Calhoun addresses the Farm Bureau members. Butch Calhoun, the Director of the Arkansas State Plant Board, was the guest speaker at the annual meeting of the Prairie County Farm Bureau held on Tuesday, September 11 at St. Peter’s on the Prairie Episcopal Church. The women of the church provided the meal of chicken and rice, vegetables, salad, and homemade bread for those attending. Calhoun took on the director’s position of the 18 person board on August 13th of this year. The board, which is made up of 7 Governor appointees, 9 industry representatives, and 2 employees from the University of Arkansas Extension Service, is a agency that regulates

areas related to farming, provides information to Arkansas citizens enforces laws within the state. It has registered over 11,000 chemicals in the state, according to Calhoun. The agency has 30 inspectors who travel across Arkansas processing claims for farmers. Normally Calhoun’s office processes 200-450 claims each year, but this year the agency has already taken in 1312 claims “mostly in the delta”, he said. We’re working with a system from the 1960’s,” Calhoun said. “My job is to bring (the agency) into the 21st Century.” Upgrading the department will “take until spring,” he said. Calhoun told those

attending the meeting about some of the problems Arkansas farmers have been facing. “One of the worst problems we’ve had is a chemical called dicamba,” he said. Another problem is hemp, which was banned by the U. S. Drug Enforcement Agency. Some Arkansas farmers would like to be able to grow the crop, which is related to marijuana, to sell as the raw material for rope and other products. Representative David Hillman, also present at the meeting, sponsored legislation to allow the growing of hemp in Arkansas. The hemp plants must have less than 0.3 percent tetrahydracannibinol (THC), the active ingredient in cannibis, to be legal. “It will be a very heavily regulated product,” Calhoun said. He also told the group about the increase in the acreage planted in peanuts and cotton this year. After Calhoun spoke, the Farm Bureau members listened to reports and then elected the Board of Directors for 2018-2019. The officers for the year are: Luke Hooks, President; Mason Sickel, Vice-President; and Bryan Felty, Secretary. Delegates to the Farm Bureau state convention are Luke Hooks and Mason Sickel.

Des Arc school millage passes The Des Arc School District school millage has passed according to the unofficial vote totals provided by the Prairie County Election Commission. The Des Arc School District Special Election was held on September 11, 2018. The ballot results were as follows: Early voting - 60 for and 8 against Absentee voting - 1 for and 1 against Des Arc Methodist Church poll - 199 for and 21 against Hickory Plains Methodist Church poll 23 for and 8 against. The total number of

votes cast was 321 with 283 voting for and 38 voting against, making the vote 88% in favor of the millage increase. The bond proceeds will be used to refund the District’s outstanding bonded indebtedness, and will provide appproximately $5,345,000 to be used for making electrical and safety upgrades to both the elementary and high schools; replacing the roof of the high school; renovating the high school gym; and constructing, refurbishing, remodeling, and equipping other school facilities.

County employee charged with Class B felony A former employee of Prairie County has been arrested, according to Prairie County Sheriff Rick Hickman. Hickman said all Prairie County facilities are closely monitored, administered facilities, and Tasha Rankin, was arrested on a Class B felony charge.

She was charged with furnishing prohibited articles to jail. The charge included possession of an e-cigarette and Bluetooth headset, according to Hickman, which she provided to inmates. At this time the investigation is ongoing, but Rankin was able to post bond on this charge.

The old elementary school property is the possible site for a new retail store in DeValls Bluff, if the city can work out the terms.

DVB Council discusses the possible sale of city property by Lisa Mills At the monthly meeting on September 13th, the DeValls Bluff City Council heard a resolution to consider selling property for a retail business. The company is interested in purchasing city-owned property behind the old school from the fenced playground to the basketball court. The company has looked around the city

and feels this is the best location option. Now that the city council has agreed to consider selling the property, the company will do a feasibility study and consider what they would offer for it. The council decided to table the matter until Mayor Anderson is present. In the meantime, City Attorney Mike Stuart will look over the company’s proposed contract and get more infor-

mation. Cache River bridge east lane to be closed Wednesday PRAIRIE COUNTY (917) - A routine bridge inspection requires a temporary lane closure, according to Arkansas Department of Transportation (ARDOT) officials. Weather permitting, crews will close the eastbound lane of U.S. Highway 70 over the Cache River Wednesday, September 19 from 9:00

Francis Malcolm Bacon Francis Malcolm Bacon, 86, went to be with the Lord Saturday, August 11, 2018. Malcolm was born November 17, 1931 to Thomas Malcolm and Iula (Young) Bacon. He was reared and educated in Des Arc, Arkansas. After graduating Des A r c H i g h School, Malcolm married the love of his l i f e , M a r y A n n Pa r k s , May 13, 1951. The couple moved to Pine Bluff, Arkansas in 1955. Malcolm worked over twenty years at Dean Milk Company. Mr. Bacon worked at Galster Prosthetics/New Hope for 40 plus years. Malcolm and Mary Ann had five sons. He enjoyed camping, fishing and hunting with his family. Malcolm was a faithful and active member of Good Faith Carr United Methodist Church. Survivors include his wife of 67 years, Mary Ann (Parks) Bacon, five sons, Frankie Bacon (Jo Ellen) of White Hall, Carl Bacon (Patsy), Pine Bluff, Fred Bacon of Boston, Massachusetts, James Bacon (Becky), of Missouri, Robert Bacon (Kim) of Grand Prairie, Texas, five grandchildren, Chris Bacon (Tiffany), Pat Bacon (Amy), Ashley Price (Sean) and Kyle Bacon (Christy), two step grandchildren, Sarah Jones and John Jones, six great grandchildren and three step great grandchildren. Robert Lee Cook Robert “Bobby” Lee Cook, 80, passed away at his home in Biscoe Thursday, September 13, 2018. He was born September 25, 1937 in Biscoe, Arkansas to Robert and Essie (Garth) C o o k . B o b b y was preceded in death by his parents and one brother, Ronnie Wesley Cook. Survivors include three brothers, Billy Warren Cook, Ricky Don Cook, Roger Lynn Cook and wife, Dorothy all of Biscoe, two sisters, Darline Sickel of Biscoe, Mary Ellen Wortham and husband, Roger of Heber Springs. He also leaves to cherish his memories several nieces, nephews, cousins and his side-kick “Ears” his beloved dog and a host of friends. Bobby loved to hunt and talk about hunting and playing dominoes. He will be missed by all his friends and family. Gregory Edward Grady It is with great sadness that the family of Gregory Edward Grady of Hazen announce his passing on September 6, 2018, at the age of 55 years. Greg will be lovingly remembered by his sons, Mychal and Nathan Grady; his mother, Darlene Tunker; his sister, Mischelle Grady Thiels; his brother-inlaw, Paul Thiels; his nephew, John Grady Thiels and his nieces, Lillian and Beatrice Thiels; his uncle, Larry Grady and wife, Sue Grady; his aunt Marilyn

Sharon Lavon Gates Sharon Lavon Gates, 67 of Hazen, died September 10, 2018 at Mercy Hospital in Rogers, Arkansas. She is survived by her son, Kevin Brownell, Jr. of Dewey, Oklahoma; one daughter, Shannon Newby of Florida; three grandchildren, Nicholas Cole Brownell, Blakeley and Christian-Troy Newby and her brother, Wayne Gates. Jackie Eugene Larkan Jackie Eugene Larkan, 77 of Orange Park, Florida, formerly of Hazen, passed away September 6, 2018. He was born July 5, 1941 to Buck and Syble Larkan. Jackie was preceded in death by his parents; brother, Bobby Larkan; sister, Linda Larkan and his son, Todd Larkan. Gloria Mae Bujarski Uhiren Gloria Mae Bujarski Uhiren, 91, of Carlisle, passed away September 14, 2018. She was preceded in death by her parents, Frank & Emma (Keller) Bujarski; her husband of 41 years, William (Bill) Uhiren; an infant son; brother, Norvell Bujarski and sister, Marie Collins. She is survived by her four children; Debby Welch (Bill) of Bentonville, Arkansas; Peggy Moody (Curt) of Carlisle; Fred Uhiren (Rhonda) of Hazen; Joan Woodruff of Little Rock and her sister; Charlotte Halter of North Little Rock. Gloria had 8 grandchildren; William Moody (Melissa), Michelle Uhiren Venne, Christopher Paladino, Drew Moody (Tessa), Katie Reagan, Michael Paladino (Leslie), Joey Uhiren and Wendy Uhiren. She had nine great-grandchildren; 2 boys and 7 girls and a host of beloved nieces and nephews, cousins, and friends. Gloria went to school at St. Patrick’s Catholic School in North Little Rock, Arkansas and graduated from Mount St. Mary’s High School, Little Rock, Arkansas at the age of 16. She was a member of the Nu Phi Mu sorority. At the age of six, she began working at the family sandwich shop, Frank’s Place, next to their home. She was a businesswoman in little Rock until she married her love of her life, husband, Bill. She and Bill farmed in Prairie County. They moved to Carlisle, Arkansas in 1964. She served as president of Carlisle Schools Parent Teacher Association and as president of St. Rose of Lima Catholic Church Altar Society and was member of Farm Bureau. With her bookwork experience and Bill’s farming skills, they had a very successful farming operation. She loved the Catholic Church and attended daily Mass as often as she could. The family has many people to thank but offer special gratitude to Chambers Nursing Home Center, Baptist Hospital at Springhill, Dr. Kenneth Sauer and special grandchildren, Katy, Chris, Wendy, William, and Drew. Ernestine DeVorak Ernestine DeVorak, 101, of Des Arc passed away peacefully at 12:15pm Wednesday,

September 12th at Des Arc. Ernestine was born on January 18, 1917 in Oak Prairie Community to Clinton and Evie Childers and subsequently, lived her whole life there. She graduated from Des Arc High School in 1933 where she was an all-district basketball player and a Miss Prairie County. She met her future husband, Dale Leon DeVorak at a Legion Hut dance. They purchased a farm two miles from her parents country store and began to raise their family. After Dale's death in 1966, Ernestine found, through her faith, a quiet strength, while continuing to manage the family farm. Incredibly, in her 100th year, she approved and pushed forward the building of a water conservation reservoir. Ernestine was a much loved member of Oak Prairie Methodist Church and in later years, the Des Arc First United Methodist Church. She loved to play and host bridge in her home and was a charter member for over 50 years, of a bridge club in Des Arc and a long standing member at a Hazen bridge club. Her greatest blessing in life was her children, grandchildren, and great-grandchildren whom she adored. Family always came first. "Mamaw's house" was a steady source of love and warmth to all, a safe place to land. Mama was happiest cooking a full breakfast for family and friends in her kitchen. Offering hot coffee and biscuits, big hugs, her quick wit, a helping hand, and heaps of unconditional love. She is survived by two sons, Jerry DeVorak and wife, Jalene, Jimmy DeVorak and wife, Pat, two daughters, June DeVorak, Ginger Raney, and husband, Terry, 8 grandchildren, Deya DeVorak, Marcus DeVorak, Julie Bles, Kelly Smith, Kimberley Cash, Aaron Raney, Dustin Raney, Jon Raney and 19 great grandchildren. Glenda Churchwell Glenda Churchwell, 58, of Griffithville passed away peacefully at 1:05 am Thursday, September 13, 2018 at Unity Health Advance Care Hospital in Searcy. Glenda was born on October 16, 1959 in Pine Bluff, Arkansas to Leon a n d Marjorie Sladyen. She graduated from England High School in 1978 and received an Associate Degree in Business from the University of Central Arkansas. She worked most of her life for Diversicare Management. In 1984 Glenda moved to the Northside community outside of Des Arc. Her greatest blessings in life were her son, Charles and grandchildren Parker and Noah, whom she adored. She enjoyed cooking, taking care of her family, spending time with friends and family, and spoiling her grandbabies. She is survived by one son, Charles Churchwell and wife, Megan of Searcy, Arkansas two grandchildren, Parker and Noah Churchwell, her father, Leon Sladyen of England, Arkansas, two sisters, Pam Collins and Lisa Tipton and husband, Phil all of England, Arkansas, one brother Marshall Sladyen of Conway, Arkansas, several nieces and nephews, a great niece, Marjorie, a special friend, Kenny Ripper along with many more friends, family and her dog, Sugar. She was preceded in death by her mother Marjorie Sladyen, and brother, Ronnie Vinson. Visitation was Saturday, September 15, 2018 from 6:00-8:00 pm at Garth’s Funeral Home in Des Arc. by Kay Stokes The Biscoe Extension Homemakers Club (EHC) met Monday, September 10 at Biscoe Baptist Fellowship Hall with five members present: Rita Farris, Debby Priest, Mitzi Osborne, Barbara Williams, and Janice Corpier. President Mitzi Osborne opened the meeting with the inspiration 'Rich Is Your Reward' based on Philippians 3: 13, 14. Eighty-six volunteer hours were reported during roll call. Secretary Janice Corpier read the minutes from August. The financial statement was given and filed for audit. Members had numerous items on the business agenda to discuss: *Leader Training on September 25 at the DeValls Bluff courthouse; Janice Corpier will be the presenter for this countywide training in Creative Skills Fall Craft. *Recipient of the October LOVE Box as a part of the club's Community Service Project *Prairie County Fair September 17 - 22 *Volunteer supervisors: Bernadette Mosby, Mitzi Osborne, Debby Priest and Karen Golden *Volunteers for desserts for the 4-H Fish Fry on Thursday from 5-7:00 pm *Gospel Sing Thursday

To provide for the foregoing proposed budget of expenditures, the Board of Directors proposes a total school tax rate (state and local) of 33.83 mills on the dollar of assessed value of taxable property located in this school District. The proposed tax includes the uniform rate or tax( the “statewide uniform rate”) to be collected on all ,taxable property in the State and remitted to the State Treasurer pursuant to Amendent No 74 to the Arkansas Constitution to be used soley for maintenance and operation of schools in the State. SBA economic injury disaster loans available Small nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size may qualify for Economic Injury Disaster Loans of up to $2 million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred. “Eligibility for these loans is based on the financial impact of the disaster only and not on any actual property damage. These loans have an interest rate of 3.61 percent for businesses and 2.5 percent for private nonprofit organizations, a maximum term of 30 years, and are available to small businesses and most private nonprofits without the financial ability to offset the adverse impact without hardship,” Garfield said. By law, SBA makes Economic Injury Disaster Loans available when the U.S. Secretary of Agriculture designates an agricultural disaster. The Secretary declared this

These steps include training community leaders and educators about how to help prevent suicides and running campaigns like “Let’s Talk About It,” which promotes the National Suicide Prevention Lifeline. An average of over 1,000 Arkansans call the lifeline each month. The Arkansas Lifeline Call Center, which answers calls to the national line made in Arkansas, is housed by ADH. The call center was mandated by Act 811 of 2017 and opened in December 2017. “Where there’s help, there’s hope,” said Dr.

Little Rock, Ark. – There were 621 people who died by suicide in Arkansas in 2017, making it the leading cause of violent death in Arkansas in that year. The Arkansas Department of Health (ADH) and partners want Arkansans to know there is help and hope. ADH and the Attorney General’s office came together on Monday, September 10, at the onset of Suicide Prevention Awareness Week to discuss the state’s efforts to reduce the number of suiciderelated deaths at an event at the State Capitol. Dr. Nathaniel Smith, ADH Director and State Health Officer, spoke in detail about the public

State Capitol Week in Review From Senator Jonathan Dismang LITTLE ROCK – The state Department of Human Services announced that 4,353 Arkansans were no longer eligible for Medicaid benefits because over the past three months they failed to comply with work requirements. Another 43,655 people met the work requirement and will retain their health coverage under Medicaid. The news was the latest development in the longrunning political struggle over the extent to which Arkansas should expand Medicaid, as required by federal mandates. The federal law was enacted in 2010. It took several years and a number of lawsuits for the 50 states to implement its provisions. Arkansas took a unique approach by making private health providers an integral part of the expanded Medicaid program. Lawmakers have adjusted our version of the health care act in each legislative session since the federal mandate was

imposed. Currently, the program is known as Arkansas Works and it requires enrollees to either work, consistently look for work or attend classes that will teach job skills. Two state agencies were present when the announcement was made – the Human Services Department because it administers Medicaid, and the Workforce Services Department because it provides the job hunting services required of enrollees. For three months the 4,353 people who were removed from the Medicaid rolls failed to report their attendance at class, or their job schedules or any volunteer work that would have brought them in compliance. Department officials announced that more than 5,000 people are in jeopardy of losing their benefits at the end of September because they have gone two months without complying with the work requirements.

Critics say that the requirements place too much of a burden on Medicaid recipients. For example, many recipients probably don’t have a computer, a smart phone or Internet access that is necessary to meet the requirements. DHS officials defended their efforts to notify recipients of the requirements, and to help them respond. They sent 136,000 letters and made more than 150,000 phone calls. They sent text messages and in some cases visited people’s houses. They conducted training sessions and posted materials in doctors’ offices and emergency rooms. Recipients who lack Internet access could get help by calling their insurance carrier, or visiting a county DHS office for help. The people who lost coverage will be ineligible until the end of 2018, but they might qualify in other categories of Medicaid if their circum-

stances worsen, or if they are pregnant or have a disability. Currently, the work requirement applies to enrollees from 30 to 49 years of age. They must work 80 hours a month, or take vo-tech classes. Up to 39 hours a month can be spent looking for work or attending a job search training class at a local Arkansas Workforce Center. Up to 20 hours in a year can be spent taking health education classes. Each hour spent volunteering counts as an hour of work. It’s important to contact DHS when your economic circumstances change. In fact, it’s a good idea to keep in contact with DHS when people move in or out of your house, if a family member is discharged from a nursing home, or if you decide to claim a child as a dependent.

Counties eligible for USDA farm loans H o r n e t s s h u t o u t M a r k e d T r e e 5 1 -0 0 WA S H I N G T O N , September 5, 2018 Secretary Sonny Perdue has designated two (2) counties in Arkansas as primary natural disaster areas due to damages and losses caused by hail and high winds that occurred July 20, 2018 through July 21, 2018. The primary disaster counties are Arkansas and Monroe. In accordance with section 321(a) of the Consolidated Farm and Rural Development Act, other counties in Arkansas that are contiguous to one or more primary counties will be named as contiguous counties where eligible family farmers may qualify for FSA emergency loan assistance. Those

counties are: Lee, Woodruff, Desha Jefferson, Lonoke, Phillips, Prairie, St. Francis, and Lincoln. Farmers and ranchers in the disaster area have until May 6, 2019, to apply for the loans to help cover part of their actual losses. To be eligible, producers must have suffered a physical loss or at least a 30 percent loss of normal production in a single enterprise, be able to repay the loan and any other loans, be unable to obtain credit elsewhere and have adequate security. Getting ready for the 2018 Prairie County Fair

Grand Prairie Quilt Society meets by Marsha Heien The Grand Prairie Quilt Society met September 12, 2018 for their Sit 'n Sew at the Stuttgart Public Library with 9 members present and 2 guests. One guest, Vivian Seidenschwarz joined as a new member. Welcome, Vivian! Glenda opened the meeting with the thought for the day, "Fabric...an item for which the word "enough" does not apply." The August minutes and treasurer's reports were given. Marsha read a thank you note from First Christian Church thanking the society for their donation. Happy Birthday greetings were extended to Glenda and Opal....Happy Birthday, Glenda and Opal! The Treasure Table was a source of interest to the

Glenda and her Mini-block quilt top. members. There were quilt magazines given to the group by Mildred Shores and many colorful fabric remnants brought by Eunice. The "treasures" were quickly snatched up by those present. Glenda reported that she delivered the lap robes to Crestpark, Stuttgart. The total has been amended to 16 lap robes with an additional one donated by Sherrye. New Business: The October 10 meeting will be a field trip to Little Rock to see the Pieces of My Soul quilt exhibit at the Old State House. We will also view the new First Ladies Gown exhibit which has just re-opened. Everyone will meet at the library at 10:00. We will carpool to Charlotte's first for lunch and then on to Little Rock. Registration forms were given out for the Country Quilt Camp V which will be on June 6-9, 2019 at Cross Heirs Retreat Center in Humphrey. Registration is now open and will continue through May or until the slots are filled. The next Plantation Stitching Circle will be September 22 at the Plantation Agri Museum

at Scott from 9:00 til 3:00. Show and Share: Sherrye showed the lap robe she made for Crestpark. Glenda had several quilt tops made from Mini blocks that she "discovered" in a forgotten stash. She had a lot of fun putting them together. Ann showed several pieced Xmas wreath blocks made from different sized blocks. She also presented a mini-demo on how to cut the sewed blocks into half-size triangles. She also gave Glenda a wreath block for her Birthday.

LouAnna asked the group for advice about her Meadow Song quilt top puzzle. She wasn't quite sure how to sew them together. She received helpful hints from the members on different ways to proceed. Vivian showed several log cabin blocks that drew admiring comments from the members. After the business session, members brought out their lunches. They visited and swapped quilting stories and told tall tales. During the afternoon work session, sewing machines hummed and needles sang in and out of the fabric. Betty handquilted her appliqued Bride quilt; Glenda worked on a baby quilt; Sherrye tied a fleece throw for her grandson; LouAnna made progress on her Meadow Song quilt top; Eunice finished the binding on her Nantucket Nine Patch quilt. The next meeting will be October 10 with a field trip to Little Rock. We will meet at the library at 10:00 to carpool to Little Rock.
