Present were Treasurer/Recorder Thelma Gray and Aldermen Richard Henry, Jackie Adcock, Alice Metcalf, Arbie Nesbitt and Bill Arnold. Treasurer/Recorder Thelma Gray called the meeting to order. Alderman Alice Metcalf made a motion to enter

Hazen Community Prayer Event By Kim Wilson A Community Prayer Event will be held at the Gazebo in the city park on Thursday, May 5th, at 6:30 pm and will last about an hour.The Prayer Event is being held in conjunction with the National Day of Prayer, which is an annual event held on the first Thursday in May. It was created in 1952 by the United States Congress and signed into law by President Harry S. Truman. It’s a call for the people of America to turn to God in repentance and seek his guidance for their nation. The theme for this year’s National Day of Prayer is “Wake Up America”, emphasizing the crucial need for individuals, corporately and individually, to return to

the God of our Fathers in reverence and obedience. The Bible Scripture for this year’s theme is from Isaiah 58:1 “shout it aloud, do not hold back. Raise your voice like a trumpet. The citizens of Hazen and the surrounding communities are urged to come together and be united in earnest prayer for our country, our city leaders, our school, our churches, our families, and the lost & oppressed. This will be a time for God’s people to come together before their creator without any denominational, racial, or social division. Frederick Owens Jr. Case Dismissed On Wednesday, April 27 the case for Frederick Owens, Jr. Murder Trial was dismissed by Judge Tom Hughes after a lengthy discussion period with the Prosecutors and Defense. The case was thrown out of court due to Owens not having a speedy trial. The prosecutors and defense both gave their arguments to Hughes; however, he had to follow the law and dismiss the case. Owens was accused of killing Donovan Buck of Des Arc in September

2012. Due to the dismissal of the trial, Owens can not be retried for the murder of Buck. The law states in Arkansas that the defendant was to be brought to trial within 12 months, excluding certain time frames; unfortunately, for the Buck family Owens was not tried within a year of his arrest. Justice was not served for the Buck family due to lack of a speedy trial from the Prosecutors. Judge Hughes had to follow the law and dismiss the case.

Ingle expressed his concerns with the public use of school buildings. The Superintendent's recommendation to accept the updated Licensed Personnel Policies (3.19), (3.32), (3.38) and (3.55) as recommended by the ASBA was approved. The updated policies included (3.19) licensed personnel employment, (3.32) licensed personnel family medical leave, (3.38) licensed personnel responsibilities governing bullying, (3.55) written code of conduct for employees involved in procurement with federal funds. The Superintendent's recommendation to accept the updated Classified Personnel Policies (8.11), (8.13), (8.23), (8.26) and (8.41) as recommended by the ASBA was approved. The updated policies included (8.11) overtime, comptime and complying with FLSA, (8.13) classified employment, (8.23) classified personnel family medical leave, (8.26) classified personnel responsibilities governing bullying, (8.41) written code of conduct for employees involved in procurement with federal funds. She said that the Elementary has been very busy this last month. She said they had 5 students present at the G.T. Project Fair at Harding University and 2nd graders took a field trip to watch a play in Stuttgart. She said that the students are conducting the ACT Aspire testing these last couple weeks. The Kindergarten and 3rd graders have a field trip coming up and there will be students competing in the G.T. Chess Tournament. The 4th-8th graders will attend Fort Lincoln Fest in DeValls Bluff. Bradow announced that the Senior High Quiz Bowl won first place against Conway Christian and that Samuel Harper was MVP. She was happy to announce that Prom was successful. Obituaries Herman Allen Herman Allen of Hazen passed away Friday April 22; he was b o r n September 14, 1953 in Carlisle, Ark. to the late Elmo and Essie Mae Allen. Herman graduated from Carlisle school where he excelled in sports. He was a long time employee of Riviana Foods. Preceded in death by his parents, two brothers Elmer and Clevon Allen. He leaves to mourn his passing, son, Juan Allen and daughter, Brandy Allen both of Lonoke, seven grandchildren, six brothers, Blake, J.W., Leroy, Lawrence, James and Rev. Ernest (Darlene) Allen, three sisters, Bobby Jean Smith, Delores Reddix and Leanna (Willie) Taylor. Funeral service was Saturday April 30 at 11 a.m. at the Revelation COGIC, Carlisle, Rev. Michael Edge Jr. Michael Eugene Edge, Jr., age 34, of Hazen, passed away on Saturday, April 30, 2016. He was born December 5, 1981. Michael was a 2000 graduate of Hazen High School and recently graduated with an associate’s degree from PCCUA. Michael was a kind hearted individual that carried with him a contagious laugh that could make anyone smile. He loved his family dearly; especially his niece, Olivia Kate. Stella Shadle Stella Beachler Shadle, 42, of Hazen, a loving mother, wife, and friend to many, passed away peacefully at her home on the morning of April 25, 2016. Loved by many, Stella spent most of her life taking care of those around her. For most of her life, Stella worked in retail but when her health prevented her from working, she chose to stay at home and take care of her husband

and son. In her free time, Stella enjoyed the outdoors. She took pride in her knowledge of farming, hunting, and fishing. Stella is survived by her loving husband, Wylon Shadle; her son, Larry Beachler; her mother and step-father, Larry and Brenda Drennon; her mother-in-law, Patricia Jane (Parr) Shadle; sisters, Alice Smith and husband, David and Maxine Shelton and husband, Doug; brother, Auther (A.G.) and wife, Debee Beachler; uncles and aunts, James and Jenet Swindle, Jon and Evelyn Dunn, Roy and Frances Rose, Steve Parr, John and Betty Parr, Terry and Rhonda Stice, Don and Donnie Baker, Donny and Debee Stice; nieces and nephews, Katie and Camryn Shelton, Blake Smith, Stephanie Blazek, and Caleb Swiney. Irvin Stanley Irvin Neeley "Bud" Stanley, 91 of Belpre, Ohio passed away Friday, April 29, 2016 at the West Virginia Ve t e r a n s Nursing Facility, Clarksburg. He was born December 22, 1924 in Hazen, Arkansas, a son of the late Roy E. and Florence Opal Stanley. Irvin was a U.S. Navy veteran having served in WW II where he received the Purple Heart. He was retired from Murray Sheet Metal and enjoyed fishing, woodworking, and yard sculptures. He and his wife were avid travelers. He is survived by his daughter, Terri StanleyLee of Belpre; one brother, Larry Stanley of Hot Springs, Arkansas; his grandson, Joshua Neeley Lee (Sasha) of Parkersburg,W.Va.; three great-grandchildren, Kylin, Parker, and Avery Lee; one nephew, Gary Stanley (Chris) and their son and daughter, Blake and Breonna; two nieces, Cheryl Stanley (Leo) and their daughter, Tara and Vicki Thomas; and one sister-in-law, Frances Wilson of Parkersburg. In addition to his parents, he was preceded in death by his wife, Patricia J. Stanley on January 13, 2012; his son, Ricky Dean Stanley; one brother, Gene Stanley; two sisters, Helen and Sybil Stanley; and two nephews, Jeff and Matthew Stanley. Funeral services will be held 1:00 p.m. Wednesday, May 4, 2016 at the Lambert-Tatman Funeral Home, 1305 Washington Blvd. Belpre with full military rites by the American Legion Post 15. Demetrious Qualls Demetrious (Dee) Qualls, 68, died peacefully on

April, 25 2016 at the Veteran's Hospital in Little Rock Arkansas. Demetrious was born December 14, 1947 in Hazen, Arkansas to Ruth Qualls and Robert Dortch, who preceded him in death. He served in the US Army from 1967-1969, including a tour in Vietnam. Demetrious is survived by his wife, Gail; daughters, Lila Williams and LaTrece (Tiawain) Dotson; brothers, Chyde Qualls, Leodus (Dorothy) Qualls and Zakee Wadood Sr.; sisters, Zola Jackson, Ruth Jane Qualls, and Baseemah (Wali) Hasan; granddaughters, Taryn Dotson, Jaantje Gailor and a host of relatives and friends. Funeral services were Monday May 2nd at 2 p.m. at the Hazen Community Center. Services entrusted to Boyd Funeral Home, Lonoke, Ark.

Doris Pasley Doris Pasley, 93, of Carlisle, the second of seven children born to Amos and B e s s i e Cohorn, was born October 22, 1922 and died April 24, 2016. She was the last survivor. She was raised in the Gravel Hill community during the very heart of the depression; she understood what it meant to be poor. Doris grew up on a rocky farm in hard times; an experience similar to many others of her time and place. The days of chopping cotton, milking cows, cooking, caring for her blind grandmother, as well as other work, prepared her far better for the life she came to know than the time spent in the rural schoolhouse down the road a few miles away. Her memory was extraordinary for dates, people, and places. If she ever knew a fact, she didn’t forget it. She was the family memory bank. Doris was a quiet person with a certain innate dignity, and much preferred to be in the background and give place to others. She found expression in service to others. She came to Jesus as a teenager at the small Baptist church she attended in Gravel Hill, Arkansas. Doris later taught children’s Sunday School and Vacation Bible School. Through the years, her service also included preparing for an unknown number of church pot lucks and Sunday dinners. On July 4, 1942, she married Raymond Pasley at the preachers house late in the day after the preacher had finished feeding his stock. They were married outside with little ceremony. Yet this humble beginning did not make them feel slighted in the least, but rather happy to just be together. They were devoted to each other until death parted them when Raymond died in 1996. Their union produced four sons: Larry, wife Alicia; Alton, wife Sharon; Mike, wife Jan, and Donnie, wife Janet. There are eleven grandchildren, nineteen great grandchildren and six great, great, grandchildren. The early married years saw several moves. Raymond was saved in 1948 and his priorities began to change. They started farming in 1951 and did so until 1971. Doris was a farm wife,

and while he worked on the farm, she worked in the house and raised her boys. Raymond had the easier job. Doris also worked for over 30 years at the Shirlyn shop in Carlisle, helping Lucy, Faylynn and Windy with the store. At Doris’s house, there was always an ample table. None needed to go away hungry. There was also going to be something for us boys to snack on after school. She always looked out for us, always. We knew she was in our corner. Her grandchildren loved her and she them. Nothing was more precious in her eyes than a baby, however she never got to have that baby girl. Her life will be remembered but by few, but to us she was our strength and our safe haven. We were blessed to know her love and call her Granny and Mamma. Visitation was Tuesday, April 26, 2016 from 6:00 to 8:00 P.M. at Westbrook Funeral Home in Hazen. Funeral services were 10:00 A.M., Wednesday, April 27 at The First Baptist Church in Carlisle. Burial was in the Carlisle Cemetery. Arrangements are by Westbrook Funeral Home of Hazen.

Gladys Robbins Gladys Marie Robbins, 96, of Stuttgart passed away Friday, April 22, 2016, at Crestpark Nursing Home. She was born September 17, 1919, in Stuttgart to Edd and Maude McCollum House, one of six children born to this union. Gladys graduated from Stuttgart High School in 1937. She entered Beauty School in Little Rock in June of that year. Upton completion she was employed at Carlson’s Beauty Shop in Stuttgart until her marriage on Jan. 1, 1939, to Arley Robbins of Hagler, Ark. They moved to Ft. Wayne, Ind., where he was an engineer for the railroad. In 1948 they learned both their sons were diagnosed with muscular dystrophy. They returned to Stuttgart so she could be with her family. Gladys’ husband was employed for Layne Arkansas Company as a machinist. She was a receptionist for Dr. Max Denman for 16 years until her husband choses to open his own machine shop. She was his bookkeeper for eight years until his health forced them to retire. Gladys was a member of First United Methodist Church of Stuttgart where she was an active member of the choir for over 50 years. She was a charter member of the Little Rock Chorus of Sweet Adelines, Inc. for 45 years. She traveled to many states in competition with Top of the Rock Chorus. Adolph Oltmann Adolph Herman Oltmann, age 92, of Brinkley passed away on Saturday, April 23, 2016. A son of the late Adolf E. and Marie Oltmann he was born in Ulm, Arkansas on March 15, 1924. He received his early education from Heinrich School in Ulm. Adolf met the love his life Virginia Cruthis, under the ferris wheel during the duck calling contest at Stuttgart. They began dating but Adolf was serving in the US Navy, so their courtship continued thru correspondence. He returned home on May 1, 1946. They had not seen each other since December of 1942. On May 12, 1946 Adolf and Virginia were united in marriage at the Zion Lutheran Church in Ulm, Arkansas. In February of 1949 they settled in Hunter to farm and raise and family. Over the years their family was blessed with two sons and two daughters. And later the birth of 9 grandchildren and 11 great-grandchildren. Adolph enjoyed hunting , fishing, gardening and spending time at his cabin on Maddox Bay. He also enjoyed driving the roads at Dagmar and the Coffee Group at Gene’s Restaurant. He is survived by two sons: David Oltmann and wife Gatha of Monticello, Dale Oltmann and wife, Mary of Brinkley; two daughters: Jennifer Martin and husband Rickey of Brinkley, Lisa Chappell and husband Michael of McCrory; two brothers: William E. Linda Brewster Linda Jean Brewster, 47, of Clarendon, died Tuesday, April 19 in L o n o k e County in Automobile accident. Three sons, two daughters, eight grandchildren, her father, three brothers, three sisters and a host of other relatives survive her. Funeral services were held Saturday, April 30 at the Clarendon Housing Authority Executive Hall, 620 Madison Street in Clarendon. Interment took place at Lone Tree in Stuttgart by Branscumb Funeral Home of Brinkley.

Holmes retires from DHS

This article comes with mixed feelings as we announce the retirement of one of our employees. Peggy Holmes has been a Program Eligibility Specialist for twenty one years, and she decided that the time has come to retire. Peggy Holmes began her career with the Arkansas Department of Human Services in January of 1995 in Lonoke County. She transferred to Prairie County in May of 1999. Peggy has helped this division exceed in several areas. Additionally, she has helped train several staff members, passing her vast knowledge onto other employees. After 21 years of service, she retired on March 31, 2016. We celebrated her retirement and friendship at Dondie's. Please join me in wishing her the best in the next steps of her journey.

Clinton Center Reschedules 3rd Annual 'Bridge to the Future' Free Community Festival LITTLE ROCK, Ark. The Clinton Presidential Center has rescheduled the "Bridge to the Future" festival for Saturday, May 21. Originally scheduled for THIS Saturday, the festival has been postponed as a result of potential severe weather. The Clinton Presidential Center, along with partners Hippy Arkansas and Special Olympics Arkansas, will host the "Bridge to the Future" Festival, a free community festival that encourages students to read throughout their summer break and will include fun activities for kids, and literacy, health, and safety resources for parents. The free festival is 10 a.m. to 2 p.m. According to extensive research, all students experience some level of "summer learning loss" or "summer setback" while on summer breaks. Some students are more effected by the summer break than their peers. Some quick facts: * Students score lower on standardized tests at the end of summer vacation

Prairie County Land Auction Nets $5,270 (May 2, 2016) LITTLE ROCK, ARK — The recent auction of taxdelinquent properties in Prairie County collected more than $5,000 for county and state government, the Commissioner of State Lands announced.

The Land Commissioner’s office conducted the auction of delinquent properties recently at the Prairie County Courthouse. Nine bidders participated in the auction, which sold six of the 10 available parcels for a total of $5,270.17 for Prairie County and state government. The Land Commissioner’s office conducts one tax-delinquent land sale per county each year to dispose of land on which the taxes have been past due over two years. “We auction only a small percentage of parcels certified for delinquent taxes,” Commissioner John Thurston said. “In most cases, the original owner redeems the delinquent property by paying the back taxes.” While redemption of property is the preferred method of disposing of tax-delinquent lands, Thurston notes the important role of land sales in returning inactive parcels to the tax rolls.

Registered bidders may purchase land at the auctions. Registration to bid at land sales is free. Upon sale of tax-delinquent property, the Commissioner issues a limited warranty deed to the highest bidder. Thurston’s office returns delinquent tax and interest collected, whether through redemption or sale, to the county taxing unit just as if the money had been originally collected there. “Last year, we returned almost $20 million to school districts and county governments,” Thurston said. “Prairie County received almost $23,243 of that amount. This is an important process, because it provides stable revenue for necessary services including public schools.” Interested Arkansas residents may visit the Commissioner of State Lands website, www.cosl.org, to view the public auction catalog, a listing of properties offered at auction, or the post-auction sales list of properties available that did not sell at auction.

New Bethel News By Donna Kelly It was good to see the sunshine Sunday morning. However on our way to church we saw water on some of the fields that was pretty deep. The ground had not be planted. I had to go to Lonoke Saturday to pick up medicine and the fields looked like fish ponds. We had the nurse come on Saturday and dismissed John from their list. It has been nearly 8 months. We are still watching his foot for fear it might come back. We will be very careful. I haven’t talked to Charles lately. He had some teeth taken out and

left him feeling pretty bad. We are remembering families of those who have lost loved ones. We had a good service Sunday at church. On Sunday evening we had a special service for 3 young men that will graduate this year, we had fellowship after service and several families of the three came to be with us. I heard from my granddaughter Kim that Mrs. Marian Simmons spent a couple of days in the hospital, she returned to Chambers Nursing under close care of hospice. Our prayers are with all.

I had a phone call from Charlene last week. Her daughter Jan was doing rather good. We are watching the news. They say it is going to be a little cooler. We may have more rain, we wish all a good week. Our little Great grand son Jase spent a few days last week with John and I. He had been feeling bad and running fever and was kept out of school. His Mom had somethings she had to do. We are always eager to see or keep the little one’s. Haven’t heard from him but, I hope he is feeling better and back in school.

GFWC of AR Holds 2016 Spring Convention April 28 - May1 By Chris Weems New officers installed during the 119th GFWC convention were Diane Fowler, president, Dr. Diana Glace, presidentelect, Conie Cloinger, vice president, Phyllis Benton, secretary, Jane Jackson, treasurer, and advisers are Katherine Foust and Chris Weems. This is the 126th year of the General Federation of Women’s Club. Linda McCourt, president, GFWC, Prairie Grove, presided for the sessions. The minutes of the last convention had been approved by a committee, and the financial report was received and filed. Debra Strahanaski, GFWC secretary was the distinguished guest, She is from Joliet, Illinois, and was honored with a reception before the first general session Friday night. She was the Keynote Speaker for Saturday night’s dinner, and installed the new officers. Members of District VI served as hostesses for the convention. They provided table decorations and door prizes for all sessions. The district clubs are Quapaw Women’s Club of Cherokee Village, Saturday Club of Cotter, Twentieth Century Club of Harrison, and Cameo Club of Mountain Home.

The first credentials report showed 55 members registered who hold more than 70 positions in the clubs, district, state and international organizations. Judy Foot, District IV president, gave the report for the chairman of constitution and by-laws, in place of Eileen Manning who died recently. There were no drastic changes, but one rule is to be followed, is that scholarship winners should be graduates of high schools in

Arkansas and are to attend schools in Arkansas. Districts will go by the number instead of the towns as in years before, but may also use a direction when that seems to designate the district better. There were awards in both youth and member short storied and poetry, but no entries from District IV. Kathy Williams, Carlise Altruistic won a first level for the ESO reading program. JeNelle Lipton reported that the fund is in tact for the Old State House, because it might be needed at just any time. The Newsletter first places, in under 5,000 population, to Timely Club, Hardy, and in over 5,000 went to Warren Women’s Club.

Debbie Kehlri, Chaplain gave the Memorial Service Sunday morning for Members who died since the 2014 convention, that included two past State Presidents, Joanne Swafford, Ft. Smith, and Eileen Manning, Prairie Grove. District presidents gave their annual report followed by the vice president, president-elect, and the outgoing state president. Past State Presidents who attended the Meeting Marianne Maynard, Susan Skillen, Debbie Kehlri, and Judy Foot. The International GFWC Convention will be Baltimore, MD. June 2529, 2016. The GFWC of AR Workshop and Board meeting will be in North Little Rock Women’s Club House August 20.

Prairie County Master Gardeners Meet Tuesday April 19 By Chris Weems Delorse Tosh Spoke to the Pc Master Gardeners Tuesday, April 19, at the regular meeting at BancorpSouth. She is a member of Prairie County Fair Board and talked about the County Fair and the need for more volunteers to help with the work, particularly registering. Some members said they would consider helping in September. Three members, Sue Clayton, Larenda Dunlap and Keith Robinson, have just finished their training course administered by Lonoke and Prairie County Master Gardeners. The Prairie County group will have the annual “Gardening on the Grand Prairie” Fundraiser Saturday, June 11, at First Methodist Church Fellowship Hall. Committees are working on the program. Janet Turnage, president, presided with about 16 members. She thanked the members for helping with the MG Training. “All went well,” she said.

The work sheets were distributed and completed for the month. Work opportunities were discussed. The flower pots that the Chamber of Commerce helped obtain are ready to be replanted. Work hours will be the week of April 25-29, at times designated by the group for the day. Workers will begin at True Value Hardware each morning. Dee Black reported that the 2 new Chase trees to be planted at the Hazen Welcome sign are here as are knockout Roses for the Gazebo. Also, work is continuing with the Agri Class at the high school. That work is

to be done when the workers can go. The two raised beds behind the greenhouse are ready to be planted with the vegetables. The members voted to help the County Central Democratic Committee with the JJ Dinner this Summer, especially to make the list of participants who will be going. Democratic Rally in October, to which they agreed to help as in the past several Rallies. The next meeting will be Thursday night, May 26, at 6:00 pm at Murry’s. Lady Hornets Finish Regular Season Strong, Sweep Carlisle 9-0 0, 11-1 1 with Pair of No Hitters By David Hoover Finally able to squeeze in ball games between the rain drops, the Hazen Lady Hornets finished their regular season in style with a doubleheader sweep of the Lady Bison at Carlisle. Pitcher Allie Burroughs didn't give the home team much of a chance as she threw her sixth and seventh no-hitters of the season to lead Hazen to a 10-2 conference record and the second seed in the conference tournament, which will also be held in Carlisle. In the first game, Burroughs reached base on a dropped third strike in the top of the second. Pinch runner Tracie Strong scored two outs later after a Chase Wiggins single and an error. Morgan Stock walked and both runners scored later on a wild pitch and an error giving a 3-0 lead. In the fourth, Payton Fought walked to lead off the inning and scored on a double by Wiggins. The next two batters went down but Wiggins scored on another wild pitch. A two out single by Elizabeth Foot and a double by Abby Rounsavall pushed across the final run of the inning. The Hornets pushed across three more runs in the top of the fifth when they loaded the bases on three walks and all three runners

scored when Stock singled to right field and Carlisle mishandled the ball. The Lady Bison coaxed a pair of walks off Burroughs in the bottom of the inning and put a baserunner on second base for only the second time in their half of the fifth before Burroughs slammed the door on the rally with her tenth strikeout of the game. Hazen only managed five hits but combined them with eight walks in the 9-0 whitewash of their rivals. In the second game, the Lady Hornets pounded out nine hits, two each by Foot and Stock, and drew four walks to put the game out of reach early. Playing as the home team, Hazen put four runs on the board in the first inning. Foot led off with a double and scored when Rounsavall reached first on an error. Faith Young walked to put two runners on and Rounsavall scored on an error by the Carlisle outfield to make it a 2-0 game. GFWC Elsie McCain Club Elects Officers By Chris Weems Members of GFWC Elsie McCain Club voted to elect the slate of officers who served from 2014-2016 at a special called meeting on their first Summer outing. They drove around the neighborhood of apartment buildings and business that had similar architecture. The Club then drove to the Pyramid where they toured the building that has been refurbished and now houses Bass Pro Shop and Ducks Unlimited offices. The Club is planning another outing for May.
