Carlisle City Council discusses ballpark

The Carlisle City Council met on April 23, 2024. The meeting had to be postponed a week due to a lack of a quorum the week before.

Two food trucks are interested in being at the ballparks: Bison Burger and Barbara Tom.

Kevin Kegley reported that it is possible to get the ballpark concession stands up to Health Department standards for approximately $60,000, This will

require using volunteer labor when possible and used equipment when available.

Matt Thrift has volunteered to draw the plumbing diagram that has to be submitted and approved by the Health Department before work can begin. Once that approval is given, work could begin as early as two weeks.

William Rountree, Carlisle School Superintendent, suggested having a parent/community meet-

ing to inform and encourage volunteers.

The coaches have a good support system of parents and can be helpful in organizing work through their teams.

Some parents have already been involved in working on fund-raising and making the community aware of the need. In other business, reports were made on the reversal of the doors in the Civic Center so that the kitchen can be locked and groups can meet without city

employees being present.

Also the building which houses the mosquito equipment has been cleaned out and made ready for the new company to use. The Council voted to sell the Ford Ranger which will not be needed to use for mosquito spraying this year. Bids will be let for trash pick-up and opened on May 15.

The Lions Club donated $2,500 to the Fire Department from the

money raised at their Pancake Supper. The Mayor thanked the Christmas Ladies for their work with the flowers planted around town.

He also reported balances: $56,932 airport, $39,366 fire department, $42,510 street, $171,844 water and sewer, and $228,992 general fund.

Council Members Mary Edellman and Todd Turner were absent from the meeting, and Kevin Kegley attended via Zoom.

Hazen School Board votes to paint at field

In a special meeting held on Tuesday, April 23, the Hazen School Board approved Superintendent Andy Barrett’s recommendation to accept a quote from Frank’s Professional Painting Services to paint the bleachers and press box at the football field. The cost for painting services includes power washing and painting the bleachers, steps, and rails. The district will pay $19,000 for the job. The board also revisited the Verizon rental agreement. Verizon rents a tower on property owned by the district in DeValls Bluff. In a letter dated February 29, 2024, the district was offered a new rent amount of $600 per month beginning in November with a 10% rent escalator every five years with additional five year renewal terms. But in a letter dated April 2nd, the company

MD7 requested a 99 year easement under and around the communication tower owned by the district in exchange for $154,500 payable immediately. Although the offer expires within a month, the board tabled the matter and told Barrett to handle it. After a 17 minute executive session, the board came back to take no action. The board then approved the hiring of Ashley Smith as a high school science teacher and Briana Austin as a K-12 assistant principal and girls basketball coach. Austin will have other coaching duties as assigned later. Both were hired for the 202425 school year.

At the end of the meeting Barrett reminded the board that if it intends to ask for a millage increase during the November election, it must file the request with the county by June. Barrett said that

DVB to buy truck

A special meeting of the DeValls Bluff City Council was called on April 25 to address the need for another vehicle for the city’s Utility Department. Presently, the department has only one running vehicle for three people, making it necessary for the city workers to use personal vehicles for their work.

Only Councilmember Pam DelGiorno was absent from the meeting. City Employees Leah Woodall, Eric Martin, and Glen Gladish explained the situation to the council and said that the city’s Ford F150 was still in the shop with no clear date on when it might be functional again. The department had found a used 2017 GMC Sierra 1500 with

28,739 miles on it for $24,110. It was proposed to use the remaining ARPA funds of $13,785.71 toward the purchase of the vehicle with the remaining amount split between the Water & Sewer, Natural Gas, and Street Funds. The motion was passed. The council also voted to purchase an extended warranty for the vehicle for $3,347. The warranty will cover 72 months or 125,000 miles over the present mileage on the vehicle. Only Shirley Goff voted against the warranty.

Resolution 2024-04 authorizing the purchase of the vehicle using the remaining ARPA funds was then approved, and the meeting was adjourned.

2025 election. There was a question about the number of kindergarten teachers for the next school year. Presently there are two teachers in that grade, but the incoming class student number will be larger. Barrett said that he would look at the budget and see if hiring another teacher for a cost of approximately $70,000 in salary and benefits would be feasible. If not, it is possible that one of this year’s first grade teachers could be moved down to kindergarten. With no further business, the meeting adjourned.

Johnston places 2nd in DAR state competition...

Adysen Johnston, Grand Prairie DAR Good Citizen Award winner from Des Arc High School, has been named first runner-up in the state competition. Adysen was named Des Arc High School DAR Good Citizen in January. Afterwards, her essay was sent to Arkansas Society DAR state competition, and there she finished in second place. For this achievement, Adysen was presented a certificate and a $250 check. Auttie James Montgomery

Auttie James Montgomery, 64, of Carlisle, Arkansas passed away on April 19, 2024 surrounded by his family and friends.

Auttie was born April 15, 1960 in Indianapolis, Indiana. He was a professional painter by trade and ran Montgomery Painting for over 35 years. Auttie was an avid sportsman and loved his family very much. He was kind to all and was loved by all who knew him. Auttie was a generous man who was always there and willing to lend a helping hand.

Auttie is proceeded in death by his parents, Spencer “Bud” and Joyce Ingle of Carlisle and his wife Terry Lynn (Standridge) Montgomery of Carlisle. He is survived by his brother, Curtis Ingle of Hazen, Arkansas; his sister, Kathy Lee Jones of Carlisle, Arkansas; Two sons, Justin Montgomery of Carlisle; and Anthony (Heather) Montgomery of Sherwood, Arkansas.

Auttie was blessed with three wonderful grandsons; Blayton, Colton, Haiden. Auttie was also survived by his partner Tonya Hinson of Carlisle. Services for Auttie will be Thursday, April 25, 2024 at Center Point Missionary Baptist Church in Hazen, Arkansas with visitation at 1:00PM until 2:00PM and Funeral service following at 2:00 PM.

Des Arc School Board votes to approve new hires, trans fers

April 23, 2024 at the Maple Healthcare Nursing Home in Hazen surrounded by her loved ones. She was born August, 17, 1936 in Abernathy, Texas.

Verbena’s joy in life was raising her children and taking care of grandchildren and great-grandchildren and she was a member of Calvary Missionary Baptist church in Hazen.

Verbena is survived by her children, Victoria Wadley of Batesville, Veta Mitchell of Batesville, Gail O’Neal of Stuttgart, Jerry May of DeValls Bluff, Anthony Foster of Paragould, and Jan Files of Jonesboro; several grandchildren and great-grandchildren. She was preceded in death by her parents, John Henry and Willie Mae Davis; her husband, James D. Foster ; her brothers, Sonny Davis, Lee Roy Davis, Marshall Davis, Daniel Johnson, and George Johnson and her sister, Ila Mae Miller.

A graveside service will be held 1:00 P.M., Friday, April 26, 2024 at the Sunset Cemetery in West Helena, Arkansas. Pallbearers will be Katelyn O’Neal, Tyler O’Neal, Devin May, Jordan May, Scott Files, and Bryan Files. Honorary Pallbearers are David A. Mitchell, Jimmy Wadley, and Johnny O’Neal.

The Arkansas Department of Agriculture is updating the Arkansas Water Plan. As a part of the comprehensive analysis, the Department will hold public meetings to engage stakeholders in identifying current water issues, needs, and best practicable solutions.

The meetings are scheduled for May 6 -10, 2024 from 10:00 a.m.3:00 p.m. The format for each meeting will consist of a general overview of the current water plan and discussion about potential updates during the morning session and location-specific water supply discussion in the afternoon from 1:00 p.m. - 3:00 p.m. Attendees are welcome to attend all or parts of each meeting but encouraged to arrive 15 minutes early for on-site registration. Arkansas, passed away on April 27, 2024. Ellen was born on August 29, 1933 in De Valls Bluff, Arkansas to Phillip and Velma Fricker. Ellen married her husband of 69 years, Fred M Stewart in September of 1954. She worked for the city of Hazen as dispatcher, police officer/sergeant, EMT, and finished out her career as Municipal Court Clerk for 20 years. Ellen was one of the first female EMTs in the State of Arkansas. Ellen was preceeded in death by her parents, Phillip and Velma Fricker; her youngest brother, James Fricker, of De Valls Bluff. She is survived by her husband, Fred M. Stewart; daughter, Sherry Atkins (Lonnie Cessor); son, Fred L. Stewart (Lanette); five grandchildren, Stacy, Phillip, Anthony, Caleb, and Rachel; one great-grandchild, Emiley, with Glenn Joseph Stewart due in August; one greatgreat-grandchilddue in October, Thomas Fredrick Roberts; one brother, Earl Fricker of DeValls Bluff, and many nieces, nephews, and friends.

The Des Arc School Board met on April 22nd. Superintendent Marc Sherrell, High School Principal B.J. Paschal, Elementary Principal Cheryl Holland, Treasurer Natasha Richards, and Board Members Johnny Reidhar, Jordan Smith, Billy Hinson, T.J. English, Brent Calhoun, and Charlie Brown were present.

The board approved Superintendent Sherrell’s recommendation to implement the CSSO program for the 2024-2025 school year.

The Conditioned School Security Officer program allows the Superintendent to approve two high school staff members and one elementary staff member to be armed to assist the School Resource Officers. Sherrell would also be armed. The approved staff will be required to attend five days of intense training this summer.

ADA plans water meeting

will be held on May 9, 2024 at the Rice Research and Extension Center, 2900 AR-130, Stuttgart, AR 72160 (Afternoon session topic: Agricultural Water Supply).

The update of the Arkansas Water Plan and the development of a statewide flood plan is being conducted in collaboration with the U.S. Army Corps of Engineers. The purpose of the Arkansas Water Plan is to conserve and protect the state’s water resources, with a longterm goal of sustainable use to maximize the environmental and economic benefit of the State of Arkansas, and the health and wellbeing of its citizens. A motion was approved for the following staff transfers: Fifth Grade Teacher Alarie Needham to High School Science Teacher, Second Grade Teacher Stacy Chulders to District Literacy Specialist, Jerry Malone from maintenance to custodian, and Steven Harvey from custodian to maintenance. The certified and classified

salary schedules for 2024-2025 were also approved.

Superintendent Sherrell reported the current enrollment for PK-12th is 659. The board approved 14 school choice applications which included one from Brinkley, one from Augusta, one from Stuttgart, two from Cabot, and nine from Hazen.

A motion was approved to purchase six security cameras for school buses at a cost of $22,910 and will be purchased from KLC, which recently installed the security cameras in the classrooms. The other four buses already have cameras.

The Carlisle Lady Bison will be the top seed in this week’s 2A-North Region softball tournament as they have the tiebreaker over Des Arc.

Both teams finished 11-1 in the 2A-6, but Carlisle got the top seed because of run differential in their win over Des Arc.

The Lady Bison will play in the first round Thursday at 10 a.m.

Last week, the Lady

Bison beat England 20-4 and Hazen 18-4 to improve to 21-5 on the season. In the win over England, the score was tied 3-3 after three innings. The Lady Bison then erupted for 13 runs in the top of the fourth and four in the top of the fifth. Libby McIntyre and MaKinnley Cook each hit homers. McIntyre was 2 for 3 with two runs and four RBIs. Cook was 4 for 5 with two runs and five RBIs.

Lakyn Golden led Carlisle with four runs scored. Jessa Wiles had three. Anna Stovesand and Kylie Childers each scored twice. Kiersten Taylor, Adisun Golden and Angie Petrus scored one time each.

Tessa Sanders got the win in relief. She gave up two runs, both unearned, while allowing only four hits four innings of work. In the win over Hazen, Calrisle scored six in the first, eight in the second and four in the fourth to

The Des Arc Lady Eagles claimed a share of the 2A-6 district title with a two conference wins last week.

The Lady Eagles are 164 on the season and 11-1 in league play. They tied with Carlisle, but the Lady Bison hold the tiebreaker and will receive the top seed in the regional tournament this week.

Des Arc will play Thursday at 5:30 p.m. at Buffalo Island Central in Monette against the third seed from the 2A-3.

Last week, Des Arc beat Barton 15-0 and Palestine-Wheatley 11-0 in conference play. Against Barton, Des Arc

scored eight in the first, six in the second and one in the third.

Emma Buckner and Reagan Kittller led Des Arc with three runs each. Scoring twice were Makenzie Williams, Grace Knight and Kymber Buckner. Scoring once were Layla Gardner, Kylee McDonald and Karly Woodall. Emma Buckner and Williams each hit home runs.

McDonald struck out all nine batters she faced in the three-inning game.

McDonald also threw a six-inning no-hitter against PalestineWheatley. She struck out 14 batters in the victory. On offense, she was 2 for 3 with a homer and two RBIs

Williams scored three times to lead the Lady Eagles. Knight and Emma Buckner each scored twice. Kittler was 3 for 4 with four RBIs. Des Arc also beat Lonoke 6-1 in non-conference action last week. Des Arc scored once in the first, three in the third and two in the fourth. Lonoke’s lone run came in the bottom of the fourth.

Emma Buckner and Williams each scored twice. Also scoring were Kymber Buckner, who was 3 for 4 with three RBIs, and Lily Tacker. Des Arc’s baseball team finished third in the 2A-6 and will play in the regional tournament at Buffalo Island Central on Thursday at 12:30 p.m.

Bison earn way into postseason

The Carlisle Bison baseball team qualified for the regional tournament by finishing fourth in the 2A6 standings. Last week, they lost to England 10-4 but beat Hazen 14-0 to qualify for postseason play.

In the loss to England, Carlisle led 2-0 after the first inning. The Lions then scored once in the second, three in the third and six in the sixth inning.

The Bison plated two runs in the top of the seventh.

Eli Roberts, Holden Jones, Jonathan Pickard and Dalton Ward each scored a run.

In the win over Hazen, Ward and Jones combined for a three-hit shutout. Ward had nine strikeouts while Jones had two in his only inning of work. Jones was 4 for 5 with three runs scored and two RBIs. He also hit a homer.

Thrift each scored twice. Also scoring were Roberts, Ward, Cole Averitt, Bentley Parker and Daniel Ford. Ward was 3 for 4 with four RBIs. Roberts, Thrift and Averitt each had two hits. The Bison will play Midland on Tuesday in non-conference action before playing in the regional tournament Thursday at Buffalo Island Central in Monette. The Bison will play at 3 p.m.

I do not have a history of being sick. I rarely even have a headache, but I must confess, I give headaches. The last two weeks have been different for me. I have never experienced such a long stretch of sickness before. One day in the hospital and then two weeks in bed. What kind of experience is that?

The great thing about being sick, if there is anything great about it, is that you have a big excuse for not doing anything. For several days, I did not even get out of my pajamas or out of bed. I can't imagine anybody being sick all the time; it just doesn't make sense to me. If there is a good side—and I'm really not convinced there is—I have yet to find it. When I think things are coming to an end, the road suddenly turns right. For several days, I coughed and sneezed and coughed and sneezed. One day, I sneezed so bad that I sneezed my brains out. process I'm not very familiar with. I've had to take more pills than I have ever seen in my life. And, thanks to The Gracious Mistress of the Parsonage I take those pills every day. She is my drug lord. I never knew drugs were so important. There is an ongoing contest with me. That is, how soon can I get to the bathroom? The bathroom is at one end of the house, and my easy chair is at the other end. Oh boy, I've never seen such a long distance before.

Most of the time, I made it on time, but that's for another time. In thinking about my medication, I have found myself a little woozy when I get up to walk. It doesn't last long, just long enough to make me feel crazy. Not only did I spend one day in the hospital, but I had several trips to the doctor's office for checkups and to monitor the medication I was taking. At one doctor's visit, the nurse had to do blood work for me. She came and brought all of her equipment, I looked at her and said, "Why don't you just

The way she looked at me seemed like she was ready to punch me in the nose. But all that poking on my arm with needle after needle after needle I think she got even with me. Why is my blood so important to them?

After all, it's my blood, so let me keep it.

For some reason, they can look at my blood and tell my whole health history.

The thing about my sickness is that my energy has gone on vacation. I hope it enjoys the vacation wherever it is, and I'm anxious for it to return and hear it’s stories.

I didn't realize how unenergetic I was until the other day when the great-granddaughter stayed with us. She was running around in circles, giggling, jumping up and down, and doing all kinds of things, and I got tired just watching her do all of those things.

row some of it just for a day. In pondering this, I've come to the conclusion that the older you get, the less energy you have. If I had known this when I was young, I would not have spent all of my energy so foolishly. I would have put some of it in a savings account for my senior years. One good thing about the great-granddaughter, as I watch her running and jumping and giggling and rolling on the floor, I forget about what I'm doing at the time. I even can laugh a little. Once I get better, and that will be TOMORROW, I will be cautious about how I use my energy. I'm going to find some way to put a little bit of energy every day into some kind of savings account to use later. I'm not sure how that works, but I'm going to take the time I have getting better trying to figure out how I can do that. There could be a good side to all of this sickness nonsense. Once I get better and return to normal life, I could use the experience for my own benefit.

For example, when The Gracious Mistress of the Parsonage asks me to do something I'm not very anxious about, I can say, "Oh, boy. I’m starting to feel dizzy right now?" Then, she will feel sorry for me, lead me to my chair and help me sit down. I'm not sure how long I can play this violin, but I will play it as long as I can. Someone once said that there is a rainbow after every storm. I guess this is my rainbow. A verse of scripture came to mind as I thought about being sick. “Confess your faults one to another, and pray one for another, that ye may be healed. The effectual fervent prayer of a righteous man availeth much” (James 5:16). Prayer is the solution to every problem, even my health.

Program (Home Instruction for Parents of Preschool Youngsters)

gathered for their monthly group meeting at the Hazen Community Center on April 15th.

The children and their families were welcomed by Home Based Educators Linda Strohl and Trudy Drye.

To begin the exciting morning, the kids were able to pick out a pet rock for painting and decorate a dog house before adopting their dog and cat.

Each child was able to come to the shelter and pick their own dog and cat from so many avail-

able for adoption. A couple of children carried theirs around before deciding they weren’t really happy with the first ones they had chosen, so made another choice.

They were then able to pick up certificates to name their pets. I heard several different names. Roland wanted to name his dog “Ruff, Ruff”!

Next was the vet clinic and oh my, did the kids love it! The animals got shots and medicine to last them a lifetime. Their eyes, ears and hearts were all checked somewhat carefully.

They picked out colorful bows and/or collars for their pets. Last, but not least, the children were able to pick up treats for their

pets before leaving the center to keep them happy. The kids received theirs too, so everyone seemed to be very happy before leaving!

The children attending the meeting were: Claire King, Waylon Sooter, Kennedy Nall, Roland Stallings, Zander Moore, Joseph Castleberry and Bryson Penn.

The Hazen HIPPY Group will be going to the Little Rock Zoo for our year end trip on May 13 th . If you and your children plan to go, please let us know no later than April 30th.

4-Hers begin first annual Poultry Chain Project

This year’s 4-H Poultry Chain Project looks slightly different from the past. This year, Prairie County 4-H was given a grant for agriculture and chose to use it to grow the Poultry Chain Project for our 4Hers and the interest of our county fair. Eleven 4-Hers signed up for the poultry chain this year. With the funds from the Bayer Grant, we were able to purchase not only the chicks for

each 4-Her but also a bag of Chick Starter and a bag of shavings to get them started. The goal was to make this a budget-friendly project to teach them about poultry and responsibility. So, what is the Poultry Chain? It is a great starter project for 4Hers. They are given baby chicks yearly to raise until the county, district, or state fair. They will learn about poultry husbandry, health, production, biosecurity, and poten-

tially small business management. Don’t be surprised when you see 4-Hers with farm-fresh eggs for sale in a few months. How are we going to keep this project funded? In years past each 4Hers had to purchase their chicks. Thanks to the start-up funds from Bayer, we were able to purchase the chicks this year. However, we would like to continue purchasing the chicks and see the program grow. Thanks to our generous Prairie County Fair board, they agreed to let us hold our first annual Poultry Chain Auction during the fair. All funds will go directly back into the Poultry Chain Fund for next year's 4-Hers. This would be an excellent opportunity for the community to come out and see how our Prairie County Fair is growing and support our 4-Hers. If you have a child interested in 4-H please get in touch with Amanda Stark at 870998-2614. Our Prairie County Livestock Club meets the last Thursday of every month at 6:00 pm at the Prairie County Fairgrounds.
