Noreen (84) dies after brutal attack JANINE VAN DER RIET The 84-year-old woman who was brutally attacked and robbed in her home in Westcliff last Tuesday morning, died in hospital on Friday as a result of her injuries. Noreen Bryant van der Walt (84) was at home with her husband Bernardus Rijcks (85), who is bedridden, when a suspect walked into their home and stabbed Noreen several times with a knife, before fleeing the scene with R1 000 in cash after Bernardus pressed
the panic button. The incident happened around 10:30. According to Lieutenant Fadila September, spokesperson for the Hermanus SAPS, no one has been arrested yet, but she emphasised that the police is doing everything in their power to find the suspect. Noreen’s family will hold a private cremation today, 12 September, a day before she was supposed to celebrate her 85th birthday. There will be a gathering for family and friends at their house in Fourie
Street on the same day at 13:00. Noreen was born in Kimberley on 13 September 1930. She qualified as a nursing sister in Cape Town and this is where she met Bernardus Rijks van der Walt, a student in architecture. They were married in Kimberley and lived there for a while, before moving and living for some time in Kenya and the then Rhodesia. Noreen and Rijks have four children, Mark, Karen, Peter and Rijanne. –Continued on page 3.

CPFs to be the eyes and ears for department JANINE VAN DER RIET All the chairpersons of Kleinmond, Hermanus, Stanford, Gansbaai, Napier, Bredasdorp, and Struisbaai community police forums took part in a ceremonial signing of a memorandum of agreement on Friday in Gansbaai at the Birkenhead Boat Club. The forums agreed to take part in the Policing Needs and Priorities (PNP) programme, initiating the Expanded Partnership Programme (EPP) hosted by the Western Cape department of community safety (DoCS). The objective of the PNP project is to improve police accountability, transparency and influence police resource allocation. Consequently, the PNPs would assist SAPS to redirect resources to policing needs in the province in response to the needs of the communities. The EPP project is a project that assists the department in exercising its constitutional mandate and oversight over the police. CPFs will in future have several duties to fulfil and then report back to DoCS on policing needs and priorities of the police station in their area. CPFs, law enforcement officials, police officials, Overstrand Municipality delegates and other role players attended the meeting held by DoCS. The role players were invited to help the department identify, discuss and confirm the policing needs and priorities of the respective areas in the Overberg/Overstrand area. The Minister of community Safety Dan Plato held a panel discussion on policing needs and priorities and every CPF chairperson had the opportunity to discuss the problems in their areas. A five-year crime trend overview per police cluster and police station was made public and discussed. During the meeting, the chairpersons of the CPF committees suggested what can be done to reduce crime in their specific area. Dan Fick said more police officers and vehicles to improve response time in Kleinmond are needed. Also, a satellite station in Betty’s Bay was identified and he suggested educating communities on teenage pregnancies and
parenting skills. General Hennie Westraat, chairperson of the Hermanus CPF said Hermanus needs a better equipped neighbourhood watch, police must increase their visibility and asked for closer co-operation and radio communication between various crime fighting organisations. He said that if sport and recreation activities are available to the youth and surveillance cameras are installed, more manpower and resources and a central integrated control room and operational room services can help to reduce crime. MC Klein spoke on behalf of Stanford and said shebeens are a big problem in Stanford. “We need more police visibility over weekends and more police officers and vehicles. We also need harsher sentences for repeat offenders, including the youth.” In Gansbaai, says Lucille Mangiagalli, they need stricter bail conditions for offenders and support for local law enforcement, including police. Gansbaai has also identified a satellite police station in Pearly Beach. Evelyn Sauls said Napier also needs more SAPS manpower and vehicles, overtime money, more co-operation between the community and police and available funds for proper projects to address social problems. In Bredasdorp, said Solomon Christiaans, more police visibility is needed, more stop and search operations and more neighbourhood watch members must patrol the area. Schalk Lourens from Struisbaai said this town needs more SAPS members and vans for better reaction time and another big problem in the area is alcohol abuse. Members of the CPFs in the Overberg/Overstrand area will attend a workshop of the department in November on what is expected of the CPF in the Expanded Partnership Programme. According to Plato, what the department hopes to achieve with the EPP programme, is to determine safety needs and priorities through broad consultation with affected communities, establish systems and or strengthen existing structures and partnerships such as CPFs and neighbourhood watches in response to the safety needs and priorities identified.

‘Rijks is still very traumatised after the attack’ From p. 1: Noreen and Rijks then moved to Irene when Rijks started his architecture practice in Pretoria. Noreen was a keen gardener and also joined the Irene Film Club. According to Barbara Swart, a close friend of the Van der Walts, Noreen actually produced a number of short films herself. “In her fifties, Noreen took to parachute jumping, which tells us something about the spirit of this wonderful woman. She also started studying through Unisa,” Swart said. Eighteen years ago the Van der Walts moved to Hermanus and Rijks built their cottage in Fourie Sreet. Noreen loved Hermanus. She joined a yoga group and this is where Swart got to know Noreen. “She would regularly have us in stitches
with her witty comments on the various poses we had to adopt. When she broke her arm badly a few years ago and when Rijks could no longer move around easily, she had to stop yoga. Marine expo going ahead The resignation of Kim “Sharklady” MacLean from the Hermanus Two Oceans Whale Festival committee three weeks before the festival, has not prevented the Marine Expo from going ahead. “We are hard at work,” says Leon Theron, organiser of the Whale Festival. “Our flagship expo will once again focus on our Marine Big Five and has been extended this year to include conservation challenges which need to be managed.” According to Theron, the Marine Endangered Species and Conservation Expo will be housed in a marquee at Gearing’s Point with exhibitions by, amongst others, Dyer Island Conservation Trust (DICT), South African Shark Conservancy
(SASC), Whale Coast Cetacean Project, African Blu, and environmental conservationisits such as CapeNature and Kogelberg Biosphere Reserve. The Expo will also feature talks by leading marine experts and conservationists that include the following topics: Southern right whales – where and when; Strandings – an Italian case study; Big Fish – photo identifications of southern right whales; Marine pollution; Ocean sustainability; Sounds of the ocean; Shark Wild – Beneath the waves of Walker Bay; and Extreme shark fishing – facts and mysteries. There will also be educational activities for the little ones and Caffé Blu will be onsite with refreshments. “We invite all visitors to join us at the Marine Endangered Species and Conservation Expo.”

area has an impact on tourism, which in turn impacts on our local economy. Negative publicity resulting from accidents may keep tourists away, which means lack of income for local businesses. “With peak season upon us, the matter should be prioritised and safety structures implemented as soon as possible.” Bob Stanway from the Hermanus Ratepayers Association says: “I think that there is a case for proposing some warning signs and modest iron railing on top of the low white wall next to the Old Harbour between Gearing’s point and the Cenotaph. The railing would probably need to be about 200 mm high and it would need to be properly and sensitively designed to be in keeping with the special historical nature of the area.” Botha-Guthrie says even though the safety of residents and tourists is of the utmost importance to the municipality, higher walls or railings will not necessarily prevent visitors from venturing where they want. “Queries about the Ward 3 committee’s request to council for safety measures at this lookout point to be improved, can not be explained in a short sentence.” She says the Overstrand Municipality welcomes input from the public and during the drafting of a budget, numerous needs presented by the public, ward committees, councillors and officials are taken into account. All needs are taken into consideration, but the available funds limits the number of needs that can be met. “The prioritising of capital projects is not an easy task and we cannot accommodate all the needs.” Botha-Guthrie says ward committees are allocated an annual amount of R450 000 and are able to prioritise ward specific annual projects, so smaller jobs, like the erection of railings and the building of walls can be undertaken. Botha-Guthrie pointed out that the Overstrand Munipality covers an area of 2 123 km² and has a coastline that stretches to about 200 km. “It would be an impossible task to put up safety railings and walls wherever there is a possibility of danger. If you are familiar with the place where the unfortunate accident occurred, you will notice that higher walls or more railings would not necessarily have prevented the accident,” she says. “Nevertheless, our hearts go out to Kieran’s parents, his sister, the family and friends and we pray that they will find solace.”

Appeals lodged against largest wind farm JANHENDRIK COETZER Local businesses, organisations, farm owners and residents of Bot River have until 4 October to submit their written letter of appeal to the national Department of Environmental Affairs and Development Planning (DEA&DP) against the Langhoogte wind farm development between Bot River and Caledon. This comes after the DEA&DP approved a proposal by Sagit Engery Ventures, the company heading this development, for a 44 wind turbine farm, whereby a 20-day period was given to submit an intention to appeal. Should the development of Langhoogte go ahead, it will be the largest wind farm in South Africa, accord-
ing to documentation by Sagit Energy Ventures. The turbines will stand 150 m high and will each generate 2,5 to 3,6 megawatts of electricity per hour. The Klipheuwel farm outside Caledon was the first of four proposals to get out of the starting blocks and wind turbine parts have been transported there since August. One of the organisations that have already submitted a letter of appeal is the Bot River Aesthetics Committee (Brac). According to Brac’s chairperson, Mark Townsend, the project was approved in a “policy vacuum” as the DEA&DP does not have a policy stipulating the minimum distance that the wind turbines have to be from a residential area. Townsend says the three most serious impacts of wind turbines will
be noise, a constant “shadow flicker” and the danger of parts falling or catching fire. “At this point the Department has not published any of the danger setbacks required for one 150 m high wind turbine, let alone for 44 such huge turbines,” says Townsend. According to Townsend the DEA&DP has not communicated with the residents of Bot River. “Our attempts to obtain guidance on these matters from the local municipality and the provincial government have met with one consistent response – they do not have any authority in this matter, and we must speak to the national department,” says Townsend. Another farm owner, Jayne Beaumont of Compagnesdrift (home to Beaumont Wines), also sent in a letter of appeal to the DEA&DP.
“There is no evidence of a sound, rational and official policy from the DEA&DP, and our local and district municipalities and provincial government have no authority to provide guidance to the local communities in this matter,” says Beaumont. She also says that the devaluation of property as a result of wind farms is internationally known, and this will have a seriously negative economic impact on the residents of Bot River. When Sagit Energy Ventures was asked whether it had signed an agreement with the farm on which the development will be located, the company replied that commercial and contractual arrangements with a landowner are confidential. According to the director of Sagit Engergy Ventures, Mich Niewoudt, about 17 responses were received
from local residents during the first round of comments in the initial phases of the application. Some asked for information and some objected to the proposed development. “Approximately 217 letters of support and petition signatures were received, mostly from the coloured and black communities. The coloured and black communities will benefit directly from the development through the community trust of the wind farm. “The establishment of a wind farm is governed by the Land Use Planning Ordinance (Lupo) frameworks of the province, so it classifies as consent use,” says Niewoudt. The Hermanus Times submitted a list of questions to the DEA&DP, but by the time of going to print, no comment had been received from this department.

Experience music and nature at Fringe Fest Bientang’s Cave will take part in the Whale Fringe Festival by hosting marine awareness initiatives during the festival weekend from 20 to 24 September. Offerings that will form part of the enviro experience include a Dive against Debris monitoring and clean-up campaign in Walker Bay; informative exhibits and lifelike replicas of the great white shark and southern right whale; and ongoing fundraising for Sea Shepherd and Whale Coast Conservation in the form of raffles offering great prizes. “Bientang’s Cave offers one of the best sites to view the whales who often ‘perform’ in the small bay in front of the restaurant – this coupled with the exhibits makes the venue well worth visiting,” says the organiser of the
Fringe Fest, Bruce van der Spuy. Music on the Fringe will also be offering a full programme of live music performances by local musicians and bands at various venues in and around Hermanus during the Whale Fringe Fest. The Fisherman’s Cottage, Cocos, Tapas and Gecko Bar will be hosting a lineup that includes The Mississippi Disco Band, Gareth James, The Rivertones, Money for Jam, Slo Jack, Gypsey James, Andy van Aarde and John Mitchell. The full Fringe Fest music programme will be published in next week’s Hermanus Times. You can also find out more about what the Fringe Fest has to offer on their facebook page https://www.facebook.com/whalefringefestival or call Bruce van der Spuy on 082 744 3212.

New refuse tariff ‘not fair and equitable’ EDITORIAL COMMENT Standing together Without doubt Hermanus is a caring community. Whether it’s grieving over the brutal attack and subsequent death of an 84year-old resident, heeding a call for increased safety measures at the Old Harbour, standing together against crime through the community policing structures, or painting a crèche, the community stands together. And while we do not all agree on the many issues that face our town, we usually care enough to make our position heard. By listening to what people are saying, our view on an issue can often be challenged. During the petrol attendant strike, friends and family of garage owners stepped in to keep tanks full, and on Casual Day the townsfolk dressed up and had a blast all in aid of the disabled. Yes, it is clear: Hermanus is made up of diverse and dynamic people who show they care in a thousand different ways.
Outcry over refuse tariff I have to add my voice to the number of shocked residents and owners of sectional title units in Hermanus. Apart from pensioners occupying these flats and apartments there are also pensioners owning some of these. In blocks like Silver Oaks, Oak Terrace and Belle Court apartments are rented out at affordable rates. This will no longer be possible because owners renting out flats will now have to add-on the extra fees to the monthly rent. It is no secret that many occupants in these blocks default on their rent because they are not able to make ends meet. Their situation is becoming more precarious by the day. This will result in a drop in value of these flats, because buy-to-rent will become less of an option. Pensioners without official pensions often opt for buy-to-rent in order to create some income in later years. I do hope that council will seriously look at having a smaller increase, more commensurate with the number of bins currently at these blocks, rather than an increased levy on each individual unit. A DA-controlled council, whose top executives are earning amazing salaries, should be a little more sensitive to the effect of raising revenues that is causing this kind of outcry.

Shattered by brutality I want to thank the Hermanus Times for putting the report on the brutal attack on Noreen van der Walt on your front page last week. As you may know, she has since passed away. Noreen was a very dear friend of ours. I spoke to her every week, and my partner and I visited Noreen and Rijks every second Tuesday to have a glass of wine with them. She was a wonderful woman with a lovely sense of humour, and looked after Rijks with total dedication. To think of that small little person being attacked so brutally, and with a helpless bed-ridden husband close by, is heartbreaking. We visited her in hospital and I will never forget her face. Noreen was very careful and never just left doors open. The outside doors have security gates and to get to the back door you have to scale two fences. The murderer must have known at which time she opened the back security door to let the cat out. All of this happened in broad daylight. Has it now become impossible in Hermanus to even open your
doors to go outside briefly? I beg the Hermanus Times to not let go of this story, and to keep it on the front page until the murderer has been tried and sentenced. Please do not be pressurised to have “good news” stories on the front page for the sake of tourism. Hermanus is not a cute little town with jumping whales, or the perfect retirement spot. It (with Sandbaai and Vermont) has clearly become the crime capital of the Western Cape, with the elderly in particular being targeted by vicious and cowardly murderers. Only by keeping stories like that of Noreen’s murder on the front pages will we get the Overstrand Municipality to wake up, stop congratulating itself, and start looking after its residents. We need regular police patrols, or car patrols by security companies paid for by the municipality. And don’t even mention the HPP who can only ever be found sitting on benches, staring at the sea and chatting away to each other. I cannot tell you how shattered we feel.
BARBARA SWART
What Hermanus needs is active citizenship I refer to the brutal attack on Mrs Noreen van der Walt (HT 5 September 2013). This is an open letter to the residents of Hermanus. We have all been devastated and shocked beyond words by the news of the violent attack on Mrs Noreen van der Walt of Fourie Street in Westcliff. Mrs Van der Walt died of her injuries in hospital on Friday! How could something so senseless have happened to someone so frail and defenceless? Why the brutality and violence? How could it have happened in clear view of neighbours in the middle of the day? I have been devastated by the news of the attack. I met Mr Bernardus and Mrs Noreen van der Walt recently and thought they were wonderful people living in a storybook pretty house in a lovely street. How could I have predicted at that stage what was in store for them. It is easy in circumstances like this to transfer the blame – where were the HPP patrol, the security company, the police? It is impossible for the police and other protection services to monitor and patrol every street in every suburb 24 hours per day. What we desperately need here is a concerted effort by ordinary citizens to take responsibility for each other – namely
active citizenship. We really need to heed our brother. At a meeting in February this year when I wanted to start a neighbourhood initiative called Community Against Crime with the help of one of my ward committee members, representatives from the SAPS, Overstrand Law Enforcement, the Community Police Forum and security companies were all there – but only one member of the public attended the meeting. The vision of the Community Against Crime (CAC) initiative is simple: “You are your brother’s keeper.” It is time to say: “No longer; this is it. We are going to take control of our lives again.” In the coming weeks, I and the councillor for our neighbouring Ward 3, Kari Brice, will distribute documents on how to become part of the Community Against Crime initiative as well as distributing emergency numbers to every resident in Westcliff. This is an urgent appeal to everyone to take this seriously and to pledge support to an initiative that is based on simple brotherly love. Please, Westcliff, help us to get this effort off the ground.
LIANDA BEYERS CRONJÉ AND KARI BRICE, COUNCILLORS WARD 4 AND 3.
We wish to ally ourselves with the growing discontent surrounding the unauthorised implementation of the new tariffs for “refuse removal”. We say “unauthorised” because the only notification we received was in the monthly Bulletin of July 2013, which noted an 8,53% increase in refuse collection. We had no objection to this increase which is in itself above the 6% target set by the government. It cannot be said to us that the budget has been open for public participation and inspection since April 2013. All of our owners live far away, some as far as Scotland, and no attempt was made to keep us informed, or to allow objections. We still have not been officially informed that the new tariff is to be R140 per month for each and every flat. Furthermore we are now informed that there will only be one collection per week, whereas in the past there were two. We at Marine Terrace, a block of 18 flats, are now faced with a tenfold increase in refuse collection. We now move from (in round figures) R3 000 per annum to R30 000 per annum. This is ludicrous, especially given the fact that more than 90% of the time there is no refuse to collect as flats are vacant. The only time there are occupants is over the Christmas holidays and over Easter. The flats are owned almost entirely by pensioners, and Mayor Nicolette BothaGuthrie specifically noted in her Budget speech that the “Overstrand Municipality had to find the midway between the clear message from pensioners and people who live from the interest of their life savings, and cannot afford sharp increases in rates and tariffs . . .” Clearly the municipality has not taken these lofty words into account. To lump all refuse collection rates into one tariff is clearly not fair and equitable. There can be no comparison between a single residential house and a block of holiday flats. We have approached the municipality on a few occasions and find them unsympathetic, intransigent, hiding behind officialdom, and lacking the will to help as should be expected from public servants. They even agreed that what we are being charged is grossly unfair, but shrugged their shoulders and walked away from the problem. In conclusion we want to put it to the municipality that this problem, this objection will not go away. As the various communities become involved the municipality will be embroiled in an ugly dispute and probably legal action. We urge them quickly to revise their stance on this subject for the benefit of all. Please note that other municipalities charge half what is now proposed by our council.
PGF HART, CHAIRMAN: BODY COR PORATE, MARINE TERRACE
Thank you, Theodora I often listen to people complaining about their servants at home. It is then that I thank God for Theodora. Come rain or sunshine when I fetch her at eight (in my pyjamas sometimes) she has already attended to her two children and walked her little girl to school. My animals are the first to be greeted with hugs and kisses. She spends time with them but come 5 my house is a clean home. On a good day she also takes on the role of an interior decorator! Thank you, Theodora, for being there through thick and thin. You may think you’re just a servant but to me you’re a Godsent angel.

Cold, colder, freezing... Another weekend lies ahead with very cold and wet conditions. On Saturday it will be only 13 °C with rain pouring down until Sunday evening. By Monday afternoon it warms up to 16 °C but on Wednesday more rain and cold is expected.
Untarred road makes Stanford residents sick The state of De Bruyn Street in Stanford has become unbearable and unacceptable to all occupants of houses adjacent to it. This road is one of the busiest in Stanford with trucks going down to Springfontein chicken farms as well as various other construction vehicles and fishermen going down to De Plaat using it. Stop streets are very few and far apart which makes it much easier and quicker than driving down Queen Victoria Street with its speed bumps when coming off the R43 road. Municipal officials have confirmed that they prefer to rather use De Bruyn Street and not to go down the main road of Stanford Village. Despite this, the street remained untarred throughout the years. Nobody seems to care about the dust created by speeding vehicles especially trucks that gets blown onto and into our houses day and night. Window sills inside need to be cleaned with a vacuum cleaner on a daily basis to get rid of yellow/brown gravel dust. Curtains need to be taken down and washed on a regular basis. Washing placed on washing lines often needs to be re-washed as it comes off the line dirtier than before washing them. Just consider all the dust we have to inhale day and night. When standing outside when a truck drives by, one can hardly breathe. This has really become a health risk. I moved back to Stanford about a year ago, after an absence of 26 years during which period I have always been a ratepayer of the Stanford Municipality. When my son, who suffers from asthma, came to visit for the first time he had a severe attack. When consulting his medical practitioner he was informed that is was caused by excessive inhaling of dust. He was recommended to be careful when visiting his parents again to prevent any recurrence of asthma. This I can prove with a letter obtained from his medical practitioner. What a shame that a son can’t even visit his own parents. Various De Bruyn Street residents have confirmed that they are basically living on hay fever/sinus tablets due to the dust. Again, what a shame. Several have confirmed that they have launched various complaints with the municipality, but to no avail. During winter months the street is practically undrivable most of the time due to potholes which are so bad that you can damage the suspension of your car. The surface is just

one muddy mess and there are no pavements. I challenge any councillor from the Overstrand Municipality to come and stay next to this street for a while to see whether such living conditions will be acceptable to them. When I left Stanford in 1986 only Queen Victoria and Church Street were tarred roads. Upon my return I found that basically all of the other old streets have been tarred except De Bruyn Street. Why? Various parts of Stanford have expanded over the years and all these new roads are tarred, but De Bruyn Street with all its traffic remains the same. Why? Yet we are paying the same rates and taxes as people staying next to tarred roads. They even had funds to recently re-tar some streets in town of which the surfaces were still in good order. We cannot accept these living conditions year in and out and nobody cares or is prepared to do anything about it.
CONCERNED RESIDENT STANFORD
Kat Myburgh, Senior Area Manager: Gansbaai/Stanford Administration responds: The satisfaction of community needs such as the tarring of gravel roads, are annually considered during the compilation of the capital budget which forms part of the Integrated Development Plan process (IDP). The needs of the Overstrand area require a total capital investment of more than R400 million over the next 25 years as more than 130 km of gravel roads still exist in the Overstrand area. Stanford needs about R5 million. The need for the tarring of gravel roads in Stanford (Ward 11) was tabled for at least the past three (3) consecutive financial years. Unfortunately the “race” for budgetary provision in the Stanford area was won by projects such as the upgrading of electricity in the industrial area, provision of potable water infrastructure as well as the extension of the sewer reticulation system. The prioritisation of community needs for funding in the 2014–’15 financial year has started already and it is expected that the matter will receive urgent attention by the ward committee during September. The complainant is encouraged to use the representatives of the Stanford community to motivate the need to tar the gravel roads in Stanford at aforementioned events. The Overstrand Municipality recognises the need to provide permanent surfaces to various streets in Stanford in order to curb the high maintenance cost and inconvenience it causes at present.
Voor elfuur val daar so 5 mm reën.

‘Respect culture at all cost’ With reference to last week’s letters in the HT: I would like to take this opportunity to extend a word of thanks to Mr Theo de Wet, and a second reader (his or her name was not mentioned) – for your support and understanding. I think the writers Mrs. Southwood and M Rive should respect our culture at all costs. I’m of the view that you are not interested to know the manner in which we conduct our culture. This country belongs to all who live in it. I think you should familiarise yourself
with the Constitution which was adopted in 1994. This town is not only your town, it’s ours. However, when we perform our rituals in our culture we do not perform them in secret places. You just interfered with a culture that you do not even know.

Dankie, Lighthouse!

I would like to refer to your reports in the Hermanus Times of 22 and 29 August 2013. While I was not here to witness the latest breaching of the Bot River estuary, I have been interested in this subject for many years and have more than a passing interest. According to your articles, the decision to breach was taken by a sub-committee and not open for any discussion outside this committee. I believe that this is a subject of great importance to the environment and those who live around here and therefore should be placed in the public domain. 1. When did flooding of property, built in the 1-in-50 year floodline, become a consideration for artificial breaching? This was not included as a criteria during the breaching indaba, chaired by Prof George Branch in April 2009. And where was the threatened sewerage spill that the press report refers to? 2. According to the press reports, the salinity had dropped to 12 parts per thousand (ppt) before breaching took place. The sub-committee was of the opinion that the salinity would drop to 10 ppt, one of several criteria for breaching. This seems like a subjective decision; what information did the sub-committee have that this would indeed happen with certainty? It is a bit like saying that if the air temperature has been dropping for a few days, it will be 10 degrees by tomorrow. The breaching criteria is clear: the salinity must be 10 ppt or less before breaching can take place. 3. The salinity was 12 ppt when the decision to breach was taken. This is double the critical salinity level of 6 ppt when mass mortality of fish could take place. In other words, the volume of the water in the Bot estuary has to be doubled before the critical level is reached, something that can not happen in a hurry. And we must bear in mind that the Bot estuary was breached only a year ago. 4. The breaching criteria allows for a window period until the end of September when breaching can take place. With another 5 weeks before the end of the window period, it seems as if the sub-committee was in an unusual haste to make this happen. Why could the sub-committee not take a more conservative “wait-and-see” approach before making such a big decision? Could it be that another authority had already made this decision for them, or that they were under pressure to do so? 5. I believe that this process should be a lot more open and transparent to all interested parties. Did the sub-committee consult with other estuarine specialists, such as a hydrologist, botanist and zoologist? And are the monitoring results, taken before the breaching, available for public scrutiny?
FRANS THEUNISSEN HERMANUS
Robin Perrins, chairperson of the breaching sub-committee of the Bot River Estuary Forum (BREF), responds: The structure of the breaching sub-committee is set out in the Mouth Management Plan (MMP) as well as the mandate to the breaching committee which arises from the Bot Lagoon Indaba held in 2009 chaired by Prof George Branch from UCT. The decision to breach is the prerogative of the breaching committee and for obvious reasons, not open to discussion outside that committee. 1. The reference to flooding of property is set out in the MMP, but cannot be the sole consideration to breach. The sewage spill could have occurred at Meer-en-See. It was also an issue in August 2012 when the lagoon was artificially opened. It would have been negligent, reckless and unlawful if the committee, in applying due diligence, did not take into account the effect on surrounding areas in arriving at their decision. 2. Of course, the assessment of dropping of the salinity level was subjective. The committee considered the rapid rise in water level (all fresh water) against the rapid reduction in the average salinity levels over a period of weeks. Nothing can be a certainty when dealing with the elements of nature! 3. The issues raised here are irrelevant and are purely the reader’s opinions and are illogical. The criteria relating to the salinity levels is dealt with in the Post Breaching Report which will be available within the next few weeks. 4. The window period for breaching expires on 30 September and is not as simple as your reader tries to make out. Tidal times and general weather conditions as well as a desirable water level are all of prime importance in executing a successful breach. No other authority or organisation was involved in our decision other than the Department of Environmental Affairs and Development Planning (DEA&DP) who granted special dispensation on Friday 23 August for the breaching the following morning. There was never any pressure from any outside source other than nature itself. 5. All interested parties i.e. participants in the Bot River Estuary Forum (BREF) were kept informed. The breaching committee did consult with estuarine specialists together with hydrologists. Copies of e-mails from Prof George Branch and Lara van Niekerk from CSIR who have together spent many years carrying out research on the Bot Lagoon and who supported the decision to breach, are included in the Post Breaching Report to which I have referred earlier. The process was transparent and by the reader’s own admission, he was not here to witness it!

New members on board Hermanus Tourism HEDDA MITTNER Hermanus Tourism held its AGM at the Overstrand Auditorium on Monday evening. Among other items on the agenda, new committee members were elected for those portfolios that had come up for re-election after two years. No nominations were received for the finances and events portfolios and the respective members, Bill Harling and Mary Faure, who also serves as chairperson, were reelected. Among the new nominees, Hamish Hofmeyr, general manager of The Marine, Clinton Lerm of SA Forest Adeventures and Blake Albert, owner of the Windsor Hotel, were voted in as the new committee members for the restaurants, activities and marketing portfolios. The guest speaker at the AGM was Mariette du Toit-Helmbold who recently resigned
as CEO of Cape Town Tourism after nine successful years to start up her own destination marketing agency, Destinate. Helmbold, who grew up in Hermanus, matriculated and even got married here, had a positive message for Hermanus Tourism. She said smaller places are becoming more sought after as people are looking for more meaningful travel experiences that add value to their lives. There is a new emphasis on simplicity, authenticity and sustainability, and tourists are no longer only interested in traditional markets such as London, Paris and New York. “It is the authentic people-centred experiences that stand out,” Helmbold said. The new travelling trends include more frequent trips closer to home and shorter stays, and an increased need for personalisation. “It’s all about people, and there is a shift from travel experiences to travel relationships. This is where Hermanus needs to po-

MOTORCYCLE ADVENTURERS VISIT HERMANUS: Julian Maiello and Lorena Santiago from Argenti na, who are on a roundtheworld motorcycle trip with their dog Trico, made a pitstop in Hermanus over the weekend. They attracted a lot of attention when they parked their bike on Market Square and set up a display with photographs of their trip and a world map detailing their route. The intrepid couple, both from Buenos Aires, set out in Febru ary 2002 with only a few dollars “and endless wanderlust”. They have now visited more than 90 countries on five continents, cover ing 300 000 km. The purpose of their trip, they say, is to experience different cultures and lifestyles. Along the way they have also had their fair share of wars and corrup tion, freezing temperatures and bad roads. “No doubt what drives us forward is the spirit of adventure,” they say. From Hermanus they will be heading up the coast to Mozam bique en route to Egypt. Follow their progress on www.porsiem prelamoto.com.

Toe dr. The top six matric dance hairstyles Choosing the perfect hairstyle for your matric dance is no simple task and usually involves hours paging through magazines and surfing the net. We say if you’re stuck for a style, turn to Hollywood for some inspiration. Sleek and straight If you have long hair and like to keep it fuss-free, opt for something straight and sleek. All it requires is a simple blow-dry and a side parting. This simple style looks great when paired with intricate or attention-grabbing gowns. Loose up-do If you’ve chosen to wear your
hair up, be sure to keep it loose and flowing. Stiff up-styles will age you and look dated rather than date-able. As this style opens up your neck area, pair it with a striking necklace or sweetheart cut dress. Modern ponytail The ponytail never goes out of style, and is perfect for a fresh, youthful overall look. We love it because not only does it look great, but it keeps hair manageable (even if it’s windy) and opens up your back and collarbone to show off your gown. If you’re opting for a pony like Ashley Benson’s, be sure that you secure it with hairspray to prevent it from falling flat on top or coming un-
done. Classic curls If you have naturally straight hair, you’ll probably be tempted to curl it for your big night out. They’re structured without being stiff and have a beautifully romantic feel to them. Best part? They work on shorter hair too! Pretty plait A romantic plait is the epitome of young femininity. And in our opinion, the looser the better! Fishtail plaits work just as well as normal plaits, and look gorgeous when plaited to the side. Provided it’s not too windy, allow a few pieces to fall out and hang around your face – the looseness of it keeps the look young and
modern. Short and funky Girls with short hair often feel that their styling options are limited, and with good reason! But don’t despair just because you can’t wear a pony or a plait – girls like Miley Cyrus and more recently, Charlize Theron, have shown that short hair needn’t be boring. The trick is to go all out – style it so that it’s poufy on top, create a dramatic side-parting or add loads of volume. If it’s too short to do any sort of styling, wear some funky clips or a striking Alice band. Source: http://www.beautysouthafrica.com

Family's pitbull – lost or stolen? JANINE VAN DER RIET “It feels like an ongoing nightmare, as if we are playing a part in a movie.” So said André du Preez, referring to the dramatic events since their family dog went missing last week. The dog was possibly kidnapped, a ransom was demanded and paid, and police officials, detectives and the dog unit have been working around the clock to find it – but to no avail. The dog is still missing and André’s four-year-old daughter is devastated.
It is suspected that Diesel, a two-year-old pitbull, was stolen from his home in Leisure Park, a security complex in Sandbaai, on Wednesday, 4 September. André du Preez and his wife, Nicolize, had left the house early

in the morning and returned home with their daughter Skye at around 17:00. They immediately realised Diesel was missing when they opened the front door and he was not inside to greet them as usual. They looked outside in their enclosed yard with the gate still closed as they left it, but Diesel was nowhere to be found. Since then the Du Preez family has not stopped looking for Diesel. They made posters which André handed out and posted in Hermanus, Mount Pleasant, Sandbaai and other areas. He drives around for hours every day looking for Diesel. On Thursday André received an SMS from a number unknown to him. The person first wanted to know what the reward is and later, when André met with the man from Hawston, he said he knows the person who stole Diesel and he would fetch the dog. He asked if he could have R200, just to try and persuade the suspect to give the dog back. “It was a chance I had to take. I had a feeling it could be a scam, but he seemed honest and said he did not want a reward for himself,” André said. Hours later André did not hear anything back from the man who took the ransom money to “pay off the thief”. He called in the help of Hermanus SAPS and together they searched Mount Pleasant and Hawston for hours, looking for the man claiming to know where
Diesel is. On Friday, detective David Payne started circulating the photo of Diesel and together with his co-workers, found the man, but he was unable to lead them to Diesel. The K9 Overberg Dog Unit joined the search on Saturday. “We are very grateful towards the police, detectives and K9 unit who are taking this matter seriously,” said André. “Our biggest fear is that Diesel will be used in dog fights and/or illegal breeding. “If he was not stolen, which looks highly unlikely at this stage, and someone picked him up and took him home to keep him safe, we hope and pray they come forward and help us give back our daughter’s best friend. “We can buy a new dog tomorrow. But it is not the same. My daughter misses Diesel. They did everything together.” Skye is heartbroken and prays every night “that daddy finds her best friend”, André said. Diesel’s photo was circulated on the social network Facebook by thousands of concerned animal lovers and everyone is looking for him. “It is impossible that Diesel can just disappear as if he never existed. Somebody must know where he is.” There is still a big reward for anyone with information that can lead them to Diesel. You are urged to get in contact André du Preez on 082 623 0616 or detective David Payne on 028 313 7000.

Ripples for Good in Zwelihle KERRY VAN RENSBURG A young woman and her dogs are travelling all over South Africa making a difference in communities along the way. Maria Botha, whose foundation is called Ripples for Good, travels with her two dogs Danté and Katryn. She set out from Rustenburg nine years ago on a bicycle and progressed to a motorcycle. This year she is undertaking her journey in a bright red bakkie sponsored by Chef SA.
She says this is the first time in nine years she and her two dogs have had a roof over their heads on their journey. Maria and her dogs sleep in the bakkie and everything she needs for their journey travels with them. This year she decided to make a statement and wants the people she meets to know that love is infinite. She left Rustenberg on 14 February and she says her route follows the infinity sign. Along the way she hopes to visit 84 schools, and with support from Builders Trade Depot, Builders

Stamps given to a worthy cause
Pierre van Niekerk, chair person of the Walker Bay Stamp Club and Gill Danvers, secretary of the club, with the 65 000 low val ue stamps that he and mem bers of the stamp club have accumulated. He says the stamps have been do nated to a very worthy cause.
KERRY VAN RENSBURG “At the Walker Bay Stamp Club we accumulate thousands of low value, used postage stamps,” says Pierre van Niekerk, chairperson of the club. The stamps are either still on envelopes or are off paper. Van Niekerk says the bulk of these stamps are donated to the Zululand Mission Air Transport which packages and sends them to dealers in England

where they are sold by weight to raise funds. The dealers, however, are not interested in thousands of the same low value stamp which means these stamps are usually thrown away. “At the stamp club we have been keeping the off paper, low value stamps in a box, hoping to find a use for them. We thought that someone who did decoupage or someone with an artistic talent may be in-
terested in them,” explains Van Niekerk. After advertising these stamps in the Hermanus Times SMS column last week, it was decided the 65 000 South African stamps would be given to Lois Apter who runs an art programme in Zwelihle for unemployed mothers. Van Niekerk says the stamps were accumulated by all the members of the club and will cover 800 A4 pages.

BETER EKONOMIE, MEER KRAG
Pajero bied meer teen dieselfde prys
QUICKPIC

New Yaris HybridR set to take on the track QUICKPIC A few days ago Toyota tickled our performance palettes with a few teaser shots of the forthcoming Yaris Hybrid-R Concept which will make its world premiere at next week’s Frankfurt Motor Show. Now, for the first time this super-hot hatch is shown in all its ‘green’ glory. Just to recap, here are some of the Yaris Hybrid-R Concept’s more salient performance features (please note Toyota has adjusted some of the output figures from the earlier release). The car’s hybrid powertrain combines a highly tuned 1.6-F four-cylinder turbo engine and two powerful electric motors to provide total output of 313 kW. The direct-injection turbo powerplant, which has been adapted to racing conditions, provides 224 kW (300 hp) of power and 420 Nm of torque to drive the front wheels. It was specifically developed by Toyota Motorsport GmbH according to FIA rules for a global race engine to be used in different motorsport disciplines, such as the World Rally Championship and the World Touring Car Championship. At the rear of the Yaris Hybrid-R, each wheel is powered by a 45 kW (60 hp) electric motor, providing an “intelligent” electric four-wheel drive capability. The motors generate electricity during braking and supplement the petrol engine during acceleration. As with Toyota’s TS030 hybrid Le Mans race car, the energy recovered from braking is
stored in a super capacitor. Its high power density and fast charge/discharge speed are perfectly suited to the requirements of sporty driving on a track, which requires brief and immediate bursts of power. The Yaris Hybrid-R driver can push a button on the steering wheel to select “road” mode for day-to-day driving or “track” mode for competition. “Track” mode makes full use of available performance, with the rear electric motors able to reach a combined maximum power peak of 90 kW (120 hp) for up to five seconds. A third 45 kW electric motor, located between the engine and the six-gear sequential transmission, can operate as an advanced traction-control system. At low speeds, or in a curve, when the engine power and torque exceed the grip potential of the front wheels, the motor can convert torque from the petrol engine into electric energy and direct it to the rear wheels. The twin rear electric motors can also enhance handling characteristics during cornering by altering the distribution of torque between the left and right rear wheels, achieving the same effect as an intelligent torquevectoring differential. Depending on the radius of the curve, the system can send more torque to the outside rear wheel, apply more braking force to the inside wheel or even brake and accelerate each wheel independently to promote a better driving line and to limit understeer. Depending on the state of charge of the battery, the Yaris Hybrid-R can be operated in full electric mode for short distances, especially during parking operations.
The Yaris HybridR driver can push a button on the steering wheel to se lect “road” mode for daytoday driving or “track” mode for competition.
PHOTO: QUICKPIC
To say that the Yaris Hybrid-R looks different from its bread-andbutter siblings is an understatement. This radical concept adopts newly designed headlights, a wider front grille and black and blue details that contrast with the white body colour. The front bumper incorporates two large air intakes and blue LED daytime running lights. The intakes greatly contribute to the front brake cooling, while the shape of the lower lip is designed to centrally channel underbody air flow. The flared fenders house bespoke 18-inch TRD wheels fitted with
225/40 R18 Michelin Pilot Sport Cup tyres featuring an asymmetrical tread design that is ideally suited for a mixed use on the road and on the track. Grooved and perforated brake discs are gripped by six-piston callipers in the front and four-piston callipers in the rear. Located on the rear pillar, a quick-opening fuel cap allows for quick refuelling in the pits. At the rear, a spoiler is mounted on the roof and the bumper incorporates a large diffuser with an exhaust pipe framed by two air extractors.
25
Matching the colours outside, the dual-tone Recaro bucket seats feature black leather side bolsters and blue Alcantara®. Ideally located high and close to the driver’s right hand, the shift lever of the sequential gearbox is set up to quickly change down gears by pushing the lever forward, and to change up by pulling it back. The driving position is completed by a set of sport pedals from the 86 sports coupe. The Yaris Hybrid-R concept utilises the same CAN-Gateway ECU system developed for the 86 coupe for the sixth version of the GranTurismo game, due to be launched before the end of the year. The system allows drivers of the 86 to record – on a USB or smartphone – the racing data collected while driving on the track. GPS data, longitudinal accelerations, steering angles, gear changes, engine speed, vehicle speed and even water temperature are used to reproduce a real lap of the track on the video game console and compare it to virtual laps done with the game. The Yaris Hybrid-R Concept takes this technology one step further, by utilising the same principle but in a reverse way. We could imagine that the data of the laps recorded through the video game could be sent to the vehicle’s ECU. The electronic management of the car could potentially anticipate the driving conditions of each track, to optimise the phases of energy recovery, the operation of the traction control, the amount of energy used at each step and optimise the handling through the rear electric motors.
