Hazen School Board hears G/T, budget reports
The Hazen School Board met on Monday, September 11, 2023, in the high school library at 5:30 p.m. At the beginning of the meeting, the board held three expulsion hearings, two of which were closed. All three students were expelled, one for the remainder of the semester and two for the rest of the school year.
After the hearings, the board heard a presentation by Gifted and Talented Sponsor Pam Chandler who gave them an overview of her program. She gave the members a copy of her GT newsletter highlighting the events that her students participated in during the 2022-23 school year, including the regional junior/senior high chess tournament which the Hazen team won.

At the Des Arc School Board meeting on September 25th, 20222023 financial report and 2023-2024 budget were approved. Treasurer Natasha Richards read the reports showing the final legal ending balance for 2022-2023 was $852,787.65. The 20232024 preliminary legal balance begins with $852,787.65, adding a projected $6,563,049.65, minus projected expenditures of $6,499,185.88, leaving a projected ending balance of $916,651.42.
Superintendent Dr. Marc Sherrell, High School Principal B. J. Paschal, Elementary Principal Cheryl Holland, and Board Members Brent Calhoun, Jordan Smith, Billy Hinson, Charlie Brown, T.J. English, Drew Widener and Johnny Reidhar were present. The board approved the purchase of a new digital sign to replace the nonworking one in front of the high school.
Superintendent Sherrell provided quotes from Rainey signs for $43,000 and Cupples signs for $40,522. He said that insurance will pay $30,000 and the Des Arc PEP Club has offered to pay the difference. A motion was passed to purchase the sign from Cupples.
Superintendent Sherrell reported that the current enrollment for Pre-K through 12th grade is 647. He said he was very happy to report that the
Kami Perry won the NSDAR essay contest. In the Youth Entrepreneur Showcase, the junior high team scored in the top 25 business plans. The G/T students have begun the Stock Market Game this fall and there are several competitions that they will participate in this school year.
In regular business, the board approved the recommendation to transfer $233,803.07 from the operating fund to the building fund and also agreed to continue CIPA internet filtering with Securly, which is provided by K12ITC.
Susan Booth gave the PPC report, and Amy Marek reported that there will be PEER teacher leaders in the schools this year. She told the board that high school students now must do 75 hours of community service to graduate. The students have four years to accumulate these hours. Marek also said that reading and math
free/reduced lunch rate has reached 70.1% which means that state funds will increase from $500 to $1,000 per student. Sherrell told the board that hopefully the water leak, that has been causing such a large water bill, has been found in the girl’s locker room. He said that until it can be repaired the water will be turned on at 7:00am and off at 1:00pm to help reduce usage.

Cheryl Holland reported that 32 students have been recommended for after school tutoring which will begin October 2nd. Holland also said how thankful she is for the high school students who have been volunteering in the parking lot, library, and classrooms.

J. Paschal stated how proud he was of the students who have been volunteering at the elementary school, Pre-K, and in the community. He also gave a report on the new Career Development course that has been added for 8th graders.
He said the students choose a path in Family Consumer Science, Agri, or Business.
The board approved the annual contract with the Arkansas Public School Unemployment Program. The policy concerning procedures, liquidation and retention of Title I, Title II, and Title IV funds and records was approved. The DASD Homeless program guidelines and procedures manual was approved.

Superintendent Andy Barrett reported that the back of the gym has been pressure washed and that he is making a plan for facility upgrades. The teachers and staff new how key fobs to use to enter district buildings, and more safety improvements are upcoming. He said that after getting a second quote on the old gym’s roof, work on it will begin soon. The board then went into executive session again for approximately 20 minutes to discuss personnel.
The resignation of Maintenance Supervisor Jackie Glover was accepted effective October 20, and Jeffery Cass was hired to replace him. Cyndi Anderson was hired as a substitute school nurse for this year, and Kayla Melton was hired as a Special Education paraprofessional.

The Hazen School Board met in a special meeting on Tuesday,September 26,
to approve the 2023-24 operating and federal funding budgets. The board also approved the new 9th grade Community Service Plan mandated this year by the Arkansas LEARNS Act. The AR LEARNS Act states that all students must acquire 75 hours of community service as part of their graduation requirements beginning with the 2023-24 ninth grade class. The school will provide for some of the service-learning projects, but the students can initiate their own projects if they choose. Student-chosen projects must be approved by the high school, and students must get permission forms for off-campus activities which must be verified by the person who oversaw their service hours. “We need to provide opportunities for our kids,” High School Principal Amy Marek said. Some students will be helping at the senior center on October 6, and some 9th graders will help at the nursing home in Hazen. Volunteer hours can also be done in the summer
months. Parents and/or guardians are responsible for ensuring that the volunteer work is safe and must give their permission for the projects in which their student participates. If students don’t get the 75 hours of community service, they will not graduate.
The district’s teacher salary expenditures for 2023-24 will increase by approximately $200,000 plus an approximate $100,000 in benefits.
The classified salaries will increase by about $50,000 plus another increase of $4500 in benefits. According to CFO Sarah Snider, the LEARNS Act will cost the district approximately $30,000.
The district is also attempting to get more families to fill out free and reduced lunch forms. If the district can move from the present number of 68% free and reduced lunch students to 70%, the state funding will increase to the district $1000 of funding per student as opposed to $500 received by schools with less than 70%.

David Patrick Cook, 75, of Hazen, was called home on September 24, 2023, surrounded by his loved ones. Pat was born in Linz, Austria, on December 4th, 1947, to Dave Lewis and Helen Cook. When Pat was nine months old, he and his parents docked at Ellis Island, New York and eventually found their home in Hazen.
Pat attended the Hazen School District and was a member of the 1965 graduating class. During high school, he met the love of his life, Carolyn Sue Tompkins, and they were married in 1966. Soon thereafter, he was drafted into the US Navy and served in the Vietnam War. After returning from the war, Pat soon found himself outnumbered in his household. They welcomed three beautiful baby girls into their home, and although life was hectic at times, he managed to spoil them all. Pat worked several jobs but found his home at Riceland Foods where
he met and worked with lifelong friends. After 42 years and at the age of 70, Pat retired from Riceland Foods as a construction superintendent. Pat loved to hunt and fish, and he spent as much time outdoors as possible. He and Carolyn loved to travel, and after his retirement, they did just that. From cruises, to beaches, to many, many trips to their cabin in Branson, Pat and Carolyn enjoyed their time exploring together and were often accompanied by their children and grandchildren. Pat loved many things in this world, but being a Pawpaw might have been his favorite.
He never missed a school or sporting event that any of his grandchildren participated in, no matter how far away they may have been. Pat also enjoyed having all of his babies over for a cookout, and no matter if he was grilling, or frying, or refereeing one of the many backyard ballgames, he was truly the happiest while he was catering to his family.
Pat is survived by his wife of 57 years and best friend, Carolyn Cook; his three daughters, Regina (Freddie)
Ibbotson, Tracie (Billy) Harrison, and Angie (Davy) Williams; his grandchildren, BJ (Chelsey) Harrison, Josh Harrison, Taylor (Paige) Ibbotson, Parker Ibbotson, Bryce (Elaina) Sims, Brenon (Abby) Williams, Brayden Williams, and Brance Williams; his greatgrandchildren, Maeve and Bishop Harrison, Ellie Kate Ibbotson, Eden and Garner Sims, and Palmer Williams; and his niece Carie Cook. He is preceded in death by parents Dave Lewis and Helen Cook; his brother and sisterin-law Gary and Cathy Cook; and his niece Kim Cook-Warner. In lieu of flowers, the family asks that donations be made to the Hazen Booster Club, PO Box 463, Hazen, Arkansas 72064. The family appreciates the love and support during this time.

White County and Lonoke County have the same dates for viewing the zoom options. White County will meet in their Extension office
and Lonoke County will meet in the Community Center, starting October 18, 25, November 1, 8, and 15th. Interested persons can call the Extension office in DeValls Bluff. It was announced that a member is needed to water the plants in the projects ln Des Arc. Lu Chamblee brought the dessert for members. The next meeting will be Tuesday, October 3rd, at the Fairgrounds.

The Hazen High School Class of 1956 held a reunion on Friday, September 15, 2023 at Nick’s Bar-B-Q & catfish restaurant in Carlisle, Arkansas. Class members attending were Curtis Adams, Bill Uhiren, Bobby Clarke, Carroll Long, Dale Newkirk, Don
Vaught, Joy Scott Strohl, Lucille Edge Vail, Marilyn Chlapecka Cox, Omega Mayfiled Topmiller, Shirley Stipp Petter, and our teacher Mrs. Christine Weems. They enjoyed a nice meal at Nick’s and had a wonderful time visiting and remembering
old times. Most of us that came were only a few miles from Carlisle with Bill Uhiren living in Carlisle and Carroll Long living in Sheridan, Arkansas and Omega Mayfield Topmiller traveling the greatest distance from Silver City, New Mexico.

On Sunday, September 17, at 4:00 p.m., the bells of Biscoe First Baptist Church rang out to honor and remember the drafting and signing of the US Constitution on that day in 1787. The bells rang for one minute to re-enact the original ringing of town and church bells which served to gather townspeople to hear the first reading of their new Constitution 236 years ago. This event was part of the national Bells Across America observance which is enacted in thousands of towns and cities across our nation and marks the beginning of Constitution Week each year. Hazen, DeValls Bluff, and Carlisle, as well as other towns across the Grand Prairie, observed Constitution Week 2023 in the mayors’ offices, schools, and libraries on Monday and Tuesday, Sept 17 and 18. In Hazen, Mayor David Hardke signed the
Constitution Week Proclamation in his office to start the day's activities.
Then Judi Jones, Grand Prairie DAR Constitution Week cochair, headed to Hazen High School where she met with the Student Council members. The officers and members had worked to create a Constitution Week bulletin board. For their efforts, they received the DAR Certificate of Award in recognition of the student council's outstanding work in upholding and promoting the ideals of the US Constitution. Judi then presented each member a copy of the Constitution and the group then recited the Preamble together. Mrs. Marek received a copy of the Preamble suitable for framing for her office from GPDAR and Jones.
Judi then went to Hazen Elementary and spoke for a few minutes on the origin of the Constitution to Mr.
Brady Delp's social studies 6th grade students. Each student received a Preamble pencil and they read the Preamble together. Mr. Delp was also presented with a Preamble poster for his classroom.
Earlier that morning, Judi had met with DeValls Bluff Mayor Thelma Gray for a signing of the Constitution Week proclamation in her office.
In Carlisle, Grand Prairie DAR Constitution Week cochair Cheryl Vickers met with Carlisle Mayor Ray Glover as he signed the Constitution Week Proclamation for that city.
The DAR initiated Constitution Week when they petitioned Congress in 1955 to set aside the week of September 1723 of each year to commemorate the event. Congress adopted their petition and President Dwight D. Eisenhower signed it into public law in 1956.

Club fall yard sale on Saturday, October 14 from 7:00 am – 3:00 next to the Biscoe Post Office. Funds are used for numerous community service projects. Our annual project for this year is to purchase US flags to display along highway 70 and 33 in Biscoe on patriotic holidays.
The next club meeting on October 9 will include a gingerbread house decorating contest. The meeting starts at 10:30 am. Grand Prairie Museum to host “Walk through History”
The Museum of the Arkansas Grand Prairie (MAGP) is hosting “Walk Through History”, a free walking tour through the Stuttgart Historic Commercial District at 10 a.m. on Thursday, October 5th, 2023. Rachel Patton of Preserve Arkansas will explore business and building history along 4 blocks of downtown Main Street. Participants will also meet downtown business owners eager to welcome guests and join the discussion.
The Stuttgart Historic Commercial District has been on the National Registry of Historic Places since 2007. “I’m so excited to learn more about a place I thought I knew well,” Cara Curtis, MAGP programs and communication coordinator, said. “I had no idea there were pool halls and theaters here!”
First given in 2012, this tour is back by popular demand! Fara Foster, executive director of MAGP, encourages interested parties to join the tour, “You might miss a little of
the background information if you miss the beginning, but we want to welcome anyone who can join us at any time during the tour.”
The event will start at the parking lot on the Northeast corner of 2nd street and Main street.
Participants are asked to call the museum (870 -673-7001) or email (museumofargrandprairie@gmail.com) to RSVP so that the museum can get an idea of audience size. They are also happy to answer questions and provide more information.

Rules of the Game
1. The contest is open to anyone except employees of the Herald Publishing Company and their immediate families. YOU MUST BE AT LEAST 16 YEARS OF AGE TO ENTER.
2. Contest entries must be turned in to the Herald office, 111 Highway 70 East in Hazen,The deadline will be Friday at noon. Entries may be mailed to “Armchair Quarterback, P.O. Box 370, Hazen, AR 72064.” Or you may email your answers to heraldpublishing@gmail.com before 5:00 p.m. on Thursday.
3. To enter, clip out the entry blank and pick the team you think will win from the games listed in each ad. Write the name of the team in the appropriate blank. If you think the game will end in a tie, write “tie” in the blank. For the 21st game, pick a winner and predict a total number of points scored in the game. Total point predictions will be used as a tie-breaker if two or more entries correctly guess the same number of winners. The entry with the most correct game winner predictions wins the $50 cash prize. If a tie still exists after the total point predictions are judged, the prize money will be divided.
4. Each entry must be filled out completely and legibly to be eligible.
5. Contestants who win will not be eligible for the following week’s contest.

Bison QB sets school record for passing yards

Carlisle Bison quarterback Holden Jones set a possible school record for passing yards Friday night as the Bison beat Episcopal Collegiate 500 on Friday night in Little Rock.
Jones completed 12 of 18 passes for 240 yards and three touchdowns. The 240 yards are believed to be a school record.

With the distraction of homecoming not being a thing for the Hornets, Hazen rolled to a 54-6 win over Baptist Prep on Friday night at Hornet Field. With the win, Hazen improves to 5-1 overall and 3-0 in the 2A-4 conference.

Josh Dawson was 7 for 7 for 170 yards and three touchdowns.
Kolton Tosh caught two touchdown passes for 100 yards. He also rushed for 37 yards on four carries. Additionally, Tosh
returned an interception for a touchdown.
Braylan Anderson rushed for 95 yards on five carries. He scored three touchdowns.
Justin Schlenker had three catches for 50 yards and a touchdown. He also had two interceptions on defense.
“It was good,” Hazen coach Joe Besancon said. “You always worry about homecoming week because you hope that the boys are focused. I preached to them all week that homecoming is for the girls and the alumni. Our job is to go out there and win the football game Friday night. I was real pleased
with their effort. We came out and played really well.
“It’s always nice to get another win.” Hazen travels to England on Friday night. The Lions are 3-2 on the season, coming off a 49-36 loss to Class 3A Quitman.
“They are very athletic,” Besancon said.
“They’ve got decent size. England always has athletic kids that can hurt you. If they get out in open space, they can run. They’ve got a running back who is like a bowling ball.”
Kickoff at Gaylon Gibbs Field is set for 7 p.m.
ASU announces graduates
Arkansas State University has announced the list of students who completed degree requirements to graduate at Spring Commencement, held Aug. 12 in First National Bank Arena. The list includes graduates from 41 states and
five countries.
Chancellor Todd Shields presented diplomas at the associate, bachelor, master, specialist and doctoral levels, along with various program certificates, as awarded through the various colleges: Agriculture, Neil Griffin College of
Business, Education and Behavioral Science, Engineering and Computer Science, Liberal Arts and Communication, Nursing and Health Professions, Sciences and Mathematics, and University College.
Local students among the graduates were:
Carlisle: Logan Vance Bowlan, Bachelor of Science, Psychology Des Arc: Kayci Lane Kellar, Bachelor of Science, Exercise Science, Cum Laude Stuttgart: Christa Caroline Tiner, Bachelor of Science in Nursing, Nursing.
“It was fun to watch,” Carlisle coach Gary Wilson said. “I thought we were super balanced. I thought that we showed off some guys who can make big plays, can take a short pass and go 50 or 60 yards.”
Six different receivers caught passes for the Bison, led by Kaiden Clingmon, who caught four for 99 yards and a touchdown. Gavin Davis caught two passes for 48 yards and a touchdown. Deven Cooney also caught a pass for a score.
“I think our guys are getting a little more comfortable every day with what we’re asking them to do,” Wilson said of running the spread offense this season.
“Spread guys get to grow up in the spread offense. We’re asking our guys to go from the Wing T to the spread in one year. I think they are picking up on things pretty quickly.”
Kayleb Elliott led the Bison in rushing with 59 yards on nine carries. He and Jaden Elliot both scored rushing touchdowns.
Gabe Boyle led the Bison with 13 tackles.
Preston Parker intercepted three Episcopal passes.
Carlisle has the week off this Friday before playing at Hampton on Oct. 13.
“I think we’re in real good shape, health wise, right now,” Wilson said.
“I know our guys have worked their butts off. With the tough games they’ve played this year, I think they’ve earned a week to get all the way healed up for the stretch run.”

It was a tale of two halves for the Des Arc Eagles.
Leading only 28-16 at halftime, Des Arc outscored Marianna 300 in the second half to beat the Trojans 58-16 at Hinson Rollins Field. With the win, the Eagles are 4-1 on the season.
“We didn’t play well and they hit us on a big play right before half,” Des Arc coach Brandon Barbaree said. “It was homecoming, and we were playing team that had been struggling.
Our kids did not have the fire and intensity early that it takes to finish teams like that. Marianna had some confidence, but our kids did come on and finish the game the way we’re supposed to.”
Walker Harris led the Eagles with 90 yards rushing and a touchdown on four carries. He also scored a two-point conversion. Dayvion Bell had 87 yards rushing. He also scored two touchdowns and two
two-point conversions. Cache Flanagan had a touchdown and two twopoint conversions. Cane Childers and Cole Eldridge each scored rushing touchdowns.
Hayden Brown caught a 38-yard touchdown pass from Flanagan. He also returned an interception 90 yards for a score.
Des Arc plays at Marked Tree this Friday. The Indians are 4-0 overall and 2-0 in league play.
“They are fast, fast, fast,” Barbaree said. “Their quarterback will give us some problems. Our philosophy — if we’re physical and do our thing, we’ll be fine.”
