Arkansas State Police Saturday, Jan. 25, 2020 Human remains that may be the body of a Cross County woman were recovered on January 25 from a crude grave site about nine miles north of Hazen in Prairie County. Forensics experts at the Arkansas State Crime Laboratory have positively identified the body as that of Christy Rooks as of Monday afternoon. The remains and other evidence were seized by Special Agents of the

Arkansas State Police Criminal Investigation Division and Federal Bureau of Investigation Evidence Response Team. State Troopers of the

Highway Patrol Division, CID Special Agents and FBI Special Agents began investigating at the site on Friday, January 24. Information tied to the disappearance of Christy Rooks, 42, of Wynne (Cross County) led law enforcement officers to farm property and a residence between Des Arc and Hazen where the investigation and evidence recovery began. Rooks’ car, a Nissan Altima, was located by Highway Patrol troopers yesterday in Cabot. Earl Parks, 47, of

Hazen, who was questioned by the state police in connection to Rooks’ disappearance, was taken into custody and charged with being a felon in pos-

session of a firearm. The investigation is continuing. During the course of the Arkansas State Police investigation over the past two days, state troopers and special agents were assisted by the law enforcement officers of the Prairie County Sheriff’s Department, Cross County Sheriff’s Department, Hazen Police Department, Wynne Police Department, and the Arkansas Game & Fish Commission Enforcement Division.

Des Arc Council hears report on wastewater system At the January 21st council meeting, Sue Ann Calhoun gave the annual report of the wastewater system. Lift Station #1 was replaced in October. Station #4 was replaced in 2018. Both have bypass valves in case of lift station breakdown. Stations 2, 3, 5 and 6 need to be completely replaced and have bypass valves. Nothing on these stations is repairable. Station 2 is 33 years old, Stations 3, 5 and 6 are 41 years old. Station 7 is 16 years old and only needs a check valve replaced. At the wastewater lagoons the erosion problems on the ponds is worse now than when the Arkansas Department of Environmental Quality wrote us up. Two areas are close to completely washing through and if they do wash out, we could receive daily fines from the ADEQ until repaired. The chlorination system needs a scale ton record the amounts of chlorine used. After hearing Calhoun’s report, Mayor Garth asked why the engineer that was hired to work on the erosion problem has not done anything. He said he had made numerous attempts to contact him to no avail. Calhoun said she had finally reached him and he said he had sent the mayor a

letter of resignation in 2018. Mayor Garth said he had never received it but that would explain things. Garth said he would get started on the process of finding a new engineer so the erosion problem could be taken care of. Housing Authority Director Mandy Barnes requested by letter that Deon Williams be appointed to replace Joe Bob Robinson on the board. A motion was approved to do so. Carlisle School Board hears of new security measures by Debbye Harrison The installation of a new security system was reported to the Carlisle School Board at its regular meeting held on January 13. All members were present. New safety features have been placed on the entry doors at the

Carlisle high school and elementary buildings. Letters have been sent home to elementary parents explaining the new entry procedure. A button has been placed on the outside of the building. Before entering, the button must be pushed, and someone in the office will answer.

Standards Based Report Cards are being considered by the teachers in grades K – 8 as a way to report more specifically

on a student’s progress. This type of evaluation is being compared to the traditional A, B, C report card. At the end of the year, the faculty will make a recommendation to the Board. Any change in report cards has to be met with Board approval. Principal Green announced that all high school classrooms now have Chromebooks, and he expressed his gratitude to the Board. This allows each student to have all the advantages of classroom technology

every period, he said. Each board member received a Certificate of Appreciation from the Arkansas School Board Association in recognition of School Board Appreciation Month. Insulated cups were presented as gifts by the FCCLA members along with special treats of banners and posters from students and faculty showing their appreciation. The board members dined on chili and chips and a special cake with words of appreciation.

GFWC Elsie McCain Grand Prairie DAR presents Citizen Awards postpones meeting The Grand Prairie Chapter DAR is pleased to announce the recipients of the DAR Good Citizen Award. They are Zoe Armstrong of Stuttgart High School, Randi Harpole of Clarendon High School, and Emily Wrigley of Des Arc High School. Winners, family members, and high school

counselors were invited to attend the January meeting of the Grand Prairie Chapter DAR. After reading their assigned essay each received a certificate, a Good Citizen pin, and a monetary gift. The DAR Good Citizen program recognizes outstanding young people who exhibit the qualities of good citizenship in

their homes, schools, and communities. The Good Citizens program and Scholarship Contest is intended to encourage and reward the qualities of good citizenship. The program is open to all high school seniors enrolled in public or private schools accredited by their state board of education. United States citi-

Annual private applicator certification training begins in February By Brent Griffin

The Prairie County Cooperative Extension Service will be holding its annual Private Applicator Training (PAT) in order for you to be certified or re-certified for your restricted use pesticide (RUP) license. This is the license that you must possess in order to purchase restricted use pesticides such as Atrazine. 2-4D etc. This license is required by the Arkansas State Plant Board and is for private use only, not for commercial applications. You should have received (or will receive)

notification from the Arkansas State Plant Board approximately one month prior to your old license expiring. You must send payment for your license to the Arkansas State Plant Board along with the application form after you have attended the PAT training. This year anyone can apply for a five year RUP license. However, you still have the option of paying only one year at a time for the license. The applicator training itself is a totally separate expense from the license and will cost $20.00. This is to reimburse Extension’s cost of educational materials, etc. This payment goes directly to Extension. You can make payment by check or cash. Make checks

payable to Prairie County Extension Service. Be sure to bring your payment with you to the PAT meeting and we will collect it there. Again, this only covers your PAT training expense for Extension, not your RUP license fee to the State Plant Board. The date and location for the PAT training in Prairie County is as follows: Thursday, February 6, 2020 at the Prairie County Fairgrounds near Hazen registration begins at 8:30 AM Thursday, March 5, 2020 at the Prairie County Fairgrounds near Hazen - registration begins at 8:30 AM Note: You must be on time and be there for the whole training in order to be certified.

This will be the only classes for Prairie County this year so try to make arrangements to attend. If you are unable to attend, you may attend training in any county of Arkansas. Feel free to contact us for a listing of other county meetings. If you do not attend training, you will have to make arrangements with the State Plant Board to meet with them and take an exam to obtain your license. There are no exams with the pesticide applicator trainings, but you must be present at the training. by Chris Weems Due to illness and the inclement-weather the GFWC Elsie McCain Club postponed its regular meeting Thursday night, January 23. The president, Chris Weems said the time gave her a chance to begin typing the annual reports. The president has received a letter from Conne Cloinger, State GFWC president- elect asking local presidents to see who will volunteer for state chairmanships for the coming year. Weems has prepared a list of the possibilities the members may choose between. It will be available at the

next meeting. The president also has the list of items usually sent in the Operation Smile collection from the Club. Operation Smile clinics are held in the spring and early summer in areas where cleft lips and pallets are more prevalent. The joint meeting with the Ruth Barrett Fox Club and the Exchange students is planned for Thursday night, February 6, at the Swilley Lodge in the backyard of Chris Weems' home. The next meeting will be Thursday night, January 30, at Murry's Restaurant with Meg Miller giving the lesson.

PCCUA announces Chancellor’s and Dean’s lists for Fall 2019

One Dime at a Time... Arkansas Extension Homemakers Club's statewide community service project for the year is to donate to the food banks. Their theme is One Million Meals a Dime at a Time. Greenwood and DeVore on Arkansas Tech’s Dean’s List Sarabeth Dian DeVore and Bailey Nell Greenwood (4.0) of Des Arc were named to the Arkansas Tech University Dean’s List for undergraduate students on its Russellville campus

for the fall 2019 semester. A student must achieve a 3.5 grade point average or higher and complete at least 12 hours of collegelevel coursework to be named to the Dean’s List. A total of 1,971

LITTLE ROCK – Thanks to legislation enacted in 1993, Arkansas continues to experience a competitive market for workers’ compensation insurance. The state Insurance Department performs an annual study of the market and reports to the Senate Committee on Insurance and Commerce. According to the latest study, “Arkansas’s voluntary workers’ compensation market would have disappeared and many employers would have found themselves unable to afford workers’ compensation coverage, facing the choice of

expanded to investigate all forms of insurance fraud, and it was renamed the Criminal Investigation Division of the Insurance Department. Since 1993, when the investigation division was created, it has referred 166 cases to local prosecutors. Those referrals resulted in 123 convictions and three acquittals. The remaining cases were not acted on by prosecuting attorneys. Arkansas companies can get workers’ comp from two categories. The most affordable plans are in the voluntary market. The other plan is an assigned risk pool for companies that do not generally qualify for the more affordable coverage available on the voluntary market.

Hornets lose to the Carlisle Bison and Lady Bison teams by Mark Buffalo For the first time in 22 games, the Carlisle Bison are winners. The Bison rallied from a 14-point third-quarter deficit to beat the Hazen Hornets 61-56 on Friday night at Hornet Arena. Hazen previously beat Carlisle in December for its only win of the season. Carlisle’s last victory was a 63-58 win over Hazen on Jan. 18, 2019. “They faced some adversity, and they found a way to win,” Carlisle coach Jonathan Buffalo said. “This was big for us. We’ve been struggling all

year, and to find a way to win a basketball game was big for us. “Everybody who I played contributed to the win. They did a lot of good things. When you beat a rival, it’s always a good win.” Carlisle trailed 40-26 after a basket by Malik Larkin with 4:11 left in the third quarter. The Bison then went on a 120 run to pull within two at 40-38 with 58.4 seconds left in the third. Garrett Measles scored the first six points. same play, Hazen’s Austin Duck was called for a technical foul. Carlisle’s Ben Orton hit both free throws. About a minute later, Carlisle’s Noah Seidenschwarz converted a three-point play. Hazen’s Eric Cohen scored on a putback to make the score 42-38 heading into the fourth quarter. Hazen led 53-48 following a basket by Duck with 2:34 left in the game. Carlisle tied it at 53-53 following a basket by Creed Carter and three free throws by Will Carter. Hazen had a chance to pull away as tempers flared. Carlisle’s Will Carter and Kamryn Taylor were each hit with technical fouls but the Hornets hit only 2 of 7 free throw attempts in an 8-second span to take a 55-53 lead. Carlisle took a 56-55 lead on a three-pointer by Measles with 45 seconds left. Hazen tied it at 5656 on a free throw by Cohen with 30.1 seconds left. Carlisle took its first lead of the game on a three-point play by Creed Carter with 19.3 seconds left. He then hit two free throws with 5.7 seconds left to ice the game. Hazen coach B.J. Harrison said it was a good game. “It was a fun game,” he said. “It was the best atmosphere that we’ve been a part of all year long even though we came up on the down side of it.”

Scoots Sugar Shack opens their doors in Hazen January 17 Hazen has a new business in town. Scoots Sugar Shack began serving up breakfast and lunch last week. The restaurant features all kinds of things for those with a sweet tooth, including doughnuts, cookies, and pies. Scoots is located on North Livermore St. across from Westbrook Funeral Home. It is open from 6:00 a.m. until 2:00 p.m. Tuesday through Saturday.

Hazen Junior High Quizbowl Team places first in their regional tourney, advance to state... The Hazen Junior High Quiz Bowl Team competed in the Junior High Regional Quiz Bowl Tournament held in Bigelow. The team placed first out of 6 teams, and will compete in the State Quiz Bowl Tournament on February 8th. Brandon Addison (pictured right) was named the Most Valuable Player for the tournament for answering an average of 12 questions per game.
