Taylor-R Rollins honored by AR Declaration of Learning LITTLE ROCK Students at Hazen High School in Hazen, Arkansas will benefit this year from the research and lesson plans developed by Terri TaylorRollins through the third year of the Arkansas Declaration of Learning program. Rollins, a visual arts & CTE photography teacher for grades 9-12, was one of 26 educators who participated in the third year of this prestigious program, which uses historic art and objects from state and national museums and libraries to develop innovative lesson plans centered around civic engagement. Because of Taylor's dedication to the program during the 2017-18 school year, she was recognized by Governor Asa Hutchinson and the Arkansas Department of Education on June 29 at the Clinton Presidential Center. "The ADOL civic engagement project got my students out of the classroom and thinking of the needs of others," said Taylor. "It impacted my students because they did not realize how many of their neighbors do without food. Seeing my students help others was my favorite part of the ADOL program." "I am proud of the Arkansas educators who have dedicated their time and expertise to making the Arkansas Declaration of Learning initiative a success," Arkansas Department of Education Commissioner Johnny Key said. "Arkansas is the first state in the country to implement this national program, and through our partnerships with other organizations, we have enhanced student learning

Rollins receives her certificate of merit from Governor Asa Hutchinson by providing access to historical objects that are rich in history. Together we are transforming Arkansas to lead the nation in student-focused education." The Declaration of Learning program was formed in 2013 as part of an inter-agency educational initiative that began when representatives from 13 national organizations signed the Declaration of Learning. This declaration pledged that these organizations would work with state and local partners to create learning tools for educators and students in middle and secondary edu-

cation. Arkansas is the first state to participate in the program. Program partners are the Arkansas Department of Education, Clinton Foundation, Crystal Bridges Museum of American Art, Central Arkansas Library System's Butler Center for Arkansas Studies, William J. Clinton Presidential Library and Museum, and the U.S. Department of State's Diplomatic Reception Rooms. Over the last three years, partners have collaborated with Arkansas educators and school

librarians who teach art, English language arts, and social studies for grades six through 12. To date, more than 6,000 Arkansas students have participated in classroom lessons and civic engagement projects developed through the program. Partners are currently working on developing a website that will allow educators across the nation to have access to the lesson plans created by Arkansas teachers. "This program is a great learning experience for teachers and students," said Cassandra Barnett, the ADE program advisor

for school libraries. "Teachers who participate receive extensive training and support from history and art experts throughout the development of the lesson plans. Because of the hard work of these teachers, students have the opportunity to explore real world issues using art and historic objects. We want our students to see that the past can inform our present, and through civic engagement, they can impact our future." The program recently began its fourth year, with applications for the fifth year scheduled to open in January 2019.

DeValls Bluff Council addresses ATV’s in town by Lisa Mills At the DeValls Bluff City Council meeting on July 12th, Alderman Shirley Goff stated that she is very concerned about all the four wheelers being ridden in the city, especially by young kids. Mayor Anderson asked Goff if she had spoken to PoliceChief Atkins about the problem. Goff said she had tried but Chief Atkins said she hadn’t. Prairie County Sheriff

Rick Hickman stated “It is state law that anyone under 12 years old operating an ATV must be accompanied by an adult and no ATVs may be driven on any public street or highway.” Chief Atkins stated “they aren’t doing it in my presence so citizens seeing them need to find out who they are and fill out an affidavit.” Sheriff Hickman stated “I have had a lot of people tell me that you and the mayor have given them

permission to ride in town.” Chief Atkins replied “you know I would never give anyone permission to break the law.” City Attorney Mike Stuart asked Chief Atkins “if someone tells you there’s someone riding in their area do you require a written affidavit before investigating?” Atkins replied “I can’t investigate if I don’t see it and they are not going to let me see them and I can’t investigate without an affidavit with a name of who is involved.” Sheriff Hickman stated “if a county officer sees someone riding illegally, we will stop them.” Chief Atkins final reply was “if someone sees an incident, they just need to call me. I always respond to calls

from citizens.” The July meeting was attended by council members Mayor Kenny A n d e r s o n , Treasurer/Recorder Pam Degionio and Aldermen Alice Metcalf, Marie Flanagan, Wanda Atkins, Shirley Goff and Raymond Watson. Also present were City Attorney Mike Stuart, Police Chief Charles Atkins, Fire Chief Doyne Martin, Utility Manager Gabby Delgiornio and Prairie County Sheriff Rick Hickman. Council members were presented copies of a memo from Alderman Wanda Atkins to Mayor Kenny Anderson retracting her resignation from the city council. Since the council had not yet voted to accept her resignation she

will remain as Alderman and there will be no vacancy on the council. Billy Cook from the Church of the Lord Jesus Christ addressed the council concerning the church’s lease of one of the school buildings. He said that the lease is on a 5 year basis and he wanted to make sure the lease would be renewed before they did some remodeling they wanted to do. Mayor Anderson stated “they have done an amazing job cleaning, remodeling and maintaining the building and he would be happy to renew the lease and allow any remodeling the church wanted.” A motion was approved to renew the lease for 5 years. New telephone scams hit Prairie County New and innovative scam calls are being received by Prairie County residents. These calls are scaring some individuals because the scammers have started using the Prairie County Sheriff's Department phone number. Also another scam from fake IRS callers is being circulated. Both are telling residents they have a federal warrant or a certain type of warrant that needs to be paid immediately. "If we have a warrant for you we are going to come see you in person," Sheriff Hickman said. "We don't call on the phone saying you have to pay this." The regular procedure is that the sheriff's department will personally

come to the person if they have a warrant. The same is true with the IRS. The IRS will send certified mail and/or contact a local department to serve the warrant in person. According to Arkansas Attorney General Leslie Rutledge, a number of Arkansans have reported phone calls from purported Internal Revenue Service (IRS) agents demanding the consumer pay back taxes immediately to avoid being arrested. Remember that no government entity, including the IRS, will ask for your personal financial information through an unsolicited phone call or email. The IRS will not: Contact you regarding

payment or taxes without having mailed a letter. Demand payment without allowing opportunity for question or appeal. Require a specific payment method, such as a prepaid debit card or wire transfer. Ask for credit or debit card numbers over the phone. Threaten to contact local police or other law enforcement to have you arrested. What if I receive a bogus IRS call? Contact the IRS at (800) 829-1040. Report the call to the U.S. Treasury’s Inspector General for Tax Administration at (800) 366-4484. Report the call to the Federal Trade Commission at FTC.gov.

Little Rock, AR. – The Arkansas Agriculture Department (AAD) is now accepting applications from producers for reimbursement under the United States Department of Agriculture (USDA) National Organic Certification Cost Share Program. Reimbursement for 75% of certification costs up to $750 is available for operators who have been certified by a USDA accredited certifying agent. Certification costs that have already been reimbursed through the

USDA-Farm Service Agency or other agencies are not eligible. The AAD administers the USDA National Organic Program Organic Certification Cost Share through funding provided by USDA. “Anything we can do to help offset costs for Arkansas producers is a win for agriculture, which is our state’s top industry,” says Arkansas Agriculture Secretary Wes Ward. “We appreciate the opportunity to partner with the USDA on this program that provides important costshare assistance to an expanding sector of Arkansas’s agricultural industry,” says Ward. According to the USDA National Agricultural Statistics Service, Arkansas was home to 64 organically certified farms totaling 4,871 acres in 2016, an increase of 1,500% from 2014. Of the

$39.8 million in reported certified organic sales in Arkansas in 2016, $30.1 million (76%) was from the sale of livestock and poultry products, such as milk, eggs, and wool. The sale of livestock and poultry accounted for $5.4 million (14%), and $4.3 million (11%) was from the sale of crops. For questions about the application or reimbursement process, contact Mary Elizabeth Lea at 501-225-159 or maryelizabeth.lea@agriculture.arka nsas.gov.
