10 Answer Book 2014 Drinking and Driving If your blood alcohol level is greater than .08 percent, you are considered driving under the influence in Illinois. Illinois is an implied consent state, which means that when you drive on Illinois roads, you consent to a blood test or risk having your license suspended. First time DUI offenders have their licenses suspended for a minimum of one year. Anyone under 21 who tests positive for alcohol will automatically have their driver’s license revoked for two years. Helmets Illinois has no statute requiring motorcycle or bicycle riders to wear helmets. Recreational vehicles Most communities do not allow recreational vehicles and boats to be parked on the street for lengthy periods of time. Some neighborhoods may have rules against parking RVs and boats in front of the home. It’s best to check your local community about the laws. Seat belts All occupants are required to be protected by a safety belt or safety restraint system regardless of age. Children under the age of 8 must be secured in an appropriate safety seat. Children weighing more than 40 pounds may ride in the back seat wearing only a lap belt, if the back seat is not equipped with a lap and shoulder belt. Passengers under age 16 must be protected by a safety belt or restraint system. Children with physical disabilities that prevent the use of standard safety seats are exempt. See Child Passenger Protection Act. If the driver is under the age of 18, the seat belt requirements extend to all passengers under the age of 19. For the first year of licensing, or until the driver is age 18, whichever occurs first, the number of passengers is limited to one person under age 20 (except immediate family which includes siblings or children of the driver). After this period, the number of passengers is limited to one in the front seat and the number of safety belts in the back seat. Refer to the Graduated Driver Licensing System. Speed Limits Each community can set the speed limits within their boundaries. On state roads, the speed limit is 65 mph for divided highways, 55 mph for other roads outside of urban areas and 30 mph within urban areas. Watch for speed limit signs and make sure you know the speed limit in a particular area.

Licenses & Permits Building/ Construction Permits Decatur residents can obtain a building permit at the Office of Development Services, located on the third floor of the Decatur Civic Center, 1 Gary K. Anderson Plaza. Applicants need to have a site plan with thorough details. The cost will depend on the type of construction. Additions cost 25 cents per square foot. Forsyth residents must go to the village of Forsyth maintenance department, 590 E. Cox St. to obtain a building permit. Applicants must provide building plans and the address of the construction. Mount Zion residents can obtain a building permit at the village hall. In most cases, the cost is 10 cents per square foot; $80 for electrical and plumbing permits; $60 for mechanical permits; and $255 for sewer, depending on water meter size. Driver’s licenses Illinois residents must have a valid driver’s license to operate a motor vehicle. The Illinois Secretary of State Driver’s License Facility in Macon County is located at 3149 N. Woodford St., Decatur. Most young people learn to drive in high school or at a commercial driving training school licensed by the Illinois Secretary of State. The law states that you have at least 50 hours of behind-the-wheel training, including 10 hours of night driving in addition to attending an approved driver education training course. To find out about classes and fees, call your local high school, school superintendent’s office, community college or commercial driving school. New residents moving to the area from out of state have 90 days to get an Illinois driver’s license. Licenses must be renewed every four years after age 21, every two years after age 81 and every year after age 87. Illinois has strict insurance requirements for drivers, but the specific regulation depends on the age and driving record of each individual. Hunting/Fishing Licenses Individuals who want to fish in Lake Decatur or the Sangamon River must have a valid fishing license. To qualify for a resident fishing license, a person must meet at least one of the following requirements: (a) have resided in Illinois at least 30 days consecutively prior to applying for this license and have residence or permanent abodes, at the time of application in this sate or (b) Be a member of the U.S. Armed Forces on active duty. The Department of Natural Resources website also includes hunting seasons for small game such as rabbit, pheasant, partridge, quail, squirrel and woodchuck, deer, turkey and game birds. Watercraft Licenses In the state of Illinois, all working watercraft (other than sailboats) must be registered and have a title. State law requires that the purchaser of a watercraft apply for registration within 15 days after purchase to the Illinois Department of Natural Resources department. In order to use watercraft of any kind on Lake Decatur, the owner of the watercraft may purchase either a day pass or a yearlong pass. A day pass for $10 (good for 24 hours) is available at the Lake Patrol office in Nelson Park. A yearlong pass may be purchased at the Decatur Civic Center, but the watercraft must be inspected by Lake Management staff at the office in Nelson Park before using the lake. Pets / Pet Adoption Dogs and cats in the Decatur, Forsyth and Mount Zion area are required to have a current rabies vaccination once they reach 4 months of age. This vaccine must be given by a licensed veterinarian and renewed yearly or every 3 years depending on whether the pet received a one- or three-year rabies vaccine. Once the animal is vaccinated, the city will issue one year tags for a fee of $15 for a spayed or neutered animal and for animals younger than one year old. The fee is $50 for a one year tag for unaltered animals older than one year old. The city will issue three year tags for a fee of $45 for a spayed or neutered animal. The fee is $150 for a 3 year tag for unaltered animals. This registration is valid for one or three years depending on which vaccine and corresponding tag the pet receives. Tags can be obtained at the Civic Center for Decatur residents or local veterinarians and at the Mount Zion Police Department for Mount Zion residents. The animal must be registered within 30 days of the vaccination. A late fee of $150 will be applied to late registrations and/or vaccinations. Owners of animals picked up by Macon County Animal Control and Care Center will be charged a $15 impoundment fee with an additional $7 boarding fee per day. A $20 fee will be charged if a warden picks up the animal. The first offense is $35, the second is $50 and the third is $75, and the fourth is $150. Other fines and fees may apply in certain circumstances. If the animal has not been vaccinated, a $35 charge will be charged and the owner must also pay for the rabies inoculation. Stray animals are kept for seven days before being offered for adoption. The animal will remain up for adoption as long as it remains healthy. Sick, injured or aggressive animals are euthanized. The Macon County Animal Control and Care Center accepts cash, checks and money orders. Macon County Animal Control and Care Center also accepts owner relinquished pets. An adoptable animal can be relinquished for $20, while an unadoptable animal must be relinquished for a fee of $55. The shelter staff will determine if a pet is adoptable or unadoptable. Unadoptable animals are euthanized upon being relinquished. Adoptable animals are, if at all possible, adopted into new homes. Because an animal’s adoptability status can change once the animal has been relinquished, no guarantees can be made than any animal will be adopted. Farm animals such as sheep, swine, goats and cattle are not allowed within the city limits of Decatur, Forsyth or Mount Zion. Some fowl are allowed, but check with local authorities for applicable laws. Shopping Shopping in Decatur, Forsyth and Mount Zion is an enjoyable experience for the whole family. A variety of shops, from department stores to small boutiques, will tempt one and all. Visit a few of our retailers today, and take home just what you were searching for.
Around town Throughout town, visitors will find several clusters of shopping opportunities, including Fairview Plaza in the West End of town on Fairview Avenue, South Shores Center (south side of Decatur off U.S. 51 North) and Brettwood Village on the near northside (off Pershing Road), where you’ll find several clothing stores, a Christian bookstore and much more. Pershing Road, a large thoroughfare running east to west in the near northside of Decatur, features a variety of stores along both sides of the street.
Downtown Browse the boutiques and shops on historic Merchant Street and around the corner on Prairie Avenue, where you’ll find more shops, including upscale men’s and women’s clothiers.
North Decatur’s north side ends where Forsyth begins, home to Walmart Super Center, Hickory Point Mall and a variety of other shops. You’ll find Walmart and Sam’s Club at the intersection of U.S. 51 and Ash Avenue. These stores are flanked by several smaller shops, including JoAnn Fabrics and more. Walgreens is across the street. Hickory Point Mall, further north on U.S. 51, features more than 70 retailers, anchored by Von Maur, Bergner’s, JC Penney, (maybe drop Penney?) Sears and Kohl's. The Limited, American Eagle, Bath & Body Works and many more specialty shops round out the mix of options for shoppers. Take a break from shopping and visit the DMH Children’s Play Area or one of the food vendors inside the mall. Near the mall you’ll find Pier One Imports, Lowe’s Home Improvement Warehouse, Menard’s, Best Buy, PetSmart and more.

Snow Removal (city of Decatur procedures)
The Plan The city of Decatur is divided into 12 areas or routes to which a snowplow is assigned. Priority streets are determined in each area. Usually, these are the main arterial streets that carry the bulk of traffic. As long as the snow continues to fall, city trucks will work to keep these streets open. When the snow has diminished or quit, these streets are salted in their entirety, if needed. The priority streets should be plowed with 16 hours of the last of the snow fall. As soon as practical, trucks are then sent to plow secondary streets or neighborhood streets. These streets are streets with low-volume traffic. It is the city’s intent to plow these streets curb-to-curb. These streets should be plowed within 24 hours of the last of the snowfall. Secondary streets are salted only when there are particular hazards, such as stop signs, hills and bridges. Because of the expense and the concern for the environment, salting is limited to areas with high traffic volume and dangerous areas.

The Codes The city’s established snow codes administer and control the emergency snow routes: Code 1: Snow Alert Code 2: Declaration of snow emergency Code 3: End of snow emergency When more than 2 inches of snow have fallen, a snow emergency is declared. That means no parking is allowed on the streets designated as snow routes. Vehicles parked on snow routes during a snow emergency will be ticketed and may be towed at the owner’s expense. Those streets are: — North and South Main streets from Washington to Johnson — North Water from Marietta to Garfield — East Wood from South Main to Illinois 36 — West Main from Oakland to North/South Main Local news media will announce snow alerts and/or emergencies. Be prepared to move your vehicle from the street once a snow alert/emergency has been declared.
Winter Parking Restrictions Winter no-parking signs have been erected on certain narrow streets where it is very difficult to safely get the city’s large dumptrucks with conventional snowplows and salt spreaders on these streets when vehicles are parked on them. Winter no-parking exists on the following streets: — Burtschi Court — Cantrell Court — East Court Manor — East Main Street (East to Illinois 36) — East Prairie Avenue (East to Illinois 36) — Home Avenue (North of Main Street) — Shady Crest — Webster Court — West Court Manor — West Prairie Avenue (Hayworth to west dead end) For the additional information, please see Winter Parking Restrictions (Chapter 34, Section 11) of the municipal code.
The Rules City ordinance prohibits the placing of any snow on a public street from any private drive or parking lot. The best place to pile snow is “downstream” from your drive. That is, pile the snow on the opposite side of the drive from the direction traffic approaches it. Sometimes, the snowplow has no recourse but to plow snow to the side of the road. This can result in snow being deposited in your drive. Please understand that we are trying to clear as much as possible as quickly as possible and cannot pay special attention to each drive, although we would like to. Alleys are not plowed by city snowplows because they are generally too dangerous due to the fact that they are too narrow and have too many hidden items under the snow. Trailer parks are privately owned and are maintained by the owners, not the city. Often cul-de-sacs and dead-end streets are the last ones to get attention. This is due in part that specialized equipment must be used, and these streets have very low traffic volume. Some streets, although they are within city limits, are not maintained by the city. The Illinois Department of Transportation and Macon County Highway Department are responsible for state and county highways, respectively. Problems on these streets should be directed to them.
2014 Answer Book People with a medical emergency, such as someone needing regular treatments on a dialysis machine, can be given priority. Simply obtain a letter from your doctor stating the nature of the medical emergency. Take the letter to the Municipal Services Center, 2600 N. Jasper St., and your name will be added to the list of medical emergencies. During snow alerts/emergencies, priority is given to medical emergencies, once the priority streets have been cleared. Pregnancy and doctor or dental appointments are not considered medical emergencies. Voting Register to vote at the Macon County Clerk’s office, 141 S. Main St., Decatur. Voters can also register during an address change or other business
at the Illinois Secretary of State Driver’s License Facility, 3149 N. Woodford St., both in Decatur. Online voter registration will be allowed in the summer of 2014. Here are the requirements: — You must be a U.S. citizen — You must be 18 years of age on or before the day of an election. Those who will turn 18 on or before Nov. 6, 2014, can register and vote in the General Primary in March. — You must be a resident of Macon County — You must reside in your precinct 30 days prior to an election and not claim the right to vote anywhere else — You must not be convicted of an offense and in jail. Take two forms of identification when registering to vote. State law dictates that one of these forms of ID must show your correct name and correct Macon County address. Acceptable forms of ID include a driver’s license, a bill, a check, a rent receipt, a library card or any piece of canceled mail. Waste Management City of Decatur Garbage Service Residential garbage collection service in the city of Decatur is provided by licensed independent haulers that provide the collection and disposal of garbage, refuse and yard waste within the city. Call the city’s information line at (217) 4242700 or visit decaturil.gov and click the Decatur Digital Atlas link to find out which hauler is assigned to your area. Garbage collection hours are from 6 a.m. to 6 p.m. in residential areas and between 5 a.m. and 6 p.m. in all other areas.
Garbage Options Basic Residential Service for Single Family: $14.50 per month. Once a week alley or curbside waste service of up to three (3) 32gallon cans of trash or one (1) 96-gallon toter/cart. Once a week pickup of Single Stream Recycling of one (1) 65-gallon toter/cart or two (2) 18-gallon recycling bins. Unlimited bags or approved containers of yard waste pickup for six weeks in the spring and six weeks in the fall. Expanded Basic Residential Service for Single Family: $17.50 per month. Once a week alley or curbside waste service of up to six (6) 32gallon cans of trash or two (2) 96-gallon toters/carts. Once a week pickup of Single Stream Recycling of one (1) 65-gallon toter/cart or two (2) 18-gallon recycling bins. Unlimited bags or approved containers of yard waste pickup for six weeks in the spring and six weeks in the fall. Premium Yard Waste Option: $1 per month. Year-round weekly, unlimited collection of residential yard waste available for $1.00 extra per month for Basic and Expanded Basic service subscribers. Yard waste pickup by customer request 24 hours in advance Jan. 1 through March 31. Minimum Removal Residential Service: $2.42 per bag with minimum purchase of 12 bags. This option is for persons with little garbage accumulation. No yard waste

Large Item Pickup: Residential services include free removal each year of one household appliance (such as a stove, refrigerator and dishwasher) and five other items that are too large to fit in a garbage container. Haulers must be notified in advance. Items must be placed at the curb.
Garbage Rules It is against the law to share service with another household. It is considered theft of service and if caught, fines could be imposed. Missed stops on your regularly scheduled day should be reported to your hauler immediately. This will allow ample time for the driver to return. Once a year each residential customer can interrupt service for a minimum two-month period. This must be arranged with your hauler to prevent billing problems. Garbage trucks should be covered to prevent garbage spills and/or leaks from refuse removal vehicles. Garbage service for rental property is the responsibility of the property owner. Therefore, the hauler may request service to be in the property owner’s name.

The city of Decatur licenses haulers to collect and dispose of landscape waste from Decatur residents. GRASS CLIPPINGS: In the city of Decatur,
landscape waste, (other than limbs and branches as cited above), must be placed in paper compost bags or approved containers. Approved containers must be no larger than 32-gallon cans, must have tight fitting lids and opposing handles and must be marked with a yellow “Yard Waste Only” sticker. Pick up free “Yard Waste Only” stickers at the Decatur Civic Center at the second floor Water Payment Window. Containers and/or bags are to be placed within three feet of the curb or alley line, whichever location is designated by hauler for pick up, no earlier than 24 hours before the established removal time. LIMBS AND BRANCHES: In the city of Decatur, limbs, branches and wood set out for removal must be tied securely in bundles not to exceed 48 inches in length. Bundles may not weight more than 35 pounds and should be placed
LEAVES: Leaves must be in place for collection by 8 a.m. of the collection day. Leaf piles are to be placed so that vacuum equipment can be used. Do not place leaves around mailboxes, signs, utility poles or in intersections. Landscape waste such as grass clippings and garden waste will not be collected. Mixed piles of leaves, tree limbs or other landscape waste will not be collected. The village staff has a right to refuse to remove any landscape waste deemed not in compliance with the village’s guidelines. It is not the village staff’s responsibility to assist village residents in removing landscape waste that does not qualify as leaves. Burning of leaves is permitted. However, the Village Burn Ordinance will apply.
