Hazen City Council sees 2019 budget Mayor David Duch presented the preliminary budget for the City of Hazen to the Hazen City Council at its regular meeting held on Thursday, October 18, in the meeting room of Hazen City Hall. Present at the meeting were Councilmembers Rick Wiggins, Tim Juola, Clevella Mosby,Barbara Rogers, and Recorder/Treasurer David Hardke. According to the budget, the projected general income for the city in 2019 is $1,067,940 with approximately $866,159 in expected expenses. Duch asked that the council members look over the proposed budget and make suggestions as to what projects and/or problems should be addressed in the coming year. Duch also told the group that construction crews should be on the site in two weeks. The council approved the city’s millage rate of five mills, with 4.2 mills going to the General Fund and 0.8 mills going to the Fireman Pension

Police Chief Bradley Taylor reported that the vehicle which had recently been wrecked had been repaired and returned to the Police Department. He also said that his department had begun writing tickets on big trucks that were parked in the “No Parking” areas on the on and off ramps at Interstate 40. allowed them to be first in line for potluck. The Speaker was Music Evangelist Charles Graham. Graham was born and raised in southeast Arkansas, number five of thirteen brothers and sisters. He shared with life experiences growing up picking cotton in the Arkansas Delta. In 1975, he said he left the area with no plans to return other than for a visit. Attending colleges in Missouri and Oklahoma, Charles completed an art degree in 1984, and built a musical ministry encompassing six gospel albums. By the 1990s, he had traveled to every corner of the U.S., as well as 13 foreign countries, as a performer. Graham returned home to Arkansas for a visit in 2007 and learned that the Baxter Plantation (where he worked as a child) was for sale. He purchased the property, and after two years of labor the plantation was restored and Graham opened The Fountains: Place of Refreshing- a place for ministerial rest and reflection, as well as a venue for local community events. Graham performed several songs and members had the opportunity to purchase his
albums. He was an excellent speaker and performer. Door prizes were distributed and members enjoyed a delicious potluck lunch. Following lunch, the business meeting was called to order by President Mitzi Osborne. The minutes from Spring Council were distributed and approved. Roll Call was answered by Biscoe5, Busy Hands-5, Couponistas-2, Idelwild-6, Oak Prairie-6, and Shea Wilson CEA-FCS/4-H. The Treasurer Report was presented by Council Treasurer Thelma Gray and filed for audit. Business included the following reminders: Leader Training date has been changed to Oct. 1 6 t h , Delta District Rally is Oct. 25th at Grand Prairie Center in Stuttgart, and Members will be touring Heifer International Ranch on Nov. 9th. Gold Star Awards were then presented by Wilson. The 3 Gold Star Club Award was given to clubs that held at least 10 club meetings, conducted 6 Extension educational programs at club meetings, conducted at least one community service
project, sent in monthly club reports and volunteer hours, conducted an EHC promotion activity, volunteered at the county fair, set up an educational exhibit at the county fair, and submitted a club project book. Five clubs earned 3 Gold Stars this year: Busy Hands, Oak Prairie, Biscoe, Idlewild, and Couponistas. The Prairie Piecemakers club received 2 Gold Stars. With no further business, the meeting was adjourned with the Extension Homemakers' Prayer.

Hazen FFA introduces Agri program to the Study Club by Gloria Strohl The Hazen Study Club met Monday night, October 15, 2018, in the Farm Bureau Conference Room. Hostesses were Connie Swaim and Gloria Strohl. Autumn was the theme of the decor. A large wooden pumpkin with a “Welcome” plaque was placed by the entry door. An orange backdrop flowed to the floor and was anchored by a pot of yellow and bronze mums adorned with a glitzy gold/orange/brown bow. The banquet table was covered in orange and centered with a garland of red/orange/yellow leaves and berries. Small, varied s h a p e d , gold/orange/green/ivory pumpkins were interspersed along the center. Leaf shaped candy dishes were filled with Dove chocolate candies for munching.
Bags of candy corn also were scattered along the garland and Apricot Autumn candles were along the outer edge of the leaves. Wooden plaques anchored each end of the leaf garland, each displaying “Count Your Blessings”. The candy bags, small pumpkins and candles were favors for all club members. Plates with an autumn leaf motif marked each place setting. The buffet table cover repeated the leaf motif from the banquet table. At one end of the table was an orange and yellow lighted pumpkin trio decorated with hats and straw streamers. On the opposite end was an arrangement of fall leaves behind a whimsical scarecrow sitting on a bale of hay. A large orange pumpkin was placed in the center with various pump-

Items on the buffet included Homemade salsa and chips, homegrown tomatoes, Grandma’s Chicken and Rice, Broccoli Salad, Hawaiian Rolls, Pumpkin Cake with Pecan topping, Apple Crisp and Kentucky Bomb Brownies. The program was presented first. Ms. Colleen Burris, a native of Farmington, AR, a graduate of UofA Monticello and who now serves as Ag teacher at Hazen High School, brought some of her FFA members to share about their chapter. They spoke about their Community Service and Leadership activities, their County/State Fair experience and their upcoming
trip to Indianapolis for the National FFA Convention. When it was revealed who would be headlining National (Garth Brooks and Patrick Dempsey aka Mr. McDreamy), several of the Hazen Study Club ladies volunteered to go along with them to Indianapolis! The FFA representatives were a delightful bunch of young people who are enthused about agricultural, in general. The members participating in the presentation were Wes Clayton, Jr. FFA Member; Josh Hambrick, Vice-President; Eddie Ross, Reporter; and Nikki Presley, President. We hope they will come back and share their National FFA Convention experience. Connie Swaim gave the invocation before the buffet was enjoyed by club members. Carolyn Marek, President, called the meeting to order and led in the Pledge of Allegiance to the flag of the United States of America. Eight members answered roll call with “favorite fall activity”. Donna Coleman gave the treasurer’s report. Carolyn Marek read a note from Beverly Wood and we all acknowledge reading Louise Mangum’s note of resignation from the club. We missed both of our former club members. Next month is pot luck, so the November meeting and meal was planned.
A mini-program/game was presented by Gloria Strohl. She stated, “The best of times, the worst of times, a time of wisdom, a time of foolishness” and asked where that phrase originated. Virginia gave the correct answer “A Tale of Two Cities” by Charles Dickens. Her prize was the pot of mums sitting at the entry. Then, everyone was
to choose one of the “times” from the phrase and relate their life to that phrase. Entertainment was a spin-off of musical chairs and card Bingo. Winners were Marilyn Burroughs and Reta Chlapecka. Their prizes were the two plaques on the banquet table. Dessert was then served. Meeting adjourned at 10 P.M.

TO RICK HICKMAN, SHERIFF OF PRAIRIE COUNTY Webster’s Dictionary defines the word “thanks” as an expression of gratitude. In our society, it sometimes seems that we tend to forget this simple expression of appreciation or shroud it in terms until it almost seems the meaning is lost in translation. Thanks, Rick Hickman, for your time and effort in making Prairie County a good place to live and raise a family. I ask the people of Prairie County to re-e elect Rick Hickman as our Sheriff for the next 4 years.

ATTENTION PRAIRIE COUNTY VOTERS We humbly and earnestly ask you to honestly assess the qualifications each of these Democratic Candidates on this page have. They filed as Democrats, but they are committed to serve all Prairie County people in a truly bi-p partisan fashion. They have also pledged to avoid the partisan rancor and paralyzing bitterness gripping our national government. They have no political dirty tricks up their sleeves. Each one will deliver good, honest representation evenly and fairly to every one.
We feel that this list represents a very qualified and serious minded group of individuals who are running for the right reasons. FOR: Sheriff Rick Hickman. Why? He is in his first term and he has a record that deserves our support. His innovative action that led to a contract with the Bureau of Federal Prisons that will allow federal prisoners to be housed in the Prairie County Jail will help fund that facility. That saves precious county revenue to be used elsewhere. His drug arrest numbers and the percentage of stolen properties recovered are very impressive. The best thing we can do for our county government is to re-e elect a winner. We have that in Sheriff Rick Hickman. He is a worker. FOR: Justice of the Peace, District One. Ronnie Eans should be re-e elected simply because he knows the ropes and speaks his mind and he is ready to retire after one more term. We can't go wrong with Justice of the Peace, Ronnie Eans serving another term. He is searching for candidates for the seat he holds in the 2020 Primary Election. Ronnie has asked everyone to help locate someone younger, male or female to serve on the Prairie County Quorum Court in the future. FOR: Justice of the Peace, District Three. Judy Hinson is qualified and ready to serve. She is a former educa tor in the Des Arc School System and she has experience working on the Quorum Court. She served the remaining term of her husband Jerry Hinson after his untimely death. She took on a very crucial role as Vice Chair of the very important Budget Committee. She is qualified, she is smart, she is friendly and she will do a great job for all the people as Justice of the Peace District III. Attention: Marilyn Grady Sims lost her beloved husband Buddy on Sunday morning. We lost a friend, a neighbor and jolly good fellow. It is in tribute to Buddy Sims, that his campaign ad will run even though his race on this earth has ended. Buddy, you were loved by your friends and family, and in the end that matters most of all. Our best wishes to your family. Rest in peace. FOR: Justice of the Peace, District Six. Everyone knows Buddy Sims. He is a fixture in Prairie County; he served several years on the Quorum Court in the District Five position. His colleagues admired Buddy while he was on the Court and he understands county government and his love for Prairie County is obvious in his words and deeds. He has no axes to grind and no political agenda except to do the best job possible for all the people of Prairie County. Please give Buddy your vote and we think you will be happy with his service. FOR: Justice of the Peace, District Seven. Charles Atkins is currently serving as Police Chief of DeValls Bluff and his record of qualifications in the field of law enforcement is long and very impressive. Chief Atkins is a soft-s spoken man but you can hear the sincerity in his voice and in his pledge to serve all the people in the county without regard to their station in life and his dedication to public service is very obvious. He would not want to make this an issue, but Charles Atkins would be the first African American to serve on Prairie County's Quorum Court and the fact that he is willing to commit himself to another area of public service speaks high ly of his commitment to Prairie County and we know him to be honest, fair and respectful of others. If Chief Atkins wins election we might want to call him Chief Justice of the Quorum Court! We do believe that Prairie County will be well served by electing Charles Atkins to a seat on the Prairie County Quorum Court represent ing Wattensaw Township. He is a good man.
We also endorse the Democratic Slate of candidates for election to the Arkansas Legislature, Statewide offices and to the U.S. House of Representatives. News reports of corruption in our state government recently have been widespread and very troubling. We abhor government corruption regardless of the party affiliation. In the past we have seen corruption from both Democrats and Republicans. Recently, the majority party, Republican Party, has pretty well had a monopoly on corruption and dirty dealing. Perhaps it's not healthy for any one party to remain dominant for long time spans. One thing we should have learned in these past 3 or 4 election cycles is that voting for someone just because they have an R by their name or voting against someone just because they have a D by their name is not very wise. In fact it's downright dangerous. When qualifications and integrity are ignored and the R and D is the determining factor in who will represent us in state government, we are sure to reap what we sow. These recent revelations of arrests and convictions have been confined to republican office holders. We hope that all voters will view these Democratic candidates with an open mind and honestly consider their qualifications and their position on the issues they outlined during their campaigns. Please consider these Democratic Candidates and if in two years we find them in the news doing unseemly things, we can retire them. We don't expect that to happen with any of these candidates but if it did, we will not defend them. So please give them the opportunity to show us what they can do and we firmly believe that you will be proud of your choices. They are all good people!
The Democratic Party of Prairie County's Core Belief: We are Americans, we are Arkansans, and then we are Democrats. It is our hope that one day soon the people won't have to listen to or be a viewer of the rancor and awful partisan politics that relies on personal destruction to win elections instead of debating the crucial issues we face. At this time the nation seems unable to address the future of Social Security, Medicare, Medicaid, health care availability or affordability all while our infrastructure crumbles. Bringing an end to the age of insult and hatred is called for immediately. Hopefully after November 6, 2018, regardless of the election results, we will see some reason, sanity and perhaps divine intervention to move beyond this current political quagmire that is really a disgrace to the founding fathers of this nation.
As Democrats and Republicans, please let us come together. It's too important not to. PAID FOR BY THE PRAIRIE COUNTY DEMOCRATIC COMMITTEE

Prairie County Master Gardeners were treated to a tour of P. Allen Smith’s Moss Mountain Farm where the Arkansas Master Gardeners’ 30th year celebration was held.
County Master Gardeners attend 30 year celebration By Sue Clayton Sue Clayton, president of PC Master Gardeners, served light refreshments (Her description) at the regular meeting Monday, October 22, at BancorpSouth in Hazen. The date was changed due to other activities that were going on. The trip to P. Allen Smith’s Moss Mountain Farm Saturday was “greatly disturbed by the rain” some of those who attended reported. Janis Toll, Linda Price, Roxanne Bradow, and her sister Patti, Gail Norman, Dee Black and her two sisters, Sue Clayton and Rhonda Betzner were among approximately 700 who braved the elements for the tour. The tour included all
the gardens, the summer kitchen, the swan pond, the sheep pasture, poultryville and more. They had lunch, a barbecue lunch with all the trimmings, Dee said. She said they had a good time and saw lots of things, even though it was a rainy day. The “Tour” was Smith’s way of celebrating the 30 years since the beginning of Master Gardeners in Arkansas. The Master Gardeners organization is a Division of the University of Arkansas Agriculture Department, Research and Extension. Sue reported that Larry Anthony has completed the planting work at the Community Center. The berm at the Hazen Welcome Sign across the

Billy Frank “Buddy” Sims The Lord called “Buddy” to Hog Heaven o n October 28, 2018 at the age of 74. B u d d y was born on August 9, 1944. He was a resident of Hazen and a life-long member of the Hazen First United Methodist Church. He represented his local community extremely well as a member of the Arkansas Razorback football team from 1962-1965 . He was also a member of the 1964 National Collegiate Football Championship Team. During this same time period, Buddy married the love of his life, Marilyn Grady. Buddy and Marilyn were inseparable for the next 54 years as they raised two children (Bill and Melanie), and eventually multiple grandchildren and great-grandchildren. Buddy was an avid Razorback fan and spent countless hours cheering on the Hogs no matter what sport they were playing. His love for the Hogs was never questioned; however, his love for family exceeded all. Buddy transformed from a Razorback, to a husband, dad, and ultimately, to the man those closest to him called “Big Dad”. The most important thing in Big Dad’s life was family and all of his babies. “Big Dad” was a formidable man and

Hornets continue streak, defeating the Trojans 70 - 18 by Atticus Davis This Friday was the Hazen Hornets’ Senior Night, and the conference champs were not about to lose. Defending the record of our undefeated season, the Hazen Hornets stomped the Marianna Trojans by a colossal 52 points with a final score of 70-18. The Hornets seemed to feel that they were far enough ahead, so they practiced their weaknesses on the Trojans, and successfully pulled off the plays. While the Trojans were able to only score three touchdowns and no other points by any other way, the Hornets were scored through touchdowns, running extra points, passing extra points, and even kicking extra points. The game began with a Marianna Trojan kickoff, which was received by Ay’jon Green (21) who carried the ball to the 43 yard-line before being tackled. It took the Hornets nine plays to get their first touchdown when Jacob Weems (5) handed the ball to Blayne Toll (10) who ran the ball
to the endzone. Ayjon scored the extra point, quickly putting the game at 8-0 Hazen. Two plays after the ball was kicked back to the Trojans, a fumble was recovered by Hazen giving them the ball right back. Not long afterwards, Terrell Penn (22) was able to score a touchdown which was sadly not followed by an extra point. The game was now at 14-0 with 8:46 left in 1st. After this, the Hornets kicked the ball back to the Trojans but it was fumbled by the receiver and recovered by number 2, L. J. McGee, which, once again, gave the ball right back to the Hornets. Consecutively, Ay’jon was handed the ball again and broke free of the line for a 30 yard run which almost scored, but he was pushed out of bounds at the 4 yard-line. He was given a second chance the next play and did not disappoint, scoring a touchdown which put the game at 20-0 with 8:24 left in 1st. After being pushed to a 4th and long situation after recovering a fumble
on their own snap, Marianna was forced to punt shortly after getting the ball back. After taking a few plays to drive the ball down the field, the Hornets decided to give the ball to lineman Ross Harper (63) who dove into the endzone for a touchdown. This was followed by an extra point, increasing the lead to 28-0 with 3:56 left in 1st. Two and a half minutes into the 2nd quarter, Marianna was finally able to pull off their first touchdown, making the game now at 28-6. Following this, the Hornets got the ball back and after a couple of plays managed to get it to the 40. From there Jacob Weems threw a pass which didn't get to the intended receiver, (12) Quincey McAdoo. McAdoo was forced to stop and wait on the ball, sort of playing jackpot with the defender next to him. He was still able to snatch the ball over the other guy then turn and run into the endzone to score a touchdown. The extra point was no good, and the game was now at
36-6 with 8:02 left in the 2nd quarter. Two minutes later, the Trojans’ quarterback was able to pull off a 33 yard touchdown pass, decreasing Hazen’s lead to 34-12. Ay’jon Green received the kickoff and ran it to the 46. Disappointing the fans, the next play, which was a pass by Toll, was intercepted. But in the very next play Marianna’s quarterback
found himself out of options and was forced to keep the ball and run down the field. He dropped the ball, though, and it was jumped on by (1) Rasheed Mills who took the ball back. After this, Blayne Toll ran the ball in for a touchdown followed by Ay’jon scoring an extra point putting the game at 42-12 with 4:48 left in 2nd. Of course it wasn’t long before the Trojans were again forced to punt the ball. On this drive (33) Demariea Buchanan was able to score his first touchdown of the game followed by an extra point scored by Toll, putting the game at 52-12. Before the 2nd quarter ended, Marianna was able to score their last touchdown of the game, putting the score at 52-18 with 0:01 left in 2nd. On the first down of the 3rd quarter, Marianna’s quarterback passed the ball, but it was snagged out of the air by (44) Junior Minor. A couple plays later, Toll as quarterback kept the ball for a touchdown, putting the
score at 56-18. Jacob Weems’ attempt at a field goal extra point was blocked with 9:31 left in the 3rd. After Marianna got the ball back, Darian Brown (7) jumped into the air and blocked the ball, putting a stop to what was most likely a 30 yard touchdown pass. The next three plays were all incomplete passes which hit the ground in the endzone before the ball was turned back over to Hazen. It took the Hornets three plays to get the ball all the way down the field for a touchdown, which was followed by a successful extra point field goal kicked by Jacob Weems. The 3rd quarter ended with the score at 63-18. In the 4th quarter, Brown was finally able to get a touchdown which was followed by Weems kicking another successful extra point. This put the final score at 70-18. There is just one more game before the Hornets start the play off games. Let’s see if we can shut our opponents out as easily as we did this one.

Total point predictions will be used as a tie-breaker if two or more entries correctly guess the same number of winners. The entry with the most correct game winner predictions wins the $25 cash prize. If a tie still exists after the total point predictions are judged, the prize money will be divided. 4. Each entry must be filled out completely and legibly to be eligible. 5. Contestants who win will not be eligible for the following week’s contest. 6. Only the person whose name appears on the winning entry may claim the prize unless other arrangements have been made and agreed to by the Herald Publishing Company. 7. All entries become the property of the Herald Publishing Company and will not be returned. 8. The name of the winner of each week’s contest will be announced in the following week’s edition of The Grand Prairie Herald. 9. All decisions of the judges will be final. 10. Only two entries per household will be judged. 11. Occasionally, game schedules are changed after the contest games have been selected. If this week’s line-up does not correspond to the games being played, the game or games in question will be voided and the contest will be judged on the basis of the remaining games.
