Blaze at complex PTI PUNA, JULY 29

A big blaze engulfed top floors of a commercial complex on the Senaspati Bapat Road here this evening leading to evacuation of the occupants, fire brigade said. The fire was brought under control after two hours and no casualties were reported. in the mishap, it added.

Chief Minister B S Yeddyurappa on Thursday announced a ban on export of iron ore from Karnataka , saying that it was the only way to stop illegal mining in the State. He also clamped a ban on transport of iron to other States. Yeddyurappa told reporters here that the ban will be in force till the completion of a State Lok Ayukta (ombudsman) probe into illegal mining in the last 10 years, between 2000 and 2010. H e h a d o n We d n e s d a y banned issue of permits for transporting iron ore for exports. The chief minister’s decision comes against the backdrop of a raging controversy in the State

over illegal mining and export of iron ore. Between 2000 and 2010, over 30 million tonnes of iron ore was illegally mined and exported from Karnataka, according to data provided by Yeddyurappa to the State assembly. The Congress has dubbed it a ‘scam of the century’ involving up to Rs.600 billion (Rs.60,000 crore). The Congress is on a march from Bangalore to iron ore rich Bellary, 320 kms away, demanding a Central Bureau of Investigation (CBI) probe into illegal mining. Bellary is the political base of the Reddy brothers, powerful mine owners and ministers in Yeddyurappa’s cabinet. The Congress began the

march on July 25 and will reach Bellary on August 9 for a rally. The party leaders and workers are walking 20 kms a day to cover the 320 kms in 16 days. Yeddyurappa has rejected handing over the probe to CBI

saying it will only delay the findings and credibility of the agency is in doubt. The Congress and the other opposition party in the State Janata Dal-Secular alleged that the Reddy brothers are involved

in largescale illegal mining and export of iron ore. The Reddys, Tourism Minister G. Janardhana, his elder brother Revenue Minister G. Karunakara and younger brother and assembly member G. Somashekara have denied the charges. The brothers, who own the Obulapuram Mining Company, on Thursday launched ‘swabhiman’ campaign in Bellary to counter what they called Congress and JD-S attempts to malign not only them but the district also. Their loyalist, Health Minister B. Sriramulu on Wednesday tonsured his head and announced he will walk barefoot and eat only fruits till August 26 when senior BJP leader Sushma Swaraj is expected to visit Bellary.

The opposition Bharatiya Jamata Party stalled the proceedings of the house for yet another time over the government’s reluctance to hand over the policepoliticians-drug nexus case to the Central Bureau of Investigation. This was the fourth time the business in the assembly was disrupted by the Opposition over the demand for CBI probe in the Police-politician-drug nexus case. Opposition MLAs disrupted assembly proceedings crying ‘Shame, shame’ and shouting slogans “Ek…do..ek do…Congress ko fek do.” Earlier, the BJP as well as the ruling legislators – Dayanand Narvekar, Agnelo Fernandes and Mickky Pacheco - strongly crit-

Unfazed by Pakistan’s angry reaction, British Prime Minister David Cameron today said the existence of terror groups like Lashkar-e-Taiba on its soil was “not acceptable” and it must eliminate them to end terrorism in India. He endorsed the views of Prime Minister Manmohan Singh who asked the world community to press Pakistan to fulfill its commitments to end terrorism directed against India with equal seriousness as on the western border with Afghanistan. Singh and Cameron expressed concern over the terrorism emanating from Pakistan after their wide-ranging talks. Addressing a joint press conference with Cameron after the talks, Singh said the two leaders agreed that terrorism constitutes the single biggest threat to the region and the world and no

Nearly nine out of 10 Britishers (87 per cent) say that prices at destinations constitute the most important criterion when picking their perfect holiday. A study for price comparison website Kelkoo.co.uk by internet-based market research firm YouGov, said price was followed by cost of accommodation (86 per cent) and flights (82 per cent), security (81 per cent), climate (78 per cent), food quality (77 per cent), cultural and tourist attractions (65 per cent), exchange rate (61 per cent), flight length (41 per cent) and time difference (9 per cent). Failure to prove ownership, CCP to seal shops in municipal market HERALD REPORTER PANJIM, JULY 29

The market committee of the Corporation of the City of Panaji (CCP) has recommended sealing all those shops from new city municipal market which have failed to prove their ownership or are left without use, by next week. “The committee has decided that all those shops which are closed down or are not functioning and at the same time have failed to approach us proving their ownership over the shops, will be sealed,” member of the market committee, said. The corporator said that the market inspectors will inspect the complex yet again and accordingly the shops will be sealed. The committee, headed by Mayor Carolina Po, which met on Thursday to decide the faith of the market tenants, who failed to approach CCP with doc-

umentation proving their ownership over the shops even after the set deadline of July 15. The corporation had come out with a notice asking market tenants to pay off their rents as per new market rates of Rs 195 per sq meter as against Rs 30 by July 15. Apart from this, the tenants were also asked to submit all the documents to prove their allotment and occupation in the market complex. For this an agreement was suppose to be signed between CCP and market tenants. However, only 90 of 450-odd tenants approach CCP. “Today we decided that corporation will sign a market lease agreement with only those tenants whose names are added in Goa State Infrastructure Development Corporation (GSIDC) list. There are hardly 25-30 people who are added in this list,” the corporator said. “Others have either sublet

their shops or are close down. Hence the matte over agreement with these people will be taken in the special council meeting,” corporator added. He said that council members have to decide whether to regularize it or give it on lease. During the meeting, it was clear that around 52 big shop owners from the market have deposited cheque with CCP as per 2003 agreement (Rs 30 per sq meter). “Along with the cheques a legal notice stating that they should be charge as per the 2003 agreement was also attached,” he stated. However, the market committee has decided to seek legal opinion over the matter. As per CCP report 458 shops and stalls and 446 vegetable and flower vendors have occupied space in the market. And there are 100-odd shops which are either close down or are not functioning.

Fishing season takes off on Aug 1

Mechanised boat owners wait for work force to arrive on time HERALD REPORTER MARGAO, JULY 29

Just three days to go for the new fishing season to begin on August 1, mechanised boat owners keep their fingers crossed over the availability of work force on time. Labour from the States of Orissa, Jharkhand and Bihar are coming only in trickles to the fishing jetty so far. And, if the President of the Cutbona Boat Owners Union, Antonio Rodrigues is to be believed, hardly 30 per cent of the required work force has descended at the fishing jetties. That anxious owners of mechanised vessels are making repeated rounds at the Margao railway station, hoping that labour from the eastern states would arrive by train is not uncommon these days. In fact, some of the owners are even believed to be maintaining a vigil at the railway station to prevent “poaching” of the migrant labour heading to the jetties. Says Antonio Rodrigues: “Right now, only around 30 per cent of the workers have reported in the state. We expect and hope the remaining workers would report at the jetties right on time”.

(File photo) The fishing jetty at Cutbona.

Though the delay in the arrival of the manpower is remains unknown, boat owners say that some of the labour has got gainful employment in factories set up up in their native states. Other say the labour would hit the state only after they complete the agricultural operations back home. A trawler owner, Kennedy Alemao, says that his workers from Daman have reported for work this season. He, however, said that nearly 70 per cent of the workers are yet to report till date. Goa’s mechanised fishing industry is entirely dependent on

the migrant work force, who are employed as Khalashis on the fishing vessels. “Only a small percentage of workers such as Aryamen and mastmen hail from Goa. The requirement of khalashis is met mostly by the migrant labour ”, Kennedy added. Incidentally, the government has this year made it mandatory for mechanised boat owners to provide life jackets for the crew employed on the fishing vessels. This measure comes against the backdrop of last year’s cyclone which claimed the lives of around 67 crew members employed on the fishing vessels.

‘Form panel to look into sexual harassment cases’ HERALD REPORTER PANJIM, JULY 29

The lone woman MLA Victoria Fernandes made a pitch for having a committee to check into sexual harassment of women in offices and other work places. Speaking during the session on demands, Victoria said some women have lost their mental balance after experiencing sexual harassment at work places. The Government has to seriously look into this issue and form this much-needed committee, she stated. She said nowadays women are not relegated to looking after hearth and home, but have moved out into the mandominated world to eke out their living. There is a need to give them basic facilities like change rooms and separate toilets at the work places, she mentioned. She also raised several other issues pertaining to police, jails and Goa Sadan that were slated for discussion. Victoria maintained she has been just given assurances on upgradation of the Ribandar Police Station. “Why are you giving assurances when you can’t keep up to them? Is it because I am the lone woman MLA?” the angry MLA lashed. Talking on jails she said there was a need to have a manual to improve the prevailing conditions in the cells. She spoke of her experience of staying three months in Aguada jail among hardened criminals. May be it was God’s plan for me to see the conditions there and raise them here, she said.

Francis D’Souza, Pandurang Madkaikar, Anant Shet, Victoria Fernandes, Reginaldo Lourenco and Chandrakant Kavalekar were some of the MLAs that raised these demands. They said Goa was undergoing a major unchecked demographical change and in this scenario a strong police force was one of the vital necessities. Mapusa MLA Francis D’Souza said whenever he raised the issue for a new police building in his constituency the reply he got was “paucity of funds”. “There is an urgent need for a new building. Q: What are your hopes from the current Goa visit? Do you think that you will be able to convince the court that Scarlett’s death was more than what it is probed as? FM: I do hope to get justice for my daughter and that’s why I have travelled all the way to be here. It is not my place to convince the court. I can only provide the court with facts known to me. I certainly am not a higher mind than the court. The Indian Judiciary is respected the world over and is fully capable to provide justice as long as all concerned provide it with relevant facts and evidence. Q: Your sustained struggle led the case to be handled by CBI. But why is that you still say that you will not get justice in India? FM: I have never said that I will not get justice in India. All I have said is that both the criminals and the police officer who assisted the criminals by trying to portray the homicide as a swimming

Now the name of Roy is coming up. Could you elaborate? FM: The existence of a drug nexus has been found both by me and the Goa Police. My daughter was given narcotics by people on the beach belt and this year the Goa Police arrested some police officers for their involvement with the Drug Nexus. Such a nexus cannot survive without political patronage. However it is for an independent investigating agency to find out the persons involved in such a nexus, not for me to speculate. Q: Do you think the speedy trial in the Goa Children’s Court will bring justice to your deceased daughter? Or it’s just a formality? FM: The answer to this would be the findings of the court.

Russian woman rape accused prays for bail HERALD REPORTER MARGAO, JULY 29

It is a fit case to grant bail”, he argued. On the Crime branch argument that John is also required in custody since the forensic report is not yet come, Adv Viegas pointed out that the accused has been in custody for the last seven months, adding that John’s presence in custody is not required to get the CFSL report. A 16-year-old-girl from Verna died under mysterious circumstances at the Goa Medical College Hospital in Bambolim, prompting family members to lodge a complaint with Vasco police. Vasco Police on Thursday registered the case as unnatural death to probe the case of

‘Even after 2 yrs, I cannot bury my daughter’s remains due to narcotic lobby’ Fiona Mackeown, who became mascot of foreigners who faced injustice in Goa, says that she cannot bury her daughter’s remains even two and half year later due to the strong narcotic lobby. In an interview with Vibha Verma, the mother said that lot of evidence in this case is lost because of delay in handing over the investigation to CBI.

D’Souza said thousands of migrant labourers enter Mapusa on a daily basis. There is unchecked migration and police tenant verification is very slow, he stated. Quepem MLA Chandrakant Kavalekar, who has been continuously highlighting the need for a police station, maintained this was a long-pending demand of the people of his constituency. The sanctioned staff at the present station, which housed a jail during the Portuguese era, is 40 but it is working with very less personnel, he highlighted. Old Goa MLA Pandurang Madkaikar informed the present police station in his constituency was in a congested area and had no space to cater to the present day work load. I had made a representation for upgradation, but nothing has happened, he stated. Madkaikar said Old Goa is a place where tourists flock and keeping this in mind there was a need for having permanent tourist place in the area. At pres-

against the Goa Police chargesheet. FM: A lot of evidence was destroyed before the CBI took over. Keeping in mind the limited evidence that they could gather, I think they have done a good job in their investigations. However it would have been much better if the job of investigating the cover up by the Drug nexus was also given to them Q: How was Julio Lobo with your family and Scarlett? Is it true that he promised a luring job to Scarlett overseas where he was employed? FM: He had gained my trust as well as the trust of all my children. Yes he had promised Scarlett a job in Finland and she was excited about the prospect. Q: Who else do you think is behind your daughter’s death and what circumstances led to her death? FM: My daughter had been given Narcotics and I blame the Drug dealers for that. However their clout is strong and visible. They certainly are walking free, while I cannot even bury my daughter’s dead body after a period of two and a half years. Q: You have been constantly accused of being an irresponsible mother as you left your late daughter Scarlett Keeling alone in Goa while you along with your other children and boyfriend toured Gokarna. FM: I have always trusted people and believed in the goodness of human nature. If that is a crime, then I certainly am guilty.

Raveena Rodrigues, who died while undergoing treatment in GMC Hospital. Vasco Police DySP Mahesh Gaonkar informed that they received a wireless message from GMC that Raveena had expired in the ICU ward of GMC. “We have registered a case of unnatural death and are investigating the case further,” said DySP Gaonkar. Family members have lodged a complaint with Vasco Police, after accusing doctors of negligence at a nursing home in Vaddem-Vasco and at the GMC. In her complaint, Raveena’s sister Ravika stated that Raveena was admitted at a nursing home at Vaddem on July 3 for a suspected case of appendicitis and she was operated by a doctor. Raveena was hospitalized for nearly six days at the nursing home and was suddenly shifted to GMC Hospital for further treatment without conveying

any reason to the family members, claimed Ravika. After Raveena was shifted to the GMC Hospital, doctors informed family members that she would have to be operated again. When the family demanded a reason for another operation, the doctors reportedly failed to give a satisfactory reply to their queries. “This is negligence of the highest order from the doctors at the nursing home and GMC, amounting to be a culpable homicide not amounting to murder,” stated Ravika in her complaint. “There is a need for a thorough investigation as to why my sister was shifted to GMC Hospital from the nursing home and why she was operated again at GMC without the consent of family members,” stated Ravika. Ravika has demanded a thorough probe into the death of her sister to unearth the circumstances behind the death.

Legislative panel unhappy with coastal security PANJIM (HR): The Legislative panel on Thursday expressed unhappiness with the Coastal Security measures adopted by the Government along the Goa’s coastal belt. Continuing the pressure on the government to hand over the police-politicians-drug nexus case, the Leader of the Opposition Manohar Parrikar questioned why the Chief Minister Digambar Kamat was reluctant to hand over the case to CBI. Parrikar stated that if the chief minister does not hand over the case to CBI even he could be in problem in future. “If the police are not interested in solving the case then why did they arrest six persons? If they are good why arrest them? Just to show people you are doing something?” he asked. “This is not the way how investigations in such high profile cases are carried out. Satardekar chides Crime Branch probe in attempt to murder case HERALD REPORTER PANJIM, JULY 29

Police investigation into criminal cases came to the fore yet again after Curchorem MLA Shyam Satardekar pointed out the Crime Branch had failed to file a chargesheet in the Mariano Mascarenhas attempt to murder case even after three years. Mariano was shot in a bar at Xelvona on February 16, 2006. Former Xelvona Panch Mariano was against the dust pollution in his area and had raised a banner of revolt. Satardekar raised the issue in the House on Thursday questioning whether it takes three years to file a chargesheet. “There is something wrong. Looks like some politics is involved somewhere,” he stated. He said there has been no investigation absolutely even after the weapon used to shoot Mariano was found.

Yaniv Benahim alias Atala gave a statement to the media that Roy was not involved in the case. “Atala gives certificate to politician’s son, is that not shocking?” he asked. Further, he asked, why the government was avoiding CBI inquiry? “It is the duty of the home minister to come out clean and I feel he himself should volun-

teer to hand over the case to CBI,” he said. Substantiating his claim, Parrikar said, “When allegations were levelled against me in IFFI scam I myself said the case can be given to CBI. Even Babush (Monseratte) said the same in his case.” “It is the right time the government hands over the case to CBI,” he said.

He also said that the court had not given permission for the casinos to operate without proper NOCs. “Court has not granted order to operate without NOCs,” he said adding “…I know three vessels do not have NOCs from the CoP and two do not have licences from the DG Shipping.” Parrikar stated that the government is least bothered on the issue. “No one is monitoring the operations in the casinos whether they are legally operated or not,” he said.

The AG said that Chief Secretar y had prepared a white paper before scrapping SEZ policy, which had raised the fear of p ublic furor like the one noticed in Nandigram.

Fo r m e r F i n a n c e M i n i s t e r Dayanand Narvekar on Thursday demanded that those police officers booking high profile cases should be made accountable, if the case is not taken to logical consequence. “What happens in high profile cases? Why these cases are brought to an end abruptly? I will ask the government all those cases filed against MLAs or celebrities. If any one of this case results in acquittals, will the government hold the respective police official responsible?” Narvekar said during the discussions on demands of grants for Home department, in the Assembly today. Kantak also made it clear that as per the law, the State government has enough powers to scrap SEZ policy for the benefit of the State. Pointing out that promotion of SEZ will burden the State infrastructure, AG cleared that being a small State, Goa does not have sufficient land in order to facilitate six SEZs. “Apart from that nearly 60 per cent State’s water will be consumed by these SEZs which is not affordable,” he added. Earlier, the promoters had alleged that State government has no power to scrap SEZ policy as it is a nationwide policy. They had also pointed out that public outcry cannot be considered as an important criteria

for rolling back SEZ policy in the State. The final argument over SEZ, which began on July 28 will continue to hear on August 4 and 5. The six SEZ promoters include Meditab Specialities Pvt Ltd, Peninsular Pharma Research Centre Pvt Ltd, Paradigm Logistic & Distribution Private Ltd, Planetview Mercantile Company Pvt Ltd, Inox Mercantile Company Pvt Ltd and Maxgrow Finlease Pvt Ltd. Parrikar suggested that the

Instead, it should give licence to use land. “Planning Commission has issued instruction that land should not be given on lease,” he told Rane. License can be revoked but that cannot be done if land is given under lease agreement,” he pointed out.

Khola Sarpanch faces no trust, deputy resigns HERALD CORRESPONDENT CANACONA, JULY 29

A no-confidence motion has been moved against the 10month-old Khola Sarpanch Archana Velip, while Deputy Sarpanch Ujwala Velip, who is one of the signatory to the motion, submitted her resignation from the post. According to Canacona BDO sources, five of the nine panchas have submitted no-confidence motion against the sarpanch, who held the panchayat reins, after her predecessor and then ruling group member Biva Velip was ousted in September last year. Sources further informed that the motion has been fixed for voting on Tuesday at 11 am at Khola panchyat. “Mass illegal constructions, involvement of close kins of the sarpanch in such activities, and not taking other panchas into confidence in panchcyat affairs,” are cited as reason by Panch Pandhari Prabhudessai for moving the nom-confidence motion. Interestingly, apparently in a tactical move, Deputy Sarpanch Ujwala Velip submitted her resignation from the post. Other signatories to the motion are Ashmita Pagui, Pandhari Prabhudessai, Sergio Fernandes and former sarpanch Biva Velip. It may be recalled that Archana Velip was elected Khola sarpanch, after former sarpanch Biva Velip was ousted in September, 2009, by the then ruling group consisting of six panchas. Biva was then separated from the ruling group and was seen mostly staying away from ruling group activities, which has Ujwala Velip, Shanta Velip, Prabhakar Velip, Prabhakar Vaiz and Sarpanch Archana Velip. With the opposition panchas moving the motion, the ruling group is presently reduced to four from their earlier strength of six. According to sources, this group has the blessing of Quepem MLA Chandrakant Babu Kavlekar, who reportedly used his clout to build rapport with voters from Khola village, which in the latest delimitation process is clubbed as part of Quepem assembly constituency.

CurChorem rioting Case framed charges against 30 persons, including the then general secretary of Goa BJP unit Satish Dhond, besides BJP Youth leader from Margao Sharmad Raiturkar in the 2006 Curchorem communal riots case. The prosecution case is that the accused in the case wanted

to promote enmity between the Muslim community and others. The police said that on March 3, 2006 between 4.30 pm to 9.30 pm, the accused formed unlawful assembly at Careamoddi area and were armed with deadly weapons and pelted stones at Masjid at Careamoddi. The police alleged that the accused obstructed the movement of Muslims and later set fire to vehicles on the roadside and damaged the Razak petrol pump at Sanvordem. The police further charged the accused persons for attacked the shops belonging to the Muslims and set the pump on fire, besides assaulting the policemen on duty.

was broken and the line was touching the poles,” informed the engineers. “To attend the fault, the department had to shut down power supply at about 10 am on Thursday and the fault was rectified by 11.10 am by the linesmen. Assistant Engineer T Prakash and junior engineers Campan Henry and Sripad Gaude were present to ensure that the fault is rectified immediately. The linesmen carried out the work amid heavy rains. The engineers further said whenever power supply is cutoff, a lot of time is wasted in detecting the fault. The length of main 33 KVA line, which comes from Tivim to Porvorim Sub-station via Nachinola is about 20 kms and the line passes through the forest area. “Whenever power gets cut off,

the linesmen have to walk down through vegetation to detect the fault, as the road is non-motorable. Once the fault is detected, they have to return to Porvorim Power station and go back with the material and if required, the junior engineer also accompanies them,” they informed. “Before starting the actual repair work, they have to advise Tivim Power Sub-station to shut down to enable them to carry out necessary repairs. This precautionary measure is of utmost importance to avoid any casualty.” “As soon as repairs are carried out, they have to again advise the Tivim Power Station to recharge the line. In this process, a lot of time is wasted, but the consumers do not understand the practical problems faced by the electricity department,” said the engineers.

The minister was replying to a question tabled by Siolim MLA, Dayanand Mandrekar during “Question Hour.” Mandrekar had sought explanation from the minister why the applications about transfer of shops have not been cleared for long which are pending since 2006. A total of 26 applications for transfer of shops consisting six shops, stalls – 18 and two kiosks – are pending. However, the minister said he has already given instructions to the chief executive officer to expedite the process of clearing the files. Karnataka bans iron ore exports

n a remarkable move, Karnataka Chief Minister B S Yeddyurappa yesterday announced a ban on export of iron ore from Karnataka. The ban applies not only on exports out of the country but also out of the state. This means that Karnataka miners will not be able to circumvent the ban by moving their ore to ports like Mormugao in Goa or to Vishakapattnam in Andhra Pradesh to circumvent the ban. The ban is to remain in force till the completion of an inquiry by the state Lok Ayukta Justice Santosh Hegde into illegal mining over the last 10 years, between 2000 and 2010. It is estimated that between the years 2000 and 2010, over 30 million tonnes of iron ore has been illegally mined and exported from Karnataka. The opposition Congress in the state says that the value of the ore illegally mined and sold is Rs60,000 crore! The ban came as the opposition Congress MLAs, along with their supporters, are undertaking a ‘padayatra’ from Bangalore to the iron ore mining district of Bellary. The demand of the Congress is familiar; they want a Central Bureau of Investigation (CBI) probe into the illegal mining in the state. The ruling Bharatiya Janata Party (BJP) is strongly resisting the demand, saying that the CBI will be unduly influenced by the Congress government at the centre. However, the BJP’s Goa unit seems to have much more faith in the CBI. The Goa BJP wants the Goa government to order a CBI probe into the Police-Drug mafia nexus in Goa, in which they say Home Minister Ravi Naik’s son Roy has a hand. Bellary is the stomping ground of the infamous Reddy brothers. Tourism Minister G Janardhana Reddy, his elder brother and Revenue Minister G Karunakara Reddy, and younger brother and MLA G Somashekara Reddy, who own the Obulapuram Mining Company, are accused of being the biggest illegal miners in the state. They have the backing of BJP heavyweight Sushma Swaraj, whom they call their 'thayi' (mother). She visits Bellary every year to perform 'Varamahalakshmi Pooja' (worship of the Goddess of wealth, Lakshmi). Mrs Swaraj had brokered a compromise in October-November last year, when the Reddy brothers had led a massive revolt of BJP MLAs against Yeddyurappa. The Reddys claim that they do not have a single mining lease in Karnataka, and only operate in Andhra Pradesh. However, the practice of entering into ‘raising contracts’, where mine owners practically lease the mine to another party, makes ascertaining actual ownership of mines difficult. Chief Minister B S Yeddyurappa must be congratulated for his zeal to end illegal mining, even though his method – a complete ban on ore exports – tends to punish the legal miners as well, for no fault of their own. However, his attitude towards illegal mining comes as a refreshing contrast to that of Goa Chief Minister Digambar Kamat, who has been promising to stop illegal mining and punish the perpetrators for nearly two years now, but has done nothing so far.

1000cc taxi scam

L

eader of the Opposition Manohar Parrikar has rightly criticised the Transport Department for issuing a notification that old 800 cc taxis will have to be replaced by new ones of over 1000 cc. As he says, the government notification will throw the ‘aam admi’ out of the taxi business. Quite apart from the fact that taxi drivers cannot raise Rs5 to 6 lakh to buy 1000 cc vehicles, these are much less suitable as taxis than the 800 cc Maruti Omni, which takes passengers and lots of luggage in great comfort. This move smells of a scam to help some particular vehicle dealers in the state.

R

eligion is essentially based on ‘Faith’. Faith should not be taken up blindly, but reasoned out. Religious beliefs have acquired unquestionable sanctity over time. India is a deeply religious country. Superficial study portrays our behaviour as a meaningless observance of traditions that are obsolete and not in keeping with modernity. Fasting during ‘Shravan’, Lent and Ramzan, for instance, is often seen as a meaningless ritual. But ‘fasting’ not only helps keep the body’s wants under control, it trains the mind to relax and helps fine-tune one’s physiology. During ‘Shravan’, in July and August, the fish breeding cycle is on, and abstinence from fish and meat helps nature restore the ecological balance. We fail to express gratitude to our forefathers, who understood the concept of a balanced exploitation of resources, and the laws and principles of diminishing returns. In an India ravaged by droughts, floods and famines, our ‘sacred groves’ served as storehouses for survival during calamities. The divine cow is man’s best companion, providing food, fuel and furnishings in the form of milk, dung, medicines, horns, etc. Worship of cows helped society make symbiotic use of the divinity for economic prosperity and survival in adverse times. As science develops, matters of faith often get explained and revealed. Many religions preach the concept of a ‘Holy Trinity’. In Christians, it is the ‘Father, Son and Holy Spirit’. For Hindus, it is Brahma, Vishnu and Shiva; the concept of three personas in one God. The word ‘God’ has ‘G’ for ‘Generation’, ‘O’ for ‘Organisation’ and ‘D’ for ‘Destruction or Dissipation’. The concept of Generation is perhaps the most complex. Little is understood about how the universe came into existence. The ‘Big Bang Theory’, the evolution of our galaxy, the Milky Way and our planetary Solar System with the ‘Sun’ sustaining it, is a mind boggling hypothesis. To us on Earth, everything seems fixed and stationary. But we know that over 15 billion years ago, our universe was born. Around 6 billion years ago, our Earth was a hot planet without any life. The formation of continents and oceans, the origin of water, the evolution of an atmosphere and the emergence of elementary cycles; it was all a well-organised phenomenon. Sequentially, evolution – from simple inorganic elements to complex organic molecules like proteins, carbohydrates, DNA, RNA, to the simplest living unit – took over 3,000 million years. From

Science VS ReLigion this primordial soup to the evolution of humans took another 3,000 million years. The actual history of humankind is just over 100,000 years; yet it is humans who are today effecting major changes on Earth, the planet that is their only known habitat in the vast universe. In the role of the Trinity, we see the Destroyer or the Dissipater as the final phenomenon. The Sun is slowly expanding. Over millions of years, it has been generating heat and light. After a few more thousand million years, the sun too will collapse and die, just like all living matter on Earth. We know that from dust we came and to dust we shall return. But the theory of Karma says that there is a cycle of birth and rebirth. Elementary cycles in nature, like the food chain cycle and nutrient cycle, clearly indicate that life through birth and mineralization through death are collateral processes and will continue as long as the Sun shines and man does not interfere beyond limits in natural processes. The ultimate forces in nature are also responsible for destruction or dissipation into ‘Energy’, also referred to as the ‘Soul’, which is considered indestructible. This goes back to the Generator to further initiate the cycle. Apart from Earth, there must be organised life in other galaxies. Our souls or cosmic energy can

he other day, I dropped in at my friend Kellie’s house. By afternoon, dark clouds had gathered, threatening a heavy downpour any minute. Kellie said, “Come on, don’t leave just yet. You’re bound to get drenched if you do.” I was glad I let her talk me into staying until evening, as it began raining immediately. As we sipped hot tea and ate hot bhajjas, she said, “Hey! Did I tell you about my lost purse?’” I shook my head in the negative. She continued, “The other day I went to visit Maggie’s granny, Mrs. D’Souza. I sat for a while until I could no longer bear to hear about arthritis and high blood pressure. I beat a hasty retreat, only to find I had left my purse in her house. I had to walk all the way back to her house in the scorching sun to retrieve.” I asked “So did you find it there?” “Nope.” Said Kellie biting into her fourth hhajia. “Mrs. D’Souza said she did indeed find a purse fallen near her sofa. The politicians have used some person to target Catholics in Goa. Though Goans are cool minded, they are not foolish. The outcome of all these tactics will be seen in the forthcoming elections. We should realise who will be the beneficiary of this bid to divide and ruin Goans.

Church and state Joaquim de Souza, by email The move by Antonia Michelle Abel to seek to bring the Office of the Archbishop under RTI appears to be out of lack of understanding of the purpose behind the Act. It is for bodies appointed and/or financed by the central and state governments. The Church is governed by Canon laws; the central/state governments have no say in the running of the Church. It is an independent body with its own rules and regulations, and transparency is a part of its religious teaching. Any attempt to bring it under RTI would amount to unwarranted interference in religious affairs.

Why not RTI? Peter Trinidad, by email

Floriano Lobo, Goa Su-Raj Party On Wednesday 29 July, my colleague Adv Antonio Lobo and I visited Xavier Centre for Historical Research (XCHR) to listen to Dr Jose Pereira’s recital of ancient khell tiatr in Konkani. As the function came to a close, we were informed that a delegation of the Hindu JanJagriti Samiti (HJS) was waiting to accost Dr Jose Pereira. Earlier, the XCHR had received anonymous phone calls threatening to cut off Dr Jose Pereira’s hands as well as to decapitate him. We requested the audience to stay while the HJS delegation quizzed Dr Pereira. The delegation was asked to question Dr Jose Pereira before the audience and a video camera, which they did not anticipate. Immediately their hostility evaporated and they asked their questions in a decent manner, citing their hurt sentiments and thanking the Institute for withdrawing the three paintings they objected to earlier. They said six other pictures were “sensitive”, and wanted them removed too. When they questioned Dr Pereira as to how he could depict Lord Krishna in the manner he did, Dr Jose relapsed into authoritative Sanskrit recital, which took the audience as well as the HJS group completely by surprise. Then, the leader of the group – a lady in a white sari – admitted that she was not at all learned in the scriptures but still felt they were wrongly interpreted. Professor Rafael explained that there is no such thing as singular interpretation in literature, and multiple interpretations give colour and vigour to literature, striking a healthy balance. XCHR head Fr Delio Mendonca asked the group to put their further demands in writing. Adv Antonio Lobo made it very clear that threats would not be tolerated and that the group had made a mistake by publishing the XCHR phone numbers on its website and newspaper so that the Institute could be subjected to anonymous phone threats. The audience dispersed only when the group had left the Institute. A very strong signal has been sent to these unruly self-styled keepers of morals and so-called religious watchdogs that they cannot threaten their way through goondagiri and must resort to civility and transparent social norms. Adv Lobo started his interaction with the group in Konkani, but relapsed into English when they could not respond. If he had persisted, the non-Goan status of most of the group would have become clear. Can these self-styled religious policemen come from outside Goa and tell Goans what they can and cannot do?

Kellie took pity on me as she offered me some delicious cup cakes. She said, “I gave up the search and walked back home sadly. I couldn’t understand how my purse could have disappeared into thin air.” “I narrated the story to my sister who said the story was worthy of being published in the newspaper since I had wasted the whole morning walking round the village, exhausted, on a merry wild goose chase involving so many people.. .and I still hadn’t found the purse...since that purse had been lying on my bed at home all along!”

She said “I went to Mrs. Azavedo’s house only to find that the purse she had wasn’t mine. It was a brown one belonging to Mrs.Fernandes who is her neighbour. Mrs. Feraandes had gone to visit Mrs.D’Souza the night before, and had dropped her purse there. Since Mrs. Azavedo was her neighbour, she recognized the purse and agreed to return it to her. But Mrs.D’Souza assumed the purse was mine.”

Letter of the Day

It is a necessity to get the Archbishop’s Office within the ambit of the RTI Act. A lot of preaching is done about truth and honesty and issues close to the heart of Goans, but there are an equal number going unnoticed or ignored. The clergy is silent, either due to spiritual blackmail or just a pure ‘whyshould-I-be-bothered’ attitude. There are a lot of irregularities and suspected hidden agendas creating a rift among the clergy. The public would like to see more transparency in Church operations, just as the Church demands transparency from other institutions. The RTI will help reduce this growing suspicion.

give birth to diverse forms of life, which could be similar or utterly different from what we see on Earth. The study of physics, biophysics, chemistry, biochemistry, geochemistry, biology, geophysics and mathematics, without understanding the power of spirituality, religion and morality, has led humans into extremism and waywardness. The realisation that God is not an all-powerful person but a ‘timeless force’ with unlimited energy is difficult for the human mind to comprehend. Over billions of years, stars like our Sun, even much bigger ones, have born and died. There are numerous planetary systems revolving around stars, in a variety of galaxies, where Generation, Operation and Destruction (the Trinity process) is happening over unlimited time and space. Science can help us understand the forces of the ‘Trinity’ across the Universe, but it has severe limitations of concrete data. Religion teaches us that these are finite objects created by God, that we have to play our definitive roles and understand the preaching of sages, prophets and wise men who were able to perceive God in its entirety. From the birth of our universe to the final death of our sun, from the ‘big bang’ to the ‘black hole’, is 20 billion years. The Sun will slowly ex-

pand and cool down before dying, like millions of stars before it. Today, we are searching for planets in galaxies far beyond our Milky Way, to find life or even conditions fit for human beings to inhabit. While the destruction of our planet proceeds unabated, our search to find a new Earth-like planet too goes on. Over past decades, Humans have immortalised life through Hybridoma technology. They have generated life from lifeless chemicals. They have simulated the creation of the Universe through the Big Bang. But they are doing precious little to protect, preserve and improve upon the quality of human life and dignity on Earth. The work of the scientific community is sought to be negated in the name of religion by fanatics. That killing those who disagree with one’s views can bring instantaneous salvation, is the mantra of the terrorist and suicide bomber. Intolerance and hypocrisy in the name of religion is the route to human destruction. We say that we are all equal and condemn women who would like to do priestly duties. In the name of God; who man created in his image, we exploit and harm other humans. Women who have abortions, those involved in gay relationships, atheists, etc, are also products of the cosmic ‘Generation’, ‘Organisation’ and ‘Dissipation’ cycle; irrespective of variance in faith, beliefs or religion. Unfortunately, in Goa, instead of leveraging the benefits of the interactive association of Science, Religion and Spiritualism, we set up Science against Religion and fuel inter-religious rivalries. The meaningless demolition of religious structures, desecration of idols, thefts in holy places, gives Goa a bad name. The religious faithful become intolerant to controversies or criticism; witness the mob attack on the house of Calvert Gonsalves, who produced a CD targeting a priest. Christians in Goa pose themselves as more Christian than Christ. Jesus told his followers to show the other cheek to the one who slaps. But in Goa, stoning, beating and abusing those who criticise is the order of the day. The decline in spiritual values has led to increasing incidents of rape, murder, theft, divorce, suicide, exploitation, cheating, gambling and prostitution, and quality of life in Goa is taking a severe beating. Do we not have good shepherds in Goa? The black sheep are growing menacingly, as we have failed to realise God in its entirety, both spiritually as well as scientifically. God is the eternal transformation of cosmic energy over eons, of which we too are a minuscule part.

Spend money wisely Antonio Diniz, Fatorda The Goa Football Association’s (GFA’s) proposed tie-up with the Australian Sports Outreach Programme (ASOP) and Football Federation Australia (AFF) is music to the ears. GFA Secretary Savio Messias says ASOP and FFA will give Rs20 lakh annually for three years to fund Goa’s grassroots programme for eight- to 14-year-olds, to develop high quality junior football in Goa. GFA needs to utilise every rupee of this Rs60 lakh for the benefit of the youth, to improve their physique and stamina, their mental abilities, and hire professionally qualified coaches, physiotherapists and dieticians. These funds should not be used for cars, living in luxury hotels or unnecessary jaunts to various places for officials. There must be complete transparency. The money should be fully accounted for by a core committee of dedicated, honest and hardworking people, with semi-annual appraisals. Paths of Wisdom Fit of Anger By Samir Khan

Sulaiman bin Surad (may Allah be pleased with him) reports that two persons abused each other in the presence of Allah’s Messenger (may Allah bless and greet him) and the eyes of one of them turned red as embers and the veins of his neck were swollen. Thereupon Allah’s Messenger said: “I know of a wording; if he were to utter that, his fit of rage (would have been no more, and that wording is): I seek refuge with Allah from Satan the accursed.” One of the persons said: “Do you find any madness in me?” Ibn al‘Alaa said: “Do you see it?” And he made no mention of the person. (Sahih Muslim) The supplication: Aoozu billahi minash-shaitanir-rajeem (I seek refuge with Allah from Satan the accursed) which the Holy Messenger (may Allah bless and greet him) has enjoined us to pronounce in order to keep from, or get out of a fit of anger, is very meaningful, as Satan and the fit of anger have so many similarities. It was out of anger and spite and losing selfcontrol that Satan disobeyed Allah, for what was demanded from him, was not agreeable to him. Similar is the case with one who falls prey to a fit of anger. He becomes angry on hearing anything unpalatable to the ears be it right or wrong. And then he, in a fit of mounting rage, loses control of himself and thus his actions. Moreover, Satan has been made of fire; and anger is also born of irritability of temperament which is a sort of inflaming of passions. The person referred to in the hadith (sayings of Prophet) was under the erroneous impression that refuge from Satan is sought exclusively when one is in a fit of madness, as a mad person in those days was thought to be one who had come under the influence of Satan. He failed to realise that the fit of anger is also a sort of madness.

oPinionated The Goan Catholic Casualty By ARwIn MEsqUITA

During my schooling years in Kuwait, I was overwhelmed by the Goan Community or shall I say the Goan Catholic Community via the various functions, tiatrs etc. I perceived Goa’s Identity as Catholic, but to my gradual realization, Goan Identity was actually, an amazing cohesion of the Goan Hindu, Goan Catholic and Goan Muslim entities. I think many Goan Catholics don’t appreciate that the fact, that Hinduism in particular, has a significant positive foundation/influence on the Catholic community, and both these dominant religions together, have shaped Goa’s Very Unique Identity; making us different, from other Indian and Global communities. I think with respect to Goan Identity, both Goa’s predominant religions, can’t do without the other. But then, we see divisions amongst these religious communities, to the effect that most of Goa’s critical identity issues are not addressed, to the benefit of corrupt politicians and non-Goans who (with respect) are taking increasing control of Goa and making us irrelevant in our own land i.e. the disunity/suspicion amongst the religious groups are pushing Goans towards extinction. For instance, despite the fact that a significant amount of Goans relate to Roman Konkani, this script is being opposed; do Goans prefer to promote Konkani or to see non-Goan languages i.e. Kannada, Malayalam, Urdu etc getting increasing prominence via the back door i.e. uncontrolled migration, migrant vote banks and other factors. Let’s understand that Konkani (Devanagiri and Roman) will be irrelevant, if Goans become a minority in Goa. I will address issues in my Catholic community. “Goan Catholics must realize that the first clear casualty of Goan Identity will be Catholics themselves, ” and surely in the long run, it will be all Goans, including the Hindus and Muslims. We Catholics, will have only ourselves to blame and in my view, are significantly responsible for Goa’s deteriorating identity, via the following facts: (A) Short term gains in land sales to outsiders; many times unnecessary, (B) Konkani shunned by the so- called educated/elite class, (C) USA, UK, CANADA, AUSTRALIA etc., appears to a give an imaginary boost to the self-esteem of many Catholic Goans; many of those who emigrated, then come to “Hopeless Goa” looking for prospective Grooms/Brides for themselves or their siblings (D) Most Goan emigrants give various excuses i.e. better life, education for children etc; It is the permanent overseas residence (not temporary) that I am referring to. I appreciate that there are economic reasons for emigration, but let me pose the following questions (1) Do we really lack a long term vision, to see that the economic power is shifting east and so, do Goans really need to go west today? (2) Why can’t well off Non Resident Goans, use their resources to improve Goa and realize the very better standards that they use as an excuse to emigrate? (3) What about the true value of material gains vs. the actual social/value losses? (4) Yes, there are reasons for specific emigration, but then, can’t they give back anything to Goa or have they abandoned the land of their ancestors? (5) Don’t we appreciate that all developed countries were actually backward but the residents there “made it happen”; and now with respect, many Goans (particularly in the Gulf) are migrating to those countries, instead of trying to develop their home to the desired standards; I think that together, we can make Goa a world class state. It easy to run away from problems and emigrate; but is this right in the long run? The Goan Diaspora has the world’s best practices, but only a few have/are giving back to Goa. I believe that most issues causing Goans to emigrate can be resolved, some immediately, some in a reasonable timeframe and some a bit more time. The Goan Diaspora can play a key role in the latter with their Global Skills/Strengths; but will they? There are many cultural events and conventions in Canada, Australia, UK, USA etc. Surely all these, will not be relevant, if Goan identity is extinguished in Goa. Sometimes, I think that with the exception of a very few, most of these events are just socializing opportunities for the Goan Diaspora and there is actually no serious will, to do anything for Goa. I read somewhere that Mississauga Canada had the largest concentration of Goans outside Goa; the Goan source appeared to be very proud of the same, to which I can sadly say that with the current high rate of permanent Goan migration from Goa, Mississauga could have the largest Goan Population in the world and that identity too will gradually wither away, with no distinct Goan majority homeland, in the near future. In Politics, we Catholics are slaves to deceitful “Secular Parties” and vote for “Catholics” irrespective of how much his/her image is tarnished? Many of our Catholic religious leaders blindly call on us to vote “Secular Parties”; are they really secular or are they “wolves in sheep’s clothing” under the deceitful garb of secularism? How different are these parties vs. the labelled communal parties. I think parties like the Congress-NCP are doing more damage and destruction to Goa than say the BJP i.e. (1) Migrant Vote banks that is changing demographics, creating social imbalance/problems and Manipulating Democracy, (2) Water Contamination, (3) Illegal conversion of Agricultural land, (4) Facilitating large scale land sales to wealthy non-Goans (5) Unnecessary mega-projects destroying fragile environment/ecology and again changing demographics (6) Coercion/strong arm tactics/false police cases to subdue genuine activists fighting for Goa (7) Deliberately flawed employment policy, for illegitimate monetary gains from outsiders, which works against Goan employment and forces Goans to leave Goa etc. I am not lobbying for any particular party but ask Catholics to vote for the right candidate for Goa. If we really want to back “secular parties” then let’s DEMAND that they put up good and untarnished candidates? Else let’s put up people’s candidates via the Gram Sabhas? It is high time, we Catholics take a long hard look at ourselves and realise how our actions/non-actions are destroying Goa and its Identity. Let’s change our mindset, else we probably will deserve, what is to become of us! Lastly, there are so many Goan Non-Catholics, who are also very keen to save Goa and its Identity; so let’s work together towards the common goal. Pessimists will say all that can’t be done or how nothing will change. IF we want to truly realize the Goa that we want, then FIRST let’s change this negative mentality and adopt a “CAN DO” attitude”. Quoting Henry Ford “if you think you can do a thing or think you can't do a thing, either way you're right”

Price rise: BJP seeks President’s intervention, submits signatures HERALD BUREAU NEW DELHI, JULY 29

The Bhartiya Janata Party leaders and MPs, led by party president Nitin Gadkari and BJP Parliamentary Party chairman Lal Krishna Advani, on Thursday marched to the Rashtrapati Bhawan and petitioned the President for her immediate intervention to check the price rise to provide relief to the common man. The party leaders who met Pratibha Patil also submitted a memorandum purportedly signed by 10 crore people in a nationwide signature drive on the nationwide concern against unabated rise in prices and abject failure of the UPA Government. While the left parties held over an hour-long demonstration before the main entrance of the Parliament House building on the price rise to protest against the government not allowing debate and voting on the issue, the BJP leaders took out the march after both the Houses were adjourned without transacting business for the fourth day. The memorandum submitted by the BJP to the President conveyed sense of outrage at unmitigated hardships faced by common people due to the absolute failure of the Congressled UPA Government to check the rise in prices of essential commodities of daily use. Pointing out the false promise given by Congress in the 2009 elections to bring down prices of essential commodities in 100 days, the memorandum said the UPA government has

PTI NEW DELHI, JULY 29

Parliament was paralysed today for the third consecutive day with the united opposition demanding a debate with voting on the price rise, unfazed by the rejection of an Adjournment Motion. Seeking to mount pressure on the government, opposition parties created pandemonium in both the Lok Sabha and the Rajya Sabha as well outside the House where protests were staged. BJP, led by senior leader L K Advani, marched to the Rashtrapati Bhavan to highlight their demands on inflation while Left, TDP, RJD, BJD and AIADMK staged a dharna in the Parliament House complex. Samajwadi Party held a separate protest. In both the Houses, it was trouble from word go as Opposition led by BJP, SP and BSP raised slogans against inflation and demanded discussion under a rule that entails voting. In the Lok Sabha, members from NDA and SP stormed the Well as soon as the House assembled for the day. Speaker Meira Kumar had yesterday rejected nobeen totally reckless having no control as there is no vision or thinking to control the spiralling prices of commodities and the people have been left at the mercy of hoarders, speculation traders and market forces. "It seems the motto of UPA has become 'Garibi Badhao'. Ever since the UPA government has come to power, the number of people living below the poverty line has increased phenomenally" so much so that experts committees have estimated them to be 37.2 to

tices for Adjournment Motion, saying the issue of price rise did not relate to failure of the government's constitutional duties. She had said the debate on the price rise may take place under any rule other than Adjournment Motion in this regard. In view of this, the opposition changed tactic and pushed for debate under Rule 184 which also entails voting. Leader of Opposition Sushma Swaraj demanded suspension of Question Hour and immediate discussion under Rule 184. Swaraj said the Opposition members were "saddened" by the Speaker's decision to disallow Adjournment Motion moved by them. "Since you had said the issue of price rise can be discussed under any other rule, we want the Question Hour to be set aside and discussion on the matter taken up immediately," she said. NDA convenor and JD(U) President Sharad Yadav said the opposition is faced with a dilemma on how to confront the Speaker. "After a lot of thought we have decide to give a notice for discussion under Rule 184," Yadav said.

50 per cent of the population, the memorandum affirmed. It said it was a tragedy that foodgrains worth Rs 50,000 crores are rotting and yet the poor and downtrodden are struggling for even one square meal every day. It also referred to the government hiking the petroleum prices thrice, varying from 33 to 46 per cent, making the life of common man difficult. The BJP memorandum also pointed out that India has entered an era of double digit in-

flation when the world is having 1 to 3 per cent inflation. Debunking Prime Minister Manmohan Singh's logic that "if you want growth, you have to face inflation," the BJP memorandum said: "China, Brazil and Russia are the fastest growing economy in the world. The GDP growth in China stood 9.5% and that of India is 7.2% but the inflation in China is less than 3% and food inflation is less than 1%, whereas in India the inflation is around 11%."

After making a mark in a range of economic activities, Kudumbasree, a neighbourhood women’s initiative in Kerala, has entered into an agreement with two major temples in the state to supply pooja articles like banana and turmeric, ending the long dependence on neighbouring Tamil Nadu for regular supply of these items. While one group based in a block panchayat in Thrissur would supply ‘kadali’ plantains

to the famous Sree Krishna temple in Guruvayur, another set of women are engaged in growing turmeric required by the Sree Nagaraja temple at Mannarassala in Alappuzha district. ‘Kadali’, a special variety of banana and good quality turmeric are essential items for temple poojas and rituals. They had been mostly bought from Tamil Nadu so far. Under the ‘Samagra’ initiative, which identifies and develops new markets,

Amid opposition uproar over price rise, Parliament today approved imposition of President's Rule in Jharkhand without any debate. As opposition members stormed the well in the Lok Sabha and raised vociferous slogans in the Rajya Sabha, a statutory resolution approving the central rule was put to vote and adopted by voice vote in both Houses. In the Rajya Sabha, the resolution was moved by Minister of State for Home Mulapally Ramachandran and passed without discussion amid uproar over price rise. Similar scenes were witnessed in the Lok Sabha where members of the BJP-led NDA and the Samajwadi Party stormed the well raising slogans, when Minister of State for Home Ajay Maken placed the resolution for vote. The measure was adopted by a voice vote amidst the din. Jharkhand came under Cen-

tral rule on June one this year after Congress and BJP gave up efforts to form an alternative government following resignation of Chief Minister Shibu Soren. The assembly has been kept in suspended animation. Congress and BJP had both indicated their inability to form an alternative government in the state after the Soren government was reduced to a minority on May 24. BJP, with 18 MLAs and JD(U) with two, withdrew support to the government after Soren voted against the cut motions sponsored by the opposition in Lok Sabha on April 27. The JMM, with 18 MLAs and having the support of seven others, was short of the required 42 MLAs in the 81-member House. Congress, with a strength of 14, and its ally JVM(P) with 11 members, had said it did not have the numbers to stake claim to form a government. Jharkhand has seen seven Chief Ministers since its creation on November 15, 2000.

British cultural delegation explores India tie-ups PTI NEW DELHI, JULY 29

Aimed at promoting cultural diplomacy with India, leading British arts and cultural institutional heads are meeting with various artists, scholars and museum officials to promote contemporary art, architecture textiles and museums. The officials are part of the delegation accompanying Prime Minister David Cameron who is on a three-day visit to India. "Every year, the British Museum invites 25 young curators aged below 30 from all over the world to take part in a curatorial seminar so that they can all come to work on different cultures from across the world and explore common heritage," Neil MacGregor, Director, British Museum told PTI. "We are in talks with Indian museum officials for an ex-

change of curators. Over the next few years we will also create two posts for Indian curators to join us in the curatorial seminar," he said. MacGregor was part of the delegation which interacted with alumni of the Charles Wallace India Trust (CWIT) programme at a gallery in the national capital. The CWIT offers UK fellowships to young Indians working in the arts and heritage conservation in India. "It is very important for us to work with our India colleagues. At the moment we are looking at textiles and we hope to develop conservation methods," said MacGregor. The British Museum is putting up an exhibition in London of textile material from all the Commonwealth countries, including India which is set to host the Commonwealth Games this October.

In a departure from diplomatic norms, UN Secretary General Ban Ki-moon has issued a statement voicing concern over the security situation in Kashmir over the past one month. "In relation to recent developments in Kashmir, the Secretary General is concerned over the prevailing security situation there over the past month," Farhan Haq, Ban's spokesperson, said in the statement. "He (the UN chief) calls on all concerned to exercise utmost restraint and address problems peacefully," Haq added. The Secretary General's unprecedented statement comes in the backdrop of violence in the Kashmir valley which has led to the death of 17 people and repeated shutdown at the behest of separatists. Ban went further and called for "rekindling the spirit of the composite dialogue" between India and Pakistan, which India disfavours till Pakistan addresses the terrorism issue.

Senior IPS officer Geetha Johri and former Gujarat DGP P C Pandey have been summoned by the CBI for questioning in the Sohrabuddin Sheikh fake encounter case, amid allegations some police officers tried to influence investigations. The summons were issued to the two officers even as the CBI grilled former Gujarat Minister of State for Home Amit Shah inside the Sabarmati Central Jail for the second straight day today in connection with the case. Sources said Shah, who is a key accused in the sensational case, was not cooperating in investigation despite an assurance of this effect given by his lawyers before the court. Kudumbasree units have entered into a tie-up with temple managements to produce and supply these items, a Kudumbasree official said. “As in the case of most basic items, including rice and vegetables, Kerala temples have been depending on Tamil Nadu for pooja articles. As part of our plans to find new avenues of gainful engagement for women, we approached the temple managements and procured the orders,” Co-ordinator and spokesperson of

Kudumbasree Mission, R Parvathi Devi told PTI. “We think the project is a step forward in achieving selfreliance in long-neglected farming sector,” she said. Under a project called ‘Nivedyam’, a total of 7,500 bananas are supplied to Guruvayoor Temple every day. Kudumbasree networks of seven villages under Kodakara Block Panchayats in Thrissur district had been organised in production and distribution of ‘Kadali’ fruit.

To start with, 30 acres have been brought under banana cultivation and with an initial investment of Rs 53.16 lakh and women in 150 self-help groups given special training, Parvathi Devi said. Co-operative societies have also been roped in for collection and supply of the products, which fetch a competitive market price for their produce. The project has become an opportunity to grow high quality Kadali plantains, indigenous cultivation of which is on the

verge of extinction. At present, 67 Kudumbashree units and 750 members are active in the initiative. Around 30,000 banana saplings were planted in the first phase, she said. “These are nurtured stage wise to ensure that the fruit of the same level of ripeness can be supplied each day to the temple. The process is scientifically managed and staggered growth is ensured,” a participant in the ‘Nivedyam’ project said.

Pak Army rejects reports of extra-judicial killings PTI PESHAWAR, JULY 29

Pakistan Army has rejected reports of extra-judicial killings and mass arrests in operations in the tribal areas in the country’s troubled northwest, with a top commander saying that troops will stay in the region till the situation improves. Asserting that the army was fighting the militants and not the people, Peshawar Corps Commander Lt Gen Asif Yaseen Malik said the elements with vested interests were spreading speculation about the extra-judicial killings to defame the force. His comments come as there have been reports of unclaimed bodies having been found in large areas of Malakand division and Swat valley. Malik said that government had set up anti-terrorism courts in the area and the trials of terrorists are underway. The General said the troops would continue operations in the restive tribal areas and claimed that militants had suffered great losses in these operations. The high-ranking army commander’s remarks came as Pakistani troops continue to be deployed in South Waziristan and Swat Valley, while paramilitary forces are taking on the Taliban in other restive tribal areas like Khurram Agency and parts of Orakzai. Though the Pakistani army has often declared parts of Swat and Bajour Valley as well as Orakzai areas as ‘Taliban free’ after conducting massive operations, the militants are engaging the security forces in renewed battles. Speaking to reporters Malik said the operations conducted by the Pakistan Army are directed against militants and not the people.

The recently bailed out legislator demanded stripping off the Home Ministry portfolio from Ravi Naik. “Naik has failed to manage the police department…Since the assembly session has commenced, he did not make his presence felt in the house…who is running the affairs of the department now? If he can’t manage, the portfolio should be handed over to someone else,” he said. The home minister is undergoing medical treatment in a Mumbai hospital, due to which he is absent in the on-going monsoon session right from its first day till date. Expressing concern over the increasing acquittals, the Benaulim legislator maintained that police officials should not be awarded in such cases. “A police officer investigating the serial killer Mahanand Naik was awarded medals. But the accused is already acquitted in three of 16 cases registered against him and remaining are pending in the court. How can we be sure that Mahanand will not be acquitted in the other cases too,” Pacheco remarked. Speaking on the sensational police-politician-drug mafia nexus case, Pacheco demanded action against all those involved in the case including the son (Roy) of the home minister, “whose name figured in the international media.”

Oppn presses for CBI probe budge from his stance and did not give any assurance on the issue. Following this, the BJP legislators rushed towards the Speaker Paratpsing Rane creating pandemonium in the house. Despite the ruckus, the speaker carried on with the business of the house. The demands for the day were passed amidst noisy scenes. The politician-police-drug nexus case came to light after Swedish model Lucky farmhouse’s put on Youtube the Video of her Goa based drug peddler boy-friend Yaniv Benaim alias Atala. Seven tainted police officials have been suspended for their alleged links with the drug mafia. They were arrested on charges of corruption and conspiracy and released later. A newly-wed couple on honeymoon, six bright members of a youth parliament and a couple flying to the capital to attend a funeral were among the 152 people killed in Pakistan’s worst aviation accident. Ayesha and Asif, who were flying to Islamabad for their honeymoon, were killed five days after their wedding. They were among the 146 passengers of the ill-fated Airblue flight that slammed into the thickly forested Margalla Hills outside Islamabad yesterday. “We are all traumatised. They got married only last Friday and were going on their honeymoon. Our house, which till yesterday was echoing with laughter, is now reverberating with shrieks and cries,” Sadia, Ayesha’s cousin, told a newspaper. A rescue worker informed Ayesha’s father about her death from her cell phone at the crash site. Another couple, Aisha and Mohammed, were on the flight from Karachi to Islamabad to attend a funeral. “What will I tell their children now,” cried Aisha’s brother Akhtar. The couple had left their children with him. Six young men and women, part of the Youth Parliament of Pakistan, were travelling to the national capital to attend a session. They were identified as Hassan Javed Khan, Syeda Rabab Zehra Naqvi, Prem Chand, Bilal Jamaee, Owais bin Laiq and Syed Arsalan Ahmad. Syed Shan-e-Hussain Naqvi, a

Youth Parliament member who did not board the flight, was in a state of shock. “My parents did not even know that I had not taken the flight because I spent the night at my friend’s house. When I called to tell my parents that I didn’t go, they could not believe it. My mother just couldn’t stop crying,” Naqvi said. Naqvi lost a co-parliamentarian and cousin Rabab in the crash. “I was so shocked. Rabab’s father called me up and started crying,” he said. Naqvi said his cousin was one of the best delegates in the youth parliament and an all-rounder. The new “prime minister” of the Youth Parliament was Hassan Javed Khan, who was to join Oxford University this fall. Rabab’s father Muhammad Murtaza said she was very happy before the journey. “She kept on reading till late at night and came to me and asked me to pray for her. I want to go to Islamabad and see my daughter or her body myself,” Murtaza said. Bhagwan Das, a cousin of youth parliamentarian Prem Chand, dropped him at the airport yesterday morning. “I had just reached home when we saw the news on TV and rushed back to the airport,” he said. According to Das, Prem Chand was the only educated person in their circle. “We could not sleep all night, Prem Chand was telling me stories of Islamabad and parliament and we went to the seashore to enjoy the weather,” Das said.

Malaysia rules out KLF presence PTI KUALA LUMPUR, JULY 29

Malaysia has ruled out the possibility of presence of Khalistan Liberation Force (KLF) members in the country and dismissed reports that the terror group has set up its base outside Kuala Lumpur. “We can confirm there is no such group based here,” Federal Special Task Force (Operations and Counter Terrorism) Department Director Commissioner Mohamed Fuzi Harun has said. He said Malaysian police was in close contact with their counterparts throughout the world to monitor militant activities. Fuzi was commenting on Malaysian national news agency Bernama’s report from New Delhi that Punjab police believed KLF had set up base outside Kuala Lumpur, with at least four of its members hiding in Malaysia. Information on the KLF base in Malaysia was obtained following the arrest of a suspected militant in Punjab on Monday.

Target militants outside Afghanistan, says Karzai AP KABUL, JULY 29

Afghan President Hamid Karzai pushed his international partners today to take stronger action against terrorist sanctuaries outside of Afghanistan. In a clear reference to havens in Pakistan, Karzai said: “The international community is here to fight terrorism, but there is danger elsewhere and they are not acting.” Pressure is building on Pakistan to escalate the fight against militants on its soil; especially since the release of more than 90,000 leaked US military documents posted Sunday on the Web by WikiLeaks. The trove of US intelligence reports alleged close connections between Pakistan’s intelligence agency and Taliban militants fighting Afghan and NATO troops in Afghanistan. Pakistan called the accusations malicious and unsubstantiated, but the push to persuade Pakistan to do more to eliminate Islamic extremists on its soil continues. In a wide-ranging news conference, Karzai said Afghanistan has deep ties with “our brothers” in Pakistan. He didn’t mention Pakistan by name.

Sensex up 35 pts; RIL down for second day PTI

MUMBAI, JULY 29

The BSE benchmark Sensex today rose by modest 35 points after a fall in food inflation boosted investor sentiment, even as the most valued company RIL lost for the second day in succession. The 30-share barometer of the Bombay Stock Exchange ended 34.63 points, or 0.19 per cent, higher at 17,992 points. The National Stock Exchange’s wide-based Nifty index too added 0.21 per cent to settle at 5,408.90 points. Analysts said market sentiment got a fillip after food inflation for the first time this year eased to single digit at 9.67 per cent, for the week ended July 17.

Retirement fund manager EPFO's apex decision-making body, the Central Board of Trustees, will meet on September 4 to decide on the interest rate for depositors for 201011, which is likely to be 8.5 per cent. "The CBT headed by Union Labour Minister would meet on September 4, where trustees would take up the issue of fixing the interest rate for depositors for the current fiscal," an Employees' Provident Fund Organisation (EPFO) source said. Earlier, on April 9 this year, the Employees' Provident Fund Organisation's (EPFO) trustees had deferred a decision on interest rates following pressure from trade unions. The employees' representatives demanded in the meeting to raise the rate of return on provident fund deposits to 9.510.5 per cent from 8.5 per cent. The EPFO's key advisory body, the Finance and Invest-

Monsoon 38% above normal in past week

ment Committee (FIC), had recommended an 8.5 per cent interest rate for 2010-11 -- which the depositors have been getting for the past five years since 2005-06 -- at meeting held on February 26 this year. The FIC recommendations are usually accepted by the CBT. The committee had said that maintaining an 8.5 per cent interest rate would leave a surplus of Rs 15.26 crore. FIC had also indicated that increasing the rate to 8.75 per cent for the next fiscal would result in a huge deficit of Rs 426.53 crore. The employees' representatives, including Hind Mazdoor Sabha (HMS) Secretary A D Nagpal and Bharatiya Mazdoor Sabha (BMS) Secretary B N Rai, had expressed reservations about fixing the rate of return at 8.5 per cent for six years in a row. They had argued that rate of return is decided after taking into account conservative advance income estimates for a financial year in the commit-

tee's meeting on February 26 this year. They had also asked to place a statement showing the last five years' actual and projected income from the EPFO's huge corpus of Rs 2.57 lakh crore. The EPFO has estimated an income of Rs 15,036 crore in 2010-11 and maintaining an 8.5 per cent interest rate for the next fiscal means an interest payout of Rs 15,020.80 crore and a surplus of Rs 15.26 crore. Maintaining a 9 per cent return would result in a deficit of over Rs 868 crore. The retirement fund manager maintained an interest rate of 9.5 per cent for three consecutive financial years between 2002 and 2005. Prior to that, the EPFO provided a return of 11.25 per cent for 2001-02. The EPFO maintained its highest rate of return of 12 per cent for more than a decade between 1989-90 and 19992000. Interestingly, when the EPFO started operations, it gave a return of just 3 per cent in 1953-54.

Again, in May this year, employees associated with two of the unions, All India Aircraft Engineer's Association (AIAEA) and Air Corporation Employee's Union (ACEU), went on flash strike in protest of alleged gag order by the airline management restricting union office-bearers not to go to media and other issues. Also, in September last year, Jet Airways pilots simulated strike by reporting sick for five days. "The national carrier is supposed to post a loss of Rs 5,400 crore in last fiscal (200910)," Patel said, adding losses were incurred due to prevalent economic recession, higher fuel prices, low yields and load factors. Give tribals fair compensation: Mittal

Nabard chief wants MFIs to cut rates

PTI NEW DELHI, JULY 29

The world''s largest steel producer ArcelorMittal has favoured "fair settlement" to tribals for their land acquired by any industry for mining, instead of a 26 per cent equity proposed by the government. Seeking to steer clear of the debate in India, where his group is pursuing steel projects worth Rs 1.3 lakh crore, ArcelorMittal Chairman L N Mittal said, "What comes out of the bill, let''s see what comes out finally. There is still lots of discussions going on". He was responding to queries relating to the proposal of the Mines Ministry in the draft Mining Bill that any miner who seeks land in the country should contribute 26 per cent equity or annuity to the tribals and locals whose land was being acquired. One of the richest persons in

Nabard said the micro-finance institutions (MFIs) should charge lower interest rates than what they do at present. "The MFIs are charging interest rates of almost 25 per cent. This should come down to 20%," chairman of Nabard U C Sarangi said. He said, the disbursement target for the current fiscal was Rs 40,000 crore, compared to Rs 34,000 crore in the previous fiscal. Out of Rs 40,000 crore, Rs 27,000 crore would be for short-term credit and Rs 13,000 crore as long-term credit. Sarangi said that Nabard had started a pilot project in Tamil Nadu, involving 2,000 SHGs, where agri-loans were disbursed through POs. To a query, he said that there were no plans to hike interest rates.

Central Bank’s online fund channel PTI MUMBAI, JULY 29

Public sector lender, Central Bank of India, has launched CentFast2India, a channel to remit funds through online to India from the United States. "This facility offers a hasslefree funds transfer by remitters in the United States to beneficiaries in India through Internet banking," Central Bank's Chairman and Manging Director, S Sridhar, told reporters here. "It gives freedom to the remitter in the United States to remit money at his convenience from anywhere from any bank account in the US to any bank account in India," Sridhar said. To start with the maximum amount per remittance has been restricted at USD 5,000. Overseas Indian remittances were estimated to be around USD 55 billion by FY 10 and is expected to touch USD 100 billion by 2014, he said. Sridhar said the bank would focus more on the retail sector this fiscal by launching new products.

Hike in fuel prices minimal: Deora PTI NEW DELHI, JULY 29

With Opposition parties stalling Parliament over price rise, Oil Minister Murli Deora today said the hike in domestic LPG rates translated into less than a rupee per day burden on consumers and 50 paisa a day for PDS kerosene users. "No government can survive if they don't know the feeling of voters. We want people and Opposition parties to understand the compulsions under which we took this decision and the minimal impact it will have on people," he said here. Describing claims made by critics of the June 25 decision as "exaggeration", he said the Rs 35 increase in the price of LPG cylinders translated into an additional burden of less than a rupee per day, considering that a 14.2-kg cylinder of domestic gas lasts 30-35 days. The Rs 3 a litre hike in kerosene translated into an additional burden of 50 paisa per day for a household using 5 litres a month of PDS kerosene. In a tongue-in-cheek comment, Deora said he met a friend from one of the Left parties this morning and explained the compulsions that led to the

price hike. "It is very difficult to show reason to Communists. God knows if he understood what I said," he said speaking at the signing of contracts for coalbed methane blocks awarded in the fourth round late last year. The hike had become necessary as the difference between retail selling price and cost of production had become unmanageable. "We have kept the burden on the poor man the minimal. The talk of the hike breaking the back of the poor and common man is nothing but exaggeration," he said. A united Opposition for the third day today stalled proceedings in Lok Sabha and Rajya Sabha, forcing adjournment of both Houses for the day without transacting much business. Alongside the hike in LPG and kerosene rates, the prices of petrol were freed from government control, leading to an increase in the rates by Rs 3.50 per litre in Delhi from June 26. Diesel prices were increased by only Rs 2 per litre, in preparation for an eventual freeing of prices. "The then Petroleum Minister Ram Naik (during NDA gov-

ernment) raised price of PDS kerosene from Rs 2.52 per litre in January, 1998, to Rs 9 per litre in March, 2002," he said. "This hike was 258 per cent, even though crude oil prices rose by just 147 per cent during the period." The Congress-led UPA government did not increase kerosene prices for the past six years, despite the price of crude oil (the raw material for making petrol, diesel, domestic LPG and kerosene) more than doubling from USD 36 a barrel in May, 2004, to USD 78. "We raised kerosene rates by Rs 3 per litre against the required increase of Rs 18.07 per litre," Deora said, adding that LPG continues to be underpriced by Rs 226.90 per cylinder. The United Front government, of which the Left parties, TDP and Samajwadi Party were constituents, in November, 1997, notified full deregulation of the prices of petrol, diesel, LPG and kerosene by 2002. According to this schedule, the rates of kerosene and LPG should have been at least double the revised price of Rs 12.32 per litre and Rs 345.35 per cylinder respectively. "The reason for price hike was not just to make up for the

losses of oil companies. It is also to stop theft and adulteration," he said. The pre-hike price of Rs 9.32 per litre made kerosene lucrative for adulteration in fuels like diesel as also diversion in open market. The NDA government, he said, had in April, 2002, freed petrol and diesel prices from government control, with the rates being revised twice a month based on international prices. "We have freed prices of petrol, a fuel that is used in cars. Diesel prices will be eventually freed, but the government reserves the right to intervene in case of a sharp spike or excessive volatility in global prices," he said. "What we did was bare necessity. We were compelled to do so because oil PSUs were faced with Rs 74,300 crore under recoveries (revenue loss on fuel sales this fiscal)," he said. "The opposition is being a hypocrite in its criticism." Even after the hike, oil PSUs would be saddled with Rs 53,000 crore of under-recoveries. "Petrol price has increased only 53 per cent and diesel 85 per cent since May, 2004, despite crude oil prices rising by 111 per cent," he said.

Hexaware eyes up to 7.5% growth PTI MUMBAI, JULY 29

Buoyed by an USD 200 million of deals signed in the last quarter, IT major, Hexaware Technologies, is targeting an up to 7.5 per cent growth in Q3 FY 11, a top company official said. "We bagged two large deals in the last quarter, one of USD 110 million and another of USD 60 million. Totally, we bagged deals worth around USD 200 million which makes us confident of growing encouragingly in the thirdquarter and this fiscal as a whole," Hexaware Technologies' Chairman, Atul Nishar, said here today. The company's financial year begins in Jan and ends in December. Hexaware reported a dip in profits to Rs 14.4 crore in Q2 FY 11 from Rs 39.5 crore in the year-ago period, primarily on account of unfavourable currency movements and a wage inflation of 15 per cent to off-shore employees. "We also committed initial investments towards the smooth commencement of a large deal signed by us," he said. The company clocked a revenue of Rs 251 crore, up 13 per cent from the previous quarter's Rs 221

crore. The signing of the USD 110 million deal with an existing Fortune 500 customer would give the company recurring revenues of USD 20 million annually, he said. Having added 12 new clients and 727 personnel in Q1 FY 11, the company exuded confidence about the remaining quarters. "The outlook is good, customers are beginning to increase their IT spends and we are beginning to get new business at higher rates. We plan to add 150 personnel in each of the next two quarters," the Hexaware official said. The company expects its margins to improve from the OctoberDecember quarter, mainly driven by volume growth. On acquisitions, Nishar said that the company was constantly evaluating opportunities though there was nothing on the immediate horizon. "We are interested in acquisitions in segments such as infrastructure, BPO and BFSI which are our core areas. Typically, we would be looking at a deal-size of USD 2550 million and primarily in the US," he said.

the world, India born Mittal said, "(It is) very difficult to make a comment on whether it is positive or negative, but I think instead of equity participation there should be a fair settlement in acquistion of land." Earlier, Mines Minister B K Handique had said that Tatas supported the idea of sharing 26 per cent of the profit of mining companies from operations in a given area with the locals instead of equity. As such apex industry association FICCI has opposed the move saying the new legislation would adversely impact investments in the sector and the scheme to provide shareholdings to tribals in mining projects is complex. Mittal''s comment came a day ahead of the crucial second round meeting of Group of Ministers (GoM) to examine the new mining legislation. The latest draft of the Mines and Minerals Development and

Tyre major Apollo Tyres Ltd would invest Rs 1,100 crore this year in its nine plants in India and abroad, besides expanding its operations in Asia, a top company official said here today. In the current fiscal, total capacity of the Indian plants would touch 1,450 tonnes, while 200 tonnes each would be added to the South African and European plants.

Regulation (MMDR) Act, 2010 which aims at expediting the grant of mining licenses, besides transparent, proposes giving 26 per cent equity or annuity to locals and tribals affected by the mining project. Mittal, who hopes to start work on one of his Rs 1.3 lakh-crore India projects in early 2011 for which several mining leases are required, however, said that he was watching the outcome of the discussions. ArcelorMittal accounts for six per cent of the global steel production and had announced

plans to set up projects in Jharkhand and Orissa in 2005 and 2006, respectively, with investments totalling Rs one lakh crore.

Changing Trends among Goa’s Musicians

The fishing business is a gamble as hauling a huge catch is not a guarantee. The 45 day monsoon ban on fishing will come to an end on August 1. So, the fishermen and trawler owners are gearing up to face their gamble on the seas. Herald fishes out an exclusive on the activities of this community while the ban is on BY JANICE RODRIGUES HERALD FEATURES rawlers lined up at the port town jetty, is a sight to cherish. A painter’s ideal dream to capture the colourful fishing boats docked in the rain can be fulfilled in the months of mid June to the beginning of August. But even though the fishing season has come to a standstill, the life around the jetty doesn’t. On the outside you can see the workers and labourers relaxing and taking in their vacation but upon minute inspection, you will see some of them with tools in their hands mending the machinery of the trawlers or painting the boats. “This is a time, that is all about repairing, the trawlers, the nets, the boats, all need repairs,” says Simon Pereira, the president of the Goa Fishing Boat Owners Associaton, Vasco, who owns three fishing trawlers, Simple Simon, Golden Goa and Ricon Star. “During period of the fishing ban there is no income,” says Minguel Cardozo owner of a 60 foot trawler called Seabird. The owners of the trawlers are engrossed in getting their boats in shape, while the workers who live on daily wages, are either paid for the work they do or go back to their homes, many of them hailing from other states as getting Goan labour is close to impossible. “These workers on all these boats come from places like Andhra, Orissa and of late they have been coming from Jharkhand and UP, and the skilled labour all comes from Honavar,” says Simon. The area around the jetty sees a huge mix of cultures, from the North to the South of the country, making it a potpourri of languages and culture. A worker on one of these fishing trawlers, Narayan Mest, who has been working for the last 30 years in Vasco, takes this period as a vacation, “I’m originally from Honavar, during this fishing ban, I take a month off and go home, and relax there, since we are not paid during that time I have to depend on whatever I have saved,” says Narayan who adds that he gets paid about Rs600 along with food. Another worker, Bhagwan Singh, hails from UP and has been working in Goa for the past 17 years, and currently on the fishing boat, San Constancio, working as a ‘tandal’ or tindal, who supervises the overall function as well as steers the trawler. “My salary every month comes up to about Rs 4000 - Rs 5000, but when the ban is on, and with no work I go back to my village where I have about 20 acres of farming land,” says Bhagwan Singh With the anticipation of the lifting of the ban, all these workers have come back to the jetty to get back to work. The hope of a good catch with the breeding period now over and a whole new set of safety rules in place these workers have a new season to look forward to. “The government has now passed a law that the number of lifejackets should correspond to the size of

According to the government guidelines, the big trawlers should have a minimum of 25 lifejackets, medium should have 8 and the small boats should have 5 lifejackets. “The government has subsidies for these safety measures as well as other facilities for the trawler owners,” says Minguel. The other provisions include rebates on the diesel fuel and lesser interest rates for loans. “We even have insurance of about 75,000, to one lakh, these insurances are either for the vessel or an optional personnel insurance,” says Edwin Carvalho, the secretary of the Goa Fishing Boat Owners Associaton, Vasco. But ofcourse, the insurance is not applicable during the ban period. The trawlers on a daily basis spend as much as about Rs80,000 to about Photo by Janice Rodrigues a lakh, everyday for the big ones while the smaller trawlers have a daily expenditure of about Rs2,500 per day and give a yield of about 1 and half ton of fish. The 60feet trawlers have a full capacity of about 20 tones of fish, “If we get a good catch we can make a profit on the trip to cover the cost of the diesel and other necessities,” says Joao Monteiro, who owns a small trawler called Monteiro Boat. Then again, Cliff de Souza singing this number which was originally sung by Blind Faith in the late sixties (comprising Steve Winwood, Ric Grech, Ginger Baker and guitar legend Eric Clapton); with Elvis Lobo accompanying him on his Takamine acoustic guitar is something else. Up for another unplugged performance today at Lava Lounge, Vasco besides their regular Thursdays at Cape Town, Baga this is the sort of retro that will be dished out by this magnificent duo along with DJ’s Claudio and Usman to take care of the selection of songs thereon. The concept for musicians plainly jamming together thus making music on the spur of the moment seems to have caught on pretty well with the Goan musicians of late. They seem to be making a beeline at places that promote these experimental concerts like at 10 Calangute these days and Café Loodas and the Saturday Night market during the season. A trend promoted by the ‘Art Escape’ team from the Benaulim hotspot that will be up and running again this September, news is, this team is also all out to experiment with introducing more Goan and Konkani music amongst the coastal stretch with a ‘Konkani Musical Night’ on the cards, in the near future.

According to another birdie, the newest venue of late, to showcase live music and the experimental type as well is going to be Mix. This good looking location one passes by on the Calangute-Arpora road, taking the toll up to four new live music promoting places, in this off-season itself. “Being in Goa, an almost default international hub for music and musicians galore, good musicians should have been minting,” comes an observation from many Goan musicians. Given that this surge in live music performances can probably be looked at as a much refined version of the crude ‘beat shows’ often associated with violence, currently we seem to be in this phase of transition even as we read this. This sphere of music possibly being the only thing we Goans have an upper hand naturally all over India including musicians like Braz Gonsalves, whose been rated as one of the world's best jazz blowers, may this tribe grow. In the meanwhile, the first ever Konkani electronic beat-mix of a song from a Konkani movie in this century is ano t h e r element that we can look out for.

I’m still paying my dues in Hollywood: Zac Efron

A

merican actor Zac Efron has said that he doesn’t deserve to be the star of a huge blockbuster yet because he’s still paying his dues in Hollywood. The ‘High School Musical’ actor, who stood for the lead role in the ‘Spider-Man’ franchise, wants to land a major role but he admits that has not earned the respect of movie fans yet. “I have a self-awareness of what is out there: Right now, if I was looking at me from someone else’s eyes - like the eyes of the guys who are going to go watch a superhero movie - I can’t say that I’d be ‘two thumbs up’ for me to star in an

action movie right now. Why would I be,” the young actor was quoted saying. “I haven’t done anything to pay those dues yet, I haven’t made any movies for those fans yet. I think you have to earn the right to hold a gun. You have to earn the right to shoot web,” he added. The 22-year-old star said he is convinced that newcomer Andrew Garfield, the new ‘Spider-Man’, is better suited for the part. “He’s coming in as an unknown. Andrew Garfield is going to be amazing in that movie because he’s got a brand-new, fresh perspective, and to be thrown into that character so quickly, he’s going to be able to redefine that brand in a way that we’ve never seen before. It’ll be amazing. You’ve sort of seen me before,” he said.

Salman ‘Khan’ Dance!

N

ot everyone swears by Bollywood heartthrob Salman Khan’s dancing prowess. But his choreographer for the movie ‘Dabangg’ says he has become technically strong and even gives his own inputs. “This is not the first time I am working with Salman. I’ve worked with him even earlier when I used to be an assistant with Ganesh Acharya. But now he has changed; today he is technically stronger. He also gives his inputs for steps,” said Shabina Khan Ansari. ‘Dabangg’, a film set in a small town of Uttar Pradesh, will feature Salman in the role of a cop. His younger brother and actor Arbaaz Khan has produced the film while Abhinav Kashyap is the director. The film is slated for a September release. Ansari has choreographed two songs in the film, a romantic track and a hardcore dance number. She gave Salman steps suiting his character. “I created steps for Salman keeping in mind his character and image. He is playing a cop in the film, so I didn’t want his moves to be professional like a dancer’s. He plays a straightforward person in the film; we kept all that in mind,” said the choreographer. “Even Salman really pushed himself. Everyone liked his dancing in ‘Wanted’, so he wanted to improve upon that,” she added. So what’s the strong point in Salman’s dancing? “It’s his style,” said Ansari, without a second thought. “He has his own way of doing steps. Even if I teach him something, he will do it in his own way. But it actually comes out to be nice and audiences love it,” she added. ‘Dabangg’, which has music by Sajid-Wajid, also stars Sonakshi Sinha, the daughter of veteran actor Shatughan Sinha. However, she doesn’t get to shake a leg in the film. “Sonakshi will not be seen dancing in the film. Her character doesn’t demand that, but even in the romantic song, where you see her moving a little, you can see rhythm in her body. She has a music sense and I’m sure she will be a great dancer,” Ansari said.

HERALD FEATURES tree is one of nature’s most wondrous creations. From the Vedic times, sages worshipped this bounty, arising from the womb of Mother Earth. Maendra Alvares used commercial gimmicks of ‘Days’ - Friendship Day, Mother’s Day, Earth Day - to propagate a message that was slowly gaining ground with people. “Just any day under the sun, moon or stars would’ve done. I needed for the message to get across, and for people to read, hear, smile and discuss, then do the same,” Alvares said. Guru Poornima saw the gathering of professionals from all walks of life for a tree planting session titled ‘My Teacher, Nature, the Tree and the Earth. Hailed on Guru Poornima’ where they enthusiastically took part in the process. Beginning with a teacher planting – parijhat - symbolising the abundant floral array and perfume that, like education, is spread by this shrub. It was followed by a physician who planted a Pomegranate, a fruit with a multitude of medicinal benefits. A photographer planted a Bamboo, an unusual and physically versatile plant. A businessman planted the coconut sapling or the ‘shreephall’. This is one plant that from the very tree to the fruit provides mankind with fruitfulness. Whilst an engineer planted the ‘badam’ or almond tree for its precision in shape and anatomical appearance, an officer planted the colourful and time precise impatiens! The chattered accountant planted the tapioca, which stores all its benefits underground! The artist planted the glory lily, popularly known as the Tiger’s claw. This has a vividly coloured flower beginning with a fiery yellow base and ending with a glowing crimson top. A counsellor planted indoor plants; a priest planted the tulsi and a police official a teak sapling. The up-and-coming herb, medicinal and fruit, spice and vegetable terraces at the Big Foot, Loutolim are getting a face-lift.

Tiatr Review ‘Bhangar’ highlights the True Wealth of Women HERALD FEATURES n comparison to the countless pieces of jewellery that adorn the body of a woman, it is her purity and self respect that are the most priceless; her greatest treasure. This is the message sent across to the audience in C D’Silva’s drama ‘Bhangar’. Though the drama was penned and staged 24 years back to a full house, its message is still relevant today. Rakesh (Joe), a local goon, idles his time by flirting with girls of his choice. He has no decent job and his only mission is to have fun with and then desert woman. To make all his dreams come true, the village ‘mauxi’ (C D’Silva) assists him as and when required. One fine day, Rakesh murders Macxy’s (Macxy) girlfriend and buries her in mauxi’s field. His next target is Maxcy’s best pal Trevor’s (Pascoal Rodrigues) fiancée Janet (Bushka). With the blessing of the aged mauxi, the goon confronts Janet and over a period of time, destroys Macxy’s entire family. Back home, Rakesh’s father (Arthur) is upset as his elder son is greedy after his mother’s wealth. His only hope is his younger son Roshan (Ave), who he feels will help him look after the ancestral property and the gold. Greed for the ancestral wealth forces Rakesh to murder his father while his brother is away. When Rakesh attacks Janet along the roadside, mauxi acts as a guardian angel and saves her from the clutches of the goon, only to find herself in his house some moments later. Rakesh rapes her after spiking her drink. As Janet regains consciousness, Rakesh blackmails her. To safeguard her image, he forces her to marry him. With no choice in hand, Janet decides to desert her boyfriend. Unable to track the truth and out of sheer frustration, Trevor takes up to drinking.

Under the pretext of wishing Janet and Maxcy’s blind sister Lency (Bibian) on her birthday, Rakesh drops in at her residence and on noticing that there’s nobody around, rapes her. What are the consequences? Does Macxy come to know the truth about his sisters? How does he deal with it? Does he take his revenge? Effort on the part of the director to retain some of his old artistes, who had acted in his drama several years back, is a good move. C D’Silva, a man of thousand faces, excels in his character role as ‘mauxi’. Comic interludes by Marcus, Kenny and Michael help break the seriousness in the drama. Songs rendered by Victor, Ave, Connie M, C D’Silva, Rosario de Benaulim and others have a message or two to the listeners.

HERALD SPORTS DESK PANJIM, JULY 29

An injury time goal by substitute Cavin Lobo helped defending champions Goa to squeeze past Karnataka by a solitary goal in their opening quarter-final league encounter played at the Salt lake Stadium here on Thursday. The teams started on a slow note and failed to break the deadlock during the first 45 minutes. A much better performance was expected from Goa in the second half, but their casual approach and lack of combination in the midfield certainly spoiled the day before substitute Cavin

Govind Navelkar beat Navneet Nasnodkar 21-8, 21-11 while Floyd Araujo defeated Sunny Sawant 21-11, 22-20 in men’s singles semi-finals of all-Goa Major Ranking Badminton at Indoor Stadium, Campal.

Lobo scored the winner in injury time. Cavin replaced Milagres Gonsalves in the 55th minute and did give some tough time to the Karnataka defence. The striker finally broke the jinx with a clean strike from the top of the box to give his side a winning start to their campaign. Our Mapusa Sports Reporter adds:Coach Mariano Dias said " We played very well today, creating a lot of goal scoring opportunities from the midfield. The post came to Karnataka’s rescue once." Captain Felix D'Souza played in the goal behind a back four made up of Fulgencio Cardoza, Covan Lawrence, Mathew Gonsalves, and Rowilson Rodrigues.

In the midfield Godwin Franco was joined by Savio Carneiro, Joseph Pereira and Adil Khan. Milagres Gonsalves started upfront with Peter Carvalho. Cavin came in for Milagres in the second half. Punjab continued their unbeaten streak as they defeated Services 1-0 in another quarterfinal match. Coming from a hard fought win against Manipur in the pre-quarterfinal, Punjab not only enjoyed better ball possession but also dictated terms. The first half saw, the teams having equal opportunities to score. Two substitutions in the second half paved the way for the winner for Jagir Singh coached

side as Rohit Kumar came off the bench to score the decisive goal. Parveen Kumar, who replaced Balraj Singh in the 46th minute essayed a brilliant pass to Rohit inside the box to do the rest in the 74th minute. The Northern side could have extended their lead in the 88th minute, but Maninder Singh could manage to see his shot off target from inside the box. the lone Goan in the squad. It was in January this year that the AIFF held an U-14 festival in Jamshedpur from which the gifted ones were selected. These boys joined the U-13 team from last year and following a camp, the selected 22 boys were sent for the AFC U-14 festival in Iran in May where they managed to hold the hosts twice with the scoreline reading 1-1 and 2-2 respectively. From these 22 players, 16 were chosen and shall be sponsored by Mukesh Ambani, the fourth richest man in the world according to Forbes, and the IMG group. The players have been summoned to attend a camp in Gurgaon from August 7 to 27 following which they shall depart for the US along with the coach. When Goal.com contacted the AIFF, they chose to remain mum on the deal. The IMG Soccer Academy has seven soccer fields and their facilities are used by the Bradenton Academy who run the US Soccer Residency Program which has provided a steady flow of talent for the US National team with the likes of Landon Donovan,

Oguchi Onyewu, Freddy Adu, Michael Bradley and Jozy Altidore coming through their ranks. This deal marks a new era for sponsorship as it’s the first of its kind in football in India and it’s heartening to see corporates coming forward to support the cause of the most beautiful game. Interestingly, six of the 16 boys hail from Punjab and Chandigarh while the traditional hubs of Indian football, West Bengal and Goa, have a player each. English teams, and in particular Manchester United and Liverpool, enjoy phenomenal support in southeast Asia and the region is viewed as a prime market to develop a fan base.

argentina President, Cristina Kirchner has expressed her sadness at Diego maradona's sacking as National football coach, saying the star did not deserve this treatment. Kirchner personally phoned maradona after his press conference on Wednesday evening during which he lashed out at argentine Football Federation president, Julio grondona and team manager Carlos Bilardo. the 49-year-old maradona has accused grondona of lying and Bilardo of treason in a bitter attack on the two men he insisted plotted his downfall. "i'm very saddened by his de-

"he always defended the colours of his country with a lot of heart." the captain of the 1986 World Cup winners read from a prepared statement and refused to answer questions at the press conference. "grondona lied to me. Bilardo betrayed me," said an emotional maradona, whose colourful and controversial reign as argentina coach came to an abrupt end on tuesday. "they asked me to put out the fire and we did it. i have given everything. treason is everywhere. there are people who do not want the best for argentine football.” "they only have their own personal interests at heart." maradona, who took charge in october 2008, has been replaced for the time being by under-20 coach Sergio Batista who will lead the team for the august 11 friendly against the Republic of ireland in Dublin.

"i am not fully convinced with the referral system (UDRS). When i was here last time i was not convinced with many decisions. i did not feel comfortable, it was an experiment which i felt," tendulkar told reporters here after notching up his fifth

"i would rather go with the hot Spot because that establishes the contact between the bat and the bowl. that it is far better system according to me. the hot Spot is much better," he said. the UDRS has recently got some supporters in australian captain Ricky Ponting, Sri Lankan spin legend muttiah muralitharan and former iCC umpire Rudi Koertzen, who called for the use of the system in every test match. tendulkar guided india with a classy 203 and helped his side end day four of the second test at 669 for nine in reply to Sri Lanka's first innings score of 642 for four declared at a placid Sinhalese Sports Club wicket. With over 1300 runs scored in four days at the loss of just 13 wickets, he said the SSC wicket was not an ideal pitch for test cricket. "From a batsmen's point of view the pitch is definitely the best in the world. it is a batting paradise but it is not result oriented. it is a tough track to bowl on," tendulkar said. although he is 37, tendulkar is still going strong and the right-hander said it is his love for the game that keeps him fresh and rejuvenated all the time. "i am enjoying every bit of it.

i don't count the number of runs that i scored. it is nice to score runs and i am enjoying as much being in the middle as it is being in the past. it is fantastic," he said. "i don't think much has changed but with age obviously you change your thought process. it's not only in cricket, also in life. You make decisions differently. You just get to know more about cricket. the learning process never stops, everyday you learn," tendulkar said. tendulkar said that he has no qualms of not scoring a triple hundred yet in his career because he never played cricket for record. "People look at records but i don't. Whenever it (triple hundred) has to come, it will come. it is never too late. i will keep trying, but that is not the end

of the world for me. there are many more things in cricket and that is where the focus is. it's not on records," he said. tendulkar was full of praise for Suresh Raina, who made his maiden hundred today and became the 12th indian cricketer to score a century on debut. "i was very happy for him (Raina). many guys doubted whether Suresh was a good test player or not. he has done well, i am very pleased. the way he batted was fantastic," he said. "all i told him was, enjoy this moment. You have earned something special. this will always be the highlight of your career. You will have many more hundreds, you will achieve many more things in your life, but this will always be something special.

India rule after Sachin’s double l Raina

PTI COLOMBO, JULY 29

Sachin Tendulkar slammed a monumental 203 and Suresh Raina notched up his maiden century as India surpassed Sri Lanka's mammoth first innings total with a solid batting display in the second cricket Test which seemed headed for a tame draw here today. Tendulkar gave ample display of his class and stamina by anchoring the innings brilliantly as the visitors cruised to 669 for nine at close on the penultimate day in response to Sri Lanka's first innings total of 642 for four declared. Debutant Raina, who came into the team as a replacement for the indisposed Yuvraj Singh, made the most of the opportunity by scoring 120 while captain Mahendra Singh Dhoni (76) was the other notable performer for the Indians. Ishant Sharma (10) and last man Pragyan Ojha (0) were at the crease at stumps with India having a slender lead of 27 runs. With just one day left and the track at the Sinhalese Sports ground still playing easy, it is almost certain that the match will end in a draw. In case of a draw, India will maintain their status as the number one Test team in the ICC rankings. It was Tendulkar again who stole the spotlight on the peneultimate day's play as he notched up his fifth double century and featured in a 256-run partnership for the fifth wicket with debutant Raina which proved to be the backbone of India's resistance.

A new proposal under consideration is all set to revolutionise Test cricket, with the two best nations to play a grand final possibly over six days or, even until there is a result. Cricket Australia chief executive James Sutherland is confident his ICC counterparts will take their first steps towards a points-based system since a detailed plan devised by former Kiwi Test skipper Martin Crowe last September on how a Test championship would work. Crowe, who is a member of the MCC's world cricket committee, formulated a knock-

out Test championship to be held every year with a grand final to be played at Lord's in London. The teams would gain points for each Test they win and bonuses for large victories, which would be charted on a ladder to determine the top two sides in the world after the allocated season, The Sydney Morning Herald reported. Any championship would radically change the context of series, with points on the line even in dead-rubber matches, and should improve ratings for broadcasters. "A Test championship is a good initiative and brings a

climax and a big global event around Test cricket. All the ICC global events forever and a day have been for the shorter forms of the game," Sutherland said. Sutherland said a grand final could be held at a neutral venue, and if there was only room for one match, it could be a timeless Test or run over six days to maximise chances of a result. It is unclear whether the crowded future tours program, which demands that each Test nation play each other home-and-away within the four-year framework, could be remodelled to allow a grand final each year.

When Sachin Tendulkar bats, it's like an artist playing a 'raga' and the true legend of the game deserves the Bharat Ratna, legendary singer Asha Bhonsle said on Thursday. Tendulkar smashed his fifth Test double hundred (203) and helped India post a strong reply in reply to the mammoth Sri Lankan total of 642 for 4 declared in the first Test innings of the second Test. "Sachin should get Bharat Ratna. He deserves it. He has been bringing laurels for the country for such a long time. He is not just a batsman but an artist. When he bats it looks as

After notching up a century on his debut, Suresh Raina today said he was nervous when he took guard but Sachin Tendukar's pep talk helped him overcome the initial jitters. "Yes I was nervous when I came to bat but Sachin said 'just enjoy yourself, this moment will never come, you are playing your first Test match, just enjoy," Raina said after fourth day's play. With Tendulkar, Raina raised a record 256-run partnership for the fifth wicket and said he realised a long time dream by batting alongside the legend. "By God's grace I got this opportunity and it was my dream to bat with Sachin and today it came true. An inspection by the Central Vigilance Commission has found serious discrepancies like award of works at higher rates to bidders, poor quality of construction and grant of work to ineligible agencies in different Commonwealth Games-related construction works being carried out by various departments. According to an assessment report prepared by CVC's Chief Technical Examination Wing, large-scale procedural violations, including corruption, have been noticed in a total of 14 projects. Five of them are being done by Public Works Department (PWD), two each by Municipal Corporation of Delhi (MCD), Central Public Works Department (CPWD), Delhi Development Authority (DDA), New Delhi Municipal Council (NDMC) and one by RITES, a Government of India Enterprise, the report said. Fernando delivery with a silken touch of his blade with the ball finding way to the fine-leg fence. Tendulkar was a bit lucky as his paddle-sweep kissed wicketkeeper Prasanna Jayawardene's gloves before the ball raced to the fine-leg boundary. Just as the post-lunch session began, Tendulkar smashed a boundary off spinner Randiv along the carpet to the cover boundary. Tendulkar was dismissed immediately after the tea break with part-time bowler Tillakaratne Dilshan providing the breakthrough. The champion batsman was caught by Prasanna Jayawardene behind the stump. His marathon knock of 203 came off 347 balls and contained 23 boundaries and a six. Dilshan struck again in the same over by evicting Harbhajan Singh with captain Kumar Sangakkara taking a simple catch. Dhoni then combined with Abhimanyu Mithun to steer India past Sri Lanka's total of 642 for four declared. The Indian captain fell soon after offering a return catch to Dilshan who picked up his third wicket in the post-tea session.

The 256-run partnership between Tendulkar and Raina was brought to and end by Ajantha Mendis much to the relief of the hosts. After hitting a Mendis delivery through the covers for a boundary, Raina failed to keep down the on drive off the same bowler and popped it straight to the waiting Kumar Sangakkara at short mid-wicket. Raina's 120 came in 228 balls and was studded with two sixes and 12 hits to the boundary. Dhoni, who came in for Raina, did not take much time to settle down as he pounded off-spinner Suraj Randiv for two consecutive boundaries. Towards tea break, he lofted a flighted delivery from Mendis to the mid-off boundary before hitting Dammika Prasad for two consecutive fours. ''We have nothing to do with the stadiums' construction or anything else. Now we are going to take over the stadiums which are already built by the respective departments. Somdev ousted from ATP Farmers Classic AGENCIES LOS ANGE\LES, JULY 29

Somdev Devvarman suffered a second successive defeat against Serbia's Janko Tipsaveric to crash out of the ATP Farmers Classic. The Indian qualifier fought hard but lost 6-7 (9), 2-6 to his sixth seed and world number 46 rival in the second round of the $619,500 hard court event. Somdev, ranked 103, had lost to Tipsaveric at Chennai Open earlier this year in the pre-quarter-finals.

PWD, the Commission said, "Overall justification amount was highly inflated by various methods in order to mislead higher authorities to facilitate award of tender at very high rates.” "An additional Rs 3.68 crore (approximate calculation) was wrongly added in the justification for transportation charges while the same were covered in over heads charges adopted in justification. Moreover, no transportation charges were actually incurred as labour camps were situated at the project site itself," it said. The PWD has carried out works including construction of flyover at Naraina T-Point, Ring Road, elevated road over Barapulla Nallah and upgradation of street lighting at various zones.

‘Day hockey matches in CWG crazy, disrepectful’ AGENCIES MELBOURNE, JULY 29

The Indian hockey team's former technical adviser and current Australia coach Ric Charlesworth lambasted the Delhi Commonwealth Games organisers, calling them "crazy" and "disrespectful" for scheduling matches in the middle of the day. "We will have to play in very hot weather with 16 players, it's nuts and I find it extraordinary," Charlesworth told the Australian Associated Press. " They wo ul d n't run the marathon in the middle of the day - it is crazy and disrespectful," he added. Charlesworth had a controversy-ridden tenure with the Indian hockey team and walked out of the job after a major stand-off with the administrators there. The highly-rated Aussie, who guided his country to the World Cup title earlier this year, said given the scheduling of the Games, his players would be forced to slog it out in the punishing Delhi heat. "My experience (of Delhi) has

not been good, the grounds will be fine, but the problem is we will be playing in the middle of the day and that is unfair," he said. "Who knows how the people who organise these things think, it is OK if you are playing netball inside but not for our sport," he added. Charlesworth said he would have to make selection adjustments due to the scheduling of matches. "We have had to make adjustments to our selection process for the Commonwealth Games because of the conditions and in my opinion that is wrong and it does a disservice to the game and the players," he said.
