Four members of the DVB youth mentoring program sponsored by the city gave the police report for Chief Atkins this month.

DVB City Council hears from local youth programs by Lisa Mills The DeValls Bluff City Council held their monthly meeting April 11th. In attendance were Mayor Kenny Anderson, Aldermen Alice Metcalf, Marie Flanagan, Raymond Watson, Shirley Goff and Richard Henry, Police Chief Charles Atkins, Fire Chief Doyne Martin and Utilities Manager Gabby Delgornio. There was a large crowd including many teens. After prayer the council approved the February minutes and the March bills. Much of the meeting was centered around local youth. Pastor Adams from First Pentecostal Church of Prairie County in Hazen stated that the church's community center offers free food & fun every Saturday night from 6:00 -10:00pm for all youth. The center has ping-pong tables, air hockey tables, dart boards, etc. as well as video games, board games and other fun stuff. He invited all Prairie County youth to attend. Summer Gaither reported that the after school program has been going great. Attendance is increasing weekly and business and individual donations and support has been amazing. She stated that they are still seeking funding. Alderman Metcalf offered to meet with her about looking into some possible grants and fundraising ideas. The program is open to all kids and teens Pre-K through 12th grade. They meet on Tuesdays from 3:30-5:30 in the courtroom at City Hall. Police Chief Atkins reported that he, the mayor, and others have been mentoring some local youth to help prepare them for responsible adulthood. They are learning about different city departments, the city government and basic community responsibility. Four of the youth gave the monthly Police Department report and a report on the school bus safety plan for the Hazen School District. (For more information about the

Justin Dryer addressed the council about starting a youth guidance program to teach them life skills such as cooking, gardening, basic sewing, woodworking, etc. He would like to meet with youth monthly and needs volunteers to help with the classes. Summer Gaither stated that this program could overlap with the after school program and Police Chief Atkins stated he would include this program with his mentoring program. Mayor Anderson asked Dryer what he needed from the council. Dryer stated a space to hold the classes, possibly part of the school buildings, and any available resources the city could provide and volunteers. Mayor Anderson said he would check on a space. CINTAS Medical Supply representative Cody Barriga addressed the council about the U.S. Community program that allows small towns to purchase supplies through a co-op plan at a lower cost than purchasing them outright. He suggested the city purchase an Automated External Defibalator (AED) to be kept at city hall which would give the city two AED's since one is currently available at the Fire Department. The machine can be leased on a month to month basis for $89/mo. This will include the machine, pads, batteries, software updates, monthly checks of the machine and battery and pad replacement. He also introduced better protective gloves at a lower price for Fire, Police and Utility departments. A motion was approved to lease the AED. Brooke Davis addressed the council concerning her son who has epilepsy and autism. She said that her son has been attending the Lonoke Exceptional School but she wants to start home-

schooling him. Due to his disabilities he cannot actually be schooled at home and needs a space for him to be schooled. She asked if she could use one of the rooms at the Headstart building that is not being used. Mayor Anderson told her that since the building is leased to Mid-Delta they would have to be contacted to see if a utility fee would be required. Alderman Alice Metcalf stated she would contact Mid-Delta and let her know. Alexandria Prince reported to the council that the Easter Egg Hunt was a huge success. She

A Pulaski County resident died in a head-on collision over the weekend according to an Arkansas State Police report. The crash occurred on US 79 in Ulm just after 8:30 p.m. Sunday night, the report stated. According to police, 35year-old Terek Tyler of Jacksonville was traveling north on US 79 when his vehicle crossed over into the southbound lane. The vehicle, a 2008 Pontiac G5, then struck an oncoming Chevrolet Tahoe before colliding head on with a Chevrolet Avalanche.

Tyler sustained fatal injuries in the crash. Other injured victims include Jose Salazar, 28 of Stuttgart and an unidentified minor, who were taken to Stuttgart Hospital for treatment. Police didn't release the name of the driver of the Tahoe or the identification of the other deceased victim. Authorities described the weather as clear and the road as dry at the time of the crash. There have been at least 104 fatalities on Arkansas roads this year, according to preliminary data.

Sylvia Stokes Davis Sylvia Stokes Davis of Casscoe, passed away April 10, 2018. Sylvia w a s born in R o e , May 27, 1936 to George a n d Lottie Stokes. At age 12 she became a member of Hurricane Missionary Baptist Church, and lead the congregation in singing for many years. She attended Hurricane School and became a 1954 graduate of Hazen High School, where she developed a lifelong friendship with Betty Harper Grabnick. From 1965 to 1977 she lived near Wingmead Farms and served as caregiver for an elderly lady in Stuttgart. She worked for Cirgus Tarzen in Clarendon, Stuttgart Hospital, Stuttgart Shoe Factory, and Comet Rice Mill. Sylvia sold Stanley Home Products, and was successful, staying in the top sale range for many years. In 1983, she moved to Scott Hill, Tennessee to be involved in ministry by singing and praising

her Lord and Savior. Her ministry work led her to Paducah, Kentucky and later to Water Valley, Kentucky, where she opened a Helping Hand Store helping those in need. In 1996 she returned to Stuttgart, where she attended Trinity Assembly of God Church, worked for the senior citizen center, and cleaned homes for friends. She and companion of 14 years, Bill Maroney, enjoyed vegetable gardening, canning, cooking, taking care of cows, bailing hay, and going to Walmart in the middle of the night. Sylvia enjoyed early morning hours, praising God, and fellowship with others. She was preceded in death by her parents, husband, Dee Davis, siblings, Arlin Stokes, Ann Lamb, brother-in-law, Albert Lamb, granddaughter, Tera Tennille Davis. She is survived by two daughters: Venetia (Ronnie) Davis of Roe, and Tena Kirkman of Casscoe, two grandsons, Steven Kirkman (John Michael) of Stuttgart, and Lance Kirkman (Amber)of Casscoe, greatgrandson, Elliott Kirkman of Casscoe, siblings, Patricia Wilkinson of Biscoe, and Dwayne Stokes (Loretta) of Benton.

Hippy group meets “Pete the Cat” by Dominique TaylorWilliams The Home Instruction for Parents of Preschool Youngsters (HIPPY) program held their April group meeting on April 9th, 2018 at the Hazen Community Center. The children and parents were greeted at the "Pete the Cat at the Beach" meeting by home based educators Linda Strohl and Dominique Williams. Children listened to Dominique

Williams read the book Pete the Cat at the Beach written by James Dean. The children then got to use a beach ball and 2 small parachutes to try to bounce the ball inside the parachute. After the parachute game we introduced the parents and children to the games we put out to help develop gross and fine motor skills. There was a number ring toss, hula hoops, "digging for treasure", limbo, and ball toss.

Children in attendance were Noah Hare, Jackson Munnerlyn, Sawyer Jackson, Abbygail Vick, Gabriel Lee, Vince King, Wes King, Kayden Aldridge, Tyler Hollander, Livy Holander, Destin Butler, Hayden Carrell, Sean Carrell, William Hickman, and Christina Duncan. Grand Prairie Quilt Society meets April 11 The Grand Prairie Quilt Society met April 11, 2018 at the Stuttgart Public Library with 8 members present. Ann opened the meeting with the thought for the day, "A pattern is only a suggestion." The March minutes and treasurer's reports were read. A report on the Country Quilt Camp was given. Registrations are now closed. Everyone is looking forward to a great time in June. Happy Birthday greetings were extended to Ann and Sherrye for April....Happy Birthday Ann and Sherrye. Toni joined the group as a new member...welcome, Toni. It was announced that there will be a quilt exhibit at the Old State House entitled, "A Piece of My Soul, Quilts by Black Arkansans." The opening reception is on April 26 from 6-8pm. The exhibit will be up for 18 months. The club will

talk more about this next month and make plans to attend and eat lunch in Little Rock. There is also a Creative Arts and Creative Writing exhibit at the Arts Center of the Grand Prairie in Stuttgart on Sunday, April 15, from 13pm. One of our members, Eunice, has a quilt entered. Let's all make plans to attend. Show and Share Sherrye showed her two mug rugs that she made at the Plantation Stitching Circle in Scott in March. The next stitching circle will be April 28 at the Plantation Agri Museum in Scott. Ann had a photo on her phone of a quilt topper she has finished as a wall hanging. The next meeting will be a Sit 'n Sew on May 9, from 9-3 at the Stuttgart Public Library....bring your projects and lunch and join us.

The Student Council sponsored the annual Hazen High School volleyball tournament on Wednesday, April 11, in the Hornets’ Nest. The FCCLA and FFA were in charge of the concession stand. The soph omore boys won the tournament, beating the senior boys in the final. The winner of the girls’bracket was the 9th grade girls. After the tournament ended, the senior basketball players played a basketball game against the teachers. The teachers lost. Proceeds from the event go toward financing student scholarships and support the participating organizations.

Hazen Council members discuss sidewalk project Mayor David Duch introduced Jeremy Stone, a representative of Civil Engineers Associates, to the Hazen City Council members at their March 15 meeting to discuss a city-wide sidewalk project. The following were present: Mayor David Duch, Recorder David Hardke, Council Members David Campbell, Steve Chlapecka Tim Juola, Clevella Mosby, and Barbara Rogers. Stone advised the Council of an 80/20 sidewalk grant program offered by the state highway department. He said he had driven the city and found a serious need for sidewalks. He estimated the total cost of $400,000.00 to $425,000.00 plus engineering costs and one percent administrative fee to the highway department. He explained the grant application is due in May and if accepted, the pouring would begin in 2019. He stated the engineering cost is $100.00 per hour and would total possibly $10,000.00 to $12,000.00. He estimated the cost for a sidewalk to tie in the east and west walking trails at $40,000.00 and noted that it is not in this proposal. He stated that the proposal totals two and one half miles of sidewalks and bridges if the tie in is included. Following discussion, Council Member Chlapecka moved and Council Member Campbell moved to approve the $465,000.00 sidewalk project based on an 80/20 grant from the highway department, approve the expenditure of the twenty percent portion ($93,000.00) and the one percent highway department administration fee ($4,650.00) totaling $97,650.00 and to approve engineering fees with Civil Engineers Associates LLC not to exceed $12,000.00. Motion carried. The bank registers for the General Fund, the Natural Gas Fund, the Water & Sewer Fund, and the Payroll Fund including deposits and checks were reviewed. The members also reviewed the income statements for departments that were included in each council member's packet. Utility Department Supervisor Phillip Foot presented told the council that Steve Mathis hasdgiven two week’s notice. Foot also said that he has looked at possibly purchasing a newer trencher machine. However, $50,000.00 is the best price found for the kind needed. This is too much for a machine used eight to ten times a year. One can be rented for $1,000.00 per week. Foot said that the Utilities Department needs to purchase two new mowers. Sealed bids are being taken on one of the old mowers. Foot requested a limit of $25,000.00 for the purchase. The Mayor noted that there is $100,000.00 in the department's budget for equipment. Fire Chief Ashley Loudermilk, City Librarian April Highfill, and Police Chief Bradley Taylor were unable to attend the meeting. The Mayor reported that the equipment for the new brush truck ended up costing $12,750.00 rather than the expected $10,000.00 and asked for Council approval for $12,750.00 to complete the truck as needed. Council Member Chlapecka moved and Council Member Mosby seconded to approve $12,750.00. Motion carried. The Mayor reported that the truck will be picked up the first week of April. The Mayor reported that the new radio equipment and computer equipment for the vehicles has arrived awaiting to be

installed. R e c o r d e r / Tr e a s u r e r Hardke handed out the library's financial report from 9/8/17 through 2/7/2018 she had provided. The Mayor reported that Teddy Walker, pastor of the church renting the building next door has requested permission to perform modifications on the interior. Pastor Walker presented the list of modifications and reported an expected cost of $6,215.01. Utility Supervisor Foot said he and Pastor Walker need to get together regarding code compliance. The Mayor noted that the rent has been $100.00 per month and utilities provided by the City. Following discussion regarding the rent and modifications, Council Member Rogers moved and Council Member Mosby seconded to approve the City providing $6,125.01 for the modifications, increase the rent to $250.00 per month and revisit the rental arrangement in six months. Motion carried. The Mayor then presented RESOLUTION #537, A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF HAZEN, ARKANSAS TO UTILIZE FEDERAL-AID T R A N S P O R TAT I O N ALTERNATIVES PROGRAM FUNDS. Following the reading, Council Member Chlapecka moved and Council Member Campbell seconded to adopt RESOLUTION #537. Motion carried. The Mayor reported that the library will not be moving to the daycare building and that more ads will be run for use as a daycare facility. He explained that meanwhile, painting needs to be done. He presented a proposal from Classic Painting, P.O. Box 927, Little Rock, AR in the amount of $6,590.00 for prepping and painting the interior of the building. The Mayor estimated the cost of prepping, painting and installing new locks on the metal exterior doors at $500.00. Council Member Mosby moved and Council Member Rogers seconded to approve these amounts. Motion carried. The Mayor presented a proposal from Classic Painting in the amount of $12,200.00 for prepping and painting the masonry walls and all metal conduits attached to the walls in the main hall of the community center, all doors and door jambs facing the main hall, metal window frames at both ends of the hall, kitchen masonry wall, doors and metal door jambs, metal window frames, bathroom masonry walls, partition walls and doors to stalls. Council Member Chlapecka moved and Council Member Mosby seconded to approve the proposal. Motion carried. The Mayor presented a proposal from Pinnacle Blinds and Shutters in the amount of $2,346.00

to replace the window blinds in the community center and the daycare building. Council Member Chlapecka moved and Council Member Mosby seconded to approve the proposal. Motion carried. The Mayor presented a request from the Margaret Fisher Literacy Organization that provides books for pre-school children in Prairie County. He noted that the Council has approved $1,800.00 in the past. Council Member Rogers moved and Council Member Mosby seconded to approve $1,800.00 donation to the Margaret Fisher Literacy Organization. Motion carried. The Mayor reported that there is $1,032.86 owed on rent and utilities for the daycare facility by the recent lessee and proposed taking the matter to small claims court. Council Member Campbell moved and Council Member Rogers seconded to approve sending the matter to small claims court. Motion carried. Utility Supervisor Foot reported that one of the city's drinking water wells is needing to be pulled and estimated the cost at $10,000.00 to $15,000.00. There being no further business, at 7:25 p.m., Council Member Chlapecka moved and Council Member Juola seconded to adjourn. Motion carried.

DVB Council continued from p.1____________________ offered thanks to everyone who donated items and money and all the volunteers. She also reported that work is being done on the American Legion Hut building and the Men's American Legion and Ladie's Auxilary have started meeting. They hope to help continue traditions like the Christmas Parade, Egg Hunt, etc. The next meeting will be April 17th at 5:30pm. All veterans, veteran's spouses and relatives of veterans are welcome.

Reports Fire Chief Doyne Martin reported 10 first responder calls, 2 public assists, 1 house fire and 2 meetings. Alderman Goff asked Chief Martin how many radios were ordered and received for the department. Martin replied, "20". Goff then asked how many radios were received by the department. Martin stated "19". Goff asked, "So what happened to the 20th radio?" Martin said all 20 were delivered to City Hall but the Fire Department only received 19. He said the matter was being looked into. Alderman Metcalf said the matter needs to be turned over to the Police Chief. Utility Manager Gabby Delgornio reported that the water system was flushed last month and a sewer line had been

repaired. Mayor Anderson read a letter from Tri-State Water Testing in Missouri reporting results of water testing stating the city had hard water. He asked Delgornio to address the matter. Delgornio said the city does have hard water because it comes from the ground and the only treatment is sand filters and chlorine which the city uses and the water is tested once a month and always meets required standards. Police Department report: 4 sentenced to Prairie Co. Jail, 1 Felony Warrant served for Breaking or Entering, 1 Misdemeanor Warrant served for 3rd Degree Battery, 1 missing person report (located in Alabama) with assistance from county, state and federal agencies, 2 disturbances, 3 obstruction of government by force, 1 terroristic threatening, 1 resisting arrest, 1 disturbance of peace, 1 welfare

concern, 1 possession of controlled substance, 1 abuse of elderly, 4 domestic battery, 1 assault on family member, 1 dog leash violation, 1 public intoxication, 3 no contact orders served, 2 disorderly conduct. Traffic violations: 1 DWI, 1 refusal to submit, 1 reckless driving, 2 no liability insurance, 2 driving on suspended or revoked license, 12 speeding, 1 no seat belt, 10 unsafe driving. Alderman Shirley Goff asked Police Chief Atkins to explain why a DeValls Bluff Police car was at a Hazen motel overnight. Chief Atkins stated that when he was not available and another officer who lives in Forrest City was on call he pays for a room and keeps the cr with him in order to be able to respond to calls quicker. Alderman Goff asked Mayor Anderson how Treasurer/Recorder Shante Williams got the position. Mayor Anderson said "the same

way you got your position. The council appointed her and she was sworn in" Goff asked "but how was she sworn in before she was appointed according to the date of her swearing in and the date the council minutes show she was appointed?" Police Chief Atkins said he had spoken to county clerk Gaylon Hale and she said there had been a mixup on the date Williams was sworn in. Goff stated that Hale said she stands by the date Williams was sworn in. No further action was taken in the matter. Mayor Anderson announced that there will be a basketball shootout the weekend after school is dismissed for the summer. There will be a 3 man tournament and a 3 point shootout. Police Chief Atkins said there would also be a prize of a $100 bill for anyone who could make ten 3 point shots in a row. More information will be announced later.

Cozy Nook art gallery opens The Cozy Nook Studio and Gallery held its grand opening on Friday, April 13 from 5 p.m. until 8 p.m. to rave reviews. Owner/Artist Terri TaylorRollihs with the help of Jeff Linam, her husband Jimmy Rollins, and the art students at Hazen High School renovated the building which is located at 106 North Center Street in Lonoke. There was a large crowd of attendees despite the threatening weather that evening. Rollins is now taking applications for summer classes at the gallery, which is open after school on Tuesday through Friday and all day on Saturday. The gallery features art works created by Rollins and her art students at Hazen High School.
