These guidelines must be followed: • Legal drinking age in Illinois is 21. • Decatur Celebration beverage staff will check

Anyone who plans to purchase and consume alcohol must wear a wristband. • Wristbands will be issued on presentation of proof of age at any of ten ticket and identification booths. Tickets are necessary to purchase alcoholic beverages. • For your enjoyment, Decatur Celebration will offer: Budweiser, Bud Light, Bacardi Silver, Sutter Home Wines, Arbor Mist and Busch NA. • Cost: $3.75 per beverage.

• Vendors will refuse service to those who appear to be intoxicated and to those not wearing shirts or shoes. Festival goers’ may drink alcoholic beverages from an approved Celebration cup only. • Alcohol not purchased at a festival stand will not be permitted. • Coolers are not permitted on the festival grounds. •No exceptions, guests not following these rules will be escorted off the festival grounds.

DECATUR – Twenty-five years ago, Camilla McKinney was a local business owner who was dining with some employees at the old Ambassador Inn in Decatur. “At the end, there was myself and an employee left, and some stranger came up and asked me about getting involved with a community event,” McKinney said. That stranger was Fred Puglia, who was putting together the first Decatur Celebration. And since that first year, the Decatur Celebration has grown and thrived to become one of the largest street festivals in the state, thanks largely in part to its willing volunteers, especially those who chair the event. McKinney, who is now the director of hospitality, and Dean Severe, who is the director of operations, have been a part of the Celebration since virtually the beginning. That first year, McKinney was put in charge of the party for the chairman, before the event, and the after-party for everyone, as well as the handicap parking. “Then I took over the Kids Block and totally revamped it, and we made it into a totally free place where kids can have a festival inside of a festival,” she said. “I also ran the show stage and then hospitality.” “I’m in a nice, air-conditioned building now, and I feed and take care of people, so I don’t have a problem with that at all!” she laughed. “I always told Fred I’d move anytime they want me to.” After McKinney’s first year of volunteering at the Celebration, she saw a need for an operations team when she continually called her husband to come help set up tables and stages and for other jobs. So Severe entered the picture and

has been in charge of the operations ever since. “Little did I know what I was in for, but it’s been a lot of fun,” Severe said of approaching Puglia about volunteering. “I describe it as a family reunion when you see the vendors and volunteers year after year.” Both Severe and McKinney are thrilled with how much the Celebration has expanded over the years and all of the changes they’ve seen during that time. “There were only a few stages that first year,” McKinney said. “And I used to know all of the acts and I don’t know who they are now – my kids do! There’s been expansion, but we are still keeping it such a good, clean, wholesome place. Because usually when these things expand, something slips. (At the Celebration), everyone knows what we’re doing and pitches in.” “It’s been kept a family affair,” she added. “You never worry about bringing little children down there. I’ve never been to a festival anywhere where it’s like that. You just don’t see that at other places.” McKinney said she has always been and continues to be impressed with the acts that come to the Celebration to perform. To keep them coming back, she makes sure that her team treats the performers well. “We have the whole second floor of the Madden Arts Center; everyone comes to my place to have lunch, supper, cool down, change clothes,” she said. “We’ve got a farmer who brings fresh vegetables every year. A lot of the people are on the road all the time and never get anything like that, so they love it. We try to make it comfortable, homey so they can perform their very best and look forward to coming back every year.” The word has spread among artists about the Celebration,

McKinney said, and many are now clamoring to play at the event. “It’s amazing to realize the level of these stars who come in,” she said. “We’ve had acts come in and say they’ve been wanting to play here because they heard good things about it.” “I love the hospitality side of it,” she added. “I can’t think of anything else I’d rather do. A lot of times I don’t get to see their acts so I have a joke now that they have to sing a chorus for their supper.” McKinney said she has been proud to see younger members of the community come in to help run the Celebration and continue its success. Things are coming full circle this year from the start of their careers as McKinney’s son Scott is now in the process of taking over the operations scene from Severe. “The first year started with Scott’s dad, and Scott was three or four years old then,” Severe said. “Now Scott’s going to furnish his own crew, and I’ll be there to direct him. I’m just going to be a mouth this year.” It’s hard to explain why they do what they do, but volunteering for the Celebration has been very fulfilling personally for its chairpersons as well as gratifying to see the city of Decatur come alive and bring joy to families across the area. “I think it’s one of the best, most positive things we have,” McKinney said. “Whatever I can do to help in any way, I’m going to keep helping. Everybody pitches in together; it’s just been a good atmosphere.”

When asked if she would continue for years down the road, the answer came quickly. “If there’s still a need, sure,” she said. “I’ve got grandkids and great-grandkids starting to come down for it, and I want to be a part of it for them. I can’t name on one hand activities that are this positive and involve so many people, so it needs to stay.” The volunteers are “what make the Celebration,” Severe said. “The best thing I like is that people enjoy themselves,” he said. “We’ve really put together a first class weekend of entertaining. And the thing so many people don’t understand is that it’s not only a good time – there are so many non-profit groups who make their budget on parking cars or selling strawberry shortcake.” Though time is spent yearround to plan the event, and the weekend itself makes for some incredibly long hours – Severe is downtown working from Sunday early morning to Monday morning at 5 a.m. – its well worth it to the volunteers. “It has to be a labor of love because we put a lot of hours in, but it’s worth it because people enjoy it,” Severe said. “To think this has gone on for 25 years, that’s pretty special.” Without hesitation, he added, “I hope it continues for another 25 years. I think the people of Decatur need it. Anytime we can sell our town to that many people for a weekend, it’s going to be a win-win situation for everyone.” hrprojects@herald-review.com

his year marks the 60th anniversary of the Korean War. The 105 members of the Charles Parlier Chapter #24 of the Korean War Veterans Association are proud to have served in defending a country they never knew and people they had never met. There were 26 killed in action from Macon County and 1744 from the State of Illinois. Their message to all citizens is to please remember to support the armed forces because freedom is not free.

eamus McDonagh, a native of Ireland, is best known as the world ranked #3 cruiser weight boxer who fought Evander Holyfield for Heavyweight Title in June 1990. Although McDonagh, who was then 27, had a degree in English literature from St. John’s University, he was a brawler with a big left hook and a fighting heart. From the first bell, he attacked Holyfield with the rugged determination that had made him a New York fan favorite. But as hard as McDonagh tried, Holyfield would not be beaten that night. He fiercely stopped McDonagh in the fourth round and went on to massive successes in bouts with Buster Douglas, Mike Tyson, Riddick Bowe, George Foreman and Larry Holmes. “Fighting Holyfield was my 15 minutes of fame,” said McDonagh, who amassed a record of 19-3-1 (14 KOS) during a career that lasted from 1985-91. “But it has already lasted 16 years.” McDonagh fought just once more after the Holyfield fight, one year later against journeyman Jesse Shelby and was beaten in the seventh round. After his final fight, McDonagh was overcome by alcoholism and later moved to San Francisco. He got sober well over 15 years ago and has not had a drink since. Since the late nineties, McDonagh has operated the Moscone Shoe Shine Concession at the Moscone Center in downtown San Francisco. A first class raconteur with an abundance of Irish charm, he has no shortage of repeat customers. McDonagh is currently one the lead characters in a movie called "The Shankill Road" which is in production in Los Angeles, California, about the notorious loyalist-conducted paramilitary activities in Belfast, Northern Ireland during the 1970's. He was also the lead in the Off-Broadway production of a new play called "Kid Shamrock" written by Bobby Cassidy Jr. about his father's life as a professional boxer in New York City. It was directed by Gary Morgan in the summer of 2007 and by Patrick McCullough in 2008. “Life is good today,” said McDonagh. “Actually it has never been better. I have no regrets. Everything that I’ve been through brought me to where I am today. Today, I’m in a good place.”

ecatur Celebration is bringing in one of the nation’s most exciting performance groups to help us celebrate our 25th anniversary. You can see the Woodland String Band doing spot performances throughout the festival grounds and on the Central Park Stage on Sunday at 3:00 p.m. The Woodland String Band was established in February 1926 and has competed in the annual Philadelphia Mummers Parade every year since January 1st, 1927. Woodland originated in the Southwest section of Philadelphia and moved to its current location on "Two Street" in the heart of "Mummers Row" in July of 1990. Woodland is a

charter member of the Philadelphia Mummers String Band Association and the year 2010 marks the band's 84th consecutive year in existence, one of the longest among Philadelphia's string bands. Sponsorships have fueled the decatur celebration for 25 years

DECATUR – While the Decatur Celebration has experienced its share of highs and lows during the past 25 years, the festival has carried on thanks in large part to its major sponsors, including J.L. Hubbard Insurance and Bonds and Skeff Distributing Company. The two Decatur companies have sponsored the Celebration for every one of those 25 years, believing that the event is an example of the best of what Decatur has to offer. “The Celebration is one of the positive things we can always tout when we are in other communities,” said Kevin Breheny, president of J.L. Hubbard Insurance and Bonds. “We have this unique event that is seldom seen anywhere else.” John Skeffington, president and CEO of Skeff Distributing, agrees. “I really believe that the Celebration is the granddaddy of all events for the city, just by the numbers of people that attend,” he said. “It makes people feel good about the community and has a huge economic impact on the city.” As sponsors, Skeffington and Breheny have, of course, supported the Celebration financially. But beyond that,

each has been general chairman and president of the event’s board of directors. Breheny recalls that in 1998, the year he held those positions, the Celebration saw one of its biggest acts ever light up the stage. “About a month before the Celebration, I got a call from Fred Puglia and was disappointed to hear that the Killer Bees cancelled on us,” said Breheny. “Fred was running through the names of possible acts we could get and mentioned Rick Springfield. I said, ‘Fred, this could be a blessing in disguise. I think he could be huge.’” It turned out that Breheny was right. As he remembers it, Springfield signed autographs for two and a half hours the night of his performance. But Breheny is not one to look back without looking forward too. He anticipates this year’s lineup as being one of the best ever. “There will be the Charlie Daniels Band, Exposé —a lot of the usual amazing eclectic acts,” he said. “It’s been neat to see how resilient the administration is and how they’ve worked through crises to put together another great event.” Skeffington said that because he’s usually so busy

working the Celebration, he doesn’t get to enjoy a lot of the acts. But he takes great pleasure in being a part of the street festival. “Our business is associated with fun, and it’s a fun event,” he said. “It brings…great music and people together, and we are very involved. Our company’s been in town for 45 years, and we try to associate ourselves with the best things in the community and make them as successful as we can by being part of those things. “We are truly happy we’ve had the opportunity to participate for the past 25 years.”

North & Water Streets. Like any reasonable creative and curious human,

Scott can’t resist a dirty rear car window. We suspect that Scott started off with clever sayings like “wash me.” Probably his first image was the ubiquitous smiley face. Unlike most folks however, Scott lives on a mile and a half of dirt road – caliche, as the locals call it – road-base; a blend of limestone dust and gravel and clay. Driving over this surface results in a fine, white dust that billows up behind any vehicle driven faster than a galloping turtle, coating the rear window. As an experienced artist, it wasn’t long before Scott was experimenting with techniques to achieve amazingly detailed and shaded drawings on the dirty car windows. His works include depictions of classic art such as the Mona Lisa and Starry Night, plus fun portraits and cartoons. Scott’s quirky art was featured on the History Channel program “Modern Marvels” earlier this year and has been seen around the world.
