NDFB ultras explode bomb, no casualty NDFB militants exploded a bomb near a railway track in Sonitpur district of Assam but there was no casualty or damage. Official sources said two militants from the banned group came to plant a bomb on a railway bridge at Thainabad in Dhekiajuli when they encountered security personnel. The private bus operators in the State today alleged that they have to cough up almost Rs one lakh as bribe to Transport Department, annually. The operators alleged that the bribe percolates up to Assistant Director of Transport (ADT) and even at ministerial level. “We bus operators have to pay bribe at every stage of their operations. ADT and the minister get almost 80 percent of the total bribe involved in the operation. The Army today staged flag marches in tension-ridden Srinagar as curfew was strictly enforced in the city and other places in the Kashmir Valley, which witnessed a fresh spate of clashes between protestors and security forces that had left three people dead. Requisitioned by the State authorities late last night, the Army moved in 17 columns (about 1,700 personnel) into various parts of the city. Srinagar, which was bustling with tourists before the trouble started, looked like a lifeless city with empty streets, closed shops and deserted shikaras amid the heavy presence of security forces. Amid concerns by India and the US, Pakistan today claimed that it had inked a deal with China to build two nuclear reactors in 2009 itself, even as the two countries signed six agreements during the visit of President Asif Ali Zardari to cement their all weather bilateral ties. The two countries inked six agreements after Zardari met his Chinese counterpart Hu Jintao which covered agriculture, health-care, justice, media and economy. China also pledged 50 million Yuan (USD 7.38 million) for new projects in Pakistan to coincide with Zardari’s fifth visit since 2008. “The two countries have worked together and will continue to work together to further deepen the people to people contacts and China is a friend and a strategic partner
committed to the promotion of stability and economic progress of Pakistan,” Hu said. Before the arrival of Zardari here his spokesperson told media, that Beijing has demonstrated yet again its strong support to Islamabad by categorically reiterating that it will go ahead with the construction of the two nuclear reactors. An agreement which “goes along well with the international non-proliferation obligations of China and Pakistan” was signed during Zardari’s last year visit here, the President’s press secretary Farhatullah Babar was quoted as saying by Pakistan’s official APP news agency.
His remarks came as Pakistan’s Ambassador to China; Masood Khan said the issues relating to nuclear plants would certainly be on the agenda of Zardari’s talks with the Chinese leaders. “Our cooperation is transparent and will be under the IAEA safeguard,” Khan said. However, there was no word on the nuclear deal in the official Chinese media. On his arrival here, Zardari said “we believe that China is a factor of stability in the region.” “This is my fifth visit to China since October 2008 and I have truly been inspired by the remarkable achievements of the Chinese people,” he said.

A 30-year-old American woman working with the Clinton Foundation here was allegedly raped at knife point at her posh Banjara Hills penthouse here early this morning by a youth who also fled with Rs five lakh, police said. A youth has been picked up in connection with the case and was being interrogated, a senior police officer involved in the investigation told PTI this evening. The incident took place between 3 am and 4 am when the woman was alone at her rented residence located on Road No 11. An intruder barged into the penthouse and sexually assaulted her at knife point. He also forcibly took away Rs 5 lakh cash from her, Banjara Hills Police Inspector Sudarshan said. “There are some clues available and these are being examined,” police officials said.

The court has further allowed the application filed by Crime Branch PI Sunita Sawant for Pacheco’s custodial interrogation and said the investigation officer of the Crime Branch is at liberty to take Pacheco into custody upon his discharge from the hospital and being certified that he is fit to be in jail. India and the United States have already conveyed their concerns to China over the SinoPak nuclear deal. National Security Adviser Shivshankar Menon, who held extensive talks with the Chinese leaders during his four-day visit here which ended yesterday, has said that he was told by the Chinese leaders that the reactors would be built under international obligations and added that India will “wait and see” how Beijing goes about it. The news about China’s plans to build nuclear reactors for Pakistan was first carried by ‘China National Nuclear Corporation’ on its website in March this year. China notified the Nuclear Suppliers Group (NSG) about its plan in this regard last month. The new agreements were signed today after one-to-one talks followed by delegation level talks between Zardari and Chinese President Hu Jintao.

Marcelia had no qualms standing opposite the North Goa Collectorate, here, as a traffic warden reminding motorists to put on their seat belts as part of Goa Civic & Consumer Action Network’s (GOACAN) State Road Safety Week that concluded today. Besides Marcelia, 74-year-old senior citizen from the island Edward Abreu was seen manning the traffic during the rush hours in the morning at the Custom House junction, here, showing people that at his age one could be of some service. Edward and Marcelia were amongst the eight traffic wardens from Chorao who assisted the traffic police in traffic management today at several busy points in Panjim. Deputy Collector Redkar took strong objection to the manner in which the girls were ‘rescued’ and felt that the raid should have been conducted on a tip-off. “The raid should have been conducted in a manner to nab the girls red handed, but nothing of that sort had happened. Instead, the girls claimed that they were either summoned to the police station and arrested or lifted up from their places of residence,” he said.

GOACAN Coordinator Roland Martin says he was optimistic that what is possible in Chorao is a possibility in Panjim. “Availability of traffic wardens at the local level will be a positive factor in promoting the Road Safety Patrol (RSP) in schools besides ensuring traffic education amongst riders, drivers and pedestrians.” Martin adds people may ask what is there for them after they become traffic wardens. “Of course there is nothing, no cash incentives. Those enrolling for the scheme will only go on to show they have a heart for their city and its burgeoning traffic problem,” he mentions.

Pope Benedict XVI on Monday appointed Cardinal Oswald Gracias, archbishop of Bombay and of Goan origin, as member of the Congregation for Divine Worship and the Discipline of the Sacraments. The Congregation for Divine Worship and the Discipline of the Sacraments is the congregation of the Roman Curia that handles most affairs relating to liturgical practices of the Latin Catholic Church (as distinct from the Eastern Catholic Churches) and also some technical matters relating to the Sacraments. Cardinal Gracias – a native of Orlim – is also a member of the Pontifical Council for Legislative Texts, a key department in the
Roman Curia, which is responsible for interpreting the laws of the Church. It may be recalled that Pope Benedict XVI had appointed Oswald Gracias, Archbishop of Bombay, as Cardinal of the Roman Catholic Church on October 17, 2007. Cardinal Gracias is the fourth cardinal of Goan origin, after Cardinal Valerian Gracias of Bombay, Cardinal Joseph Cordeiro of Karachi and Cardinal Ivan Dias. Prelates of Goan origin have been given key positions in the Catholic Church in recent times. Cardinal Dias, who traces his roots to Velsao, is presently the Prefect of the Congregation for the Evangelisation of People, an important department in the Vatican.

The High Court however held that the proviso to Article 49 inserted under an amendment did not empower the government to intervene ones the elections are held. Hence the government cannot prevent a newly elected managing committee from taking charge and
discharging its duties on the ground of irregularities in the election. The elections can be annulled or set aside only by the Administrative Tribunal in exercise of appellate powers. When contacted, petitioner Menino Henriques expressed satisfaction on the verdict and said that the new committee would work in right earnest and safeguard the interest of the Comunidade. Reacting to the judgment, South Goa Comunidades Standing Committee President John Phillip Pereira said that the verdict had exposed the culprits and their evil designs and demanded that the government take action against whosoever is responsible.

Mapusa Traffic Police Department has booked 23,246 cases of traffic violations from January 1, 2010 to June 30 and collected Rs 27.77 lakh by way of fines. It may be recalled that during the same period in 2009, Mapusa Traffic Department had booked 22,500 cases of traffic violations and had earned revenue of Rs 27,04,650. There has been substantial rise in the earning of the government on account of traffic violations in North Goa. Set time limit to open Mapusa hospital, HC tells govt The Bombay High Court at Goa on Wednesday directed the State government to spell out outer time limit by which it would commission the new district hospital in Mapusa which has been ready for over a year now. The government had said that the hospital will be commissioned in March –April, this year. However, the government is yet overcome the problems it seems to be facing in starting the hospital and has continuously failed to keep the deadline. The Court on Wednesday directed the government to file an affidavit giving outer time limit while hearing a petition by Prakash Sardessai which has been pending before the High Court since last three year. The petition has raised the issue of quality of public health care and conditions of the government-run health institutions. Appearing on behalf of the government Advocate General Subodh Kantak told the Court that the government wants to appoint a consultant that will help start the hospital. After it failed to commission the hospital as promised, the State government had told the Court in March that the hospital would be commissioned in a phased manner. Senior Counsel Saresh Lotlikar who represented the petitioner had told the Court during last hearing that the hospital is in dilapidated condition. The Court will next hear the matter on July 19.

The number of cases booked for riding vehicles without wearing helmets is huge, which indicate that twowheeler riders prefer to pay fines rather than wearing helmets,” said PI Parab. PI Parab further said the traffic department has forwarded the proposals to the government like installation of traffic signals near Green Park Junction at Guirim, creation of parking area near Kadamba bus stand, painting and installation of signboards at strategic locations to the government.

In a shocking incident, unknown culprits broke into the Bethany Convent High School at Sao Jose de Areal last night and lifted away brass plated shields and trophies won by the students in sporting events during the past 24 years. The miscreants also decamped with water taps. The incident came to light at around 7 am when a football player came running to the school headmistress Sr Ida Lobo saying that miscreants have broke open the locks of the gate and office. Taking cognizance of media reports, the Electricity Department at Ponda has directed Curti-Khandepar Panchayat not to issue occupancy certificate to the nine bungalows constructed in close vicinity of high tension line in its jurisdiction. A 45-year-old scooterist from Pirna died, after he was knocked down by a tipper truck at Colvale on Wednesday at about 8 pm. According to Mapusa Police, the accident occurred when Govind Satardekar was proceeding towards Pirna on his scooter (GA-03-M-1274). While Satardekar was negotiating a turn at Colvale, the tipper truck (GA03-T-6690) dashed the scooter from the rear. Police further informed that Satardekar was crushed under the wheels of the truck. Satardekar was rushed to Asilo Hospital at Mapusa, but the doctors at the hospital declared him brought-in dead. The body was later sent to GMC Hospital at Bambolim for postmortem. The truck driver and cleaner fled from the site of accident. Mapusa Police PI T Dhawaskar is investigating the case.

Absconding murder accused Vasco youth arrested Vasco Police on Wednesday arrested Ahmad Shaikh (20) in connection with the murder of Mehabosabh Mulasabh Kamatgi (32) near Hanuman Temple, Baina. It may be recalled that on Tuesday afternoon, accused Shaikh had allegedly murdered Mehabosabh with an iron bore well handle. Shaikh was addicted to sniffing of white-ink (correction ink), a potential drug. “The accused confessed to the crime immediately after his arrest,” claimed DySP Mahesh Gaonkar. He said previous enmity and scuffle prior to the incident led to the murder of Kamatgi, as the accused also sustained some minor injuries on his hand. A Margao Fast Track Court on Wednesday has framed charges against the then general secretary of Goa BJP unit Satish Dhond in the 2006 Curchorem communal riots case. Judge Vijaya Pol framed the charges against Dhond for inciting communal tension, rioting and assault on policemen. The court has so far framed charges against 29 accused in the rioting case. Dhond – who is presently the BJP general secretary of the Daman unit -- attended the court after getting summons. The prosecution case is that the accused in the case wanted to promote enmity between the Muslim community and others. The police said that on March 3, 2006 between 4.30 pm and 9.30 pm, the accused formed unlawful assembly at Careamoddi area and were armed with deadly weapons and pelted stones at Careamoddi mosque. The police alleged that the accused obstructed the movement of Muslims and later set fire to vehicles on the roadside and damaged the Razak petrol pump at Sanvordem. The police further charged the accused persons for attacked the shops belonging to the Muslims and set the pump on fire, besides assaulting the policemen on duty.

If the method of tissue-culture taken up by Goa University is successfully utilized, people have every reason to take up plantation of commercially lucrative flowers in Canacona taluka. One such flower, orchids, botanically known as ‘Aerioles Maculose’ or Sitechi-Veni in vernacular language, grow seasonally in large numbers, mostly in forest areas, including on different types of tree trunks. According to sources, there are 1,141 species of orchids in India, while Goa is home to 26 of such species, most of which are easily noticed in State’s different surrounding areas. Sources also informed that some of these wild flowers grow naturally, can withstand over a fortnight, while the artificially cultivated orchids mostly imported from outside the State and are commonly used in bouquets and flower decorations easily passes off in 3-4 days. “Many of these orchid species

According to sources, previously no technology was developed in the State to grow orchids in large scale, but now with Goa University stepping in, the technology is reportedly available to use tissue-culture for the growth of orchids in all seasons for commercial value. It is learnt that maximum species of orchids are grown in north eastern states of Arunachal Pradesh and Sikkim, where even orchid festivals takes place during monsoon.

Goa police today said it may summon media for questioning in connection with an article that quoted Lucky Farmhouse claiming son of the Home Minister Ravi Naik is also involved in the drug cartel. Police spokesperson Superintendent of Police Atmaram Deshpande was replying to a query following claims by Lucky that Roy Naik was also involved in the much touted police-politician-drug nexus. Lucky, is the former girlfriend of the recently bailed out alleged drug peddler Yaniv Benaim aka Atala. The Swedish model in an interview to media, two-months ago, claimed that son of a local politician was also involved in the nexus. She however declined to name assuring she would divulge his identity at the right time. It is now revealed through some media reports that Lucky named the minister’s son to an
Israeli daily stating ‘Roy’ was linked to Atala and he (Roy) would often visit them in their house in Anjuna. “Everybody knows who he is…I wrote his name on purpose,” she said. The local investigators however seem oblivious that the new has already created flutters in the state. “We need to check the credibility of media reports… Media is not above law…they (media men and media houses) will be subjected to questioning to shed more light on the case details and share more information. I am sure they (journalists) have been summoned earlier also,” Deshpande replied when asked to react to Lucky’s recent statement. The model meanwhile alleged the probe agency was still not interested in contacting her as a witness in this case. “…I think it will not happen in the end. They are keeping Roy Naik, the son of the minister safe and they are not going to let me expose him,” a news agency quoted her. The police time and again

It all began with the arrest of the international drug dealer David Driham aka Dudu in Siolim in February, followed by the video-footage expose. While, Dudu was caught with several kilograms of narcotics in possession, Atala was arrested on charges of corruption and conspiracy in March. Both the Israelis and the tainted policemen were eventually released on bail by the Court. Lucky had uploaded the video-footage on youtube.com and metacafe.com that exposed her former boyfriend’s links with anti-narcotic men. Atala was seen bragging his connection with the policemen who stole the seized narcotics from Mapusa Court locker and supplied it to him. After his recent release, the alleged drug peddler claimed he did not know any police personnel nor he was involved in drug activities.

"It is clear now that under Ravi Naik, the police will not investigate the case in a fair manner. "The BJP demands that the home minister resign from the home portfolio, he may keep other portfolios. Agitated supporters shouted slogans and vowed to resort to hunger strike to demand justice for the former minister. In fact, no sooner the Sessions Court pronounced its orders on Wednesday noon, a large number of Pacheco’s supporters standing near the court building entrance gate shouted slogans against these political leaders and Crime Branch PI Sunita Sawant. Saying that the court order denying bail to Pacheco was not acceptable to them, Joe, a supporter from Nuvem asserted that Mickky “is not the culprit, but is being framed by the politicians,” including some ministers and MLAs to damage his political prospects. “These politicians know that Pacheco has won the love and support of people and they fear him as he has the capacity to defeat the Congress leaders in the hustings. Pacheco is not involved in Nadia’s death and is being hounded by the police despite the statements by Nadia’s mother, brothers and husband,” he added.
Saying that the politicians are pressurizing the police department through the Crime Branch to frame Pacheco in Nadia’s death, Joe said the people were solidly behind the former minister and would soon try to meet the chief minister before chalking out the next course of action. Even as the Crime Branch made a letter to the Hospicio medical superintendent, the jailor and the police to intimate the investigating agency the moment Pacheco is fit for discharge from the hospital, the legal status of former tourism minister was a subject of debate on Wednesday after the Sessions Court dismissed his bail application. Because, Pacheco is now neither in judicial custody as there was no extension of his four-day custody, nor has he been into custody of the Crime Branch. Sources in the know said that Pacheco is now undergoing treatment at Hospicio like any other patient in the hospital as Crime Branch can take his custody only after his discharge from the hospital or he is certified to be fit to be in jail. Police sources said the Crime Branch is treading a cautious path on the issue and would take Pacheco into custody only after the hospital discharges him and certifies that he is fit to be in jail.

The bus fare hike offered by the State government actually amounts to reduction in the fare for private city buses, claim the bus operators. The government in their recent directives has increased bus fare by ten paisa per kilometer and Rs 5 for first three kilometers remains unchanged. However, pointing out to the government notification over fare hike, All Goa Private Bus Owners Association, general secretary Sudip Tamanakar said that there has been decrease in the ticket fare for the first three kilometers for city buses. “As per notification, for the first three kilometers, Rs 4 has been reserved for city buses
while other buses have to charge Rs 5 for the first five kilometer,” Tamankar said. “We can’t understand what they really want to say. If we go as per this notification the city buses will be under loss by Re 1 whereas others will gain the same, what they were earning before hike,” he added. Earlier, the private buses across the State were charging Rs 5 for first three kilometers thereafter 45 paisa per kilometer. “Statistics wise, we will earn only Rs 8 for first nine kilometers, where large section of people travel,” he said. He said each bus carries hardly few passengers for longer distance. “Each route is shared by a number of buses with a gap of just five minutes. Hence peo-
ple prefer to travel by those buses, where there is sitting arrangements,” Tamankar explained. “Where we have to pay nearly Rs 30 thousand for tyres every year, bribe of lakhs of rupees and now Rs 5 after diesel, what will we earn? he questioned. Hence, he said, unless the government came out with 20 paisa fare hike by July 11, they would go ahead with indefinite strike from July 12. The Association in its charter of demands has asked for subsidy on diesel prices, two tyres to each bus operators under social welfare scheme, concession on passenger tax, an office in each bus stand and permits to run buses on nationalized routes in the State.

Discussion on Police Bill update
PANJIM (HNB): The Council for Social Justice and Peace (CSJP) Goa in collaboration with The Commonwealth Human Rights Initiative (CHRI), who has been consistently lobbying with the State government, will organise public discussion on the update of Police Bill at the Institute Piedade Hall, Panjim, on July 9 at 4 pm. The CHRI will also be releasing a Publication on the ‘Goa State Police Complaints Authority’. In a press release, CSJP stated that the Supreme Court in its 2006 judgment directed the Central and all State governments to implement six directives to begin reform process in the Police functioning. “Goa implemented these directives through a Police Bill that was introduced in the legislature in August 2008. However the Bill, in its present form, does not reflect the principles of democratic policing, it undermines civil liberties, gives additional power to the police without ensuring the requisite accountability,” stated the press release. The press release further stated that it is certainly agreed that communities are the main beneficiaries of good policing and the main victims of bad policing. Hence, community and civil society participation in the process of enacting a Law is essential.

The Department of Higher Education has introduced a new scheme for meritorious students from low income families going to colleges/universities for implementation during the XI Five Year Plan period with an approved outlay of Rs 1000 crore is implementing this scheme. This is a Central sector scheme titled “Central Sector Scheme of Scholarship for College and University Students” to provide financial assistance to meritorious students from low income families to meet a part of their day-to-day expenses while pursuing higher studies. The scholarships will be awarded on the basis of the results of senior secondary examination. 82000 fresh scholarships per annum (41000 for boys and 41000 for girls) will be awarded for graduate/post graduate studies in colleges and universities and for professional courses, such as Medical, Engineering etc. The total number of scholarships will be divided amongst the State Boards on the State’s population in the age group of 18-25 years, after segregating share of CBSE and ICSE on the basis of number of students passing out from various Boards in the country. Fifty per cent of the scholarships would be earmarked for girls. The number of scholarships allotted to a State Board would be distributed amongst pass outs of the Science, Commerce and Humanities streams of the State Board.
Students who are above 80th percentile of successful candidates in the relevant stream for a particular Board of Examination, in class XII of 10+2 pattern or equivalent and not belonging to the creamy layer as defined by the Department of Personnel and Training. Students belonging to reser ved categories/weaker sections/minorities are eligible on the basis of merit, subject to Central Reservation Policy and internal earmarking. The scholarship would be available to students belonging to ‘non-creamy layer,. As per the latest guidelines on the subject, the incomeceiling for ‘non-creamy layer’ is Rs.4.5 lakhs per annum. At present, reservations for the various categories are SC 15%, ST 71/2%, OBC 27% and horizontally 3% for Physically Handicapped in all the categories. The examining bodies will draw up a merit list of scholars within five weeks after the results of the examinations announced by the Boards/Universities/Authority for all students. The income of the students, parents will be taken into account before preparing the list. The Boards/Universities/Authority in the State/Union Territory will write to the eligible students from the top of the merit list up to twice the number of scholarships available through a registered letter to confirm within 15 days whether he/she is prepared to accept the scholarship. The candidates from whom replies are not received within 30 days of the
State Board/CBSE/ ICSE seeking their willingness will not be considered for scholarship and the award will be given to the next eligible candidates in the merit list. The Boards/Universities in the State/Union Territory will send to each candidate shortlisted for consideration for award of scholarships: Entitlement Card, Income Affidavit form and a form for Statement of Particulars. The short-listed scholars shall present the Entitlement Card (Annexure-II), Income Affidavit form (Annexure-III), and Statement of Particulars (Annexure-IV) duly filled-in to the Head of the Institution joined by him/her. The Head of the Institution will complete the Entitlement Card and send it to the concerned State Board, CBSE, ICSE, as the case may be. On receipt of the joining report along with the complete ‘Statement of Particulars’ and ‘Income Affidavit, the concerned Board will then compile the list of scholarship awardees of that Board on the basis of merit, eligibility criteria and reservation guidelines of the Central Government and send the same to the National Scholarship Division of MHRD, Department of Higher Education which will arrange to pay the scholarship to the scholar through a designated bank. The Name, Address for communication and details of bank account of the student in which the scholarship is to be paid, is to be furnished by the Board along with the list. If the concerned Board does not receive
the joining report from the candidate duly signed by the Head of Institution, within 30 days from the date of closure of admission in the Institution, the case for award of scholarship to him/her will not be considered. The scholarship will then be offered to the next eligible candidate in the merit list. The rate of scholarship would be Rs 1000/per month at Graduation level for first three years of College and University courses and Rs 2000/- per month at Post-Graduation level. Students pursuing professional courses would get Rs 2000/- per month in the 4th and 5th year. The scholarship would be paid for 10 months in an academic year. Scholarships will be paid only to those students who belong to non-creamy layer as defined by the Department of Personnel and Training in their Notification. At present, the income-ceiling is Rs 4.5 lakh per annum. A fresh income certificate each year will not be called for, provided the scholar fulfils all other terms and conditions stipulated for the renewal. Scholarship will be paid only to those students whose parent’s/guardian’s income from all sources does not exceed Rs 4.5 lakh per annum, for all categories under the scheme. A scholarship under the scheme is renewable from year to year upto Post Graduate level in the same stream. For all professional courses, scholarship will be renewed till the graduation level of that course. For all the courses the

It will also be subject to discipline and maintenance of attendance of at least 75% by the scholar. Complaint against the scholars regarding indiscipline including any complaints of having indulged in ragging would lead to forfeiture of scholarship. A scholar would be allowed to continue/renew his scholarship if he changes the course of study to a stream not offered by his school Board in Class XII ( e.g. Law, Fashion Technology, etc.). Students pursuing courses, in which the duration is 5 years, would get scholarship of Rs.1000/- per month for the first three years and Rs.2000/-per month for the subsequent two years. Students changing their college/institute of study would be allowed to continue/renew the scholarship provided the course of study and the institution is recognized. A student will be eligible for the scholarship for a total duration not exceeding 5 years regardless of the course and stream of study. Scholarship will be paid to the selected students directly by the Central Government into a Bank Account opened by them. The payment of scholarship will start from the month the admission is obtained. The scholarship will be paid for a period maximum of up to 10 months in an academic year.
Goan writers to come into close contact with a language, region other than his own, within India, to acquaint him with the writers and the people of that region and to widen his awareness and sensibility about the country as a nation. Under the scheme, the Kala Academy will grant maximum Rs.10,000 each for one writer in Konkani and one in Marathi during every year. The writer who has availed the scheme of Travel Grant of Kala Academy shall not be eligible to apply again. The Kala Academy has now appealed to all the interested writers, to apply for the same giving details like name, address, bio-data pertaining to the literary activity, the place/state the writer intends to visit and the appropriate duration latest by July 20, 2010. Sanguem locals for uniformity in disposal of late birth and death applications HERALD CORRESPONDENT SANGUEM, JULY 7
Residents from Sanguem and other remote areas, particularly those hailing from backward communities, have urged for uniformity in the disposal of late birth and death registration applications filed before the criminal courts. It may be recalled that earlier in the event of any delay caused in registering birth or death of an individual, the concerned person would go to the mamlatdar’s office and file an application for late birth or death as the case may be, duly supported by an affidavit to that effect citing reasons for delay caused in getting the birth or death registered. Subsequently, the Mamlatdar would call the applicant accompanied by four reliable witnesses and record their statements. If the case was found to be genuine, the Mamlatdar would pass an order, thereby directing the concerned official for late registration of birth or death. However since last over six months, the scenario is changed all over the State. This function, which was hitherto done by the Mamlatdar, is now passed on to the Judicial Magistrate First Class after the mamlatdars started refusing to entertain such application claiming to have no powers. Since then the applications are now decided and heard by the JMFCs.
Houses built for flood-hit people ‘dog sheds’: Kumaraswamy HERALD CORRESPONDENT BELGAUM, JULY 7
Former chief minister H D Kumaraswamy has described the houses built by the State government under the governmentsponsored programme for the flood-hit people as “dog sheds”. He was addressing the media persons at Belgaum after his visit to some of the houses being built for the flood-hit people in the state. He urged the government to immediately halt their construction, as the newly built houses are not only extremely tiny but also not suitable to live. Kumaraswamy has stated that the housing project taken up the government for the people of North Karnataka’s flood-hit area was totally unscientific and unsuitable for dwelling. “It seems that the present BJP government in Karnataka is more concerned about party conventions and programmes,” he said criticizing the government for its negligence towards the sub-standard quality of work being implemented in construction of houses for the flood-hit people in the state. Terming the houses as ‘kennels for dogs’, he said these h o u s e s a re t o o s m a l l f o r dwelling. He urged the government to immediately stop the work on these houses. “Unfortunately, the amount of Rs 13,000 crore released by the Centre for the housing project is not being utilised effectively,” he stated and issued a warning to the government stating that he would take up a padayatra to closely study the problems of all the flood-hit people in the state for three months shortly and visit every village which got affected by floods.
Major chunk of late birth and death registration applications come from illiterate and backward community and since the transfer of powers to the JMFCs, persons approaching the courts for late birth and death registration orders are sore over different procedure followed in different courts in the State. In Sanguem, a person approaching for late birth or death registration order has to produce three or four witnesses in addition to the examination of the applicant, but in Quepem court, two witnesses suffice to grant or refuse the application. So also is the case with neighbouring Canacona Court. Initially in Sanguem also only two witnesses would suffice to decide the applications but things have now changed since the transfer of earlier Judge. There are also differences in the procedure followed in disposing the applications. In Sanguem Court, the applicant and witnesses are put into the witness box to test their testimony before the application is decided upon. In Quepem Court, the Court after going through the application and affidavit filed by the applicant and his witnesses gets the statements recorded through clerk as was done by the mamlatdars and in Canacona, the JMFC reportedly makes the lawyer appearing for the applicant argue the matter
based on the material evidence on record and pass the order thereof. The applicant is subject to verification only in doubtful cases. The whole procedure of getting the orders for late birth and death has also proved costly for the applicants. While earlier when the mamlatdar was deciding the applications, only an affidavit was required to be sworn before the mamlatdar. Now not only the affidavits, but also the applications are required to be verified before a Notary, thereby burdening the poor illiterate class. The entire procedure of getting the applications and affidavits notarized cost several hundred of rupees. Besides, the applicant is also required to pay the pleaders for their fees. Though the applications remains simple, the applicant has to spend a little over Rs 1,000 in getting the order, which was earlier getting done in about Rs 200-300. Therefore, the citizens have called on the High Court or the Sessions Court to take cognizance of the matter and lay down a certain specific and uniform procedure to be followed by the JMFCs in disposing the applications throughout the State, especially with regard to making it cost effective as it normally poor and illiterate class of people who cause delay in getting the births and deaths registered.
GXE flays unabated destruction of forests in Dharbandora HERALD CORRESPONDENT MARCEL, JULY 7
The Goenchea Xetkarancho Ekvott (GXE) has condemned unabated destruction of forests and prime agricultural lands for mining-related activities in Dharbandora in Sanguem taluka. It may be recalled that a writ petition was filed before the High Court by one Balakrishna Marathe from Dharbandora after the authorities allegedly did not initiate any action on the complaints. According to sources, the hillcutting activity was carried out by a private company on a large
scale at Dharbandora, which the residents had opposed during the gram sabha and had demanded immediate stoppage.

However, it was only after the writ petition was filed, the High Court directed the TCP’s Flying Squad to inspect the site and submit its report. In a press note, GXE has condemned massive hill-cutting at Dharbandora.
“We support the beleaguered farmers, who have to face largescale illegal conversion of agricultural lands, resulting in depletion of natural resources and massive losses to the farmers,” stated GXE General Secretary Paulo Fernandes in the press note. “GXE demands that the government should take stringent action against those responsible for illegal conversion for mining-related activities, provide immediate relief to the farmers, restore natural resources and pay adequate compensation to all the farmers affected,” adds the press note.

The waterfall at Ladfe-Bicholim has been attracting the attention of hundreds of local villagers and tourists due to its fascinating natural beauty. The waterfall has emerged out of a river proceeds from Ladfe to Dodamarg, which falls deep upto 25 mtrs in between a place called Devcharachi Tali in the form of waterfall. There is a temple of goddess Sateri few meters away from the waterfall and also a muddy road, which proceeds into the forest. Earlier, the waterfall was in existence throughout the year, but due to deforestation, the waterfall is seen only during the monsoon.

The Indira Gandhi National Open University (IGNOU) has been identified by the Ministry of Rural Development (MoRD) as the premium agency for supervising five pan-India projects for placement-linked skill development programmes under the Swarnjayanti Gram Swarojgar Yojna (SGSY). IGNOU will provide training in telecom, business process outsourcing (BPO) and security. Two agencies will implement the project all over India.

Seeking resignation of two Orissa ministers in connection with the coal scam, BJP today raised question on the functioning of the state's anti-corruption vigilance wing that probed the scandal. "Though Urban Development minister Badri Narayan Patra and School and Mass Education minister Pratap Jena were involved in the coal scam when they were chairmen of the state owned Orissa Small Industries Corporation (OSIC), the vigilance wing did not take any action against them," BJP's state vice-president Ashok Sahu told a press meet. The two ministers, however, rejected the allegation claiming that they were innocent. "I am innocent. I have no direct or indirect link with the coal scam," Patra told reporters while Jena also reacted in similar manner. Both Patra and Jena held chairmanship of OSIC for two years each before they became ministers. The coal scam recently came to light after vigilance personnel framed charges against two senior officers of OSIC and former chairman of Orissa Consumer Cooperative Federation (OCCF) Golak Mohapatra of BJP. While OSIC was a state public sector undertaking (PSU), OCCF was an apex cooperative society which provides coal to small and medium industries at a subsidised rate.

SPS Rathore's lawyer wife Abha, who has challenged his conviction in Ruchika molestation case, today told the court that the prosecution had failed to hear certain key witnesses present at the scene of the alleged crime who could have unravelled the entire truth. As the day-to-day hearing on the revision petition filed by Rathore resumed in the Punjab and Haryana High Court here, Abha submitted that certain witnesses, including ball picker Paltoo, coach Thomas and chowkidar Pyare Lal, present on the day of alleged crime, were not heard by the prosecution in the case. "The prosecution story revolves around only two girls Aradhana (friend of Ruchika and daughter of complainant Madhu) and deceased Ruchika whereas other witnesses who were present at the site on August 12, 1990 were not brought by the prosecution," she contended while trying to pick up holes in the probe story. Even the gunman attached to Rathore at that time was not heard by the prosecution, she submitted while asserting that "the story of prosecution is not proved by the chain of events." She contended that Paltoo, the then manager of Haryana L a w n Te n n i s A s s o c i a t i o n Kuldeep Singh and Thomas among others would have been key persons to unravel the truth. "Had these people been heard, the whole falsehood of the prosecution would have been exposed," she said.

Women and the Army
t seems India’s military brass believes that the equality conferred by the Constitution of India on all Indian citizens doesn’t apply to the Armed Forces. The Ministry of Defence has moved the Supreme Court seeking a review of a Delhi High Court order that asked the Indian Army and Air Force to grant a permanent commission to its woman officers. At present, women are recruited into the military only on Short Service Commission (SSC), for a maximum of 14 years. Men are also recruited on SSC, but they can qualify for permanent commission on completing their assignment. Women can’t. A petition was filed by 52 women officers of the Army and Air Force before the Delhi High Court, asking that they be treated on par with the male SSC officers. The Court asked the government to “offer permanent commission… on par with the male… officers with all the consequential benefits… within two months”. The Air Force began implementing the order, but the Army has refused to grant permanent commissions to the women officers, saying it would cause “problems of acceptance in its culture”. Four of the Army women officers are scheduled to retire on 23 August. They filed a contempt petition in the High Court, asking that the Defence Ministry and Army top brass be punished for “wilfully disobeying the judgment and order dated 12 March. When the High Court issued notice to the relevant authorities, they moved the Supreme Court in appeal. The issue is simple. If male SSC officers can be allowed to continue beyond 14 years, why can’t their women counterparts get the same opportunity? They are not asking for fighting duties. In fact, the High Court specifically directed that women should be granted non-combat roles. There are 784 women officers in the Air Force, 4,101 women officers in the Army and 252 women officers in the Navy. Just a few of them want permanent commissions. Is that too much to ask? Defence Minister A K Antony has said that in principle, he favours the grant of permanent commission to women officers. Yet, the Ministry has sought a review of the high court’s directions. Why the dichotomy between words and action? In the US, 36,000 women served in World War I (1914-18), of which 200 died and 80 were taken as Prisoners of War (PoWs). In World War II, 400,000 women served. Since 1993, they have been allowed to serve in combat positions too. Today, women constitute nearly 20 per cent of the strength of the US Armed Forces. Israel makes military service compulsory for young women. Many of them serve directly in the line of enemy fire. Only one-third of female soldiers are exempted, for religious reasons and owing to pregnancy. In the British Armed Forces, 71 per cent of all jobs in the Navy, 67 per cent in the Army and 96 per cent in the Air Force are open to women. They are excluded only from duties that require battling the enemy at close quarters. Nearly 10 per cent of British Armed Forces personnel are women. In Canada, they are nearly 13 per cent. In tiny Bulgaria and Slovenia, they comprise 7 per cent and 18 per cent, respectively. In India, that number languishes in the low single digits. Still, for a country that is even now very feudal and conservative, that is a considerable achievement. The Army contends that the war-potential of a nation’s armed forces cannot be compromised, and regardless of what the rest of the world does, women officers are unsuitable for the Indian Army, except for the medical corps and other technical branches. Concern for equality of sexes, it feels, should not influence defence policies. All that is fine. But why can’t officers who have already served with distinction for 14 years continue till retirement? Merely because they are women…?
Maoist revolution? oa gets about 3,000 millimetres of rainfall annually. Out of this, only about one-fourth of this is actually usable, as the rest runs off into the Arabian Sea. The State has a storage capacity of 1,300 million cubic metres (mcm). This quantum remains more or less constant, although there are regional variations subject to local landforms and land structures. According to officials at the Water Resources Department (WRD), although the available capacity is adequate for the current needs, some measures of conservation are necessary because ultimately resources are fixed while demands keep rising. Over the last four decades or so, Goa’s population has quadrupled, while the average availability of usable water has correspondingly decreased. Traditionally rivers are the main source of water accounting for 85 per cent of our total water resources in the State. However, each of the rivers have their individual problems while demand for water from tourists and the floating population keeps growing. Unfortunately, in the last few decades, owing to negligence and greed of ‘we’ the consumers, fresh water resources have witnessed a considerable decline in quality and quantity. The ever increasing groundwater depletion is a major threat to people. Studies have revealed that there is a decrease of one foot to four feet in the ground water level. We have to stop being the victims of the vagaries of nature. It is time to tighten our belts and start a mass revolution. Hydrologists point out that fresh water is the most important sustainer of human life after the atmospheric air we breathe. Apart from rivers, some of which have become too polluted to be used for human consumption, groundwater is the only hope for our fresh water needs. But sadly, the reservoirs of groundwater are fast depleting and rainwater harvesting is the only solution. Some of the common queries that play on the minds of people are : What is rainwater harvesting? Does it work? Can we harvest rain in our own house? Who benefits? What will the quality of water be? How much does it cost? - To put it
Sound of Silence simply, rain water harvesting means catching and holding rain where it falls and using it. We can store it in tanks or can use it to recharge groundwater. According to hydrologists, rain water is the purest form of water available on the earth. Rainwater harvesting is the process of gathering and storing rain drops and preventing runoff, evaporation and seepage for its efficient utilization and conservation. Rainwater harvesting is an effective tool option to gather the rain water -and store it appropriately. Harvesting helps utilize a large quantity of good quality water which would otherwise go to waste creating several problems on the way. Rain water harvesting is a simple, economical and eco-friendly technique to preserve every drop of water falling on the earth. Our ancestors harvested rain just as naturally as they tilled the ground to grow crops. We have lost touch with these local solutions. But now, as the taps dry up, more and more people are reviving this age-old system and practicing it very successfully. Structures to harvest rain require little space. A dried bore-well, a row of soak pits or tanks concealed below the ground are all that we need. The open spaces, rooftops and ground can be used as catchment (surface to catch rain) area. By this, our groundwater will be recharged, and as groundwater moves, our neighbourhood

ith the ongoing environment and ecology issues which pose a threat to Goa gaining momentum, it has now become a moral issue. If appreciation of the value of the known person and of human life is lacking, we also lose interest in others and in God itself. Modern society will find no solution to the ecological problem unless it takes a serious look at its lifestyle. It appears society is given to gratification and consumerism while remaining indifferent to the danger they cause. The question arises, of what responsibility mankind has to environmental concern and respect? God created the earth and it was good. He created the animals and they were good. And then, he gave man and woman domination over it. Most probably, we are using the word domination in the negative sense of destroying and wasting. Cultivation could have been a better word to describe our responsibility! Mankind out of misguided sense that the world was meant to be subdued, is frighteningly close to destroying completely what God has lovingly created. We are destroying our world with the by-products of our industries. Our oceans, rivers, air and lands are filled with toxic wastes. Our food is contaminated with man-made carciogens. We are destroying the ozone in the upper atmosphere. The green house effect may soon be irreversible. We have the power of gods but not their wisdom!

Maoist threat Irineu Gonsalves, Verna Permit me to pick up from where Adv Radharao Gracias’ has left off in his article, ‘The Maoists’ (Herald, 2 July). In this world of opposites, pain and pleasure, penury and opulence exist side by side. A country on the threshold of industrial revolution has an obligation to narrow the gap. The Naxalite violence has sharply increased in Chattisgarh, Jharkhand, Orissa, Bihar and Andhra Pradesh, but distress signals are visible in Tripura, Nagaland, Manipur, etc. The more backward and poorer the region, the greater the insurgent activities. State governments and even the central government are looking on helplessly. Radharao concludes that the Maoists may be a threat to the middle class, but to the underclass they may be saviours. The Naxalites have succeeded in winning the support of unemployed youth and weaker sections. They even receive taxes and levies from the people, and have even taken up developmental activities on their own. This is not the time to talk about ‘isms’. We must do something concrete to drive the ghost away.

My letter pointed out how the present Goa government moving towards a police state. But I have every reason to drag in the BJP’s name. Need I remind Mr Kashyap about the manner in which his political boss in the BJP had converted Goa into a totalitarian police state? How the then servile police head was at his beck and call? How he unleashed police tyranny against political opponents, individuals and institutions? Even an apology cannot right so many wrongs. The memory of Goans is not so short that they will forget how Kashyap’s boss ruled Goa like a dictator, even trying to curb the freedom of the press.

Water is in its purest form as rain, if we do not mix it with other contaminants. Cost is calculated based on the size of the building and various other considerations. Experts point out that the numerous Lateritic plateaus in Goa with unique geographical features, are ideally designed for the ground catchments system and augmentation through water recharging. These plateaus occupy a strategically important place in the socio-economic development sector as the major industrial and human settlements are located on and along the plateaus. Growing anthropogenic activities on the plateaus have caused depletion and deterioration of the groundwater inside the plateaus including drying up of several natural springs along the plateau slopes. There has been a further reduction of this natural recharge due to buildings, roads and pavements, to occupying the top surface of most plateaus. Besides, most plateaus are geographically located in proximity with the sea. This causes the danger of seawater flowing in and making the groundwater saline as the pressure at the water table tend to decrease with the constant withdrawing of water. Towards this end, it is
pointed out that due to over pumping of aquifers and the resultant drop in the water table, there are salt water intrusions into the ground water system. Officials in the Water Resources Department assert that besides the high level of salinity, there are other reasons why rainwater harvesting has acquired urgency in Goa - it is the prospects of sharing our rivers with our neighbouring states. In order to keep pace with the ever-increasing anthropogenic stress on our groundwater regime, it is necessary to develop and adopt certain measures to protect the aquifers from further depletion and deterioration for availing safe and sustainable fresh water supplies, Rain water harvesting is one of those most important measures needed to be adopted in a big way in Goa, a state blessed with plenty of resources. Recently, the Goa government has requested the Centre to sanction funds to set up rain water harvesting units within the industrial estates on the Sancoale, Verna and Kundaim plateaus, to help recharge the groundwater table in these areas. The local government has sought funds from the Centre through the scheme formulated by the Union Ministry for Commerce and Trade to set up water harvesting measures in Industrial areas. Besides, the state government has in the meanwhile adopted other viable options like building a series of mini dams called ‘bandharas’ across the state rivers, and these measures are reaping quick benefits. The advantage of these ‘bandharas’ is that there is water storage within the riverbanks, and no agricultural or forestland get submerged even during highest rainfall. They are open-type, eco-friendly structures and help in recharging groundwater along the river courses. Construction of the ‘bandharas’ has resulted in the shooting up of irrigation supply while water for domestic use has also increased, officials of WRD flay. It is high time we, the common people, also realized the importance of conserving water and take it as our own responsibility to rectify the situation.
Technological discoveries have not only raised our standard of living, giving us abundant food, electrical power, automobiles, and host of other consumer goods, they have given us the ability to change the environment to such a degree that we now are capable of causing catastrophic damage. Environmental devastation is such, that it is a call to all to protect and nurture it. Poverty is linked to ecology, If we cared for it well, it would be fruitful and beneficial to all. The entire direction of peace and justice is linked to respecting the environment. Conquering our environment should not mean destroying it. The problem is not overuse, but misuse. Land is misused when forests and hills are cut down, leading to soil erosion and land infertility. It is misused when it is owned by one small group, while millions have no land on which to grow their crops. It is misused by poor farming techniques, which ruin the soil and fail to replace essential minerals. It is misused when the only crops planted are those to be sold for export, while the local population have no land to cultivate. It is misused when it is polluted by poisonous waste from industry. Hungry for meat, 35% of the world grain is used to feed livestock instead of people. Stung by the skyrocketing food prices, the poorest of the poor are most vulnerable. We have been consuming more food than farmers have been producing and if monsoon is not adequate, we will go out of the frying pan into fire!

Time and again, private bus operators have pressurised successive governments to bow down before them. They are nothing but a bunch of hoodlums who have repeatedly held the government and the public of Goa to ransom for their selfish gains. The recent hike in petrol and diesel prices makes a bus fare hike seems inevitable. But what about the safety and comfort of the ‘Aam Admi’ who commute in these buses everyday? I was in New Delhi recently, and commuted on Delhi’s notorious Blue Line buses. But, in spite of their shady reputation, they were far better then their Goan counterparts. Blue Line buses have drivers and conductors wearing uniforms. Every commuter is issued a ticket. There are seats strictly reserved for ladies, and gents sitting there are requested to make way for standing ladies. While negotiating with these hooligans for the bus fare hike, the government should ensure that basic facilities are provided, so that Goa’s ‘Aam Admi’ can travel like a human being rather than an animal.

If people were assured of safe and sure transport, very few would have stayed home. So the bandh was not ‘voluntary’. Neither was it ‘non-violent’, as several buses were stoned and burnt.
The climate change with its hotter growing seasons and increasing water scarcity, a surging population to eight billion by 2025, is the major drive of increased food demand. So what is a hot, crowded and hungry planet pushed beyond its limits, to do? That is the question the world renowned agricultural Research Centres are wrestling with right now. The voice of a humble priest of Surrey comes pointedly - hunger, famine, and malnutrition are with us, just as he said they would be. This isn’t the first time the world has stood at the brink of a food crisis. On July 21, 1969 Neil Armstrong, the first man to set foot on the moon, said: “One small step for man, one great leap for mankind”. But something down deep tells me we haven’t really conquered anything. The huge amounts of money spent on these projects leave the earth poorer. It would be a giant step for mankind if we spend that kind of money on the problems facing the Earth. Therefore, care for nature or we all lose out. Respect for the environment is a crucial area today. We have tended to separate God and man from his environment, but now is the time to reclaim the environment as our own gifted to us by Almighty God. . God looked at what he had created and saw that it was good. Is He weeping now at what humanity has done with His gifts?

Instead of the bandh, the best form of protest would be for all political party workers to keep their private vehicles at home and travel by public transport for one week. To empathise with the poor affected by price rise, politicians in government should take only 50 per cent of their salaries, allowances and perks. Any takers? In fact, if politicians in power just reduce the percentage of kickbacks they get for allotment of government contracts, we will all support them to fight the price rise.

Dabolim or Mopa a strategic choice By Bruno GoMES y grandfather and my father always told me that Dabolim airport was a civilian airport. It became a military airport after India invaded Goa in 1961. The Indian Navy grabbed it after Libration. The current airport in Goa belongs to the Navy, with the Airports Authority of India maintaining a civil enclave to facilitate operation of flights by commercial airlines.Nobody knows what kind of Treaty or Agrerement the Goa governement at the time signed with the Indian Navy. Was it the ‘Gift Of Liberation’ to the Indian Navy? During the election campaign malign Politicians like Churchill Almao, Mr. Sardinha used Dabolim airport as a majeur Goan issue and played with Goan sentiments to gain votes. The recent statemet of the Chairman of the Estimates Committee of Lok Sabha Francisco Sardinha has asserted that the Dabolim airport will not be closed under any circumstances even if Mopa airport becomes a reality.How can he make such an empty and sensless statement without giving a deep thought to it India is an emerging aerospace market. Those trying to assess its economic potential could easily miss the mark simply because of the speed and scale of change. Indian middle class, for instance, now numbering about 50 million people, is forecast to swell to nearly 600 millions by 2025-which translates into a huge projected increase in air travel demand. Airlines in India plan to acquire more than 300 aircrafts valued at approximately $35 billion during the coming decade, and it is easy to understand why. Domestic air traffic is forecast to grow by up to 180 million passengers and the international traffic is expected to increase by 50 million passengers annually by 2020-largely a function of that of burgeoning middle class wanting improved mobility. Goa being a tourist state, airport capacity is a challenge not only for Goa but to other states as well and also for Indian aviation that may never go away. With 1.1 billion people and an economy firmly on the road to development, it is very clear that in the coming decades India will need one of the world’s mightiest system of aviation ground facilities- 12percent annual growth in passengers numbers forecast by the Ministry of Civil Aviation for the coming decade implies that Indian airport capacity must double every six years. If the industry grows more that 15percent, as it has recently, then the airport must double every four or five years. Goa only airport stand to this trend? Airport investment for next five years will be around $8.5 billion (400 billion rupees) around three-quarters of which will be developments financed by both private and public sectors, according to governement’s committe on infrastructure. New Delhi airport has a capacity of 18 million , and if the trend continues, by 2026 it’s ultimate capacity will be 100 millions. Chhatrapati Shivaji International Airport at Mumbai is growing to 40 million from 16 million , with a possible stretch to 45 million. The Governement plan to upgrade 35 so-called non-metro aeroport which analysts expect will be served mainly by huband spoke connecting to the biggest facilities. Indian Airlines last year produced a combined loss of $2 billion. In the last fiscal year, with the downturn has stregthened low cost model. Inspite of such a huge loss the companies are likely to invest in new planes. Domestic Airlines are operating arround 400 aircrafts, 150 are with the governement owned Air India . this number is grown to 305 this year. India will need 200 -250 regional jets in next decade to feed its hubs say Ebraer`s Luiz Segio Chiessi. Indian Domestic Passenger Airlines Share of Market: Kingfisher Airways hold the Indian domestic market to the tune of 22percent followed by Jet airways by 19percent , Airindia 18percent, Indigo 15percent, Spicejet 13percent, Jetlite 7percent, GoAir 5percent Paramount 1percent. With so much of potential in the Indian aviation market , Goa can set an example to other states by attracting the industries like MRO (Maintance, repair, and overhaul.) MRO should focus especially in those areas that are labour intensive so that the Goan can get jobs in its own land. To my opinion there cannot be two airports running parallel to each other at the radius of 50 km. It is obvious that one airport had to be closed down. The reason are many such as the capacity. Infrastructure, expansion, the maintance cost and the huge running cost of two airports. Goa being a trouristc state, the need of the hour is either to upgrade the Dabolin airport or to construct the new one so that Goa remains in the Indian streamline of development. Today we witness in Goa an active resistance to the Mopa airport. The main reason is the land used for it. India still remains a largely agrarian economy “says analyst Ratan Srivastava of business research and consulting firm Frost & Sullivan. If you are trying to build an airport in a place with cultivable land then you have a big problem. The issue for the local residents is not the relatively minor difficulty of noise, it is one of their survival. Mopa area has farms on the land that are needed for the airport, the compulsory acquisition of which will deprive farmers of their livelihood- although farmers receive the purchase price for their land, they no longer have a way of earning their livelihood. Most of these Goan farmers are still too poor to fly, and an airport construction does not elicit much support as a good thing for a common person. If Mopa is built then people from the region will face round the clock noise and air pollution;. their land will be taken forcibly, hundreds of Goan families will be uprooted from their ancestral land for the sake of the airport and development and will be displaced, to go nowhere.. The other solution available to the Goan people is to ask the Indian Navy to move to Karwar and hand over the Dabolim airport to Goa. Instead of pumping millions of rupees into the new airport the Goa Government could upgrade the Dabolim airport to an International level. Dabolim airport has many advantages: It is centrally located, the upgrade will cost less to the Goan people. Land is available for further development, one more landing track can easily be added to existing one. Railway lines are available next door and by using the existing infrastruture one can easily develope metro type train going directly to and fro from the airport to Vasco, Margao, Pernem, Curchorem, Canacona etc. It’s a question of Vision, Wisdom, Volonté, Common Sense and Political Will. The Goa Governement should organise a referendum or opinion poll on this major issue that has divided the Goans. Once the opinion is given by the Goan people, the Goa Governement will have the full legitimacy to act according to the wishes of the people, and then take the project to its logical conclusion. There will be no room for uproar, demonstration, strikes, etc. If Mopa airport is built then one day the Union Civil Aviation Ministry will ask Goa Governement to close down the Dabolim airport inspite of Goa Governement precondition not to close down the Dabolim airport. There is a clear example that has had already happen to the State of Karnataka and Andhra Pradesh -The current Government airport policy does not allow an airport to come up within a 150-km radius of an existing airport. This policy was one of the reasons cited for closure of the old airports in Bangalore and Hyderabad when the new airports were opened there. Goan please don’t follow blindly and believe these 40 idots (CM, Ministers ,MLAs and MPs,) to make believe that Goa will have two airports. Hey Goans you have to make a Choice either Mopa or Dabolim. Another anti-Sikh riots case haunts Sajjan PTI NEW DELHI, JULY 7
A month after being charged with murder and rioting in a 1984 anti-Sikh riots case, Congress leader Sajjan Kumar would face trial in a separate case with a Delhi court framing identical charges relating to the killing of six persons during the carnage. Additional Sessions Judge Sunita Gupta found prima facie evidence and ordered formal framing of charges of murder, rioting and spreading enmity between two communities against Kumar and others relating to the killing of six persons in Delhi's Sultanpuri locality. Kumar is already facing the trial for criminal conspiracy, murder and other offences in a case relating to the killing of five persons at Delhi Cantonment area during the riots. He and others will be tried for same offences in the second case for the death of six persons at Sultanpuri during the riots that followed assassination of then Prime Minister Indira Gandhi on October 31, 1984. She had lost five of her family members, including her husband, in the riots. Lal Chand Khemani, the witness, who is said to have bought the house of Kaur located at Raj Nagar here after the riots, was declared hostile by the court. He had said during his cross examination by CBI that he had purchased the house from Kaur's nephew in 1993. The witness was again cross examined by Kumar's counsel A K Sharma. The recording of statement of another witness would continue tomorrow. CBI had filed two chargesheets against Kumar and others on January 13 in the riots cases registered in 2005 on the recommendation of Justice G T Nanavati Commission which had inquired into the sequence of events leading to the riots.
Police provide security cover to Kasab lawyer PTI MUMBAI, JULY 7
Police have provided round-theclock security cover to criminal lawyer Amin Solkar who has been appointed by the Bombay High Court to defend Pakistani terrorist Ajmal Kasab with regard to confirmation of death sentence awarded to him in the 26/11 terror attack case. A constable with an automatic carbine would accompany Solkar as a guard, police said. The security was provided by police since Sunday following a threat complaint received by Solkar earlier. Solkar had received a threat on his cell phone through SMS in which he was asked to leave Kasab's brief immediately. The person who sent the message had threatened Solkar to refrain from defending Kasab or else face dire consequences. On receiving the threat, Solkar had filed a police complaint but had not specifically asked for security cover. Police said they had on their own provided security to Solkar. However, another lawyer Farhana Shah, who also has been appointed by the High Court to assist Solkar in defending Kasab, has not yet got any security cover.

A 29-year-old software engineer bled to death in west Delhi after unidentified persons cut the veins of his wrists and legs during a suspected robbery when he was returning from his sister's flat after celebrating his birthday, police said today. Vivek Bharadwaj, who works in a software firm in Noida, was returning to his Janakpuri C-I Block flat after having dinner at his sister's place nearby at around 11 pm when he was attacked by unknown men, a senior police official said. After returning from work, Vivek goes to his sister's flat in C-2 Block to have dinner. "Yesterday was his birthday and he celebrated it there," the official said. While returning, the official said, Vivek was waylaid by some persons who cut veins of his wrists and legs. "Probably he was talking over phone when he was attacked. He was well built and we assume he tried to resist and give them a fight when he was attacked

Make code ‘binding’ before CWG: NGOs

Government should make "legally binding" the code of conduct for safe and honourable tourism and should plug-in the loopholes in order to make it more effective ahead of Commonwealth Games, say NGOs. The guidelines are applicable to all owners, suppliers, contractors and employees of the travel and tour sector including hotels, restaurants, lodges, guest houses, tour agents and entertainment establishments. Service providers also come under its ambit. However, its not legally binding and the Ministry of Tourism will only promote entities adopting the code on its website. "The code has good intentions behind it but it should be
legally binding. There is no monitoring mechanism in place. It should include rehabilitation plan for children and more child homes for them," says Mohammad Aftab, National Manager, Save the Children, an NGO. "It requires a fraction of huge budget spent on the Commonwealth Games extravaganza," he adds. All hotels and tour operators need to train two people to ensure the code is followed. "The advisory says that staff of hotel and guest houses should be trained to keep eye on any kind of exploitation. In cities, couples visit hotels to spend time together. The code makes these people vulnerable now and police will be in a position to exploit them," says Sanjay Gupta from Bal Adhikar

Tagore's Shillong abode demolished PTI
SHILLONG, JULY 7 The structure, which was the abode of Nobel laureate Rabindranath Tagore during his last visit to Shillong, where he had penned two of his most important works, have been razed to the ground. The demolition of Sidhli House, where the bard stayed during his last visit to Shillong in 1927, comes at a time when the country is celebrating his 150th birth anniversary. The structure has been demolished over last few days by owner of the house Philip Pala, a sibling of Union Minister of State for Water Resources and Shillong MP Vincent Pala. Chief Minister Mukul Sangma when contacted claimed he was unaware of the existence of such a historical building, saying "usually there is a process of identifying buildings with historical connection which are
then declared as heritage structures." Sangma said he would try to find out if the government, previous or present, had ever taken steps to identify such significant structures. The chief minister added that usually prior to demolition of a structure, agencies such as the urban affairs department are consulted to ascertain the value of the structure and that he

Incessant rains continued for the second day today in most parts of Punjab, Haryana and Chandigarh disrupting normal life even as authorities remained on high alert to tackle floodlike situation in several areas, especially parts of Ambala, Kurukshetra, Ludhiana and Patiala. The rail and road traffic in the region remained partially affected in view of heavy downpour flooding rail tracks and roads, hitting normal life badly, officials said. Besides, power supply had also been snapped at various places in the region in view of uprooting of trees and submerging of grid-stations. Even mobile service had been partially affected as towers remained submerged under deep waters. Several villages of Kurukshetra district have been marooned in deep waters due to a 100-feet breach in Sutlej- Yamuna Link (SYL) canal at Gulabgarh village.

The CBI has asked the Defence Ministry to blacklist six firms, including four international ones, for their alleged involvement in the Ordnance Factory Board scam. Official sources said the names of four international companies -- Singapore Technologies Kinetics (STK), Israel Military Industries Ltd (IMI), Rheinmetall Air Defence (RAD),
Zurich, and Cooperation Defence, Russia -- are mentioned in the letter by the CBI to the Defence Ministry. Besides, two Indian firms -T S Kisan and companies Pvt Ltd (New Delhi) and R K Machines Tools Ltd (Ludhiana) -- have also been named in the CBI communique to the MoD, they said. The action came after agency sleuths investigating the case found alleged involve-
ment of these firms in the scandal. The agency had on June 30 filed a 2,700-page chargesheet in a special CBI court, Kolkata, against formerDirector General of Ordnance factory Board, Sudipta Ghosh and 11 others for graft. A case was registered by CBI on May 17, 2009 under different Sections of IPC and Prevention of the Corruption Act against Ghosh and others.

US sues Arizona over immigration law AFP WASHINGTON, July 7
The US government has filed suit against Arizona in a bid to block the state’s controversial immigration law which President Barack Obama’s administration has slammed as abusive and divisive. A Justice Department statement Tuesday said the state law hampered the authority of the Obama administration to enforce national immigration policy. Federal laws do not permit the development of a “patch-
work of state and local immigration policies,” it said. “Setting immigration policy and enforcing immigration laws is a national responsibility,” US Attorney General Eric Holder said in the statement. Arizona, the Justice Department said, “crossed a constitutional line.” The suit sets up a major legal showdown between the administration and the state of Arizona, just months before crucial legislative elections in November.

A 32-year-old Indian software engineer, who arrived in the US to work on a multi-national company’s project, has been found dead in Lake Michigan near here. Vidhya Sagar Verma, who left India on May 20, was in regular touch with his relatives and when he did not call them for some days, they got panicky and contacted his company. Ve r m a ’ s c o m p a n y t h e n searched his room and later filed a missing person report. A Faridabad-based engineer, Verma went missing on June 19 from Chicago. Later, police found his body in Lake Michigan. P K Kapur, a relative of the engineer, has been informed about Verma’s death. It was not clear how Verma died as police does not reveal any personal information and only speaks to victim’s relatives.

China on Wednesday executed a former top judge after a court found him guilty of corruption, rape and organised crimes in country's southwestern Chongqing region. Wen Qiang, 55, the former head of the judiciary in the southwestern Chongqing region, was convicted for accepting bribes, shielding criminal gangs, indulging in rape and failing to account for his cash and assets. Chongqing municipal higher people's court on May 21 rejected the appeal of Wen, who was sentenced to death by a lower court on April 14, upholding the charges. The death sentence had been forwarded to the Supreme People's Court and was approved, according to the municipal higher people's court. Wen served as vice director of the Chongqing municipal public security bureau from 1992 to 2008, and later as director of the Chongqing municipal judicial bureau until he was arrested in September 2009, state-run Xinhua news agency reported on Wednesday. The Chongqing No. 5 intermediate people's court issued a verdict in the first stance trial, saying Wen took bribes totaling more than 12 million yuan (USD 1.76 million) personally or through his wife from 1996 to 2009.

Faced with an acute shortage of doctors, several deaneries in Britain have embarked on a recruitment drive in India, with the Wales deanery all set to welcome 51 medical professionals from the country to its various hospitals. In Wales alone, there is a shortage of 400 doctors, which has sparked fears that medical services will have to be curtailed if qualified doctors are not appointed to the vacant posts. The doctors recruited in India will hold middle grade positions. India has long been a source of medical professionals for Britain, but the recruitment of Indian doctors was reduced to a trickle after 2006 when tighter rules prevented doctors from non-European Union from taking up training jobs in the NHS.

"We sincerely regret that any of our readers were upset by Joel Stein's recent humour column 'My Own Private India.' It was in no way intended to cause offence," the Time magazine said after large number of Indian-Americans demanded an apology from the magazine and the columnist. "I truly feel stomach-sick that I hurt so many people," responded Stein, who in his column 'My Own Private India' gave his own impression of how his home town of Edison in New Jersey has changed over the years with the desi influx. Nearly one in every five resident of this New Jersey city are Indian Americans; thus making it one of the few such cities in the United States. "For a while, we assumed all Indians were geniuses. Then, in the 1980s, the doctors and engineers brought over their merchant cousins, and we were no longer so sure about the genius thing. In the 1990s, the not-asbrilliant merchants brought their even-less-bright cousins, and we started to understand why India is so damn poor," Stein wrote in the issue dated July 5. "Eventually, there were enough Indians in Edison to change the culture. At which point my townsfolk started calling the new Edisonians 'dot heads'. One kid I knew in high school drove down an Indiandense street yelling for its residents to 'go home to India'," Stein wrote. "Sometime after I left, the town became a maze of charmless Indian strip malls and housing developments. Whenever I go back, I feel what people in Arizona talk about: a

Stock market benchmark Sensex today dropped by 143 points on selling in energy and financial stocks, amid weak global cues and worries of another rate hike by the Reserve Bank of India. The Bombay Stock Exchange’s 30-share barometer opened on a weak note and, in the absence of any positive trigger, it traded in the negative zone for the entire day. The Sensex, which had gained 173 points in the last trade, closed today’s trade at 17,471.03, down by 143.45 points, or 0.81 per cent. The National Stock Exchange’s wide-based Nifty-50 index lost 0.91 points to settle at 5,241.10. Local markets slipped as equities worldwide declined after a weaker-than-expected service sector report in the US reinforced the growing view that the global recovery was in danger of losing momentum, analysts said. “The market is moving in a narrow range, and is struggling for a clear direction. It was a consolidation session. The trend is likely to continue ahead of first quarter performances,” Anand Rathi Securities Head Of Research D D Sharma said. Widespread selling was visible on Dalal Street, with oil & gas, metal and banking stocks figuring among the worst hit. Reliance Industries Ltd, which carries the maximum weight in the Sensex, plunged 1.83 per cent to Rs 1,052.95. Staterun energy major ONGC lost 1.87 per cent. “The domestic mood was cautious as investors awaited key results and economic data, due next week,” said a broker. Banking stocks retreated after two days of gain on fears of a second rate hike within a span of one month by the Reserve Bank.

The last 20 years of liberalised growth might have created ''two Indias'' in his own words, but renowned French economist Guy Sorman believes those very years have also given the Indian poor a real hope of being able to better their lives. The prolific author, known to be a strong defender of free markets, however, rues the fact that India''s bureaucracy has failed to keep pace with the transformation post- liberalisation, creating severe bottlenecks in development. In India recently to release his new book ''Economics Does Not Lie'', published by Full Circle, Sorman said for a free market economy to succeed, a number of institutional reforms needed to be initiated simultaneously and stated that liberalisation had done some wonderful things to India. "In this country, the bureaucracy still belongs to old India and it is ill prepared to facilitate the transition from the old to the
modern, so is the system of imparting technical education," Sorman told PTI in an interview. Reacting to mounting criticisms in India that post- liberalisation society has perpetuated gross inequalities, Sorman said while he is sensitive to the widespread poverty, the answer does not lie in reverting to the old system but in reforming the existing one. "Well to the people who criticise the reforms, I say they should compare the present with the India of 30 years ago when nothing was happening, so nothing was to be hoping for," he said. "A large number of people are moving from India no 2 to India no 1 in hope of a better future. For the first time in India poor people think that their children can have a better life. This hope has tremendous psychological effects," Sorman said pointing out the example of fishermen in Tamil Nadu benefiting from the telecom revolution. "The revolution of
Internet and cellphones reaching remote villages is an example of trickle down and of technology helping escape exploitation by intermediaries," he said. Besides the ill-functioning bureaucracy, Sorman also laments weakness of the technical education system in India, which he says needs to be strong to equip people from the countryside to be able to find a place in the cities. "If you want to have sustained growth, you don''t only need to bring a man from the countryside to the city, you need to bring an educated, technicallyequipped man and need a kind of technical education system which you don''t have in India". "What more is needed is the creation of income generating revenues in rural India for landless people". China might be the flavour of the world economy with its galloping growth rates, but Sorman believes India has a better bet at the future given the stability of its democracy and the vitality of its open society.

HMVL IPO oversubscribed PTI NEW DELHI, JULY 7
The Rs 270-crore public offering of media house Hindustan Media Ventures Ltd (HMVL) saw heavy participation from investors on the final day of issue today and got oversubscribed 3.16 times, hours before its closing. The initial public offer (IPO) of HMVL got total bids for over 4.36 crore shares, of a total of 1.38 crore equities on the offer for public, thereby getting subscribed 2.5 times, data till 1500 hrs with the National Stock Exchange showed. Final bid figures of the IPO will be available after the closing of issue in evening. HMVL, the publisher of Hindi daily ''Hindustan'', has entered into the capital market with its IPO priced between Rs 162 and Rs 175 per share. The offer opened on July 5.
The firm plans to raise Rs 270 crore through the IPO, and the proceeds will be utilised for expansion and pre-payment of debt. HMVL is a 98.85 per cent subsidiary of HT Media Ltd, the publisher of English dailies the ''Hindustan Times'' and ''Mint''. HMVL prints and publishes the third largest Hindi newspaper daily ''Hindustan'' with a readership of 9.9 million (as per IRS Q1, 2010). The company also publishes two Hindi magazines -- Nandan and Kadambini. The IPO is based on a 100 per cent book building process, and shares offered through the issue are proposed to be listed on the National Stock Exchange and the Bombay Stock Exchange. Edelweiss Capital and Kotak Mahindra Capital Company are the book-running lead managers to the issue.

The construction sector is facing labour shortage of around 10 million persons in any given day and the situation will worsen in next decade when requirement for workers is expected to go up three-fold, realtors'' body Credai said today. "The total requirement of skilled and unskilled labourers in the construction sector, including real estate, is 33 million per day. The shortage is around 30 per cent. We need to take proper measures so that things do not worsen next decade when per day labour requirement will treble," Credai''s President Santosh Rungta told PTI. New GFA constitution envisages professionalism, remarks Savio

The GFA will change its constitution at the Extraordinary General Meeting to be held here on July 18. This has to be done as per the AFC and AIFF directives. The Herald caught up with the GFA secretary, Savio Messias so that the affiliated clubs could understand the reasons and the expected outcomes. Q: What is the main reason for changing the constitution? SM: The AIFF has been asked
by the AFC to bring their constitution in line with FIFA and the AFC. The AIFF has now asked its state associations to follow suit. The GFA constitution is in a good standing but in order to embrace professionalism we will put it across our members at a special meeting. Q: What will be the benefits to the GFA in amending the constitution? SM: The benefits will be a committee with a president, a full time executive secretary instead of a general secretary and the treasurer will be replaced by a professional accountant. There will be one vice-president for the North Goa and one for South Goa instead of the current four vice-presidents. We will also have seven executive members from North and seven from the South. Q: How will the members vote for the new committee? SM: At the moment we have four zones - Bardez, Ilhas, Mormugao and Salcete and all the members vote for the candi-
dates in each other’s zone. In the new committee, members from North will only vote for the North candidates while the members from the South will only vote for the South candidates to give a fair representation to the contestants. Q: How will the constitution affect the village clubs? SM: The GFA constitution will not have much effect on the running of the village clubs, but we have asked each club to submit their constitution so that we can sit down and see how best we can give them guidance and support with the rapidly changing football scenario. Q: What new roles will be created by the new constitution? SM: The executive secretary’s job will be a full time, paid job, just like that of the AIFF. Some of the new committees that will be formed are for media, marketing, planning and development, sports medicine and technical and coaching. In the past it would be just the exec-

SM: We would hope that the AIFF give its state associations who decide to take on the new constitution some financial assistance it receives from FIFA, so we can hire professionals in our administration. But no financial implications have been discussed, so far. Q: Being the first state asssociation in India to attempt to take on the new constitution, what will be the obstacles? SM: There will be no major hurdles as we already have a good structure in place. The president will have full powers, so depending on how he handles the day-to-day running of the office will determine how successful we will be in implementing the constitution and overcoming obstacles.

Just like you would want to spend maximum time with your best friend, similarly Goans will spend time with their football. It is safe to say nothing can come between Goans and their football. The fervour associated with football in the state is increased ten-fold during major tournaments like the on-going FIFA World Cup 2010. It is part and parcel of an average day for a Goan - discussing details, weighing options for your favourite team, gleefully cheering your team on, sporting your custom-made team jersey, and the list goes on. It is interesting to note the creative ways that fans display their dedication and support to the team they favour. One such avid fan is Casserres from Porvorim. A look around his living room and it screams ‘Portuguese fan’. On the table stands a photostand baring the entire Portuguese team, flashing smiles in their red jerseys, the centre table has cut-outs of the teams’ happy moments and perched on the TV is the Portuguese flag. The cut-outs are in the process of being pasted onto white chart paper and hung on the wall. World cup after world cup, Portuguese and Brazil continue to have huge supporters in Goans. He is right! More extreme reactions brew among the youth. Like that of Alan, a commerce student living in a boys hostel in Mapusa. He says, rather irked, “I honestly find it pathetic how all of the boys here call Portugal and Brazil ‘our team’. Culturally they have a link to us and maybe if left at a harmless sporting passion it would be fine, but not when it is made to sound like they belong to the country.” There must be many more like him. India’s participation in the world cup would not only join a nation together in cheer for this relatively upcoming sport, but also spread awareness to the game and double interest towards it. It remains a fact that Goans have made big contributions to the Indian football scene, both on and off the field. Though recognised, it cannot just halt at that, rather pushed to excel at an international level. With the right attitude and the necessary effort on the part of the sports authorities and sportsmen it wouldn’t be long before we are deafened by the hollering for Team India.

The lovers are unperturbed with the language and culture barrier between the two, they borrow others rhythms in life: they tap books, beat clothes till they are tattered, switch night bulbs on and off, anything just so that their hearts communicate the language of love. The proverbial villains loom in the form of both families and the lovers throw themselves into the sea. This is ‘reel’ life, from the romantic Hindi flick of the early 1980s, ‘Ek Duuje Ke Liye’, where the movie concludes with a narration portraying the lovers as immortal. But a dejected young man jumping into the river Mandovi, or a young lady found dead after swallowing a bottle of pills in the state is ‘real’ life, with suicides recorded steadily over the last five years, despite Goa’s economic prosperity and natural beauty. According to the crime branch, Panjim prolonged illness, dowry disputes, divorce, examinations, illegitimate pregnancy, unemployment, unrequited love, etc are all categories that lead to the self-killing of a person. But insanity/mental illness tops the statistics with, an average of 80 people having committed suicide, in the last three years. In many countries, suicide ranks first in the cause of death among the youth. According to World Health Organisation (WHO), suicide is the leading cause of death among teenagers and adults under 35 years. Mental disorders are frequently present at the time of suicides with estimates from 87 per cent to 98 per cent. “Here in Goa, it is mainly lifestyle and pressure that drive people to take the drastic step,” says Dr Peter Castelino, psychiatrist from COOJ (Cause of Our Joy) Mapusa. He continues, “Goa is ranked among the highly literate states. It is the pressure to keep up with the growing cost of living and for the younger lot it is pressure to perform well during examinations, procuring jobs etc.” All mental health experts spoken to assert that the victims normally send out a lot of signs before committing the act, which unfortunately is not detected or not taken seriously. Dr Castelino says, “Invariably, a person who has committed suicide would have, at some

S actress and model Lindsay Lohan has been sentenced to 90 days in prison for violating her probation in a 2007 drug case. A judge in California said Lohan, aged 24, had failed to attend court-ordered alcohol education classes. The judge ordered Lohan to surrender on July 20 to begin serving the jail term. The actress had been on probation since August 2007 after pleading guilty to misdemeanour drug charges and no contest to three driving charges. Judge Marsha Revel said Lohan would also be required to enter an in-patient rehabilitation programme after her release from prison. Lohan, who starred in ‘Mean Girls’, burst into tears after hearing the verdict. “I did do everything I was told to do and did the best I could to balance jobs and showing up,” she told the court. In 2007, Lohan pleaded guilty to two counts of being under the influence of cocaine and no contest to two counts of drunk driving and one count of reckless driving. She went to jail but spent only 84 minutes behind bars. She was also ordered to complete a series of alcohol education courses. But she failed to do them on time and missed a number of meetings. In May, an alcohol-monitoring bracelet was fitted after Lohan failed to attend a probation hearing because she claimed to be stranded in France. Her lawyers said she was unable to fly back from the Cannes Film Festival after her passport was stolen.
Rise in suicides have become a harsh reality of life in Goa. While various reasons have been cited as factors leading to the killing of one self, Herald learns that mental illness tops the causes for suicides time, spoken about wanting to end her/his life as it is not worth living. So, you have to take this seriously when you hear someone saying this. Besides, lethargy, loss of interest in previously enjoyed activities, plummeting grades, not wanting to leave the bed or house leading to acute depression etc are all warning signs and should be taken seriously, where the person should be gently convinced into seeing a doctor.” There is dire need to enlighten people, mainly parents and teachers to detect the warning signs. The doctor says, “We conduct various programmes whereby we enlighten teachers on mental health and spotting warning signs in children. This we do as children spend a huge portion of their lives with their teachers.” According to mental health experts, “A suicide attempt is often interpreted as a ‘cry for help’ and attention, or to express despair and the wish to escape, rather than a genuine intent to die. It is imperative to recognise this ‘cry for help’ and get psychiatric treatment for the individual. And if the psychiatrist determines the person to be a threat to herself/himself or others, the person may be admitted involuntarily to a psychiatric treatment facility.” Any suicidal act, regardless of whether it is just a gesture or an attempt must be taken seriously. Every person who inflicts upon self a serious self-injury should be evaluated and treated for the physical injury. Initial assessment can be done by any health care practitioner trained in the assessment and management of suicidal behaviour. But what is of utmost importance here is the fact that all such patients require psychiatric assessment at the earliest. The experts opine, “A decision must be made as to whether patients need to be admitted and whether involuntary commitment or restraint is necessary. Patients with a psychotic disorder, delirium, or epilepsy and some with severe depression and an unresolved crisis should be admitted to a psychiatric unit.” The psychiatrists also caution that after a suicide attempt, the patient may deny any problems because the severe depression that led to the suicidal act may be followed by a short-lived mood elation. But the risk of later completed suicide is high unless the patents’ problems are resolved. Thus, it is clearly evident that what is of utmost importance is that a person in distress gets counseling in time. And to achieve this, we as a society need to stop being cruel and get more sensitive to such situations and think beyond any social stigma if we ever want to save our youngsters from taking that fatal plunge.

After giving Anushka Sharma a break to die for, Yash Chopra has now entered into a deal with their new catch, Shakti Kapoor's daughter Sharaddha Kapoor. Now Shraddha has signed a 3-film contract with the production house and is forbidden to do any other banner’s film, another deal like Anushka’s. Unfortunately, it is this deal that has forced this Kapoor babe to turn down Madhur Bhandarkar’s ‘Dil Toh Bacha Hai Jee’, alongside Ajay Devgn and Emraan Hashmi. Kerkar’s Artwork presented to Sonia Gandhi

HERALD FEATURES sculpture titled ‘The Oceanic Couple’ by Subodh Kerkar was recently presented by Chief Minister Digambar Kamat to Sonia Gandhi as a token of love from the people of Goa. Mrs Gandhi in turn, appreciated the sculpture and thanked the Chief Minister for it. The sculpture celebrates the river and the ocean which are personified by the artist. The rivers cut through the scenic landscape of Goa, endeavouring to meet their beloved, the ocean. The sculpture is created in fibre glass on which more than 3 lakh spherical pieces of stainless steel are stuck. The spherical pieces are actually the waste punch outs that come from the holes in the drums of washing machines. The sculpture took 3 months in making. Grateful to Kamat for choosing a
work by a Goan artist to present to Mrs Gandhi, Kerkar congratulated the Government for taking a number of initiatives for promotion of art in Goa through the ministry of art and culture. He felt that Goa provides great sites for public art projects, which will go a long way in promotion of tourism here, saying, “We need iconic sculptures all over Goa which will attract many tourists and provide them with photo-opportunities.” The artist, Subodh Kerkar has made 2 editions of the work. The second edition is on view at Kerkar Art Complex, Calangute.
KA Book Workshop discusses Passion for Reading HERALD FEATURES he Kala Academy organised ‘Revisiting: The World of Books’ on July 4, 2010 at the Black Box. It was a day-long comprehensive workshop on the passion for reading and the resources of the teaching-learning process underlying in the stories in books. Conducted by Jugneeta Sudan – an academician and educationist having experience of teaching and conducting workshops in various schools of repute like Bombay Scottish School, Mumbai; Naval Public School, Kochi and Tata group of Companies, Gujarat, the workshop was arranged for students between the age group of 8-14years. Around 50 teachers and students of schools including Navy Children School, Sharada Mandir High School, Rosary High School, K B Hedgewar High School, Mary Immaculate Girls High School and Don Bosco High School participated. The workshop was conducted in four sessions, beginning with Powerpoint presentations to bring the world of books alive, activity of words, illustrative and creative writing exercises using Roald Dahl’s books and the reading of the books. The movie ‘Charlie and The Chocolate Factory’ was screened followed by critical discussion of the movie and the book.

These are excerpts of his speech for the All Goa Inter-school Elocution Competition for Environment: The government of Goa must prepare a master plan for a green Goa with the help of various NGO’s. All offences on trees should be treated at par with humans and major punishments like imprisonment should be given. A ‘tree helpline’ should be constituted and police aid should be utilised. All trees must be monitored at least on a monthly basis to protect them from termite and human attacks such as nailing posters and advertisements. Tree indexing should be conducted. The forest department must give permission to cut trees only after taking the opinion of the public. School children must be involved in planting trees and nature conservation. They should be taken on field trips to nearby villages and taught about the importance of rainwater harvesting, etc.

Cup on home turf four years ago will live long in the memory. The German Chancellor was once again in the crowd on Saturday, getting behind Joachim Low's charges as they powered
past Argentina 4-0 in Cape Town to book their place in the semifinals of South Africa 2010. Ahead of the match, Merkel met with South African President, Jacob Zuma at his residence in Cape Town, before visiting a German-sponsored urban-violence prevention project in the Khayelitsha township. Just before the crucial clash between Argentina and Germany kicked off, Merkel took a few minutes to answer some questions from FIFA.com. FIFA.com: Chancellor Merkel, you clearly enjoyed being a part of the FIFA World Cup fever that swept Germany four years ago. Now the tournament is being held in South Africa, what are your impressions? Angela Merkel: I could already see from afar that the tournament had been wonderfully organised and that the atmosphere was incredible. Now I'm here I have to say that South Africa should be really proud of themselves. I told President, Jacob Zuma that they're doing a great job and that they've gained the respect of the whole world. It's been a huge victory for the people of South Africa. When we look back on the tournament in the future, we'll remember Africa in a different light. FIFA: How will the 2010 FIFA World Cup affect South Africa in the long term?
AM: I think that it's given the whole of Africa more confidence. In South Africa, the infrastructure has been improved considerably. There will be more possibilities for young people. It will give them courage and create jobs for the unemployed - I think it's been a resounding success. FIFA: Joachim Low's team have shown themselves to be a young, attacking and creative outfit. Have you been impressed? AM: Yes, of course (smiles). We all knew that we had a very young squad, and after Michael Ballack's withdrawal, the team had to show even more maturity. They've done incredibly well. Long may it continue.

Nelson Mandela and his family will decide on the day of the World Cup final if the Nobel laureate will attend the match, his foundation said Wednesday. "We note FIFA's open invitation to Nelson Mandela to attend the closing ceremony of the 2010 FIFA World Cup," the Mandela Foundation said in a statement. "We reiterate that Mandela and his family will make the de-
cision about whether he attends or not on the day." South Africa's first black president, who turns 92 this month, appears increasingly frail and has sharply reduced his public schedule. An Argentine lawmaker on Wednesday suggested erecting a statue of football coach Diego Maradona in the capital Buenos Aires as he sponsored a bill to honour one of the country's most famous sons. Maradona, who will be 50 later this year, still has great public cachet in his homeland despite Argentina crashing out of the World Cup in the quarter-finals to Germany, who beat
his side 4-0. But lower house member Juan Cabandie, an ally of President Cristina Kirchner, said he would back a bill for a statue because "the Argentine people have shown that, where Maradona is concerned, results are not important." "Maradona has become an icon of Argentine popular culture, he is a social phenomenon and his popularity goes beyond the sporting arena." Cabandie said a monument would highlight Maradona's strength of character and loyalty to his country's cause as "he continues to write chapters of a story which seems to be without end." Maradona already has a threemetre-high statue to him weighing some 300 kilos at the Boca Juniors Bombonera statium where he first made his name. Despite the loss to Germany Maradona's men received a warm welcome home after impressing up to that stage - having endured a ver y mixed qualifying campaign. Although he is said to be very down over the defeat and has been keeping a low profile in his Buenos Aires home he may yet stay in the post he took in late 2008. Some observers believe he may be unable to resist leading the country to a home triumph next year in the Copa America.

Dutch boss demands win in first final for 32 years

Dutch coach Bert van Marwijk has praised his side for reaching their first World Cup final in 32 years, but said their achievement counts for nothing yet. The Netherlands' 3-2 semifinal win over Uruguay has put them in Sunday's final where they will face either Germany or Spain at Johannesburg's Soccer City. The Dutch are bidding to win their first World Cup title and having lost both the 1978 and
1974 finals, van Marwijk says the current side must win on Sunday if they want to write themselves into Dutch footballing history. "It is quite something we have achieved after 32 years, but we are not there yet and there is one more match to look forward to," he said. The former Feyenoord coach has instilled a strong team spirit by removing any hint of arrogance and has always insisted his team think only of their next game. "What happened before my time, with all due respect, I don't look at it," said the 58-year-old. "I did things my way, we play good football and sometimes beautiful football, but in the past we started winning and got over-confident.” "I try to tell my players there will always be a next match. I try to give them more stabilty by teaching them how to defend properly, I love attacking football, but we must have possession of the ball." Dutch midfielder Demy de Zeeuw did not break his jaw during the Netherlands 3-2 World Cup semi-final victory over Uruguay, Dutch media reported on Wednesday. The 27-year-old Ajax star who had replaced the suspended Nigel de Jong in the starting line-up - had to go off at half-time as he still felt the effects of being unintentionally kicked in the face by Uruguayan defender Martin Caceres. De Zeeuw, who would probably not start in Sunday's final in any case as de Jong is expected to return, underwent medical examinations overnight in a hospital here and they revealed that he had not suffered a fractured jaw though his teeth were damaged. World Cup organizers promise a high-tech closing ceremony featuring pop star Shakira, compared to the more traditionally African ceremony which opened the tournament. O rg a n i z i n g C o m m i t t e e spokesman, Jermaine Craig says Sunday’s show at Soccer City will be “more youthful and a bit more technologically advanced” than the June 11 opening ceremony. Craig says the night time event has “nice lighting effects and special effects planned.” The closing ceremony is scheduled to start at 6.30 p.m. local time, two hours before the final match kicks off. Colombian star Shakira will perform the official tournament anthem “Waka Waka (This Time for Africa).” Shakira also performed the song at a June 10 World Cup concert in Soweto.

That's aerodynamic shorthand for "it swerves all around like crazy at high speeds because of the air flow on the seams and stuff," which isn't so bad when you get goals like this. Adidas has yet to respond to the new scientificallybased criticisms, and Sepp Blatter and FIFA are already meeting in September to discuss the horrible aftermath left in jabulani's zigzagging wake. What's really frightening though is that we now know World Cup footballers are apparently as adept at noting erratic aerodynamic patterns as NASA's rocket scientists. Be afraid.

Carles Puyol scored the only goal of the game to send Spain into the World Cup final against Holland following a 1-0 victory against Germany on Wednesday. The Barcelona centre-back powered home a header from 10 yards from Xavi's corner 17 minutes from time to send the reigning European champions into their first-ever World Cup final. Holland reached the title game by beating Uruguay 3-2 in Cape Town on Tuesday. It means there will be a new name on the trophy for the first time since France claimed victory on home soil in 1998. Spain coach Vicente Del Bosque had sprung a surprise before kick-off by dropping out-of-form Liverpool forward Fernando Torres and replacing him with Barcelona youngster Pedro. That move allowed tournament top scorer David Villa to play through the middle and the switch almost paid dividends six minutes into the game. Pedro came in off his wing and slipped a delightful ball in behind the Germany defence which Villa ran on to but he had to slide in to shoot before Manuel Neuer arrived and he succeeded only in prodding the ball into the goalkeeper's chest. Spain should have gone ahead on 14 minutes after a cleverlyworked corner routine left Andres Iniesta free to cross from the right, but Puyol got too much purchase on his diving
header and sent the ball over the bar. Germany were stretched again on 19 minutes as a great crossfield ball from Xabi Alonso found the marauding Sergio Ramos but after an exquisite piece of control his shot was wild and high. Germany finally threatened on 32 minutes when Piotr Trochowski, in for the suspended Thomas Mueller, shot from distance and forced Iker Casillas into a sprawling save low to his left. Mesut Ozil thought he should have had a penalty on the stroke of half-time when he went down under a challenge from Ramos but his appeals were waved away by referee Viktor Kassai. For all their pretty approach play, Spain were struggling to get into the box and started hitting pot shots from distance with Alonso, twice, and Villa shooting wide. Neuer then saved from Pedro, who moments later shot wide while Villa was inches away from a tap-in after Iniesta jinked into the box and squared the ball across goal. Up the other end substitute Marcell Jansen's cross was flicked on by a Spanish head, but on the turn Miroslav Klose could only volley high. And on 69 minutes Germany created possibly their best chance of the match as substitute Toni Kroos arrived unmarked at the back post onto Lukas Podolski's cross but his finish was weak and straight at Casillas. But then came Puyol's great leap to propel Spain into the final.

The semi-final between Germany and Spain was interrupted briefly in the 4th minute Wednesday night when a fan carrying a vuvuzela ran onto the field. The spectator clad in a blue shirt and jeans leaped from the stands at Moses Mabhida Stadium, jumped over two barriers and sprinted onto the field of play. Referee Viktor Kassai from Hungary halted the match as
stadium security charged toward the man and apprehended him. He was then forcibly led from the field and escorted to the stadium’s security office. Even though the intruder did not get close to any players, FIFA is likely to demand a full explanation from stadium officials as to how he was able to get onto the field. Wednesday’s semi-final was one of 10 “high-risk” World Cup games that were subject to additional policing and security checks.
