Heavy showers and gusty winds lashed the State on Saturday, damaging property and disrupting essential services while also affecting normal life at many places. (More reports on pg 2) The MeT department said the State had recorded 8 inches of rainfall in the last 24 hours, with Dabolim receiving the highest rainfall, followed by the capital city of Panjim. Heavy rains accompanied by gusty winds, that started early morning on Saturday continued till night. The MeT department has said the situation will continue for next 24 hours. Panjim’s low-lying areas were inundated with knee deep water troubling the traffic movement. Opposition parties today hit the streets in many states enforcing strikes in Kerala, Orissa and West Bengal in protest against the government’s decision to hike fuel prices and warned of more agitation unless there is a rollback. Protests were also staged in Andhra Pradesh, Jammu and Kashmir, Maharashtra and Uttar Pradesh among other states. JD-U chief Sharad Yadav appealed to all Opposition parties to unite and call a nationwide bandh to protest the petro price hike and got support support from the BJP. In Kerala, a ruling LDF-sponsored dawn-to-dusk strike crippled normal life but passed off without any major untoward incident. The Corporation of the City of Panaji miserably failed to clear the mess. The much publicised premonsoon work by the corporation spending lakhs of rupees seems to have made no difference for the city. According to the MeT department, the seasonal rainfall recorded at various talukas on Saturday was Dabolim (10.2 inches), followed by Panjim (9.3 inches), Mormugao (9.3 inches),
Margao (8.7 inches), Canacona (7.8 inches), Mapusa (7.0 inches), Sanguem (6.2 inches), Quepem (4.9 inches), Ponda (4.6 inches), Pernem (4.2 inches) and Valpoi (3 inches). The seasonal rainfall recorded at various talukas so far has been Panjim (35 inches), followed by Mormugao (32.1 inches), Valpoi (31.5 inches), Pernem (29.5 inches), Margao (29.4 inches), Canacona (27 inches), Ponda (26.9 inches), Dabolim (26.8 inches), Mapusa (25.9 inches), Quepem (25.3 inches) and Sanguem (23.8 inches). Meanwhile, the Panjim fire services remained on ready alert all day long on Saturday on account of the heavy rains accompanied by spells of intermittent winds that resulted in tree falling incidents at a few places in and around the city. The government has announced 17 holidays for the Central staff during 2011, though three of them—Mahavir Jayanti (April 16), Mahatma Gandhi’s birthday (October 2) and Christmas (December 25)--fall on Saturday or Sunday, thus leaving 14 effective holidays. In case of the States, 14 compulsory holidays are declared while the remaining three holidays are to be added from a list of 12 occasions listed in the notification by the Central governm e n t e m p l o y e e s w e l f a re coordination committee in the State capitals. Overnight heavy rains wrought havoc in many parts of Margao and Salcete taluka, even as the Margao-Quepem road was submerged under water at Paroda, disrupting vehicular traffic. Deputy Collector Johnson Fernandes informed that flood waters entered into around 13 houses in Salcete, mostly in Margao and Mandopa-Dongorim area of Navelim village. A woman was rescued from her house at Rawanfond by fire personnel and local persons. The deputy collector said the authorities distributed immediate relief to the affected parties amounting to Rs 20,000. Each affected household was provided relief of Rs 1000 and Rs 2000 depending upon the damage caused to the household. Police today suspected no foul play in the death of super model Viveka Babajee and she was stated to be depressed following a tiff with her boy friend a few days before she was found dead in her apartment here. Police questioned family members, friends and relatives of the model but was yet to quizz her boy friend Gautam Vohra. Viveka was last night found hanging in her apartment. A mobile phone, a laptop, a diary and a few letters addressed to Gautam Vohra were among the various things recovered from her residence, said Khar Police Station Senior Inspector Mangesh Pote. “Post mortem report received from Cooper Hospital states that the 37-year-old model died as a result of hanging. There appears to be no foul play,” he added.

Chief Minister Digambar Kamat, who closely monitored the situation arising out of the incessant rains, issued strict instructions to the district administration to brace up to meet the challenge and disburse immediate relief to the affected people. After visiting Rawanfond this morning, the chief minister said he would ask the district collector to immediately convene a meeting with the Water Resources Department and Water Supply to carry out a survey of the flood affected area of Rawanfond. Kamat also issued instructions to the deputy collector to immediately reach out to the marooned persons in the city and disburse relief. He also issued instructions to the authorities to shift and evacuate people in flood affected areas of the city depending upon the situation.

The Town and Country Planning Department has completed the village panchayat-level plans of Pernem and Canacona talukas and the same are now before the State Level Committee (SLC) for finalisation. Chief Town Planner Morad Ahmed said the two taluka plans, for which Chief Minister Digambar Kamat, who is also the TCP minister, faced flak, were completed by applying government criteria for finalisation. Ahmed said, “A final check is being carried out by the SLC. Once the final check is complete the plans will come before a SLC meeting and subsequently in the TCP board meeting. It will then go to the people and then the government for approval.” Senior Town Planner T Puttaraju said the Pernem taluka
plan was presented on May 12 to the SLC and the Canacona one was completed on June 19. He revealed even the Sattari taluka plan was ready for the SLC members to give it their final touch. The senior town planner said after the Pernem and Canacona plans come before the board they will again be put before the people to check whether everything was done as per their inputs. However, he mentioned no suggestions and objections will be entertained and only genuine errors, if any, will be taken up. Meanwhile, the Ponda taluka plan has been taken up for application of criteria for its finalization. While the property loss is estimated at Rs 3 lakh, water levels in the river rose by a metre but there is no immediate danger of floods in the taluka. At Ambekarwada-Amona, a tamrind tree uprooted and fell on a house, causing a loss to Satyawati Parwar (Rs 50,000) and Deepesh Parwar (Rs 25,000). At Shirgao-Bicholim, an ageold banyan tree got uprooted on Friday night. “The tree was very old and had even withstood the large flames of the homkund below it for last the last many decades,” said Lairai Devasthan priest Vassudev Joshi. “The tree was a major attraction for devotees who would attend the famous Lairai Jatra,” added the Devasthan President Digambar Gaonkar.

She further said that issues such as whether the Congress party would give tickets to three members of a single family will be tackled at a later stage. Inspector Preetam Bandekar informed that there were no major floods in Vasco or surrounding areas. “However, water-logging was reported at Merces as the Nullah was flowing at the danger mark,” he said. The Mormugao deputy collector, who is keeping track on the impact of the monsoon, said water began to subside within a few hours at the Merces Nullah. However, authorities were on high alert after reports were initially flashed that some houses at Merces and Baina were flooded due to continuous showers.

The Quepem-Margao highway submerged at three places, at Karale, near the Paroda temple and near the Paroda Church. The worst affected were school children from Mule, Karale and other places, as they struggled to reach the Immaculate Conception High School, located on the other side of the Kushawati River. Incidentally, the area around Kushawati River regularly gets flooded at Paroda in July or August, but this time, the area got flooded in June itself. “In my entire life, I have never seen the Kushawati River getting flooded in June,” recalled Joazinho D’Cunha (60), who resides along the banks of the Kushawati River. “The Kushawati River normally gets flooded either in July or August and that too, if it rains heavily for two to three successive days. The present situation indicates that there is something wrong,” D’Cunha added. Rama Velip of Colomba told Herald that the flooding of Kushawati River was not merely due to the rains. “The heavy siltation in the river is due to the release of water from the mining ponds of the mines operating in Rivona, Colomba, Cavrem, Maina,” claimed Velip. “When it rains heavily, a lot of rain water gets accumulated in the mining ponds and in order to avoid unwarranted damage to the mining pond/pit, mining companies divert the water from the mining pond into the Kushawati River or into its tributaries, thereby cause floods in the Kushawati River,” he added. “The villagers of Colomba have filed a writ petition in the High Court highlighting these issues,” said Rama. Meanwhile, heavy rains caused damaged to properties at Cacora, Xelvona and Amona.
Heavy rains on Saturday affected normal life all over in Bardez taluka. The Mapusa Municipal market got flooded in the morning and the water nearly entered the shops in the market. Fearing damage to their goods, some shopkeepers did not open their shops in the morning till the rains subsided. Rains however damaged the goods of many hawkers and roadside vendors. Business was badly affected as customers refrained from visiting shops due to the ankle deep water in the market. The water however receded later in the afternoon. The area near the Bodgeshwar temple was submerged and the road leading to the temple was not visible for some time. The Kadamba bus stand was also partially flooded and passengers had a tough time in trying to catch their buses. “The market got flooded because the drains were not cleaned properly by the contractor appointed by the Mapusa Municipal Council,” claimed President of the Mapusa Municipal Market Yeshwant Gaudalker. “There was no supervision by the MMC while the drains were being cleaned. We had brought this fact to the notice of municipal authorities prior to the monsoon and had even predicted that the market would be flooded during monsoon. But MMC authorities did not bother and as a result, shopkeepers have had to bear the fury of rains.” “Due to the poor maintenance of the municipal building, the walls and the roof at some of the shops are in a bad shape and water has begun seeping into the shops,” said Gaudalker. Meanwhile, the fields near the Guirim panchyat, opposite Green Park Hotel were inundated and the water was flowing over the road. The highway was also waterlogged near the ICCI ATM at Porvorim, causing hardship to motorists along the highway. A long traffic jam was witnessed in the morning and the queue of vehicles was seen right up to the Porvorim church.

Torrential rains played havoc on Saturday as Canaona taluka witnessed two landslides, trees getting uprooted, snapping of electricity wires and flooding of several low lying areas in the taluka. The electricity alignments snapped at around 12 places in Colomb, Patnem, Tarir and Chaudi since the Friday night, putting most of these municipal areas in darkness. Asserting that no one has the right to merge Goa into any postal or telecom circle, Rajya Sabha MP Shantaram Naik has vowed to continue the battle along with his South Goa counterpart, Francisco Sardinha till Goa is made an independent postal and telecom circle. Naik further said that the Call Centre of the Communications department will be shifted back to Goa from Pune and announced that tenders for the transfer will be floated soon. Expressing shock over the government decision to “snatch away” their agricultural fields, the Saipem Tollem Xetkarancho Ekvott has called for a public meeting on Sunday at 3.30 pm at the Rosary school hall, Navelim. The farmers contended that the government had issued section 4 of the Land Acquisition Act despite objections form the people, adding that the government has now gone ahead with section 6 & 7 of the Act. These farmers in the past had firmly opposed acquisition of their fields in and around the contaminated Saipem lake, but the government has gone ahead with the land acquisition process. In one of the major landslides at Kindlem, a recently built house miraculously escaped major damages after huge boulders from the nearby cliff came crashing down and destroyed a side staircase of the house belonging to one Anand Krishna Dessai. There was no one in the house when the landslide took place. One Dinesh Dessai, who resides a little away, came running on hearing the huge sound of boulders coming down due to the landslide and alerted the owners of the house at their workplace. Deputy Collector Deepak Dessai and Canacona Mamlatdar Chandrakant Shetkar visited the site. Nodal officer of Canacona Municipality Disaster Management Committee Yesso Dessai was present at the site, while a JCB was pressed into service to clear the debris. Another landslide was reported at Loliem village, where

Deputy Collector, Margao Johnson Fernandes on Saturday evening directed the authorities to open the sluice gate at Cutbona as large tracks of low-lying fields at Sokoband-Ambelim were inundated by flood waters. Johnson visited the Sokoband area of Ambelim as the rising waters raised a scare amongst the residents. As per the instructions, the sluice gate was opened at Cutbona, while the authorities are bracing up to open the sluice gate at Muxer-Velim. “With the opening of these two sluice gates, waters in the catchment areas will recede”, he said. The private bus operators in the state have threatened of hunger strike, if state government tries to suppress vigilance inquiry against former transport minister Pandurang Madkaikar in connection with High Security Registration Plates (HSRPs). All Goa Private Bus Owners Association’s (AGPBOA) in a complaint to directorate of vigilance had demanded to investigate the conduct of Madkaikar with regard to the illegalities and fraud played in granting HSRP tender to Shinmit Utsch. “We warn of going on hunger strike if the issue is not taken seriously,” AGPBOA general secretary Sudip Tamankar said. He has urged government to take the matter in a more aggressive way thereafter taking the necessary action. “Government should not try to suppress the issue. The investigation

Transport Minister, Sudin Dhavlikar has refuted allegations made against him by the bus operators lobby, claiming that the decision to hike bus fares is under consideration. “The file pertaining to the fare hike was kept on hold after we learnt about a probable hike in fuel prices. A decision will be taken soon,” said Dhavlikar, while speaking to reporters at Marcaim after launching the Bank of Maharastra’s pro gramme to adopt 75 villages across the country to commemorate its 75 years. Condemning statements by bus operators in the media, Dhavlikar said: “These statements issued by bus transporters associations are baseless and I think they are either mad or don’t understand anything.” “The file was with me for the last 15 days as we were given to understand of the probable hike in petroleum products. The decision to hike fares will be taken soon and commuters will be taken into consideration while fixing the price hike,” said the transport minister. Dhavlikar also came down heavily on Sudip Tamankar and Sudesh Kalangutkar, leaders of the bus operators, claiming they are misguiding other bus owners for some vested interests. “They are misguiding others as I haven’t said anything what they have claimed and they are nothing but liars. Other bus owners should take note of this,” said Dhavlikar. “One of them had even ac-

I had suggested that they form a society for their bus drivers, conductors and cleaners, so that they would get benefits of ESI, provident fund and other benefits. But I am compelled to say that the bus transporters asso-

A man from Dhargal but staying at Pomburpa was arrested by Anjuna Police on Saturday on charges of burglary and forgery at Anjuna. Anjuna Police arrested Savlo Ramnath Korgaonkar in connection with a burglary in a temple at Pernem. According to Anjuna Police, Korgaonkar confessed to the crime and was also identified by the Pujary of the Temple. The search and recovery of the stolen articles belonging to the temple is also in progress. Anjuna Police also recovered a fake driving license from Korgaonkar. The driving license had the name of one Sachit Madhukar Palni of Tivim, who had earlier lodged a missing complaint of his driving license with the police. Korgaonkar had allegedly removed the photo of Palni and had affixed his photo. A case of cheating and forgery was accordingly registered by Anjuna police, besides the theft case.

Though the Right to Information (RTI) Act grants liberty to Public Information Officer (PIO) to deny information under certain conditions, he cannot claim exemption from disclosure of information by merely quoting provisions of the Act. Granting relief to one Rui Ferreira who had sought certain information under the RTI Act from Registrar of Co-operative Societies -- the Goa State Information Commission made it clear that the exemptions under the Act cannot be claimed without justification. The Commission maintained that under RTI Act, the applicant has to be provided with all the information sought by him unless it is specifically exempted from disclosure under the Act. H o w e v e r, e v e n a m o n g s t these exempted categories, access to information may be permitted if the public int e re s t i n d i s c l o s u re o u t weighs the harm to the protected interest. In this case, the applicant was denied information on the ground that the same is exempted under sections 8(1) (a) and 8(1)(e) as advised by Reserve Bank of India. The complainant then moved GSIC saying the PIO was playing a game of hide and seek with him to harass him in his quest for seeking information under RTI Act. Property worth Rs 15,000 was destroyed, after the firewood stored in one of the rooms in a residence at Kelbaiwada-Mayem caught fire on Friday morning. According to reports, one Deelip Gawas from Kelbaiwada suffered a loss of about Rs 15000, after the firewood from his house suddenly caught. However, timely arrival of fire brigade personnel avoided further loss of about Rs 1 lakh. According to sources in Bicholim fire station, the firewood stored in one of the adjacent rooms caught fire and the entire firewood along with other household items was gutted in the fire. Meanwhile, incidents of uprooting of trees on two houses were reported at GhadiwadaAmona and Dhangar wadaNanora, due to which both the house owners suffered heavy losses. Ponda police arrest 3 for theft of raw sugar HERALD CORRESPONDENT MARCEL, JUNE 26
Ponda police recently arrested three persons from Gogol-Margao in connection with the theft of raw sugar worth Rs 6 lakh from a truck along the Borim bypass on May 30. According to Ponda police, the three accused Zabir Khan, Abdul Karim and Asif Sheikh were arrested from DramapurSalcette. Police further informed that three more accused are likely to be arrested in connection with the case. It may be recalled that a gang of robbers abducted a truck driver and a cleaner and decamped with raw sugar worth Rs 6 lakh from the truck on May 30 night. The truck laden with raw sugar was found abandoned at Dharbandora after emptying the raw sugar bags. On May 31, the truck owner had filed a complaint after he was alerted by the abducted driver and cleaner. However within six hours, Ponda police located the truck and unearthed stolen raw sugar. Later, police arrested Muzzaffar, Ibrahim Mullah and Salim Nabi Khan, all from Margao.

Warning that the South Asian region is faced with a “serious” security situation, India today sought fullest cooperation among SAARC countries in sharing information on potential terrorists and planned acts of terrorism to create a more secure environment. “The increasing threat of terrorism poses a major challenge to the maintenance of peace and security and adversely affects economic development in our region,” Home Minister P Chidambaram said while addressing the SAARC Home Ministers’ Conference here. “We can all undoubtedly agree that the South Asian region is faced with a serious security situation,” he told the meeting being attended by the ministers from Sri Lanka, Nepal,
Bangladesh, Bhutan, Afghanistan, Maldives, besides India and Pakistan. Chidambaram made it clear that it was only with the “fullest cooperation among our countries that we will be in position to effectively tackle the grave threat of terrorism in our region.” He also made a strong pitch for examining whether the existing conventions have been effective. “We also need to cooperate each other in sharing information on potential terrorists and planned acts of terrorism, and all other forms of criminal activities in order to create more secure environment,” he said. “It is incumbent upon us to ensure that the instruments and the resources at our disposal are put to the best possible use
in our fight against terrorism,” he added. Interior/Home ministers of SAARC countries have a major responsibility in ensuring that regional cooperation in meeting the challenges posed by terrorism, arms smuggling, face curr e n c y, d r u g a n d h u m a n trafficking would create an environment conducive to greater connectivity, accelerated progress and development in the region, Chidambaram said. Prime Minister Manmohan Singh will have a series of meetings with world leaders, including his Canadian counterpart Stephen Harper, on the sidelines of G-20 summit, officials said here today. Singh, who is scheduled to arrive at the Pearson International Airport here this evening, will meet Harper later today to discuss regional and global issues of shared interests, officials said. He would also have separate meetings with US President Barack Obama, British Prime Minister David Cameron, French President Nicolas Sarkozy and Japan’s Prime Minister Naoto Ka. Singh is also scheduled to meet the leaders of the BRIC countries — Brazil, Russia and China. Apart from Civil Nuclear Energy Cooperation Agreement, India and Canada are expected to sign an MOU for Cooperation

A Delhi court today allowed the city police to interrogate in custody for five days the three persons accused in a sensational honour killing case in the national capital. “The accused persons are remanded in police custody till July 1. Police is directed to get them medically examined before producing them in court on the next date of hearing,” Metropolitan Magistrate Satish Kumar said. Delhi police, which quizzed the accused inside the court premises for half-an-hour earlier during the day, formally moved an application seeking their custodial interrogation for 10 days to unravel the entire conspiracy. “It seems that there was a deep rooted conspiracy to eliminate the victims who had married against the wishes of their families. The accused are mere doers and the names, if any of the instigators or the conspirators have to be ascertained,” the public prosecutor said. The weapon of offence, source of the alleged firearms and other incriminating materials such as clothes of accused are yet to be recovered and for that purpose police will have to take them to Dehradun and Rishikesh, he said. Defence counsel Gajraj Singh, appearing for accused Mandeep Nagar (23), Ankit Chaudhury (22) and Nakul Khari (21), however, opposed the Delhi police’s plea saying the custodial interrogation of his clients was not required as the probe by them was over. The court rejected the plea of the defence counsel that he be allowed to accompany the accused during their custodial
interrogation. Delhi police got the custody of the three accused from the Dasna jail authorities after a court here yesterday issued production warrant against them. The accused were arrested on June 24 by the Uttar Pradesh police from Garhmukteshwar, about 90 kms from the national capital. They were on the run after allegedly killing Ankit’s sister Monica, 24, along with her husband Kuldeep, 26, for marrying outside caste, and Mandeep’s 22-year-old sister Shobha, who too had eloped with a man belonging to a different caste.

There should not be any condition to re-conciliation among the Naga groups and the Nagas must strive for political settlement with the Centre based on their unique history and situation, NSCN (I-M) general secretary Thuingaleng Muivah has said. The on-going re-conciliation must revolve around the Naga people’s aspirations for an ‘honourable’ settlement of the prolonged conflict based on the unique history and situation, he told a gathering here after his arrival from Pughoboto in Zunheboto district yesterday. The history and situation of the Nagas was recognised by the Centre during peace negotiations in 2001 and both sides expressed their commitment towards finding a negotiated settlement which would be honourable and acceptable to both, Muivah, now on peace mission to different parts of Nagaland, said. The ‘much needed’ reconciliation among the Nagas is a ‘spiritual as well as political journey’ and there would be no difficulty with the Naga underground groups once it is understood and accepted, he said and called upon the people to stand firm on their political beliefs and principles. Muivah also praised the contribution made by the Rengma Nagas, inhabitants of Tseminyu sub-division in Kohima district before leaving for Wokha to interact with Lotha Naga community on the re-conciliation process as part of his peace mission.
Amid moves by the political leadership to make the controversial Armed Forces Special Powers Act (AFSPA) “more humane”, Army Chief Gen.V.K.Singh has voiced his opposition to any change, saying demands for dilution of the Act were being made for “narrow political gains”. Prime Minister Manmohan Singh has promised amendments to the Act that gives sweeping powers to the Army in Jammu and Kashmir and the North East, to make it more humane. Home Minister P Chidambaram is also known to be in favour of diluting some of the provisions of the Act. The Home Ministry has finalised its views and sent a note to the Union Cabinet. Comments of the ministries of Defence and Law have been sought before the Cabinet Committee on Security considers amendments.

The Andhra Pradesh Information Commission (APIC) today inaugurated a video-conferencing facility through which it could hear appeals and dispose of cases from across the state. State Chief Information Commissioner C D Arha, inaugurated the facility, said video-conferencing would eliminate the need for appellants and respondents (officials) to come all the way to Hyderabad for the case hearings. The APIC conducts 600 hearings on an average per month in Right to Information cases. It would use the AP State WideArea Network for the video-conferencing in all the district headquarters. “We are probably the first state in the country to launch this facility which will ensure

Delhi is set to get the country’s first commercial waste-to-power plant of 16 MW capacity that will convert one third of Capital’s garbage into much-needed electricity for six lakh homes. Delhi Chief Minister Sheila Dikshit today laid the foundation of the Timarpur-Okhla Municipal Solid Waste Management Project, which will initially generate 16 MW of power by using nearly 2000 tonnes of municipal solid waste produced in the city. The clean energy plant established by Jindal Ecopolis with an investment of Rs 200 crore is expected to be operational in 12 to 16 months and, according to the company, it is the first of its kind in the country. In terms of scale, this plant will be in the top 10 in the world. The largest such waste-to-power plant is in Paris which processes 5,000 tonnes of waste per day. Delhi currently generates an average waste 8,000 tonnes of solid waste daily and the plant in Okhla aims to process one-third of the waste, which will be provided by the MCD and NDMC free of cost. “Though initially we will process nearly 2000 tonnes of waste, but we will later be in a position to process as much as 4,000 tonnes,” said Indresh Batra, Managing Director, Jindal SAW Ltd. The initiative targets to bring electricity to more than 600,000 homes in India. Dikshit said plans are afoot for a similar venture in Ghazipur. Asked about a failed attempt in the 1990’s to set up a waste management plant in Timarpur, Dikshit said that involved importing of technology that subsequently did not suit the needs of the waste here. “That project was initiated over a decade back, with technology imported from a European country. But the calorific value of waste produced here was different from that in Europe and the plant turned out to be a mistake,” she said. The Chief Minister added that this time adequate home work has been done. The project, a public-private partnership with the government of Delhi, is also registered with the United Nations Framework Convention for Climate Change (IUNFCCC) for earning carbon credits. Dikshit said her government also aims to close the existing coal-based electricity plant once supplies from Bhiwani and Jhajjar started coming in. “Ten years down the line, this project will be a showcase for all cities of the country,” said Batra. The plant will process the waste from the area, feed it into its boilers and generate valuable power, even as the remains of the waste will be rendered neutral before being fed out to the environment. Member of Parliament from the constituency Sandeep Dikshit said the project was a matter of “personal satisfaction” for him as it will help dispose of waste effectively and will be a relief to the people living around MCD’s landfill sites. He batted for giving benefits of the plant to the residents of the area first. “How the electricity generated here will be distributed is a matter to be decided by the BSES, but I request for an arrangement where the power generated is first distributed to the local residents before being fed into the grid,” he said. His request was seconded by the Chief Minister who said she wished that the BSES makes available the power generated here to the surrounding areas first. He also made a strong pitch for solar energy to be given preference than coal to solve the energy problems in a sustainable and energy efficient way as is being done in European countries. He also said that it is a wrong notion that every state should be self sufficient in generating power. “Importance should be given to generating power in areas where it is produced at the least cost per unit and options should be worked out to then bring in supplies to other states,” he said.

World famous Sun Temple at Konark, a World Heritage site in Orissa, was knee deep in water following torrential rains, threatening the structure and disappointing tourists. Visitors to the 13th century monument, also known as Black Pagoda, had to wade through about two feet deep water which had accumulated around the site following the downpour for three days. Since yesterday, many tourists returned without having a close look at the temple, about 65km from here. “Though water-logging due to poor drainage system has been taking place around the temple for the last couple of years, the authorities appear to be apathetic,” said Rabindra Bahinipati, a social activist from Konark area, campaigning for proper conservation of the heritage site.

Poll predicts Gillard victory A poll taken in the aftermath of Kevin Rudd's dismissal, predicts that Julia Gillard will take Labour to victory in an early election with a stunning return to fortune for the federal government. The exclusive Galaxy opinion survey revealed that Labour party’s primary vote surged from 37% to 41%, lifting it back into a winnable position as voters sent a loud and clear message that Rudd had been the problem. 58% people rated Gillard as preferred prime minister while
only 32% voted in favour of opposition leader Tony Abbott. Rains and floods in southern China have killed 379 people and left 141 missing, the Ministry of Water Resources said today, citing estimates by the Office of State Flood Control and Drought Relief Headquarters. The disaster has caused an estimated economic loss of 82.4 billion yuan ($12.1 billion) and has displaced 4.54 million people, it said on its website. Still, southern China is bracing for torrential rain today and early tomorrow, the China Meteorological Administration warned this morning. Provinces including southern Zhejiang, Jiangxi, most of Fujian, Guangdong and central to southern Guangxi will receive heavy or torrential rain today, the agency said, urging local governments to prepare for disasters such as landslides. Flooding in 2010 has thus far affected 68.7 million people in 22 provinces, municipalities and regions, as well as inundating about 4.4 million hectares (11.9 million acres) of crops, the office said today in a statement on its Web site. Chinese Premier Wen Jiabao visited flood-hit Fuzhou city in the eastern province of Jiangxi on June 24 to inspect the fight against the flooding and review disaster relief work. Wen also asked local officials to send more funds for flood victims.
Pak receives 3 upgraded F-16s PTI ISLAMABAD, JUNE 26
Pakistan has received the first three upgraded F-16 fighter aircrafts with an official saying the aircraft could be used to deal with "all internal and external threats". An official spokesman claimed Pakistan would be the only country besides Israel to get the latest version of the F-16, reflecting the strategic relations between Islamabad and Washington. The three new jets were flown to a Pakistani airbase this afternoon and the 15 others will be delivered by the end of this year, officials said. Pakistan has offered to set up a special corridor for Sikh pilgrims to visit the sacred Gurdwara Kartarpur Sahib, which lies only three kms from the international border, a senior official has said. Pakistan is ready for talks with India to create such a special corridor for a safe passage for pilgrims, Syed Asif Hashmi, chief of the Evacuee Trust Property Board (ETPB) that is responsible for maintaining the shrines of minority communities in Pakistan, told reporter at Hasanabdal yesterday. Organisations representing Indian Sikhs have been demanding the establishment of a passport and visa-free passage between Dera Baba Nanak on the Indian side and Gurdwara Kartarpur Sahib, located about three kilometres from the border in Pakistan's Narowal district.

A strong 6.9-magnitude earthquake struck off the Solomon Islands on Saturday, sparking panic but no immediate reports of damage and no tsunami alert. The underwater quake hit 58 kilometres (36 miles) southwest of Kira Kira, on Makira Island, and 206 kilometres southeast of the Pacific nation's capital Honiara, the US Geological Survey (USGS) said. The quake, which the USGS initially said packed a magnitude of 7.1, struck at a depth of about 35 kilometres, at 4.30 pm. It was reported to be among the strongest earthquakes felt in Honiara for a decade and sent people fleeing from their homes into the capital's streets. The Pacific Tsunami Warning Center issued a bulletin, but no warning, saying "no destructive widespread tsunami threat exists based on historical earthquake and tsunami data".

Hurricane Darby moved further away from Mexican coasts and was expected to lose more speed over the weekend, the US National Hurricane Center said. Darby grew into a Category 3 hurricane earlier yesterday. It had maximum sustained winds of 115 mph and was 265 miles southwest of the Mexican beach resort of Acapulco. The storm was moving westnorthwest at 6 mph. ''A turn toward the west or west-southwest with a decrease in forward speed is expected later tonight or early Saturday,''
the Miami-based hurricane center said. Pacific hurricanes can damage tourist resorts along Mexico's coast but pose no threat to the country's oil industry, which is primarily located in the Gulf of Mexico. Farther out in the Pacific, Hurricane Celia weakened to a Category 3 status. The system posed no threat to land as it roared across the Pacific and forecasters said it should dissipate by the middle of next week. Celia, the first hurricane of the Pacific season, was 850 miles southwest of the tip of Baja California and had maximum sustained winds of 120 mph.

Court extends woman diplomat's JC by 14 days in spying case PTI NEW DELHI, JUNE 26
A Delhi court today extended by 14 days the judicial custody of diplomat Madhuri Gupta, who has been arrested for allegedly passing classified information to Pakistani intelligence officials. Chief Metropolitan Magistrate Kaveri Baweja remanded Gupta,
53, to judicial custody till July nine after she was produced in the court. Her judicial remand was on May 31 extended in proceedings conducted through video-conferencing. Delhi Police arrested Gupta on April 22 after she was called from Islamabad where she was posted as Second Secretary in the Press and Information wing. Police have still not filed the charge sheet against Gupta which they have to do in the
stipulated period of 90 days. The official is facing charges for allegedly violating the Official Secrets Act. She had come under scanner after she showed "extraordinary" interest in areas beyond her role in the information wing of the mission. Central security agencies had then briefed senior MEA officials about her activities in Pakistan which included allegedly supplying sensitive and classified documents related to Indian activities in that country and Afghanistan.
Mossad chief faces axe PTI JERUSALEM, JUNE 26
Israel's long-time super spy Meir Dagan, who heads the country's ultra secretive Mossad, is likely to step down in three months time apparently because of an international furore over the Dubai killing of a top Hamas commander. Dagan, the chief of Israel's espionage agency has served as Mossad director since 2002 and was dubbed as ‘Man of the Year’ two years ago by the Israeli media. But the Dubai fiasco seems to have cast a shadow over his tenure, with the government denying him another extension, after the expiry of his term in 90 days. Mossad’s activities came in for severe international criticism after the January assassination of Hamas commander Mahmoud al-Mabhouh in Dubai, widely believed to have been carried out by Mossad agents using forged foreign passports. Dagan, who was recently described in the Arab world as the Jewish state's 'superman', is likely to step down in three months after being denied another extension due to the embarrassment caused by the alleged Dubai affair, Israel's Channel 2 reported.

We all love stories, and in fact, we tell stories all the time. In love with everything about storytelling and interweaving it in her personal and professional life, Valene Correia Afonso shares her thoughts with us
BY REMEDIANA DIAS alene was born and brought up in Bombay. After her marriage she moved to Goa in 1964 and immersed herself in a lot of social work trying in her unique way to reach out to people. She was instrumental in bringing the St Vincent de Paul Society to Benaulim Goa in 1969. During her long innings at Manovikas School, she was given ample opportunities to explore various avenues by the Principal, Therese Almeida. Eventually, the zest of children rubbed off on to her, giving staying power and lasting energy, enthusiasm and pizzazz. Valene simply loves and adores kids and their innocence endears her to them. It has been six years now since she has been grooming and training kids in speech and drama. She helps children to speak well with propriety, proper diction, detonation, pronunciation, reading, etc. In other words, she develops their self confidence and introduces kids to good books, authors and poets. For her, storytelling is a way of inculcating good reading habits; as the children read or act out fables, tell stories, mime, play games and sing songs they absorb a wealth of knowledge from them. Sharing with us the place and time her bond with storytelling first began, Valene says, “Maybe a lot of it had to do with the way my Mum narrated them. She often used vivid emotive words, sounds and detailed descriptions. I hung on to her every word wide-eyed. In hindsight, I think her tales stirred my imagination and made me a storyteller. My mother played a very effective part in instilling in me a love for story telling.

Whenever I came home after being out and about, she would ask me to tell her about my day. She listened with great interest to my accounts. I often fabricated the plot and introduced fantastical characters to make the story juicy. My words, gestures and dramatisation earned me the “Drama Queen” title. I was in my element when I had a small group around me listening to my stories.” Though we all can listen to stories, donning the robe of a storyteller requires a different approach. “The first thing I do is connect with my little listeners. The imagination, use of gestures, sounds, languages and even the settings in which the story is told play major roles in vivifying it. The most challenging aspect of telling stories is to grab the children’s attention, get them to listen to you and encourage them to ask questions. I look straight into their eyes and acknowledge their faces, creating a bond. As a storyteller, I modulate my natural speech patterns and mesmerise them throughout the session. I try to make it interactive,” Valene reveals. When asked whether there is any sureshot way of grabbing a child’s attention, she replies, “Children love talking animals. That is something I learnt early in my life. They love to believe that animals can talk. Talking animal stories have a special place in their hearts. I am satisfied when I see a smile, an amazed or incredulous expression on an innocent face.” Through her experiences Valene has witnessed the inherent intelligence in children. They can arrive at conclusions on their own without adults having to spoon-feed them the moral values in a story. She believes that a moral follows naturally in every segment and aspect of the story and you don’t have to tell children the dos and don’ts. They pick them up on their own. This, she says, is the beauty of storytelling.

BY DOLCY D’CRUZ HERALD FEATURES ake a walk down the streets of Fontainhas and the sight of the beautiful houses, coloured in imperial hues of red, blue and yellow transport you to a world of yore. The houses with huge verandahs lined-up with potted plants and tiled entrances are like windows to what the past might have been, bringing to mind vivid pictures of how the people must have lived and what their priorities were. Rather than letting modernisation take over, it would be better if development could be balanced with culture and heritage as it enriches our present being. With an eye to achieve just that, the Indian Heritage Hotels Association (IHHA) recently held its general body meeting in Goa. One issue that was put forward was renovating and preserving houses that were influenced by IndoPortuguese architecture and presenting them as heritage homes, which in turn will encourage heritage tourism in Goa. The meeting was attended by Nikhil Desai, Managing Director, Goa Tourism Development Corporation (GTDC) who was very receptive of the ideas. Jack Sukhija, Secretary of Goa Heritage Action Group (GHAG) informs, “In the year 2004-05, GHAG listed 900 structures as heritage structures which included houses, buildings, bridges, palaces and was around just 20-30 per cent of Goa. A significant percentage of this included houses which could be developed into small scale hotels with a few rooms.” The structures were categorised as Grade 1, Grade 2, Grade 2 A and Grade 3. Grade 1 includes structures which have to be careful conserved by preserving its originality. These structures would include historic buildings while Grade 2 includes intellectual conservation of structures wherein the aesthetics of the external construction stays the same and the internal structure is modified using new construction materials. Grade 2 A takes note of the surrounding area of the structure and specifies that the street façade remains the same. For example, if a Portuguese house has a huge garden belonging to the same owner, he should not construct a six storey building next to the house. The singer has said that she's barely spent any time with her husband-to-be, as he is fully focused on the soccer tournament in South Africa. Perry has also admitted Brand shunned her when his favourite team England took on Slovenia in a crucial qualifier. “It’s funny because he’s always there for me and we’re always there for each other. On Wednesday we had a day off. He had a day off as well because he’s been busy promoting his movie and the game was on. We were watching the game and I was like messing with him saying, ‘Darling, I really want to go outside.’ And he was so caught up, he was like, ‘But the game, the game...’ But I knew I wasn’t gonna pull him away from that game. So I just took a nap,” said Katy who is currently topping the charts with her single ‘California Gurls’. She added: “Everything is about football right now. It’s like, when I was with him last night he was up late watching football. And he was online reading all about it and it’s like, ‘How much can you read?’”

But these same houses bring in tourists who are seeking a glimpse of the old world charm. They travel to Goa to look at the Portuguese influence on the culture, the architecture and how the place has still held its identity. If houses are well maintained, they can provide guests to have a home like experience and also provide civic service by maintaining the character of the place. A new trend noticed in accommodation is that tourists prefer staying at heritage guest houses as compared to commercial hotels. Ajit Sukhija, IHHA’S executive member is also the owner of the heritage hotel Panjim Inn which was initially an ancestral house built in 1888. The house was renovated and refurnished with 24 rooms and today has clients from all over the world dropping in for a day or two to experience the Goan lifestyle. The hotel is classified as a heritage hotel by the Central Government. Unfortunately, classification of heritage hotels doesn’t yield any benefits except for income tax rebate. The classification process has stringent rules wherein one has to deposit Rs25,000 as deposit for the classification deposit and the requirements from a heritage hotel is not less that a five star hotel. Besides that, one can run a heritage hotel without getting it classified. Ida Fonseca and her family runs Astoria, a heritage hotel in Assagao. The ancestral house is almost 200 years old and houses 22 rooms with the reception and restaurant maintaining its original façade with strong doors and shell windows. “One compliment that the guests often offer is that they don’t feel like they are staying in a hotel as the ambience is of a family home with the quiet surrounding and landscape. We often have guests coming in for a day or two and end up staying for a week. We receive repeat guests throughout the year. The house was renovated in stages that took nearly five years to complete,” says Ida who has been running Astoria for the past 18 years. Moreno Fernandes owner of Hilario Heritage Inn, Siolim, says, “The idea of converting heritage houses into hotels is great. We have a guest book for guests to write their comments when they leave the hotel.” Moreno attended the general body meeting and runs the over a century old ancestral house as a heritage resort. Originally owned by Hilario Fernandes, one of the oldest landlords of Siolim, Moreno is his great great grandson who provides a glimpse of the architecture and lifestyle of the yesteryears through his houses. Hence, though modernisation has surely been a boon to Goans in many ways, preserving our traditions enriches our present lives and keeps us connected with our roots.
Sonu Niigam to release Michael Jackson Tribute

ollywood playback singer Sonu Niigam, who is a huge fan of late pop legend Michael Jackson, said he is working on a tribute for Jackson with his brother Jermaine Jackson. “I am working on a song which will be my tribute to Michael Jackson. This will be the first tribute song to the singer with one of his family members. After the song is recorded, I will work on a music video and release it soon, informed Niigam. “I am very happy that Jermaine agreed to work on the song with me,” he added. “Micheal Jackson was a great artist and as an artist it is my duty to appreciate his commendable work. He changed a lot of things in the music industry and I don’t think any singer around the world is left untouched by the kind of work he has done,” said Niigam. The singer, who has been the voice behind chartbuster songs like ‘Kabhi alvida na kehna’, ‘Saathiya’, ‘Kal ho naa ho’, ‘Dil chahta hai’ and ‘Sandese aate hain’ among others also revealed that he was in Los Angeles last year when the news of Jackson’s demise broke. “I was just two miles away from Michael Jackson’s house where he died. When we got to know the news. I, my wife and my son, we went to his house in the evening and lit a candle there. So many people were standing there,” he revealed. On the professional front, Niigam informed that he is currently working on an album on world music. “I’m not singing too many film songs nowadays because I am not getting the kind of songs I want and I am not willing to do mediocre work. I am working on a world music album currently because I want to focus and encourage non-film music as well,” he said.

Each song highlights a different element of our freedom struggle and the feeling of patriotism that lies in each one’s hearts. The lyrics of all the songs are penned by Tomazinho Cardozo and the music is provided by Mukesh Gathwal. The songs are rendered by well known singers of Goa such as Sonia Shirsat, Anthony San, Socorro de Santa Cruz, Fatima D’Souza, Lydia Cardozo, Anil Kumar, Shirish Lawande, Irene and Tomazinho Cardozo. The residents of the village are set to celebrate a post celebration of the feast with the Third Sao Joao Spring Festival at Pomburpa from 11am to 3pm today. “This year the festival is being celebrated entirely by the villagers, from the dance to songs, even the food,” says Mario Fernandes, a supporter for the festival. The festival is organised by the residents of the village headed by Fr Santana Carvalho, Parish Priest of Mae de Deus Church, Pomburpa, and helped by the Parish Pastoral Council. A day-long programme is scheduled to treat every sense of the revellers, with song, dance and food. “There will be ‘mandos’ and ‘dulpods’ sung by the elders of the village in a bid to keep the traditions alive,” says Mario. The other programmes that are on the itinerary include a play revolving around environmental problems performed by the students of the St Elizabeth High School, a dance performed by the children of the nearby boarding school and performances put up by well known Konkani singers like Joe Rose, Antoinette de Pomburpa and A Vaz de Pomburpa. “The highlight of the festival will be the felicitation of newly wed couples which is a ritual of the past. Participants and guests are requested to dress up in colourful gear and eco friendly copels,” says Mario.

The World Cup moves into the knock-out stage on Saturday and although no-one can predict exactly what will happen, one thing is likely: penalty shootouts are about to cause more joy and heartache. Since the first World Cup
penalty shootout ended in victory for West Germany over France in the 1982 semi-finals in Spain, the do-or-die method of deciding drawn matches has created some of the most memorable moments in the tournament's history. Two finals have been settled by penalties, in 1994 when Brazil
beat Italy and in 2006 when Italy defeated France. Diego Maradona, Socrates, Michel Platini and David Beckham have all missed shootout kicks, while Roberto Baggio standing head-bowed in horror after he skied the penalty that handed Brazil the 1994 World Cup remains one of the enduring images of sport. Former international goalkeepers Oliver Kahn of Germany and Sergio Goycochea of Argentina as well as current Czech Republic keeper Petr Cech, who have all witnessed the highs and lows of facing spotkicks in their careers, shared their thoughts with the media yesterday, and the general agreement between them was you need far more than just luck to save a penalty. Kahn, who made 86 appearances for Germany between 1994 and 2006 said the body language of the penalty taker gave the goalie the first clue about what was on his mind. ''You can read a lot from the body language of the player and where he is thinking of placing it'' Kahn said. ''It is a psychological duel between the goalkeeper and the penalty taker. It has a lot to do with eye contact and body language. ''You can irritate him with your body language, you can see whether a player is fearful and you can see from his eyes if he makes a small mistake into which corner that ball will go.'' Cech, whose Czech Republic side failed to reach the finals, was asked by a reporter why if it was so easy to read body language did so many penalties end up in the net. He gave the reporter the sort of steely stare he might reserve for Wayne Rooney or Lionel Messi as they prepared to take a penalty against him. ''If you have three seconds to read the body language, it’s easy, but if you have one tenth of a second to read his bodylanguage before you can decide what way to go, then it becomes difficult,'' he dead-panned straight back. ''You have to do your homework, you know where the player can shoot, what his habit is, if he waits for the goalkeeper or if he chooses the corner. ''But you need to be strong, stay calm, try to keep your homework working, then you have a chance of saving it. You have to make yourself big.'' Kahn admitted than when his side Bayern Munich beat Valencia on penalties in the 2001 Champions League final, he didn't remember anything he had researched about his opponents. ''I still remember very clearly, I was working with my coach Sepp Maier to figure out what all the players' tactics were. But I forgot all about it. I went straight into a phase of absolute concentration. I couldn't hear the crowd, the supporters nothing.''

The struggles of Europe and Africa at this World Cup doesn’t mean FIFA is about to alter the way it apportions spots for the tournament. FIFA secretary general, Jerome Valcke announced Saturday that “there is no discussion about
slots for the future.” Of the 13 European teams that started this World Cup, only six made it to the last 16. That’s fewer than at the last three World Cups stretching back to 1998, when the tournament expanded to 32 teams. Of the six African entrants,
only Ghana advanced, while teams from South America and Asia filled seven spots in the last 16. Valcke also says FIFA would be open to discussing how to create more time between the end of European club seasons and the start of future World Cups.

The person is elected. If he has the feeling that in what he has done he failed, then he can resign. Players revolted over the expulsion from the squad of striker Nicolas Anelka for insulting the coach, and France came bottom of their group after a draw and two defeats. College student Robby Donoho watched Landon Donovan’s golden goal on Wednesday and decided it merited an instant tribute. Little did he know, within hours it would wind up bringing the United States soccer hero, flicking through the internet half a world away, to tears. Donoho, a 21-year-old Purdue University senior and avid fan of the men’s National team, collected a montage of clips of USA fans celebrating Donovan’s injury-time winner against Algeria and assembled them into a catchy package, which he put on YouTube. Within hours, the video had gone viral, and as the American players headed to bed on Friday night ahead of their round-of-16 match against Ghana in Rustenburg, more than 350,000 viewers had tuned in. It didn’t take long for the images to be passed through to the USA’s training camp near Pretoria and onto the laptop of Donovan himself.

Many players have likened the Jabulani to a “supermarket ball,” saying it is too unpredictable and flies through the air too easily. “We’re not deaf,” FIFA secretary general, Jerome Valcke said Saturday. “FIFA is not unrecep-
tive about what has been said about the ball.” Valcke said FIFA will discuss the matter with coaches and teams after the World Cup, then meet with manufacturer Adidas. “There are rules for size and weight. … But the ball has to be perfect,” he added. Goalkeepers have complained about the ball at every recent World Cup, although this time forwards and even coaches have added their laments. Brazil coach Dunga got into a verbal spat with Valcke over the Jabulani before the tournament, challenging the FIFA executive to come out onto the pitch and attempt controlling it. The American football team's success in the World Cup has an Indian connection. Sunil Gulati, an Indian-American native of Allahabad, who currently heads the United States Soccer Federation (USSF), is being credited for the team's rise. Winning a World Cup game was considered highly unlikely before the start of the tournament in South Africa this month. But the team made history and rejuvenated the entire country after it defeated Algeria 1-0 on Wednesday to qualify for the pre-quarters. And Gulati has been instrumental in preparing the right strategy for not only popularising soccer in the country of baseball, but also developing the team. While the former President Bill Clinton lost his voice cheering for the team at the stadium, incumbent Barack Obama heard the jubilation and the loud cheer that erupted into the White House press room after that one goal while he was discussing the Afghanistan war with General David Petraeus. And Gulati, who was born in Allahabad on July 30, 1959, is being widely credited for football fever gripping America right now.

Uruguay became the first country to make it into the World Cup quarter-finals with a 2-1 win over South Korea at a sodden Nelson Mandela Bay stadium here on Saturday. Goals in either half from Luis Suarez earned Uruguay, who last made the quarter-finals in 1970 before finishing fourth, a last eight date with either the United States or Ghana -- who play later on Saturday -- in Johannesburg on July 2. South Korea coach Huh JungMoo said his players had done their best. "My players never gave up, they were tenacious and rose to the challenge, they showed they were true Koreans," he said.
