PC Quorum Court approves budget, sheriff vacancy told

Newly elected Prairie County Judge Lawrence Holloway presented the results of the county budget committee’s meeting held on December 16, 2023 at the regular meeting of the Prairie County Quorum Court.

Holloway presented the report because he was the chairman of the budget committee before assuming the judgeship.

Holloway said that the 90% revenues for the county general fund in 2023 are expected to be $3,937,500 with a total budget request of $3,927,300.79. This leaves a surplus of $10,199..21 with $215,000 in reserve funds that are not included in the anticipated revenue. The sales tax split for 2023 will be 50% to the county general fund and 50% to the county road fund.

Full-time employees were given a $500 bonus in December, and employees who had been on the job less than 90 days received $200. The

about $105,571 over the 2022 request. There was an increase in supply costs and in other services and charges. The jail budget is down about $24,000 with part of the salaries coming out of the American Rescue Plan money.

The county road department anticipates a 90% revenue amount of $2,672,235 for 2023 with a budget request of $2,385,109.24, leaving a reserve of $287,572. The Prairie County Library, which has a stand-alone budget, anticipates $811,396 in revenues and has a budget request of $382,572.

“The library is being managed very well,” Holloway said.

After the presentation, the court approved the proposed budget.

Holloway reported that the excessive rain had caused an increase in potholes, which the road department will repair as soon as possible.

Three ordinances were passed. The first one was to provide local

Consistency Fund. The second ordinance allows the county clerk’s office to purchase a refrigerator for the jury room from a county employee. The third ordinance allows for the leasing of a CAT excavator. The county chose to rent the 2023 excavator rather than buy the present excavator that has been under lease from Riggs Equipment. No bids were required. The court then went into executive session to discuss a grievance that had been filed against a

county employee. After the session, no action was taken, and the meeting was adjourned.

Special Meeting

A special meeting of the Quorum Court was held on Thursday, February 16 to discuss the resignation of County Sheriff Rick Hickman. The meeting was called to order by Judge Holloway. Those present were Justice Calhoun, Justice Hooks, Justice Smith, Justice Hinson, Justice Stallings and Justice Willeford. Deputy Prosecutor

Abram Skarda received an email from Sheriff Rick Hickman declaring his retirement effective March 1, 2023.

Resolution 2023-1, a resolution declaring a vacancy in the office of Sheriff Prairie County, was passed.

The deadline to apply for this position will be February 24, 2023, and candidates will be interviewed on February 28, 2023 at 6:00 pm. The meeting to appoint the new Sheriff/Collector will be on March 1, 2023 at 6:00 pm.

The Hazen Police Department confiscated 111 pounds of marijuana since the first of this year. Police Chief Bradley Taylor said that some of the drugs were taken from stops on Interstate 40 and some were taken in town. On January 7, Officer

Dillion Cook discovered some of the drugs when making a routine traffic stop at the intersection of Crowley St. and North Hazen Ave. The driver of the car, Kenneth Bryce Boyd of Carlisle, told Officer Cook that he was on parole and claimed ownership of several pounds of marijuana. Kessler Holt, a passenger in the car, had a pipe in her possession and a clear tube with white residue inside it.

stopped a car on Interstate 40 on January 18 after observing erratic driving by the driver, Jason Reese, of Oklahoma. After a K9 unit was called to assist, a search of the vehicle was undertaken, and a bag containing twenty sealed packages of marijuana plus two boxes containing eight sealed bags of marijuana were found. Reese was transported to the Prairie County Detention Center. Officer Felts made another stop on I-40 on January 13 and found two duffle bags full of marijuana in the trunk of a car belonging to Christopher Lewis of Illinois. The drugs were confiscated, and Lewis was taken to the Prairie County Detention Center.

The Des Arc Lady Eagles beat Barton 8454 on Saturday night to win the 2A-6 district tournament at Bison Arena in Carlisle. Des Arc is now 15-4 on the season and will play Bay in the first round of the regional tournament at Buffalo Island Central on Wednesday at 7 p.m.

In the win over Barton, Des Arc led 32-11 after one quarter and 51-32 at halftime.

Des Arc advanced to the championship game with a 77-52 win over Carlisle in the semifinals. Des Arc led 24-8 after one quarter and 41-24 at halftime.

Carroll DeWayne Evants, 77, of DeValls Bluff, Arkansas was born July 7, 1945, and passed away on February

12, 2023.

He is survived by his wife of 53 years, Shirley Evants; children, Darren (Stephanie) Evants, of DeValls Bluff and Paula (Tim) Fraley, of North Little Rock;

grandchildren, Dylan, Brianna, Shelby, Sam, Anna, Dawson and Gracyn; great-grandchildren, Luke, Ellis, Aubrie, and Rileigh; sister, Pam (Bill) Hurst and Vanessa Evants.

He was preceded by his father, C.J. Evants; mother, Ruby Pualine Lovel Evants; stepmother, Sallie Evants; and brother, Eddie Evants. A graveside service was held at 1:00PM on Wednesday, February 15, 2023, at Oakland Cemetery, DeValls Bluff.

The DeValls Bluff City Council met February 9th. After approval of January minutes and approval to pay bills, the council went into Executive Session. After resuming the public meeting, a motion was approved to give all city employees a 3% raise.

City Attorney Mike Stuart updated the council on the water project from engineer David Hilsdon. He said that Hilsdon stated that DeValls Bluff is way ahead of a lot of other cities trying to update their systems since a water rate study has been completed to meet new rules to receive ARPA funds. Stuart said that Hilsdon recommends the council implement new rates as soon as possible so that requirement can be checked off for the remaining funds being applied for. The new rates will go from $21.50 to $22.24 for the first 1,000 gallons and $12.60 per 1,000 gallons after. Sewer rates will not change. The council will implement the new rates later.

Council member Shirley Goff asked Stuart if the property tested positive for Manganese if the owner could buy the property back for that amount. Stuart said no because Manganese only affected wells, not the treatment plant and drilling for the wells would be done elsewhere.

Goff asked Stuart if he knew if grants were available to repair ditches. Stuart said he didn’t know. Goff stated that heavy rains are washing under the streets and causing erosion. Mayor Gray stated that the last time the city checked on doing something there were no grants or funds available. Council member Alice Metcalf stated that when they had checked on the cost it was over a million dollars for less than a mile.

She said that the building structure is good but it has to have a new roof because if it caves in the building will be ruined beyond repair.

Goff said all grants available for projects like this are usually matching grants so the city would have to pay ½ the cost. Metcalf asked what the Historical Register rules are for repairs. Goff said the only rule is that you can’t do anything to change the exterior. Metcalf told Goff to get estimates for the roof repair and bring to next meeting.

The council adopted a resolution to utilize State Aid Street Money for the reconstruction and resurfacing city streets. Former Mayor Brian Dodson applied for and was awarded these funds.

Jumpstart have been arrested and are being held in Huntsville, TX. He states that he is continuing to work on other investigations.

Special Meeting

DeValls Bluff City Council held a special meeting on February 13th. The purpose of the meeting was to discuss pay increases for two employees. The council approved a 6.5% increase for Eric Martin and a 9% increase for Edward Rea. Eric is Utilities Department head. Edward is Utilities Worker.

Attorney Stuart reported to the council that he had obtained an appraisal for the property needed for the new water treatment plant and wells. Appraiser Mike Chudy provided an appraisal of $32,000. He said that he will be making a formal offer to the owner for that amount along with a copy of the appraisal and a letter from engineer Don Hilsdon

Council member Pam DelGiorno asked the council to consider purchasing a folding Ushape table for the council to hold meetings so that audience members could see everyone. She thanked Roben Henry for setting up the tables in a straight line for this meeting so everyone is facing audience. Metcalf told DelGiornio to get 3 estimates and find out if there was money available to purchase a table and it could be discussed at to the March meeting.

The Hazen City Council finalized payment for the demolition of the grain bins on So. Chester St. at its regular February meeting held on the 16th. Dallas Taylor was the only absent council member.

The cost for the destruction and removal of the grain bins as well as the concrete on the property amounted to just over $20,000. “It’s been expensive, but we’ve erased a liability,” Mayor David Hardke said.

The council also passed a resolution to purchase the lot just south of the revenue office. The council will pay the Beam Sisters Trust $2,000 for the property from the city’s General Contingency Fund.

The city was notified in December that it will be given a $98,000 grant for the playpark. Hardke said that the city will need to get in contact with a contractor, and when the contracts are completed the work can begin.

Hardke led the council members through the review of the animal control ordinance regarding cruelty to animals and the authority of the Animal Control Officer. The city is planning to change/amend the present animal control ordinance to put more

“teeth” into the law. “The ordinance needs to be made clearer,”

Hardke said. City Attorney Keith Rhodes will be working on writing a new ordinance.

Hardke told the council that the Dr.’s office is ready for occupancy. He also reported that the city had purchased a 2019 golf cart with a side-by-side and dump beds. The city also bought a 2022 Tracker Ox for the department.

The total cost for the two vehicles was $14,000.

“We can utilize them very, very well,” Hardke said. There was some discussion about whether or not the city can donate to the Hazen Booster Club to put a “Home of the 2022 State Class 2-A Football Champions” sign in city park. The mayor will check with the Municipal League attorney.

Hardke told the council that the recycle bins had been removed again because citizens were putting their trash in the bins. A new location for the recycle bins will be found so that they can be more closely monitored.

Police Chief Bradley Taylor said that his department was involved in a car chase in which two of the city’s police

cars were involved in crashes. The police stopped the car that they were chasing near Lonoke. Taylor said that the driver was from Pennsylvania. No one was hurt, but only one of the cars is now operable.

Taylor praised the city’s first responders for helping his policemen. He also announced the seizure of 111 pounds of marijuana in three recent arrests.

Fire Chief Seth Skarda reported six first-responder runs, and Utilities Department Manager Chad Swaim said that the UV equipment that the city has been waiting to receive was damaged in transit and has to be returned. The city had to wait for 13 months for the broken UV equipment to arrive in Little Rock from Canada. The utility workers have been working on the baseball and softball fields to get them ready for the season. Swaim said that his department was still on the hunt for gas and water leaks. Six gas leaks have been fixed in the past six months, according to Swaim. Swaim said that there was little damage done to pipes during the last freeze. “We were lucky,” he said.

Football upgrade plan presented to Hazen School Board members

Cody Snider, president of the Hazen Booster Club, presented a proposal to upgrade the Hornet Field football facilities to the Hazen School Board at its regular meeting held on February 13. The cost of the upgrades, which would include building a new field house, upgrading the field lighting, replacing the deteriorating bleachers and press box, updating the asphalt track and the bathrooms and concession stand would require the district to raise the millage rate by at least two mils. Snider also said that the field is not American Disabilities Association compliant. Other things that the booster club would like to see done is paving the road between North Water and North Prairie Streets, updating the press box sound system, and repairing the fence. In addition, the Booster Club proposed renovating the old gymnasium to be used for softball, cheerleading, and golf team practice. The district asked for a millage increase last year to build an agri facility which was denied by the voters.

Snider said that the Booster Club would spearhead the effort to pass the additional millage that would be needed for the project. He pointed out that presently there is momentum and pride in the football program due to the recent state championship. “Now is the best time for it if we’re going to do it,” he said.

Board Member Bradley Taylor suggested that the Booster Club get together with representatives from the district to work out a game plan for the project. Some board members felt that a millage increase designated only for the football field would not pass. “If you just do this for football, it’s going to fail,” Board Member Rusty Rogers said. There was a suggestion that perhaps football field repairs could be paired with the building of an agri building and other school upgrades in a future millage campaign.

Snider also told the board that over $17,000 had been raised to pay for championship rings for the Senior High Hornet football team

members.

Elementary Principal Tiffany Glover announced that Hazen Elementary School will receive approximately $7000 from the state as a reward for the student growth. Student growth is measured by the scoring results on state tests. There were 141 students who showed growth on the last test.

Superintendent Donnie Boothe announced that the high school football team would be honored at the state capitol on Wednesday, February 15. He complimented the basketball teams which did well in the recent tournaments, as well. When addressing Governor Sarah Sander’s new education plan, Boothe said that despite the new requirements for districts, “We’re gonna make it.” In other business, the board approved Boothe’s recommendation to retire certain inventory and fixed asset items and to pay ASBA Workers’ Compensation Coverage $21,158 for the period of January 1 through December 31, 2023, which will be paid with operating funds.

Lady Bison finish as state runners-up in indoor track

For the first time in school history, the Carlisle Lady Bison fielded an indoor track team. And they did at just the right time.

Carlisle finished as the Class 1A/2A state runners-up on Saturday at the Randal Tyson Track Center at the University of Arkansas in Fayetteville.

The Lady Bison finished with 83 points. Mansfield won the state championship with 137.5 points.

Mount Ida was third with 73 points. Des Arc was fourth with 55 points. Mansfield was fifth with 54.5 points.

“That was awesome,”

Carlisle coach Caleb Shock said. “It was a really cool event. I had never been before. And none of our girls had obviously been before. There were just over 1,500 athletes. There were 244 heats of races. We were up from 9 in the morning until 10:30 that night. It was a long day, but it was fun watching them compete. It was fun watching the parents with kids being their first time in track.

Bison play Trojans tough but come up short in district final

The Carlisle Bison gave Marianna all it wanted but came up short, losing 63-51 in the finals of the 2A-6 district tournament Saturday at Bison Arena.

Marianna has previously mercy-ruled the Bison twice but not Saturday night.

The difference was the first quarter. The Trojans outscored the Bison 20-8. After that, the two teams played even for the final three quarters.

They were pulling out their phones and keeping up with the scores. It was a pretty close race for the runner-up spot between us and Mount Ida and Des Arc for a while. It was fun to follow the points throughout the day.”

Carlisle’s Anna Stovesand won the long jump with a distance of 14 feet, 4 3/4 inches. She also won the triple jump with a leap of 30 feet, 4 1/2 inches.

Laken Golden was fourth in the triple jump with a leap of 27 feet, 7 1/4 inches.

Madison Goodman was seventh in the shot put with a throw of 23 feet, 11 inches. Adrienne Barnett was eighth with a throw of 22 feet, 9 inches.

Carlisle finished fourth in the 3,200-meter relay with a time of 14 minutes, 1.51 seconds.

Running were Ella Johnston, Dalia Castillo, Belle White and Grace Reed.

Jo Dawson tied for seventh in the 60-meter hurdles with a time of 12.86 seconds. Golden was third in the 60-meter dash with a

time of 8.80 seconds.

Kiersten Taylor was eighth with a time of 9.11 seconds.

Reed was seventh in the 1,600-meter run with a time of 6:58.84.

Golden was second in the 400-meter dash with a time of 1:05.84.

Reed was fifth in the 800-meter run with a time of 3:08.33. White was sixth with a time of 3:08.77.

Stovesand was fourth in the 200-meter dash with a time of 29.30 seconds. Taylor was sixth with a time of 30.07.

Reed was sixth in the 3,200-meter run with a time of 16:04.60.

Castillo was seventh with a time of 17:14.48.

Carlisle won the 1,600meter relay with a time of 4:48.85. Running were Wiles, Dawson, Stovesand and Golden.

Shock noted that Reed and White both ran four distance races Saturday.

“I don’t know of many schools that had two kids run four miles worth of races,” he said.

“They ran the 3,200 to help make sure we could get the points for second place. It was supertough performances by them.”

The Carlisle Lady Bison qualified for the regional tournament with a 65-29 win over Palestine-Wheatley on Tuesday. Carlisle will be making its 12th consecutive trip to postseason

play, all under longtime coach Jonathan Buffalo. Carlisle led 13-4 after one quarter and 27-17 at halftime. The Lady Bison started to pull away in the third quarter, outscoring the Lady Patriots 15-5. The big quarter was the fourth as Carlisle

Braxton Cooney led Carlisle with 14 points. David Hayes and Kaidon Clingmon had 10 points each. Andrew Whaley and Isaiah Powell had five points each. T.J Barnett had three. David Faucett had two.

“I am very proud of my team,” Carlisle coach Jason Stewart said. “We played hard and gave it our best. We are looking forward to playing at regionals this Thursday.” This will be Carlisle’s second consecutive trip to the regional tournament after missing it the previous 10 seasons. The Bison will play Bay at 5:30 p.m. Thursday at Buffalo Island Central.

PROPOSALS addressed to Mayor Ray Glover, City of Carlisle, AR, 215 South Court St., Carlisle, AR 72024, will be received until 2:00PM (Local Time) on Tuesday, February 28, 2023 for furnishing labor, equipment, materials, supplies, and supervision necessary to replace one (1) engine driven 2100-GPM emergency backup pump and associated appurtenances. Bids shall be submitted electronically to, tfoster@ce-associates.biz, and will be opened and read aloud at such time at the office of Civil Engineering Associates, LLC located at 515 Oak Street, Suite C, Conway, AR 72032.

BIDDING DOCUMENTS may be examined without charge at the office of the Engineer, 515 Oak Street, Suite C, Conway, AR, 72032. Electronic bidding documents are available at no charge from the Engineer by calling (501) 504-2455 ext. 102 or by email to tfoster@ce-associates.biz. Hardcopies will not be made available.

THE SUCCESSFUL BIDDER OR BIDDERS will be required to furnish current proof of insurance per the specifications and be able to provide proof of current Arkansas Contractor’s License prior to executing the contract for this work.

BIDDERS ARE expected to inspect the site of work and to inform themselves of all local conditions. The time of completion shall be Thirty (30) Working Days excluding Saturdays, Sundays, and legal holidays.

BIDDERS ARE ADVISED that Arkansas State Contractor Licensing Law applies to this project. Subcontractors are also required to be licensed according to Arkansas State Law. Evidence of licensure shall be provided to the Owner prior to signing the contract.

NO BID may be withdrawn after the scheduled closing time for receipt of bids for at least Thirty (30) calendar days.

IN CASE of ambiguity or lack of clearness stating the price in the bids, the City of Carlisle, Arkansas reserves the right to consider the most advantageous construction thereof, or to reject the bid.

THE CITY OF CARLISLE, ARKANSAS reserves the right to reject any or all bids, waive any or all informalities, and to award the contract to the bidder or bidders who, in the opinion of the Owner, offers the proposal to the best interest of same.

CONTRACTORS are cautioned that qualified bids will be subject to rejection.

CONTRACTORS are specifically advised that any person, firm, or other party to whom it is proposed to award a subcontract under this contract must be acceptable to the Owner.

The Carlisle Lady Bison track team finished as Class 1A/2A state runner-up in the Arkansas Indoor Track and Field championships at the Randal Tyson Track Center in Fayetteville on Saturday.
