A storm passed through the Grand Prairie again last Saturday causing damage to homes and crops. A 100 year old oak tree was blown down crushing the top of this house in Hazen. Unusually high temperatures and a cooling front combined to create high winds and heavy rains. Portions of some rice and corn crops were flattened in Prairie County just as harvest season was beginning.

LITTLE ROCK – The

Association of Arkansas

Counties (AAC) awarded its annual safety awards during its 55th annual conference, held Aug. 911, 2023, in Rogers/ Benton County.

The Safety Award Program was established by the AAC to recognize those counties that have made outstanding efforts to provide a safe working environment for employees. Each county is evaluated annually based upon a 100-point grading system, with the possibility of 15 bonus points for qualifying counties. Those counties receiving a grade of 75 to 115 points are presented a safety award.

Counties that are under the Worker’s Compensation Rule 32 Hazard Program do not qualify for a safety award, nor will they qualify if the Loss Ratio is 50 percent or above. The loss ratio calculation is based on 2021.

The 31 counties receiving 2023 AAC safety awards were:

Carlisle City Council hears citizen’s zoning complaint

The Carlisle City Council met August 15.

Zean Tustison addressed the City Council with two concerns: where his RV is parked and the tree damage on his son’s property. Tustison’s RV is parked next to his auto repair shop on Highway 70 and, according to the city, is too close to the road. The city also said that because someone is living in the RV, the vehicle should be considered a trailer, not an RV. There was some back and forth as to whether the fallen tree under discussion was on Tustison’s son’s property, or the neighbor’s, or

In addition, six counties received a certificate for no reportable injuries in 2022. They were Bradley, Chicot, Dallas, Desha, Monroe and Woodruff counties.

About the Association of Arkansas Counties

The AAC supports and promotes the idea that all elected officials must have the opportunity to act together in order to solve mutual problems as a unified group. To further this goal, the AAC is committed to providing a single source of cooperative support and information for all counties and county and district officials. The overall purpose of the association is to work for the improvement of county government in the state of Arkansas. The association accomplishes this purpose by providing legislative representation, on-site assistance, general research, training, various publications and conferences to assist county officials in carrying out the duties and responsibilities of their office.

The AAC Board of Directors is comprised of 18 members — two representatives elected by each of nine member associations.

The librarian reported that 896 sack lunches were served between June 2 and August 11. The Carlisle Pentecostal Church of God donated 20 back packs as well as other school supplies.

It is under discussion to rename the Carlisle Library the Gaines and Sue Young Library. Sue Young was instrumental in getting a new library

built. The former library was located downtown next to the pool hall.

The Council voted to advertise for a bid to get a tree and limb pick-up service. The vote was 4 to 1. Anne Anderson voted nay.

In budget saving action, David Walters proposed using postcards for the water bills instead of paper in envelopes which cost more postage as well as a folding machine and the office labor time. It will save $5,600 a year. If there is a need for a lengthy notice to go out with the water bill, an envelope will be used. The Council voted to change the billing procedure.

Work on Highway 70 at Livermore Street in Hazen was underway at the end of last week. The highway had to be dug up over a sewer line, and a slurry seal was put over it. The section will eventually be finished with concrete and asphalt. Traffic was limited to one lane for a short time, but both lanes are now open again.

Connie Lynette Eads

Morton, 63, of Carlisle, passed away August 23, 2023. She was a graduate of Carlisle High School and owned and operated her own business consulting firm.

Connie enjoyed spending time with family and friends, just enjoying life as much as she could with those she loved. Connie cared so well for all those around her. She attended the First Baptist Church in Carlisle and loved her church members and Sunday School Class. She was preceded in death by her husband, Randell Morton.

Connie is survived by her daughter, Angie Pennington (Hunter); her grandchildren, Ashlyn Morton and Noah Pennington; her brothers, Terry, Jimmy, and Steven Eads and her best friend, Delta Issac.

Visitation was held Sunday, August 27, 2023 from 5:00 to 7:00

p.m. at Westbrook Funeral Home in Hazen. Funeral services were held at 1:00 P.M. Monday, August 28, 2023 at the First Baptist Church in Carlisle. Interment will be in the Old Carlisle Cemetery.

Helen Jo Wills

Jo was born Helen Jo Wills on November 23rd, 1926. She was the third daughter of Clara and Richard Wills. She spent most of her childhood years in Stuttgart, Arkansas. She graduated from Stuttgart High School in 1944. Soon after the end of World War Two, she left home and began a long career as a working woman. She worked many years for the US Navy Department in New Orleans, Louisiana. She subsequently transferred to a position in Washington State. In the final phase of her career, she transferred from the Navy Department to work at the Social Security Administration headquarters in Woodlawn, Maryland, where she worked until retirement

in the early 1980s. She was happily married for many decades, and was proud to be called Jo Cates. She and her husband retired to Tallahassee, Florida. But in retirement their marriage failed. She then moved to Fredericksburg, Virginia where she lived near her youngest sister, Bobbye, and could frequently visit her eldest sister, Evelyn.

In the last decades of her life, she enjoyed many opportunities to travel, vacation, and visit with all of her surviving siblings: Evelyn, Vernon, Artie, Billye and Bobbye. She was intensely stricken by the death of her brother, RC, in 1977. She was deeply devoted to her eighteen nieces and nephews.

In the last year of her life, she dealt with physical ailments and dementia. She went to live in a care facility near her niece, Dianne. She passed away on August 7th, 2020, three months shy of her 94th birthday in the midst of the COVID pandemic. She is stilled missed and affectionately remembered.

Eight members of Hazen Senior Center went to Lonoke Thursday to participate in a domino tournament. There were more than 30 members from

Carlisle, Des Arc, England, Hazen and Lonoke present. The group had a barbecue lunch.

The winners of the first game played at separate tables for the second game and the two coming out with the least scores were Rickey Watson, Lonoke, winner, and Dorothy Folks,

Descendants of Gabriel and Alice Dickens Tarter met for their yearly reunion on Saturday, August 19, at the Carlisle First Methodist Church.

(Gabriel Tarter was born in 1862 in Gilpin,KY. He moved to Arkansas at age 28 in 1890, locating first in Levy where he worked as a blacksmith. There Gabriel met his future wife, Alice Dickens, from Mayflower. Gabe and Alice moved back to Kentucky but returned to Arkansas in 1902, settling in Carlisle. There he worked on a rice farm and eventually bought his own rice farm. Gabe and Alice had nine children.)

The Biscoe Extension Homemaker’s Club (EHC) met on Monday, August 14, at the First Baptist Biscoe with 11 members and a guest. Those attending were: Liz Bell, Janice Corpier, Rita Farris, Karen Golden, Bernadette Mosby, Mitzi Osborne, Debby Priest, Brenda Prince, Connie Smith, Janis Toll, Ardie Yates, and guest Shirley Evants, member of the Idlewild EHC. Volunteer hours reported were 442. Mitzi Osborne, President, called the meeting to order at 10:30 am with the Thought: ‘No pressure, No diamonds.’ Mitzi also led the Inspiration with an encouraging poem by Helen Steiner Rice.

Secretary Janice Corpier called roll and read the minutes. Then Treasurer Bernadette Mosby presented the financial report.

Next on the agenda was unfinished business. Plans for the Fall

Yard Sale were finalized for October 14 at the home of Barbara William’s from 7 until 4:00. Members are to start bringing items to Barbara to be priced.

Also under unfinished business, the new annual project, purchasing US flags for Highway 70 in Biscoe for patriotic holidays was discussed and to be finalized later.

Artie Yates –Photography. The program for August was Community Service. Biscoe members chose to help the local fire department. Members purchased needed supplies, such as alcohol, eye wipes, wipes, hand sanitizer, insect spray, Tylenol, various size band aids, antibacterial wipes, and buckets to hold the items. On Tuesday, project chair Barbara Williams along with Brenda Prince and Mitzi Osborne delivered the items to the firemen at their meeting.

There were no August birthdays to celebrate. Next month there are three: Brenda Prince, Rita Farris, and Debby Priest. Connie Smith won the door prize. Janis Toll baked brownies for the group. Mitzi brought a bouquet of various colored zinnias from her husband’s garden to share. The meeting adjourned with the reading of the EHC Creed.

The Hazen Hornets opened the 2023 season with a 60-0 win over Marianna at Hornet Field on Thursday.

The win was the Hornets’ first game since beating Carlisle for the schools first-ever state championship last December in Little Rock.

Braylan Anderson led the Hornets with 103 yard rushing and a touchdown on only four carries. Josh Dawson completed 13 of 17 passes for 163 yards and three scores. He also rushed for 38 yards and a touchdown on four carries. Justin Schlenker rushed three times for

47 yards and a score. He also caught four passes for for 56 yards and a touchdown.

Also scoring were Kolton Tosh, Chris Whiteside and Landen Adkins.

Noah Adkins led Hazen with nine tackles.

Brance Williams had seven.

Hazen coach Joe Besancon was proud of the way his team played in the opener, which was televised on KARVChannel 42 in Little Rock.

“That is the way you want it to go,” Besancon said. “We came out and executed the things we planned on using that night. We did a really good job of doing that. It was a hot night, so you

“And for being on TV, it was great for our team. It was great for our community.” Hazen nows plays the Des Arc Eagles in Des Arc this Friday. The Eagles were idle to start the season.

“It’s always tough to play Des Arc,” Besancon said. “They are always a very tough football team, very well coached. They play really hard. They run the Flexbone and run the ball. You’ve got to play assignment football. It’s going to be very important for our kids to be locked in this week.”

The Carlisle Bison beat Palestine-Wheatley 42-0 in the season opener Friday night at Fred C. Hardke Field.

The win was the first for first-year head coach Gary Wilson, who is a graduate of Carlisle High School. The Bison scored 14 points in the first, third and fourth quarters.

The Bison got on the board when Holden Jones threw a 29-yard touchdown pass to Gavin Davis. Caleb Croucher kicked the first of six extra points on the night.

The Bison led 14-0 when Kayleb Elliott scored on 10-yard run. After a scoreless second quarter, the Bison scored twice in the third quarter. Elliott scored on a 38-yard run, and Jones scored on a twoyard run.

Elliott scored again on a 61-yard run in the fourth quarter. Lawson Petrus added a touchdown on a seven-yard run. Elliott led the Bison with 170 yards rushing on 12 carries. Jones had 34 yards on seven carries.

Jones completed 11 of 21 passes for 145 yards. Davis caught three passes for 76 yards. Cajuan Pernell caught two passes for 38 yards. Devin Cooney caught two passes for 10 yards. Pernell and Gabe Boyle each had three sacks for the Bison defense.

“We’re still trying to figure out what we do really well on offense,” Wilson said. “We know who our playmakers are. We’re trying to figure out the best ways to get them the ball. I think that may have contributed to our slow starts on offense. But

I’ve been really proud of the adjustments we’ve made at halftime for Palestine and the scrimmage game against Conway Christian. “We’re making it a point to not get off to the slow starts offensively.”

The Bison play tradition rich Junction City this Friday in south Arkansas. The Bison have not played the Dragons since the 2008 playoffs when the Dragons beat the Bison in the Class 2A state semifinals.

“I’m excited about it, and I think our kids are excited about it,” Wilson said. “When I told them that we picked them up for a non-conference game, they were all pretty pumped about it. It will be a challenge. They are big and are fast. They are loaded with tradition so it will be a challenge for us.”

Des Arc will host the Hazen Hornets on Friday night at HinsonRollins Field. This will be Hazen’s second game

of the season after beating Marianna 60-0 last week.

The Eagles were able to avoid playing in the heat last week, but still practiced every morning at 6:15 a.m.

“We had really good practices, which I was proud of them,” Des Arc coach Brandon Barbaree said. “This team is different than the team I had last year. All 25 of them showed up and worked hard. I feel like we’re just a different group of kids. They are good. Hazen is really good. But I feel really good about where we’re at.”

As Barbaree has said at any school he’s coached at, for the Eagles to have a chance to win, they’ve got to control the clock.

“We have to control the ball,” he said. “We have to maintain drives. We’ve also got to be able to tackle in space. That’s the big thing. They are very athletic. They have better athletes than most teams in Class 2A. Our kids have drilled it over and over.

I really feel like we’re in a good spot.

“Just executing our offense and our defense, we’ll be fine.”

If you think the game will end in a tie, write “tie” in the blank. For the 21st game, pick a winner and predict a total number of points scored in the game. Total point predictions will be used as a tie-breaker if two or more entries correctly guess the same number of winners. The entry with the most correct game winner predictions wins the $50 cash prize. If a tie still exists after the total point predictions are judged, the prize money will be divided.

4. Each entry must be filled out completely and legibly to be eligible.

5. Contestants who win will not be eligible for the following week’s contest.

6. Only the person whose name appears on the winning entry may claim the prize unless other arrangements have been made and agreed to by the Herald Publishing Company.

The City of Carlisle (City) is requesting formal bids for an annual contract to remove and dispose of residential yard debris (limbs, leaves, grass clippings, etc.) throughout the City.  The selected vendor will agree to enter into a 3-year contract to provide this service, with the option to renew.  Bid packages are available at no charge by contacting the Carlisle City Clerks Office at (870) 552-9420.

It’s tailgatin’ time on the Grand Prairie

The Hazen Hornet Booster Club hosted a tailgating party on Thursday, August 24, at Hornet field prior to the first game of the year between the Hornets and Marianna. The tailgate party was sponsored by Riceland Foods and included a dunking booth, a jump house, lots of food. To see how the games turned out this past week, turn to page 3 of this edition.
