Michael McBryde of Stephens Public Finance and Robert M. Schelle, the architect who has been drawing up the plans for a new agricultural building for Hazen High School both made presentations to the Hazen School Board at the August 15th meeting.McBryde explained to the board that the district would require an additional two mils to pay for the building of the new planned agricultural building. The additional millage will have to be put on the November ballot for passage by the citizens that make up the Hazen School District. The new 35.83 millage would still be below the state average of approximately 39 mils and be 0.03 mils higher than the millage passed for the Des Arc School District.

The addition of a new ag building at the high school will allow for hands-on experiences for the Hazen students which was lost when the DeValls Bluff ag building was sold by the district. The building of a new agricultural department was originally proposed when the Hazen School District passed its last millage, but the superintendent at the time, Matt Donahy decided against asking for the full millage required to update the high school and build an agri building, instead only requesting of voters the lower amount that passed when the last millage was on the ballot.Board Member Mason Sickel, who has been spearheading the movement to build the new agri building, asked McBryde what the odds were that the additional millage would pass. “We’ve seen some millage get passed,” McBryde said. The board voted unanimously to approve a proposed school budget and the millage increase. The deadline for getting the additional millage on the November ballot is September 8, 2022. McBryde presented an overview of the election and possible election strategies. If the election is successful, the average $100,000 home can expect to see an annual tax increase of approximately $40 according to McBryde. Every school district surrounding Hazen presently has a millage of at least 35.7 mils.Schelle showed the board members a plan for the proposed agri building. He said that the civil engineer was having problems determining the flood plain and legal boundary of the land upon which the ag building will be constructed. He expects that the cost for the building will be approximately $145 per square foot, adding up to $1,052,615. His company will continue to be paid asInconsultants.otherbusiness, the board voted to approve a five percent salary increase report of certain employees from the 2020-21 school year to the 2021-22 school year as required by Act 1120. They also approved the transfer of $70,849.63 from the operating fund to the building fund in order to be in compliance with the state’s Act 1105 net legal balance requirement. The revised American Rescue Plan Act Elementary and Secondary School Emergency Relief Fund (ARP ESSER) was also approved.Superintendent Donnie Boothe told the board that “the city has really helped us out a lot to get things cleaned up” before the opening of the school year. His work history includes working as a Tire Changing Technician at Proctor Tire Company; being a self-employed farmer (farming approximately 1,000 acres of soybeans, wheat, and rice); and working as an independent contractor who built homes, a Church, and an apartment complex (Yopp Street Apartments) in Hazen, Arkansas. LITTLE ROCK – As mild temperatures arrive, so do fall sports. When Arkansans decide to take in a live football game at any of our great institutions, it is important they don’t get tackled into buying fake tickets. Oftentimes scammers will try to take advantage of fans by selling tickets that are fake, duplicates or don’t exist at all. They may use high-pressuresales tactics to scam Arkansans in to buying tickets using deals that seem unbelievable and many times are.
LITTLE ROCK –Arkansas has begun the process of expanding Medicaid services so that more pregnant women can qualify for the government health care program. The expanded services should be available to thousands of women by the beginning of next year, if the federal government approves the proposals submitted by the state Human Services Department. About 5,000 women with high-risk pregnancies would become eligible for home visits by a nurse. The visits would be available after the baby is born, for up to 60 days.About 450 visiting nurses now help expectant mothers enrolled in Medicaid. Last year they helped 1,913 Arkansas families.Home visits reduce the risks of long-term health problems for the newborn baby and they improve the health of the mother. In high-risk pregnancies they lower the need for intensive care for newborns, which saves the state Medicaid program enormous sums of money.Home visits can help new mothers cope with anxiety and mood disorders. They also offer advice about breast feeding and answer questions about lactation. The state will also seek federal approval to expand the range of services that pregnant mothers can receive. That will help some mothers who now only qualify for Medicaid services directly related to their pregnancy. The department is seeking federal approval to offer full Medicaid coverage to all pregnant women in the program. This would make about 2,000 women eligible for a full range of medical care, including care for behavioral health problems. DHS officials also announced that they would request an increase in the department budget next year so it can increase payments to foster parents. Many foster families now receive $455 a month for food and shelter for children in foster care.Many children are in provisional foster care with relatives, or a close friend of the family. Those placements are considered provisional for the time it takes to place them with a foster family. That period of time can be a month to six Beginningmonths. in September, the department will pay $240 a month during the period in which the child is in provisional care. Only buy tickets from a reseller that provides clear details about the terms of the transaction.Always use a credit card to make a ticket purchase because credit card laws provide buyers with some recourse if the tickets are fraudulent.Check the seats before purchasing. Ask for section, row and seat numbers to avoid obstructed views and purchasing tickets that do not exist. Stick with well-known ticket sellers who offer guarantees and policies that protect buyers and have the ability to investigate and restrict accounts of merchants who violate the policies. If a deal seems too good to be true, it probably is. Refuse to be rushed. Scam artists often try to hurry prospective buyers into making a decision.According to AARP, nearly 5 million consumers receive fraudulent concert, sporting event and theme park tickets each year. We can all do our part by ensuring our neighbors, friends, and families are educated on the deceptive practices of scammers and ways to avoid them.Consumers who think they may have purchased a counterfeit ticket can contact the National Association of Ticket Brokers at 630510-4594 or the Arkansas Attorney General’s Public Protection Department. As Arkansas students head back to school, we want to take this week to remind drivers to be mindful of student safety when approaching school buses. It is estimated that close to 350,000 students in our state ride a bus to school. Those buses make stops in every community. It is illegal to pass a stopped school bus whenever its red lights are flashing, as students are present. The fines, penalties and punishment for anyone found guilty of illegally passing a stopped school bus were increased dramatically by Act 2128 of 2005, also known as Isaac’s Law.The legislation was named in honor of Isaac Brian, an elementary school student in the Bryant School District who was struck and killed when a driver illegally passed his school bus while students were exiting the vehicle. The law requires drivers to stop on 2 lane and 4 land highways in both directions, even those with a middle lane. Drivers cannot attempt to pass in any direction until the school bus vehicle has finished receiving or discharging its passengers and is in motion again.Inthe 2021 Regular Session, the General Assembly passed Act 264 to clarify the distance and areas where drivers must stop. It states drivers must come to a complete stop no less than 30 feet from the bus when it stops to load or unload passengers. This 30 feet perimeter would apply to public roads, private or public property open to the general public, and any driveway or parking lot belonging to a public school.Arkansans should also remember that the use of handheld wireless phones are prohibited in a school zone. In 2019, the General Assembly passed legislation making the use of a handheld phone in school zones a primary offense.Every one of us has a responsibility to ensure students arrive to and from school safely. Marianna 50-8 on Friday night in the season opener for both teams.Hazen led 50-0 at halftime.Hazen’s first touchdown came on a 45yard pass from Luke King to Justin Schlenker. They connected again for a 20yard touchdown pass for the Hornets’ next score.Schlenker scored the third touchdown on a 31-yard run. Kolton Tosh scored on a 91-yard run before Braylan Anderson scored on a 30-yard run.Tosh scored again on a 17-yard run before Josh Dawson caught a 6yard touchdown pass fromKingKing.completed 17 of 22 passes for 289 yards and 4 touchdowns. Tosh caught 5 passes for 128 yards. He also rushed for 94 yards. Anderson rushed for 103 yards on 9 carries. Schlenker caught 4 passes for 78 yards and rushed for 31 yards. Cameron Johnson led the defense with two interceptions.LandonAdkins led Hazen with 8 tackles. Anderson had 5, including three for losses. Hazen coach Joe Besancon said his team had trouble getting into a“Iflow.think we played all right,” Besancon said. “The first quarter took almost an hour to play.”TheTrojans had several players cramping and committed several penalties.“Therewas a lot of stoppage in play so it was hard to get into a flow,” Besancon said. “I don’t feel like we ever got into a flow. But, we were able to play a lot of kids. Then we were able to work on some other stuff. We could have thrown the ball deep every play, and every other one would have been caught. It gave us a chance to work on the short passing game. “It gave us a chance to get some other guys in there, especially on the defensive side.” Hazen hosts Des Arc in a non-conference game this Friday at Hornet Field. Kickoff is set for 7 p.m.
