, the people of India, have allowed our custodians to murder the law of our nation.
Big farce B.V.S.Priolkar, Margao Each year we see the politicians taking pledge under a statue of a departed leader. This show of patriotism begins with assembling of bureaucrats with staff, political leaders of a particular party whose statue is erected onlookers and of course the CM. All those present then repeat the pledge read out by CM. The event is covered by the media Till next year everything is forgotten.
The politicians are not necessarily gaining votes. But they’re smart enough to realise that if they can’t manage gaining votes, at least they can prevent the ballots from going to rivals. Politicians like Digubab are occasionally smart enough to realise that they can’t ignore their voter ad infinitum, without someone else cashing in on their alienated supporters. But they’d like to achieve something without taking any hard stance. Things become a little easier for the political class though, because the alienated Catholic has politically painted himself a trap by restricting his support largely to the Congress. If he goes ahead and votes for some smaller party in Salcete, based on anti-Congressism or caste, there’s no guarantee that the handful of legislators thus elected would not end up supporting the Congress itself. Or, worse still, support every party in power, jump across parties at the right time, benefit the most personally, and do hardly anything for the voter. This is not just restricted to Salcete; the example of Mapusa MLA Francis D’Souza, who spanned the Willie factions, Congress and is now a long-time BJP resident, is a case in point. Complicating matters is the fact that Digu’s style of pleasing all while achieving little is hardly
helpful. Agitators protesting over various issues could do well to work more with their heads, rather than with their hearts (or feet and palms) by keeping track of the promises made, and how these are working out in real life. Someone could write an entire book about promises made by politicians, issues taken up by people in Goa, and how little or nothing was delivered on these. The Opposition has been successful in stoking up protests for its own purpose, garnering headlines and generally creating a stink. That they hardly care over any long-term solution to such issues — whether it is Romi Konkani, the water crisis, affordable English-medium education at the primary level, or the irresponsiveness towards issues which really affect the people — hardly matters. They know that if they stoke up enough anger, they could just alienate a sufficient number of Congress supporters to win those few seats that have been eluding them ever since the 1994 elections. This is hardly a new trend, except that with the BJP it’s far more organised. In a section of the media, headlines will continually focus on the misdeeds of the party in power, same conditions apply as above. In the late 1970s, the arrogance of the government of the day (the Shashikala-led MGP government) combined well with fatigue over having a single party in power for so long. This was then shrewdly built in to the protests the followed, the Ramponkar and students’ campaigns among others ). Finally, all this lead to a change of regime at the turn of the decade, i.e. in 1980. It is time politicians like Digubab saw the issue for what it is. This is not just a small group of people protesting, but an emotive issue which means a lot to many. People have a right to define the kind of lifestyles they want to lead, and the kind of development paradigms they choose to follow. Playing on divisions within Goan society to push through just about anything controversial is a dubious policy at best, and one which could lead to political advantage for those waiting to get back into power. While so many ruling ministers and politicians have their own stakes in pushing through contentious, cash-rich initiatives — the open support for mega-housing projects in small villages is another case in point — it’s time for the Congress too to realise its own long term interests. Alienating voters beyond a point is indeed going to fall costly.
but I have never encountered such a situation before. After making inquiries, I suddenly heard an announcement of a local train on the Central Railway line, that I could board a train. I hurriedly bought a ticket and rushed to the platform to catch it. Phew! I thought to myself, ‘What a lucky escape.’ Well, in Mumbai, if you need to get to a place, you need to know the buses and of course, the bus numbers. All the BEST buses can be identified by the numbers. And don’t try out Columbus’ stunts of exploration unless you are a braveheart or have company, or enjoy the thrill of getting lost. Well, I assumed that I knew the place pretty well. This assumption proved to be wrong when I realized that I had crossed my destination and reached one stop ahead. I got off the bus coolly when I read one of the signboards on the shops outside. I should have panicked , but I guess I don’t have any panic genes in me which is quite unfortunate. I stopped a rickshaw and told the driver the name of the place I wanted to go to. At his nod of assent I , quickly jumped into the rickshaw and we rode on, until I realized that it was quite some time that I was in the rickshaw. I felt fear creeping in my heart and I said a

This has reference to the two visits of Chief Minister, Digambar Kamat, to Hospicio hospital within a week. I am happy that the CM is taking keen interest of the said hospital since it is in complete mess, although Health Minister Vishwajit Rane is trying his level best to improve the conditions of the said hospital. Hospicio Hospital at Margao perhaps does not have good officers, doctors and disciplined staff to work with dedication like Goa Medical College, Bambolim. GMC has a good dean in V N Jindal, department heads like Dr. Dubhashi, Dr. C P Das, Dr Wiseman Pinto, Dr. Edwin Gomes and other doctors. In the administrative and accounts side, Mr Teles, joint director is doing yeoman service so also Dr. Ian Pereira and Dr. Pradeep Naik. Our chief minister would do well if he gives additional charge to the above officers of Hospicio Hospital for some time till the situation improves there. Kamat would do well if he appoints Girish Chodankar, former president of Youth Congress as the administrator of Hospicio Hospital. We require honest persons like Chodankar at the helm of affairs. Hospicio Hospital requires an efficient disciplinarian and dynamic personality like Girish, then only can this hospital improve.
Police station Efigenio Dias, Colva The Colva police station is at present functioning in an old house which is very congested, but in a nice locality. Colva police station requires a new premise or complex to accommodate staff and police personnel and open space for parking vehicles, etc.. It is a very sensitive station in Salcete, because of tourism along the coastal belt. The government of Goa must come forward without any further delay to pick a centrally located new premise for the police station with all modern facilities to accommodate more police personnel to deal with day to day increasing number of criminal
silent prayer. I felt happy. You might think it was the effect of the prayer. Maybe. should be. I think it’s because realization hit me hard that I had some panic genes in me. And, ah! We had reached the place. What a relief! Ah! How could I forget travelling by the local trains? Have you heard the term ‘sandwiched?’ Well, I think that’s not the right word. If you have to travel by one of those local trains, you better be fast, or be ready to be tossed, squashed, pushed or pulled out from the train. Fortunately, I think I was fast enough but not this one young lass who was lugging a big bag. She missed her station, and she was caught up in a big crowd at the train door. With a few sympathetic passengers who threw sharp instructions at the people near the door, the lass was finally given a push so she could get off at the next station. Whoah! Well, the city is a great place for many. It’s a fantastic educational centre and employment hub. Name it and you get it. Shopaholics can pamper their whims and fancies. Mumbai with its fast paced lifestyle has enthralled many. The days flew by, and it was time for me to return home.

Polluted spots Pravin Sardessai, Adpai It is a common practice among the municipal workers in Ponda to set ablaze plastic garbage and other waste material at various prime locations. Such a practice ultimately leads to pollution and disturbs the environmental conditions to a great extent. Pedestrians passing through such spots face great inconvenience. Certainly, we cannot afford to live amidst a polluted atmosphere. It is necessary that the population of Ponda comes to the streets and raises a voice in this regard at the earliest. A congenial and pollution-free environment has become the real need of present times and citizens need to achieve it in their day today life.

Can you tell the people of Goa what is the percentage of Goans already employed in private security agencies in Goa? How many Goans are already employed as security personnel at mega housing complexes in Goa's villages? How many security personnel will Rahejas require? What will be the salary Rahejas would offer? What about E.S.I and other labour benefits? Supposing mega projects also create jobs for the locals. Have you asked the villagers of Carmona whether they will be ready to take up these jobs? Please stop taking Goans for a ride. Your claims are nothing but 'tarvotteachim bhondolam'.
Male chauvinism Pachu Menon, Margao One has to admit that Chief Minister.Digambar Kamat is very eloquent in his speeches, and his sermons almost always revolve around his concern for commoners. For instance, addressing a recent women’s convention in the city, he highlighted the role of women in social transformation. At the seminar on issues related to the weaker sex, the CM stressed on efforts to empower illiterate women He was waxing lyrical on the qualities of the fairer-sex who were the very epitome of strength. But the very next moment he had the gall to say that women should stay away from politics and ‘not fall for’ the proposed quota for them in parliament and State assemblies. Now what else could be a typical example of male chauvinism! Mr Kamat seems to be of the opinion that politics in India is a male-centered sphere of activity and as such women have no tangible purpose in getting involved in the running of the State or country. If the womenfolk are to play an important role in transforming the society, could that be done by sitting at home and tending babies? If politics makes people ‘mad’ does it imply that all those women holding responsible positions in the government by virtue of being elected, or nominated to party positions are crazy? He will also be hard-pressed to justify his idiosyncratic stance that if women start pursuing politics, it will have a negative impact on society.
Paths of Wisdom Searching for Goa By Rabindranath Tagore I have been seeking and searching God for as long as I can remember. Once in a while, I have seen him by the side of a faraway star, and I have rejoiced and danced that the distance, although great, is not impossible to reach. And I have travelled and reached to the star; but by the time I reached the star, God has moved to another star. And it has been going on for centuries. The challenge is so great that I go on hoping against hope... I have to find him. The very search is so intriguing, mysterious, and enchanting, that God has become almost an excuse, the search has become itself the goal. And to my surprise, one day I reached a house in a faraway star with a small sign in front of it, saying, “This is the house of God.” I was overjoyed. I ran up the steps, that led to the door of the house. But as I was coming closer and closer to the door, I suddenly felt fear in my heart. As I was about to knock on the door, I was paralyzed with a fear that I had never known, never thought of, never dreamt of. The fear was: If this house is certainly the house of God, then what will I do after I have found him?” Now searching for God has become my very life; what am I to do with him? I had never thought of all these things before. I should have thought before I started the search. I took my shoes in my hands, and silently and very slowly stepped back, afraid that God may hear the noise and may open the door and say, “Where are you going? I am here, come in!” And as I reached the steps, I ran away as I have never run before; and since then I have been again searching for God.

Opinionated Arrest warrant Oh Goa, thy name against MP CS is so misused! By ColIn SAvIo Coelho
I want to bring something to light today. Something that has really bothered me. Kept me thinking: Do copyright laws really exist? Many will know that I am very confident that the Copyright Law can benefit a good number of people, especially music composers and writers like me. But letâ&#x20AC;&#x2122;s leave all that for another day. What surprises me is that the name of my homeland Goa has been misused and literally abused to the extent that makes me angry. Yet we can do nothing. Nobody can do anything. Goa as a name comes under the free zone, I guess. If you walk the streets of Mumbai. If you climb a railway footbridge in Mumbai. If you look at some of the staircases in offices, and edifices around Mumbai. You are guaranteed to see one thing for sure. You will see a tiny sachet with Goa written all over it. What is worse, everyone stamps over it while they go about their daily hustle-bustle. The first time I encountered this was very infuriatingly funny. I was standing alongside a panwalla at one of the stations in Mumbai. The experience was so 'devastating' I canâ&#x20AC;&#x2122;t remember the place, but I do remember the incident! I suddenly heard a man come behind me and say to the panwalla: "Ek Goa de na" Well, in Hindi it would mean "Give me one Goa". And another came by and said: "teen Goa de na". The panwalla had now sold "Three Goas". And it went on... In the 15 minutes that I was standing there the man had sold Goa at least ten times. Well, I am talking about Goa in a sachet, also very popularly known as 'Goa Gutka'. Being in love with Goa right from my birth, can you imagine what my feelings were at that point of time? Put yourself in my place, what would you feel? Many would feel indifferent, many would share my views, many would have no problems and would actually argue in favour of the sachet. Wherever you stand, it is your personal opinion. But this really bothered me on two counts: One; the 'Gutka king' was using the name of my homeland for his commercial gains. By using the name Goa, he was making a quick buck. Everybody is in love with Goa and would like to feel they are in Goa. Even by chewing on some disgusting Gutka named after Goa, they would experience the bliss they would feel while in 'Goa'! Talk about the imagination running wild and the 'Gutkha King' making money on someone's wild uncontrolled imagination run! Two: there was no way I could stop this blasphemy. This made me feel really frustrated and angry too. Can't the name of my beloved land be copyrighted? Well, this is a question I keep asking myself and I intend finding the answer to it very soon, hopefully that is. And then again I noticed another blatant misuse of Goa more recently. My family loves watching the TV serial CID. Though I find that most of the methods used there would put any policeman in trouble, as the serial openly portrays on the screen the slapping an 'accused' or barging into a house without any authority giving people the idea that it is legal . I don't really know if this can happen considering the strict human rights laws, et al. But what perturbs me is something altogether different. Somehow or the other the scriptwriter for the serial has a fixation on Goa. Almost every 'criminal' who wants to escape the wrath of the CID manage to find their way to Goa. Why is this, I often wonder. Is it to promote Goa as a tourist destination? Has this serial given an insight to many a criminal? I don't know if we found it surprising that two Naxalites from Orissa were recently arrested in Goa where they had come to 'lie low' we are told. What is most ironic though, as in the case of the Naxalites, all criminals trying to escape to Goa obviously to 'lie low' from the CID, in the TV serial, are always caught napping! Well, we also know of rave parties and drug orgies organized along the beach-fronts, especially in the North of Goa. I don't know how far this is true, but I am told that Goa is South Asia's hub for the drug trade. In this case it is not only misuse of the name, but also misuse of our land as well. But is anyone listening? At least not the people in power. "There are no drugs in Goa," they proclaim. These are issues I have always found disturbing. Maybe it would be a good idea to express it in a place like this. I have expressed all this because it really troubles me and I feel frustrated because I can't do much about it all alone. Can we get more minds that think alike to think? I am throwing the forum open...

The National Commission for Scheduled Caste (NCSC) has issued an arrest warrant against Madhya Pradesh Chief Secretary Avni Vaish after he allegedly failed to turn up before it following summons in connection with complaints of filling SC posts with general category. "We issued arrest warrant against Vaish yesterday in connection with some complaints lodged with us 10 months ago alleging that general category people have been promoted to fill up the posts reserved for Scheduled Caste (SC) persons unconstitutionally," NCSC member Mahendra Boddh told PTI. According to the warrant Vaish will have to appear before the Commission tomorrow. He has failed to appear before the Commission, on three counts, to put forth the state's view regarding the order of 2006
Narmada project to get Rs 7,000 cr funds for canals PTI AHMEDABAD, MAY 25
The Planning Commission of India has approved Central funding to the tune of Rs 7,000 crore for building canal network in the command area of Narmada project in Gujarat. Last week, the Commission approved the revised cost estimation of Sardar Sarovar Project after examining the details of the cost benefit of the ambitious project, which is described as the lifeline of Gujarat. "After examining the details submitted by us, the Planning Commission has approved the revised estimation, which will help us in accessing funds to the tune of Rs 7,000 crore for building canals across the state," a senior official of Sardar Sarovar Narmada Nigam Limited (SSNNL) said. Under the Accelerated Irrigation Benefit Programme (AIBP), a Central government scheme, funds will be provided to create irrigation facilities in drought prone areas in the country, he added. According to SSNNL officials, availability of funds from the Centre will help to expedite the canal works. So far, less than 30 per cent of canals have been built, while remaining have not started or are under construction. "Since funds will not be a problem now, we will be able to acquire the required lands for constructing canals in the command area," the official said, adding that around 41,000 hectare land will be required to complete the canal network, involving branch canals, minor canals, sub-minor canals and distributaries which will take the water to the fields from the main canal. The SSNNL will now acquire the required lands at market price from farmers, who were not willing to provide their lands earlier because of 'faulty acquisition' procedure, the official said.
4 killed, 30 injured in Rajkot mishap PTI RAJKOT, MAY 25
Three women and a 10-year old girl were killed and 30 others injured today when the matador carrying them collided with a truck in Surendranagar district, police said. The mishap occurred this morning in Harvad town when the Matador, carrying members of a marriage party on their way to Kadi-Kalol town, collided with a truck coming from the opposite direction, they said. Three women identified as Ila Gosai, Urmila Bharthi and Geeta Goswami, and a girl Viru Rajugiri were killed on the spot, while the injured were rushed to local hospital from where some of them were refereed to Rajkot Civil hospital for further treatment, police said.
Man held for raping girl for over a month PTI AHMEDABAD, MAY 25
One person was arrested for allegedly raping a 24-year-old girl after abducting and forcefully confining her in a flat in Juhapura area of the city for over one month, police said today. The incident came to light when the girl escaped from the flat two days ago on May 22 and filed a complaint with police following which ac-
cused Mohammad Asif Sayyed of Bapunagar area was arrested and produced in the court yesterday. Asif has been sent to police custody till May 26. According to the complaint, Asif had abducted and confined the girl in a rented flat in Juhapura area from April 8, where he allegedly raped her repeatedly over a month and captured the act in a video.
Ensuring dignity to last journey of unclaimed bodies PTI NAGPUR, MAY 25
City-based garment unit owner Prakash Mirkute doubles up as a 'funeral manager' when he collects unclaimed bodies from hospital mortuaries to give these deceased strangers a dignified farewell. Engaged in giving decent burials to abandoned and unclaimed bodies and performing their last rites, Mirkute started this work in 1987-88 when hundreds of people were washed away in a flood in Mowad in Katol taluka of the city, about 60 kms near here. Moved by the plight of those killed in floods, Mirkute ruhsed to Mowad and helped local authorities in cremating the dead. And since then, for the last 30 years, he has disposed of more than 1,000 bodies giving them proper cremation according to Hindu rituals. Mirkute, who is now in his mid 50s, got another chance to offer his services in Tsunami, when it hit the coastal districts of Tamil Nadu and Pondicherry

"A large number of people including tourists and locals were killed in Tsunami.I rushed to Pondy and camped there for 8 days and helped authorities in mass cremation of bodies," Mirkute, who runs NGO, 'Mukti Shradhanjali' told PTI. He has bought a hearse van to transport bodies and the police are constantly in touch with him to provide information on unclaimed bodies found on streets following which his team reaches the spot and takes the body to Government Medical College Hospital for postmortem, Mirkute said. Sometimes, if the body is already sent to hospital, Mirkute would collect the body from mortuary. "Most of the bodies are in bad shape, face beyond recognition, mutilated, sinking and fast decomposing," he said. Mirkute and his team receives the body, wraps it up in plastic cover and clothes and give it a decent burial with the help of police. A good number of them

A worldwide search launched last month to select an actor for Gautam Buddha's role in Ashutosh Gowariker's upcoming movie has received an overwhelming response with as many as 3,700 registrations and over 6,000 photos and videos on its website 'buddha-movie.com'. 'Buddha' which is currently in pre-production stage, is about the journey of prince Siddharth. The story focuses on the life of Prince Siddhartha and his journey to achieve enlightenment. Afghanistan has accused Pakistan's ISI of plotting suicide terror strikes on its soil including attacks on the Indian embassy and attack last week that killed six NATO soldiers, including four colonels. The charge was made by a spokesman for Afghan intelligence Saeed Ansari who announced the arrest of seven persons suspected of organising the attacks. "All the explosions and terrorist attacks by these people (terrorists) were plotted from the other side of the border and most of the explosives and materials used for the attacks were also brought from the other side to Afghanistan," Ansari was quoted as saying by 'The New York Times'. "Of course, when we say that those attacks were plotted from the other side of the bor-
der, the intelligence service of our neighbouring country has definitely had its role in equipping and training of this group (Taliban)," he said, referring to Pakistan's ISI. The seven suspected militants have links to Afghan Taliban leaders currently based in Pakistan and are responsible for a series of attacks in Kabul, including one on the Indian Embassy last year and on a guest house frequented by Indians. Ansari said, the suspects who had been arrested over the past one week received training in Pakistan and during the past year the group organised about eight bombings that together killed 37 people before their arrest. The Afghan intelligence spokesman said these terrorists were also responsible for an attack on a convoy of NATO and ISAF SUV's near the Afghan defence ministry in Kabul.

Law Minister Babar Awan, who was summoned by the apex court to explain the government's failure to fully implement a verdict striking down a controversial graft amnesty, told a five-judge bench that his ministry's records stated there was no case against Zardari in Switzerland and no legal proceedings were currently underway in that country. When the bench asked Awan about steps being taken by the government to bring back to Pakistan the 60 million dollars that were allegedly laundered by Zardari through Swiss bank accounts, the minister said reports in this regard were "exaggerated" and were not based on facts. Asked by the judges as to who controlled the accounts
containing millions of dollars that were frozen by Swiss authorities, Awan replied he had no information in this regard. Awan told the court he intended to travel abroad in the coming days and sought more time to present the government's viewpoint. He also asked the court to examine certain relevant documents. Following this, the bench adjourned the matter till June 10. The apex court had initiated a suo motu case over the government's failure to fully implement its verdict annulling the National Reconciliation Ordinance (NRO), a graft amnesty issued by ex-military ruler Pervez Musharraf in 2007 as part of a secret understanding with slain PPP chief Benazir Bhutto. Since it struck down the graft amnesty last year, the apex court has been pressing the government to take action against Zardari, one of the key beneficiaries of the NRO. The graft cases against Zardari in Switzerland and other countries were closed by Musharraf's regime under the NRO. However, the government
has maintained that it will not reopen the cases against the President as he enjoys immunity under the Constitution. Against the backdrop of speculation about a face-off between the ruling PPP and Supreme Court, Awan told the bench that the government does not desire any sort of confrontation with the judiciary. The government respects the law, judiciary and its verdicts, Awan said. He outlined nine steps taken by the government to implement the apex court's verdict striking down the NRO. An official proposal for action against former Attorney General Malik Qayyum has been sent to the Prime Minister and the prosecutor general of the National Accountability Bureau (NAB), Pakistan's anticorruption agency, has been removed in line with the court's order, he said. The number of prosecutors is being increased and the apex court's order to replace the Chairman of NAB will be implemented in "weeks, not months," Awan said.

Market regulator Sebi wants to end the practice of placing restrictive clauses by companies which strip their ADR/GDR investors of voting rights. The Sebi board meeting last week had deliberated on the need to remove obstacles to bringing the holders of global and American depository receipts (GDRs/ADRs) at par with domestic investors. If implemented, it will trigger the takeover regulations even when the holders of ADRs/GDRs exceed certain percentage of stake or when their votes are used by the management to cross the threshold. The move, which requires approvals from the finance ministry and the Reserve Bank, will ensure that managements do
not gain undue control over companies by taking away the voting rights of their ADR/GDR holders. "It is for consideration whether, as a matter of good governance, it is advisable to restrict issuers from including as "terms of issue", clauses that curtail the voting rights of the DR (depository receipts) holders and which empower the management to exercise voting rights on DRs," the agenda of the Sebi meeting had said. In a bid to support Indian companies' growing investments in East Africa, the Export and Import (EXIM) Bank of India will open an office in Ethiopia next month, officials said. Ethiopia's Minister of Finance and Development Sufian Ahmed and EXIM bank officials are expected to sign the agreement Tuesday, which will further boost ties between India and East Africa. The bank and the Ethiopian ministry have been in negotiations for the last couple of months about the opening of the East African office in Addis Ababa. The bank will open its office in a month, Indian embassy officials told IANS. It will be the third office of EXIM bank in Africa. The bank has offices in Johannesburg and Dakar, responsible respectively for southern and western Africa.

Marico buys Derma aesthetic skin-care
PANJIM (HBD) -- Gestamp Corporation, a leading global player in Automobile Components, Steel Service Centers and Renewable Energy sectors, officially inaugurated their manufacturing facility, Gestamp Automotive India, in Chakan, Pune. The plant, their first wholly owned facility in India will manufacture metal components and structural systems for the automotive market in India. With a presence in over 18 countries with 57 production and 13 R&D centers, the new facility is a testament to Gestamp Corporation’s strategy to expand its worldwide presence in the major automotive manufacturing centers. The new facility was inaugurated at the hands of Mr. Francisco José Riberas Mera, CEO Gestamp Automocion. With an investment of 82.5 million euros, the project which is spread across 110000 sq meters and a built up area of 44000 sq meters is Gestamp’s eighth plant in India and its sixth in Maharashtra. The plant has been designed as a fully integrated facility to encompass the entire automobile production process from product conception to body components, to paint, to general assembly and the aggregates all coming up simultaneously. The new plant will be aligned with Gestamp’s global manufacturing processes and quality standards and will work on innovative concepts, products and systems to meet the demands for future vehicles with better comfort, reduced exhaust gas emissions and enhanced safety systems, a capability in which Gestamp has built up a global leadership position. To start with, the new plant will function as a captive vendor plant for Volkswagen India and will manufacture the full range of Body in White and metal components for Polo and the Fabia vehicles, locally assembled at Volkswagen. Plans are also underway to serve the needs of Gestamp's other global customers, including Mercedes-Benz, Fiat, Suzuki, General Motors, Ford, by providing local supply to their India and Asia Pac facilities. In Ethiopia, EXIM has so far been active in disbursing loans for the construction of the Tendaho sugar factory and the expansion of two existing sugar factories. The Indian government has accepted Ethiopia's project proposal and offered a $640 million soft loan through EXIM bank for two expansion projects at the Fincha and Wonji sugar factories and to construct the giant new factory at Tendaho in Afar Regional State. This is the largest single line of credit India has extended to a foreign country. EXIM bank was appointed to execute the loan disbursement for Ethiopia in October 2007. FMCG major, Marico, today announced the acquisition of the aesthetics business of Singapore-based Derma Rx Asia Pacific (Derma Rx), through its wholly-owned subsidiary, Kaya Limited. This acquisition provides Kaya access to an advanced range of skin-care products and a strong sourcing network, including suppliers of products from developed nations, a press release issued here stated. Marico, however, did not mention the acquisition amount. "With this acquisition, nearly 45 per cent of our skin-care solutions revenue would come from overseas," Marico's Chief of Finance, HR & Strategy, Milind Sarwate, said. India will focus on making Africa a major export market and increase trade with African nations amid the fragile global economic recovery and persistent financial woes in Europe. "We are preparing a strategy paper on Africa with an aim at increasing our exports to the continent," a Commerce Ministry official said. The Department of Commerce will come out with a strategy paper to increase exports to Africa, which accounted for USD 8.36 billion, or less than six per cent of India's exports, in the first 11 months of the 2009-10 financial year. For this purpose, an analysis of the major commodities exported to the Africa region, including a strategy for exports over the coming years, is required, he said. Different export promotion councils have been asked to come out with policies to expand exports to Africa. In the Foreign Trade Policy for 200914, market-linked incentives were announced.

The vapours that are released get collected in another section of the distiller which is connected to the coiled pipe. These vapours go on to become the lesser known cashew liquor, ‘Urrak’, which is a milder alcohol. This ‘urrak’ is mixed again in another fresh cashew juice. This mixture is distilled again to obtain Feni, the stronger liquor. It takes around 200kgs of ripe cashew fruit to produce 50 litres of juice which in turn produces around 30 litres of ‘Urrak’. Though sacrificial offerings are considered a thing of the past, many local ‘Feni’ producers have kept this tradition alive. When the manufacturing of ‘Feni’ is done for the season, the local feni producers offer two cocks as sacrifice. This is followed by the breaking of a coconut. Then the offering is cooked and enjoyed by the locals along with ‘Feni’. The sacrifice can be done only by a local Gaokar. Carried forward from generation to generation, the ‘Feni’ producers believe that by sacrificing the cocks, the devil (devchar) gives them and their area protection from any damage or evil spirits. This is the reason behind the festival of ‘Bhandaro’. After the festivities, the cultivators leave this place and they return only in the next year, to begin a new season. One of the cultivators from Camurlim, Mortu Goltekar, says that the government is not helping them in the cultivation of more cashew trees. Goltekar is a tenant on communidade land. In order to grow more trees, the government needs to take permission from the Communidade but the Communidade is not giving them permission. Goltekar feels that the government should help them to solve their problem. Though tradition has kept many an old custom alive, it is important for our governing bodies to do their part in sustaining this very tradition that makes our state so unique.

He wore a silver-key necklace identical to the one she wore, which are believed to be love gifts they made to each other to cement their marriage. “I’m stressed to say the least you have no idea. I’m exhausted,” the singer was quoted saying. Yvonne had told him the marriage was over after she found a hidden phone with texts on it. “Yvonne has the key to my heart and she always will,” the exBoyzone star told friends. “She is my soulmate and to know that she is hurting so much is destroying me. I will never give up on my marriage,” he added. Though it was anticipated that he would hold crisis talks with Yvonne at their family home in Malahide, Keating only spent an hour at his home in the exclusive Abbington estate before leaving in a car with children Jack, 11, Marie, 9 and Ali, 4. Following this, just hours later, Keating was spotted teeing off at the exclusive K Club in Straffan, Co Kildare. Wearing a white shirt and dark sunglasses, the star acted as his own caddy as he led his children around the course — he was the only member of the unusual four-ball actually playing golf. It is believed he will stay in a residence on the estate in an attempt to escape the media spotlight. There was a strong security presence at the golf course.

But what is more challenging and hence far more creative is for a young artist, despite working under a bigger personality, to trudge along a path of his own and make a place for himself
BY DOLCY D’CRUZ HERALD FEATURES simple man who enjoys indulging in various kinds of activities in a bid to fill his time as well as explore new variations of creativity, Jovi Fernandes finds losing himself in the world of canvas, paintbrush and of course, a myriad of colours, his perfect haven. Strong brushstrokes and a clean finish form the base of his works, each of which have their own meaning. Being an assistant to F N Souza, Jovi picked up various painting techniques but refrains from using them. “I worked for F N Souza from 1992 to 2000. I was ver y close to their family especially to his son, Pa t r i c k . We used to work together. I prefer painting oil on canvas and acr ylic on canvas,” says Jovi from Mapusa. His paintings are often put up at galleries across Goa. C o m i n g f ro m a humble background, Jovi uses situations to translate his emotions into paintings, though he is quite fond of still life paintings. His thoughts might seem confusing but once his brush touches the canvas, the mysteries unravel with each confident brushstroke, creating a whole new story. Attracted to floral designs and faces, nature is his greatest inspiration. Though a Science graduate, Jovi could not refuse an offer to work with F N Souza, so he gradually started loving art and also started painting. “I like F N Souza’s still life paintings though he was well known for his figuratives, especially his strong, bold lines

BY AKSHAY POTEKER and YASHWANT KORGAOKAR elebrated mostly by the cashew cultivators of Goa, the ritual of ‘Bhandaro’ marks the end of the cashew season. Following this, the manufacturing of all forms of cashew liquor will conclude for the season. The cashew cultivators start making ‘Feni’ when the cashews ripen, this usually happens around the month of April though changes in weather may cause variations. Before beginning the process of making ‘Feni’, following an age old tradition, the cultivators first keep two coconuts near the distillation plant. These coconuts are an offering to the ‘Devchar’ as protection. Once the manufacturing commences, a small amount of whatever liquor is produced is kept next two the two coconuts. Here is a quick look into the actual process of making this famous drink. ‘Feni’ is manufactured by the distillation of the juice extracted from the cashew apples. The juice is poured in a copper vessel called ‘bhand’ which is then sealed with a cork which is made up of cashew tree bark called ‘maran’. that marked out the head which was usually drawn with circles and crosses. His abstract work of art is very different from mine. If I had to draw like him, then rather than being called my works, the paintings would be called copies of F N Souza,” says Jovi with the will power to make a brand of his own. “I love colours; they add vibrancy and brightness to paintings. The world is a huge canvas and I have travelled different places to learn about the diverse aspects of art but while painting, I apply my own mind. Once upon a time, I painted to earn my bread and b u t t e r, b u t now I do it for leisure. This gives me more time to do my painting in peace,” says Jovi, who also tries his hand at interior designing and engineering. Often travelling to Anjuna, a place where various artists display their art, Jovi finds new forms of paintings but still feels no one can measure up to F N Souza. “F N Souza was a very rebellious and eccentric man with very strong ideas. He had lots of energy which showed in his paintings. He had a certain power in him like a raging bull, it is very different to roundup a personality like him. He was a wonderful teacher and an inspiration for painting.” Hence, though this young artist is inspired by the man that F N Souza was, he chose to venture into the world of art with a style of his own.
Ajay Devgn upset with Raajneeti maker? A
jay Devgn is upset with his close friend, filmmaker Prakash Jha, for sidelining him in the promotions and publicity of Jha’s ‘Raajneeti’. The actor has been missing in most of the promotional campaigns for the film, with the focus being on Ranbir Kapoor and Katrina Kaif. Says a source close to Ajay, “Raajneeti is a powerful political dramatic thriller where the entire cast has good roles. But the actor feels the director has been only showing the romantic angle between Ranbir and Katrina to exploit the couple’s chemistry and off-screen dosti.” The source adds that Devgn didn’t react at first but when it became apparent that Jha was only interested in promoting the Ranbir-Kat pair he sent a strong message through one of the director’s associates. “Ajay told Prakash in no uncertain terms that he felt that Rajneeti was being promoted as a romantic film when it was essentially a political drama. The actor didn’t want the audience to feel cheated into thinking it was a romantic film.” Adds the actor’s friend, “Ajay feels he has been taken for granted long enough. Because of their decadelong friendship, so he felt he could speak his mind with Prakash. It’s barely 10 days to the release and not much of the publicity has featured Ajay.” A shocked Prakash Jha reacts, “I would like to check with Ajay before saying anything. Why should he be unhappy with the promos? The music people are doing the promos and they wanted to show the romantic angle. Since the romance is only between Ranbir and Katrina, the promos are showing that. But now the dialogue promos have started which has Ajay mouthing a very powerful dialogue. I love Ajay as much as I love myself and can never sideline him. I don’t think there’s any issue. I am doing my next two films with him.” Ajay Devgn remained unavailable for comment.

Workshop on Tobacco Control A
workshop on ‘Tobacco Control and Role of Media’ was organised by the Voluntary Health Association of Goa (VHAG) in collaboration with GOACAN, Goa Union of Journalist and the International Centre Goa on May 25, 2010. The workshop was addressed by Dr Ravindra Nadkarni, Directorate of Health Services, Jyoti Sardesai, Deputy Director Food & Drug Administration, Roland Martins, Coordinator, GOACAN, Prakash Kamat, Special correspondent for Hindu, Pramod Acharya, News Editor, Prudent Media and others. ‘Turning their Lives to Ashes’ was a film that was screened as part of the workshop. During the workshop, media was encouraged to play a proactive role in tobacco control. Prakash Kamat, President, Goa Union of Journalists assured all possible support to this campaign and sought the cooperation of the general public. Raj Vaidya, President, VHAG has called upon the people to support VHAG to implement some of the programs. The workshop was concluded by Roland Martins and Raj Vaidya.
Rotary Club distributes computers through Matching Grant Project

The free computers were given in the presence of Gauresh Dhond, Chairman of Rotary Club, Panjim, Gurudatta Bhakta, District Governor, Dr Pranesh Jahagirdar, Durgesh Harite, Dinesh Sinari and Dr Shridar Shetye. BY JANICE RODRIGUES HERALD FEATURES altadacho Munis’ may have won laurels and acclaim all over the world, but how well was it accepted in its home ground, Goa, following its release in theatres all around the state? The movie was released in some of the non-conspicuous theatres around the state, namely Cine El Monte in Mormugao and Cine Rajhans in Vasco, apart from the centres of cultural happenings Kala Academy, Ravindra Bhavan and Maquinez Palace, over a span of about a week. The film’s winning the International Film Critics Federation (FIPRESCI) Prize for Discovery at the Toronto International Film Festival last year had created a hype among the Goan population. Thus, curiosity may have been one factor which led most Goans to watch the movie. The movie on its opening day was only greeted by the crowds which kept the halls only about half full. Although the film may have got a few takers on the opening day, it didn’t go houseful, in fact as JoeGoaUk has put it in his blog, “Sadly, there were not that many Konkani Film watchers on the first day. I would say less than 25 including some volunteers/crew,” shows that the film wasn’t well accepted by the Goan people. “It is a very good film. It is really good too see a professionally made high quality film with no melodrama, and it is an excellent attempt from a debutant film maker, but it was very disappointing to see the very little response the film got,” said Devika Sequeira, journalist. The film, a simple love story which also deals with a variety of subjects from humane behaviour to environment degradation, seems to have captured the minds of only a margin of the Goan population while the remainder of the film-watching crowd appears to have opted for other commercial films.

The last month or so has been bad for Indian football given the negative aura surrounding the game which started with Mahindra United’s decision to close shutters followed by the Bob Houghton contract issues, the scrapping of Vision Asia-India in Delhi and Tamil Nadu by the Asian Football Confederation (AFC) and herein joins another in the elite list, according to Goal.Com. The official broadcasters of the Indian football, Zee Sports have decided to close shutters of their Indian production team who were involved in producing the football content. As many as 15 to 20 employees were asked to submit their resignation on May 20 as the channel plans to shift their operations to Dubai along the lines of sister channel, Ten Sports. The channel reportedly began their cutting down process last year when the news bulletins and several other talk shows were stopped with several employees being asked to quit. In an internal meeting on May 12, the management allegedly informed the employees that their future would depend on the ongoing negotiations with the All India Football Federation (AIFF) over the contract they
have which has been going on for almost a year now. Last week, the HR individually asked the employees to submit their resignation which did leave several employees miffed. It is believed that the
channel offered a three-month salary promise and also added that if the negotiations with the AIFF go well, they would outsource their production to the current team on a freelance basis. As a direct consequence of this, none of the crucial final round matches will be broadcasted on Zee Sports and the Super Cup remains up in the air as well. “Our salaries have not been increased for the last 2 years or so and neither have our grades been upgraded,” informed one of the now former employees, keeping his identity anonymous. When contacted, Atul Pande,
the CEO of Sports for Essel Group, he remained defiant explaining that the production shall be conducted on a contractual basis. “We show around 75-to-80 live games in a season. We don’t need people on board as we shall now do it on a contractual basis. We have given them (the Indian football production team) an offer indicating the minimum number of days they can assign to us for our engagements,” said Pande. It is reliably learnt that the Ten Sports and Co want to launch a few niche sports channels with the one dedicated to football called ‘Ten Action’ which could bring the Spanish Primera Division or the La Liga to the Indian fans. As far as Indian football is concerned, there are questions to be raised over the broadcast of the I-League or the Federation Cup, given that the entire production team has been dissolved and that doesn’t indicate happier times for the Indian football fans. The future will be decided by the negotiations between the channel and the AIFF and whether there will be an agreement reached or not is a question which shall be answered hopefully in the next few weeks.

Firm on fixing tenure and age limits for sports bodies and their chiefs despite threats of sanctions by the International Olympic Committee (IOC), the Sports Ministry on Tuesday shot off another letter to IOC seeking an early meeting to sort out the issue. The ministry also charged Indian Olympic Association (IOA) secretary general, Randhir Singh, also an IOC member, with not consulting them before raising the issue with the world body. The IOC had intervened in the ongoing battle between the IOA and the ministry over restoration of the 1975 government guidelines that limited the tenure of office-bearers of sports bodies. The IOC in a letter dated May 21 held out a veiled threat to the Union Sports Ministry that the country's apex sports body
would face 'sanctions' if the government did not stop meddling in the affairs of the sports bodies by fixing the tenure and age limit of their office-bearers. In his reply to IOC president, Jacques Rogge, Injeti Srinivas, secretary in the Sports Ministry, said they are yet to receive an official copy of the letter jointly written by IOC and Olympic Council of Asia, and said: 'It was released to the Indian media by the IOC member from India.' “It is unfortunate that the IOC member (Randhir Singh) from India has not even cared to consult us before taking up this matter with you. In our view, therefore, this is an attempt to create a false situation of crisis, by a few interested persons, whose only aim is to protect their unduly long tenures in the IOA and the (National Sports Federations) NSFs. Captain of a second-string Indian squad to Zimbabwe, Suresh Raina today said the absence of senior players has given the youngsters an opportunity to prove their mettle in the tri-series and two bilateral Twenty20 Internationals against the hosts. "We have to thank the seniors who have taken a rest and it has given a great opportunity for the youngsters to do well. We have a good bench and all of them have done well in domestic cricket," said the 23year-old, who is yet to play in a Test match, ahead of the team's departure here. The Indian team will be without eight senior players, including regular captain Mahendra Singh Dhoni and veteran batsman Sachin Tendulkar, for the May 28-June 9 tri-series, also involving Sri Lanka, and the two T20 Internationals against Zimbabwe on June 12 and 13. The Indian cricket board's marketing committee is to meet in Mumbai on May 31 to wrap up the much-delayed team sponsorship details for which the BCCI issued a tender notice inviting bids on Monday. "The marketing committee of the BCCI will meet on the 31st to decide on the team sponsorship. It will be chaired by the President (Shashank Manohar)," BCCI sources said on Tuesday. BCCI's deal with Sahara Group for team sponsorship is coming to an end next month-end and it has invited bids from companies for sponsoring four Indian squads, including the much sought-after men's outfit. The Board has fixed Rs 2.25 crore as the base price per match for the bids for all three formats for the men's outfit - Tests, ODIs and T20s, it is learned. The tender notice called for firms to bid for sponsorship of the men's, women's, India A and India under-19 teams, indicating the documents would be available from May 24 for a non-refundable payment of Rs 5 lakh.

The World Anti-Doping Agency today said it's time for the ICC to give the "final push" and convince its member boards, including BCCI, to accept the vexed 'whereabouts' clause by November 2011, failing which it would be declared non-compliant to the WADA code. WADA director general David Howman, who is here to attend the seventh Asia/Oceanic Region Intergovernmental meeting on anti-doping in sports, said even though ICC has done a great job to keep away doping from the game, it is time for cricket's governing body to give the final push. "We don't set deadlines. Being a signatory, we expect the the ICC and cricket to remain committed to the WADA Code. The ICC has done a lot in the last three years, now they just need to give the final push," Howman told reporters. "The ICC is responsible for its member boards. ICC's job is to ensure that member boards comply with the WADA Code.
