Carlisle Mayor Ray Glover submits letter of resignation

Mayor Ray Glover of Carlisle submitted his letter of resignation effective December 31, 2024, in a special meeting of the Carlisle City Council held on October 1, 2024. It was accepted unanimously with all council members present.

Mike Stuart, City Attorney, read the State Laws concerning filling the vacancy due to the Mayor’s early retirement. A Mayor can be appointed by the Council with a special election held in accordance with State Law. Municipal offices are different from other state, county, or federal offices in that the appointed mayor can run for election when it is set.

Due to election restrictions, the Election Commission will have to be consulted to see when a special mayoral election can be scheduled. It is speculated that it could be as early as May.

Of immediate concern

is the upcoming Legislative Audit Committee meeting. It has been set for December. Stuart explained to the Council that this meeting is like a trial with all of the committee members acting as judges who will ask hard questions about why the city has not completed the audits in six years.

Stuart reminded the council that there is a chance that the audit committee may not have patience with a town that has asked for leniency three times already. He reminded them that the punishment is the withholding of tax turnback funds to the city in the amount of $100,000.

Carlisle has been lucky to have gotten extensions this many times.

Des Arc School Board approves budget

The Des Arc School Board approved the proposed 2024-2025 budget presented by District Treasurer Natasha Richards. Beginning balance from 2023-2024 is $5,562,883.58. Proposed revenue is $7,828939.90. Proposed expense is $8,399607.16 leaving an ending balance of $4,992,216.32. The board accepted the resignation of High School Cafeteria Manager Deborah Sears, and Mary Bryan was hired as a long term sub Elementary Secretary. Brenda Williams was hired as a long term sub Kindergarten teacher. Judy Hasley and Leigh Garth were promoted from long term elementary subs to certified elementary teachers.

Superintendent Marc Sherrell reported current enrollment for PreK through 12th grade is 659. He also said that he received word that the district is eligible for more money from school safety grants. Some projects to be considered with the grant money are gates at the elementary school where visitors would be buzzed in instead of at the door, window covers on classroom doors, and numbers on classroom windows. High School Principal B.J. Paschal and Elementary Principal Cheryl Holland reported that all staff are working hard to prepare students for the new state testing program and Intervention requirements.

Councilman Edellman said, “I think people have been dancing around, trying not to hurt feelings. Mayor, if you go and you say we are changing: we are changing mayors, changing treasurers, changing auditors, but there is no real evidence, then that’s not a lot of difference in what we told them the last three times, and no evidence that it’s getting better. We tell them we are making changes, but if someone else is mayor and we have the audit and Sissy is new since the last

audit, It would hit all three things we said we would change.”

“If you want me to step down now, it’s fine. I want my check for all three months,” Glover said. “Sissy, how much does the mayor make a month?” Anderson asked. “$33,786 per year,” Ingle said. “I make that about $2,000 a month.” Glover said.

“You are going to hold the city hostage for $4,000?” Anderson asked. “That’s right,” Mayor Glover said.

“I read the letter that says you love to support the city of Carlisle. I think everybody knows that your resigning is not because you don’t love the city but because of your health,” Stuart said.

“You keep saying I have a health problem. I don’t have any health problems,” Glover stated. “Ray, I don’t think you are mentally and physically capable of going through this audit. I love you, appreciate you, and respect you. But I don’t think you have what you used to have. I think you need to let someone else take your place so that they can prepare for it and answer all the questions,” Stuart said.

“That’s good…Make a motion to pay me off,

and we’ll do it. I’ll clean my office out this afternoon. So who is this person going to be? Jon, are you going to step up to the plate?” Glover asked. “I will if asked by the Council,” said Plafcan. Stuart reminded the Council that you cannot legally buy out a mayor’s term. An elected official cannot be paid out. Elected officials are in office or out. Glover does have retirement benefits for serving as a municipal official for more than 10 years. Glover closed with “I need to sleep on this. Talk to Vickie.” Eric Franks reported that the Cabot 911 Dispatch Center is up and running and that Carlisle is the only town not participating in it. After talking to the England Police Chief, Franks learned that England is not only sending his dispatcher to Cabot but closing the city jail. This will leave Carlisle with the only long term holding facility outside of the county jail.

Carlisle’s jail is an eight bed facility that is only ten years old. The jail repeatedly meets all inspection standards and the facility is still being paid for.

Beverly J. Jackson was born on January 18, 1953 to the late L. J. Hamilton and Luada Penn Smith in Hazen, Arkansas.

Beverly received her heavenly wings early on Sunday morning, September 22, 2024. Beverly was raised in the Hazen community by her maternal grandparents, the late Reverend Russell Penn, Sr. and Sylvia Penn. She accepted Christ at an early age at the Prairie Chapel Missionary Baptist Church under the late Reverend John Stidham. During her adult years she moved to North Little Rock, and united with the Zion Grove Baptist Church under the pastorate of the late Reverend Ulysses Robinson, Jr.

Beverly was active in basketball, volleyball, and was a cheerleader at Cleveland High. She graduated from Hazen High School in 1971. After high school, Beverly pursued higher education at Arkansas State University in Beebe, AR.

Beverly was employed with Baptist Health in Little Rock for many years, but felt a desire to begin another career with Aegon, now known as TransAmerica, where she retired on April 10, 2017. She was an avid basketball enthusiast and loved the Las Vegas Aces (WNBA) and the Golden State Warriors

Carol Ann Rowland

Carol Ann Rowland (Cotten), 84, of Hazen, went to see the Lord September 18. She was born in De Witt, Arkansas, to Willie and Aquila (Trussel) Cotten. A honor student at DeWitt High School, she excelled in English & shorthand with honors. She started her banking career at First National DeWitt & then was at Peoples Bank Stuttgart & First National Wynne & then many years Bank of Hazen, now Cadence Bank. She was a good golfer, loved the game and had a couple of club championships at Grand Prairie Country Club. She was also known for her gardening, decorating skills & flower arrangement. Carol Ann was preced-

ed in death by her parents Willie & Aquila Cotten, sister Katherine Cotten, and brothers, Billy D. Cotten & William Cotten. She is survived by brothers Sammy Cotten (Jane) of Lombard, Illinois, & Thomas Cotten of Cabot, Arkansas, daughter Marti Rowland Gurley, granddaughter Hanleigh Gurley, both of St Louis Missouri, and a number of nieces & nephews.

Visitation was held at 10:00am, Saturday, October 5, at Westbrook Funeral Home with memorial service immediately following at 11:00 at Westbrook Chapel.

Irvin Burk (Buck) Sims, Jr.

Irvin Burk (Buck) Sims, Jr., 65, of Hazen passed away on October 1, 2024. Buck was born on August 11, 1959 to Burk and Glenda Sims. He was preceded in death by his parents, Irvin Burk Sims, Sr. and his mother, Glenda Singleton Synder; his step-son, Kyle Delany; his nephew, Brayden Sims; his niece, Sophie Goodwin and a special aunt, Melinda (Linna) Sims. Burk is survived by his brother, Shane Sims; his sister, Scarlett Sims Goodwin; one bonus step-brother, Luke Carter; one daughter, Kari Snyder; three grandsons; seven nephews, Sage, Sam, Stone and Slade Goodwin, Bo, Britt, and Blake Sims; one uncle, Chuck Sims; his aunt, Marilyn Sims and several family members and friends.

Buck was loved by all who knew him. He had friends everywhere. When someone found out that you were a Sims, it was always followed by “Do you know Buck Sims”. Many called him “Uncle Buck”. In Buck’s younger years, he was a fierce defender of friends and family. As he grew older, he was like a bighearted teddy bear. He will be truly missed by his family and friends. A graveside service for Buck will be held 10:30 A.M., Thursday, October 10 at Hazen Cemetery.

Oct. 21, 2024 to November 4, 2024

Voters wishing to cast an early voting ballot may do so beginning on Monday, October 21, 2024. Hours will be from 8 AM until 6 PM at the Des Arc and DeValls Bluff Courthouses. Saturday voting hours will be 10 AM to 4 PM. The last day for casting an early voting ballot will end on Monday, November 4, 2024 at 5 PM. Early Voting and Absentee Ballot tabulation will begin at 4 PM in the County Clerk’s office at the Des Arc Courthouse on November 5, 2024.

I am finally, in what I think is the last phase of my recent health confusion. My nose is dripping, and I think I use at least one box of tissues daily. I did not know I had so much of this in my body, and I am not exactly sure where it came from. When I was young, I remember having a bad case of this kind of thing, and I asked my mother, "Mom, where does all my snot come from?"

I had never seen my mother as angry as she was then. She looked at me and growled, "Son, I never want to hear you say that word again. We do not use the word 'snot' in our house. We use the phrase, 'nasal fluids'. If you ever say the word ‘snot’, you will be in more trouble than you have ever been in your life. Do you understand me?"

Well, to be honest, I didn't quite understand what she was talking about, but you always listen to your mother, right?

come from?" She was quite generous, forgave me, and was happy I remembered what she said. I will never know where she came up with the phrase "nasal fluids."

I haven't thought of that for a long time, but it came back to my memory just this week. I'm unsure how the word snot compares with the phrase nasal fluids. I sort of think my mother came up with that phrase because I don't know anybody else who has ever used it. But as I was thinking about this, I had yet to find out where my nasal fluids came from. This past week, my nose was running like Niagara Falls. With all that nasal fluid coming out of me, I must try to figure out where it comes from. If it comes from me, why isn't there a limit? If nasal fluids were gold, I would be very wealthy by now. Unfortunately, they are not gold, and I am not wealthy. This phenomenon makes it very difficult to go out in public. I'm sneezing, and my nose is running all the time. To go out, I have to take a halfdozen boxes of tissues.

Even then, I have to be quick on the draw. Everybody has this kind of problem, but I don't care; it's what I'm facing that matters to me. I have to take care of my own nose, and that's a fact with my hands up. When I think I've mastered my nose and nasal fluids, I take a deep breath, and before I'm done, that fluid is running out of my nostril faster than ever before. What does it take to satisfy my nose?

It's too bad my mother isn't around. She's in a nursing home and suffers from dementia, so I couldn't ask her anyway. She would not remember. But if I can get back to my mother when I was a teenager, maybe I could find out from her what this nasal fluid is all about. I have reached the point where I don't feel the fluid flowing out of my nostril. Because of that, I don't know if it's running down my face and dripping off my chin. What an embarrassing situation that is. As always, The Gracious Mistress of the Parsonage has somewhat of a solution for my dilemma.

One morning, she looked at me and said, "Why don't you wear a mask? Nobody will see anything about that because everybody is familiar with masks these days."

This is the most brilliant thing she's ever told me. I never thought of wearing a mask, which would prevent people from seeing what's going on behind the mask. Nobody would notice me because many people still wear masks, and I would fit right in.

One day, I tried it, and it seemed to work, except when I got home and took off the mask, it was filled to overflowing with my nasal fluid. How all of that stayed in my mast without overflowing is something I'll never know. But at least nobody could see I was wrestling with this kind of problem.

Recently, I have been taking about a halfdozen masks when I go anywhere. I try to change my mask every hour, at least. That way, my nasal fluids do not overflow my mask, and nobody sees my problem. Being able to cover up a problem, especially my problem is a

Rules of the Game

1. The contest is open to anyone except employees of the Herald Publishing Company and their immediate families. YOU MUST BE AT LEAST 16 YEARS OF AGE TO ENTER.

3. To enter, clip out the entry blank and pick the team you think will win from the games listed in each ad. Write the name of the team in the appropriate blank. If you think the game will end in a tie, write “tie” in the blank. For the 20th game, pick a winner and predict a total number of points scored in the game. Total point predictions will be used as a tie-breaker if two or more entries correctly guess the same number of winners. The entry with the most correct game winner predictions wins the $50 cash prize. If a tie still exists after the total point predictions are judged, the prize money will be divided.

4. Each entry must be filled out completely and legibly to be eligible.

5. Contestants who win will not be eligible for the following week’s contest.

6. Only the person whose name appears on the winning entry may claim the prize unless other arrangements have been made and agreed to by the Herald Publishing Company.

Number 1 Bison rout Lions on the road with 51-6 win

The No. 1 Carlisle

Bison had little trouble in beating Clarendon 51-6 on Friday night in Clarendon.

With the win, Carlisle improves to 5-0 overall and 2-0 in the 2A-4 conference.

“We came out and handled business,” Carlisle coach Gary Wilson said.

“It’s always good to be able to do that and get a lot of reps for some guys that just don’t get a ton of playing time. I was happy with the way we came out and happy to get all the guys on the field Friday night. It was fun to watch.”

Carlisle led 21-0 after one quarter. Jaden Elliott scored two touchdowns — one an 18-yard run and another on a 12-yard pass from Ty Tanksley. Tanksley then threw a 48-yard scoring pass to Isaiah Powell. .

The Bison scored 24 points in the second quarter to lead 45-0 at halftime.

Cajuan Pernell caught a 25-yard touchdown pass from Tanksley.

Lawson Petrus then scored on runs of 33 and 2 yards. Jimmy Cham ended the scoring with a 45-yard field goal.

Clarendon’s lone points came in the third quar-

ter. Pernell then returned the ensuing kickoff 60 yards for a touchdown. Tanksley completed 7 of 8 passes for 108 yards and thre touchdowns.

Petrus led the Bison in rushing with 76 yards on five carries. Elliott had 42 yards on three carries.

Elliott led the bison with 10 tackles. Baylor Hawk had seven.

Carlisle hosts an improved Hampton team this Friday at Fred C. Hardke Field.

The Bulldogs are 3-2 overall and 1-1 in league play following a 34-14 loss to Poyen last week.

Lady Bison end year with successful golf season

The Carlisle Lady Bison won the 2A-5 district golf tournament then played in the Class 2A state tournament last week at the Glenwood Country Club. At state, Carlisle’s Charley Cook shot the

11th best score while Bliss Parker tied for 13th.

In the district tournament, Carlisle won the tournament, finishing 350. The second-place team shot 358.

Bailey Jo Dawson led Carlisle, shooting 108. Cook shot 120. Parker shot 122.

“I was very proud of how much the team improved this past year,” Carlisle coach Jason Stewart said. “Bailey Jo Dawson finished her career by being part of a team that qualified for state every year she played.”

LITTLE ROCK – The recent auction of taxdelinquent properties in Arkansas, Prairie and Lonoke Counties raised over $551,000 dollars, the Commissioner of State Lands announced.

The regional auction drew 61 registered bidders, who purchased 31 of 32 parcels for $551,892.95. Results were as follows:

Arkansas County: 6 parcels offered; 6 parcels sold; $11,804.79 total; $5,426.70 taxes collected Prairie County: 5 parcels offered; 5 parcels sold; $150,200 total; $2,833.16 taxes collected

Lonoke County: 21 parcels offered; 20 parcels sold; $389,888.16 total; $27,573.37 taxes collected

The auctions offered real estate parcels with taxes delinquent since 2019. “We only auction a fraction of the parcels certified for delinquent taxes,” Commissioner Tommy Land said. “By far, most owners redeem their property by paying the delinquent taxes. Naturally we hope property is redeemed if the owners want to keep it, but it is vital that the parcels return to the county’s active tax rolls.”

The COSL office forwards taxes and interest to the county, whether that money is collected through redemption or sale. “Last year, the Commissioner of State Lands Office sent more than $21 million to school districts and county governments,” Land said. “Of that, $454,531.68 went to these three counties, helping fund everything

Unsold parcels may be redeemed online at www.cosl.org, using a credit or debit card, or owners can call 501-3249422 to request a Petition to Redeem. Redemption does not grant ownership; it simply makes the taxes current.

Parcels that did not sell at the public auction will be available after 30 days and can be purchased through an online auction by viewing the Post-Auction Sales List at www.cosl.org.

Hornets beat England 24-14

The Hazen Hornets are undefeated in the only record that counts — conference play. Hazen beat England 2414 to improve to 2-3 overall and 2-0 in the 2A-4 conference on Friday night in England.

“We’re hanging in there,” Hazen coach Joe Besancon said. “We’re fighting. This past Friday, I thought was the first game that we took an offensive game plan and executed it. We took what we’ve been working on in practice to the game for the first time. Granted, we still make some mistakes and had some missed

opportunities early where I felt like we should have punched the ball in. We still did the small things that put us behind the chains, and we couldn’t overcome it.

“Overall, we did well.”

Hazen quarterback JJ Pinkney scored the Hornets’ first touchdown on a 14-yard run. Sam Clayton scored the second touchdown on 35yard pass from Pinkney. Noah Adkins scored on a seven-yard run. Adkins led the Hornets with 129 yards rushing on 15 carries. He also seven tackles on defense.

“He hadn’t carried it much this year,” Besancon said of Adkins.

“His older brother, Landon, who carried it

19 times last week, couldn’t play. He had a real bad thigh bruise. He just couldn’t go. So, little brother got the opportunity to pick up the slack and had a really good night.”

Pinkney also had 103 yards rushing.

Hazen hosts Poyen this Friday at Hornet Field. The Indians are 4-1 overall and 2-0 in league play following a 34-14 win over a muchimproved Hampton squad.

“In my opinion, you’ve got a bunch of players in here who can beat each other on any given night,” Besancon said. “All of us are a couple of steps behind Carlisle.”
