Announced on July 5, the planned strategic partnership with Boeing will create a joint venture around Embraer‘s commercial aircraft business and another for its KC390 airlifter. Boeing will pay $4.21 billion for a controlling 80% ownership stake in the Brazil-based commercial aircraft joint venture. Brazil‘s incoming president must approve the deal, which analysts expect to close in 2019.

Today, E-Jets are flying in the fleet of 70 customers in 50 countries. The versatile 70 to 150-seat family is flying with low-cost airlines as well as with regional and mainline carriers.

The Chief of the Air Staff, Air Chief Marshal Sir Stephen Hillier, has opened the HighG training and test facility at RAF Cranwell today. The £44m project is used by fast jet pilots in the Royal Navy and Royal Air Force to replicate flight in aircraft such as the Hawk, Typhoon and new F-35 Lightning aircraft. Pilots are able to experience up to 9G nine times the normal gravitational pull of the Earth - and learn how to use their specialist in-cockpit flying equipment to help them cope with these stresses. The centrifuge can accelerate up to 9G in one second and rotate up to 34 times a minute. The new facility revolutionises High-G training as pilots are not simply strapped into the device and exposed to G-force but are able to ‗fly‘ as they would in a flight simulator as the pilot manoeuvres the aircraft and applies the G-force. Chief of the Air Staff Air Chief Marshal, Sir Stephen Hillier said: I am delighted to see our new High-G Training Facility opened today and to be able to mark this step-change in how we train our pilots. By exposing our Typhoon, Page 8 of 34
Lightning and Hawk pilots to High-G forces in a tailor-made and completely controlled environment, we are significantly enhancing safety in the air and making a major contribution to our operational effectiveness. Today represents another major milestone in the RAF‘s impressive modernisation programme.

Pilots benefit from a cockpit which closely represents that of their normal aircraft enabling them to conduct a plethora of training scenarios from air-to-air combat to dealing with in-bound missile threats. The device will also be used to trial and test new equipment to be used on fast jet aircraft and by the pilots. This will also ensure that the testing is done in a benign environment before being trialled in live flight.
Director Air Support at DE&S, Richard Murray said: This new and exciting facility is replacing the High-G trainer which until recently was used by Defence; that dates from the 1950s and no longer matches the performance of the modern fast jet aircraft such as the F-35 and Typhoon. The centrifuge is capable of accelerating up to 9-G in just one second, but rather than just sitting in it, the replica, flyable cockpit delivers realistic and immersive training, helping to Page 9 of 34

The new facility at RAF Cranwell is used by fast jet pilots progressing through the UK Military Flying Training System and into their flying careers. Fast jet pilots will refresh their training at least every 5 years to keep them as safe as possible and current in the techniques used to handle High-G forces in flight. The RAF Centre of Aviation Medicine is using the facility to train aircrew to recognise the effects of G-force, develop awareness of it and learn the physical techniques needed to counter the effects on their bodies during combat missions. Up to 300 aircrew will receive training on the centrifuge each year. The 39-tonne centrifuge built by Thales UK has seen the company team up with world leading centrifuge specialists AMST from Austria to design and build the equipment. Thales has been training RAF aircrew since the 1930s providing over 300 complex simulators for 60 different platforms. Thales UK Chief Executive Officer, Victor Chavez said: Only 24 months ago we cut the turf to set this project on its way, so to see the centrifuge in full operation is a testament to great collaborative working from Thales, DE&S and the RAF. Thales has been training RAF aircrew since the 1930s, that‘s more than 80 years of providing 300-plus complex simulators for 60 different platforms. Pratt & Whitney will also provide Cebu Pacific with a 10-year EngineWise® service agreement to support engine performance services and maximize aircraft availability. "We are very excited to add the first GTF-powered A321neo to the Cebu Pacific fleet. The aircraft will enable us to increase capacity on popular routes, while at the same time benefiting from the lowest operating costs in this size category," said Lance Gokongwei, President and CEO of Cebu Pacific. Cebu Pacific, a leading carrier in the Philippines, has 31 remaining A321neos on firm order and eight options. Troy, Michigan – Shops that seek to maximize milling performance while they reduce tooling inventories will benefit from newly introduced Power Milling Chucks from Seco Tools. With holding power and transmittable torque that rival hydraulic and shrink-fit holders, Power Milling Chucks offer high precision with 5µm runout accuracy at 3xD in addition to enhanced application flexibility and cost effectiveness. Through direct clamping technology, one Power Milling Chuck can hold cylindrical shank 0.75" and 1.25" (20mm, 32 mm) diameter tools and Weldon shank tools of 0.75" (20mm) diameters. With the use of reduction sleeves, the chuck accommodates shank diameters in cylindrical plain, Weldon, and Whistle Notch tools from 0.25" up to 1.00" (6mm up to 25mm). These chucks secure milling tools for roughing and finishing operations, as well as drilling and tapping tools. To avoid the clamping problems often associated with the steel-to-steel contact on collet chucks, Seco created Power Milling Chucks with numerous innovative advantages, including a nut and needle-bearing design for superior clamping power with minimal tightening force/torque requirements. Optional coolant-stop screws enable Power Milling Chucks to engage through-tool coolant with no additional expense of ancillary equipment such as heating or hydraulic units. Kalray (Euronext Growth Paris: ALKAL), a pioneer in processors for new intelligent systems, today announces the launch of the collaborative ES3CAP program1, combining 11 industrial and academic partners, for which Kalray is the lead partner. The ES3CAP program, with a total budget of €22.2m over three years, will receive €11.7 million2 in financing under the Invest for the Future Program3, managed by Bpifrance, to contribute to finance the research activities. The objective of the ES3CAP project is to build a hardware and software platform for manufacturers developing critical applications that require high-performance computing capacity, in the fields of aeronautics (aviation, flying taxis, drones), defense and self-driving vehicles. It comprises an entire ecosystem of partners 1

working on complementary aspects of operating systems and real-time, critical software tools, computer vision, data fusion and artificial intelligence, all on a reliable and secure hardware platform, Kalray‘s MPPA® (―Massively Parallel Processor Array‖).
The artificial intelligence boom is on the verge of revolutionizing many markets. The self-driving cars, aircraft engines and robots of the future will all require access to new Cyber Physical Systems (CPS) in direct interaction with the physical world and with the capacity to process, via increasingly sophisticated algorithms, an increasing amount of data and functions. These processing operations must be carried out while ensuring compliance with the strict functional safety and security requirements shared across these different industries. Therefore, these changing requirements have therefore forced manufacturers to adopt new generations of processors called ―multi‖ or even ―many‖ cores, the only processors capable of meeting the twofold need for performance and integration of a large number of functions on a single component capable of providing the required computing capacity and operational independence. ES3CAP relies on Kalray‘s MPPA® manycore processors, which meet all of these requirements perfectly. The industrial partners for this project include Renault-Nissan-Mitsubishi and EasyMile for automotive, and Safran Electronics & Defense and MBDA for avionics and defense. BATH, Maine – The U.S. Navy announced today that General Dynamics Bath Iron Works, a subsidiary of General Dynamics (NYSE: GD), was awarded a contract to continue providing planning yard services for DDG 51 Arleigh Burke-class guided missile destroyers. The contract is valued at $126 million for the first year with four option years which, if exercised and fully funded by the Navy, would bring the total value of the contract to $719 million. Planning yard services include design, material kitting, logistics, planning and execution. The majority of the Planning Yard services work will be performed in Maine. Bath Iron Works also currently manages post-delivery maintenance and modernization activities for DDG 1000-class ships and LCS-class ships.

Naval Group and Centrale Nantes have printed the first demonstrator of hollow propeller blades by metal additive manufacturing as part of the European H2020 project, RAMSSES1. Funded by the European Commission, this collaborative program aims to reduce the environmental impact of ships. Centrale Nantes and Naval Group are taking the lead within this project on the production of innovative propeller demonstrators to improve the operational capabilities of ships. In order to improve vessel propulsion, Centrale Nantes and Naval Group are using additive manufacturing to design large parts (propellers of 6 metres in diameter), which could not be produced thus far using traditional manufacturing technologies. Implementing the Wire Arc for Additive Manufacturing (WAAM) process allows for the printing of large parts and paves the way for the production of propellers with more complex geometry. Substantial industrial gains The one-third scale hollow blade demonstrator, representative of a container ship propeller, was printed in stainless steel in less than one hundred hours, weighing in at about 300 kg. The teams‘ sheer technical prowess means that weight gains of over 40% will be achievable compared to conventional processes. Significant operational gains Sirehna, a Centrale Nantes spin-off and subsidiary of Naval Group, is piloting the blade design in order to improve propeller energy efficiency and reduce their environmental impact. Sirehna‘s work has led to an overall optimization of blades in terms of efficiency and endurance, but also a significant reduction in radiated noise and vibrations. Reducing the environmental footprint linked to propulsion, as Page 17 of 34
demonstrated in the H2020 RAMSSES project case study, is a challenge for all types of vessels, and particularly for large container ships. Naval Group and Sirehna have been able to count on the exceptional technical resources and extensive knowledge offered by Centrale Nantes. The school‘s expertise in trajectory generation and additive manufacturing is needed to produce the blade. This long-standing co-operation, which took on a formal footing in 2016 with the creation of a joint laboratory (JMLT 2), feeds through to control over the entire digital chain from design to mechanical dimensioning and hydrodynamics to manufacturing, and will lead to the production of a complete propeller. Naval Group‘s Patrice Vinot, Propeller Package Manager for the RAMSSES project, underlines the challenge of such a manufacturing process: “Although additive manufacturing is increasingly present in industry, the programming and design of complex parts, such as propeller blades for ships, represents a considerable challenge for our teams and our partners. The potential of the process revealed by this new case study means that we now anticipate unparalleled performance for the propellers of tomorrow. Taking part in projects such as RAMSSES and coordinating our network of academic and industrial partners will allow us to bring 3D printing into shipyards for the long term.” Professor Jean-Yves Hascoët, head of the Rapid Manufacturing Platform at Centrale Nantes and international expert in additive manufacturing: “Addictive manufacturing has been developed over the last 35 years on the Rapid Manufacturing Platform. Joi, 7 februarie 2019, la Palatul Parlamentului a avut loc sesiunea de afaceri interne a reuniunii informale a Consiliului de Justiție și Afaceri Interne în contextul deținerii de către România a Președinției Consiliului Uniunii Europene.
Miniștrii de afaceri interne din statele membre ale UE au discutat despre inițiativele de combatere a terorismului, consolidarea cooperării polițienești, asigurarea deplinei funcționalități a Spațiului Schengen, măsurile privitoare la migrație și azil. MIGRAȚIE – ―UN PAS MAI APROAPE SPRE IDENTIFICAREA SOLUȚIILOR ADECVATE‖ SĂ FACEM SCHENGEN SĂ FUNCȚIONEZE Discuțiile din timpul prânzului de lucru au fost dedicate uneia dintre cele mai importante realizări ale integrării europene – spațiul Schengen, recunoscut ca unul dintre instrumentele cheie prin care cetățenii europeni își pot exercita libertățile, iar piața internă poate prospera și dezvolta. ‖În privința spațiului Schengen, discuțiile au fost purtate în jurul măsurilor pe termen scurt și mediu pe care statele membre le consideră că ar fi necesare pentru a restabili buna funcționare a acestei zone, funcționare afectată de crizele generate de terorism și migrație prin care Uniunea a trecut în ultima perioadă. În ultimul deceniu, conflictele din diferitele regiuni ale lumii sau din vecinătatea UE au condus la mari provocări pentru securitatea internă a UE și managementul frontierelor externe ale UE, punând sub semnul întrebării buna funcționare a spațiului Schengen de liberă circulație și beneficiile sale pentru cetățenii europeni și pentru economia europeană. În plus, creșterea amenințării teroriste din ultimii ani, în mai multe state membre, a demonstrat că este nevoie de întărirea securității interne a UE, inclusiv prin măsuri noi care să asigure o mai mare coordonare a eforturilor de consolidare a spațiului Schengen. Astfel, pentru a spori securitatea internă și pentru a contracara efectele negative ale mișcărilor necontrolate în întreaga UE, Comisia Europeană a lansat în mod continuu propuneri menite să îmbunătățească măsurile la frontierele externe și în interiorul teritoriului, să introducă tehnologii moderne pentru uzul autorităților naționale și al agențiilor de aplicare a legii și să dezvolte noi sisteme ori pe cele existente. The second part of this study sets out the strengths and weaknesses of each process. It must be noted that neither of the two processes produces the capabilities needed to satisfy the stated levels of ambition. The gap between the ambitions and capabilities is no doubt wider for the EU than it is for the Alliance. However, the latter gives its members a security guarantee thanks to the American forces, while the Union is incapable of executing the most demanding CSDP missions on its own. Capability processes have other benefits. The NDPP can be considered as the Alliance backbone, as it underpins the implementation of any Alliance decision, at one step of the chain or another. This is why it is often described as the glue that keeps the allies together, the crucible of Western military identity or the matrix of European forces interoperability, among themselves and with American forces. The NDPP also answers the key question asked by all members of any Alliance: ‗who does what?‘. The EUDPP has the meritof existing. It constitutes a capability cooperation platform for the Member States of the EU and thus answers the question: ‗how?‘. The two processes also have their weaknesses. The NDPP is the conduct ofan American military mindset and leaves little room for critical military thinking. It is, moreover, frequently accused, rightly or wrongly, of favouring the American defence industry. As for the EUDPP, it has unfortunately helped to develop very little by way of capability in fifteen years. This is because it is stricken by serious structural failings, such as the insincerity of the statements made by certain Member States andpeppered with flawed logic that hobble it. however, we must set the fact that many initiatives have recently been taken by the Europeans, such as the ‗Coordinated Annual Review on Defence‘ (CARD), the establishment of a ‗Permanent Structured Cooperation‘ (PESCO) and the ‗European Defence Fund‘ (EDF) which will bear fruit - or not – in the next ten years.

4.1.1 EU engagement with MIS standardisation In the 2014 EU Maritime Security Strategy (EUMSS), information sharing was made a priority and it called for an ‗enhanced common situational awareness and better sharing of information, operational concepts, modi operandi and experience‘ (Council of the EU, 2014a: p. 6). As the Strategy goes on to state, ‗[i]ntegration of different data sources in the maritime domain on the basis of existing national and international law is a key task […] the more information is aggregated and integrated, Page 24 of 34
the more complete is the maritime picture created and more value is delivered to the operational end-users, in a cost efficient way‘ (Ibid.: p. 11). In this respect, the EU places importance on being able to collect and share information between civilian and military authorities, but it also stresses that standardisation and certification are key enablers for civilmilitary interoperability and competitiveness (Ibid.: p. 12). Building on the EUMSS, the 2014 action plan seeking to implement the strategy highlighted a number of priority areas for standardisation and certification including for port and maritime transport security, harmonising requirements for the next generation patrol vessels and systems, training of maintenance personnel, energy efficiency and cybersecurity (Council of the EU, 2014b). The revised EUMSS action plan of 2018 stresses the importance of maritime surveillance and it proposes the development and consolidation of initiatives such as the Common Information Sharing Environment (CISE) and the Maritime Surveillance Network (MARSUR), plus it aims to better link together relevant Agencies such as the European Fisheries Control Agency (EFCA), the European Maritime Safety Agency (EMSA), the European Border and Coast Guard Agency (Frontex) (European Commission, 2018a: p. 1) and instruments such as the Copernicus Security Service for maritime surveillance. One policy challenge is to enhance coordination between the multitudes of EU bodies that are involved in MIS. Nevertheless, the EU has taken a number of steps to enhance MIS, including: Union Maritime Information and Exchange System (SafeSeaNet) Since 2002, the EU has maintained a data sharing platform for vessel traffic monitoring called Safe SeaNet (SSN). The monitoring and information system is hosted by EMSA and it brings together national authorities to share information on maritime safety, environmental protection and maritime traffic. Established under Directive 2002/59/EC and using established industry standards, SSN makes it easier for maritime actors such as masters, owners, agents, operators, etc. to exchange maritime information. Standardisation has played an important role in the establishment and functioning of SSN and there may be lessons-learned for recent initiatives such as CISE. Maritime operators need to provide information to SSN and this includes information such as the technical names for dangerous and polluting goods and ship identification information, all of which rely on international standards. The SSN system has developed valuable experience in awareness-raising for relevant standards (GMVIS Skysoft, 2014).

În şedinţa din 7 februarie 2019 Consiliul de administraţie al Băncii Naţionale a României a hotărât următoarele: Menţinerea ratei dobânzii de politică monetară la nivelul de 2,50 la sută pe an; Menţinerea ratei dobânzii pentru facilitatea de depozit la 1,50 la sută pe an şi a ratei dobânzii aferente facilității de creditare la 3,50 la sută pe an; Păstrarea nivelurilor actuale ale ratelor rezervelor minime obligatorii aplicabile pasivelor în lei şi în valută ale instituţiilor de credit. Rata anuală a inflației IPC a continuat să scadă în luna decembrie 2018 până la 3,27 la sută, de la 3,43 la sută în noiembrie, consolidându-se în interiorul intervalului de variație al țintei staționare. Astfel, BNR şi-a îndeplinit obiectivul de menţinere a stabilităţii preţurilor pe termen mediu, în condiţiile unei conduite atent calibrate a politicii monetare. Evoluția din decembrie a survenit în principal ca urmare a scăderii prețului combustibililor – pe fondul dinamicii cotației petrolului pe piețele internaționale –, compensată parțial de creșterile consemnate pe segmentul legumelor și fructelor și al produselor din tutun. La randul ei, rata anuală a inflaţiei CORE 2 ajustat (care elimină din calculul inflaţiei IPC prețurile administrate, volatile, ale produselor din tutun și ale băuturilor alcoolice) s-a redus ușor, ajungând la 2,5 la sută, de la 2,6 la sută în luna noiembrie. Rata medie anuală a inflației IPC în luna decembrie s-a menținut la nivelul lunii anterioare, de 4,6 la sută, în timp ce rata medie anuală calculată pe baza indicelui armonizat al preţurilor de consum a crescut ușor până la 4,1 la sută, de la 4,0 la sută în luna noiembrie. Datele revizuite privind creșterea economică în trimestrul III 2018 confirmă accelerarea dinamicii anuale a PIB real, la 4,4 la sută, de la 4,1 la sută în trimestrul anterior, exclusiv pe seama creșterii mult peste așteptări a producției agricole. Pe partea cererii, se observă contribuția majoritară la creșterea PIB a variației stocurilor, urmată de cea a consumului gospodăriilor populaţiei, cu sprijinul crescut al autoconsumului și al achizițiilor din piața țărănească, precum și aportul negativ al formării brute de capital fix. Exportul net și-a mărit contribuția negativă la dinamica PIB față de datele precedente, pe fondul încetinirii mai pronunțate a creșterii exporturilor de bunuri și servicii față de cea aferentă importurilor. Împreună cu deteriorarea balanței veniturilor primare și a celei a veniturilor secundare, aceasta a generat o adâncire substanțială a deficitului de cont curent în raport cu perioada similară a anului anterior. Cele mai recente evoluţii relevă o uşoară decelerare a ritmului anual al activităţii industriale în perioada octombrie-noiembrie 2018 comparativ cu trimestrul III, până la 3 la sută, în timp ce construcţiile şi-au atenuat contracţia, până la -3,9 la sută. În acelaşi timp, ultimul trimestru al anului a consemnat o revenire a ratei de creştere a achiziţiilor în comerțul cu amănuntul, care a ajuns la 5,9 la sută, nivel totuşi inferior celor care au caracterizat prima jumătate a anului. Totodată, balanţa comercială a înregistrat o deteriorare mai alertă, contribuind la adâncirea în continuare a deficitului de cont curent. Page 32 of 34
Cotațiile relevante ale pieței monetare interbancare și ecartul lor pozitiv faţă de rata dobânzii de politică monetară au reintrat pe o pantă ușor crescătoare la mijlocul lunii ianuarie 2019, iar cursul de schimb leu/euro a consemnat o creștere mai pronunțată în a două parte a lunii; pe ansamblul lunii leul s-a depreciat cu 1,1 la sută faţă de euro. Creditul acordat sectorului privat și-a accelerat creșterea anuală în luna decembrie 2018, la 7,9 la sută (cea mai mare creștere din mai 2012), de la 6,3 la sută în luna noiembrie. Creșterea a fost susținută în principal de componenta în lei, a cărei pondere în totalul creditului s-a mărit la 66 la sută, cel mai ridicat nivel din septembrie 1996. Raportat la activitatea economică, nivelul creditului continuă însă să fie scăzut. În ședința de astăzi, Consiliul de administrație al BNR a analizat și aprobat Raportul asupra inflației, ediția februarie 2019, document ce încorporează cele mai recente date și informații disponibile. Noul scenariu al prognozei reconfirmă perspectiva continuării scăderii ratei anuale a inflației pe parcursul următoarelor trei trimestre, la valori chiar ușor inferioare celor anticipate anterior, urmată de urcarea și menținerea acesteia ușor sub limita superioară a intervalului țintei, până la finele orizontului prognozei. Incertitudinile şi riscurile asociate perspectivei inflației sunt legate de noul set de măsuri fiscale și bugetare intrate în vigoare de la 1 ianuarie, precum și de nefinalizarea proiectului de buget, implicit de conduita viitoare a politicii fiscale și a celei de venituri. Importante sunt și incertitudinile legate de ritmul creșterii economiei zonei euro și a celei globale, de evoluția prețului petrolului pe piețele internaționale, de conduita politicilor monetare ale BCE şi ale băncilor centrale din regiune. În ședința de astăzi, pe baza evaluărilor și a datelor disponibile în acest moment, Consiliul de administrație al BNR a hotărât menţinerea ratei dobânzii de politică monetară la nivelul de 2,50 la sută pe an; totodată, a decis menţinerea la 1,50 la sută pe an a ratei dobânzii pentru facilitatea de depozit și la 3,50 la sută pe an a ratei dobânzii aferente facilității de creditare (Lombard). De asemenea, Consiliul de administrație al BNR a decis păstrarea nivelurilor actuale ale ratelor rezervelor minime obligatorii pentru pasivele în lei și în valută ale instituțiilor de credit. Deciziile Consiliului de administraţie al BNR au ca scop asigurarea și menținerea stabilității prețurilor pe termen mediu, într-o manieră care să contribuie la realizarea unei creşteri economice sustenabile şi în condiţiile păstrării stabilităţii financiare. Consiliul de administrație subliniază că mixul echilibrat de politici macroeconomice și implementarea de reforme structurale care să stimuleze potenţialul de creştere pe termen lung sunt esențiale pentru menținerea stabilității macroeconomice și întărirea capacității economiei românești de a face față unor eventuale evoluții adverse. Noul Raport trimestrial asupra inflaţiei va fi prezentat publicului într-o conferinţă de presă organizată în data de 11 februarie 2019, ora 11:00. Minuta deliberărilor privind adoptarea deciziei de politică monetară în cadrul ședinței de astăzi va fi publicată pe website-ul BNR în data de 14 februarie 2019, la ora 15:00. Următoarea şedinţă a CA al BNR dedicată politicii monetare va avea loc în data de 2 aprilie 2019.
