Quorum Court honors three for county service Eddie Ciganek, Lucas Childress, and Danny Tenison were honored at the regular meeting of the Prairie County Quorum Court at their last meeting of 2018 held on Tuesday, December 11 at the Courthouse Annex in Des Arc. Judge Skarda began the meeting by honoring the people that have served as Justices of the Peace or employees who will no longer be serving the county. Danny Tenison is retiring from the County Roads Department after thirty-five years, Eddie Ciganek will be leaving the Quorum Court after eight years, and Lucas Childress had served on the court 2 years. Each was given a plaque for his service. Justices present included Eddie Ciganek, Ronnie Eans, Gary King, Doyle Sullins, Dennis Tipton, Lucas Childress and Justice Bobby Willeford. Justices Mary Sue Roe and Lawrence Holloway. After the presentations, the state audit was discussed. The county has paid $400.00 for incorrectly coding some checks, causing the budget recap to be out of line with the
appropriation journal, according to Skarda. Skarda next gave the proposed 2019 budget committee report. The budget committee members are Judge Skarda, Justice Holloway, Justice Bobby Willeford and Justice of the Peace Elect Judy Hinson. The budget will include 3 additional mills which will raise $54,050 in revenues. The base pay beginning in 2019 will be $19,240 per year to meet the new minimum wage of $9.25 per hour. Christmas bonuses of $500.00 for full time, $200.00 for full time employees with less than 90 days service and $100.00 for part-time will be given out this year. The Sheriff’s Department salaries will be increased from $10.00 an hour to $12.60 per hour. This will make the yearly salary of deputies $26,208 per year. “We hope that this will help us keep people here,” Skarda said. “The Sheriff’s budget request is higher due to increases in salaries, fuel, oil, and vehicle expenses,” he said. The 2019 budget request of $2,942,073.86 will leave a surplus of
$112,376.14 that can be used for improvements if the 90 percentanticipated revenues of $3,054,450 is correct for the year. The county will remain in a hiring freeze for the time being. Two ordinances were passed to allow the county to purchase two Ford F150 trucks for the Sheriff’s Department. One of the vehicles had already been purchased in August. A resolution was also passed adopting the Prairie County Hazard Mitigation Plan. The plan allows the county to request disaster when it is needed. “All this does is give us the ability to apply for federal money,” Skarda told the court. The Federal Emergency Management Agency requires that governmental agencies have a plan in place to apply for federal funds, and that plan must be reviewed annually. Carroll Sisson addressed the court regarding the Nuisance Dog Ordinance that had previously been suspended. After some discussion, the court decided to table the ordinance indefinitely.

Jason Timothy Brekke Jason Timothy Brekke, age 42 of Albertville, MN, known to friends and comrades as “Brekke” found his place in heaven on December 31st, 2018 at 8:02 a m . Jason passed away unexpectedly in h i s home of a natur a l cause surrounded by his family. Jason attended school in Floodwood, MN and Hazen, AR. He was stand-out athlete with passion for football and baseball. A proud representative of the Floodwood “Polar Bears” and Hazen “Hornets.” Jason joined the United States Marine Corps on May 5th, 1995. SSGT Jason T. Brekke above all was a Patriot who loved his country more than life itself. As a standout Marine, SSGT Brekke spent 10 years as a Radio Operator and Drill Instructor for the 2nd Battalion, 4th Marines based in San Diego, CA. Jason traveled around the world as a Marine with his most treasured moment leaving a dog tag on Mt. Iwo Jima to honor his fallen brothers. SSGT Brekke was credited with shaping the lives and teaching survival to hundreds of young men. For the sake of his family, Jason transferred to the US Army as a Recruiting and Retention NCO in Cloquet, MN where he continued to shape the lives of hundreds more

In 2005, SFC Brekke voluntarily deployed to Baghdad, Iraq where he bravely served as part of Operation Iraqi Freedom. 1SG Brekke was a highly decorated Marine and Soldier who was inducted to the MN Recruiting Hall of Fame in 2018. 1SG Brekke retired after 20 years of devoted service to his nation. Jason is survived by his loving wife, Kayla Brekke; beautiful daughters, Kassidy and Dottie; mother, Vicki Bachmann and partner Jay Hinnenkamp; sister, Angie Brekke; brother, Jonathan Brekke; sister, Jami Walls (Marttila); grandfather, Robert Juola; friend/Co-Parent Jessica Nelson; Jessica’s son, Shane; best friend and brother in arms, “Uncle” Joe Seppa; and countless friends and relatives. Glen Edward Corpier Glen Edward Corpier age 50, of De Valls B l u f f , passed a w a y Monday, December 31, 2018. He was born January 20, 1968 at Stuttgart Memorial Hospital to James and Janice Corpier. Glen was employed at Riceland Foods in Stuttgart. He was a lifelong resident of De Valls Bluff, who loved to hunt and fish. Glen graduated from De Valls Bluff High School in 1986 and then joined the Arkansas National Guard. He was a member of Bethlehem Missionary Baptist church of De Valls Bluff. Glen is survived by his wife, Samantha Corpier and two stepsons, Drake West and Dru Alberson of De Valls Bluff; his son, Blake May of De Valls Bluff; mother, Janice Corpier of De Valls Bluff; sister, Maryann (Travis) Hackelton of Roe and many uncles, aunts, cousins, and friends. Joyce Ann Floyd Joyce Ann Floyd, 79, of Stuttgart, passed away peacefully, December 31, 2018 at Greenbrier, Arkansas. She was born October 7, 1939 in Hazen, Arkansas t h e daughter of Ray a n d Florence Holmes Dawson. Joyce was a loving wife, amazing mother, and wonderful grandmother, as well as a lifelong seamstress. She was preceded in death by her parents, her husband, Kenneth L. Floyd, two brothers, Charles and Raymond Dawson; two sisters, Modean Kee and Marcelle Raper, and a great-grandddaughter, Grace Mannis. She is survived by two children, Cindy Doss (Rock) of Conway and Dickie Floyd (Donna) of Stuttgart; grandchildren, Adam, Kenny, Jonathan, Tiffany, Camilla and Mkayla; great-grandchildren, Mikah, Dawson, Stormi, Jacob, Noah, Samuel, and Kaylee, as well as one sister, Margie Vail of Stuttgart and a host of relatives andfriends. Wadena Sue Wallace Ramsey Wadena Sue Wallace Ramsey, age 80, of N o r t h Little R o c k , Arkansas, d i e d December 3 1 s t , 2 0 1 8 . She was b o r n January 3, 1938, in DesArc, Arkansas to the late Hubert Earl Wallace and Laney Neoma Duncan Wallace. She
was united in marriage to Johnny Calvin Ramsey on June 16, 1956 at Morris Chapel Baptist Church in Des Arc. Mrs. Ramsey lived her Christian faith through her life and was an active lifelong member of Faith Missionary Baptist Church in North Little Rock. She loved to read, sew, and spend time with family and friends. She was involved in many church activities such as Tuesday night dominoes, Ladies auxiliary and working in the nursery. She also worked at Mother’s Day Out at Levy Baptist Church. Her love of cooking was not limited to just family, she cooked Wednesday night dinners at Faith Baptist Church for more than 25 years, contributed to church cookbooks, and organized pot-luck suppers. She is proceeded in death by her parents, her husband, sister Pearl Geraldean Wallace Humphries and brotherin-law Adrian Layne Humphries, brother Troy Allen “TA” Wallace, brothers-in-law Thomas Ramsey, J.H. Ramsey, Jimmy Dale Ramsey, William “Bill” Ramsey, Fred L. Ramsey and Danny Ramsey, and sisters-in-law, Jefferene Hoofman, Bobbie Moncrief and Patsy Martin. According to Chris Weems, the "House was full and the food and performance were good." Those making the trip were Sue Clayton, Roxanne Bradow, Carolyn Marek, Linda Price, Debbie Carpenter, Susan Winkler, Chris, and Dee Black and her guests,
daughter, Jennie Simmons, and sister-inlaw, Thea Mathis of Hot Springs. Debbie presented each one with a jar of her Prairie County Honey that she produces and processes. Dee said, "It turned out to be a nasty, rainy night, but that didn't affect performance we saw or the fellowship we shared." Quilt Society holds annual party by Martha Heien The Grand Prairie Quilt Society met for their Christmas Party on December 12, 2018 at the First Christian Church fellowship hall with 8 members present and one guest. Glenda opened the meeting with the thought for the day, "How do you know a quilter really loves you? She uses her good fabric to make you a quilt." The October minutes were read as the November meeting was cancelled due to the snow on November 14. BUT Marsha and Lou Anna had a nice visit at the library on that day anyway and talked about many things. Happy December Birthday greetings were extended to Shelley, Terry, Toni, and Lou Anna. Also, a November Birthday greeting was given to Maeola. Glenda proposed that we make lap robes for Crestpark--DeWitt for 2019 and bring them to the February meeting. Also, since the January meeting will be a Sit 'n Sew, we can also work on lap robes then. The FFA sponsor is Agri teacher, Colleen Burrus. Concern was expressed surrounding the closing of the agri shop in DeValls Bluff. Board member Mason Sickel said a building in Hazen to house the agri program had been found, but Crowder told him, “If the students are in there, it must meet code.” In other business, the board approved a resolution adopting the Prairie County Hazard Mitigation Plan for the school district. The board also approved the superintendent’s recommendation to pay stipends of $35.00 per game for football playoff workers Casey Buchanan, Ann Burroughs, Kristie D’Angelo, and Tamara Griffith. Stipents were also approved for the district nurse, Kim Anderson, of $1000 for the first semester, and for Donna Alexander, the basketball bookkeeper, of $35.00 per night. The salaries of some classified employees of the district were raised to meet the State of Arkansas Minimum Wage Law requirement that becomes effective on January 1, 2019. The contract addendum amounts range from $288.20 to $575.64. Janice Davis was hired to work in the cafeteria beginning on January 3, 2019, and Sarah Harper

Clint Honnoll was reassigned from his position as high school special education teacher to the position of K-12 self-contained teacher. The board voted to hire Lauren King to take Honnoll’s place as one of high school special education teachers. She will be focusing on student math skills. Presently,
King is not certified in Special Education, but she will be pursuing a Master’s Degree in Special Education. The district will pay for her additional education according to a policy that they passed last September, which requires that teachers who have their college degrees paid for by the district must remain at the district for at least five years upon completion.

Soybean yield contest winners announced Little Rock, AR (December 17, 2018) The Arkansas Soybean Promotion Board and the Arkansas Soybean Association are pleased to announce that David Strohl, Taylor Burdett, and Drew Counce are the Central and Grand Prairie winners of the 2018 Grow for the Green Soybean Yield Contest.
(See chart below.) The contest divided state soybean producers into 8 groups, 7 geographic regions and 1 all state conventional (non-GMO) category. Cash prizes will be awarded to the top 3 in each division achieving a minimum of 60 Bu/A at the Annual Meeting of the Arkansas Soybean Association on
January 16, 2019. The meeting will be held at the Grand Prairie Center in Stuttgart. The organizations sponsoring the contest commended all of the 144 soybean producers who entered the 2018 Grow for the Green Soybean Yield Contest. One of these producers reached and exceeded the 100
bushel/acre milestone in 2018. The Race for 100 yield contest began in 2007 and in 2013, three producers reached the goal. In 2018, William Palsa from Tillar achieved this goal with Local Seed LS4565 and a yield of 107.394 bu/a. Palsa is the 18th producer to achieve 100 bu/a since 2013.

bean during the 2019 growing season. The Plant Board moved forward with rule making by approving a draft regulation that would restrict applications of dicamba from May 21 to October 31. The proposed rule includes a one-mile buffer zone around research stations, organic crops, specialty crops, non-tolerant dicamba crops and other sensitive crops for applications taking place from April 16 to May 20. Also approved by the Plant Board was a restriction on mixing glyphosate with dicamba applications from April 16 to May 20. The proposed rule now goes to Governor Hutchinson for review. If approved by the Governor, a 30-day public comment period will take place prior to the Plant Board’s final vote to approve this revised regulation. The Arkansas Agriculture Department is dedicated to the development and implementation of policies and programs for Arkansas agriculture and forestry to keep its farmers and ranchers competitive in national and international markets while ensuring safe food, fiber, and forest products for the citizens of the state and nation.

AG county mobile office schedules for January LITTLE ROCK – Arkansas Attorney General Leslie Rutledge today announced mobile office locations for January 2019. Attorney General Rutledge created this initiative during her first year in office to increase office accessibility for all Arkansans, particularly to those who live outside the capital city. Office hours were held in all 75 counties each year during her first term, assisting 3,300 Arkansans. Rutledge believes faceto-face conversations are the best way to truly hear from Arkansans. The Attorney General Mobile Offices assist constituents with consumer related issues by filing consumer complaints against scam artists as well as answering questions about the office and the other services it offers to constituents. Rutledge continues her partnerships with the Cooperative Extension Service and local law enforcement across Arkansas. Law enforcement officials will be on hand to collect unused
and expired prescription medications to ensure they are secured and properly disposed. Arkansans are encouraged to bring their old, unused or expired prescription medications to an upcoming mobile office. During Rutledge’s first term, over 618 pounds of medications were collected at her mobile offices. DA Council says goodbye to members At the December 18th meeting of the Des Arc City Council, three outgoing members were recognized by Mayor Jim Garth. Janice Huffstickler has served a total of 20 years, Steve Bryan 16 years and Jodie Mayher 2 years. All three council members offered their appreciation to the council and stated how honored they had been to serve the city of Des Arc. Present at the meeting
were Mayor Jim Garth, Treasurer/Recorder Chrisana Knupp and council members Jodie Mayher, Welton Robinson, Steve Bryan, Ray McVay, Janice Huffstickler and Anna Beth Fisher. Mayor Garth reported that the pump station on 8th street had been completed. He also reported that the financial audit had been completed with no errors and that the new
ambulance would be totally paid for by the end of the year. An ordinance was passed to amend the 2018 budget. Animal control officer Dewayne Mayher reported 2 dogs picked up, 1 citation issued and 1 dog reclaimed by owner. Mayer also offered his resignation as Animal Control Officer effective December 31st. Mayor Garth has appointed
Andy Holland to begin in the position effective January 1st. The Police Department issued 9 traffic citations, 9 Misdemeanors and 4 Felonies as reported by Officer Mayher. Mayer also stated that the department will be upgrading their body cameras in order to be in compliance. The cost will be $5898 which will come from the criminal justice funds.
