Has 5-year extension on manufacturing flaperons, inflight opening doors (IFOD), arresting gear, and electrical wiring and interconnection systems (EWIS). At the roll-out event of the first operational Dutch F-35 in Fort Worth, Texas, GKN Fo kker and Lockheed Martin Aeronautics confirmed continuation of GKN Fokker‟s efforts on F-35 Lightning II Joint Strike Fighter specific to manufacturing flaperons, inflight opening doors (IFOD), arresting gear, and electrical wiring and interconnection systems (EWIS). Production will take place at GKN Fokker‟s sites in The Netherlands and Turkey with delivery taking place during the next five years. The protocol document was signed by Lockheed Martin‟s Vice President of F-35 Supply Chain Management Drew Ruiz and by GKN Fokker‟s CEO John Pritchard. State Secretary of Economic Affairs Mona Keijzer, Royal Netherlands Air Force Commander-in-Chief, Lt. Gen. Dennis Luyt, and the Netherlands‟ Special Envoy for industrial participation, Maxime Verhagen all attended the ceremony. GKN Fokker has been a valued supplier on the F-35 program since 2002 and has produced and delivered the flaperons, IFOD, arresting gear, and designed and produced the EWIS for all F-35 aircraft currently flying and in production. Pritchard said, “Our deliveries have supported more than 350 F-35s ... With a total estimated production of more than 3,000 F-35 aircraft, this is a major opportunity for our company in the decades to come in terms of employment, knowledge, and innovation.” “Dutch industry has already been awarded 1.5 billion euros of production orders. This amount will grow significantly in the years to come. The upcoming sustainment phase of the F-35 will offer a unique opportunity for our industry to position itself as the partner of choice for sustainment orders,” Verhagen added.

The Wilson UH4000 series universal hardness tester tests Rockwell, Vickers, Knoop, and Brinell hardness scales within the selected tester load range. The tester has a sturdy steel casting frame to ensure durability in production and workshop environments. The hardness test process is controlled by DiaMet software to make testing easy, repeatable, and automatic. This tester comes in two key configurations: UH4250 Hardness Scale 0.5-250kgf and UH4750 Hardness Scale 3-750kgf. Page 6 of 26


The testers feature a closed loop loading cycle for best accuracy, faster testing cycles, and an 8-position turret to hold indenters and objectives. It has a 300mm x 400mm T-slot stage with high weight capacity, enabling the testing of heavy and large parts nondestructively. An optional clamping tool ensures stability during the test process; both manual and automatic stage movement options are also available. Other features include: • Small parts can be handled with precision by using the anvil adapter/extension and the 80mm flat anvil, or other anvils with a 25mm diameter anvil pin • The clamping device can be activated and deactivated by the software, depending on the need. • The ring light for accuracy in Brinell measurements improves the overall repeatability of soft Brinell indents • The motorized vertical stage movement is automatic or can be moved with a safety clutched mechanical handle • The red target laser cross helps position test locations and indents for big parts • The workspace illumination ensures full visibility for test piece placement underneath the turret • Automate Rockwell fast mode by using the clamping device on sample The UH4000 Series is designed for rugged environments and suits testing metals production and large components such as castings and forgings, flat or cylindrical work pieces, steels, heat-treated materials, cemented carbides, ceramics and plastics, and carbon testing.

Marignane, 4 February, 2019 – Alain Flourens, 61, currently Head of Engineering for Airbus Helicopters, has been appointed Head of Industry for Airbus Helicopters, following Christian Cornille‟s departure from Airbus. Alain will be replaced in his current position by Stefan Thomé, 47, currently Head of New Business Models & Services at Airbus Defence and Space. These management changes are effective on 1 April 2019. “I would like to sincerely thank Christian Cornille for his outstanding contributions throughout his 30-year career within the Airbus family”, said Bruno Even, Airbus Helicopters Chief Executive Officer. “The expertise of industrial topics that he developed in many management positions at Airbus, Aerolia, then Airbus Helicopters, has been essential to supporting the transformation of our industrial model and delivering new levels of quality and competitiveness. Flourens began his professional career in 1982 at the French Ministry of Defence. He graduated from the Ecole Polytechnique in Paris in 1980 and obtained a degree in engineering from Toulouse ISAE Institute in 1982. With almost two decades of experience in helicopter engineering, Stefan Thomé held multiple management positions at Airbus Helicopters prior to joining Airbus Defence & Space in 2018. From 2013 to 2018, he worked as Head of Vehicle Integration & Doors Engineering, leading and managing all associated activities across Airbus Helicopters, while contributing to the definition of the Division‟s research and innovation policy. Thomé has an aeronautical engineering degree from the University of Stuttgart.

New building will add to the company‟s large New Hampshire presence and will eventually house up to 800 employees.

BAE Systems, the third-largest defense contractor in the world, is expanding operations into Manchester, New Hampshire – the latest in a series of strategic investments in its facilities and workforce to prepare for continuing and projected business growth. The company has signed a new lease for an approximately 200,000-square-foot campus located at 3000 Goffs Falls Road that will allow for significant expansion in the Granite State. The new space will add to the company‟s large New Hampshire presence, which includes state-of-the-art facilities in Hudson and Nashua and more than 6,000 people at multiple facilities across the state. When the new Manchester facility is fully staffed, the campus will house up to 800 employees primarily focused on supporting the company‟s electronic warfare programs. Page 8 of 26


“BAE Systems has a long and rich history in New Hampshire,” said Ray Brousseau, vice president and deputy general manager at BAE Systems‟ Electronic Systems sector. “Our investment in the new Manchester campus will enable us to tap into the talented local workforce to expand our capacity and improve our ability to deliver high-quality products to the warfighter.” BAE Systems‟ Electronic Systems sector, headquartered in Nashua, actively recruits a diverse pool of workers, and hired nearly 2,000 people in 2018. Northrop Grumman will produce C4ISR and control systems for the lead OPC, USCGC Argus (WMSM-915), and procure LLTM for these systems on the second OPC, USCGC Chase (WMSM-916). Northrop Grumman‟s contributions to the OPC platform include the integrated bridge, navigation, command and control, computing network, data distribution, machinery control and propulsion control systems. It will perform C4ISR system integration at their OPC Test and Integration Facility in Charlottesville, and control systems integration at their Charlottesville Land-Based Test Facility. “Northrop Grumman is a key member of our OPC team,” said Joey D‟Isernia, president, ESG. “Together, we have established an innovative approach to C4ISR and control systems integration that supports ESG‟s ability to deliver high quality, highly capable vessels on time and within budget.” The OPC will provide the majority of the USCG offshore presence for homeland security missions, replacing the 210-foot and 270-foot Medium Endurance Cutters. On Sept. 28, the USCG exercised ESG‟s option to produce the Argus and procure LLTM for the Chase. “Northrop Grumman‟s C4ISR and control systems will enhance the OPC platform‟s capabilities to execute the Coast Guard‟s missions,” said Todd Leavitt, vice president, maritime systems, Northrop Grumman. “We are proud to have supported ESG in the achievement of this major OPC milestone, and look forward to continuing success in our support of this vital USCG program.”

Leonardo will deliver a range of new equipment to NATO JEWCS, the Alliance agency which supports armed forces training to face hostile electro-magnetic conditions  Equipment will cover air, land and maritime domains and also includes a capability for training crews to defend against anti-ship missiles  Leonardo’s range of contracts in support of NATO signal a leadership position in a number of areas. This leadership position is driving sustainable growth, as laid out in the Company’s 2018-2022 Industrial Plan Leonardo has signed a contract worth approximately €180M to provide new electronic warfare training equipment for the NATO Joint Electronic Warfare Core Staff (JEWCS). Leonardo was selected in an international competition and will incorporate technology from partners Cobham and Elettronica. The contract was placed by the UK Ministry of Defence as the host nation for NATO JEWCS, which is based at the Royal Naval Air Station (RNAS) in Yeovilton. Equipment will be delivered in tranches over the next 4 years from Leonardo’s Electronic Warfare (EW) centre of excellence in Luton, UK. NATO JEWCS is the Alliance agency responsible for the high-tech world of electronic warfare. When NATO forces go on operations, they can expect the enemy to try and disrupt their radars, GPS and communications. Therefore, to train realistically, it is important that NATO Forces experience these effects and practice how to counter them. Part of NATO JEWCS‟s remit is to improve armed forces training by simulating the effects of an enemy‟s latest electronic warfare equipment during exercises, creating a „hostile environment‟ in which to train. To deliver the service, NATO JEWCS deploys high-tech EW equipment at training sites around Europe, allowing armed forces to practice their skills in areas such as electronic surveillance and electronic countermeasures while facing true-to-life attempts to disrupt their activity. In delivering this support, it is important that the EW effects being simulated are state of the art, keeping pace with opposing forces‟ latest tech developments. Leonardo is Europe‟s leading provider of electronic warfare technology and training and will be providing representative equipment across three domains: air, land and maritime. In the air, highly capable and flexible pod-based EW systems will be supplied for deployment on aircraft, alongside a NATO Anti-Ship Missile Defence Evaluation Facility (NASMDEF). NASMDEF comprises a set of pods that can be installed on aircraft to simulate anti-ship missiles. They allow forces to train in the use of „soft-kill countermeasures‟ which are used to protect ships from incoming threats. Cobham will be Leonardo‟s principle subcontractor for these elements. For land and maritime applications, fully ruggedised Page 13 of 26


shelters and vehicles will be provided, equipped with modular and flexible EW simulators, stimulators and jamming equipment. Elettronica will act as Leonardo‟s principal sub-contractor for these elements. Leonardo’s electronic warfare expertise includes designing and manufacturing protective and ISR (Intelligence Surveillance and Recconaisance) equipment for UK and allied aircraft such as the Eurofighter Typhoon and AW159 helicopters, delivering specialist EW training at its Academy in Lincoln and investing in the development of the latest generation of countermeasures such as the anti-IED „Guardian‟ system for troops on the ground and the „BriteCloud‟ decoy for fighter jet pilots. This contract to upgrade electronic warfare equipment is just the latest example of Leonardo’s on-going provision of security technology and expertise to NATO. Leonardo is the Alliance‟s cyber security mission partner, working with the NATO Communications and Information Agency to protect more than 70,000 Alliance users around the world from cyber-attacks. The Company has also provided a significant amount of equipment and support for the NATO Air Command and Control System (ACCS). In October 2018, Leonardo received the NATO Science and Technology Organization’s (STO) Scientific Achievement Award for its contributions to the development of a promising new approach to modelling, simulation and training. Leonardo has also provided over 50 air defence radars to multiple Alliance member countries under the NATO Security Investment Programme (NSIP) and has delivered its „Guardian‟ counterIED (improvised explosive device) systems to protect NATO vehicles operating in Afghanistan.

Consiliul general al Comitetului Național pentru Supravegherea Macroprudențială (CNSM) s-a întrunit în data de 4 februarie 2019, în ședință ordinară. În cadrul ședinței a fost prezentat studiul de impact, realizat de Banca Națională a României, privind taxa pe active financiare asupra instituțiilor de credit, a activității de creditare și a creșterii economice, introdusă prin Ordonanța de Urgență a Guvernului nr. 114/2018 privind instituirea unor măsuri în domeniul investițiilor publice și a unor măsuri fiscal-bugetare, modificarea și completarea unor acte normative și prorogarea unor termene. Membrii Consiliului au decis să fie creat un grup de lucru al Comitetului Tehnic al CNSM, format din reprezentanți ai Ministerului Finanțelor Publice și ai Băncii Naționale a României. Concluziile grupului de lucru vor fi discutate în următoarea ședință a CNSM, programată în data de 18 februarie 2019. Comitetul Național pentru Supravegherea Macroprudențială a fost înființat în baza Legii nr.12/2017 privind supravegherea macroprudențială a sistemului financiar național, asigurându-se astfel implementarea Recomandării Comitetului European pentru Risc Sistemic (CERS) nr. 3/2011 privind mandatul macroprudențial al autorităților naționale. Din cadrul CNSM fac parte reprezentanţi ai Băncii Naţionale a României, ai Autorităţii de Supraveghere Financiară şi ai Guvernului. Atelierul de lucru: Fondul European de Apărare – Concepție, mecanisme, instrumente I2DS2 organizează a doua ediție a atelierului de lucru cu privire la reperele conceptuale, mecanismele de lucru și instrumentele dedicate Fondului European de Apărare (EDF), sub forma unui program de informare și dezbatere creativ, dinamic, flexibil și interactiv(I2DS2–EDF). Ediția a II-a a atelierului de lucru pornește de la succesul primei ediții și propune un plus de informații actualizate și evaluări realizate de specialiștii I2DS2, ținând cont de așteptările comunicate de participanți și de evoluțiile din planul negocierii formatului și conținutului documentelor europene care guvernează implementarea EDF. Cu un buget de peste 13 miliarde de euro,EDF reprezintă cea mai recentă inițiativă a Comisiei Europene din domeniul apărării și securității comune, destinată creșterii autonomiei strategice a UE în cadrul sistemului internațional.EDF este constituit din două componente: fereastra de cercetare, respectiv de dezvoltare și achiziții (fereastra capabilităţi). Componenta de cercetare beneficiază de finanțare începând cu 2017, urmând să fie alocate 90 de milioane de euro până la finele anului 2019. După 2020 vor fi alocate 500 de milioane de euro pe an pentru granturi de cercetare realizate exclusiv prin intermediul unor parteneriate între statele membre. Componenta de dezvoltare și achiziții va urmări stimularea cooperării dintre statele membre pentru dezvoltarea și achiziția în comun de echipamente și tehnologii militare. Sunt eligibile numai proiectele de tip partenerial (eligibilitatea este condiționată de existența proiectelor care implică colaborarea a cel puțin 3 participanți din cel puţin 3 state membre), urmând a fi alocate 500 milioane de euro pentru 2019 și 2020 și câte un miliard de euro anual, începând cu 2021. În acest context, pregătirea agenților economici din sectorul de apărare și a instituțiilor statului din domeniile responsabile și conexe, pentru înțelegerea și aplicarea cerințelor definitorii în accesarea de fonduri europene în domeniile cercetării, dezvoltării și producției de echipamente militare, reprezintă o oportunitate importantă și o necesitate strategică, la care I2DS2 s-a raliat și se implică pentru a-și aduce contribuția la construcția dimensiunii românești a DEF. Adresabilitate I2DS2-EDF se adresează managerilor și specialiștilor din industria de apărare, specialiștilor din instituțiile statului care operează în domeniile apărării, afacerilor europene, fondurilor europene, precum și entităților de cercetare științifică și dezvoltare tehnologică cu aplicații în domeniul apărării. Intervalul de lucru este 9.00 – 15.00. Număr de participanți În scopul asigurării gradului optim de interacțiune dintre coordonatori și participanți și acoperirii eficiente a timpului alocat exercițiilor practice, numărul de locuri este limitat la 15. PoliticaI2DS2este ca vocea fiecărui participant să poată fi auzită. Taxa de participare Taxa de participare este de 400 RON (TVA inclus) Taxa de participare include tratații pe timpul pauzelor și materialele programului. Niculae Iancu (dreapta fotografiei) este specialist în domeniul securității naționale. A activat în domeniul cooperării militare internaționale și al planificării strategice, având o expertiză relevantă în ceea ce privește NATO, operațiile militare multinaționale, planificarea integrată şi politicile publice în sfera securității, apărării și intelligence. În prezent, este cadru didactic asociat în cadrul unor programe universitare de studii de securitate și contributoral Monitorului Apărării și Securității (MAS), publicație a Mediafax, pe teme de securitate națională și internațională, NATO și UE. Under the auspices of the Romanian Presidency of the Council of the European Union, the Romanian Ministry of National Defence, in cooperation with the European

Defence Agency (EDA), organises a conference on the theme of “Capability-Driven Defence Research and Innovation”. The conference will take place on 26 March 2019 in Bucharest at the Palace of the Parliament venue. High-level representatives from Ministries of Defence, defence research centres, industry and the European institutions will discuss the present and future opportunities as well as challenges of the Capability Driven Defence Research. The event will showcase the new prioritisation instruments for defence research, technology and innovation, highlight the fusion that can be achieved on research priorities at National and European level and provide an update on the latest developments on the European Defence Fund. Moreover, the conference will provide to participants insights and lessons learned from some of the most successful R&T collaborative research projects which have been implemented under the framework of EDA.
