Wilson receives NEAFCS service award Shea Wilson has been named the 2018 recipient of the National Extension Association of Family and Consumer Sciences (NEAFCS) Distinguished Service Award. Shea received a plaque during the recent Arkansas Galaxy Conference in Hot Springs and will be further recognized during the 2018 NEAFCS meeting September 24-27 in San Antonio, TX. This award was given to Shea in recognition of her outstanding contributions to the University of Arkansas Cooperative Extension Service the past 11 years. The Distinguished Service Award is the highest award presented by the NEAFCS. The award recognizes members for leadership, educational program efforts and professional development.
Candidate to speak at banquet The Prairie County Republican Party will hold its “Paint Prairie County Red Banquet” on Thursday, March 22, 2018 at the Sno-White Restaurant in Des Arc, Arkansas. Dinner will begin at 6:30pm. The guest speaker for the dinner will be Republican candidate for Governor, Jan Morgan of Hot Springs. The dinner, which will begin at 6:30 p.m. will be an opportunity for citizens to meet with Republican candidates for district and statewide offices and to support the candidates for County and Justice of Peace . The Prairie County Quorum Court suspended the rules to allow for a second and third reading of the 2017 budget, which was passed unanimously at the regular meeting held on Tuesday, March 13 at 6:00 p.m. in the Prairie County Annex in Des Arc. Answering the roll call were Aldermen Doyle Sullins, Gary King, Lawrence Holloway, Ronnie Eans, Eddie Ciganek, Dennis Tipton, Bobby Willeford, and Lucas Childers. Also present were County Clerk Gaylon Hale, Prosecuting Attorney Tim Isaac, and Judge Mike Skarda. After the reading and approval of the minutes of the last meeting, Skarda reported that the company that installed the pipeline in the northern part of the county had done approximately $23,000 to $25,000 in damages to county roads. The county charged the company the FEMA rates
to repair the damages, but only charged the full amount for the asphalt roads. The judge said that the pipeline was completely finished. “They were the easiest people ever to work with,” Skarda said. Continuing his report, Skarda told the court that the library project was in its final phase and should be finished this month. The project has been ongoing for seven years, with almost all of the renovation money coming from grants and donations. Skarda also said that the county’s 10 yard dump truck had blown up and that it will not be fixed unless the repairs are minor. He closed his report by telling the aldermen, “Ya’ll are excellent people to work with. I’m lucky. Everyone here cares about the county.” Sheriff Rick Hickman reported that his office had caught 3 people steal-
ing in the Crossroads community, and that they had also caught the suspect from Lonoke County. County Treasurer Tamara Dabney reported
that the county will be receiving $6000, the first money for the eight federal prisoners being held in the county jail. Buster Lackey was on
the agenda to ask the county to help pay for a van for the Senior Citizen Center, but he could not attend.

GP Quilt Society holds March meeting Larry Lynn Clayton Larry Lynn Clayton, son of the late Francis Lynn Clayton and Nora Willene (Sparks) Clayton was born November 15, 1940 in Little Rock, Arkansas and departed this life on March 8, 2018 at the age of 77 years. Larry married Billie Brown Breedon on September 24, 1988. Clayton of Cabot, Arkansas Larry was preceded in death by one brother: Terry Clayton and a daughter-in-law, Ranae Bean Clayton. Larry, a Hazen native, was living in Rector, Arkansas, and passed away March 8, 2018 at Pemiscot Memorial Hospital in Hayti, Missouri. Larry served his country in the United States Army. Visitation was at 12:00 PM to 1:00 PM Sunday, March 11, 2018 at the McDaniel Funeral Home in Kennett, Missouri. Funeral Services was at 1:00 Pm at the McDaniel Chapel in Kennett, Missouri. Reverend Jim Pemberton officiating. Honored to serve as pallbearers were: Jason Clay, Doug Dupwe, Chris Barber, Bobby Gibson, Tom Clark, Blake Rogers and Clay Clayton.. Burial was at 11:00 AM Monday, March 12, 2018 at the Hazen Cemetery in Hazen, Arkansas.
The Grand Prairie Quilt Society met March 14 for their Sit 'n Sew at the Stuttgart Public Library with 8 members present. Glenda opened the meeting with the thought for the day, "It's amazing how much better everything holds together when there is thread in the bobbin." The February minutes and treasurer's report were given. Birthday greetings were extended to Lee, "Happy Birthday, Lee." No vendors will be allowed at the quilt camp cover she made for her instant pot. Maeola showed a lovely kingsized Razorback quilt. She said though that she will be back to attend the quilt retreat in June. She will also be back to visit from time to time. Biscoe EHC makes memo boards at March meeting Biscoe EHC met Monday, March 12, 2018, at the Biscoe First Baptist Fellowship Hall at 10:30 am. Eleven members attended: Janice Copier, June Cox, Juanita Hutchinson, Bernadette Mosby, Rebecca Patterson, Patsy Prince, Brenda Prince, Mitzi Osborne, Lennie Holmes, Gladys Tucker, and Darline Sickle. Members reported 137 volunteer hours. President Mitzi Osborne called the meeting to order and gave a brief report of the AEHC Conference she attended on March 7 in Ferndale. Then she read the Thought by Einstein. Juanita Hutchinson shared the inspiration about the love of Jesus. Secretary Corpier called roll followed by the reading of the minutes which were approved as read. Treasurer Hutchinson presented the financial report which was filed for audit. SBA disaster loans available to county’s small businesses SACRAMENTO, Calif. – Small nonfarm businesses in 69 Arkansas counties; neighboring counties in Missouri, Oklahoma and Texas; and neighboring parishes in Louisiana are now eligible to apply for low-interest federal disaster loans from the U.S. Small Business Administration, announced Director Tanya N. Garfield of SBA’s Disaster Field Operations Center-West. These loans offset economic losses because of reduced revenues caused by drought in the following primary counties that began Nov. 7, 2017. Primary Arkansas counties: Arkansas, Ashley, Baxter, Boone, Bradley, Calhoun, Carroll, Clark, Clay, Cleburne, Cleveland, Columbia, Conway, Crawford, Dallas, Drew, Faulkner, Franklin, Fulton, Garland, Grant, Greene, Hempstead, Hot Spring, Howard, Independence, Izard, Jefferson, Johnson, Lafayette, Lawrence, Lincoln, Little River, Logan, Lonoke, Madison, Marion, Miller, Montgomery, Nevada, Newton, Ouachita, Perry, Pike, Polk, Pope, Prairie, Pulaski, Randolph, Saline, Scott, Searcy, Sebastian, Sevier, Sharp, Stone, Union, Van Buren, Washington, White and Yell; Neighboring Arkansas counties: Benton, Chicot, Craighead, Desha, Jackson, Monroe, Phillips and Woodruff; “SBA eligibility covers both the economic impacts on businesses dependent on farmers and ranchers that have suf-
fered agricultural production losses caused by the disaster and businesses directly impacted by the disaster,” Garfield said. Small nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size may qualify for Economic Injury Disaster Loans of up to $2 million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred. “Eligibility for these loans is based on the financial impact of the disaster only and not on any actual property damage. These loans have an interest rate as low as 3.385 percent for businesses and 2.5 percent for private nonprofit organizations, a maximum term of 30 years and are available to small businesses and most private nonprofits without the financial ability to offset the adverse impact without hardship,” Garfield said. By law, SBA makes Economic Injury Disaster Loans available when the U.S. Secretary of Agriculture designates an agricultural disaster. The Secretary declared this disaster on March 8, 2018. Businesses primarily engaged in farming or ranching are not eligible for SBA disaster assistance. Agricultural enterprises should contact the Farm Services Agency about the U.S. Department of Agriculture assistance made available by the Secretary’s declaration.
However, nurseries are eligible for SBA disaster assistance in drought disasters. Applicants may apply online, receive additional disaster assistance information and download applications at https://disasterloan.sba.gov/ela. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance. Individuals who are deaf or hard-of-hearing may call (800) 877-8339. Completed applications should be mailed to U.S. Small Business Administration, Processing and Disbursement Center, 14925 Kingsport Road, Fort Worth, TX 76155. The deadline to apply for economic injury is Nov. 8, 2018
The filing period for anyone wishing to run for an elected position in Prairie County began at noon on February 22 and ended at noon on March 1, 2018. The preferential primary election will be conducted on May 22, 2018, and the candidates who filed as a Democrats or Republicans will appear on that ballot. Anyone filing as an Independent will appear on the November 6, 2018 General Election Ballot. In January 2019, those sworn in for the offices of Judge, Sheriff, Clerk, Assessor, Treasurer and Coroner will begin four (4) year terms as a result of a cn Arkansas constitutional amendment approved by the voters in 2016. Justices of the Peace and Constables will remain at two (2) year terms. The Democratic Committee is pleased that Judge Mike Skarda, Clerk Gaylon Hale, Assessor Jeannie Lott, Treasurer Tamara Dabney and Coroner Byrum Kelly are in the un-opposed category for this election cycle. Each one of them has personally told me that they are happy with their circumstances and that they are honored and grateful for the confidence the voters have placed in them. We offer our congratulations and appreciation for the manner in which they conduct their offices. Sheriff Rick Hickman is serving his first term as Sheriff, and his record to date is very impressive. Prior to being elected Sheriff in 2016, he served as a trooper with the Arkansas State Police (ASP). Since his retirement from the ASP, he has served in the Hazen Police Department. He is also a licensed agricultural pilot, or "crop duster", so he must have nerves of steel!! The Democratic Committee is thankful to Sheriff Hickman for his commitment to the office of sheriff. He and his deputies have racked up a good record in solving cases and in the recovery of stolen property. Sheriff Hickman has filed for reelection, and he will have an opponent on the General Election ballot. The Justice of the Peace in District One is Ronnie Eans; Ronnie has been a faithful member of the
Prairie County Quorum Court and has represented his district well. He studies the issues before the Court. He is not one to be afraid to speak his mind, but he always does so with respect for his position and his fellow court members. He will have an opponent on the November ballot Presently, the Justice of the Peace in District Two is Lawrence Holloway. He has served many years on the Quorum Court and he chairs the very important Budget Committee. Holloway has an opponent in the Democratic Primary this year; Judy Burnett has also filed for that position. Burnett served as Prairie County Treasurer for many years before her retirement in 2016. We are fortunate to have two well-qualified candidates for this position. The Justice of the Peace in District Three is an open seat due to the incumbent Mary Sue Roe not seeking re-election. Mary Sue is an asset to the Court; all who know her will miss her pleasant nature and optimistic attitude. Mary Sue, we thank you for your service and wish you the very best! We are very fortunate to have a top-flight candidate with experience for the position in Mrs. Judy Hinson. Judy is a retired teacher of the Des Arc School System, and she served on the Quorum Court following the untimely death of her husband, Jerry Hinson. There is no doubt that she is qualified and her ability to work with other members of the Court is an asset. She will have an opponent on the November ballot. The Justice of the Peace District Four is Dennis Tipton, and he is unopposed. His brother Jimmy and his father Woodruff Tipton have served on the Prairie County Quorum Court with distinction. Dennis will continue to do a good job; it's in his genes! Louis G. (Gary) King who is un-opposed is the Justice of the Peace in District Five. King ran for that position once held by Buddy Sims who was appointed and could not seek election. Gary ran on the Republican ticket and by all accounts he works well with his col-
leagues. The Justice of the Peace for District Six is Eddie Ciganek who has served as an appointee. He cannot seek election. He served several terms without a challenge. Buddy Sims, mentioned earlier, now resides in District Six, and he has filed for election. Buddy has vast experience on the Court, and there is no doubt that he is qualified for the job. He will have opposition on the November ballot. The Justice of the Peace position for District Seven was filled by Lucas Childress following the resignation of Matt Sterling who no longer lives in Prairie County. Charles Atkins has filed for that position. Atkins currently serves as Chief of Police in DeValls Bluff. He will have an opponent on the November ballot. The Justice of the Peace for District Eight is Bobby Willeford. Williford lives in Biscoe and is running unopposed. We appreciate his past service and want to wish him the best in the remainder of this term and in your new term that begins in January 2019. The Justice of the Peace for District Nine is Doyle Sullins. Doyle is unopposed. He lives in Ulm. There are 6 candidates for running for the office of Constable, and none are opposed. Those filing as independents will have to submit petitions with signatures so they can't be confirmed at this time, Constable positions will be on the November ballot. As Chair of the Prairie County Democratic Committee, allow me to congratulate everyone who filed regardless of what party you chose. Putting one's name on a ballot and being willing to campaign for election should be applauded. Participation is the lifeblood of democracy, and elections are an opportunity for diverse views to come before the voters. Thanks should be given to all who participate in the process. Local winners of 4-H H Dairy Contest to compete in state cook-o off

Each year, Arkansas Farm Bureau conducts a statewide contest to find the best tasting, most original dairy dish. County contests are held to determine who will represent each county. This year's Prairie County Dairy Foods Contest was held Saturday, March 10 at the fairgrounds in Hazen in conjunction with County 4-H O-Rama. First place winner in the Party Idea category was Jordan Rowe with her entry of Everyon's Milk Pudding. Jordan received $20 and a special prize. Jordan's winning recipe follows: Everyone's Milk Pudding Ingredients: "4 cups milk, divided "1/2 cup sugar "1/3 cup cornstarch "3 tsp. vanilla "1/2 tsp. cinnamon Directions: In a large saucepan, stir in 3 cups milk with the
sugar. Set over mediumhigh heat; stir and bring to a simmer. Place remaining milk in a bowl. Whisk in cornstarch until dissolved. Once milk simmers, whisking continuously, add cornstarch mixture. Bring to a full rolling boil; stir continuously until mixture thickens, 1-2 minutes. Remove from heat and stir in 3 teaspoons vanilla and teaspoon cinnamon. To serve, pour into a bowl or individual serving dishes. Second place winner, receiving $15 was Makenzie White Toll with her entry of Oreo Pudding. Kinslea Fowler received third place and $10 for her entry of Taco Cheese Crisps. First place winner in the Main Dish category was Adysen Johnston with her entry of Macaroni and Cheese. Adysen received $20 and a special prize. Adysen's winning recipe follows:
Macaroni and Cheese Ingredients: "2 cups macaroni "1/2 stick butter "4 oz. cream cheese "1 can carnation milk "4 oz. velveeta "1/2 cup water "1/3 cup shredded colby and monterey jack cheese Directions: Preheat oven to 350 degrees. Boil macaroni noodles according to package directions (add 1 teaspoon salt to water during boiling). Drain, then add all other ingredients (except shredded cheese) and stir until melted. Pour mixture into 9x13 baking pan, sprinkle shredded cheese on top, and bake 10-15 minutes until cheese is melted. Jordan and Adysen's winning recipes will be submitted for judging at the state level. The top four winners selected in each category will prepare and serve the recipes at the State Cook-Off in June in Little Rock.
Seed Survivor interactive display comes to HES
Nutrien Limited, partnering with the Arkansas Farm Bureau Foundation’s Ag in the Classroom program, brought its Seed Survivor interactive mobile display to Hazen Elementary school on Friday, March 16. The goal of the travelling exhibit is to teach the next generation about growing healthy food plants. The program presenters for the day were Sunny Evans and Kathy Prislovsky. Hazen FFA students were also there to assist. Seed Survivor is a free, curriculum-based, interactive learning experience that encourages children in elementary school to master the elements that plants need to grow. Approximately 30 students can participate in the display at one time and it takes one hour to complete. Students spend half the presentation outside the trailer in a guided plant nutrient lesson and half the presentation inside the trailer playing multi-media and virtual reality video games on soil, water, sunlight, nutrients and growth. After learning about the elements that plants need
to survive, the students planted a sunflower seed to take home and grow. The exhibit tours North America throughout the year and has been in Arkansas since February. Lindsey Verhaeghe, Nutrien’s Program Coordinator said last year
over 100,000 children planted seeds at Seed Survivor. She went on to add, “We want children to grow up to be healthy eaters, to be interested in agriculture and to understand where their food comes from.” Nutrien believes it is important to share their knowledge about what they do best – growing

The Arkansas Farm Bureau Foundation’s mission is to further understanding of agricultural and rural issues, and to support the agriculture and rural community through financial support for education, research, litigation and disaster relief. The Arkansas Ag in the Classroom program was created to promote aware-
ness of the importance of agriculture to our communities, state, nation and the world to students in all grade levels. The Ag in the Classroom program features K-12 classroom materials, garden grants, educational programs and teacher workshops.

Prairie County 4-H H holds 4-H H O-R Rama at fairgrounds
The Prairie County 4-H O-Rama was held Saturday, March 10 at the fairgrounds in Hazen. The County 4-H O-Rama is the annual competitive event that is held so 4Hers can show off what they have learned in
