Horn resigns as Carlisle district superintendent to take Wilbur D. Mills Cooperative director’s position by Debbye Harrison Brad Horn, Carlisle Superintendent, resigned and has been hired to be the Director of the Wilbur D. Mills Co-op effective July 1, 2020. Mr. Horn was hired as high school principal in 2012-13 and served as superintendent for the last two years. Other resignations included Tabitha Yates, First grade; Betty Graham, Food Service and Tammy Morgenstern, Dance Team sponsor only. All certified personnel were rehired. Leah Cook has been hired for math for the 2020-21 school year and Amanda Kelly will finish out the year as a bus driver. The base salary for certified staff will increase to $33,800 and classified

staff will receive a $1,000 salary increase for the year. The FCCLA competed at the State level and Josie Fortner and Savannah Schafer won Gold with a bid to go to Washington, D.C. to compete nationally. Sierra Gordon and Regan Mills also won gold. If anyone drops out, they will be eligible to go as well. At the State Science Fair, Junior Alyssa Butler competed against 547 entrants and won Second Place in Plant Science. Incentives are being offered to both elementary and high school students for improvement and success on the summative ACSIP tests that will be taken in April.

Governor shuts down schools statewide Local businesses and groups make contingency plans Arkansas Governor Asa Hutchinson announced in a press conference on Sunday, March 15, that all schools in the state would close their doors until after spring break. According to Hazen School Superintendent William Crowder, Des Arc Superintendent George Kennedy, and Carlisle Superintendent Brad Horn, local schools will expand their food backpack programs in order to help keep kids fed during the week off. Carlisle High School Counselor Andrea Fortner stuffed backpacks for students to take home on Monday, and Hazen Elementary Counselor Amber Edge has done the same in Hazen. Des Arc School District is also expanding its backpack program. “We’re on top of it,” Horn said. “Andrea Fortner and Emily Shaw (the elementary counselor) have done a great job organizing the backpacks.” Horn said that his district will also deliver food to students throughout the week if parents will notify the superintendent’s office of the need via email. “We’re thankful for the volunteers who came in to help us,” he said. The Des Arc district will deliver the backpacks to homes, If the closings continue into April, Kennedy says that his district will expand the meal program. Crowder said that

Cafeteria Manager Ann Burroughs is organizing dropoff points in the Hazen district to deliver lunch to school children who need it. Students aren’t off the hook, though. All of the districts have sent home packets of work to do during the break and/or assignments have been posted online for some students. All of the districts will be doing a thorough cleaning of buildings during the hiatus. Other groups and businesses have had to rethink how to deal with events and customer service in the light of the national “recommendations for social distancing.” The “Gardening on the Prairie” event hosted by the Prairie County Master Gardeners has been cancelled. The Hazen Methodist Men’s Shrimp Supper scheduled for Friday will be drive-through only, as will the commodities handout at the Methodist Church this Thursday. Banks and government offices have begun limited access policies. The Prairie County courts in Hazen are being rescheduled. The City of Hazen has asked that customers pay their bills by dropping the payments in the dropbox by the door rather than coming in. Farmers and Merchants Bank has asked customers to use the drivethrough window or bank online.

Congratulations STAR Events gold medalists... These Carlisle High School students received gold medals at the recent FCCLA STAR events state competition held in Hot Springs. Pictured (l to r) are: Sierra Gordin, Raegan Mills, Josie Fortner, and Savannah Schafer. Raegan and Sierra received the gold for their Repurpose and Redesign project. Savannah, who competed in Entrepreneurship, and Josie, who competed in Job Interview, qualified for the national competition which will be held in Washington D.C. this summer. Prairie County amends 2019 budget The Prairie County Quorum Court passed three different ordinances at its March 10th meeting held in the Courthouse Annex in Des Arc. All of the justices were present with the exception of Rick Stallings, along with Judge Mike Skarda, Attorney Tim Isaacs, and County Clerk Gaylon Hale. The first ordinance passed amended the 2019 county budget to reconcile what was budgeted for that year and what was actually spent. The reconciliation included grant money that was received and spent during the year. Lawrence Holloway, the budget committee chair, said that the 2020 budget for the first two months is “pretty much spot on.”

An ordinance was passed to allow the Sheriff’s Department to give a 2007 Crown Victoria to the Phillips County Sheriff’s Department to use for parts. The county no longer uses the vehicle, which doesn’t run, and Arkansas law allows the transfer property between counties that is junk or is of no value. The car will be transferred “as is”, and Phillips County will come and get it. The court also passed an ordinance to lease a new trackhoe for the road department from Riggs Caterpillar of Little Rock. The 2020 model 329 excavator will cost the county $2713 each month for 36 months for a total of $187,811. The lease allows the county to use the equipment up to 3000

hours per year. Time over that amount will cost the county extra. A resolution was passed to name the DeValls Bluff bridge the “Mayor Buddy Roberts and Senator Bobby Glover Bridge,” a change from the name voted on in the February meeting. The change was made by request of some county residents. Skarda told the justices that a legislative audit found an irregularity in the county food bank account. An anonymous donor had requested that no receipt be written for his donation which caused a discrepancy in the account. “We keep records for everything that has been bought (for the food bank),” Skarda said. To keep the problem from happening again, the food bank will get its

own tax ID number, and once that happens the state auditors will not have to be involved. The county road department is working to get all of the roads into shape, according to Skarda, including Triple N Road, which is “in bad shape.” Justice Bobby Williford asked if a decision had been made on the phone system for the county. Three different companies had been contacted about replacing the present phone service which has not been functioning very well. “Hopefully, we will have a new system by the next quorum court meeting,” Skarda said. At the end of the meeting, Carla Fuller thanked the justices for allowing her to speak with them at the February meeting.

Hypsion Club learns about St. Patrick By Louise Miller The Hypsion Club of Cotton Plant met on Monday, March 9, for the regular monthly meeting. In the business of the day it was decided to cancel the annual spaghetti supper because of the health and safety issues in having public get to gathers at this time. We only canceled it for this year and look forward to having the supper in 2021 and seeing all our faithful friends and making new friends. Following the business meeting club member Louise W. Miller presented the program "Legends

Of St. Patrick" the foremost patron saint of Ireland. The Irish are known for their humor, wit and wisdom and the celebrations of St. Patrick's Day. We all enjoy the sayings of sense, wit and humor. The program ended with the reading of an Irish poem. Following the program, delicious refreshments were served by hostesses Marilyn Leggett and Louise W. Miller. The table decorations were to remind us of the luck of the Irish. The next meeting will be April 13, at the club house.

Protect yourself from document fraud The new year is giving scammers an easy wasy to forge documents, but you can protect yourself with an easy New Year’s resolution: Stop abbreviating the year. Why? This year’s abbreviation is easily changable and could be used against you. The concern is that scammers could easily manipulate a document dated “1/1/20” into “1/1/2000” or even “1/1/2021.” Writing out the full date

“could possibly protect you and prevent legal issues on paperwork,” according to Hamilton County, Ohio Auditor Dusty Rhodes. While it’s early in the year for examples of this kind of fraus to emerge, the threat is real according to Ira Rheingold, the executive director of the National Association of Consumer advocates. In a message emailed to USA Today Thursday, Rheingold said scammers could use the method to

established an unpaid debt or to sttempt to cash an old check. “Say you agreed to make payments beginning on 1/15/20. THe bad guy could theoretically establish that you began owing your obligation on 1/15/2019, and try to collect additional $$$,” Rheingold wrote. the full date. Writing the month out can also help. Write this: January 15, 2020, Not this: 1/15/20. Police have echoed the avice as well. “This is very sound advice and should be considered when signing any legal or professional document. It could potentially save you some trouble down the road,” the East Millinocket Police Department in Maine said in a Facebook post.

Arkansas House of Representatives While the state response to COVID-19 is one that is rapidly evolving, here is an update on the latest developments. Late Friday afternoon, Governor Asa Hutchinson announced he will amend an executive order to allow expanded use of telemedicine in the state.

The Governor also announced he is providing additional resources to the Arkansas Department of Health (ADH) which will create 10 new lab positions and assist with much-needed help at the call center. Additionally, the state has requested and will receive more personal protective equipment (PPE) for medical personnel and first responders. All Arkansans are being asked to reconsider every trip out of state. UAMS has set up a coronavirus hotline for people who have questions or feel they may have symptoms. The number is 1-800-6324502. UAMS HealthNow is also available for free COVID-19 screenings. To access, go to UAMS HealthNow and click on “Begin Screening.” This service is available 24 hours a day, 7 days a week to patients of all ages across the state of Arkansas and is accessible from a smartphone, tablet, laptop or computer with video capabilities. Arkansas Children’s Hospital announced that any family with children health questions related to COVID-19 can call 1800-743-3616. ADH has activated a call center to answer questions from health care providers and the public about the novel coronavirus. During normal business hours (8:00 am – 4:30 pm), urgent and non-urgent calls, please call 1-800-8037847. Carlisle Bison have 8-5 win over Quitman Bulldogs By Mark Buffalo Despite giving up a fourrun sixth inning, the Carlisle Bison stayed perfect on the season with an 8-5 win over the Quitman Bulldogs on March 10 at Rockefeller Park. The game was scheduled March 9 after the Bison’s game with Abundant Life was rained out. “We were pretty excited about getting the chance to play a home game after all the rain we had gotten recently,” Carlisle coach Steven Tew said. “The kids were pumped to play a game against an opponent like Quitman, who was ranked ahead of us in a preseason poll.” Carlisle (5-0) got off to a quick start, plating six runs in the bottom of the first. Coby Brown reached on an error to start the inning. David Hayes walked and Blake White was hit by a pitch to load the bases. Creed Carter followed

with a single to drive in Brown and Hayes. Ian Seidenschwarz was hit by a pitch to reload the bases. Noah Seidenschwarz followed with a single to drive in White. Carter scored on a passed ball. Jack Bednar walked to load the bases again. Blane Sharp, the courtesy runner for Ian Seidenschwarz, scored on a sacrifice fly by Eli Moody, who reached on an error. Kamryn Taylor, running for Noah Seidenschwarz, scored on a ground out by Coby Brown. The score remained the same until the Bison plated two more runs in the bottom of the third. Sharp, running again for Ian Seidenschwarz, scored on a single by Ben Orton. Bender followed with a single to score Orton with the Bison’s eighth run. Noah Seidenschwarz got the win. He pitched 3 1/3 innings. He gave up one run in the fourth inning while striking out five. He

allowed no hits but walked three. “Noah pitched probably one of his better games since he’s been a Bison,” Tew said. Orton pitched into the sixth inning before surrounding four runs, three earned. “Ben threw well in his first outing of the season,” Tew said. We were able to bring in Jack Bednar to relieve Ben during the last inning he pitched. Jack did a great job of stopping the bleeding and ending Quitman’s sixth-inning rally. After that, Coby shut it down for us and picked up the save.” Tew said his team kept its composure during the rally by the Bulldogs. Carlisle had only four hits in the victory but none after the third inning. The Bison had nine strikeouts in the victory. “All in all, we are playing good baseball right now, and our kids are loving the game.”

Lady Bison split two March 10 By Mark Buffalo The Carlisle Lady Bison softball team split two games March 10 on Bobby Glover Field at Rockefeller Park. Carlisle beat Central Arkansas Christian 14-4 in the first game but lost to DeWitt 11-9 in the nightcap. In the win over CAC, Carlisle trailed 4-1 after the top of the fourth inning. The Lady Bison plated a single run in the bottom of the first. Hailey Thrift singled to lead off the inning. She scored when Bailey Crump reached on a fielder’s choice. Carlisle then scored eight runs in the bottom of the

fourth to lea 9-4. Reagan Mills scored twice. Also scoring were Ansley Terry, Thrift, Maddie Castleberry, Caty Parker, Lindsey Waters and Crump. The Lady Bison scored five more runs in the bottom of the fifth to end the game. Scoring were Crump, Shelby Jo Hancock, Gracie Brown, Mills, and Terry. Carlisle finished with seven hits. Thrift led the Lady Bison by going 3 for 4 with three RBIs. Also collecting hits were Parker, Crump, Mills and Terry. Crump got the win for Carlisle. She gave up four runs, three earned, in five

innings of work. She allowed three hits while striking out eight. In the loss to DeWitt, Carlisle committed seven errors, leading to six unearned runs. The score was tied 9-9 after six innings. The Dragonettes scored twice in the top of the seventh to get the win. Castleberry, Waters and Audrey Fortner scored two runs each. Also scoring were Thrift, who had three hits, Brown and Mills. Hancock pitched 4 2/3 innings. She gave up nine runs and nine hits. Only three runs were earned. Crump pitched the final 2 1/3 innings. She gave up three hits and two runs.

Lady Hornets open with 2-1 season By Mark Buffalo The Hazen Lady Hornets softball team opened the 2020 season with a 2-1 record. Hazen lost to PalestineWheatley 13-0 in the season opener. The Lady Hornets beat Wonderview 5-2 in the second game of the season. Hazen scored three runs in the first and once in the second and seventh. Hazen then stepped up in classification and beat Maumelle 12-2 last week. Hazen scored twice in the first inning, once in both the third and fourth innings, five runs in the fifth and three runs in the sixth. Hazen finished with 12 hits. Hazen High School 10th grade auction is huge success By Sophomore Cayden Stallings The HHS Class of 2022 recently held the traditional sophomore auction and dinner on March 9, 2020, at the Hazen Community Center. The funds from this annual event go toward the class’s junior prom and senior fees and events. This year’s auction had some exciting items up for bid ranging from awesome hunts at area hunting clubs to footballs signed by former NFL Quarterback Peyton Manning as well as tons of food certificates to all of our local favorites. The auction had a great turnout from our community to support the Class of 2022 and socialize with all of our neighbors. This event could never have happened if it wasn’t for the support of our community, our families, our class sponsors, Angie Cagle, Jeff Cagle, and Wendy Perry, and all of the businesses in our awesome town and surrounding areas that donated the wonderful items that were put up for bid. The Class of 2022 had a very successful, recordbreaking night bringing in over $24,000! Thank you all for your support!

office offers ServSafe course ServSafe has been the industry standard since 1919 in training millions of people on how to receive, store, prepare, and serve food safely. Through the Cooperative Extension Service, we offer training and certifications for the ServSafe Food Handler, ServSafe Manager, and ServSafe Instructor & Proctor programs. The Arkansas Department of Health is now requiring each food service facility to have at least one supervisory employee who has Certified Food Manager training. A ServSafe Certified Food Manager Course will be offered on April 14th & 16th at the Clarendon Farm Bureau

Office located at Hwy 79 East, Clarendon. The training will take place beginning at 1 pm on both days and end at 5 pm. The course will cost $140 for New Managers and $60 for re-certifications. The course cost pays for the book and the exam. Participants who pass the exam will receive a ServSafe Food Manager Certification good for five years. All participants must preregister and pay by Friday, March 27. Class size is limited. Once the ServSafe books are distributed, they are nonrefundable.
