The US Sunday demanded access from Pakistan to all non combatants, including Osama bin Laden’s three wives, detained by the Pakistani authorities and additional materials recovered from the Abbottabad compound, where the slain alQaeda chief was living for the last six years. “We need to work with them (Pakistan) on assessing all the evidence out of that compound and all of the evidence associated with Osama bin Laden’s presence there for six years. They have in their custody all the non-combatants from the compound, including three wives of Osama bin Laden. We’ve asked for access to those folks,” the National Security Advisor, Tom Donilon told the ABC news in an interview. “The fact is Osama bin Laden was in Abbottabad, Pakistan, for six years or so.” We need to work with them to investigate what happened and how Osama bin Laden came to this place as his home for the last six years,” Donilon said. Union Minister Ambika Soni evinced keen interest in the upgradation plan for the Ravindra Bhavan, Margao at an estimated cost of Rs 28 crore during her visit to the Commercial Capital Sunday morning. During her hour-long visit to the Ravindra Bhavan – which is likely to host the IFFI inaugural ceremony – she was given a PowerPoint presentation by PWD Chief Engineer J J S Rego on the upgradation plan to bring Ravindra Bhavan on par with international standards. Entertainment Society of Goa Chairman Manoj Srivastava along with other government officials accompanied the Union Minister to the Ravindra Bhavan. The master plan presented by the PWD Chief Engineer has proposed to build two screens costing around Rs 10 crore, while the balance Rs 18 crore will be spent on total upgradation of the Ravindra Bhavan, including modification of the toilets and landscaping of the land admeasuring 20,000 sq mts. Estimates show that the two screens will cost the exchequer Rs 10 crore”, he said.

With ticket bookings slowly picking up, Air India Sunday operated about 50 per cent of its flights, two days after the pilots’ strike ended. The airline expected normal operations within a day or two, an Air India spokeswoman said in Mumbai. The airline operated around 60 per cent of its flights from the city, while overall it is only about 50 per cent. Air India operates over 50 flights from Mumbai daily and over 320 across the country. In Delhi, AI spokesperson Kamaljit Rattan said the “passenger load is gradually picking up after we opened bookings yesterday”. Yesterday, AI resumed fresh bookings after a virtual shutdown due to the ten-day strike, which was called off Friday night following an understanding reached between the striking pilots and the Civil Aviation ministry after protracted negotiations. Air India had suspended fresh bookings on the third day of the strike and was operating about 10 per cent of its flights across its domestic network.

India has been ranked at 75 among 79 “less developed” countries, even below some of the poor African nations, in a study on ‘best place to be a mother’ released to mark the Mothers’ Day being celebrated across the world on Sunday. ‘The 2011 Mothers’ Index’ by international child rights NGO ‘Save the Children’ has actually seen India slipping two positions down from the 73rd spot in last year’s study, bringing to fore the need for focus on critical areas like maternal and child mortality, say civil society activists. The survey divided countries into more developed, less developed and least developed ones and drew up separate lists

Protests over land acquisition Sunday spread to Agra, Mathura and Aligarh as farmers clashed with police and torched vehicles, while the toll rose to four in violence-hit Greater Noida. The UP Government announced rewards up to Rs 50,000 for information regarding the whereabouts of some farmers’ leaders who allegedly instigated the violence. ‘Four policemen were injured when farmers turned violent during a protest and indulged in arson’ in Chaugaan village in Aitmadpur in Agra, Special Director General of Police (Law and Order) Brij Lal said in Lucknow. He said irate villagers set ablaze several vehicles and tents at a construction site, demanding higher compensation for the land acquired by the Mayawati government for the Yamuna Expressway. Cabinet Secretary Shashank Shekhar Singh told reporters in Lucknow that rewards of Rs 50,000 has been declared on Manvir Singh Tewatia, Rs 15,000 each on Premveer and Neeraj Malik and Rs 10,000 each on Gaje Singh, Kiranpal and Manoj for inciting protestors who clashed with police in Bhatta Parsaul village in Delhi’s suburb Gautam Buddha Nagar, killing four persons. They shifted a pole which was in my neighbour’s property and put up a new one on the common boundary. Now the alignment of the poles was not proper and the wires touched my building. After enough noise on the danger posed, the department came up with a solution, which is to tie the wire to my neighbour’s tree. It appears that the department has been inspired by ‘Supandi’ of Tinkle comics.

The move by the Directorate of Education (DoE) to make it mandatory for all pre-primary schools to be registered with the DoE (Herald 27 April ) is a step in the right direction. Many pre-primary schools have mushroomed all over the state, which lack proper infrastructure. Therefore, a proper audit should be conducted to ensure that the location of the school is in a proper place. The DOE should ensure that staff are qualified and well trained to handle all types of situations, with provision of adequate chairs, drinking water and clean toilets. In this context, I would like to point out that one such school in Margao, near the Hospicio Hospital and located on the main road, invariably causes traffic jams at the junction every day and poses a grave danger to tiny tots and their guardians who come to drop them. In the absence of any parking place, parents are forced to park their vehicles on the main road, which compounds the problem. A closer look at the school has revealed that there is no compound where the children can play and the school is located on a hillock. Children, playful as they are, can fall and injure themselves. Is the DoE and Margao Municipality paying any attention?

The famous Zatra of Goddess Lairai at Shirgao in Bicholim commenced on Sunday with religious rituals and fervour. The celebrations started with Devi Abhishek and chanting of Mantras, followed by Gharanhe and Maharati. Devotees started converging towards the Lairai Temple since early Sunday morning to pay their tributes. Thousands of devotees from all over the State and neighbouring states will pay their tributes to Goddess Lairai during the five-day Zatra.
Special pious devotees, Dhonds, took holy bath and danced in temple premises along with a holy stick – ‘Bet’. Later in the evening, a special Garanhe was performed before the Goddess and Dhonds made their way towards the Homkund, encircling it as a part of paying tributes. Traffic jams due to rise in number of devotees from Karnataka and Maharashtra, besides Goa, kept the police on their toes. A large number of stalls of sweets, household items, games and entertainments have been put up.

Two women were robbed of their gold ornaments at the famous Shirgao Zatra on Sunday morning. As thousands of devotees started to converge at Shirgao in Bicholim, the thieves took the opportunity to make some booty. According to villagers, on Sunday morning two women were robbed of their gold ornaments. In the first incident, a woman was robbed of her necklace, while another was robbed of her mangalsutra. When contacted, Bicholim Police stated that there was no formal complaint registered with the police and that the police inspector has gone to the spot. However, efforts to contact PI failed.

The above photograph shows a ferry ramp constructed on a temporary basis at Palmar, Pomburpa, opposite the Dena Bank. This is being done till re-construction of the ferry end block of the old ramp is completed. However, till this reconstruction is complete, the temporary ramp needs a bus shelter. The public are forced to sweat it in the burning heat of the mid day sun. The muddy approach road has kicked up a lost of dust and the surrounding houses have borne the brunt. Even proper lighting is not fitted on either side of the end block for safe motoring during embarking/disembarking. If the public money that is being spent is not aimed at lessening the burden of those who depend on ferry services to reach their destination, then it is an absolute waste. It seems that the approvals, estimates and sanctions are not done in precise public interest, but to benefit the concerned ministers. One should follow the steps of Anna Hazare way and force the government to toe the line.
Stinking Colva beach
Has the ruling panel of the Corporation of the City of Panjim (CCP) forgotten its grand election manifesto and its promise to Panjimites to bring in much awaited infrastructrural development? It may be too harsh to judge the performance of the ruling panel headed by Mayor Yatin Parekh with just two months in office. However, it can be safely stated that CCP is yet to touch some of the grave issues concerning the city such as parking problem or issue of St Inez Nullah or make efforts to get funds under JNNURM even though the Mayor claimed that he has been trying his best from day one. Mayor claimed that the prime issue of garbage is being handled, with efforts being made to set-up garbage treatment plant in jurisdiction of Taleigao Panchayat, while Opposition alleged that the Mayor has been catering to the needs of Taleigao while ignoring needs of Panjimites. The CCP is currently using Taleigao waste site to dispose off some its garbage as it does not have plant of its own and feels obliged to help Taleigao Panchayat. The CCP on Friday at a special
meeting passed a resolution to set up a waste treatment plant for Taleigao Panchayat. The meeting was however was not attended by the Opposition, claiming it was not held in the conference hall. It’s been quite long the CCP has been planning to build a solid waste treatment plant at Bainguinim, without success. The Opposition charged that the Mayor is not concentrating on Bainguinim project and wants to help Taleigao Panchayat. “We can’t proceed with Bainguinim plant immediately because of land dispute,” Mayor said. There’s has been boundary dispute and construction of
compound wall at Bainguinim site has been temporary put off, said Mayor, though he claimed that they have not put off their plans for Bainguinim and will pursue the same later. The CCP plans to procure funds under JNNURM to build the plant at Bainguinim. The JNNURM scheme ends in December 2012 while its project is yet to be approved by the State Level Steering Committee headed by the chief minister. Currently, CCP is busy conducting desilting works before monsoon arrives and efforts are on to ensure that there is no flooding in the city. “This is the first time in so many years thorough desilting
is being done. Also, internal roads of the city are being repaired,” claimed Mayor. “Desilting work has started late. Work in my ward has been begun — there are so many wards where labourers are yet to begin work,” says Corporator Vaidehi Naik. Parking issue has remained untouched so also market committee has not met, she charged. On the other hand, the Mayor tried to countering this claim, stating that he can’t act until the House Committee headed by Opposition Leader Manohar Parrikar gives its report on the market scam. When asked to comment about performance of the ruling, Corporator Surendra Furtado adopted rather cautious approach, saying it is too early to comment and that they should be given some time. Claiming that they are here to fulfill promises made to Panjimites, the mayor claimed that he has initiated the administrative reform process in the CCP which he said, is one of the requirements to be eligible to get funds under JNNURM. So it seems Panjimites will have to wait a little longer to determine whether the ruling panel has any inclination to fulfill its assurances.

Beware! A visit to Goa's world famous Colva beach these days could make you throw up. The sewage waters from the Colva creek overflows on to the sandy beach and people could be seen crossing over the dirty stinking sewage and oily waters holding up their nostrils. One can even find sanitary napkins in the waters over here. Pictures like these have been clicked by tourists and are being spread all over the world. This is the sad state of affairs in Goa. The tourism department wants to project Goa as a tourist hub with the help of bikini babes. It would be worthwhile if the department brings the babes to the shores of the Colva creek allow the females to venture into the creek. The Colva Panchayat, the Tourism Department, and the local MLA have to get their act together to restore the reputation of Colva beach. (Do you have a complaint against some authority or service? GIDC Task Force member and industrialist Blaise Costabir has written a letter to the chairman of the Task Force T M Balakrishnan seeking that an ‘investigative agency’ look into the irregularities of the Goa Industrial Development Corporation (GIDC). His contention: Despite the unabated fraud being reportedly reported by the press, no action is being forthcoming even to locate the offenders. There are many issues that have in the past been raised by the government constituted task force to look into the irregularities. Among them is the ‘illegal’ allotment of a plot of 35000 sq mts to one Mehul Developers Pvt Ltd and further fraudulently transferred to Watson Pharma besides another plot measuring 15,000 square metres, to Vrushul fraudulently transferred 15000 sq mts to Watson Pharma. Other irregularities include allotment of open spaces as plots despite a ban by Chief Secretary and the High Court without approval from the Town and Country Planning Department, whose rules also apply within the industrial estates. Plots have been converted to utility without the approval of the board, besides others have

Besides, plots in Pilerne/Sancole have been allotted to marble traders who use as showrooms and residences, depriving industrial projects land. Other more damaging accusations include allocation of plots to relatives of GIDC employees and their families, favouritism and out of turn allotments. Besides the lack of a master plan for the estates, which makes it easy to make arbitrary changes. Costabir has been endlessly campaigning against the mess in the GIDC, with very little action forthcoming from the government despite repeated exposés in the media.

Two occupants of a car escaped with minor injuries after their car plunged into a culvert at Dumane on Sunday. The incident occurred when Swift D’zire car (MH-02 WA6698), followed by the mini bus, was reportedly proceeding towards Agonda beach, after the Mumbai-based group’s sojourn at Palolem on Sunday morning. The car driver lost control over the vehicle on the culvert
bridge and hit the concrete protection wall spans. With its left tyre burst open, the car plunged and rested in that position with the Chapoli Dam water supply pipeline holding the car’s back portion in upward position. The occupants who suffered bruises and one of them hurting his hand reportedly came out after breaking open the car’s rear window shield. The injured were shifted at CHC Canacona for first aid.

ITI student electrocuted HERALD CORRESPONDENT COLLEM, MAY 8
A 17-year-old ITI student from Dhaukon-Dabal was electrocuted at Dhaukon-Dabal on Sunday at about 7.15 am. According to Collem Police Inspector Manoj Mardolkar, one Abhay alias Arjun Prabhakar Gaonkar came in contact with live electricity wire while he was proceeding towards the river to answer nature’s call. After locals alerted Collem Police, PI Mardolkar along with his staff rushed to the site and shifted Abhay to ID Hospital in Ponda, where doctors declared him brought in dead. The body was sent to GMC Hospital in Bambolim and was later handed over to his relatives for final rites.

Around 150 smiling faces marched through the streets of Panjim to campaign for the cause of arthritis and its awareness. Organised by the Goa Medical College and Hospital, the “walka-thon” under the theme ‘Walk with A Smile’ was the first of its kind event held to draw attention to the sufferings of those suffering from arthritis. Led by senior orthopaedic surgeon Dr Shivanand Bandekar, the campaigners who consisted of
senior citizens as well as kids marched along the Dayanand Bandodkar Road from the Maquinez Palace to the Ferry Jetty and back. The march culminated with a speech by Dr Bandekar, who elaborated that the very painful disease is very much curable. “In all it was a very good experience. I would like to thank the people of Goa for the cooperation we have received. The enthusiasm we have received especially from the old and the young is very encouraging,” the organisers said.

After much discussion, it was resolved to erect a no garbage dumping sign board and to levy a fine of Rs 1000 on miscreants caught dumping garbage. The construction of the new fish market (Tinto) also figured at the gram sabha meeting. Questions were also raised over the construction of composting pits for treatment of bio-degradable waste. The construction of the football ground was also raised and it was informed that officials of a government agency had conducted inspection of the grounds for the purpose of construction of drainages. The issue over satellite market and health centre also came up for discussion.

The Orlim gram sabha on Sunday adopted a resolution not to permit any land filling and constructions in low-lying areas of the village. At the meeting held on Sunday, the issue over filling of lowlying land for construction purpose came up for discussions, with members demanding that the panchayat stop all land filing in low-lying areas. Sarpanch Jerson Barreto informed the members that the panchayat has no role to play in the approval of the construction projects, since the plans are approved by the Town and Country Planning Department. He pointed out that it is the Town and Country Planning Department which accords the technical sanction for the construction project before the plan comes to the village panchayat for the licence. Gram sabha members, however, pointed out that though the TCP gives approval for the construction projects, the villagers are forced to face the brunt of the projects and demanded that the meeting adopt a resolution for a ban on land filing in low-lying areas. The meeting also discussed the schemes meant for beneficiaries under BPL.

The gram sabha of Camurlim Village Panchayat on Monday demanded that the government accept in toto the Regional Plan 2021 submitted by the Village Level Committee and has strongly rooted for ground plus one construction projects in the village. The issue was raised at the Sunday meeting when gram sabha members expressed their reservations over the plan prepared by the Town and Country Planning department with a proposal for ground plus two storey construction projects. Taking strong exception to the proposal, the members recalled that the village level committee constituted to prepare the draft RP 2021 had settled for ground plus one store housing projects and strongly opposed the government’s plan contrary to the plan approved by the villagers. Canacona Police late Sunday night arrested a resident of Agonda on charges of assaulting a person from the same village. Canacona Police arrested Saplesh Dessai under Section 324 IPC for allegedly hitting bottle and causing grievous injuries to the head and hand of one Rafael Fernandes. Police informed that Fernandes, who suffered head injuries, was shifted to Hospicio in Margao. He was reported to have suffered wounds on his hand. Sources informed that Dessai, and Fernandes were involved in a heated argument outside the bar before Dessai took soda bottle and in a fit of rage hit Fernandes on his head and other parts of his body.

Ponda Police on Sunday recovered the body of a 27-year-old man from the Zuari River in Borim. He was reported missing from Upper Bazaar in Ponda since Friday. It may be recalled that in a complaint, Sachin Naik had stated that his brother, Vijay (27) had left the house on Friday evening and did not return since. Sachin said Vijay was last seen riding his motorcycle (GA05 E-1139), which was found abandoned at Borim Bridge on Saturday morning. On Sunday morning, Sachin’s body was found floating in the Zuari River at Borim. Ponda Police fished out the body and sent it for postmortem. PSI Deepak Pednekar is investigating the case.

The word “tide” is a generic term used to define the alternating rise and fall in sea level with respect to the land, produced by the gravitational attraction of the moon and the sun. You may have heard that the tide comes in and the tide goes out, but in fact a tide is the vertical movement of water and only goes up and down. Current is the horizontal or sideways flow of water. The current floods in which makes the tide rise and ebbs out which makes the tide fall. A tide is the rise and fall of water caused by gravitational forces of the moon and sun on the oceans of the earth.

Home minister and Minister for Cooperation Ravi Naik has urged people to invest in cooperative sector banks and credit societies in the State. "The money invested in such sector will largely benefit Goan people as the invested money will remain in the State," said Naik, inaugurating the cloth showroom of the Goa Bagaytdar Sahakari Vikri Sanstha at Ponda on Friday. The minister also highlighted the employment benefits in the cooperative sector. "Nationalised banks have peo-
ple from all over the country, while cooperative and credit societies employ locals," he said. "People should not hesitate to invest in such organisations. Cooperative sector is also good employment generator and especially the financial institutions, which provide jobs to locals." He recalled that when he was the chief minister, he had reduced the sales tax to organisations involved in the cooperative movement. "The State government has been doing whatever possible to help the cooperative movement in the State," said Naik.

Bailancho Saad has taken up a campaign to bring the drop-out children back to school, especially from remote areas of Canacona. As part of the campaign initiated by Bailancho Saad in collaboration with CRY Children Rights, recently a door-to-door contact was started to identify children who stopped going to school and motivate them to join back their schools. A meeting was held in Khotigao Panchayat to make the villagers aware of the ‘Right to Education’ and involve the residents in identifying drop-out children. Khotigao Sarpanch Rajesh Gaonkar, who was present for the meeting, urged the villagers not to un-register their children from going to school after Std 7, said to be a practice in the village. The sarpanch said that not a single student from his tribal village has passed in 12th Science stream nor any student from Khotigao has passed in

Afrose Shaikh explained in detail how alcoholism affects the education to children and the need to address it at the family level itself. Premandi Prabhu coordinated the awareness programme and presented a cultural program by children. Pushpa Pilankar proposed the vote of thanks, panchayat members, Anganwadi supervisor were some of the people attended the meeting.

Speaking on this occasion, chief guest Linad Dhuri stated that reading sharpens the thought process of an individual and makes him/her grasp ideas better. “When a person reads books on different subjects, it makes him/her more knowledgeable. Hence, parents should motivate their children to read books on various subjects,” said Dhuri. Dhuri further stated that books are one of the best tools for training and upbringing of children. “When we read the right kind of books, especially the well-researched, well-written books by established authors, we tend to gain a lot of knowledge, which is bound to enhance our mental capabilities,” added Dhuri.
Guest of honour Deepali Ulman said the main purpose of reading books is to acquire knowledge. “It is not very important how many books the child reads, but the important thing is how the books have been read. Is the child just making a cursory rapid reading or has he/she read a book with absorbed interest and understood its contents? The parents should give full attention to these aspects,” said Ulman. In his welcome speech, Penha-de-Franca Library President Rajesh Volvoiker stated that library apart from providing books also conducts various competitions for children and organizes cultural programmes to enable them to showcase their talents. The Saritsa Foundation in association with India Meteorological Department, GoI, and Goa State Disaster Management cell organised a one-day workshop for monsoon awareness and preparedness for disasters as a mobile campaign with team of experts for coastal communities of Goa at the Goa International Centre at Dona Paula recently. The workshop dealt with the disasters which commonly affect coastal people such as floods, sea-level rise, tsunamis, cyclones, earthquakes and climate change. The campaign aims to raise awareness and shape responses on disasters and climate change among fishermen, rural youth, women, disabled and village local body representatives through practical training with an innovative use of local resources. Speaking on the occasion as the chief guest, Sanjay Srivastava said that preparedness is essential for tackling probable disaster or a natural calamity which may come along with the onset of monsoon. Mormugao Port Trust (MPT) Chairman P Mara Pandian has stated that the 126-year-old Mormugao Port should diversify and the port connectivity should be improved. Disclosing his plan of action during an interaction with media on Wednesday, Pandiyan said
that the Mormugao port needs diversification, where more commodities can be handled and better port connectivity should be provided to the port. “Diversification of port and providing better connectivity to the port will be my thrust during my tenure,” he said. The problem lies with port connectivity, be it trade meetings in Bel-
guam or Kolhapur, as traders have been complaining that connectivity to port is a major problem. “Traders from Belguam have assured that they are ready to bring containers in bulk at Mormugao port, provided there is better road connectivity. The present NH-17B is incomplete, which should have been completed much earlier,” said Pandiyan.

his tourist season, we are told, has been exceptionally good. Goa received its highest number of charter flights ever, with total inflow of both domestic and international tourists aggregating at an estimated 23 lakh. The May rush of domestic tourists will probably take the tourist inflow to around 27 lakh, says Director of Tourism Swapnil Naik. But despite the optimism, the fact is that tourist arrivals from Goa’s most faithful foreign visitors, the British, are dropping. This last year has apparently shown some recovery, but t hough the British economy has stopped deteriorating, the arrival of British tourists hasn’t improved. In 2007-08, Goa received 365 charter flights from the UK carrying 100,664 tourists. In 2008-09, this figure dropped to 287 flights with 77,500 tourists. This was partly owing to the economic slowdown, but that was only part of the reason. The main reason was the 26/11 attack on Mumbai and the drastic changes in visa rules that followed. It became very difficult to get a visa for India. Long term vacationers, Goa’s greatest foreign tourist asset, were put to indescribable hardship by a baffling rule – still in operation – that once a tourist leaves India, (s)he cannot re-enter the country for two months. This, and the needless crackdown on British retirees owning property in Goa has damaged Goa’s image in Britain. And if these quixotic rules are not changed, it could result in this state going off the favorite destination list in the UK. The tourist industry may not be too concerned, since Russians have been coming in ever greater numbers to this state, but the comfort levels of the people in the tourist trade is much higher with English-speaking tourists. In 2007-2008, the number of Russian tourists was around 42,690 with 159 flights. In 2010-11, it has jumped to 70,053. Even as it has become so much harder for the British to come to Goa, it is ridiculously easy for the Russians to do the same. Russians who live in Yekaterinburg and St Petersburg, cities that – unlike Moscow – do not have an Indian consulate can get a 14-day Temporary Landing Permit (TLP) on arrival at Dabolim Airport. That is like a visa on arrival. It is this TLP that Goa’s tourism trade now wants opened up to all tourists. It’s perfectly reasonable. If a tourist from St Petersburg can get a 14-day visa on arrival, why not one from London? Besides, it would open out Goa for opportunities, such as when Tahrir square in Egypt was under occupation, and thousands of Britishers booked for the beach resort town of Sharm el Shaikh were stranded. Goa could have reaped a bonanza then. But it still would not help Goa’s oldest friends; the longterm tourists. For them, our MPs must continue to lobby in New Delhi to reverse that senseless stipulation requiring a two-month ‘cooling period’ after a tourist leaves India to reenter. What sort of schizophrenic policy allows visas-onarrival to some and puts endless obstacles in the way of others?

hy does Health Minister Vishwajeet Rane need 21 policemen to guard him? Maybe, given that mysterious people offer ‘supari’ to gangsters for his head, Home Minister Ravi Naik may need the 17 policemen he is entitled to. But if Luizinho Faleiro and Dayanand Narvekar can manage with two policemen each, most other VIPs should be able to make do with less, so that the unpatrolled streets of the state can be guarded better.
Denigrating English Dr Joe D’Souza, Panjim It is a well-known phenomena wherein Catholic names are used by certain bigots to profess hatred towards English and express pseudo concerns for Konkani. A month ago, these cowards used the name of Dr Rita Paes to denigrate English based education. However, Dr Paes read and realised that her name was misused to confuse Catholics against empowerment through English and submitted a rejoinder to this effect. Similarly, the letter of Michael de Souza ‘MoI: Konkani only’ (Herald, 4 May) is yet another attempt to project Catholics as Portuguese passport seekers, while in fact, substantial Hindus too have benefited through Portuguese passport and education from Catholic schools.

edro Feytor Pinto headed the Department of Information Services (SEIT) in the government of Marcello Caetano who replaced Antonio Oliveira Salazar in 1968 as the head of the Portuguese government. Feytor Pinto has just released a book entitled Na Sombra do Poder (In the Shadow of Power) [Lisboa, D. Quixote, 2011, pp. 402]. Not wishing to classify it as history or memoirs, yet hoping that historians may find it useful, the author chooses to narrate events as he experienced them from his vantage point in the shadow of power, during the years ending with the Carnation Revolt of 25 April 1974, which put an end to half a century of dictatorship, known as Estado Novo. Born at Castelo Branco in 1936, the author provides interesting details about his early education at Coimbra, before moving on to Lisbon for higher studies in Law. We are told about the family network and linkages with many influential personalities of the Portuguese public life and of the Church in Portugal. It reveals his early connections with Opus Dei and also why he decided to delink from it, without losing his admiration for that institution and its contribution to the society. He admits having benefitted much from Opus Dei links in the promotion of his later career at home and overseas. The years in Lisbon (1955-1969) were occupied as Law student and by the start of a professional career. First as secretary of the minister Prof Adriano Moreira, and soon thereafter, as a low-ranking official in the Overseas Ministry in Lisbon incharge of the Political Affairs. He had as colleague João Mesquitella, who had been secretary of the last Governor-General of Portuguese India. Through him Feytor Pinto had come to know more details about the loss of Goa. These details he could later confirm through his contacts with Felix Naggar, the correspondent of France Press in India in 1961, and later posted in Lisbon. In an interesting reflection the author comments upon the nature of the political leadership that characterised the Salazar administration of Portugal. He sees it as predominantly legal-minded cadre rooted in legalism and institutionalism that failed to take into account the dominant postWorld War democratic concepts and political

HISTORIcAl ExPlORATIONS trends which checkmated many of the juridical decisions in practice. The author presents as illustrations the case of the Right of Passage and the proceedings of the Security Council and the General Assembly of UN against the occupation of Goa by the Indian armed forces. The political stance adopted by USA and UK in those occasions revealed how the interests of big powers prevailed over the international rights of small nations. The capture of the merchant vessel Santa Maria by a Portuguese dissident Henrique Galvão and the political asylum he received from Brazil is presented as yet another instance of international politics against international law, and once again unfavourable to the Portuguese interests. With reference to the fall of Portuguese India, Feytor Pinto describes it as the end of a cycle that had begun at Ceuta (North Africa) on August 14, 1415. The Goa case is mentioned because of the many financial difficulties that several of his Goan student colleagues at the Lisbon University faced as regard the payment of fees, because they had ceased to receive the usual monthly remittances from their families in Goa. As a member of the Students’ Association he proposed measures to find a solution to the situation, but the response

henever you face trials of any kind, consider it nothing but joy, because you know that the testing of your faith produces endurance; and let endurance have its full effect so that you may be mature and complete, lacking in nothing. If any of us is lacking in wisdom, we need to ask God, who gives to us all so generously and ungrudgingly. But we need to ask in faith, never doubting, for the one who doubts is like a wave of the sea, tossed by winds. If we doubt in every way, we cannot expect to receive anything from the Lord. Often trials potentially lead to faith, which leads to perseverance, maturity, wisdom, and stability. Integrity or uprightness is something that we all yearn for but always it does not happen so as we all cut corners one time or the other and take the easy way out, hide little misbehaviors and tell white lies. So what’s the big deal? We feel “ripped off ” in so many ways that we feel justified in letting integrity slide in return. Recently, a friend of mine shared with me how a man risked everything to tell the truth because he knew it was the right thing to do. How often are we faced with the option of speaking truth or backing down and “being a nice person of value? Integrity can mean many things, but at its root, integrity means the quality of being complete or unbroken wholeness. Sometimes we are forced to struggle between telling the truth, a truth that could save some-

It needs Pakistan to fight terror in Afghanistan, Iraq etc. USA has long relations and co-operation with Pakistan in spite of knowing its double game all the time. The harbouring of Osama has created a deficit trust, and Pakistan is at pains to redeem itself from this embarrassment. Pakistan is now known to be a terror state, exporting, training, and sponsoring terrorism as its lucrative trade. Pakistan will continue to play deception and USA will look the other way, as it is a mutually beneficial relationship.
Ugly fanatics Joel Morais, Cuncolim The recent statement by Aravind Bhatikar, who I believe, is running an English medium school in Goa that those demanding English as a medium of education, are doing so to become ayahs, butlers, cooks, and drivers. This is does not hurt but it reveals his class.

Even so, the author mentions his efforts at presenting it as a humanitarian case and his decision to abandon the Association and seek other ways of finding assistance. It refers to a silent march the author helped organising on 18 December 1961 to the Se Cathedral of Lisbon carrying the relics of St Francis Xavier and a national banner in procession. The group managed to contact business groups such as CUF, and some influential ladies connected with the National Women’s Movement (Movimento Nacional Feminino), such as Cecília Supico Pinto. Feytor Pinto pays his homage to Goans who excelled in Portugal as diplomats, lawyers and judges. He believes that the timely help may have permitted the achievements of those Goan colleagues. Feytor Pinto moved to Geneva in 1969 with a privileged Portuguese scholarship of the Instituto para a Alta Cultura to study at the Hautes Études Internationales (HEI), a meeting point for students from Portuguese Africa with anti-colonial tendencies. These found patronage in the Swiss protestant Church institutions. Feytor Pinto manifests his satisfaction for this opportunity to get to know personally some of the future leaders of the Angola and Mozambique. But it also mentions among his close friends in Switze-
land, a Goan, Alexandre de Faria, married to an Iranian lady Guita Emami. It describes Alexandre de Faria as UK–educated and very reserved in his social dealings. Feytor Pinto returned from Switzerland to Lisbon in August 1970 on suggestion from Marcello Caetano and took charge as director of the Department of Information, including the section of the Foreign Press accredited in Portugal. This latter section was supervised by the Goa-born Portuguese ambassador Bonifácio de Miranda. He has been described as a Goan of high calibre who represented Portugal in several meetings of the General Assembly of United Nations. Feytor Pinto reveals several other issues that makes his book particularly interesting for the Goan public. Directly connected with the contents of my last column (Adrian Hastings, Scourge of the Portuguese, Herald, 25 April) Feytor Pinto corroborates the consequences that Adrian Hasting’s denunciation of the «Wiriyamu massacres» had for the official visit of Marcello Caetano to London in July 1973, almost causing its cancellation. Feytor Pinto was involved in the preparation of the visit and had to face the international press and anti-Portugal manifestations, in which Dr Mário Soares, then in exile, is mentioned as having taken part. Interestingly, Prof Marcello Caetano admitted ignorance of the massacres, but we are told that an inquiry entrusted to Jorge Jardim, a maverick entrepreneur-cum-diplomat who had gained the attention and appreciation of Salazar in the case of Goa, confirmed the military atrocities in Mozambique. Incidentally, it was Jorge Jardim who carried a cyanide capsule for the Governor Vassalo Silva and tried unsuccessfully on 10 May 1962 to kill the military governor Candeth, during his planned visit to Mormugão municipality. The bombs exploded two hours earlier! Following the admission, the governor and military commander of the Tete province of Mozambique were dismissed from office. The author further admits that this case affected deeply the morale of the Portuguese armed forces and also intensified the discontent of the younger generation in Portugal influenced by the post-Vatican teachings about social justice.
one. In such an apparent no-win scenario, we often decide to honour our integrity and tell the truth no matter what the consequences are. Many people go through their daily lives and are faced with honouring themselves or someone else they think rules their lives. When given this choice, ask yourself “What’s the right thing to do in this situation?” The right thing done is that when we go to sleep at night we can say to ourself “I did the right thing.” There’s an old quotation which says: “Learn to be free of the good opinion of others.” Let’s learn to be free of the good opinion of our own ego. Are you willing to listen to your heart and intuition and be true to yourself, even when it hurts, and you know the truth? Are you willing to do the unpopular thing especially when it’s needed? Every seed we sow grows, so we need to be aware fully conscious of what we are planting in our own minds and the minds of those who you influence. Do hypocrites have any integrity in themselves? I believe that hypocrites have no integrity whatsoever. As if we define hypocrites as those who believe in some ideal which they cannot possibly fulfill, if so, then we are all hypocrites. Yes, we all fail to live up to our highest aspirations. We all fail to achieve our full potential. During our lifetime, there will always be a gap between what we

are and what we can become. For each one of us, there is an ongoing struggle to narrow this gap. However, integrity comes in when we acknowledge our failures, accept our limitations, and honestly strive to make amends and achieve our ideals. Hypocrites without integrity are those who would go to any length to cover up their dishonesty and faults in order to protect their facade and grip on power. Therefore, we find out the complex reasons why honesty is such a rare commodity in today’s world. We tell lies when we are afraid, afraid of what we don’t know, afraid of what others will think, afraid of what will be found out about us. But every time we tell a lie, the thing that we fear grows stronger and we lose our honour. As you go about your daily life, listen to your heart; remember that honesty means the state of being complete, connected to your own self. Honesty and integrity are absolutely essential to our survival. Finally, an apt quote from Proverbs 6:12-15 – “A scoundrel and villain, who goes about with a corrupt mouth, who winks with his eye, signals with his feet and motions with his fingers, who plots evil with deceit in his heart— he always stirs up dissension. Therefore, disaster will overtake him in an instant; he will suddenly be destroyed—without remedy.”

English for poor children James Fernandes, President Goynche Niz Mogi Bembre Bab, your thought as expressed in your article” Look at thy neighbour please” (Herald, 2 May) are sadly bitter and dysfunctional. The Christian community and their leaders have made the single largest contribution to the development of the nation. Their institutions of learning, have been producing men and women of excellence in various fields. Your examples resemble that of submitting precedence in support of an argument. The babies and children are changing the world in leaps and bounds. Spoken English has changed to ‘Hinglish’. Various countries that depended on Indian IT graduates, do not need them as their citizens are also being educated in English. Free education in English must be made compulsory for the children of the poor, the SC, ST, and Konkani language must be supported so that it walks hand in hand with English. The rich can educate their children in the language of their choice. We are sincere to our profession and never turned out to be chamchas of the people in power, so that they could succeed in life. For the information of Bhatikar, we are not demanding English as a medium of Instruction, but we are fighting for our right. Goa had the best education system in our country circa 1989 and English was the medium of education. The choice between Konkani, Marathi, French etc and Hindi was mandatory. But some fanatics, who are now trying to stage a comeback, ruined the system in the name of grants at the time of the PDF government headed by Dr Luis Proto Barbosa. We know what is best for our children. These fanatics can get their English medium schools converted to Konkani medium and take care of all and sundry.
Navelim road broadening Selwyn Vaz, Navelim This is with regard to the broadening of NH17 from Navelim Church to the Margao flyover. Some glaring mistakes need urgent rectification. On both sides of the lane, a small drain channel has been made, but wherever there is an opening on the footpath, hotmix material is dumped on this drain to facilitate vehicle access. This will block flow of water during monsoons. A 3
inch pipe could have been laid prior to this. Secondly, the storm water drains on both sides are filled with large stones, grit and mud that need to be cleaned. The drain in front of Kudchadkers hospital already serves as a sewage conduit. The width of the two lanes is neither uniform nor is the width of the lanes on the Church side in similarity with that of the width on the flyover side. These queries have to be answered before it is made operational.
Advice to youth Orlando SA Da Silva, Carmona This is in reply to the letter by Maria Fernandes ‘Enthusiastic youth’ (Herald, 6 May). The choice we make today will usually affect tomorrow. I have witnesses where volunteers of some politicians have approached the youth with money and promises, to get enrolled themselves in the Benaulim youth Congress. Since no one approached Maria, she may have been left out and taken for granted. I advise the youth is to be cautious rather than follow a blind ideology.
Baseless claim Savio Rodrigues, Varca This has reference to the letter ‘Constructive
Development’ by Orlando SA Da Silva (Herald, 2 May). There has been some miscommunication with regard to the claim made by the writer. I am confident that this is baseless because I was not given any money for joining the youth Congress and neither have I heard of any such payment being made to others. It was in full faith and free will that I joined. Valanka Alemao is by far the most promising candidate. Currently in our constituency, I feel that she is the only one who can redeem the future. She is very approachable and very helpful. We are the educated youth and do not get influenced easily. We are not naïve. The misguidance used to happen in the corrupt past, and not now. In terms of development, we are aware that it has to be sustainable, since development marks progress.
Language of servants Fr Jaime Couto, Margao With reference to Jill Dale Rodrigues’ letter ‘Sadistic opinion’ (Herald, 6 May), kindly permit me to make the following observation. The writer tries to prove that the people demanding English for medium of instruction do speak ‘fluent’ Konkani by quoting a sentence ‘amche bhurgeanche bore zalear puro’ that she overheard at the Azad Maidan. This sentence of 5 words contains at least 3 major grammatical mistakes. This is a very good specimen of Konkani spoken by the ‘educated’ Goan to communicate with the servants and others. When you make a mistake in English, you are an ‘uneducated’ Goan, but the more mistakes you commit in Konkani, the more ‘educated’ you are! This is the sad ground reality in Goa. Let Konkani remain forever as the ‘servants’ language.’
Herald’s e-paper Nelson Victoria, Calangute It is a great privilege for all Non Resident Indian (NRI) Goans to read the e-paper of Herald. In fact, this paper can be downloaded by subscribing to the site . However, the download size is more than 20 MB which takes a lot of time for a download and subsequent printing. On the other
hand, the NRI Keralites can download the Malayalam newspaper which is easily available in PDF and the size is around 3 MB. We would be grateful if Herald’s e-paper could be reduced to around 3MB for faster downloading in PDF format.
This is our creation Gustavo Stephen Godinho, Nagoa This is with reference to letter ‘What about us?’ (Herald, 5 May) by James Moraes where in he speaks about the Goan terrorists and the fate of Goa. The fact of the matter is that Goa is moving towards self destruction. The so-called politicians-turned-terrorists are the very creation of Goans. We get what we choose and we always choose these corrupt and greedy people as leaders. We choose them to repose our gratitude for the goodies they offered us, at election time. But if we want anything good to happen in Goa, we will have to choose educated, honest and sincere people as our leaders. Goa’s fate lies in the hands of Goans.
‘C’ factor stifles progress Jose Maria Miranda, Margao I read with interest the interview of Architect Brian Soares (‘Corruption has increased with criticisms, Herald Estates, 2 May). It is also true that had there not been activism, the putrid government would have had a field day in turning Goa into a concrete jungle. I certainly disagree with Soares that ‘progress is hampered through activism’. And if ‘corruption has increased with criticisms’ as he alleges, should we allow it to happen by remaining silent spectators? It remains to be seen how many good and valuable suggestions of architects and engineers find acceptance. If there are ‘good, bad and ugly among professionals”, it is also present among activists. We need to salute the activists for their courage, tenacity, time and energy in putting brakes on various activities that would have changed demograpy/character and be detrimental to villagers.

The so-called doyens of secularism stands exposed. The article ‘Look at thy neighbour, please’ (Herald, 2 May) by Adv Uday Bhembre, who years ago hogged the limelight as a most secular person, appears to be one-sided. From his article, he appears to convey a message that the individuals he has listed as most successful, excelled only because of the Devnagri script through which Konkani and Marathi is presently taught. Can the excellence of these listed individuals be directly linked or attributed to Marathi or Konkani in Devnagri script only, through a scientific study? People who took their primary education in English have also excelled and were not misfits. What did he choose to illustrate by using the tag of only one community, in his illustration? In our state, all people who have intelligence irrespective of the community they belong to, have excelled and achieved success. Intelligence is a gift of God and the Almighty has a role to play in bestowing this gift to every person. English as a language, the world over, has produced personalities that have left permanent impressions in our minds to make life easy and enjoyable. Why does Uday Bab have to mix the issue of mother tongue with MoI? 150 English non-aided schools that flourished in the state after the language issue, have been closed two decades ago. Why has he passively supported Marathi and other Indian languages for grants in the state when they are not our mother tongues? The sufferings of the Christian community to understand the Devnagri script, while teaching children, has to be taken into consideration. Sadly, despite all this, there has been no contribution for the development and improvement of Konkani during the past two decades when all the parents are suffering for want of proper books, teachers and teaching materials. I am the PTA chairman of a convent school having approximately 800 students which consists of students not only from the Catholic community, but fairly good numbers from the Hindu community as well. I had attended the public rally at Azad Maidan by FORCE, and I saw with my eyes as to how many educated and well-settled Hindu brothers and sisters gathered over there, to demand English as a medium of instruction. Uday Bab’s opinions are personal and not the opinion of the majority of my Hindu brothers and sisters and the rest of Goans. In our school, our Hindu parents are more concerned about the progress of our demand for English as a medium of instruction for the next academic year. Let the education system uplift the poor and the downtrodden and reduce the burden of parents and children in this democratic globalised world. If Konkani is to be developed as our mother tongue, make it a compulsory subject from Std I to X. It will get due attention and support for its development from every Niz Goemkar, on a sustainable basis.

PMO recommends CBI, ED probe in CWG contracts PTI NEW DELHI, MAY 8
Taking a serious view of Shunglu committee findings, the Prime Minister's Office has suggested to Sports Ministry a probe by CBI and Enforcement Directorate based on the panel's report into alleged irregularities in the contracts executed by CWG Organising Committee. In its letter, the PMO has asked for probe by the agencies specifically in works carried out by Event Knowledge Services (EKS), an international private consultant, and other irregularities pointed out by the Committee. EKS was given three contracts of over Rs 70 crore by the organising committee to extend consultancy services for the venue development and management, games workforce, and games planning and project management services.
The PMO has directed "expeditious action" on Prime Minister Manmohan Singh's order in the matter and sought the reply of Sports Ministry within a month on the fifth report of the high-level committee appointed by him. The financial loss suffered by the Government due to favouritism for workforce contract aggregated to Rs 18.36 crore, the report said. "Department of Sports may forward, to the CBI/ED, for action as appropriate, relevant extracts of the report pertaining to the matter of EKS, and the clear cases of forgery, falsification, record creation etc., mentioned in case of other highlighted irregularities," the letter written to the Sports Ministry said. The Prime Minister had on October 25 last year appointed the high-level committee under the chairmanship of former Comptroller and Auditor Gen-
eral V K Shunglu to investigate and report all irregularities in executing various projects by several government agencies during the Games held here between October 3-14, last year. The committee, in its report submitted to the PMO on March 28, found several discrepancies in the projects executed by the company and "collusion" among sacked OC Chief Suresh Kalmadi, Chief Executive Officer of CWG Federation Mike Hooper and other senior functionaries of the Games body. Details of the assets and wealth of Rajya Sabha members shall not be placed in the public domain, the Ethics Committee of the Upper House has ruled. The Committee, however, has said details of assets and liabilities of a member can be accessed by any person after getting written permission from Chairperson of the Rajya Sabha as per the Declaration of Assets and Liabilities Rules, 2004. Replying to an RTI application, the Rajya Sabha said that Chairman of the House had directed to examine the feasibility of placing information contained in the Register of declaration of assets and liabilities of the members on the website of the House and sought a report from the Ethics Committee.
The Supreme Court will tomorrow hear arguments in the Ramjanmbhoomi-Babri Masjid title suit in which a bunch of petitions have been filed by various Muslim and Hindu groups challenging the Allahabad High Court verdict. Expressing dissatisfaction over the High Court's verdict of dividing the 2.77 acre disputed site into three parts among Muslims, Hindus and Nirmohi Akhara, different religious groups have approached the apex court. A bench of justices Aftab Alam and R M Lodha will hear the appeals filed by Nirmohi Akhara, Akhil Bharat Hindu Mahasabha, Jamait Ulama-I-Hind and Sunni Central Wakf Board. A petition has also been filed on behalf of Bhagwan Ram Virajman (seated Baby Ram). The Wakf Board and Jamait Ulama-I-Hind have submitted that the High Court's verdict should be quashed as it was based on faith and not on evidence. Cousins of the special breed canines, which assisted the elite US Navy SEALs in sniffing out Osama bin Laden from his safe haven in Pakistan, will now help Indian security forces in 'find and fix' anti-Naxal operations in dense forests and difficult terrains. The imported dogs, a specialised breed of the Belgian shepherds, also called 'Malinois', are reported to be the ones which assisted the special US assault team during the operation in the garrison town of Abbottabad where the Special Forces lowered themselves from helicopters to storm the alQaeda leader's lair. "This is the first time that police and Central security forces will be using canines in operations in the Naxal hotbeds of the country - a practice in line with the Israeli and NATO forces operating in Afghanistan and other places. They find the target, which can either be a sus-
pect human or landmine, and alert their handlers thereby fixing the unwanted element," a senior security officer involved in the training of these sniffers said. The breed that is being trained for the Indian security forces is a litter of an Israeli male Malinois crossed with an American bitch. The first batch of about seven dogs, imported last year, have been trained by the specialised trainers of the paramilitary IndoTibetan Border Police (ITBP) in the rough terrains of the Karnataka-Andhra Pradesh border. The ITBP has a world-class facility near Chandigarh for training dogs for Central security forces and police. The Malinois has the best combination of sharp smell, endurance, speed, intelligence and adaptability to the harsh Indian climate and have a remarkable ability to sniff out IEDs and deep hidden landmines, thereby saving the lives of many troops, the officer said. The dogs, in the later stage, could also be made to wear infra-red night sight cameras on their bodies to undertake reconnaissance missions, the officer said. A Delhi court has upheld the validity of divorce given by a Shia Muslim to his wife through another man appointed by him as his agent to pronounce the word 'talaq' in Arabic as he himself could not speak the language. Additional District Judge Reetesh Singh upheld the legality of the divorce given by Sabir Hussain, saying that Shia Muslim personal law allows a man, unable to speak Arabic, to appoint an agent on his behalf to pronounce the word 'talaq'. "Respondent Sabir Hussain has duly proved that he had obtained divorce against the appellant (Mumtaz) as prescribed under Shia Muslim Law," the judge said.

A Delhi court has set free an HIV-positive youth after convicting him on charges of committing robbery but setting off his sentence against a year-long jail term that he underwent while facing trial. "In view of the facts and circumstances of the case, nature of the offence, antecedents and medical condition of the convict, I am inclined to take a lenient view," Additional Sessions Judge Anju Bajaj Chandan said. "Convict has already spent one year and three days in the custody. Therefore, he is sentenced to the period already undergone by him in custody," the judge said while ordering the authorities to set him free. The court let off the HIV-positive man with mild punishment after the amicus curiae (appointed by the court to assist it in the trial) told it, "Convict is 25 years of age and is not a previous convict. He is HIV-positive and sole bread winner of his family consisting of mother and two younger sisters. He lost his father some years back."

Saudis reject Mecca holy water scare AFP JEDDAH, MAY 8
Saudi authorities have rejected claims that holy Zamzam water from a spring inside the Grand Mosque complex of Mecca is polluted and stressed there were no health risks. The Presidency of the Two Holy Mosques Affairs said in a statement Saturday it had no reports suggesting there was any issue with Zamzam water which was safe for drinking. A spokesman for the presidency, Ahmad al-Mansuri, told AFP daily samples were being taken from the 31-metre (105-foot) deep well, and measures were taken to ensure it was safe. According to Islamic tradition, the spring has never gone dry for over 4,000 years and pilgrims treat the water as sacred and having miraculous healing powers. The British media had reported this week that the well was polluted and that drinking from it could cause diseases such as cancer. Meanwhile, the Saudi embassy in London issued a statement insisting Zamzam water was “not polluted” and that analysis at European laboratories in March confirmed it to be safe. King Abdullah inaugurated in September a 700-million-riyal ($187 million) factory capable of bottling 200,000 bottles a day in Mecca. Worshippers at the Grand Mosque are able to drink Zamzam water from hundreds of scattered taps. Saudi authorities have banned any commercial exports of the water. Muslims believe Zamzam came into being to provide Hagar, Abraham’s wife according to Islamic teachings, and her baby Ishmael with water in the hot, dry valley of Mecca where God ordered Abraham to leave them. In her desperate search for water for the baby, Hagar ran seven times between the hillocks of Safa and Marwa until she saw water running between the legs of her baby.

UCO Bank to open 37 SME hubs in FY 12 PTI MUMBAI, MAY 8
To tap the high-growth potential in the small-and-mediumenterprises (SME) sector, public lender UCO Bank plans to open 37 SME hubs pan-India in FY 12 to facilitate single window clearance for loans. "SMEs have been accepted as the engine of economic growth. We want to focus on this sector and so have planned to set up 37 hubs that will cater to the loan requirements of SMEs," UCO Bank Chairman and MD Arun Kaul said. The bank has already set up two hubs - in Delhi and Mumbai - for disbursing loans to SMEs. By 2011-end, the bank plans to open 26 hubs in various cities including Delhi, Coimbatore, Pune, Bangalore, Chennai, Chandigarh, Hyderabad, Ahmedabad, Ludhiana, Jaipur, Vellore, Surat, Ernakulam and Mumbai. "We have formulated a plan to set up 16 hubs by June this year and 10 by September-end. We want to ensure availability of adequate and timely credit to this sector," he said. The bank wants to double its credit flow to SMEs in the next 1-2 years. "Of the total disbursals currently, around 10 per cent goes towards SME loans. We now want to double the flow of credit to the sector in the next 1-2- years," he said. The process for disbursal of loans would be completed in 21 days from the date of application, he said. The bank provides working capital and term loans to SMEs engaged in the manufacturing process with investment in plant and machinery/equipment of above Rs 25-lakh-Rs 10 crore. It also provides loans to enterprises engaged in the services sector with a minimum investment of above Rs 10lakh-Rs 5 crore bracket.

After a virtual shutdown of its operations due to ten-day pilots' strike, Air India today resumed fresh bookings but it would take two to three days for the state-owned airline to ensure complete normalcy in its flights. Leaders of the Indian Commercial Pilots Association (ICPA) that spearheaded the stir also met the airline''s CMD Arvind Jadhav and discussed the nitty-gritty of how to go about implementing the decisions of the agreement reached between the Association and Civil Aviation Ministry last night that led to the strike being called off. Air India had suspended fresh bookings last week due to the strike which also led to the cancellation of 90% of the flights across its domestic network.

Even though RBI has hiked rates on savings accounts and is desirous of deregulating them, which has the potential to push them further, cheer for account holders could be short-lived as banks are likely to make them pay for a slew of services to offset the costs, bankers and analysts have said. Earlier, the regulated interest rate of 3.5 per cent per annum - unchanged since 1993 - helped banks garner low-cost deposits and maintain good margins due to which many services came free. But, with last week's RBI action to hike it to 4 per cent and its articulated bias towards deregulation in a discussion paper posted for comments,
there is a high likelihood of customers being asked to pay "transaction charges", bankers said. "The transaction charges will go up for the consumers if the rates on savings bank accounts keep on going up...the banks also have to survive," HDFC Bank MD Aditya Puri said. Among various actions which banks could take will be charges for non-maintenance of minimum balance, raising the minimum balance requirement, increase in cheque issue charges and a limit on the number of free transactions, rating agency Crisil said in a note. I-T filing waiver to benefit 85 lakh PTI NEW DELHI, MAY 8
As many as 85 lakh tax payers will benefit from the government's decision to exempt persons earning less than Rs 5 lakh a year from filing I-T returns, a fin a n c e ministry official said. "The decision, which will come into effect from June 1, 2011, will reduce the compliance burden about 85 lakh small taxpayers," he said. As per the Memorandum to the Finance Bill 2011, the government will be issuing a notification exempting 'classes of persons' from the requirement of furnishing income tax returns. have to file tax returns for the assessment year 2011-12 and a notification in this regard is likely next month, the official said. In case such a salary earner has income from other sources like dividend, interest etc and does not want to file returns, he will have to disclose such income to his employer for tax deduction. However, if such an assesse wants to claim a refund, he will have to file the I-T return. The Form 16 issued to salaried employees will be treated as Income Tax Return. The idea behind the move is that in cases where there are no other sources of income, filing of a return is a duplication of existing information.

have voiced reservations about deregulation till now. "The pressure on net interest margins is likely to further increase if the RBI deregulates savings account deposit rates," Crisil said. Central Bank of India Chairman and Managing Director S Sridhar said that deregulating the savings bank interest rate is "premature" as lenders need higher margins to make up for "inefficiencies" in the system. Elaborating, Sridhar said banks have spent a lot on technology in recent years and need to recover the cost. Besides, they also have to allocate money towards mandatory requirements such as financial inclusion, opening branches in rural areas, among others, he said. "Levying of transaction charges is a trade-off," he said, drawing attention towards the banking operations in the developed world where every service is charged. "If you go to any foreign country, banking is so costly...banking is expensive. Try getting a cheque book in a foreign bank."

ne cannot understand the greatness of those who have a day dedicated solely to them. There are special qualities in such a person that it obliges a day to highlight them for others to emulate. The world grows darker by the second and every little celebration of human kindness, love and selflessness illuminates the heavens. We feel less alone, less afraid and are reminded of why we can continue to believe in the positive. Mother’s Day is one such day. What makes it doubly special is that it is not “A” person we are honouring but many women who have touched their children’s lives. All over the world, there are amazing stories of mothers fighting for the sake of their children, sometimes against unbelievable odds. A woman in northern Quebec, Canada protected her children from a huge polar bear. Who would have seriously injured her three children by stepping into the bear’s path in the nick of time. Rita Fedrizzi, an Italian woman discovered she had cancer and was pregnant around the same time. She refused cancer treatment because it would have harmed her baby. She died soon after giving birth to a baby boy. She was considered for sainthood. Women have a strong maternal instinct and thus are competent in fulfilling their role as a mother – that of a nurturer, protector and provider. How many stories have we heard of a woman
battling her in-laws to protect her girl child?; fighting criminal cases against corruption so her lost child would know justice. To see the true grit of motherhood, look at a woman whose love has seen her cross hell and high water for her children. In India there are numerous stories of women who have faced social stigma, poverty and tribulation to fight for a better life for themselves and their children. Mothers have vast reserves of strength, limitless compassion and profound, love for their children. The fight for a better world to live in for their children and themselves has not been easy or even safe with the threat of death hanging over many women’s head. Nevertheless, women continue to fight everyday for their right to be treated well, to be able to go into the workplace and earn money to support their families and freedom for their daughters to pursue education. In various places in India that are still under strife and oppression, it is the mothers who know suffering and want to ease their children’s burden. Social change has moved forward because women have been in the forefront keeping the fate of their children in mind. They think of their daughters who will be raised in a society that values them less or about their sons who will be brought up on violence and a skewed sense of moral justice. There is no stronger bond than that between a mother and her children, and good mothers want nothing but the best for their children. ‘What does it mean to be a mother? In Mumbai, under the flyover at the Bandra-Mahim junction towards Worli Sea Link, there is a metal sculpture of a mother emblazoned with the quote, “A child gives birth to its mother.” When you reflect on this quote, you realize that the very experience of entering motherhood can change a woman. Men
too find themselves altered when they stare into the face of their new born child. When you have another human being, wholly innocent and dependent on you , you cannot be the same person you were. There are mothers who give up their jobs to be with their children while others go back to work. Sacrifice is apparent in the actions of both women because either way the mother is surrendering something of herself for the sake of her children. Who’s to say who is right? I know my mother could not give up her job to look after my brother and me. Luckily, she had the support of my father to share the tasks. They both had jobs and responsibilities, no help from relatives or friends. But they still fulfilled their duty to us as parents. There are fathers who can be seen as mothers too. Though there is a Father’s Day, it somehow does not have the same connotations as Mother’s Day. For the fathers who shower similar love and nurturing care on their children, often when the mother is away, they deserve a special mention on Mother’s Day. Mother’s day embodies the very essence of a mother and on this day, much good can be done. You can show the mother who has bequeathed you so much love and devotion, your undying gratitude. It can also be a day for mothers to unite for social activism as was the original purpose. The reason behind advocating Mother’s Day was to commemorate woman’s public activism. At least 700 militants are being trained at various terror camps across the LoC with over 100 waiting at "launch pads" to infiltrate into Jammu and Kashmir, officials said. Intelligence inputs suggested that about 700 to 800 militants are holed up in different camps across the Line of Control and getting terror training, Home Ministry officials said. "Despite our repeated complaints to Pakistan, the terror infrastructure continues to exist across the border and hundreds of terrorists are getting training there. Over 100 are waiting at launch pads to enter Jammu and Kashmir at any time," an official said. The intelligence inputs also suggested that authorities in Pakistan may try to push more terrorists, belonging to Lashkare-Taiba and Hizbul Mujahideen, into Kashmir in an attempt to divert attention from itself following the killing of Osama bin Laden.

K K Behar, the deputy chief electoral officer, said 40 per cent of the 11,94,453 voters exercised their franchise. A gunfight broke out in Kurche village when a team of security men were fired upon by Maoists, he said. After a brief exchange of fire, the Ultras fled. Naxals also allegedly triggered land mine blasts in two places in Dantewada area, but there were no reports of casualties. Polling could not take place at four booths at Badegadam, Gudse and Telam, as Naxals fired upon election officials, Behar said, adding fresh polling would be held there later.

The Delhi Police today claimed to have busted a human trafficking racket which used to send people illegally to the Gulf after luring them by promising hefty pay package there. Niranjan Singh (55) and Meraj Khan (23) were arrested based on a complaint filed by Ali Mohammad and two others -Nishar and Jarrar -- residents of Palwal in Haryana, alleging that they were induced to go to Saudi Arabia and assured of a good job with lucrative salary. The police also recovered a total of 42 passports and Rs 76,500 in cash from the accused. The duo demanded Rs 1.25 lakh from Mohammad and Rs 90,000 and Rs 80,000 from other two victims with the assurances that they would arrange visa for Saudi Arabia and Qatar.

The US is certain that al-Qaeda chief Osama bin Laden is dead following DNA analysis and other tests, a senior intelligence official has said, adding the possibility of a mistaken identity is one in 11.8 quadrillion. In view of the conspiracy theories in circulation about alleged mistaken identity, the official elaborated in detail the steps taken by the United States to ensure that the person they killed in the Pakistani garrison city of Abbottabad on May 2 was the real Osama bin Laden. First, one of the women of the compound identified him to the assault team as bin Laden. Second, using facial recognition methods, CIA specialists compared photos of the body
to known pictures of bin Laden and were able to determine with 95 per cent certainty that the body was his. This process relies on points of similarity of unique facial features, including the shape and size of an individual’s eyes, ears, and nose. Third, the DNA analysis conducted separately by Department of Defence and CIA labs has positively identified bin Laden, the official told reporters at a Pentagon briefing. DNA samples collected from his body were compared to a comprehensive DNA profile derived from bin Laden’s large extended family. Based on that analysis, the DNA is unquestionably his. “The possibility of a mistaken identity on the basis of this analysis is approximately one in 11.8 quadrillion. I’ll let you count

With Osama bin Laden eliminated, the father of Yemeni cleric Anwar al-Awlaki fears the Americans are now after his civil engineer son, who is the spiritual leader of al Qaeda in the Arabian Peninsula. Anwar al-Awlaki, 40, believed to be one of the most charismatic preachers in al Qaeda, was born in the US but is now based in Yemen and has also been linked to US military base shootout suspect Major Nidal Hassan and failed Christmas flight bomber Umar Farouk Abdulmuttalab. “ There are three drones which hover above my village 24 hours a day... it’s the Americans, I’m sure of it. They’ve killed bin Laden and now they’re after my son,” Nasser al-Awlaki, the

According to officials, Anwar was not hit when a drone fired missile at a car in a village close to his hometown in Shabwa in restive southern Yemen. The US-born preacher has been also been referred to as the “bin Laden of the Internet” as the bearded cleric is seen as a charismatic, Internet-savvy individual with a knack of making firebrand anti-western sermons using Facebook and YouTube. According to some officials his Yemen-based group now represents the gravest threat to the US.
However, Anwar’s father rubbished speculations that he is the next big leader of al Qaeda as “nonsense” and said his eldest son is “not a leader, he’s just a man with strong views and a big mouth.” The senior al Awlaki is the former agriculture minister of Yemen. In December 2009, Yemeni forces had tried to kill Anwar in an air raid in Shabwa, but failed despite killing 34 others. Anwar al-Awlaki’s firebrand anti-US sermons are believed to have radicalised a number of youths. The US has also accused him of having links with US Army Major Nidal Hasan, the accused in the 2009 Fort Hood military base shootout in Texas that killed 13 people.

Taiwan has deployed a new supersonic missile on its warships in the latest response to China’s rapid naval expansion, a lawmaker said Sunday. Military authorities are also mulling deploying the Hsiung Feng III -- the first locally developed supersonic anti-ship missile -- on mobile launchers, Lin Yu-fang, of the Kuomintang party, said in a statement quoting Vice Admiral Lee Hao. “Several types of warships have been armed with Hsiung Feng IIIs (Brave Wind),” the statement said. It was not clear how many missiles will be produced, but according to Lin, eight Perryclass frigates and seven patrol boats will be fitted with the weapon in the Tw$11.89 billion ($413 million) project.

Violence triggered by rumours of a Muslim-Christian interfaith romance has claimed 12 lives and over 100 injured in the Egyptian capital, with mobs setting fire two churches in one of the worst communal clashes rocking the country in recent times. Prime Minister Essam Sharaf cancelled his visit to Bahrain and UAE, calling for an emergency Cabinet meeting to discuss the Muslim- Christian violence, state news agency said. Meanwhile, Egypt’s military rulers said, that 190 people arrested in connection with deadly riots will face military trial. Sharaf had called the meeting to discuss “the regrettable events in Imbaba”, Ahmed alSaman, a cabinet spokesman was quoted as saying by MENA news agency. There are a number of versions of the story of how the clashed erupted, but all of them include Coptic woman. The first story is that a Coptic woman married a Muslim man and was taken to the church to be preached and convinced to leave her husband. Her family
then opened fire at members of her husband’s family outside the church when they went to retrieve her. The second version is that a Coptic woman was imprisoned in the church against her will after declaring she converted to Islam. The unconfirmed reports, prompted a mob to march towards the Saint Menas Church in the Imbaba locality, leading to communal clashes, that claimed 12 lives. Shooting across the neighbourhood took place with people on rooftops firing into the crowd. The mob fired bombs at homes, shops and the church, setting its facade on fire. Another nearby church was attacked by the mob in the locality, as the army and police fired tear gas shells to disperse it. A six-story building near the Saint Menas Church was also burned down, with Muslims claiming that the Christians used it to shoot at them.

Singapore’s ruling People’s Action Party (PAP) today retained power with an absolute majority winning 81 of the 87 seats in a “watershed” general elections, but Prime Minister Lee Hsien Loong acknowledged that opposition gains had marked a “distinct shift” in the city-state’s political landscape. Though the PAP, in power for over 40 years, won 81 of the 87 parliament seats as it captured 60 per cent of the 2 million votes cast in yesterday’s election, the Workers Party won six seats, the most ever captured by the opposition. “It marks a distinct shift in our political landscape,” Lee told an early morning news conference. “Many (Singaporeans) wish for the government to adopt a different style and approach,” he said. “Many desire to see more opposition voices in parliament
to check the PAP government.” “We hear all your voices, whether it’s expressed in person or over the Internet. The PAP will analyse the results of the elections, learn from what has emerged in this general election, put right what is wrong, improve on what can be made better, and also improve ourselves to serve Singaporeans better,” local media quoted Lee as saying. The US is trying to identify terrorist threats or plans hidden in the huge cache of material recovered from the hideout of slain al-Qaeda chief Osama bin Laden, a senior official has said. “The top priority is to identify any threat information and to disseminate it widely within the US government and with our foreign partners. Of course, other top priority is to exploit the information to attract leads to other members of al-Qaeda,” the intelligence official said on condition of anonymity. “The treasure trove of information have provided some golden nuggets of information on communications within the al-Qaeda and we hope to get a better sense as it continues,” he said. The CIA, which has set up a task force, to go through every piece of material obtained during the raid, said that the US is still cataloguing them. The official, however did not give the quantity of material obtained during the raid, except for saying that most of the information, would however remain classified for long. “We want to make sure that we methodically process this material so that we get the highest quality intelligence from this collection,” he said. In one of the audio-less video which was released by the US yesterday, bin Laden was very critical of the US and denigrating capitalism, according to the official. “In the material that we have seen so far, he has continued to show interest in transportation and infrastructure targets,” the official said, adding that the alQaeda Laden was planning to attack the US homeland. 54-year-old bin Laden, the world’s most wanted terrorist, was shot dead early this month by US forces in a successful operation in Pakistan’s garrison city of Abbottabad. Mohun Bagan did a favour to both East Bengal and Dempo when they held Salgaocar to a 2-2 draw in an I-League match at Salt Lake Stadium here, Sunday. Salgaocar led 2-1 at half time. The draw has now put Salgaocar almost out of the title race as they now stay on 47 points from 23 matches. And a win for East Bengal and Dempo in all their remaining matches will see them finish ahead of Salgaocar in the League table.
