families to the group meeting as they came in. Children worked on gingerbread sticker pages and wrote letters to Santa. Then Mrs. Janae, from the Hazen Library, read a fun gingerbread story to the group. Santa Claus stopped by a visit too! Children sat in his lap, told him what they wanted for Christmas and got a

Des Arc awarded city improvement grants By Lisa Mills At the December 21st City Council meeting Mayor Jim Garth announced three grants that have been awarded. A $300,000 grant will be received to complete the asphalt work on city streets. A $160,000 grant will be received to update the city sidewalks. A $75,000 grant will be received for the new roof on the old Legion Hut log cabin. Present for the meeting were Mayor Jim Garth and council members Gary Burnett, Ray McVay, AnnaBeth Fisher and Nicole Fisher. The council heard more information about the solar energy proposal from Dare Saul and Seal Solar. Saul explained that he is not proposing the city purchase solar energy from him to make a profit because it will take years for him to recoop his investment. He said he wants what is best for Des Arc and if that is working with another solar energy company he is fine with that. Saul introduced Seal Solar’s CEO Josh Davenport, Legal Consultant John Elkins and Analyst Caleb Snuggs. Snuggs presented the council with information on each of the city’s energy meters and the current monthly cost and explained that Entergy’s cost will continue to increase by at least 3 to 4% per year where solar power will not so, it is possible to

Council member Anna Beth Fisher asked about the cost and warranty for equipment and maintenance. Snuggs said that will be totally on Saul, that the city will just be buying power from him and have no obligation to Seal Solar for equipment or maintenance. Mayor Garth asked Saul to have his attorney and Seal Solar’s attorney to meet with the city’s attorney Ginger Stuart to draw up a contract so the council can compare it with the other company and hopefully a decision can be made in January. Saul thanked the council for their consideration. The council accepted the resignation of Recorder/Treasurer Chrisanna Knupp because she is moving out of the city limits. Mayor Garth asked the council members to bring some names of possible replacements to the January meeting.

Martha Ida Bell Michalski Martha Ida Bell Michalski, 89, of Ohatchee, Alabama died Saturday, December 18, 2021 at Gadsden Regional Medical Center in Gadsden, Alabama. Mrs. Martha was born November 22, 1932 in Des Arc, Arkansas to Noah and Mary (Seevers) Wyatt. Survivors include one brother, Vernon Wyatt and many nieces and nephews. She was preceded in death by her parents, and her husband, Joseph Michalski. Visitation was Tuesday, December 28, 2021 at Church of God of Prophecy in Des Arc with funeral services immediately following at 2:00 pm. Burial was in McBee Cemetery by Garth Funeral Home. Bro. Telling the Christmas story... The First United Methodist Church of Hazen presented the program “Just a Little Christmas” on Sunday evening, December 19. The handbell choir, chancel choir, and Sunday School classes all participated in the annual telling of the Christmas story. The children acted out the event, and Michael Wright, Dillon Wright, Luke Snider, Addison Glaze, Weston Hare, and Dylan Skarda. Soloists were Chris Wright, David Hoover, Addison Millard, and David Hardke. After the program, the congregation headed to the Fellowship Hall to enjoy finger foods and a special visit from St. Nick.

State Capitol Week in Review From Senator Jonathan Dismang

LITTLE ROCK – State government had an eventful year in 2021, and much of the activity occurred in the Arkansas Senate. In January the legislature convened in regular session and approved a list of bills to lessen the impact that public health orders had on individuals and businesses. Act 311 allows the families of Covid-19 patients to visit them in the hospital, as long as they follow protocols. Act 401 prohibits the state from penalizing businesses if customers, rather than employees, disregard public-health guidelines during the coronavirus pandemic. Act 559 provides immunity for businesses and employees from claims of exposure to the virus. Act 353 allows employees to file workers’ comp claims for contracting Covid-19 on the job. Its effective dates are from March 11, 2020 until May 1, 2023. Act 510 codifies two executive orders by the governor that protect health care providers with immunity from civil suits caused by Covid-19 claims. Act 1030 defines a vaccine passport and states that "The use of a vaccine passport shall not be a condition for entry, travel, education or services" and that government agencies at all levels shall not require people to use a passport for any purpose.

Act 154 is a tax cut for people who lost their jobs due to the pandemic. Unemployment benefits will not be taxed by the state, saving Arkansans about $59 million in state income taxes. Act 248 will save Arkansas businesses $33 million this year and $179 million next fiscal year through tax exemptions on income that people and businesses received through numerous disaster relief programs, such as the popular Paycheck Protection Program. More than 43,000 Arkansas businesses received more than $3.3 billion through PPP loans. Act 403 allows a majority of the legislature to terminate a public health emergency declared by the governor. In August, both chambers affirmed the Covid-19 emergency declared by the governor. Also in August, during a special session the legislature did not repeal or amend Act 1002, which prohibits school districts from requiring masks. However, the act is not being enforced because a judge issued an injunction against it when a group of parents challenged it in court. One of the high-profile bills approved during the regular session is known as the “Stand Your Ground” law. It is Act 250, which repeals

the prior obligation to retreat from a confrontation if you could do so safely. Now, you can respond with deadly force. Act 309 prohibits abortions except to save the life of the mother, with no exception for rape or incest. Act 949 requires abortion clinics to be licensed by the Health Department and prohibits abortions at hospitals unless it is to save the life of the mother. Act 626 prohibits sexchange surgery or hormone therapy for minors who want to change genders. Act 461 prohibits transgender women from competing in female sports, in effect, by allowing lawsuits against a school if it has a policy that allows transgender girls to compete. Act 1052 sets housing standards that landlords must follow when maintaining residential rental property. If the property is not kept up to the standards, renters may cancel their lease after proper notification to the landlord. It also eliminates the requirement that renters put up a deposit in order to file a complaint. In December the legislature passed reductions in state income taxes that will save Arkansas families and businesses almost $500 million a year when they take effect.

Tax legislation to help Arkansans begins January 1, 2022 From reducing income tax to lowering the sales tax on used cars, there are several pieces of tax legislation passed in 2021 that will take effect on January 1, 2022. In the most recent special session, the General

Assembly passed Act 1 and Act 2, which are identical pieces of legislation that reduce the top income tax rate for individuals from 5.9% to 4.9% incrementally over the next four years. For the tax year beginning on

January 1, 2022, the top rate is reduced to 5.5%. The legislation also provides a $60 non-refundable tax credit for individuals with an income of less than $24,700. In the 2021 Regular Session, the General Assembly passed the following tax measures, which will take effect at the beginning of next year: ACT 841 creates an income tax credit for retired law enforcement officers who work on behalf of the Division of Arkansas State Police to investigate cold cases.

ACT 376 reduces the additional registration fee for a hybrid vehicle from $100 to $50.00. Act 1013 reduces the sales tax from 6.5% to 3.5% on used cars priced from $4,000-$10,000. ACT 369 modifies the method of calculating the stabilization tax in certain circumstances and provides that, for the year beginning January 1, 2022, and ending December 31, 2022, the stabilization tax shall be capped at .2% ACT 368 modifies the definition of "wages" in certain circumstances

under the Division of Workforce Services Law for the rate year beginning January 1, 2022, and ending December 31, 2022, to exclude the amount of remuneration that exceeds the lesser of the amount calculated under current law or $10,000. ACT 362 creates the Elective Pass-Through Entity Tax Act, which allows pass-through entities to elect to have their income be subject to the pass-through entity tax instead of the state income tax. ACT 765 creates the

Law Enforcement Family Relief Check-off Program, which allows an individual taxpayer to designate some or all of the taxpayer's income tax refund to the program, which assists the family of an Arkansascertified law enforcement officer who was killed in the line of duty or diagnosed by a medical professional with a terminal illness. Everybody has their own definition of what naughty is. So my great concern is why we allow this man called Santa Claus from the North Pole to determine who is naughty or nice? For some reason, I got on Santa’s naughty list this year. You might ask, “How do you know that you’re on his naughty list?” The answer to that is very simple, The Gracious Mistress of the Parsonage said to me this past week, “I think you’re on Santa’s naughty list this year.” I don’t know how she knew that, but I never question what she knows or doesn’t know. So if she says I’m on Santa’s naughty list, I am for sure on Santa’s naughty list. The problem is that she has a different definition of naughty than I do. Her definition of naughty is eating apple fritters. My definition of naughty is eating broccoli. Right here, the Twain shall never come together. The only way that Santa could know that I have been naughty this

past year is if he got the information from The Gracious Mistress of the Parsonage. That in itself seems to me to be quite naughty. But you didn’t hear it from me. If being naughty is eating an apple fritter, then I shall be naughty till the day I die. After all, any Apple fritter is worth it. That being settled, it is very clear that I know how to be naughty. The Apple fritter is just one aspect of my naughtiness. So what I need to investigate is how in the world can I get on Santa’s nice list? What can I do this coming year to guarantee a spot on that infamous list? To be sure, I will not be asking The Gracious Mistress of the Parsonage because then she will tell me, and I will be in deep trouble. I can almost hear what she would say in this regard. But I need to figure out for myself what it really means to be nice. I thought I was a nice person, but what I think doesn’t really matter. What can I do to be nice to the people around me? And if I am nice to the

people around me, will Santa notice? What can I do to get his attention? After all, this infamous character supposedly lives in the North Pole, so how would he know what I’m doing way down here? I spent some time the other day thinking about this and trying to come up with a list of things I could do to reveal the nice quality of myself to people around me. After a couple of hours of such meditation, I did not come up with a single thing I could do to reveal my niceness. My first focus was, how can I be nice to my wife? After all, she’s nice to me, so how can I reciprocate? After living with her for so long, I have come to the conclusion that anything I do, she can do much better. Everything I break, she can fix. Then a thought did a Christmas dance in my head. Then, whenever she fixes anything, she is very happy because she can fix it. So what makes her happy is fixing things. So, if I’m going to make her happy this coming year, I need to concentrate on breaking things.

Everything I break will make her happy because then she can fix something. So why didn’t I think of this before? I can think of so many things I can break that I didn’t know exactly where to start. It’s going to be important to start at the right place so that I can build on that throughout the year. After all, if something can be broken, I’m your man. This was a great challenge for me because everything I break is an accident. To do this right, I will have to master having accidents. A couple of years ago, I broke the front bumper of my truck. My wife was able to fix it using several paperclips. Well, guess what my first accident was? You got it. I pulled into a parking lot for some reason, went too far, and unintentionally broke the front bumper again. Actually, I didn’t know I had broken it; I just heard a sound and didn’t think too much about it. Later that evening my wife happened to go outside where my truck was parked and when she came in, she said with a

smile all over her face, “Did you notice that your front bumper is broken again?” At first, of course, I thought she was joking and laughed at her and said, “Is that right?” She disappeared and, in a moment, came back with several paperclips and went back outside and fixed my truck. I leaned back in my chair, smiled, and said to myself, “This is your first act of niceness for the year. What’s next?” I was reminded of the words of Jesus when he said, “Ask, and it shall be given you; seek, and ye shall find; knock, and it shall be opened unto you” (Matthew 7:7). This coming year I certainly will exercise when Jesus says here and look forward to ways I can be nice, especially to my wife. Then, I might be able to loop over to being nice to other people.
