Aldermen Ronnie Eans, Lawrence Holloway, Gary King, Doyle Sullins, Bobby Willeford, Rick Stallings, Dennis Tipton and Judy Hinson, along with County Clerk Gaylon Hale, County Treasurer Tamara Dabney, and Attorney Tim Isaacs were in attendance. Hughes said that the bond sale will net $1.7 million for the renovation of the county’s courthouses in Des Arc and DeValls Bluff. The original jailhouse bond had a 4.36% interest rate, but the new bond will have a fixed interest rate of 2.636%. Payment on the loan will

One-eighth of the new tax money can still be used for the jail, or it can go toward debt service. Love’s to hold first car show for ACH Love's Travel Stop & Country Store at I-40 in Hazen will be holding its 1st annual car show this Saturday from 10 a.m. until 4 p.m. The car show is being held as part of the station’s fund raising efforts for the Arkansas Children’s Hospital that has been going on during the month of September. According to station manager Steve Pendelton, the deadline for raising money is September 30th. “We hope to raise a lot of money between now and this weekend,” Pendelton said. “We have raised almost $24,000, and we have a goal of

$30,000 we are trying to break.” The Love’s employees would like to encourage any and all to come by the store to drop off any sort of donations. They will accept change, bills, and checks. Checks may be payable to Arkansas Children’s Hospital. They will gladly provide register receipts for any donations if needed. Many employees have volunteered their time when they are off work to help with the fundraising at the store. They ask that everyone helps Love’s raise a bunch of money for sick kids.

AR soybean producers hit record bushel marks Little Rock, AR – The Grow for the Green Soybean Yield Challenge is pleased to announce that Matt Miles has topped the 120 bushel per acre mark in the Grow for the Green Soybean Yield Challenge with a yield of 120.533 bu/a. Miles planted Pioneer P48A60X on April 22. The field in Ashley County was treated with 1.5 tons of broiler litter. Seed was pretreated with Indigo and CruiserMaxx and the plot was treated with Marvis Top Fungicide once. Miles is already a member of the Arkansas 100 Bushel Club having reached the 100-bushel mark four times previously in 2013, 2014, 2015 and 2017. In addition to Miles hitting the 120 bu/a mark, Brandon Cain from Des Arc harvested a plot of 100.200 bu/a. Cain planted NK45J3X on April 3 in White County and is the 19th producer in the state to reach 100 bu/a. Cain applied three tons of chicken litter and 150 lb of potash preplant. Seed was treated with Cruiser Max Vibrance and the field was treated with Priaxor at R5. According to Lanny

Ashlock, one of the Grow for the Green Soybean Yield Challenge committee members, “When the contest was established, we expected is to take some time to reach the 100-bushel mark and the 120 by 2020 portion was an addition to the program. Now we have 19 producers who have reached 100 and overall soybean yields have increased.” This contest is funded by the Arkansas Soybean Promotion Board using producer checkoff funds and is managed by the Arkansas Soybean Association. The University of Arkansas System Division of Agriculture is a major component of the contest by providing information to producers and serving as judges. The contest fields consist of five to seven acres and must have been planted in soybeans at least once in the previous three years. These producers, along with the other division winners in the contest, will be recognized at the Annual Meeting of the Arkansas Soybean Association in January 2020.

Projects on the Grand Prairie ... Lots of improvements and additions have been going on in the Grand Prairie area lately. Some of the most recent are shown above. (Top picture) An Arkansas Game and Fish Commission project expanded the parking area for the two boat launching ramps to White River in the Tom Roe Memorial Riverfront Park at Des Arc, AR. The Prairie County Road Department and the City of Des Arc did the site preparation work, leveling the site and adding a four inch layer of gravel which was covered by a six inch layer of concrete. (Second picture) A new Dollar General Store is being built in DeValls Bluff. Workers were hard at work on the structure last Saturday morning. (Third picture) Some of the streets in Hazen are being paved thanks to a grant from the Arkansas Highway Department. Here the asphalt is being laid on Crowley Street just south of the football field. Delma (Del) Stock

Delma (Del) Stock, age 76, of Hazen, passed away on Monday, September 16, 2019, surrounded by his loved ones. He retired from construction and masonry work after 50 years. He was a life time member of the Hazen First United Methodist Church. Del was preceded in death by his parents, Cleveland and Margaret Stock and one brother, Duke Stock. He is survived by his wife of 54 years, Kaye Stock; his son, Charles Stock and wife, Wendi; daughter, Janet Boothe and husband, Phillip; granddaughters, Kalyn Tenison and husband, Matthew, Megan Anderson and husband, Zachary and Morgan Stock; grandson, Grant Boothe; brothers, Butch Terhune and wife, Nancy and William Stock; sister, Virginia Vanderpool, as well as several nieces and nephews. Del was one of a kind. He had a strong work ethic and loved life. Del was a prankster and loved to give people a hard time. He enjoyed sports, hunting, fishing,, riding horses, and playing golf with his buddies. Growing up, he was a proud Hazen Hornet. He loved Hazen First United Methodist Church and his church family. He was always around lending a helping hand with anything that needed to be done at the church and often would do things before he got permission. Del was proud of his son, Charles and daughter, Janet and loved them dearly. He loved his grandchildren and enjoyed taking them

Lou Ellen Felts

Lou Ellen Felts, 90, of Carlisle, our precious Mom, passed away September 19, 2019. We know that there was a joyous reunion with our D a d (Roland “Babe” Felts), her parents, Edna Harrison and Bernard Holmes, grandson, Bradley Felts, and brother, B.R. Holmes. She was the mother of Helen Calva (Dennis), Nancy Dunlap (Brent), Linda Taylor (Bob), Brooks Felts (Danea), Bruce Felts, and Lori Nofziger (Steward). She also leaves behind 15 grandchildren and 17 great grandchildren, as well as one brother, Tommy Holmes. While our hearts are broken, we know that she is in the loving arms of Jesus and that we will see her again one day. Our mother loved her family and her cousins

immensely. She would probably want us to add that she was proud that she made it to 90 years of age. Funeral services were held 2:30 P.M., Sunday, September 22, 2019 at Landmark Missionary Baptist Church in Carlisle. Visitation was from 1:30 to 2:30 prior to the service. Burial was in the Walter’s Chapel Cemetery. The family would like to extend a special “thank you” to our mother’s caregivers Bert Putt and Joy Brewer and the Hospice staff who attended to her. John Frederick Zimmerman

John Frederick Zimmerman, 78, of Carlisle, passed away Thursday, September 19, 2019. He was an Air Force veteran stationed in England, a pilot and member of the E.A.A., and a member of the Hot Rod Association. John was preceded in death by his parents, John George and Zelma Zimmerman and his son, George Zimmerman. He is survived by his wife of 54 years, Sandy Zimmerman; son, Johnny (J.O.) Zimmerman; brother, Wayne Marsh; sister, Doris Chandler; one grandson, one granddaughter, and 8 greatgrandchildren. Funeral services were held at 12:00 P.M., Saturday, September 21, 2019 at the Westbrook Funeral Home Chapel in Hazen. Interment was in the Carlisle Cemetery. Carlisle council gets renovation report about Rockefeller fields The Carlisle City Council met September 17 with council members Kevin Kegley and Todd Turner absent. Ronnie Ashmore filled in as secretary in the absence of Angela James. Ronnie Ashmore, Parks and Recreation Director, reported on the progress of the renovations being done at the Rockefeller Baseball/Softball fields. This joint effort between community, city and school has allowed for many of the needed improvements to be made. The Council voted to purchase new aluminum low rise bleachers for the Rockefeller park. It was noted that it was an investment; however, these would not have to be replaced like the wooden ones. Deborah Moore County Library System, gave the 2018 Report for

the Carlisle Library. Computer usage was up 5% and the total number of people using the library over the year was 20,743, an increase of 18%. Because the library is adjacent to the park, it is a convenient place for children to hang out in the summertime. The librarians realized that many of these children were not going home for lunch. They organized a sack lunch program and during the month of June alone, they served 400 lunches. People of the community provided the food and funds. Plans are being made to continue the program next summer.

Sales tax funding is Hazen Council topic

Biscoe EHC participates in PC county fair Biscoe EHC was actively involved in the Prairie County Fair September 15-22. President Mitzi Osborne was selected as this year’s Grand Marshall of the fair parade held in Des Arc on Saturday. Five members worked on cleanup day on Tuesday, September 10 to get the fair building ready. Several members served as fair superintendents for the week: Darline Sickel and Karen GoldenFood Preservation; Bernadette Mosby-Home Furnishings; Debby Priest-Arts; Ardie YatesKnit and Crochet; Mitzi Osborne-Hobby. The Biscoe club placed well on entries: Darline SickelJudges Award for her crochet baby blanket; Karen Golden-Best of Show for her Diamond Painting; numerous blue ribbons on individual items, and Biscoe placed first in the Education Exhibits with their ‘Wild About Foil Packet Cooking.’ Superintendents returned on Sunday afternoon to check out the fair exhibit items. It was a week of long

hours of work. Even though it was a tiring week, it was also a good week of fellowship and a delicious potluck meal on Tuesday with the fair judges. We want to commend the fair board for their outstanding organization of the fair building and their help during the week. They were well represented all week to assist in any way.

The Hazen City Council discussed a five year plan at its regular meeting held on Thursday, September 19. Mayor David Duch spoke to the councilmembers about the increase in sales tax due to the new Love’s station at Interstate 40, and how those funds might be used for the benefit of the city. Present at the meeting were Councilmembers Steve Chlapecka, Barbara Rogers, Larry Anthony, Dallas Taylor, Tim Juola, Rick Wiggins; Recorder/Treasurer David Hardke; and Mayor’s Assistant Tracie Vail. Duch gave the council an estimated projection of funds that may come to the city with the addition of the sales taxes collected by recently opened the Love’s station. According to Duch’s calculations, the sales tax collected from an estimated $100,000 per day will yield the city $3,000 per day for a total of $1,095,000 per year. One thousand dollars per day of that amount would be used for emergency services for a total of $365,000 per year. The city general fund would receive $792,000 per year. Sales tax yields of $150,000 per day would net $1,650,000 per year with emergency services receiving $1,500 a day, The city would receive $1,095,000 per year. Duch gave the councilmembers a list of city improvements that have been suggested by citizens. He wants to use the emergency services money to keep an ambulance in Hazen at all times. The cost for the ambulance service would be $10,000 per month. The fund takes in about $25,000 a month at this time. A motion was made to get a contract from the ambulance company to discuss at the October meeting. The rest of the funds could be used for projects such as building a water tower at I-40 for about $750,000, paving streets on a three year plan,

adding additional tornado sirens, making upgrades to the Hazen Community Center that would improve acoustics in the building and renovate the bathrooms, building a new water/sewer plant, building a new library, and paying off the loans on the two water department pickups. Duch would also like to give raises to the city’s nineteen employees. Other suggestions have also been made and are still being sought. Duch said that the approximate amount of funds that the city would receive in taxes will be known in October. Fire Chief Ashley Loudermilk reported that the rescue truck is in the shop and that trucks one and three are in need of repairs. He also said that the fire department has applied for a $3000 Arkansas Forestry grant. In the past month there has been one grass fire, one house fire, 15 first responder calls, and four wrecks. Chief Bradley Taylor told the council that this is the second month of community service in the city. During that time, those in the program have cleaned the courthouse and some local yards. A STEP grant has been applied for. If the city receives it, the city will receive equipment such as additional speed signs. Duch reported that Jacksonville emergency services is down, and the ambulances are being parked in Hazen. He also said that Johnny Larkin has offered to give the city the property next to the veterinary clinic on Chester Street. This will be discussed in October.

The contest is open to anyone except employees of the Herald Publishing Company and their immediate families. YOU MUST BE AT LEAST 16 YEARS OF AGE TO ENTER. 2. Contest entries must be turned in to the Herald office, 111 Highway 70 East in Hazen,This week deadline will be Thursday at Noon due to games being played on Thursday night. Entries may be mailed to “Armchair Quarterback, P.O. Box 370, Hazen, AR 72064.” Or you may email your answers to heraldpublishing@gmail.com before 5:00 p.m. on Thursday. 3. To enter, clip out the entry blank and pick the team you think will win from the games listed in each ad. Write the name of the team in the appropriate blank. If you think the game will end in a tie, write “tie” in the blank. For the 20th game, pick a winner and predict a total number of points scored in the game. Total point predictions will be used as a tie-breaker if two or more entries correctly guess the same number of winners. The entry with the most correct game winner predictions wins the $25 cash prize. If a tie still exists after the total point predictions are judged, the prize money will be divided. 4. Each entry must be filled out completely and legibly to be eligible. 5. Contestants who win will not be eligible for the following week’s contest. 6. Only the person whose name appears on the winning entry may claim the prize unless other arrangements have been made and agreed to by the Herald Publishing Company. 7. All entries become the property of the Herald Publishing Company and will not be returned. 8. The name of the winner of each week’s contest will be announced in the following week’s edition of The Grand Prairie Herald. 9. All decisions of the judges will be final. 10. Only two entries per household will be judged. 11. Occasionally, game schedules are changed after the contest games have been selected. Hornets check off Marked Tree

Carlisle Bison Homecoming Courts...

by Easton Glover Last Friday the Hazen Hornets traveled to Marked Tree to take on the Indians. From the opening kick it was very clear that Hazen would dominate. The Hornets advanced to 3-0 on the season after this huge victory. The first quarter started with a Marked Tree kick off that was returned all the way for a touchdown by LJ McGee. After a quick stop by Hazen’s defence and a 10 yard run to the end zone by Tarrell Penn with a failed conversion, the Hornets were up to a quick 12-0 lead. Not long after, quarterback Luke King scrambled out of the pocket and took off for a 30 yard touchdown which was followed up with a 2 point conversion. On the Hornet’s next defensive possession LJ McGee intercepted a pass for a pick 6 to record his second touchdown of the game. After another 2

point conversion and another defensive stand by the Hornets, Luke King passed to Blayne Toll for a 14 yard reception that was Hazen’s first passing touchdown of the game. A successful conversion ended the first quarter 36-0 with Hazen looking to put up enough points to win a basketball game. The second quarter was a lot less action packed due to Hazen showing mercy. Hazen’s Donavan Harris ran to the house for a 36 yard touchdown. Soon after, Ay’jon Green joined in on the fun with a 5 yard run for his first touchdown of the game that was followed by an extra point. Marked Tree was not okay with being down 49-0, so they decided to put some points on the board with a 25 yard pass. The Indian’s celebration was short lived due to Tarrell Penn’s 30 yard touchdown run and a PAT that ended the half

56-6. A scoreless third quarter proved that Hazen wanted to run the clock out and get the long bus ride home over with. The fourth quarter kicked off with a short passing touchdown by Marked Tree. After a few stops by both teams, Lance Adkins got the ball and ran it home from 20 yards out. A successful extra point was the last point for Hazen. However, the Indians were not done. A 10 yard pass by the Indians and a 2 point conversion ended the game with Hazen manhandling Marked Tree 63-20. The Hornet’s victory came to the surprise of no one as Hazen was the clear favorite. So far Hazen has not had much competition and are set on cruise control. Come out to Hazen this Friday to see the Hornets take on the Carlisle Bison in the 2A game of the week.

Hazen Pre-K visits county fair The Hazen Pre-K classes took a trip to the Prairie County Fair to see all the animals and exhibits on Friday, September 20.

HES holds Grandparents’ Day Sept. 13 Hazen Elementary School celebrated Grandparents’ Day on Friday, September 13, in the cafeteria. Lots of grandparents and great-grandparents were served donuts, orange juice, and milk. Three photo booths were set up for free pictures.
