Local law enforcement officers arrest carjackers The Hazen Police Department (HPD), along with Joe Mills and Heath Parker the Prairie County Sheriff’s Department, the St. Francis County Sheriff’s Department, the Hazen unit of the Arkansas State Police, and the Arkansas Department of Corrections (ADC) K-9 unit from the Tucker Correctional Facility combined efforts to capture four carjackers from Memphis, Tennessee in the early hours of Thursday morning, August 30. The pursuit began when the Memphis Police Department received a

call that a carjacking was taking place. Officers chased the car until it crossed the state line into Arkansas. At that point the pursuit was turned over to Arkansas police. The St. Francis County Sheriff’s Department called the HPD, who took over the chase after the four exited Interstate 40 at the Biscoe exit. The HPD attempted to stop the car using a spike strip across Highway 70 in front of the Hazen Penecostal Church, but the car avoided the strip and continued on into Hazen, bailing out of their car at Water and Cleveland Streets.

Chief Bradley Taylor said. The ADC canine unit was called in to track the remaining two men. Taylor said that a woman driving a car with plates from Marion, AR, a girlfriend of one of the carjackers, picked up one of the suspects in Hazen and later picked up another suspect in Brinkley. The second of these two men had been given a ride to Brinkley by a Hazen resident who had been told that the man needed to get home. The resident became suspicious and contacted the Hazen Police after dropping off the man.

When the license plate of the woman’s car was reported over the police radio, Officer Robert Nickles of the Hazen Police Department happened to be in Forrest City at the time and travelling behind the woman’s car. With the help of the St. Francis County Police, the two suspects and the woman were stopped and arrested. “I want to thank everyone who helped with this,” Taylor said. “An operation like this could not be done without the cooperation of a lot of people. We are lucky to have good relationships with other units across the state.”

He was found between the 2 new elementary and middle school buildings behind an airconditioning unit around 4 a.m. that morning. “We called Tiffany Glover (the elementary principal) and Joe Bescancon (the athletic director and dean of students) and told them that there had been a criminal on the school grounds, but that he was already in custody,” Hazen Police

On August 27th, the Des Arc School Board held a disciplinary hearing before their regular meeting concerning two students who are seniors at Des Arc High School. Superintendent George Kennedy reported to the board that High School Principal Bruce Guthrie had met with him to discuss disciplinary action for two students who had been seen by him selling and purchasing the prescription drug Adderall. When he called the students to his office, he asked the student he had seen selling the pills if there were pills in the backpack. The student told him no but gave him permission to search. Guthrie stated, "there were pills in the backpack." The student seen purchasing the pills admitted to buying them. One student is an 18 year old senior enrolled in special education. The other is a 17 year old senior at DAHS. Superintendent Kennedy stated that he agreed with Principal Guthrie that the disciplinary action for the students be as follows: Expulsion for the

remainder of this semester and for the spring semester, the special education student's services to be limited to one day per week at the "In School Suspension" room, and the other student be allowed to take the two classes required for him to graduate (which can be taken in the morning) then leave the campus. The board approved the recommendation. Superintendent Kennedy stated that the students and parents were invited to the meeting if they wished to speak to the board but none attended. Principal Guthrie stated that both students would be criminally charged as adults. Several board members thanked Guthrie for his good work at paying close attention to students and his ability to spot problems and handle them in a timely and productive manner. Attending the monthly meeting were Superintendent George Kennedy, High School Principal Bruce Guthrie and board members Stewart Morton, Billy Hinson, Jordan Smith, John Reidhar, Charlie

Brown, Sylvester Holloway, and Eric Kennedy. In regular business the board approved the monthly financial statements, approved Federal Programs Statement of Assurance and Demonstration of Compliance which show that federal funds are being spent correctly and local funds are being spent as well as federal funds. The tuition agreement with The Sunshine School for four students was approved, and the Annual Report to the public was scheduled to be held at 6:30 p.m. on September 24th just before the next board meeting. Superintendent Kennedy stated that Lana Legget had been hired as a custodial/maintenance employee. Her duties include operating the cafeteria computer, cleaning the gyms and football field, and other duties as needed. FSA public meeting to detail USDA assistance program A Farm Service Agency public meeting will be held on Wednesday, September 12 at 8:00 a.m. at the Farm Bureau Building in Hazen concerning details of the USDA assistance program for farmers impacted by the recent tariffs. The USDA is taking action to assist farmers in response to trade damage from unjustified retaliation by foreign nations. As announced last month, The Market Facilitation Program is established under the statutory authority of the Commodity Credit Corporation (CCC) and administered by FSA. For each commodity covered, the payment rate will be

dependent upon the severity of the trade disruption and the period of adjustment to new trade patterns, based on each producer's actual production. Interested producers can apply after harvest is 100 percent complete, and they can report their total

2018 production. Beginning Sept. 4 of this year, Market Facilitation Program applications will be available online at www.farmers.gov/mfp. Producers will also be able to submit their applications in person, by email, fax or by mail.

State Capitol Week in Review

Prairie County Sheriff’s Report

From Senator Jonathan Dismang LITTLE ROCK –Usually, the busiest times of the year at the state Capitol are during regular or special sessions. During the interim between sessions there are regular meetings, and each year there is a mock sessions held by Arkansas Boys State and Girls State and the Silver Haired Legislature. This year, a unique gathering of legislators is scheduled for the last week of August and the first week of September. The standing committees are scheduled to meet, so every lawmaker has business at the Capitol. We will be enforcing the provisions of Act 781, a law passed last year that requires all state agencies to justify the continuation of rules and regulations. Some rules have been in effect for decades, and a premise of Act 781 is that it is in the state’s best interest to evaluate the need for rules periodically. If the governor or the legislature do not renew a rule, it will expire within a certain period of time unless the affected state agency justifies its renewal. The Senate and House Judiciary Committees

will evaluate long-standing regulations governing the training of police officers and public defenders. They also will evaluate rules governing detention facilities and parole officers. The Public Health, Welfare and Labor Committees will review a long list of rules affecting the licensure of health professionals, workers’ compensation and waste management. The Education Committees will go over rules that affect schools and colleges, as well as libraries and job training centers. The Committees on City, County and Local Affairs will review regulations of local emergency management departments and telephone services. Several agencies work in rural areas of Arkansas, including the Livestock and Poultry Commission, the Forestry Commission, the Plant Board, the Natural Resources Commission, the Game and Fish Commission, the Oil and Gas Commission and the Waterways Commission. They all have rules up for review by the Senate and House Committees on Agriculture, Forestry and

Economic Development. The Insurance and Commerce Committees will evaluate the need for continued rules governing banks, insurance companies, securities dealers, utilities, funeral homes and burial associations. Numerous regulatory commissions will have their rules evaluated by legislators on the State Agencies and Governmental Affairs Committees. They include commissions that oversee real estate licensing, fair housing, contractors, home inspectors, accountants and collection agencies. Lawmakers on the State Agencies Committees also will review regulations governing elections, ethics, fire departments, zoning and appraisals. Rules governing the assessments of real and personal property will be evaluated by legislators on the Revenue and Taxation Committees. Highway Matching Funds The Legislative Council,

which meets in the interim between sessions, approved the use of $21.9 million in surplus funds to match federal highway funds. The decision means that the Arkansas Transportation Department will qualify for about $200 million in federal funding for highway and bridge maintenance.

As of Wednesday, Aug. 22, the Prairie County Sheriff's Department currently has 46 individuals in custody on both felony and/or misdemeanor charges at the Prairie County Detention Center, located in Des Arc. Recent additions include -- one female for misdemeanor, zero females on a felony, one male on felony and one male for misdemeanor -charges. Recent arrests include:

Wesley Norman was arrested on misdemeanor tresspassing, theft of property and failure to appear charges; Teresa Earl was picked up on two failure to appear warrants; and Joshua Weems was arrested a felony failure to appear charge. (continued from p. 1) OPAA cafeteria program is doing. Superintendent Kennedy and Principal Guthrie both stated that all the staff and students were very happy. They've heard comments like "the food is delicious" and "the choices are great". Principal Guthrie stated that the only negatives he had

seen were longer and slower lines , but that is to be expected because a lot more students and staff are choosing to eat in the cafeteria. Noble stated "It's one of those things to be expected the first few weeks but should improve as the cafeteria staff becomes more adjusted to the program." Noble also

stated that he knew the cafeteria staff was feeling overworked right now but it will get better. He encouraged Guthrie and Kennedy to let them know they are appreciated. Noble also told the board that OPAA would like to provide a meal at the next meeting.

I am not the kind of person that dabbles in luck. The only luck I have ever had in life is when I conned a young lady into saying, “I do.” That was 47 years ago and I have never had a luckier moment since. Each year I appreciate that lucky moment more. It is not that I would not appreciate a lucky moment every now and again. It is just that I am not the lucky kind of a person that gets that kind of thing. One time I stood back and watched people buy their lottery ticket and everyone’s impression was they believed it was their lucky day and this was their lucky number. I stopped one person and

asked, “Do you buy lottery tickets often?” The man looked at me and said very enthusiastically, “Yes, I buy them every week.” Then he chuckled as he showed me his recent lottery ticket. “How often,” I queried, “have you won?” He looked at me and his smile evaporated and he mumbled, “Never.” As I thought about that, I began to realize how lucky the lottery was that there were so many people that did not have any luck whatsoever except bad luck. I begin to calculate how much it would cost a year to buy lottery tickets every week. It was rather an amazing amount and I began to think

how much bad luck really cost people. It is lucky for me that I do not play the lottery because all I would experience is bad luck. A young friend of mine was telling me that he had no luck in the dating compartment of his life. “All I have,” he complained, “is bad luck when it comes to dating.” Then he explained that he was going to try his luck at one of those online dating programs. I am totally unfamiliar with that kind of thing, but he said that it might be his lucky day if he just went in that direction. “Who knows,” he smiled, “I just might get lucky.” Six months later, I saw him in the mall and ask him how his luck was with the online

dating service. He just looked at me and said, “So far all I’ve had is bad luck.” Then I reminisced about the luckiest day of my life. My friend had no luck at the online dating service. I, on the contrary, had all the luck in the world when the Gracious Mistress of the Parsonage said to me, “I do.” I do not know anybody luckier than me in this regard. Now, I don’t want this to get back to her, I’m hoping you’ll keep my little secret, but every day of my life I am lucky to have her in my life. I must confess that I do not believe she is as lucky as I am. After all, I do have a mirror in the bathroom. But I am lucky

that she does not take me to task with that one. Thinking about this I remembered what David said in one of his Psalms. “For thou hast made him most blessed for ever: thou hast made him exceeding glad with thy countenance” (Psalm 21:6). Thinking about this a little more, I do not consider myself lucky. I consider myself to be blessed beyond words. The Rev. James L. Beginning with the opening of deer season September 22 and running through January 31, Arkansas hunters will have an opportunity to win thousands of dollars in a brand new deer hunting contest titled ‘Racks For Stacks.’ A group of five local hunters from Northeast Arkansas (Jeramie Felton, Aaron Farley, Frank Kirkley, Jason Taylor and Brandon Thomas) dreamed up this contest and formed Fab Five Hunting LLC. They developed the contest to promote the sport of deer hunting and to reward hunters who bag the biggest buck of the season. Racks For Stacks (www.racks4stacks.com) requires each hunter to pay a $20.00 entry fee, with half of the entry fee going to charity. Successful hunters will be competing with other hunters in the county where each county will pay a $1,500 cash prize for each of the 75 counties in Arkansas. Each of the 26 deer zones will pay $2,000 for the largest buck taken. The largest deer killed with a compound bow or a muzzleloader will also win $5,000 each. The top deer killed by a female hunter will earn $10,000. Any high school or college student that kills the largest deer will win $5,000. The biggest buck killed

during the youth weekend hunt by a youth will win $5,000. Other cash prizes will be awarded to the largest buck taken in each of the four regions of the state and the overall largest buck taken during the 2018-’19 deer season will pay a $20,000 cash prize. Other winning categories will be paid in other divisions including a ‘Freak of the Week’ weekly prize given to the largest deer entered each week of the contest. Racks For Stacks will donate $10 of each entry fee made to Arkansas Children’s Hospital, Hope Outdoors Ministries, and the AG&FC Wildlife Restoration Program. Contest prizes must be funded prior to any charitable donation, but with strong hunter participation, the organizers of Racks For Stacks are pushing to make the charities the recipient of significant cash donations. Sponsors of the contest include Bad Boy Mowers, Buck Commander, Lazyman Outdoors, Lockdoen Outdoors, Banded, and the Arkansas Bow Hunters Association. Hunters can enter this contest at www.racks4stacks.com. Hunters must be registered seven days prior to entering their buck. A complete list of prizes and rules can also be found on the website.
