The HHS Art Club visited the Arkansas Arts Center and the UALR Art Department on Friday, January 27. The students began their day with breakfast from the Community Bakery.

Hazen School Board honored

by Student Council The Hazen School Board held their regular monthly meeting on January 23 in the Hazen High School Library. Members present were President David Strohl, David Williams, Freddie Rogers, Richie Ingle, Vicki Skarda,and Sandra Penn.

Also in attendance were Superintendent Nanette Belford, High School Principal Roxanne Bradow, Elementary Principal Tiffany Glover , Elementary Vice Principal Clint Williams , PPC President Donna Felty, and Cindy Ciganek.

Before the meeting began cake and refreshments were served to the school board by HHS Student Council members and sponsor Debbie Carlyle in honor of School Board Appreciation Month.

The meeting was then opened with a prayer and the minutes from the December meeting were approved.

Elementary Principal Tiffany Glover informed the board of the upcoming 100th day of school and the Elementary School’s plans to celebrate with a balloon release. She told board members about the upcoming Gifted and Talented trip for a competition, teachers visiting from Beebe to observe the kindergarden phonetics program, and the 2nd Nine Weeks award ceremony.

Ms. Bradow updated the board on the upcoming art trip and spaghetti dinner, FFA competitions, and Lunch with the Principal on February 3rd. She also told the board members about the

HHS senior receives scholarship Patrick Hoover of Hazen High School has been selected to receive the Blue and Gold Scholarship from Southern Arkansas University.

This scholarship includes $4500 per semester and has a four-year value of $3600.

Hoover is the son of Barbara Hoover.

The board voted unanimously to hire Allen Minton for the maintenance effective January 24.

The HHS Art Club hosted their 2nd Spaghetti Dinner to raise money to fund their trip Crystal Bridges in Bentonville. The students served homemade spaghetti and the fixings at the Hazen First United Methodist Church on Sunday, January 29.

4-H H meets at Community Center on January 23 The Grand Prairie 4-H Club met Monday, January 23 at 3:30 at the Hazen Community Center. Jesse Bocksnick, Arkansas 4-H Outdoor Skills Coordinator, was the guest speaker and taught gun safety rules, safe handling and care of guns, the four basic shooting positions, and shooting range procedures. This club meets afterschool on the fourth Monday of the month.

Students earn academic honors BEEBE, Ark. – Two hundred fifty-eight students earned academic distinction during the Fall 2016 semester at Arkansas State University-Beebe.

Students with 15 credit hours or more completed during the semester must have a 4.0 grade point average to be named on the Chancellor’s List.

Democratic Women hold meeting January 26 at Murry’s

By Chris Weems Gaylon Hale and Tamara Dabney each reported “good days and enjoying their new jobs as Prairie County Clerk and Circuit Court Clerk and Prairie County Treasurer”, respectively, at the Prairie County Federation of Democratic omen’s meeting Thursday night at Murry’s Restaurant in Hazen. Chris Weems president, presided with six members and five visitors present.

Tamara stated that she has new software program that the staff is learning together. “It is a good program and we share it with the Clerk’s office, so lots of us are learning a new computer program, “she said.

The president welcomed all to the meeting. The members voted to meet the fourth Thursday night of every other month, but may change the November meeting date. The vicepresident, MaryAnne Williams, and secretary Rita Farris will meet with the president to plan some programs for the year.

A “Thinking of you” card was signed to be sent to Johnnie Siitonen a resident in Des Arc Nursing and Rehab Center. She was a member and is a past president of PCFDW. Harvey Joe Sanner was the guest speaker. He talked about upcoming meetings of the State Democratic Party and the

County Democratic Party.

The State meeting will be March 25 at the Argenta Community Theater on Main Street in North Little Rock.

The Executive Committee will meet at 9:00a.m., and the State meeting will begin at 10:00 a.m.

He announced that the Jimmie Lou Fisher-Lottie Shackleford Dinner, a fundraiser in Pulaski County, will be March 11, at 6:30 in North Little Rock. The Prairie County DPA meeting will be announced.

The next regular meeting will be at 6:00 p.m., Thursday, March 23, at Murry’s Restaurant in Hazen.

State Capitol Week in Review From 500 to 900 people with developmental disabilities will get home assistance from a funding measure approved by the legislature.

The home services will allow them to live at home, rather than in an institution. The waiting list for home services has been about 3,000 people, and some of them had been on the list for more than 10 years.

The sponsors of HB 1033 estimate that the additional funding would shorten the waiting list by 500 to 900 people.

Revenue for the services will come from an obsolete program that had been funded from a legal settlement with tobacco companies. The state will allocate about $8.7 million and it will be matched by about $20 million in federal funds.

Both chambers have passed the bill, which now goes to the governor.

The Senate also gave final approval to HB 1032, legislation to prohibit the most commonly used abortion procedure for pregnancies in the second trimester, known as dilation and evacuation.

According to the state Health Department the procedure was used 638 times last year.

Income tax relief for low-income families is on the verge of final passage.

HB 1159 and SB 115 are identical versions of a measure to reduce income taxes for 657,000 Arkansans, resulting in their saving more than $50 million a year when it takes effect in 2019.

A second income tax reduction, to repeal state income taxes on all military retirement benefits, has been amended significantly. The measures, SB 120 and HB 1162, still would save veterans about $13 million a year.

Originally the governor proposed an increase in sales taxes on manufactured housing to compensate for some of the loss of state revenue.

That plan met opposi-

tion by legislators and was shelved. Instead, the bills would raise sales taxes on Internet downloads of books, movies and music.

The House State Agencies Committee recommended out HB 1047 to require voters to present a photo ID before they can cast a ballot. The Secretary of State would provide free photo IDs to people who don’t have a driver’s license, a concealed carry permit or any of the other acceptable forms of identification.

A previous version of voter ID legislation was challenged and the Supreme Court ruled it unconstitutional.

Supporters of HB 1047 will try to win passage with a two-thirds majority in the House and Senate, in the hope that a supermajority would

result in a different outcome at the Supreme Court.

SB 102 would make the fine for failure to wear a seat belt $25. The fine would be uniform across the state and local traffic courts could not levy a higher fine. The Senate has passed the measure and it is in the House Judiciary Committee.

The Senate also has passed SB 20 to create the felony of aggravated assault on a police officer or a security officer working at a prison or jail.

Another bill, SB 19, would enhance penalties for purposely committing an act of violence against police officers and first responders, such as firemen and emergency medical personnel. It is in the Senate Judiciary Committee.

Caucus calls for DRA co-c chair to resign post

by Harvey Joe Sanner The Delta Caucus is calling for the current Delta Regional Authority (DRA) Federal Co-Chair, Chris Masingill, to step down now and not try to hang on into the Trump administration.

“We remain fundamentally supportive of the Delta Regional Authority as an institution, and we praise the great job being done by the most important players for the agency—the Arkansas Members of Congress such as Sen. John Boozman and Rep. Rick Crawford who support its budget and Gov. Hutchinson and the other governors who provide political and institutional support,” said Kevin Smith of Helena-West Helena, Caucus senior adviser. “But the current Federal Co-Chair, Mr. Chris Masingill, has made a series of mistakes in recent years and as an Obama appointee should resign now and not try to hang on into the Trump administration.”

“Every President needs his own appointee and an Obama political appointee cannot appropriately

serve into the Trump administration,” Caucus Director Lee Powell said, “and that is especially true in this case."

Masingill has been criticized for openly supporting Hilary Clinton while in his official DRA capacity. "A government official should not take sides with either party in an election and the DRA should remain strictly nonpartisan," Smith said.

The Delta Caucus is calling for four policy changes in response to recent issues at the agency: 1. Avoid partisanship: “Our first policy recommendation is that all DRA staff refrain from any endorsement of any candidate,” said Lee Powell, Caucus director.

2. Substantial funding should not go outside the Delta: In the last two years substantial DRA funding has been sent to places outside the Delta.

“The DRA was created to aid the east Arkansas Delta heartland, and substantial parts of their limited budget should not go outside the Delta,” said Caucus senior partner Harvey Joe Sanner of Des

The House began this week by passing an income tax reduction for Arkansans making less than $21,000 a year. In a vote of 90-2, with 5 members voting present, the House passed HB1159 also known the Tax Reform and Relief Act of 2017.

The legislation passed this week creates a legislative task force to explore future tax reform. The task force is required to complete a report by September 1, 2018. The report will include proposals for tax cuts and job growth.

The House passed two other taxrelated measures this week.

HB1157 makes clear that Arkansans have only one homestead property tax credit per year.

And HB1156 requires that Arkansas corporate income tax returns be filed by April 15 begin-

The DRA statutory boundary lines were drawn expansively so that the region would not appear too small, but the great majority of the counties are in east AR. The requirement that 75% of the funding must go to economically distressed counties was intended to steer the funding to the Delta, and the bi-partisan legislative intent was clearly to aid the impoverished east AR Delta.

The Caucus places the primary responsibility upon DRA Federal CoChair, Mr. Masingill, for what they regard as funding allocations going to places outside the Delta.

The Co-Chair not only supported these projects outside the Delta but made public communications touting the agency as helping over this huge area of the state.

Stretching the DRA’s small budget that far greatly dilutes its impact on the areas where it is

In the third week of the session, the House also passed legislation which makes clear that an individual can be charged with harassment for communication on an electronic device including communication through social media.

The House passed HB1032, the Arkansas Unborn Child Protection from Dismemberment Abortion Act. The vote for this bill was 7810 with 2 members voting present.

The legislation prohibits the procedure known as dilation and evacuation (D&E).

The legislation makes exceptions if the life and health of the mother is at risk.

Other bills heading to the Senate include HB1147 and HB11185.

HB1147 states the driver’s license of military member will not expire while the individual is living out of

most needed.

3. The DRA should avoid gross exaggerations of this small agency’s economic impact over this large region, where poverty is still quite serious in many areas: The DRA has an underfunded budget of $28 million stretched over 252 counties in 8 states with almost 10 million people.

Arkansas’ share is only $3.2 million for 42 counties.

4. DRA funding should be a reasonable percentage of each project, and a tiny DRA amount should not be added on to a massive project funded by other sources that would have happened without DRA involvement: The inflated claims about ‘leveraging’ are factually erroneous, because as in such cases as the DRA’s contribution of $150,000 to a total project cost of $62 million mostly provided by the private sector, the DRA percentage was much less than 1%.

Powell said, “This is not just a problem of PR puffery, because these exaggerated claims undercut our efforts to advocate for a much larg-

HB1185 allows for a death certificate to be issued for a stillbirth occurring after 12 weeks gestation.

Currently, one can only be issued after 20 weeks gestation or if the fetus weighs 350 grams or more.

This bill does not require a certificate be issued, but rather upon the request of the parents.

er budget for the DRA in Congress to get its budget closer to the vastly larger funding of our sister regional agency, the Appalachian Regional Commission (ARC). Some members of Congress say that if the DRA has really caused about $3 billion to be invested in the region, then we have plenty of funding and don’t need any more.”

The ARC’s basic economic development budget is 5 times larger at $146 million. Beyond that, for many decades the ARC had $400 million or more each year for the Appalachian Highway Development System. By contrast the DRA has never held a separate highway development major source of funding.

We have made limited progress in getting the DRA budget back up to $28 million in the last two years, but this is still quite small. We have also defeated efforts to slash the DRA budget or even abolish it, and we praise DRA supporters like Sen. Boozman, Rep. Crawford, Sen. Thad Cochran (RMS), and others for blocking these efforts.

The Delta Caucus appreciates Gov. Asa Hutchinson’s support for the DRA; he serves with the governors of the 8

Delta states on the DRA board. As a statewide official, we know the governor would be pleased when any AR community gets federal funding.

However, the DRA Federal Co-Chair has a very different role: he is supposed to make sure the agency remains true to the DRA’s original mission and intent, which was to aid the heart of the east Arkansas impoverished Delta.

The Delta Caucus gives high marks to Members of Congress such as Sen. John Boozman, Rep. Rick Crawford, and others in the Arkansas and Delta regional delegation for supporting the DRA budget, defeating attempts to slash its funding or even abolish it. The budget has now been increased to $28 million (of which Arkansas’ share is $3.2 million), which is small but better than the $6 million of the early 2000s or the $12 to $14 million range in recent years. But there is still a vast gap between the DRA and ARC funding.

The other Obama administration appointee at the DRA, Alternate Federal Co-Chair Mike Marshall of Sikeston, Missouri, resigned on Jan. 20.

HES celebrates 100th day of school The Hazen Elementary School spent Monday, January 30 celebrating the 100th day of school for the 2016-2017 school

year. Students of all ages participated in activities focused on the 100th day, dressed up 100 year olds, and participated in a balloon release put on by the HES PTO. The balloons were released at 2:30 P.M. in front of the Neel Building.

Each balloon has the schools name, phone number, and address as well as a students first and last initial. The elementary school will be displaying a map of the United States with a mark anywhere one of the balloons is found.

Hundreds of balloons were released as students watched, anxious to see where theirs would land.

Pre-K students celebrated the 100th Day with smiles and celebratory hats.
