passing by sekere oorde. By Huis Lettie Theron is daar beide huur en koopwoonstelle beskikbaar.

KERRY VAN RENSBURG Three backyard shacks in Kwasa Kwasa in Zwelihle burned to the ground on Sunday evening, leaving six people homeless. Although no one was injured in the fire, three families have been affected and all their belongings, including ID documents and cellphones, have been lost. According to Councillor Sicelo Gxamesi, the fire started at about 19:00 at No. 8675 Ncadana Street. He says the fire began in the home of a 21-year-old resident who left a paraffin stove unattended. “Firefighters arrived in good time and the fire was managed very well. Thanks to those who assisted in this regard and a special thank you to Simphiwe Joja, a firefighter who was not on duty at the time,” says Gxamesi. Morag Swanepoel, who collected a lot of items from generous members of the community when two shacks burnt down several weeks ago, is rallying people once again. She

She and Gxamesi are trying to get a place at the housing department to store the items that have been collected for people in emergency situations who are in desperate need of practical assistance. Lindile Ntsabo, DA youth leader in the

Overstrand, was on the scene and says he is trying to replace cellphones that were lost in the fire and is helping in the recovery process of those affected. BRAND BETYDS GEBLUS: ’n Brand het Dinsdagaand by ’n sakeperseel in Hermanus se nywerheidsgebied uitgebreek.

Resident voices concern after old house in Onrus is demolished JANHENDRIK COETZER A resident from Onrus was very concerned when an old house in Lagoon Drive was demolished on Tuesday morning. “This ‘old lady’, built with sea sand and stone, was simply razed to the ground. I wonder whether the owner had any permission to do such a thing? As Onrus residents we need to stand up and protect our town’s heritage. “ There’s a reason why people like Uys Krige, Jan Rabie and Marjorie Wallace came to live in Onrus. They were inspired by the area. We don’t need another Strand or Plettenberg Bay here. If we don’t protect it, we will lose it,” said the resident. According to the manager for building control at Overstrand Municipality, John Simson, the owner of the house went through a long process in 2010 to get the house razed. “The building wasn’t listed as historic and was also not older than 60 years. Because of this, it was approved and signed off by only one

member from the Overstrand Heritage Committee, as it wasn’t necessary for the whole committee to approve it.” Simson says that a survey was done in 2009 by Overstrand Municipality to get older properties listed. “All properties older than 60 years were included in the survey. According to the survey these properties were then listed in different categories. The survey was specifically so that older houses in areas like Onrus, Hermanus and Voëlklip can be protected. This specific building was not on the list.” According to Simson, the area’s heritage surveys are one of the best in the country. “Our municipality and the Heritage Committee are very strict in this regard. However, it can sometimes happen that we miss something that is not listed. “If the public knows of any such properties, they can contact our town planning offices in either Hermanus, Kleinmond, Gansbaai or Stanford.”

’n Man wat so hoog in die industrie geag word, het my so gemaklik laat voel. Hy is fenomenaal!”

Also, pensioners receive a 40% discount on membership fees for players older than 65 who have been a member of the club for ten years or more.

MONDAY TO SATURDAY

Lighthouse 2 Lighthouse vier dekade JANHENDRIK COETZER

The Stony Point penguin colony in Betty’s Bay, acknowledged as the only mainland colony of African penguins with increasing numbers, has joined the CapeNature fold. In June last year the Overstrand Municipality, owner of the Stony Point property for many years, started the process of handing over the management authority and ownership to the conservation body and on 1 July 2014 CapeNature assumed the management responsibilities. Next to the penguin colony, where Cape cormorants and other seabirds now also nest and breed in abundance, are an ecological centre and coffee shop, both recently opened after the building that houses them had been upgraded and renovated. Overstrand Municipality has signed a comanagement agreement with CapeNature

for the management of the site. The ownership of the property will also be transferred to the Department of Public Works. The reason for the transfer stems from a provision in section 38(4) of the National Environmental Management Protected Areas Act 57 of 2003 (NEM:PAA) that requires marine and terrestrial protected areas with common boundaries to be managed as an integrated protected area by a single management authority. As CapeNature is the appointed management authority for the Betty’s Bay Marine Protected Area, the municipality may not legitimately be designated as the management authority for the Stony Point Nature Reserve, once it has been proclaimed and registered as a protected area. It is therefore in the best interests of the future stability and viability of the properties concerned, that the transfer of ownership

takes place before the property is declared a protected area. It is against this background that the municipality has withdrawn from the management of Stony Point. Stony Point, originally incorporating a whaling station, a WWII radar station, municipal workshop and stores, has become a prominent tourist attraction and nature conservation area. The project, which was initiated by Craig Spencer (a former nature conservationist in the Hangklip Municipality), has finally yielded the intended benefits to the penguins, tourists, the Betty’s Bay Boat Club and to the Mooiuitsig Community Trust that was granted the commercial right to manage the new coffee shop and eco-centre. The recent approval of a Biodiversity Management Plan for the African penguin highlighted the need for declaring Stony Point a formal protected area.

BandAid Strip’s free work, skills programmes JANINE VD RIETNEETHLING The BandAid Strip’s programmes are specifically designed to address the financial survival challenges of people in the Overstrand who are facing unemployment and poverty. As the BandAid Strip is a private ministry from Hermanus, the training programme will be available in Hermanus for Hermanus and Overstrand residents. Local resident Heté Fourie started this initiative in March and says it is an independent social upliftment project. She explains: “I help you and you help somebody else, and that person helps another person, in other words, paying it forward. Give a man a fish, and you’ll feed him for a day. “Teach a man to fish for himself, and you’ve fed him for a lifetime!” The free classes are once a week and will start this Saturday, 21 March and continue for six weeks on Saturdays. People will learn about additional income ideas, home businesses, charity projects, but most of all, to make a difference in your life, says Fourie. “We are going to talk about practical steps on how to build your self-esteem and how to minimise the control of fear over your life. How to embrace a new beginning, how to follow your dream and how to do what you love and love what you do. “How to keep on going when the going gets tough, and how to break free from procrastination. In other words: how to kick-off and build momentum.” For more information, go to the Facebook group Hermanus & Overberg vs Unemployment and Poverty. NO MORE BLUE MONDAYS: Progress Razah is very happy with the brand new washing machine HAWS received after a plea at the end of last year to the public to help the Hermanus Animal Welfare with a heavy duty washing machine for the animal blan kets. Their machine had packed up and the blankets were piling up. Many kind souls came forward to do nate money or to donate their second hand smaller machines, which could only be used for the lighter loads. But finally an anonymous sponsor came forward and said: “What do you need? I will buy it for you!” Shortly after, a big industrial washing ma chine was delivered.

Xylitol caused death of dozens of Sugarbirds JANINE VD RIETNEETHLING A veterinarian in Gauteng examined each of some 30 Cape Sugarbirds that had died in Voëlklip last year, after they were possibly unintentionally poisoned. The veterinarian came to the conclusion that the cause of death was xylitol toxicoses. Xylitol is consumed by humans as part of a low carbohydrate or diabetic diet. The birds died after a resident in Voëlklip used diabetic sugar to mix the solution in their bird feeder, not realising that it would kill the birds. A neighbour, Stephen Granger, had found a few birds in the road struggling and then dying. Together with his neighbour, realising that the birds could have died because of the xylitol intake, they immediately corrected the feed in his garden. Granger then contacted André Marais from CapeNature. “He came around and took all the bodies to preserve them for post-mortem examinations.” The frozen birds were sent to the Johannesburg Zoo in Gauteng. After thorough examinations, Dr Brett Gardner said the most likely cause of death was xylitol toxicosis whereafter his findings were published in an article in the African Birdlife magazine. After the conclusion, Dr Phoebe Barnard of SANBI said since dogs also appear to experience liver failure with xylitol, she would be careful with administering this sugar (xylitol) to any animal. “Please everyone, continue to make this information available to anyone who puts out nectar feeders for birds. Please also ask that any ringed sugarbirds or sunbirds are reported to SAFRING (safring@adu.org.za) and to me, ideally with a photo, and/or a note of date, locality, species and any colour combination. “Also report any similar die-offs to us,” she pleaded in an email sent to Granger and other role-players. Barnard can be contacted on 021 799 8722 or 083 562 8238.

Hermanus Police held their first fitness tests for recruiting new policemen on Friday 6 March at the Mount Pleasant sports grounds. Stations participating were Hermanus, Gansbaai, Stanford, Kleinmond, Bredasdorp, Napier and Struisbaai. The cluster recruitment officer, captain Shane Petersen, said after having tested more than 600 applicants psychologically, 123 fitted the profile. “Before doing the fitness tests they first had to comply with the following criteria. No tattoos and their body mass index (BMI) must be correct. Amongst those 28 were not allowed to take part in the fitness tests.” After fitness levels were dealt with, 33 were deemed not competent and a total of 62 passed all the tests. These candidates are attending a further grooming camp at the Police College in Bishop Lavis, Cape Town, from 15 to 27 March. Candidates who qualify after the camp will go on to do their six month basic training.

EDITORIAL COMMENT Reading is the key to learning While many of us know that the ability to read well is the key to learning, there are countless people – both young and old – who struggle to read and learning becomes a life-long battle. Learning to read does not begin in Grade 1. It begins the moment a child is born and it is up to each parent to provide the stimulation a child needs to reach their full potential. A child’s vocabulary develops as they listen to their parents and siblings, and reading to them helps to build their vocabulary and understanding of words and concepts. We can never underestimate the impact reading to our children has on them. Their imagination is ignited and they learn to love books. Seeing their parents read also makes books and reading materials part of their natural experience. Parents have a responsibility to instil habits in their children which will make a difference when they grow older. Reading is not limited to how rich or poor you are. We are fortunate to have several top libraries in the Overstrand and parents can take out books to read to their children, until they are able to read for themselves. Children who read with ease, fluency and comprehension, are confident and learning comes naturally to them. Your library card could be the key you need to unlock your child’s full potential.

Filing system at Day Clinic not in place I went to the new clinic in Swartdam Road near Zwelihle the other day. A beautiful building which cost a lot of money. The only thing wrong with it is that there seems to be efficient staff, but no filing system. One woman I spoke to had been waiting from 09:00 to 12:30. There seems to be no filing system and this is what causes the delays. Someone said the girls doing the filing are students or have just left school. Surely this system needs to be updated and fed into a computer for quicker, more efficient service. What is the good of a beautiful building but no one seems to know how to run it? Staff: please do something about my plea.

With the season now changing to autumn, cooler weather can be expected for the next few days with light rain forecast for Monday. This coming weekend a minimum temperature of 17 degrees and a maximum of 25 degrees can be expected.

Hallo, herfs!

As daar ander kinders is wat ook graag hieraan wil deel hê, kontak vir BC Sadie by 028 316 4005 of 072 210 9876.

BLESSINGS FROM FAR AND WIDE: A family from England with strong ties to Hermanus visited the Enlight en Education Trust on Tuesday 17 February. After a tour of the facility, they took bags of toys and books to two schools in Zwelihle. Holly McEnaneny, whose grandfa ther, Eric Jones, lived in Hermanus for over 40 years and is credited for being the founder of the cliff path, collected items from the school her son Luke attends in Cold Ash, Berkshire, England. Knowing the family would be going on holiday to Hermanus, she saw this as a chance to give something back to the community. HAVE YOU HEARD From council chambers NO TO HOME-BASED FINE DINING ESTABLISHMENT IN FISHERHAVEN The hopes of a property owner, also an established chef, to host a home-based fine dining experience from his house in Fisherhaven, have been dashed. The property is a double storey wooden house on Riverside Drive with views over the lagoon. What was envisaged was to offer “an exclusive culinary experience on a bookings basis only, from Thursday to Sunday, for 20 guests at a time”. The intention was to only run this home-based restaurant for a limited period of up to five years. The application was made in April last year, and was, according to the applicant, supported by the Fisherhaven Ratepayers Association. Two letters of objection were received citing among other reasons that it will impact on property value; will spoil the quietness of the neighbourhood and that there is no need for an additional restaurant in Fisherhaven. The applicant, Leo Romer, felt what he would be offering would be different and would not compete with existing eating places and that they would attract customers from Arabella, Meerensee, Benguela Cove and members from the Chaine Des Rotisseurs from all over the world. Reasons given by council for the nonapproval are: – that it will impact on the privacy of surrounding property owners and also increase the noise levels, and will have a negative impact on the residential character of the area – that such an establishment is not in line with the existing policy plans for the area, which earmarks this area for residential use – that it would create an unwanted precedent which could ultimately have a negative impact on the character of residential areas, and also negatively impact on

the development potential of the Fisherhaven business node. German born Leo Romer, famous for his creative flair cooking with mushrooms, has been living in South Africa for the past 25 years, and with his wife, has retired to Fisherhaven. ) Plan Active, appointed by Romer for this application, told the HT that upon receipt of the municipality’s letter pertaining to their decision, “Romer indicated that he would make use of his right to appeal”. A LOT OF LETTUCE The Overstrand area is notable for its production of wines, but did you know that the area produces a total of 127 tons of lettuce per month for consumption by customers of the major retailers and many hotels and restaurants locally? A farm in Hemel-en-Aarde Valley, involved in cultivating, packing and selling lettuce, was granted approval by council to legalise the existing agricultural activities, limited to the operation of a pack shed, and that the fan motors in the operation comply with acceptable noise levels. Approval to extend the existing building was denied though. Due to various reasons, much of the growing of salad crops has progressively been moved to farms in the Stanford area, and with the growth in the market, the farm needed to expand their facility. One of the reasons given by council to not approve the extension is that it could ultimately lead to a large scale agricultural industry not befitting the character of the area. SEPTEMBER IS D-DATE FOR SOCIO-ECONOMIC STUDY Council identified the need to conduct a socio-economic assessment in order to better understand the extent and nature of the housing need in the Overstrand. The Overstrand covers a land area of

about 2 125 km², with a population of 80 500, according to the 2011 census. Although council has a functional housing demand database or waiting list, “there is still a gap in the information available to provide an accurate picture. It has been identified that there is a particular lack of reliable information on informal settlements, backyard dwellings and households that fall within the affordable housing market (households earning between R3 500 and R18 000 per month)”. The total number of households in 2001 was 18 437 and 28 000 in 2011 – a 51% increase. In 2001 the municipality had a total of 83,6% formal dwellings and in 2010 80,1%. In 2011 there were 791 units of houses/ flats/rooms in backyards, 4 723 informal dwellings (shacks in backyards) and 5 334 shacks in informal settlements. According to the municipality’s housing demand database, there are 12 321 records/applicants awaiting housing opportunities. Council had approached the Provincial Departments of Human Settlements and Environmental Affairs and Development Planning with regards to the study. A Memorandum of Understanding was concluded and it was recommended that the study be conducted by the Provincial Professional Resource Team (PRT) as a joint venture between the municipality and the Provincial Department of Human Settlements. The total cost of the study amounts to R887 506. The municipality will contribute R400 000 from the separate operating account, and the balance will be paid by the Provincial Department of Human Settlements. ) The questionnaire is in the process of being finalised, and the results of the study are expected to be available by September this year.

Ja.

Theo Cloete is ’n portefeuljebestuurder by PSG, Hermanus.

Enlightenment for young minds It is National Library Week (14 – 21 March) and one of the lesser-known book collections in Hemanus is the Alex Bury children’s library at the Enlighten Education Trust in Swartdam Road, near Gateway Centre. Thanks to a generous donation from Elvia Bury from the estate of her late husband, Alex, the library was established in a small room at the centre in 2010. In 2012, to celebrate Enlighten’s 10th anniversary, it moved into its own airy, spacious and welcoming building on the premises, made possible by a further donation from Bury and another from the Sunshine Foundation. Open every afternoon of the week, as well as Saturday mornings and during

school holidays, it now has a paid-up membership of over 3 200 and is a magnet for hundreds of children from the surrounding communities. They come to do their homework, or just curl up on a beanbag for an exciting journey into the world of words. This is a childfriendly environment and under the guidance of librarian, Elmine Boonzaaier, they gobble up whatever they can lay their hands on in this literary banquet. The library contains age-appropriate books in English, Afrikaans and isiXhosa, as well as a reference section for teachers and children. During the past month alone, 1 643 items were issued to 784 children and 25 adults. In addition to the library building, there is a mobile book library which visits 27

ECD centres and primary schools in the Overstrand each week. It is accompanied by Enlighten’s mobile toy library, reaching over 1 200 children. The enchanting world of the imagination, ideas and places is literally blowing the minds and changing the lives of these young readers, most of whom have no access to books at home. Enlighten’s newly-launched Shine project is set to build on this reading-forall philosophy by working with children who are struggling to read. Those who would like to donate goodquality, age-appropriate new or secondhand children’s books to the Alex Bury Library, can contact Elmine at 028 313 0974 or library@enlighten.org.za. – ELAINE DAVIE

Dogs: Tables were turned

Kleinmond – Individual Stableford (Log)/ 4BBB: Ex-British Prime Minister Harold Wilson once said that a week is a long time in politics. It can be even longer in golf. Last week, the Dachshund Whisperer romped home to take his seat with a very impressive 44 points and there was a 5-way battle for last place on 29, a record high for an ignominious defeat. There was also a record overall average return of over 34 per constituency. Just seven days later however, and on the same track, the tables were turned. Perhaps the intervening golfing tour of the Winelands, which took its toll on both weary limbs and bruised livers, had some effect on the polls but the main reason for the slump in turnout was a pumping south-easter on the day. A 36 was the best the candidates could manage, with Pancho Wentzel pipping the Cantankerous Yank on countback. There was another count for last place with the Hanging Judge just losing his deposit. 17th – Stableford: 36 Gary Wentzel, Art Rae; 35 Tony Hackett; 34 Tony Wreglesworth; 32 Louwtjie Kruger, Geoff Crowther; 31 Michel Maury, Pat Dewil, Dave Brittain; 30 Chris Martin; 29 Ian Newman, Arne Andersen, Doug Ross, Deon Pheiffer; 27 Dave Smith, John Horobin, Alan Smith, Ray Calitz (guest); 26 Andre Franken, Gordon Wilson; 25 John Cheesbrough, Jon Forsyth; 24 David Naylor; 23 Tony Jones; 22 Hugh Frangs, Koos Roelofse; 18 Richard Ridge, Dave Robinson. 4BBB: 45 Gary Wentzel / David Naylor 10th – Stableford: 44 Peter Theron; 41 Ian Newman; 40 Andre Franken, Tony Hackett; 39 Dave Smith, Gordon Wilson; 38 Jon Forsyth; 37 Bob Barton, Alan Smith; 35 Hugh Frangs, John Horobin; 34 Tony Jones, Dave Rade; 32 Fred Garrett; 31 Louwtjie Kruger, Trevor Vaughan, Koos Roelofse, Doug Ross; 30 Arne Andersen, Richard Ridge; 29 Pat Dewil, Deon Pheiffer, David Naylor, John Tunstall, Geoff Crowther, 4BBB 47 (c/i) Ian Newman / Deon Pheiffer. – DAVE SMITH
