Prairie County Democrats meet together to hear local candidates speak at Murry’s by Harvey Joe Sanner The Prairie County Democratic Committee and friends met at Murry's Restaurant in Hazen Thursday, October 18, 2018 at 6:00 PM. Over 50 people attended the event. All six elected Prairie County officials addressed the crowd and thanked them for their past support. County Judge Mike Skarda gave a talk about the importance of voting and how he looked forward to serving a 4-year term as County Judge. Candidates for the position of Justice of the Peace who spoke included Ronnie Eans, Justice of the Peace (J.P.) from District 1, who has opposition on the November 6, 2018 General Election Ballot; Lawrence Holloway, J.P. from District 2 who is unopposed; J.P. candidate Judy Hinson from District 3

for any votes they might receive. Prairie County Sheriff Rick Hickman is the only county wide official facing opposition on the ballot. Sheriff Hickman reviewed his record of accomplishments since taking office, and explained that the work done by others in Prairie County government before he was elected in 2016 had brought improvements that are resulting in better law enforcement. Hickman gave credit to the taxpayers of Prairie County for taxing themselves to build a new jail, and he spent months after becoming sheriff earning a contract with the Federal Bureau of Prisons that allows Prairie County to house federal prisoners. deputies working around the clock in vehicles equipped with GPS equipment so their location is known, allowing response time to an emergency to be reduced. Spokespersons for the Democratic candidate for Governor Jared Henderson, Democratic candidate for Secretary of State Susan Inman, Democratic candidate for Attorney General Mike Lee, and Democratic candidate for State Land Commissioner were on hand with yard signs and campaign literature. All those present were encouraged to vote for these candidates and to encourage their friends and neighbors to do like wise. After the speeches, the attendents enjoyed visiting together and were treated to fish dinners prepared by the Youngs.

Uncontested races absent from this year’s ballot Beginning this year, the names of the people who are running for office UNOPPOSED will not appear on the ballot. This is because the election law was recently amended by the Arkansas General Assembly. The law states, “all offices shall be declared and certified elected without the necessity of including those names on the general election ballot” (emphasis added). qualify for the contract was amazing, but the effort is paying off. The program is generating a substantial amount of income to help maintain and operate the jail. Sheriff Hickman thinks he will be able to turn the surplus from the federal funds over to the county in the future. He stressed that this federal contract would never interfere with the jail's first responsibility which is serving the needs of the county and the municipal police departments. The number of arrests, and in particular drug arrests, has risen, according to Hickman, and his department has recovered a lot of stolen property since he took office. The Sheriff said that thanks to the support of the County Judge and the Quorum Court, he has been able to have

Des Arc citizens address Council with concerns about rezoning Farris Albert Hogue Farris Albert Hogue, Jr., 94, of Bryant, Arkansas passed away on Tuesday, October 16, 2018. He was born in Newport, Arkansas o n November 6, 1923. He worked in his father's sawmill in McGehee, Arkansas where he also played on the McGehee Owls football team and met his future wife, Rose Marie Byrd. Hogue served in the US Navy from January 1943 to January 1946, attaining the rank of Radioman Third Class. He was a “Tin Can Sailor," proudly serving on the USS Conyngham, DD 371 for close to two years. While aboard, he was part of a gun crew loading a 5" gun in action throughout the South Pacific campaign, and earned nine major battle stars. He reunited nearly fifty years later with several of his closest shipmates and their families. After the war, he attended Southern Methodist University on the GI Bill and graduated with a Bachelor of Business Administration majoring in Insurance Administration. He and Rose Marie eventually settled in Hazen, Arkansas in 1960, when he was offered a job by Farm Bureau as an insurance agent in Prairie County. He was Agency Manager there until his retirement in

1990. Together, he and his wife raised three sons. Hogue is survived by his wife, Rose Marie, his sons Farris III, Michael, and Paul; two daughters-inlaw, Jelyn and Pam; three grandchildren, April, Dylan (Amber), and Jake (Brooke); two great-grandsons, Brannon (Makayla) and Nicholas, and many friends from his Benton coffee group. Loretta G. Inman Loretta G. Inman, 87 of Carlisle, passed away October 20, 2018 at Springhill Baptist Medical Center. Loretta grew up in Detroit, Michigan where she was the state champion speed roller skater. She moved to Waldo, Arkansas when she was 16 and graduated from Waldo High School. After graduation, she attended college at Henderson State Teacher’s College (now,Henderson State University) in Arkadelphia where she met her husband, Dr. Robert L. Inman. While at Henderson State, she was an ROTC sponsor and a runner-up in the Miss Arkansas Pageant. Loretta was a retired school teacher and her husband’s “right hand” at the family Inman Dental Clinic. Loretta was preceded in death by her husband, Dr. Robert Inman. She is survived by her three sons, Robert Inman, Jr., Dr. Tommy Inman and wife, Cindy, and Dr. David Inman and wife, Ashley all of Carlisle; her daughter, Kathy McLaughlin and husband, Bob of Plano, Texas; four grandchildren, Julie (Stephen) Young, Jana (George) Cress, Tommy Inman, Jr. and Bobby McLaughlin and two great-grandchildren, Caden and Corbin Young. There was a graveside service at 10:00 A.M.,

Tuesday, October 23, 2018 at the Carlisle Cemetery. The family would like to extend a special thanks to the staff at Springhill Baptist for the wonderful care given to their mother.

Shirley Delores Penn Shirley Delores Penn, 68 of San Antonio, Texas departed this life October 20. At the city council meeting on October 16th, several citizens voiced their opposition to an ordinance passed at the September meeting. The ordinance rezoned property owned by Cyle Harris from residential to commercial for the purpose of opening a craft distillery. Eddie Addison.stated that he attended the September meeting and was shocked when this ordinance was introduced and passed. He said he couldn’t believe that an ordinance involving the manufacture and sale of alcohol could be passed by the council when the citizens did not know anything about it. Addison read statistics showing that alcohol accounts for 10% of fatal accidents and 92% of domestic violence incidents stem from alcohol use. Addison said “I am also concerned about the reputation of Des Arc. We are considered a church town and I don’t believe this decision is representative of the majority of our citizens. I have sent a letter to the Alcohol Beverage Control asking them not to approve the alcohol license for this business without public input.” He thanked the Mayor and council for allowing him to speak and asked if they had any questions for him. Alderman Steve Bryan asked Addison if he had opposed the other businesses who already sale alcohol. Addison said yes he had and asked if the ordinance could be rescinded. Alderman Anna Beth Fisher stated that even if the ordinance was rescinded Harris could buy a property already zoned for commercial use. and it’s ultimately up to the ABC if the business gets an alcohol license. several other citizens voiced similar concerns as Addison and said they wished they had known about the ordinance before it was introduced so they could have spoken before it was passed. Mayor Garth said “It was posted around town and it was in the Grand Prairie Herald report from the August meeting when the motion failed and the September meeting when it passed.” He continued to say “Since the ordinance has already been passed, a motion would have to be approved to rescind the ordinance and a new ordinance introduced at the November meeting.” Alderman Janice Huffstickler made a motion to rescind the ordinance and introduce a new ordinance in November. Mayor Garth asked for a second on the motion three times with no response so the motion failed. Eddie Addison said “we will just have to deal with the issue through theABC now.” Alderman Steve Bryan suggested that people attend the monthly council meetings if they want

to stay informed of the city’s issues. Attending the meeting were Mayor Jim Garth, Treasurer/Recorder Chrisana Knupp and Aldermen Jodie Mayher, Steve Bryan, Welton Robinson, Ray McVay, Janice Huffstickler and Anna Beth Fisher. Police Chief Rick Parson reported 10 traffic tickets issued, 5 misdemeanor charges filed and 8 felony charges filed. Animal Control Officer Dewayne Mayher reported 4 dogs picked up with 1 rescued. Mayor Garth reported that a new parking lot will be built at the boat ramp and work is in progress on the 8th Street lift station and should be completed by October . He also reported that he had met with the gas system engineer about the gas lines. One line needs to be cut then fused back together and as soon as the rain stops it will be done. He also stated that due to all the repairs and reports employee Andy Hall has been working on he will now be a full time employee with the city gas department. Also concerning the gas department it was found that the gas main on Roy Newton Road is now illegal and has to be replaced and he will make a recommendation

in November. A complaint filed about the area where citizens are allowed to burn leaves and brush resulted in the area being shut down by the Arkansas Department of Environmental Quality. Mayor Garth said he is in contact with the ADEQ about getting a permit. Harvey Joe Sanner addressed the council to let people know that Arkansas DemocratGazette columnist Rex Nelson had toured the town and several businesses today to possibly write a followup to a column he had written about Des Arc in August. Sanner said that Nelson was very impressed with the growth in Des Arc. He also reminded everyone that

Carlisle High School hosts 2-d day event for Alumni

By Chris Weems It was a rainy two days, but many of the Carlisle High School Alumni, such as Bernice Calvert Mashburn of Stuttgart, and Chris Weems of

Hazen, stayed with it through the fish supper Saturday night. A count of those in attendance was not available, but according to the Alumni President, Mike Calvert,

the crowd was down because of the forecast of the weather. The Alumni part of the two-day ebent, started with the parade which had several of the Decade

Classes taking part. Unfortunately, according to Chris Weems; the oldest calss recognized, the class of 1948, was not represented in the parade, due to lack of a trailer and driver. Saturday, as has been the annual event, the Altruistic Club of Carlisle, had their Cake Walk. Hazel Swilley, a long-time member of the club, said thye had about as much participation as in other years, in spite of the threat of rain. Venders were set up in the park as usual, and many of the vistors had lunch before the rain sprinkles drove them into the Old Gym where the program was presented. Beth Hunt and her side kick were emcees for the program that featured several talent numbers. THe final forte and one of

the Rouse Sisters were crowd pleasers, according to Bernice Mashburn. Many of the vistors left the visit to the Museum until just before the Fish Supper, catered by King Kat. In the Museum, besides seeing the Pioneer Families and other historical items of the area, the Decade Classes had displays. Each tried to show as many outstanding facts as they could of their class on their journey through the Carlisle

Schools. As it turned out, according to Chris Weems, the Fish supper drew a big crowd in spite of the weather. And as usual, she said the fish was good, the building temperature was pleasant, and the visiting was enjoyable. “Our class was celebrating our 70th anniversary, in the next decade, come see us celebrate our 80th anniversary. We’ll hope for pretty weather so we can be in the Parade, “she said.

Hazen HIPPY students meet Smokey the Bear in October The Hazen HIPPY (Home Instruction for Parents of Preschool Youngsters) had their October group meeting at the Hazen Community Center on Monday, October 8, 2018 at 3:30. Jennie Gates and Linda

Strohl welcomed the families to the group meeting. Jennie read a story to the children and then the Hazen Fire Department and the Forestry Service talked about fire safety. Smokey the Bear made an appear-

ance too. The children were allowed to explore the fire truck and play in the fire house. We are so thankful they took time out of their busy day to share with our children. The HIPPY children who attended were: Christina Duncan, Aniyah Leonard, Gabriel Brown, Isaac Hall, Wesley King, Duke Hollingshead, Gannon Murphy, Bryson Bunnell, James Alan Baxter, Austin Carpenter, Gabriel Lee and Maureen Lee. The next HIPPY group meeting will be November 12, 2018 at 3:30. The HIPPY staff would like to thank the City of Hazen for the use of the Hazen Community Center.

Letter to the editor The Des Arc Industrial Corporation wants to say Thank You to the Des Arc Chamber of Commerce for conducting a Ribbon Cutting Ceremony that officially welcomed CHEETERZ FIREARM ACCESSORIES, INC., to Prairie County. The event was held on Wednesday, October 17, 2018 in their headquarters at 707 Highway 11 North, Des Arc, AR. They are occupying what was the American Agriculture Movement of Arkansas Inc. building. Richard and wife Amy Roe own Cheeterz and they located their business in Prairie County after contacting the Des Arc Industrial Development Corporation

many months ago. Richard was an engineer with the ConocoPhillips energy company and served them in many foreign lands. He is a graduate of Des Arc High School; in fact he was the Valedictorian of his graduating class. He is the son of the late Jon Roe and Margie Roe Gipson who is now married to John Hugh Gipson, all are Prairie County natives who graduated from Des Arc High School. We, Des Arc and Prairie County, are so very fortunate that Richard and Amy made the choice to "come home" after years away from home and to be in a position to create jobs for our

workforce. The DAIDC has found them to be great prospects and the potential is yet unknown but we do believe that if anyone can be successful, it will be the Roes and the team they have assembled. That team includes a valued partner named Richard Wessler, a long time friend of the Roe family. The product they are taking to market is patented and Richard Roe has developed other products with patents pending. The DAIDC is well aware of the fact that industrial prospects coming to rural communities is a rare thing these days and the fact that two industries, we've assisted in locating here are owned by former residents has a great deal to do with them being here. However, we should not overlook the fact that any prospect must have someone to contact in the local area and that is why having contact points like the DAIDC and Moving Prairie County Forward in place is vital. Whatever the reason, we are eternally grateful that Richard Roe of Cheeterz and Paul Guess of Lux Fragrances and "Deck the Hall Y'all" fame placed calls to us and thanks to the city fathers and mothers of Des Arc for creating and funding the DAIDC and thanks to all Prairie County residents who supported the idea that spawned Moving Prairie County Forward. Those long dry periods of no jobs being created were stressful but it's very rewarding to see positive results that are now quenching the thirst from the drought. Hazen Hornets defeat Earle and claim conference title by Atticus Davis The Hornets brought the vibe of the opposing team’s senior night down by claiming yet another victory, and making our very own Hazen Hornets the 2018 Conference Champions! Off to a bad start, Junior Minor (44) was immediately tackled after catching the kickoff at the first of the game. But the next play, Ay’jon Green (21) broke free of the line for a 33-yard run putting them on Earle’s 33-yard line. Sadly, his run did not lead to a touchdown when a 4th down turned the ball over to the Bulldogs. Seeing that Earle did have a decent defense, the crowd was rescued from their disappointment when Ay’jon once again stole the show by recovering a fumble which was dropped on Earl’s first play of their drive.

The next play was an unsuccessful attempt at an outside handoff which left Hazen at 2nd down and 9 yards to go with 7:21 left in the first quarter. When the next play didn't get the ball far enough and put us at 3rd down, Hazen decided to put their practice to use when they tricked Earl into jumping early by saying “Hut!” without snapping the ball. This gave Hazen an easy five yards and a first down. The next 3 plays got us far, but not far enough. The Hornets were going for it with 4th and goal when Terrell Penn drove the ball into the endzone for the 1st touchdown of the game. No extra point was scored and neither were any points for the rest of the 1st quarter which ended with Hazen up 6-0. It didn’t even take a minute for Terrell to put

us even further ahead when he scored yet another touchdown with 11:16 left in the 2nd. After this touchdown which was followed by an unsuccessful attempt at an extra point, the rain began to fall harder making it hard for either team to do anything with the ball causing turnover after turnover, the score bored calmly standing by with 12-0 in Hazen’s favor. Finally, Earl was able to score a touchdown in the 2nd quarter but no extra point declining the Hornet’s lead to 12-6. The crowd began to panic once more in the 3rd quarter when Earle

tied the game with a touchdown putting the score at 12-12. But Hazen stopped playing around and eased the fans’ tension by increasing their lead to 34-12 throughout the next 2 quarters. With

a potential injury occurring almost every 5 minutes throughout the game, it was obvious that both the Bulldogs and the Hornets went all out for the game last Friday night.
