by Shea Wilson DeValls Bluff, Ark. -Extension Homemakers from Prairie County met with over 400 other members throughout the state June 2-4, in Hot Springs for the annual AEHC State Conference. The Arkansas Extension Homemakers Council (AEHC) is a volunteer organization associated with the Cooperative Extension Service, part of the University of Arkansas System Division of Agriculture. Extension Homemakers offers its members opportunities for education, leadership development, and service and is the largest volunteer organization in the state. The theme for this year’s conference was “Better Together” and featured Phyllis Bell as keynote speaker on Tuesday. Ms. Bell is the Child Welfare Senior Advisor and Intern Director for Governor Asa Hutchinson. The speaker for Wednesday’s Awards luncheon was Linda Kaletch from Kentucky. Kaletch is President of the National Volunteer Outreach Network which is the National organization for Extension Homemakers. Milestone awards (50

Marie Price from DeValls Bluff received her 78 year milestone award. Other local members receiving awards were: Irene Hampton from Biscoe – 70 year and Nola Hampton from Des Arc – 60 year member. Project Book Awards were also presented during the luncheon. Local clubs who were recognized for their service projects included:

Educational and craft classes were scheduled during the day on both Tuesday and Wednesday of the conference. During the Thursday morning session members were entertained by music of the Spa City Brass. A memorial service, installation of district directors and drawing for
door prizes concluded the conference. Local members remembered during the memorial service were Nelda Adams, Barbara Holmes, and Lennie Holmes. County members who attended the meeting this year were Mitzi Osborne, Janice Bell, and Marie Price.

Film crew shuts down White River bridge... Crews filming on the State Highway 38 bridge over the White River in Des Arc required a temporary bridge closure on Monday, June 17th. Traffic was controlled by the Des Arc Police and the Arkansas State Police. The Arkansas Film Commission crew was getting footage for a documentary about Gary Betzner, a former pilot from Prairie County who tried to fake his own death by ditching his plane in the river. County 4-H competes in 2019 District O-Rama Vonda Griffin Gaskin Vonda Griffin Gaskin, 70, of De Valls Bluff passed away Friday, June 21, 2019. She is survived by three daughters, Tammy Whitaker ( C h r i s Whitaker), Jayme Jackson, and Jeannia Devore; 5 grandchildren, Hunter Sebren, Dylan Sebren, Katie Jackson, Guyman Devore, and Haley Devore; several great-grandchildren; two Brothers, Joe Griffin and Kenneth Griffin and two sisters, Marilyn George and Micki Elder. Vonda was preceded in death by her parents, Marion and Edith Griffin; sister, Dora Redmen and brothers, Rickie and Connie Griffin. Visitation was from 3:00 to 5:00 P.M., Sunday, June 23, 2019 at Westbrook Funeral Home in Hazen. Funeral service was 3:00 P.M., Monday in the Westbrook Funeral Home chapel. Burial will be in the Hazen Cemetery.

Place All three senior members qualified to compete in their respective categories at the Arkansas 4H O-Rama at the University of Arkansas Campus in Fayetteville on July 23-26. While at the university, they will have the opportunity to experience life on campus
by living in a dorm, touring the college, and participating in careerfocused and other educational sessions. During the awards assembly first-place District winners were awarded trophies for their accomplishments. Two Prairie County 4-Hers were also recognized as District 4-H
Record Book winners and were presented with a trophy: Kinslea Fowler and Ambria Wyatt. 4-H record books are similar to a portfolio in that they highlight members’ accomplishments in the areas of 4-H project work, leadership, and community service. In addition to these honors, Prairie County 4-H brought home the County Spirit Award Trophy. Each year this award is given to the group with the most 4-H Spirit during 4-H O-Rama. A special thank you to the volunteers, parents, and supporters who assisted in preparing the youth for this year’s event! Des Arc Council accepts bids for new building by Lisa Mills At the June 18th council meeting, several sealed bids were opened and accepted for the new ambulance building. The first bid was for construction of the building. One bid was received and approved: AMB General Contractors for $82,000. The second bid was for the electrical work. Two bids were received: Knupp Service Company for $13,275.60 and Bradley Ward for $16,0000. The bid from Knupp Service Company was approved. The third bid was for heat and air. One bid was received and approved: Knupp Service Company for $11,638.35. The fourth bid was for interior framing and finishing. One bid was received and approved: WCW Fabrication for
$67,1444. No bids were received for plumbing. Attending the meeting were Mayor Jim Garth, Treasurer/Recorder Chrisana Knupp and council members Rodney Adams, Welton Robinson, Gail King, Ray McVay, Gary Burneet and Anna Beth Fisher. In committee reports, Gail King reported that a gas leak had been located around the rice dryer area and was determined it was from big trucks running over a sign that was being pushed into the gas line. The city's gas consultant firm came and looked at it and said they will have it repaired as soon as possible. Welton Robinson, chair of the water and sewer department committee, reported that ditches have been sprayed and
reported that there is a sewer odor in some places. Mayor Garth stated it is probably from all the rain but he will have it checked out. Gail King reported for the cemetery committee that there is a need for some gravel on the roads and the owner of the bushes and hedges at the end needs to be contacted to have them cut and cleaned up. King also said that the balance in the pavilion fund is now $8,463 and that Martha Harrell is working on setting a date for a clean-up day. Gail King reported that the community awareness committee members have been out talking to citizens, and that everyone has a positive attitude for cleaning up and improving the city. She
said they are planning to start having regular city wide cleanup days as soon as a place to dump is secured. Mayor Garth reported that a dump site has been secured, and he is working on the necessary permits required. The site will only be for limbs, leaves and bushes. No other committee reports were given. Police Chief Rick Parson reported 12 traffic tickets, one misdemeanor charge and ten felony charges. Gail King reported for Animal Control that five dogs were picked up and the owners immediately recovered them. One dog was sent to the out of state adoption program. Mayor Garth reported that it had been discovered that the log cabin building was placed on
the National Historical Register in 1995 which makes it eligible for various grants. He recommended it not be sold and grants be obtained for its repair and preservation instead of selling it. A motion was approved not to sell the cabin. Mayor Garth opened three bids that were received for the old cemetery backhoe: Butch Hart for $751.00, Billy Williams for $1,827.02 and Darin Covington for $1,250.00. The council accepted the bid from Billy Williams. After entering into an executive session, Mayor Garth reported that it was decided to look into hiring an accounting firm for the city. It was also decided to hire part-time help for the court clerk.
Quorum Court passes soil erosion ordinance On Tuesday, May 14, 2019, the Prairie County Quorum Court addressed an issue pertaining to the county maintenance of roadways. Present at the meeting were Justices Ronnie Eans, Lawrence Holloway, Gary King, Doyle Sullins, Levi Childress, Bobby Willeford Dennis Tipton, and Rick Stallings. County Attorney Tim Isaacs described the discussion this way: “County Judge Mike Skarda explained to the justices that when a large volume of water is discharged from private property through installed drainage pipes, the stream of water is sometimes strong enough to cross the ditch and impact forcefully upon the opposite ditch bank, which is adjacent to the roadway. The forceful discharge of water onto the ditch bank often causes erosion and undermines the roadbed, requiring repair and the expenditure of county resources. To address this problem, the justices approved an ordinance that requires the installation of a “deflector” or other device
that will control the flow of water from such drainage pipes by directing the water away from the bank adjacent to the roadway. In situations where it appears that uncontrolled drainage has caused actual or impending damage to the roadway, the ordinance provides for a process of inspection and consultation with the landowner. If damage has occurred due to the failure of the landowner to install devices that control the water being drained, the landowner may be assessed the actual cost to the county for repair of the roadway. Any erosion caused by the natural flow of water not related to installed drainage pipes will not be affected by this ordinance.” Skarda said that the proposed ordinance had been handed out to local residents and that none had complained so far. Oak Prairie and Brown Grove Fire Departments was also approved after Skarda explained that no money would be coming out of the Prairie County general budget. The Oak Prairie Fire Department application is for the purchase of a $30,000 pumper truck and for the upgrade of equipment. Brown Grove has applied for a $7500 grant to purchase the present Oak Prairie firetruck if and when it is replaced.
Skarda explained that the grant money will come to the county, but that it will then be passed on to the grant recipients. “I don’t think that more than one application will be granted, probably for the larger sum,” Skarda said. Both grants require matching or in-kind donations. The judge told the justices that the Clerk’s Office had received a $15,000 grant to put a generator in the Des Arc
courthouse. The grant money must be spent by December 31, 2019. Twice that amount will be needed to complete the project, according to County Clerk Gaylon Hale. Skarda reported that he had talked to several groups and city governments to explain the need for the extension of the county jail tax by two years to pay for repairs to the two county courthouses. “Most everyone I’ve talked to has been for it.”
PCCUA tells 2019 honors lists Phillips Community College of the University of Arkansas (PCCUA) has announced the Chancellor’s List and Dean’s List for the 2019 spring semester. The Chancellor’s List is the highest academic honor at the college and requires a 4.00 (A) grade point average for the semester for 12
or more semester hours of college level credit. Local students who were named to the Chancellor’s List are: Michael Corley, of Hazen; Madison Sickel, of Hazen; and Tyrone Tolbert, of Hazen. Students who demonstrate outstanding academic success at PCCUA are
named to the Dean’s List. The Dean’s List requires a minimum 3.50 GPA for 12 or more college level credits. Local students named to the Dean’s List were: Linda Dillon, of Carlisle; Reagan Swaim, of Hazen; and Felicia Trigg, of Des Arc.

Shelman honored, reports given in Hazen City Council meeting

June Biscoe EHC by Mitzi Osborne Nine members of the Biscoe EHC met Monday, June 10, 2019, at 10:30 am at Biscoe First Baptist Church Fellowship Hall. Those answering roll call were Gladys Tucker, Bernadette Mosby, June Cox, Janice Corpier, Rita Farris, Debby Priest, Mitzi Osborne, Ardie Yates and Juanita Hutchinson. Members reported 121 volunteer hours. President Osborne called the meeting to order with the Thought of the Day. The inspiration, ‘God, the Encourager’ based on Romans 15: 5-6 was read by inspirational leader Juanita Hutchinson. The business meeting began with the reading of the minutes by secretary Janice Corpier. The financial report was given by treasurer Juanita Hutchinson. Unfinished business: The club’s participation in the Prairie County Council Community Service Project, ‘First Aid Kits for our Deputy Sheriffs’, was updated. The kit was purchased and ready for turning in at the Board Meeting Tuesday, June 18. Mitzi Osborne gave an overview of the AEHC State Annual Conference in Hot Springs June 4-6. Biscoe EHC member Irene Hampton was recognized for her 70 years in EHC! Past member Lennie Holmes was acknowledged in the memorial service. Service Project assisting individuals apply for Medicare Help: MIIPI training for volunteers on Wednesday, June 12, 2019 at the DVB courthouse at 10:30 am. The July meeting was moved up a week…meet Monday, July 1 instead of the 2nd Monday, July 8 as regularly scheduled July’s program will be a creative skills lesson led by Janice Corpier. For an eye opener, Bernadette Mosby shared a picture of a painting her son surprised her with for her birthday. It was a portrait of her late sister. Mitzi Osborne shared a picture of herself 45 years ago at her sister’s wedding on June 8, 1974! The program, ‘Miniature Gardening’ was led by Mitzi Osborne in the absence of the June program leader, Brenda Prince. She shared handouts with instructions including pictures for creating one. She had a prepared miniature garden from the Master Gardeners to demonstrate. June birthday cards went to June Cox and Bernadette Mosby. Next month’s birthdays to be celebrated are Karen Golden and Janice Corpier. The door prize was won by Rita Farris. The Hazen City Council meeting opened with the presentation of an award to Gary Shelman for his dedication to picking up the trash in the east end of city park. Mayor David Duch gave Shelman a plaque in honor of his hard work. Shelman’s family attended the ceremony. The city council members attending the meeting were Steve Chlapecka, Barbara Rogers, Rick Wiggins, Larry Anthony, and Tim Juola, along with mayor David Duch, and Recorder/Treasurer David Hardke. Utilities Department Manager Phillip Foot gave a report on the replacement of sewer lines on Hazen Avenue from the high school south past the mayor’s office. The street and four others will be paved using a $250,000 state grant. The state will do the work and paint the stripes and lines. The total cost of the project will be $270,000 with the city making up the difference. Foot also said that

Police Chief Bradley Taylor reported that an engine on one of the police cars had caught fire. The car was on a list to be replaced because it had 106,000 miles on it. Taylor expects the insurance company to pay $13,000 for the car less
the $1000 deductible. A new car will cost around $25,000, and the Police Department has the money to cover the extra $15,000 to $18,000 needed to purchase the car. The department will salvage everything of use out of the old car and place it in the new car. Tracy Vail, the mayor’s assistant, led a public meeting as part of a requirement to receive a
grant to use on the Town and Country Park. Vail said that the city would like to get a paved parking lot to facilitate handicap use of the park, more playground equipment, a sidewalk, and a concrete pad. Citizens at the meeting were asked for other suggestions for parks in the town.The council passed Resolution 544 to apply for the park grant. The council also passed Ordinance 493 that would no longer require paved driveways for trailers. “There is no sense in requiring trailers to have paved parking if houses do not,” Duch said. The ordinance was passed effective immediately. Two properties, a house owned by Jonathan Weems, and the burned out Shell station will be cleaned up soon. Weems will remove what he wants from the house then the City Fire Department will burn it down. A clean up crew will get the Shell station cleaned up in 2 weeks. July 15th is the opening date for the Love’s station at the interstate.
D.A. public discusses park grant
Interested citizens attended the city park meeting to make suggestions about how to use park grant money if it is received. by Lisa Mills On June 18th, a public hearing was held at Des Arc City Hall to discuss a FUN Park grant available to the city from the Arkansas Department of Parks and Tourism. Tanya Childers from Central Arkansas Planning and Development explained the grant then took comments from the crowd. Childers explained that the grant is for $50,000 no match required and is to update or replace any existing park equipment, purchase any new equipment and update any park areas owned by the city. She stated that
DesArc is eligible for the grant and already has high points on the eligibility point system. She

said there is no guarantee that the grant will be received but she will be the grant writer and will do everything she can to help. The application deadline is August 30th and the grants will be awarded toward the end of 2019 or early 2020. Childers said that a representative from the Department of Parks and Tourism met with Mayor Garth today and looked over the current parks. If the grant is received the city will have one year to complete projects. Childers said the first step is having this hearing to get suggestions from citizens, then the council approving the resolution to apply for the grant, then having an engineer design the park and equipment. The floor was opened for comments and suggestions. Mayor Garth said he had received a call from a citizen who could not attend the hearing but wanted to suggest a tennis court, basketball court and swimming pool.
Several guests commented that they thought there would be too much cost and liability involved with a swimming pool. Michelle Barlow suggested a better walking trail that could also accommodate a wheel chair and also benches along the trail. The question was asked if the baseball fields could be included and Childers asked if they were city owned and came under the city's parks and recreation department. Mayor Garth stated they are not under the parks and recreation department but are city owned so he would think they would be covered but a separate grant was probably available for that. Someone suggested having some handicapped equipment available such as a sensory wall and swings that parents can swing with handicapped children. Everyone agreed that all the current playground equipment needs to be replaced, definitely add a "splash pad" and that everyone's suggestions were great and should be considered. There was a very positive vibe among the crowd and everyone present seemed eager to help gain points for the application. Once the hearing ended, the city council meeting was called to order and the resolution was approved to apply for the grant.
