Summary The role of the three workshops is to encourage discussion and share tools for the community’s own work and conversations to develop a Community Plan over the coming weeks. We encourage you to share this with more people and bring them along to the next workshop!

The focus of the second workshop was: HOW DO WE COME TOGETHER? Participants used an Outcomes Star to measure where on a scale of 1-5 they thought we currently were as a community in relation to the five objectives already identified and developed

by CWCC: (1) Community Participation & Partnerships, (2) Enhance Economic Development, (3) Develop & Enhance Arts, Heritage & Culture, (4) Create a Health and Safe Community, and (5) Ensure Environmental Sustainability. This tool can be used again throughout the lifetime of the Community Plan to measure goals and achievements.

Vision Statement  Principles  Identifying a project  Project planning Having reviewed the objectives, groups developed their own vision statements for the 20132017 Creswick Community Plan. They then discussed and developed principles, which would help them to achieve their vision statements. Next, a project was identified and questions were discussed and answered to begin a project planning process.

The projects which were chosen by the eight groups included: Aquatic Centre for Creswick and District Creative Creswick Fruits of the Forest Festival Heritage Buildings & Environments Lindsay’s Arts Trail & Magic Pudding Playground Local Food Produce & Shopping Protecting the Environment (natural and built) Secondary School The process that participants undertook at this workshop can be replicated in more detail to develop the Community Plan to be not only action-based but also relating to clear visions and principles.

1) OUTCOMES STAR ACTIVITY Using the five objectives developed by the CWCC as a starting point, groups were asked to measure where we are now on a scale of 1-5 for each of the objectives. An added layer of complexity was that the groups were asked to individually determine what '1' or 'low' would mean and what '5' or 'high' would mean for each of the objectives. There was also space on the star worksheet for the groups to add an extra objective if they wanted to.

2) VISION STATEMENT Each group was asked to write a vision statement (in 25 words or less) for the 2013-2017 community plan.

Does the vision statement give our community a sense of purpose?

Does the vision statement describe and emphasize what we want to achieve?

Does the vision statement provide us with excitement and inspiration?

3) PRINCIPLES Each group identified principles to achieve the vision outlined in the previous activity.

4) PROJECT Having completed their vision statements and principles, we asked participants to select one project from the list of projects that came out of the first workshop. If participants wanted to add a project to the list they could also do so. Each group had to select a different project.

Having chosen one project, the groups brainstormed and answered the following questions: • • • •

The list of projects from Workshop #1 included: Secondary College, Aquatic Centre, Walking/Cycling Trails, Local Food Produce/Shopping, Protecting Environment, Improved Public Transport, Arts Hub, Local Employment, Heritage Buildings, and Bypass for Trucks The projects which were added to the list in Workshop #2 were: Festivals such as the Fruits of the Forest Festival, 100th Anniversary ANZAC 2015, Creswick of the Lindsay's Arts Trail (including Magic Pudding Playground), Development of Park Lake, and Creative Creswick

Group 1 VISION STATEMENT To enhance the health and welfare of the whole community (i.e. Aquatic Centre) while maintaining the character of the town, environmentally and sustainably (wind, solar, biofuel).

PRINCIPLES Inclusivity (age, gender, race, religion) Independence through environmental sustainability Preservation of current heritage, culture, arts, natural environment Enhancement of physical and mental well being of community Ensure the safety and security of residents, wildlife, buildings PROJECT Aquatic Centre for Creswick and District How does it demonstrate our vision statement & principles?

Enhance the health and well-being of people of all ages What assets in the community would be mobilized?

We already have a very active incorporated working group. Lands is already set aside for the centre by the Lindsay Reserve Committee.

How do we make the project happen?

Provide for a feasibility study in the next four years. No later!

Group 2 VISION STATEMENT Creswick is a creative vibrant community united in achieving a sustainable caring and passionate future where all things thrive and are valued.

PRINCIPLES Sustainability - Creswick has an agreed framework for sustainable environmental development and heritage protection including homes, businesses, and public land.

The sum of the whole is greater than the parts - Initiatives are developed in which multiple groups can work on their interest areas to create successful and effective outcomes, using consensus and diversity and accepting other points of view.

Inclusive - People of all ages know about their community vision and plan and have parts of it focused on their involvement + support it.

Sensible goals - Goals are realistic, evidence-based and start with the resources we already have.

Communication + strategic - Ensure clear communication and aligned of community goals with group goals and Council Plan.

PROJECT Creative Creswick (writing, public art, arts, performance, music, events, exhibition, learning & culture) How does it demonstrate our vision statement & principles?

To build a comprehensive collection of all creative spaces to support community To link all of these into a creative precinct, that works co-operatively together - sharing ideas + resources To establish partnerships and to offer activities to people of all ages + capacity To support emerging creativity and to incorporate some training/employment aspects What assets in the community would be mobilized?

Railway Workshops Heritage Precinct Neighbourhood Centre + Hall Magic Pudding Playground and the Cube and grounds near RSL fountain (Raglan St) Town Hall Court House + surrounds Local businesses Calembeen Park Area How do we make the project happen?

We do an evaluation of all available arts spaces, cultural and creative spaces (baseline our assets) We prepare a Master Plan to set out what will happen, when, where and in the future strategically and practically with a link to economic sustainability Get shire endorsement (post CWCC) When will it happen? Group 3 VISION STATEMENT We will have a good process of communication between Council, individuals and groups to enable maintenance and improvement of the natural and cultural values within Creswick & District.

Group 4 VISION STATEMENT A raise public profile where our arts, history, streetscapes and environment are enhanced as we strive to improve opportunities for all members of our community.

PRINCIPLES Collaboration at all levels Extensive, broad investigation of sources of funds (outside Council) Preservation of existing heritage features and their enhancement Regular review of progress of most recent Council Plans and reporting back by Council to the community PROJECT Heritage Buildings & Environments How does it demonstrate our vision statement & principles?

Group 5 VISION STATEMENT Controlled and balanced development which brings the community together to complete outstanding initiatives and introduce new projects that enhance the environment, prosperity and livability for residents of all ages in Creswick.

PRINCIPLES To meet in the middle on decisions Ensure that all projects have a positive outcome for the majority of residents Inclusive of a wide range of age groups Development which balances heritage & a small town feel Ensure communication with the citizens is all inclusive PROJECT Lindsay’s Art Trail & Magic Pudding Playground How does it demonstrate our vision statement & principles?

Group 6 VISION STATEMENT Want people to stop at Creswick for this to happen need buildings to be restored and major road planted with oak trees. The town will become a major stop for cafes and art centre (theatre, arts and garden trail). The Creswick Ward should not be solely for the older people, need to create facilities for youth such as a skate park, bike trail, and indoor heated swimming pool.

PRINCIPLES All known committees must interlock to maximise their objectives Who involved - Creswick Ward Community Committee (CWCC) as decision maker Environmentally sound and raise awareness, pride of town, i.e. clean up days Consultative process Process - community involvement/review of council plans PROJECT Local Food Produce & Shopping How does it demonstrate our vision statement & principles?

Want people to stop within the Creswick Ward for local produce, eg road side food stalls, locally sourced produce in well presented facilities. The main roads must be appropriately streetscaped with trees from the area.

What assets in the community would be mobilized?

All shops need to be modernized and occupied.

How do we make the project happen?

Bowling green (unused) should be turned into a short term mobile home parking, say 2-4 hours for rest, shopping, and brown waste disposal. The park will include kids park with swings, skateboard park.

When will it happen? What are the key events in the project timeline?

First two years: treescape, farm stalls, bowling green conversion Years 2-4: Building maintenance

Group 7 VISION STATEMENT In 2017 Creswick has a vibrant tourism industry which provides employment and improves the livability of the town and results in a connected, safe community. Environment and heritage play a role in this.

PRINCIPLES Nurture (+ fix) + maintain our assets (natural + otherwise) Engage education facilities in “everything” in Creswick Council provides support and facilitation to bring different groups together with equality Planning and community development include safety considerations PROJECT Protecting the environment How does it demonstrate our vision statement & principles?

1) Nurturing existing assets – wildlife flora and fauna. Maintaining water quality = improves livability and enhances tourism opportunities 2) Involve school children and educate them about local wildlife 3) Council would provide opportunities for diverse groups to work together on maintaining and nurturing buildings and the natural environment.

4) Planning must take into consideration the safety of natural and built assets with regard to new developments – including heritage buildings, native vegetation and historic sites. Sustainability is important.

Group 8 VISION STATEMENT An attractive district with a vibrant business centre in an enhanced streetscape supporting a prosperous lifestyle for a steadily growing and younger population.

PRINCIPLES Consensus & compromise Cooperation Prioritisation Affordability/realistic approach but acknowledging dreams Ensure inclusion and balance amongst stakeholder interests PROJECT Secondary school How does it demonstrate our vision statement & principles?

Improves attractiveness of town to young families Attraction of young families will stimulate business activity Reduces business and population leakage to Ballarat School will provide additional employment opportunities and facilitate growth What assets in the community would be mobilized?

Could start now 2013 – feasibility study, establish working group 2014 – acquire land, develop building plans, call tenders, arrange bridging finance 2015 – build 2016 = sell current school sites, move to new site, populate with students and teachers
