City of Carlisle implements freeze on spending

The City Council met October 15, 2024. The Mayor implemented a spending freeze for an indefinite period. Money can only be spent for salaries, utilities, and regularly occurring costs like insurance.

The Budget Committee will be meeting within this month. The 2019 audit has been finished and is now ready for approval. Once this is done, the budget can be written and proposed to the Council for its approval. Until the Legislative Audit Committee has met and made a decision, it will be difficult to project the income for 2025. The Budget Committee is already aware of the $45,000 shortfall due to a loss of tax money because of a sales tax overpayment.

The Council voted to keep the County tax millage at 5% as it has been for years. 4.6% is allocated to the General Fund and .4% to the Fire Department. This has to be voted on each year.

The matching grant that has been applied for with the Parks and Tourism Department has made it to the second round. Anne Anderson will meet with the committee to present the grant in hopes of its approval.

Early voting begins October 21 at the Civic Center. The hours are 9 to 5 Monday-Friday and 10-4 on Saturday.

The Zoning Commission will meet soon to consider the possible sale of the land north of Dollar General to be approved for ministorage buildings. Ministorage buildings are not specifically mentioned in the zoning laws.

Citizens are reminded that the ditches are the responsibility of the property owner. The city has an easement for only a part of the area.

The property owner must keep the ditch mowed. If you are receiving door hangers reminding you to keep up your propertywhether it is to mow your grass or clean up

your trash- these are warnings. If this is not corrected, it can be fol-
lowed by a citation and a court date. Officer Franks filled in for Sissy Ingle and all members were present except for Kevin Kegley.

During the week of October 14, 2024, the Grand Prairie got to see Comet Tsuchinshan. It was the brightest comet in 27 years, and it was visible low in the west just after sunset. In this picture taken by David Hoover, the comet is above and to the right of Venus, which is in the far left corner of the shot. Two other planets frame the comet on the right. We have seen three astronomical phenomenon this year - a solar eclipse, the aurora borealis, and this comet.

Franklin Merril (Billy)

Norman

It is with great sadness that we announce the passing of Mr. Franklin Merril (Billy)

Norman, on Monday, October 14, 2024, at the age of 87. Billy was born on November 1, 1936, on the family farm in Prairie County, Arkansas to Clarence D (Pete) and Maudie Lee (Nee Pennington) Norman.

Billy grew up in Slovak, Arkansas and attended high school in Hazen. He served three years in the United States Marine Corp then returned home to begin a 40-year career with Riceland Foods. He would say his career started with sweeping

floors in the mill and at retirement he was the Assistant Manager of the Stuttgart Rice Division.

Billy married Elsie Murray in 1962, and they spent 61 blessed years together. They were avid RVers and master crappie fishermen. Some of the family’s happiest and funniest memories took place at a campground or on the White River. Billy and Elsie were faithful members of Park Avenue Missionary Baptist Church. Billy served many years as a deacon and Sunday School teacher. In 2013, they moved to Mountain Home, Arkansas to live close to their only child, Karen, and their two grandchildren, Sydney and Savannah.

Billy is survived by his wife Elsie; his daughter Karen Heslep and sonin-law Mike; two granddaughters Sydney (Will) Henderson and

Savannah (Blake) Broshow; one greatgranddaughter Opal Sue Henderson; and two sisters Francis (Tommy) Uhiren and Peggy Perkins (Lonnie Heath); sister-in-law Gail Norman, and many nieces, nephews, and close friends. He was preceded in death by his parents, Pete and Maudie Lee, and his brother Bobby Norman. Graveside services will be held at 11:00am on Saturday, October 19, 2024, at Lone Tree Cemetery in Stuttgart, Arkansas. In lieu of flowers, the family requests donations be made to the Hospice of the Ozarks (hospiceoftheozarks.org) or Arkansas Children’s Hospital. Arrangements are under the care of Roller Funeral Home. Please visit our online guestbook at www.rollerfuneralhomes.com/mtnhome.

It is almost time to make your voice heard in the upcoming General Election. Early voting starts next week on Oct. 21, 2024.

Election Day is November 5. This is your chance to vote for local, state, and federal offices, as well as participate in annual school board elections for districts that vote in the fall. Additionally, there will be local ballot issues and a runoff election for the Arkansas Supreme Court.

In 2023, the General

Assembly passed Act 300, which requires that special issues, such as sales tax proposals and bond issues, be included on the same ballot as candidate elections. This means that your vote could have an even greater impact on the future of your community. When you go to the polls, an election official will ask you to state your name, address, and date of birth. The election official will also request that you provide an approved form of I.D.

If you are unable to vote in person on Election Day, you can apply for an absentee ballot by the appropriate deadline. The deadline to apply for

Hornets beat Clarendon, celebrate seniors, dedicate field

Greenwalts honored...

Dorris and Betty Greenwalt were honored on Friday night with the renaming of Hornet Field to the Dorris and Betty Greenwalt Field. The Greenwalts donated the land for the football field to be built on fifty years ago.

The Hazen Hornets won their fourth game in five tries by beating Clarendon 53-12 on Friday night at the newly christened Dorris and Betty Greenwalt Field.

With the win, the Hornets are now 4-4 on the season after starting 0-3. Hazen is tied for second in the 2A-4 at 41 with Poyen, who holds the tiebreaker over the Hornets. Hazen quarterback JJ Pinkney had another big game. He rushed for 161 yards and three touchdowns on 14 carries. He scored on runs of 25, 8 and 11 yards.

Noah Adkins rushed for 80 yards and a touchdown on 13 carries.

Phoenix Ervin rushes for 54 yards on eight carries. He also scored a touchdown.

Landon Adkins and Hunter Pardin each scored rushing touchdowns.

Brance Williams led the Hornets with 11 tackles.

“I feel like we came out and did what we needed to do,” Hazen coach Joe Besancon said. “The last two weeks, we’ve rushed for over 700 yards. That’s been big for us, trying to get some type of running game going for us. I’ve been real pleased with that.” Besancon said he got lineman Hunter Smith back on the field.

“That’s been a big help to us on the offensive line,” he said. “That made us a whole lot better. That’s been showing up. We’re just trying to get a little bit better each week.” Hazen travels to Hampton on Friday night. The Bulldogs are 3-5 after a 42-0 loss to England last week.

“Hopefully, we’re locked in and what to play ball,” Besancon said, adding that he doesn’t want to go into the Carlisle game in Week 10 with a loss.

The city council approved for a 1% sales tax to be put on this election’s ballot. This sales tax will be for the DeValls Bluff Police Department and other municipal services. This sales tax will allow us to provide more police services and make the city safer and better for everyone. The good thing about this sales tax is that it will NOT raise your taxes. We have had a 1% sales tax on our books for our roads that was paid off. This 1% sales tax will only take its place and not raise anyone’s taxes. Please help us continue to grow and make our little city better for everyone. From everyday citizens to people that come and visit throughout the year. We appreciate the continued support and would love for you all to vote YES for this sales tax.

In the second quarter, Tanksley threw a 32yard one to Cajuan Pernell and a 24-yard

Davis caught four passes for 106 yards and three touchdowns.

“We went down there and handled business,” Carlisle coach Gary Wilson said. “We did the tings we needed to do.

Our offense is really starting to click on all cylinders. It’s a pretty fun thing to watch right now.”

The Bison now host the England Lions on Friday night. England is battling for a playoff spot and are 3-2 in league play, battling for the fourth playoff spot with Bearden.

“We’re going to have to continue to take care of the ball on offense and execute the way we have been,” Wilson said. “Defensively, we’ve got to tackle better this week. We gave up only eight points Friday night, but we didn’t tackle as well as we have all year.”

Eagles rally to beat Cross County, 24-6

The Des Arc Eagles stayed perfect in 2A-2 play with a 24-6 win over Cross County on Friday night.

Des Arc is now 7-1 overall and 5-0 in league play. The Eagles can clinch the conference championship this Friday when they host East Poinsett County at Hinson Rollins Field.

Against Cross County, Des Arc trailed 6-0 at halftime.

“Our young men stayed calm and dug deep and made the adjustments to out-execute, out-effort and out-discipline a tal-

ented Cross County team,” Des Arc coach Brandon Barbaree said. Des Arc’s Daviyon Bell rushed for 131 yards and a touchdown on 18 carries. He also scored two two-point conversions.

Cane Childers rushed for 86 yards on eight carries. He scored a touchdown and a two two-point conversion.

Hudson Goodman also scored a touchdown.

Ben Kearby led the Eagles defense with 12 tackles. Dylan Skarda had eight tackles. Brayden Knupp had eight tackles and three tackles for losses. Cole

Eldridge had seven tackles and two tackles for losses. Jack Maneck had eight tackles and two tackles for losses. Barbaree said East Poinsett County will be a huge challenge for his team.

“They are the defending conference champions,” he said. “They are athletic. They will always play hard. We have to not have a letdown coming off a physical, big game, but we have a mature team that I believe is up to the challenge. We also know how big this game is for conference and playoff implications.”
