INTRODUCING PENARTH

enarth is one of the most sought after commuter towns surrounding Cardiff, close enough to enjoy the facilities of the metropolis and sharing access to the Cardiff Bay artificial lagoon, at the same time as being an upmarket coastal resort fiercely guarding its independence from the Welsh capital. This duality is reflected in its administrative status: for local government, it is part of the county of the Vale of Glamorgan but the political constituency is that of Cardiff South and Penarth (once held by former Prime Minister James Callaghan). It is bounded by Cardiff Bay in the north, the sea in the south east and the open countryside of the Vale of Glamorgan in the west. The town has a Town Council which took over some of the assets of the former Penarth Urban District Council when that

he tiny church of St. Peter in Old Cogan is the oldest building in Penarth and traces its origins back to Celtic times when it was associated with a monastery at Llandough. Then it would have been a monk's cell built of wattle and daub, and later of stone. Of great interest is the herringbone pattern in the stonework, a common style of building in the Dark Ages and a date of 867 has been suggested for this part of the church. The first written reference to St. Peter's appears in 1180, so the nave and simple Norman archway must have been constructed before this date. In Tudor times, the Herbert family as Lords of the
was abolished in 1974 to make way for the Vale of Glamorgan District Council (now the unitary authority of the Vale of Glamorgan). The population is just over 23,000, making it easily the second biggest town in the Vale after Barry. Penarth has always been the home of choice for Cardiff's top brass, ever since its great villas started appearing in the 19th century. From the beginning, the town's founders were determined to provide plenty of parks to give its residents the opportunity to relax and recover from their often physically difficult jobs in the Cardiff Bay area. The town acquired its own waterside apartment quarter in 1987 when the old Penarth dock area was redeveloped as the new marina. Being at the foot of Penarth Head, this area was relatively isolated until
recently: now there is a new pedestrian and cycle bridge over the Ely River, dubbed ‘Pont y Werin’ (the people's bridge), connecting the Marina directly with the facilities of Cardiff Sports Village and completing the 6.5 mile Cardiff Bay circular walk. In more recent years, the Penarth Heights area to the north west of the town has been redeveloped with high quality housing. But neither has the town forgotten its role as a seaside resort. Buildings on the Esplanade have been refurbished in recent years, notably the Pier Pavilion (voted Pier of the Year in 2014). A further accolade was being named “best place to live in Wales” by the Sunday Times in 2016. St Peter's Church
Manor built the present porch but, by the 19th century, the little church was falling into ruin and serving as a shelter for cattle. It was saved by the 3rd Marquess of Bute (responsible for rebuilding Castell Coch and Cardiff Castle) and he also installed the elaborate Italianate bronze reredos and oak wooden panelling. In spite of its size with seating for only 47 worshippers, St. Peter's still holds weekly Sunday services and other services on festivals and special occasions. HISTORY OF A HEADLAND in 1913, over 4.5 million tons of coal were exported from Penarth docks in that one year. The Windsors were protective of their source of wealth: they also owned Barry Island, and refused to allow a rival docks to be established there until 1884, fearing it would deprive them of business. A flourishing docks needed a town to house its workers. The town first developed north of Windsor Road along the ridge top and centred around the junction of Arcot Road and High Street with many of the first shops on Glebe Street. It was only later towards the end of the century, as Penarth became gentrified and the grander houses of professionals and managers appeared on the flat plain to the south, that the centre of gravity was pulled out of sight of the docks towards Windsor Road, the seafront and railway station. By 1901, the population had risen to 14,228. A number of small limestone quarries were dug across the town to produce building materials both for Penarth itself St Augustine's Church
and rapidly expanding Cardiff. Examples are Belle Vue Park, Cwrt-y-Vil playing fields and the former Billybanks estate (near the modern-day Penarth Heights area). The railway line to Penarth, was opened by the Taff Vale Railway Company in 1878. With the railway came an influx of holidaymakers and Penarth's role as a coastal resort took off. But in an effort to maintain the town's gentrified air, the Windsor Estates Office sought to discourage those they called "the rabble from the hills".

STREET SPOTTING
T
he Windsor name and others associated with it crop up on street signs all over Penarth - the family (no connection with the royal Windsors) owned the manor and developed the town. An Andrew Windsor inherited the manor of Stanwell in Middlesex and a descendant of his became Lord Lieutenant of Worcestershire, Governor of Jamaica and was created Earl of Plymouth. His grandson was made Lord Lieutenant of Glamorganshire. In the 17th century, a female of the line married a Hickman from Surrey. The Windsor name and fortune were continued in the early 19th century by another female member, Lady Harriett, who married a descendant of Robert Clive (aka 'Clive of India', whose victories included those at Plassey and Arcot). The family seat was St Fagan's Castle which the Windsors had acquired, along with their lands at Penarth, when Other (or Otho) Windsor married a daughter of the Lewis family.

enarth's exposed headland must have been a convenient look-out point in ancient times, albeit inhospitable as a place of permanent residence. And although the beach faced away from the prevailing western winds, there was no natural harbour as such and the steep valley down which the Dingle stream flowed would have been difficult to climb. We know the Romans landed goods at the natural harbour formed by Barry Island further down the coast where they built a supply depot, but we have to venture a mile inland to Llandough to find evidence of a Roman villa near Penarth. In later centuries, there was a Celtic monastery around that same spot. After the Norman invasion, an Augustinian priory was established on Penarth Head and the surrounding manor lands given to the priory for its maintenance. There are few ancient buildings in the area, probably because the population, chiefly agrarian or engaged in fishing, was so sparse. However, there is reference to the existence of St Peter's Church at Old Cogan from as early as 1180, about 100 years after the Norman invasion of Wales. The oldest extant house in the area is Cogan Pill House (the so called "Baron's Court" restaurant) at the Cogan Spur junction which dates from 1554. In the 18th century, long after the Church had been divested of much of its possessions, the manor, along with St Fagan's Castle in Cardiff, came through marriage into the hands of the Earl of Plymouth, the 7th Baron Windsor, a descendant of Baron Windsor of Stanwell in Buckinghamshire. The population of the Manor of Penarth by 1803 was a mere 72. Lord Bute built his first dock to export Valleys coal in Cardiff in 1839, but even as late as 1851 Penarth is still recorded as having only 24 houses and a population of 105. But now the Windsor family could see the potential of coal exports and by 1865 had built a docks based around Cogan Pill, a tidal creek at the mouth of the River Ely. They were not to be disappointed by its performance. At the height of the industry

enarth is considered to have some of the finest Victorian architecture in South Wales, much of it constructed in local limestone and brick made of marl mined in Cogan. In 1972, a large part of the town was designated as a conservation area and there have been a number of extensions and adjustments to the area since then. By 1993, there were 38 listed buildings and structures in the town. These range from St Augustine's Church down to letter boxes.

enarth's original developers rapidly understood that besides providing housing for dock workers, the town's mild climate and sheltered coast suggested a future as a resort. But they first needed to tackle the difficult access to the beach. The Esplanade was built in the 1880s using a foundation of rocks cut from the cliffs during the construction of the road down from the south. With Plymouth Road and Beach Road, the Esplanade formed a new circular route for those arriving at the railway station. It was originally 36 feet wide, but proved so popular that it had to be widened by another 20 feet in 1927.

enarth Pier, which is a grade II listed building, was originally built in 1894 and is one of the last remaining Victorian pleasure piers in Wales, although it has undergone substantial repairs over the years including those after ships collided with it during bad weather in 1947 and 1966. It is now owned by the Vale of Glamorgan Council. From the beginning the pier provided both a promenade deck and a landing jetty for steam ships crossing the Bristol Channel. It is still visited, during the summer months, by the last sea-going paddle steamer in the world, the Waverley, and the traditional cruise ship the Balmoral which depart on afternoon and evening cruises. The first public hovercraft service in the world operated between the pier and Weston-super-mare in 1963 (it lasted only one season). The pier pavilion was built in the 1930s after a fire had destroyed the former wooden structure and decking. Even though the Art Deco exterior of the pavilion was refurbished in 2006, plans to go further were put on hold awaiting funding. Then the charity Penarth Arts & Crafts Ltd secured a Heritage Lottery Fund grant of £99,600 in 2009 to develop plans for the continued restoration, and a further £1,68m in 2011 to complete the restoration. The project was completed in 2013 and the Penarth Pier Pavilion is now a multi-functional building housing a gallery, cinema, café and restaurant.
FATEFUL VOYAGE

enarth was the port of departure for the final voyage of Isambard Kingdom Brunel’s famous SS Great Britain, the largest vessel afloat when launched in 1843. The ship had been retired from passengercarrying service by the 1880s and brought back into service as a cargo ship. In 1886 she called at Penarth docks in order to take Welsh coal to Panama via the Horn of South America. The storms of the southern seas proved too much for her and she had to be definitively retired to the Falkland Islands where she was used as a floating warehouse and eventually scuttled in 1937. Salvaged in 1970, she was taken to Avonmouth and after restoration opened to the public in Bristol dry dock where she had originally been constructed. SS Great Britain, Bristol

he transformation of Penarth's disused dock area into a brand-new residential and leisure marina quarter in 1987 set the tone for the wider development of Cardiff Bay which followed, impelled further by the eventual completion of the Cardiff Bay Barrage. The coal trade had finally disappeared from Penarth Dock in the 1950s; up to 1965 the Royal Navy used it for mothballing destroyers and frigates. Later, it suffered the ignominy of being used as a rubbish dump. Penarth Marina consists of around 400 yacht berths surrounded by waterside homes and boatyards. The former doublesector lock gates which once opened onto
the Severn Estuary (accessible only at high tide) now let boats into Cardiff Bay at any time. Access to the estuary is via the lock gates of the Barrage. Cardiff Bay covers about 200 hectares and is fed by the rivers Taff and Ely. This freshwater lagoon was created by the Cardiff Bay Barrage, a 1.1km long embankment linking Penarth to Cardiff docks. The Barrage received Royal Assent in 1993 and was completed in 1999 at a cost of £120m. It incorporates locks, bridges, sluice gates and a fish pass. The Barrage Embankment has been landscaped to create a linear park stretching across the mouth of Cardiff Bay.

lways a retreat from the industrial hubbub of Cardiff, Penarth has developed into a haven for the arts. The Paget Rooms have provided a concert and theatre facility since 1906 (except for a brief period in the 1930s as a cinema). They were built on land leased from the Windsor Estate and named after Alberta Paget whom the Earl of Plymouth had married in 1883. The building is Grade II listed. Penarth Urban District Council acquired it in the 1950s and then it was transferred to the new Penarth Town Council. It was here in the 1970s that Welsh band Man recorded its cult album 'Live at the Padget [sic] Rooms, Penarth‚' and Tom Jones gave one of his last performances before moving to the US. James Pyke Thompson was a 19th century corn merchant and a keen art collector. He built the Turner House Gallery in 1888, named after the painter J M Turner, in order to allow the public to view his
collection. Thompson's family gave the gallery to the National Museum of Wales in 1921 and it was used for some time to display some of their collection. It is now used by Ffotogallery, the organisation in Wales promoting the photographic arts. Penarth now has its own bijou cinema located in the newly restored Penarth Pier Pavilion, which has managed to screen successfully big ticket, art and Welsh language interest films. The Pavilion's hall has also proven itself an effective performance and exhibition space. The Paget Rooms

Wing Commander Guy Gibson (1918-1944) (above) led the Royal Air Force's 617 Squadron on Operation Chastise during the Second World War, the so called Dam Busters raid, which destroyed two dams in the Ruhr area of Germany in 1943. His connection with Penarth dates from 1940-43 when he and his wife lived with her parents in their house on Archer Road. He had met their daughter, Eve Moore, at a party in Coventry in 1939. The bouncing bombs used in the Dambuster Raids required great skill to deploy and at great risk to the airmen involved. The dams were subsequently repaired but took valuable forces away from the front for their protection. Gibson died in 1944 when his de Havilland Mosquito crashed in Holland.
Dr Joseph Parry's (1841-1903) (above) most famous compositions are the part-song Myfanwy and the hymn tune Aberystwyth, but he also wrote a variety of chamber, orchestral and choral music. He was the first professor of music at University College, Aberystwyth, founded a private school of music in Swansea and ended his career in the music department of University College, Cardiff. He lived in Penarth and is buried in St Augustine's churchyard.
Saunders Lewis (1893-1985) was a writer, political activist and campaigner for the Welsh language, but his reputation now chiefly rests on his dramatic works. He is widely considered to be the greatest dramatist in Welsh of the last century and to be of international standing. He was born in Wallasey on the Wirral and in 1922 became a Welsh lecturer at University College, Swansea. He was nominated for the Nobel Prize for Literature in 1970. He lived in Penarth towards the end of his life and is buried in Penarth Cemetery.
Alfred Sisley (1839-1899) spent a brief four weeks in lodgings in Penarth in 1897, but this Impressionist painter who mainly concentrated on landscapes is forever connected with the town where he produced at least six oil paintings of the sea and cliffs. One of these, The Cliff at Penarth, Evening, Low Tide‚ is in the National Museum, Cardiff. Sisley was born in France to English parents and spent most of his life in that country, although he was never naturalised. During his stay in the Cardiff area he married his partner. He moved on later to the Gower where he produced at least another eleven oils. (Pictured: The Bristol Channel from Penarth.) Sir Edward Youde (1924-1986) was Governor of Hong Kong from 1982 until his death. He was born in Penarth. During his time in the office, Britain and China signed the Joint Declaration which included provision for the territory to be handed back to China in 1997 after 156 years as a British colony. He was widely admired for his erudition and pleasant manner. A fund was established in his honour after his death to provide scholarships for Hong Kong people to undertake research.

THE GARDEN BY THE SEA

enarth well deserves its soubriquet "the garden by the sea". The jewel in the centre of its green crown is Alexandra Park, created in 1902 and named after the wife of King Edward VII. The long and narrow Windsor Gardens were laid out in 1884 to take advantage of the south-east facing sea front. It includes an aviary. Belle Vue Park was created out of a former quarry. Penarth Head open space, around 200 feet above sea level, was one among a number of pieces of land donated for the recreation of the public by the Windsor family. A linear park called The Railway Walk has been developed along the old railway line from Penarth Station as far as Cosmeston. For many years, visitors and residents alike have enjoyed strolling along the cliff walk which is now part of the Vale of Glamorgan coastal path. Most of Cosmeston Lakes Country Park is also within the community of Penarth. The lakes themselves were once limestone quarries. The park also contains the Medieval Village project, a reconstruction of a 14th century village on its original site. The idea for a sea front garden on the Esplanade came from Constance Maillard, the first female chairperson of Penarth Urban District Council (1924-25). The "Italian Gardens" were laid out according to plans drawn up by Ursula Thompson, the first female gardener to graduate from Kew Gardens. She took the classical gardens she had worked on restoring in Italy as her inspiration. The gardens opened in 1926 and were first named "Beach Rock Gardens". The current name only caught on later.

enarth Town Council serves and represents the town at local level. The Council consists of 16 elected members who determine the policies that are carried out through a team of staff headed by the Town Clerk. The Town Council is responsible for Penarth Cemetery, the Paget Rooms, the Kymin, several leisure garden sites, open spaces and features as well as the Council offices and grounds at West House. It organises the Penarth Summer Festival and Christmas activities including the Christmas street decorations. In addition the Council plays an important representational role by presenting a local viewpoint on a wide range of issues affecting the town. The council owns and runs the Paget Rooms, an all-purpose public hall for concerts, dances, exhibitions, etc and the Kymin, rooms for clubs and organisations set in approximately four acres of ground. E
very town worth its salt needs to blow its own trumpet at regular events that both attract visitors and encourage residents to show their loyalty and get involved in what the town has to offer. In this respect, Penarth is well-endowed with a range of lively events throughout the year. The highlight of the Penarth festival year is the Summer Festival, which has been held since 1965 when it was known as Penarth Holiday Week. The festival usually takes place over a week in mid-July, and traditionally culminates in Carnival Day on the second Saturday with a variety of attractions on the Esplanade and a parade. The Summer Festival includes events such as outdoor theatre, the Downhill Derby, plus fringe events such as ‘Music in the Park’ and ‘Grow, Show, Share’. The Christmas Festival usually takes place on a Sunday at the end of November or beginning of December when there is a parade from West House to the town centre

and the Christmas lights switch-on. A more recent and welcome addition to the festival calendar is Penarth Literature Festival, established in 2012 and managed by a team including Griffin Books on Windsor Road. Events are staged throughout
