The Des Arc Eagle Eye Archery Team represented their small school and community well at the National Archery Tournament in Louisville, Kentucky on Saturday, May 12th. Fifteen archers, along with their coaches, parents, and other family members, traveled to Kentucky and competed among approximately 15,000 archers. Des Arc was the only 2A school represented at the tournament which was an accomplishment in itself.

Although they competed against much larger schools, the Eagle Eyes shot well and placed in the top one-third of the nation. The team was complimented for showing good sportsmanship and displaying exceptionally good manners. The Eagle Eye Archery Team is only the second group in the history of the Des Arc Schools that has made it to a National level competition. Coach Francine Dickson stated, “The tournament was a total

success in my eyes. This group of archers proved to themselves, the school, and the whole community what hard work and perseverance can accomplish.” The team would like to thank all of the businesses and people who helped make the trip possible which include M&P Bank, Des Arc Booster Club, Des Arc Lion’s Club, F&M Bank, Des Arc School Board, John & Christine Reidhar, and Tony & Liz Hampton.

The communities were selected for Fiscal Year 2018 Cycle II funding through the Arkansas Rural Community Grant Program. Search called off, drowned girl identified by state police James R. Fowler James R. Fowler, 71, of Hazen went to be with our Lord of May 24, 2018. He was born February 26, 1947. James was preceded in death by his parents, Ambrose Fowler and Juanita Young Fowler. He leaves behind his loving wife, Cathy Fowler; four children, Terri Fowler Hall, Diana Fowler Bush (Neil), Jennifer Fowler Hunsucker (Jim) and James Gregory Fowler and one step-son, Chad (Mischelle) Cullum; six grandchildren, Caroline Hunsucker, Martinez (Nathan) Lucas Hunsucker, David Bush, Taylor Cullum, Anna Cullum, and Jose Cullum; two great-grandchildren, Alayna and Rayen Martinez; brothers, Jerry Fowler (Ginny) of Georgia and Robert "Bob" Fowler from Canada and a host of nieces and nephews. Bennie Charles Taylor Bennie Charles Taylor, 76, of De Valls Bluff, died June 1, 2018 at his home under Hospice care. He was preceded in death by his parents, Floyd and Annie Taylor of Sherwood. Barbara Marie Eoff Livesay Barbara Marie Eoff Livesay, 88, of Des Arc passed away June 1, 2018 after a valiant battle with Lymphoma. Bobby, as she was affectiona t e l y known by all, was b o r n February 1, 1930 to Marie S. and Earl C. Eoff in t h e Abbington community west of Des Arc. She was a 1947 graduate of Des Arc High School and had the distinction of being the only graduate to attend all annual Des Arc Alumni Association Banquets since the first in 1956 until her last attendance in November 2017. Bobby married her high school sweetheart Tom Ed Livesay on June 18, 1948. They made their home in Des Arc where they worked with her dad in the sawmill business and later started their own farming operation raising soybeans and rice. She was a lifelong member of the First United Methodist Church where she was member of the Sunshine Fellowship Sunday School class and the United Methodist Women. She was also a member of the Order of the Eastern Star. She was preceded in death by her parents, her step-mother Louise R. Eoff and her husband of 58 years Tom Ed Livesay. She is survived by her son Michael Lynn (Rhonda) Livesay and her daughter Patti Lea (Ritchie) Crow. Grandchildren left to cherish her memory are Thomas Brian Livesay, Michelle Marie (Cyle) Harris, Eric Crow, Kimberly Kaffka, Aleshia (James) Shurley, Megan (Aaron) Cain, Michael John (Heather) Livesay and great-grandchildren Caroline and Walker Harris, Cambry Crow, Carson Kaffka, Weston and Layton Cain, Fletcher Livesay, Ayden, Archer, and Ashton Shurley. She is also survived by step-sister Mary Anne (Al) Williams, and step-brother Jim (Alicia) Karam sisters-in-law Martha Stallings, Patsy Harvey and Lucille Traylor along with many cousins, nieces, and nephews. A special cousin Sharon S. Morton has been a wonderful

caregiver to Bobbie in the last few months, and her devotion is much appreciated. Visitation will be held at Garth Funeral Home on Sunday, June 3 from 5:00 to 7:00 pm. Funeral services will be held at the First United Methodist Church on Monday, June 4 at 10:00 am with burial to follow at Lakeside Cemetery. Brother Jaimie J. Alexander and Rev. The search for the missing child was called off after a body was found in the White River at approximately 10 a.m. Sunday, May 27. The body was positively identified as 9-year-old Promise Ja’Lynn Archer of Des Arc by the Arkansas State Crime Lab in Little Rock. She was the daughter of Amelia Anderson of Des Arc and Drew Archer of Pine Bluff. James Thompson, a volunteer from Redfield, AR was the first to spot the body, which was found only 400 yards from the spot where she disappeared. According to Sheriff Rick Hickman, the call for the missing child came in at approximately 3 p.m. Sunday, May 13, which was Mother's Day weekend. Cadaver dogs were added to search

party, according to Hickman. Sheriff James Prince, of Bowie County Sheriff's Department in Texas, came to assist in the search along with his trained K-9 companions. The Prairie County Sheriff's Office along with the Arkansas Game and Fish, Arkansas State Police, Conway Fire and Rescue, Arkansas National Guard -- providing helicopter assistance - Johnson County Rescue Team and many other local volunteers had been on the river from daylight until dark assisting in the search of the missing child. Officers or volunteers had been on the river during daylight hours each day since the incident was reported. The search was never scaled back, according to the sheriff. "The Arkansas State

Police is investigating this as an accidental drowning," he explained. The only times the search had been called off was when storms threatened the area. Volunteers were asked to leave for safety reasons as law officials stayed on scene. The searches each day lasted from 12 to 14 hours -- the most possible. "Thank you all for (your) help, we deeply appreciate all of your hard work and support," Hickman said to the volunteers, other law enforcement agencies and search and rescue teams that have been played a major role in the search. State Capitol Week in Review From Senator Jonathan Dismang Each year there are more babies born in Arkansas with illegal drugs in their systems. The state Division of Children and Family Services has been keeping records since the legislature enacted Garrett’s Law in 2005. It is named after a child who was born in 2004 with crystal methamphetamine in his body, and who lived only a few months. The law expanded the legal definition of child neglect to include causing a newborn child to be born with illegal substances in his or her body, as a result of the mother knowingly using illegal drugs. Although the presence of drugs is sufficient to substantiate an allegation of neglect, under Garrett’s Law the mother’s name is not automatically placed on the state’s Child Maltreatment Registry, because of concerns that a listing would prevent the mother from getting a job. In 2006 there were 416 reported instances in Arkansas of babies being born with drugs in their bodies. The number has steadily gone up each year, by an average of seven percent until 2011. From 2012 through 2017 it went up more sharply, at an average growth rate of 14 percent a year. Last year there were 1,241 babies born in Arkansas with illegal drugs in their bodies.

For the past four years, marijuana has been the most commonly reported illegal drug found in newborns. Each year about two thirds of the filings made under Garrett’s Law indicate marijuana use by the mother, either by itself or in combination with other drugs. The second most widely abused drug among pregnant mothers, at a rate of 25 percent, was methamphetamine or amphetamine. Opiates were abused by 18 percent of the mothers, based on the drugs found in their babies. Opiates include heroin, morphine, codeine and oxycodone. Ten percent had tranquilizers and five percent had cocaine. The median age of the mother is 26, and over 90 percent of the mothers are under the age of 30. Those percentages have has been consistent over the past several years. Last year 70 percent of the newborns did not have any reported health problems. That is an improvement over the previous two years, when 60 percent to 65 percent had health problems. About 14 percent of the newborns needed treatment in a neonatal intensive care unit, and about 13 percent had respiratory distress or other breathing problems. About five percent suffered from withdrawal symptoms related to the

presence of addictive drugs in their bodies. The mortality rate last year was about a third of a percent, or 0.3 percent. That is the same as in 2016 and an improvement over 2015, when one percent of the newborns died. The babies born with cocaine in their bodies had the highest rate of health problems (47 percent), followed by those born with tranquilizers (41 percent), with opiates (38 percent) and with methamphetamines (37 percent). The least likely to be born with health problems were those born with marijuana in their bodies (27 percent). Newborns whose mothers used cocaine were more likely to require treatment in intensive care (31 percent), followed by those born with methamphetamines (15 percent). After the Division looked into the 1,241 cases reported under Garrett’s Law in 2017, about 18 percent of the babies were removed from their mothers’ homes. If the trend from the previous year holds steady, we can expect that 37 percent of those babies will be returned to their mothers within a year. More than 38,000 babies were born in Arkansas during 2017, according to the U.S. Census.

Superintendent Hill reported that the old football field bleachers have been torn out and work on the new bleachers is moving along.

DVB council holds special meeting about police cars A special DeValls Bluff City Council meeting was held on Friday, June 1st to vote on what to do with the city’s two police vehicles. Present at the meeting were council members Alice Metcalf, Marie Flanagan, Wanda Atkins, Richard Henry, and Mayor Kenny Anderson. Councilman Raymond Watson was absent. Pam DelGiorno filled in as Recorder/Treasurer. The city has two police vehicles that are currently not working. One vehi-

cle was damaged the night before the meeting and the other has a problem with overheating and other issues. The council members looked at bids from three different garages, before voting to lock in Petty’s Garage bid at $1915.87. A decision was not made concerning the car that was overheating. The council members want to get more information on the cars issues and the prices to fix it. The city presently has three police officers. Chief

Charles Atkins is on a full-time, and their are two other part-time policeman as well. During the meeting, Atkins refuted Councilmember Shirley Geoff’s statement that the Prairie County Sheriff’s Department had been coming to DeValls Bluff. After the meeting, members stayed in the meeting room after Mary Sharp asked how many police cars the city had. The council did not reconvene to address the question.

When it comes to forgetting anything, I am king of the hill. My forgetting has nothing to do with age because I have been forgetting as long as I can remember. Of course, with age comes an excuse for forgetting something. Don’t let anybody know this, but sometimes I use my age to say I forgot something which in reality I had not forgotten. Sometimes forgetting something is the best expression of valor. I can’t remember all the things I have forgotten, however, the Gracious Mistress of the Parsonage remembers everything, even things I did not forget. Her memory is impeccable and I just have to live with it. Often she will start a conversation with, “Do you remember…?” Being married as long as I have, I always go with the affirmative nod, which I never forget to do. When I was a young husband, I remember very distinctly correcting her about what I remembered about an incident she was talking about. I have remembered never to make that mis-

take again. I am forgetting everything these days. It may be my keys. I get to the church office, check my pocket and realize I forgot my keys. Then I have to get on my cell phone (when I don’t forget that) and call my wife explaining that I forgot my keys. Once we went for supper with some friends, I was to pick up the tab, and when the tab came, I had forgotten to bring my wallet. I am definitely not going to do that again. Once I went on a trip and forgot where I was going. Fortunately, I had the Gracious Mistress of the Parsonage with me who is an expert in telling me where to go. I can’t tell you how many lectures she has given to Yours Truly in this area of forgetting. I think she should win some kind of a prize or a doctorate in this area. Maybe I should begin calling her, Dr. Never Forget. I could not remember all of the things that I have forgotten. I could ask my wife, but that would take a day and a half for her to get them all on the table.

Our relationship is defined this way; I forget everything and she remembers everything. It can be good, but also it can have a negative impact upon a person’s life, like mine. I just thought I would have to live out the rest of my life under this cloud of forgetfulness. Then the most incredible thing happened, something that has changed the rest of my life. My wife left early to go to the office and I was about a half-hour getting ready to go and when I went to the door, I noticed on the table was a key ring with a bunch of keys on it. At first, I thought it must be my wife’s and maybe I should pick it up and take it with me. I realized one very important thing though. My wife never forgets anything. If I pick up these keys and take it to her, I am in more trouble than I could really handle at this stage of life. After all, if her keys are on the dining room table there is a pretty good purpose behind the whole thing. For me to sabotage that purpose would get me in a great deal of trouble, I can

assure you. I went out the door, got in my vehicle and started on my way to the office. As I was backing out of the driveway, my cell phone rang. I noticed it was my wife. I thought I was in trouble. What could I have done now or what didn’t I do that I should have done? When I answered the phone, I heard a meek voice say, “Did you see any keys on the dining room table?” I answered in the affirmative not really understanding the situation. “Could you,” she said most sweetly, “bring them over? I forgot them.” There was a dramatic pause on my side of the cell phone. It took a few moments for the situation to sink in. As I went back into the house, I was chuckling all the way in and picked up the delinquent keys. When I got to the office, I handed them to her with the biggest smile I’ve ever had on my face that I can remember. She looked at me and then said rather softly, “You’re not laughing are you?” I recognize I will forget a

great deal of things in life. But this incident, I will never forget and it will always strike a chuckle cord in my heart. Every once in a while, when nothing is going on, I will look at my wife and say, “Do you remember the keys?” Glancing away from me she will say, “Don’t you think it’s time to forget that?” Never in a million years! “Brethren, I count not myself to have apprehended: but this one thing I do, forgetting those things which are behind, and reaching forth unto those things which are before, I press toward the mark for the prize of the high calling of God in Christ Jesus” (Philippians 3:13-14). Some things are worth forgetting as the apostle Paul points out here. The key to a happy life is knowing what to forget and what to remember. The Rev. James L.
